Webster County was originally formed from Henderson County, Hopkins County and Union County in 1860. It
is located in the Western Coal Field region of the state and bounded by Union, Henderson, Hopkins, McLean
and Crittenden counties.
The county consists of an area of 336 square miles. The western border is Tradewater River and the Green
River serves as its eastern border. Estimated population in 2004 was 14130.
The county is characterized by rolling hills and fertile creek bottoms. Since the end of the Civil War, the
county's prosperity has been tied to its fertile soil and mineral resources. Ninety percent of the county's farm
income is derived from corn and soybeans. Wheat, fruit, beef, hogs and dark and burley tobacco provide
supplementary income. Almost thirty percent of the county's acreage is commercial forest land.

Blackford lies on KY 143, across the Tradewater River from Crittenden County and 13 1/2 miles wsw of Dixon.
It was first called Blacksford for a river crossing on the farm owned by Rich Black. In 1887 a station on the
just-completed Ohio Valley (later Illinois Central Gulf) Railroad was established here as Blackford, as the post
office opened on August 29, 1887, with James M. Clement, postmaster.

Clay is on KY 130, 132, and 270, 6 1/2 miles west of Dixon. Established on July 6, 1837, the Clay post office,
with Thomas W. Powell, postmaster, was first called Ashland, probably for Henry Clay's Lexington home.
After an intermittent existence it was renamed Clay in 1854. It was discontinued in 1865 and re-established for
a brief time the following year as Winstead with Bush D. Winstead (1837-1867), a local merchant and Webster
County's first circuit court clerk, as postmaster.
The Clay name was restored 3 months later. The town was incorporated as Claysville in 1860 and as Clay in
1872.

Dixon, the county seat of Webster County, is located at the junction of US 41A and KY 132. It was established
in 1860 when the county was formed and named for Archibald Dixon, lieutenant governor and U.S. senator.
Dixon's Court House post office opened in 1860. It was incorporated in 1861.
Historical Sites, Dixon:
• Rice House - 400 Main Street, Dixon: Birthplace of poet Cale Young Rice and his philanthropist wife,
Leban Lace Rice (Alice Hegan Rice). Some outstanding titles of Rice and his wife are Bridging the Years,
Mrs. Wiggs of the Cabbage Patch, and Passionate Follies.
• Battle of Burnt Mill - KY 630, near Vanderburg, Dixon: A few miles outside of Dixon on KY 630 is the
site of the Battle of Burnt Mill. This skirmish, which occurred in 1861 at Deer Creek, was the first battle of
the Civil War to take place in Kentucky. Twenty-five Union soldiers were taken captive by the local
Confederate contingent, led by Captain Al Fowler of Hopkins County.
• Harp's Head - U.S. 41A, Dixon: The head of notorious outlaw, Big (Micajah) Harp, was hung here in
1800 as a warning to other outlaws after he and Little (Wiley) Harp roamed Kentucky from 1798-99 on a
crime spree.
• The People's Bank, Dixon (c. 1903): Currently being used for attorney offices.
• Historic War Memorial on the Courthouse Lawn in Dixon: Built in remembrance of 85 Webster County
residents who died in World Wars I & II, it's a true reminder of the part Webster County played in the
history of our nation.
Onton

Onton is centered at the junction of KY 147 and 370, 13 miles east of Dixon. The community was first called
Orton for an early family, but another Orton in Kentucky compelled the adoption of the Onton for the post
office established on September 28, 1882, with Franklin P. Tilford, postmaster.
Poole

Poole lies at the junction of US 41A and KY 56 and 145, 8 miles north of Dixon. The brothers, John H. and
James Poole, first cousins to Sam Houston of Texas fame, arrived here from Nelson County KY in 1826 to
settle on a 2400-acres military grant. John (1776-1862), a millwright, built a horse-powered gristmill and brick
factory. The town was first called Poole's Mill, as was the post office established on January 29, 1855, with
John's son William W. as postmaster. The town was later called Pooleville; it and the post office were renamed
Poole in 1894.

Providence

Providence is located in the southwestern part of the county, east of the Tradewater River. The town was
founded by Richard B. Savage, who arrived in the vicinity from Virginia in 1820 with his eldest sister, Mary
(Savage) Settler.
On February 18, 1840, when the town of Providence was officially sanctioned, it had a population of 150,
including three physicians, as well as five stores, two hotels, a school, a Baptist church, a Masonic hall and
three tobacco stemmeries. In the heart of the state's Black Patch tobacco-growing region, Providence eventually
became the third largest stemming market in America.
Providence was incorporated in 1860. The onset of the Civil War slowed economic growth in the city, although
no major battles took place there. A Confederate reconnaissance and foraging force (commanded by General
Nathan Bedford Forrest) passed thru Providence between November and December of 1861.
Commercial coal mining began in 1888, and by 1930 Providence residents numbered 4,742. In the 1930s
depressed conditions in the coal fields resulted in a loss of population that continued through the 1960s.

Sebree

In 1868, a town was founded by William Scott and Colonel E. G. Sebree of Trenton, Kentucky. The L & N
Railroad was begun in 1850 but was not completed until after the Civil War. The railroad divided the town
nearly in half. On the eastern side was the depot which was furnished with both a day and night operator.
Telephone service was added to the town in 1895. Several tobacco factories made their home in Sebree also.
At one time, Sebree was home to some 40 businesses, hotels, shops and stores. The first church was erected in
1870 - Christian denomination. It was quickly followed by a Methodist, Catholic and Baptist churches. The
town was also home to Sebree Springs, a summer resort and park operated by G.L. Dial.

The historic Sebree Deposit Bank (c.1890) is still in operation with a beautifully refurbished interior including a
marble floor. The bank is a vital part of Sebree and incorporates beauty, history and business all in one package.
Another historic site in the area is the McMullin-Warren House (c. early 1900s - Queen Anne architecture).
As one leaves Sebree on Hwy 132 South you will pass by the Wildwood Golf Course and Conference Center.

Slaughters

Slaughters lies just west of US 41 and 9 1/2 miles east of Dixon. According to local tradition, it was named for
Gustavus G. Slaughter, local storekeeper, who in 1855 won the right to name the new town and post office in a
card game with his rival, blacksmith Frederick W. Stiman.
The post office was established as Slaughtersville on January 29, 1856, with Henry A. Prater, postmaster.
Slaughter himself served as postmaster from 1860 to 1865 and was succeeded by Stiman.
Though the post office was renamed Slaughters in 1915, the town remained Slaughtersville from its
incorporation in 1861 until 1967 when the Board on Geographic Names reversed an earlier decision and
conformed to common usage and the present name of the post office.

Wheatcroft

Wheatcroft, a coal town with post office, is on KY 109 and the Illinois Central Gulf Railroad, 8 1/2 miles west
of Dixon. It was probably named for Irving Horace Wheatcroft, an Englishman, who in 1899 lay out and
founded the town on land acquired from Elijah Cullen. He opened one or more area coal mines, and built the
Kentucky Western Railway from nearby Blackford to Dixon. The Wheatcroft post office was established on
September 10, 1900, with A.S. Logsdon, postmaster, and the town was incorporated in 1902.

The Webster County P.V.A. is a locally elected official charged with assessing all property, both real and
personal, that lies within Webster County. There are some exceptions such as public service companies, bank
shares, omitted tangible properties and vehicles, all values which the Kentucky Department of Revenue assigns
in Frankfort. The P.V.A. has the right to change vehicle values according to the January 1 NADA guidelines for
high mileage or with estimates of repair from licensed automobile body shops. Please remember that the vehicle
is assessed to the owner as of January 1 of each year and it is the condition of the vehicle and mileage that
determines the value.
All property, unless specifically exempted by the Constitution, is taxable. The Constitution expressly prohibits
exemption of any property or persons except those allowed by the Constitution itself. Therefore, taxation is the
rule and exemption the exception. Click here for General Tax Information.
Your Property Valuation Administrator?s office DOES NOT determine how much tax you pay. We only
assess the ?fair market value? of the property to be taxed. There are two components that determine your
property bill. ASSESSED VALUE and TAX RATE. The TAX RATE is determined by elected officials such as
County Governments, City Governments, School Boards, and taxing districts such as the library board and
health board.
The P.V.A. does not set property tax rates, nor do they collect property taxes. The Kentucky Constitution
requires equality and uniformity through fair cash value assessments. Fair Cash Value is defined as the price
that a piece of property will bring in a fair voluntary sale between a willing seller and a willing buyer.

The County Clerk’s office is one of great diversity. We are responsible for motor vehicle licensing, voter
registration, elections, recording all land records, issuing of marriage licenses, notary bonds and processing
delinquent real estate taxes. It is our job to provide an atmosphere to the public which is as pain free as
possible! Many times the reason a customer visits our office is to pay money, which is usually not a happy
occasion, but we strive to make your experience pleasant.

Senator Mitch McConnell
Mitch McConnell is the Senate Republican Leader. First elected to that position unanimously by his colleagues
in 2006, he is the 15th Senate Republican Leader and only the second Kentuckian to lead his party in the
Senate. The first, Alben Barkley, led the Democrats from 1937 to 1949.
Senator McConnell previously served, again by the unanimous vote of his colleagues, as the Republican Leader
in the 110th and 111th Congresses and the Majority Whip in the 108th and 109th Congresses. McConnell also
served in leadership as chairman of the National Republican Senatorial Committee during the 1998 and 2000
election cycles.

First elected to the Senate in 1984, McConnell made history that year as the only Republican challenger in the
country to defeat a Democrat incumbent and as the first Republican to win a statewide Kentucky race since
1968. McConnell’s victory in 2008 is also one for the record books: On November 4, he won nearly a million
votes, the most ever received for a Kentuckian in a statewide race.
Senator McConnell graduated with honors from the University of Louisville College of Arts and Sciences,
where he served as student body president. He also is a graduate of the University of Kentucky College of Law,
where he was elected president of the Student Bar Association. McConnell worked as an intern on Capitol Hill
for Sen. John Sherman Cooper before serving as chief legislative assistant to Sen. Marlow Cook and as deputy
assistant attorney general to President Gerald Ford. Before his election to the U.S. Senate, he served as judgeexecutive of Jefferson County, Kentucky, from 1978 until he commenced his Senate term on Jan. 3, 1985.
McConnell currently serves as a senior member of the Appropriations, Agriculture and Rules Committees.
Married to Elaine L. Chao, who served as President George W. Bush’s U.S. Secretary of Labor and is a former
president of the United Way of America and director of the Peace Corps, he is the proud father of three
daughters.

Senator Rand Paul, M.D. has been married for 20 years to the former Kelley Ashby, who is originally from
Russellville, Kentucky. Rand and Kelley have three sons: William, 18; Duncan, 14; and Robert, 11.
Dr. Paul and his family live in Bowling Green, where Rand owned his own ophthalmology practice and
performed eye surgery for 18 years.
Rand is the third of five children born to Carol and Ron Paul. He grew up in Lake Jackson, Texas and attended
Baylor University. He graduated from Duke Medical School in 1988. Dr. Paul completed a general surgery
internship at Georgia Baptist Medical Center in Atlanta and completed his residency in ophthalmology at Duke
University Medical Center. Upon completion of his training in 1993, Rand and Kelley moved to Bowling Green
to start their family and begin his ophthalmology practice.
In 1995, Rand founded the Southern Kentucky Lions Eye Clinic, an organization that provides eye exams and
surgery to needy families and individuals. Rand is a former president and 17 year member of Lions Clubs
International, which is dedicated to preserving sight by providing eyeglasses and surgery to the less fortunate
around the world. In recognition of his outstanding and sustained efforts to provide vision care to Kentuckians
in need, Lions Clubs International has awarded Rand many of its highest commendations.
In addition to his work with the Lions Clubs, Dr. Paul has provided free eye surgery to children from around the
world through his participation in the Children of the Americas Program.
A large part of Rand's daily work is dedicated to preserving the vision of our seniors. In 2002, The Twilight
Wish Foundation recognized Rand for Outstanding Service and Commitment to Seniors.
Rand is a devoted husband and father. He regularly volunteers to coach teams for each of his three sons in Little
League baseball, soccer, and basketball. Rand and Kelley have been members of The Presbyterian Church since
1993, where Kelley currently serves as a Deacon. Rand is a hard-working, dedicated physician, not a career
politician. His entrance into politics is indicative of his life's work: a desire to diagnose problems and provide
practical solutions.

Ed Whitfield was elected to Congress in 1994 as the first Republican to represent Kentucky’s First
Congressional District.
Whitfield is a native of Hopkinsville, Kentucky and attended Madisonville High School. He earned a Bachelor's
Degree and Juris Doctorate from the University of Kentucky. He also studied at Wesley Theological Seminary
in Washington, D.C., where he now serves on the Board of Governors. Whitfield served as a 1st Lieutenant in
the 100th Division of the U.S. Army Reserves.
Congressman Whitfield served in the Kentucky House of Representatives from 1974-75 while practicing law in
Hopkinsville, where he operated a successful oil distributorship in the west Kentucky coal fields. In 1979, he
became Counsel to the President of Seaboard System Railroad in Washington, D.C. Later, he was named Vice
President of State Relations and then Vice President for Federal Railroad Affairs for CSX Corporation.
Whitfield served as Legal Counsel to the Chairman of the Interstate Commerce Commission (ICC) from 1991
to 1993 where he worked to reduce regulation of the nation’s barge, railroad and trucking industries.
Congressman Whitfield serves as Chairman of the Subcommittee on Energy and Power of the full House
Energy and Commerce Committee. He is also a member of the Subcommittee on the Environment and
Economy and the Subcommittee on Health.
The Energy and Commerce Committee is the oldest standing Committee in the House and presides over a wide
spectrum of issues, giving it the broadest jurisdiction of any Committee in the legislative body. The Committee
maintains primary responsibility for legislative oversight relating to healthcare, telecommunications, consumer
protection, food and drug safety, public health, air quality and environmental health, the supply and delivery of
energy and interstate and foreign commerce.
During his eight terms in Congress, Whitfield has championed the needs and views of his constituents. The First
District is home to Fort Campbell, base for the 101st Airborne Division, the 160th Special Operations Aviation
Command, and the 5th Special Forces Group. Whitfield has consistently voted in favor of a strong national
defense, including enhanced benefits for all active duty service personnel, retirees and veterans. He has pursued
a pro-family agenda to permit prayer in schools, stop child pornography and outlaw flag burning. Through his
Committee assignment, Whitfield has worked to promote access to health care, and to protect Medicare and

Medicaid. He also has helped modernize our national energy policy, while promoting clean uses of coal and
protecting domestic uranium enrichment capabilities at the Paducah Gaseous Diffusion Plant, where he has
been an advocate for the health and welfare of its active and retired employees.
Congressman Whitfield’s major legislative accomplishments include creating the 170,000 acre National
Recreation Area at the Land Between the Lakes; introducing and passing legislation to create a Health
Compensation Program at the Paducah Gaseous Diffusion Plant, which has paid over $315,000,000 in
compensation to 3,139 employees and their survivors; helping to create the first Medicare Prescription drug
benefit plan for seniors; and advocating for the humane treatment of animals.
The Congressman is married to Connie Harriman, who served as Assistant Secretary of the Interior and Director
of the U.S. Export-Import Bank and, currently, as Senior Advisor for Presidential Initiatives at The Humane
Society of the United States.

Webster County Health Synopsis: Webster County is in the middle among Kentucky counties in terms of health risks
and outcomes. Residents of the county have a good level of physical activity and comparatively low rates of diabetes and
deaths from heart attacks and strokes. Health challenges for the county include high rates of breast, colorectal, prostate,
and lung cancer. These cancer rates can be reduced and lives saved by regular screening visits and early detection and
treatment. Smoking cessation, creation of smoke-free zones, and encouraging children and teens not to begin smoking can
help reduce the lung cancer rate and improve respiratory health. The county has both a high rate of uninsured and lack of
primary care physicians, which constitute major barriers to health services. The county has some of the highest rates of
infant mortality, low birthweight deliveries, and obesity. Assuring prenatal care in early stages of pregnancy and followup visits can help increase normal deliveries and lower infant mortality. A community initiative to promote healthier
nutrition and more exercise can help reduce obesity as well as many other health risks.
