preservation at the Capitol,

Laney is a native of Hale
Center, and graduated from
Hale Center High School and
Texas Tech. He married the
former Nelda·McQuien and the
couple had three children and
four grandchildren: Kah.yn

In his first session .as speaker, he

Committee became more
accessible, and the House
adopted a . new system of
deadlines for the legislature,
which eliminated the last-minute
backlog of bills that had forced
lawmakers to consider hundreds
of measures in the closing days of

Over the years, Laney e.arned a
reputation of cooperation
working with members of both
political parties. The most
well-known relationship Laney
fostered was the close working

Lieutenant Governor Bob

produced landmark reforms in
education, welfa~e. juvenile
justice and· civil litigation. The
friendship between the three
was unprecedented. So much
so that when it was determined
that Bush would be the next
President of the United States,

Laney, a Democrat, as the

as presiding officer, The Dallas
Morning News said "Mr. Laney
can rest secure knowing that he
led the people's chamber in a
way that Texans- including the
eventual leader of the free

member of one of the largest
freshman classes of legislators.
He served as chairman of the
Committee on Administration
for eight years under Speaker
