2014 ANNUAL REPORT CAPITAL CROSSROADS SPECIAL IMPROVEMENT DISTRICT ARE WE “DOWNTOWN” ENOUGH? Downtown is the largest job center in the region, and it continues to grow. We’ve experienced tremendous success in public-private partnerships with developments like Scioto Mile, Columbus Commons, 250 High and the renovation of the Atlas Building. We’ve highlighted some of the most recent progress in the pages of this report, and the SID continues to collaborate with partners to help make our downtown even better. We talk of the benefits of working downtown: easy access to amazing amenities; proximity to an incredible talent pool; walkable environment; parks and public spaces where impromptu meetings regularly occur. These qualities make downtown much desired, and we want even more, right? We want nightlife, innovative office space, more entertainment and shopping. But revitalization can bring growing pains. Where exactly are all these people going to park when they come downtown to live, work and play? We get this question a lot, and in the coming year we will look at ways to change the conversation and engage the community to ease these growing pains and embrace alternative transportation so we can continue to make downtown the most accessible place in the region for residents, employees and visitors. Services do not replace what the city does. Instead, SID assessments expand and hone-in on initiatives that complement downtown development. Through publicprivate partnerships, Capital Crossroads SID leverages additional support from corporate and philanthropic communities to benefit Downtown. Capital Crossroads SID goes above and beyond what any one company could do alone. Together, this group of committed property owners – more than 500 property owners in 254 acres – help Downtown reach its potential. From cleaning and safety services to beautification initiatives to marketing and promotions, this investment ensures that the Downtown community will continue to thrive. Together they focus on a holistic approach to crime prevention. But it doesn’t stop there. Through a public-private partnership, the SID connects Downtown private security officers with the Columbus Division of Police in real-time with an 800MHz radio system and a security website. The National Homeland Security Association recognized the safety program at its national conference in Philadelphia this year as the best of the best. See for yourself by visiting DowntownColumbus.com/AWARDS In addition to a proactive safety approach, the SID puts equal effort into keeping downtown sparkly clean and friendly. Our clean team removes first-floor graffiti, picks up trash, power washes public spaces and shovels snow in the crosswalks. Our ambassadors are also a walking concierge – out and about, seven days a week – offering visitors helpful suggestions like where to eat and where to find the closest theater. Better yet, they can escort visitors there. 4 2014 ANNUAL REPORT | Capital Crossroads Special Improvement District & ENGAGED PROACTIVE COLLABORATIVE •Led quarterly meetings for security and safety professionals to share information regarding criminal activity •Advocated with City Attorney’s Office for appropriate sentencing of “repeat offenders” •Conducted real-time radio drills and training for security professionals for emergency preparedness and other high-profile crimes •Launched a new, web-based program that allows security partners and special-duty officers to share security-related information and images with one another within seconds PROACTIVE Safety Ambassadors •Provided more than 21,000 hours of supplemental safety services •Provided safety escorts for more than 480 visitors, residents and employees •Addressed more than 650 requests regarding quality of life issues such as open container, panhandling and criminal trespassing •Attended 25-30 hours of specialized security training •Assisted more than 4,700 downtown visitors with directions and information Special Duty Officers •Provided nearly 2,100 hours of foot patrols •Provided “strict enforcement” in downtown hotspots where drug activity, open container, aggressive panhandling and intimidating behavior occurred •Teamed up with Capital Crossroads SID safety ambassadors more than 380 times to address issues •Arrested and cited an average of 11 people per month for various crimes OUTREACH •Helped secure housing for an average of six homeless men and women per month •Collaborated with Maryhaven, Columbus Division of Police, Faith Mission, HandsOn Central Ohio and security and public safety officials to address the influx of criminal trespassing by area homeless Outstanding job in keeping downtown Columbus safe.” – KRISTIE METZ, DOWNTOWN EMPLOYEE 5 & PUBLIC ENHANCEMENTS BEAUTIFICATION Capital Crossroads SID takes collaboration to a whole new level with beautification and public realm projects. Working with the city and leveraging grants, the SID works hard to help keep downtown looking great. When the unexpected happens (remember the Polar Vortex), we step up fast. •Provided more than 11,600 hours of cleaning services •Used more than 18,000 pounds of salt to keep crosswalks clear •Provided emergency assistance during water main break •Removed more than 25,000 pounds of trash from sidewalks, streets and alleys •Responded to nearly 500 power-washing requests •Supplied more than 30,000 bags to dog waste stations •Removed more than 230 graffiti tags from downtown properties •Filled more than 10, 30-gallon trash bags per day with leaves during the fall. •Used more than 750,000 gallons of water and fertilizer to maintain the trees in the downtown core, Gay Street median flowers, Capitol Square planters and High Street hanging baskets •Maintained seven bike shelter “live roofs” , 6 “ Thanks so much for the window wash this morning. In-kind advertising worth nearly $200,000 helped promote the Market. First floor windows along the alley also morphed into an art gallery thanks to the captivating photography of The Columbus Dispatch. Thanks to a grant from Puffin Foundation West, Pearl Market doubled the spending power for customers receiving government food assistance. The program has been so successful, the City of Columbus and Franklin County looked to Pearl Market to develop a similar program county-wide called Veggie Snaps. Because of this program (the Puffin Foundation West EBT Matching Grant) our family is almost big-box free. We’re eating healthier and locally. We can taste the difference. Thank you.” – MARYSE DAWSON 7 BUSINESS RECRUITMENT Supporting existing business and attracting new business to Downtown remains a top priority of Capital Crossroads SID. The Business Recruitment Program provides invaluable resources to entrepreneurs looking to locate or expand their business downtown. Thanks to a grant from the Create Columbus Commission, the SID launched an online, searchable database for available office and retail space. Capital Crossroads SID also developed an office tour program, which resulted in several new, signed leases within just weeks of the program. The SID also launched a business video contest, which promoted downtown as the best place to open a business in Central Ohio. Entrepreneur Nicholas Hinsch, CEO of eVAL, won the contest and will receive $10,000 toward a signed Downtown office lease. It’s not enough to recruit new business Downtown. Extensive marketing and public relations services promote and support Downtown businesses. The SID not only helps create social media content for new businesses to use on their social platforms, but also engages the 53,000 Twitter followers already interested in Downtown. In addition, the Ambassador of the Year receives accolades. OUTSTANDING SERVICE A service in either the public or private sector that makes a significant contribution to downtown. AWARD WINNER: PUFFIN FOUNDATION WEST, JAVA KITRICK Beginning in 2013, Puffin Foundation West helped bring affordable, fresh produce to our city’s most vulnerable population. Thanks to a one-to-one matching program used in Pearl Market, people using food assistance benefits through Ohio EBT program doubled their spending power – all because of Puffin Foundation West. The program was so successful, Franklin County and the City of Columbus looked to Pearl Market to develop a new county-wide pilot program. OUTSTANDING AESTHETIC CONTRIBUTION A project completed in the past year that added to the beauty, street life, energy, brightness, colorfulness and attractiveness of downtown. AWARD WINNER: RAW GALLERY Nothing energizes a city as much as retail storefronts. Well-lit stores and large windows activate sidewalks and invite a pleasant pedestrian experience.George Leach opened RAW Gallery in an area of Downtown just beginning to bubble with activity. He took a risk with a dilapidated storefront and turned it into an arts destination. This kind of entrepreneurial spirit defines a true urban center. 2014 ANNUAL REPORT | Capital Crossroads Special Improvement District 9 AWARDS OUTSTANDING ACHIEVEMENT An accomplishment within the past year by a property owner, city division, tenant or civic organization that deserves special recognition AWARD WINNER: COTA - CBUS In May, the Central Ohio Transit Authority launched CBUS. It became an instant success among commuters, visitors and daytime workers who live, work and play in the Brewery District, German Village, Downtown, Arena District and Short North. Offering free rides seven days a week, this specially branded bus also introduces transit options to a new audience. The strong public response demonstrates that new audiences will take transit to work and special events in Downtown. AMBASSADOR OF THE YEAR AWARD WINNER: ZENAIDA ALLEN Zenaida Allen possesses a strong work ethic and a gracious personality. She approaches her work with enthusiasm and efficiency. Zenaida is a self-starter, and when her work is complete, she eagerly takes on new projects. Earlier this year, she received the Winter Warrior Award – not even the Polar Vortex could slow her down.
