The Ted K. Community Center provides educational, recreational
and social services to families who reside in the Plattsburgh
Housing Authority’s housing developments. Current programs include a nursery school and after-school program and various offsite collaborations with the City Recreation Department, the
YMCA and Mountain Lake PBS. The Center has an internet connected computer lab, an art department, a playground, an outdoor
basketball court and video production & editing equipment. Hours
of operation are Monday-Friday from 10:30 AM—6:00 PM during
the school year and 8:30 AM-3:30 PM during the summer.

North Country Cultural Center for the Arts will hold its annual
Juried Exhibition for students in 7th - 12th grade in Clinton, Essex and Franklin Counties. This is a competitive, organized exhibit utilizing independent jurors to select from a variety of mediums and 3D works. All participants receive certificates and
special prizes are awarded to the winners! It’s a special time to
showcase our talented youth.

Kindermusik allows parents or caregivers and their children
to share movement and music for 15 week sessions. Children from
birth to 3 years of age will see, touch, hear, play, dance, bounce
and develop through multiple levels of activities appropriate for
their level. Parents will be educated in the cognitive, social and
emotional development and learn to stimulate growth in a natural
loving way. A good beginning never ends! Join us for Village or

Take the lead, learn your lines and begin your acting
career. Theatre for Youth is designed for ages 8 to 18. Students
learn acting fundamentals through improvisation, story adaptation
and rehearsal practice. Each session culminates in a production
enjoyed by family, friends and community members. Students
learn cooperation, collaboration, problem solving and creative expression. This program builds self-confidence and selfexpression.

YOUTH SCHOLARSHIP PROGRAM
Scholarships are provided to youth for recreational,
cultural, social or academic opportunities which will
provide new skills, improve their mental or physical
abilities and promote positive peer interactions. To be
eligible for a scholarship, a youth must be referred by an agency,
municipality or school, be under the age of 21, currently reside in
Clinton County and have a documented financial need.
YOUTH DEVELOPMENT BASICS WORKSHOP
The Clinton County Youth Bureau provides the
Youth Development Basics Workshop to professional and volunteer youth workers. This workshop
covers four fundamental concepts of youth development: 1) developmental youth outcomes; 2) services/opportunities/
supports; 3) cultural assumptions & adultism and 4) youth voice/
participation.

In 2007, the Youth Bureau in collaboration
with One Work Source, Clinton Community
College, United Way of Clinton & Essex Counties, the Workforce
Investment Board and the Eastern Adirondack Health Care Network
hosted the 3rd Annual Youth Leadership Conference at Clinton Community College. Fifteen (15) students from each area high school were
invited to participate in the conference which offered a variety of
workshops including applying to college, career exploration, public
speaking, time management, campus live and more.

Hill and Hollow Music, an award-winning nonprofit chamber music
presenting organization, sponsors artist residencies in conjunction
with its nationally recognized concert series. Artists and ensembles appearing on the series are available for school assemblies
during the week prior to their concert. Programs are flexible and
may be tailored according to the needs/desires of each school: they
may consist of a live performance for the entire student body;
smaller, in-depth workshops and master classes for those students
already enrolled in a music program; or a combination of a variety of
presentations. Hill and Hollow in-school programs meet all of the
NYS Learning Standards for the Arts.

The Big Buddy Program is a one-on-one same gender role
modeling program that “matches” adult volunteers with Clinton
County Youth. Boys and girls 6-16 years of age, who reside in Clinton County, are eligible for the program. Applicants interested in
being a “Big Buddy” must be 19 years of age or older. Each volunteer will be extensively screened before being matched. “Bigs”
should be ready to commit to a weekly-biweekly, long-term friendship of a year with their “Little”. The youth who are not matched
immediately will be placed on a waiting list but will be active participants in the program and will be invited to all social activities.

Club Teen Scene, sponsored by the National Alliance on Mental Illness of Champlain Valley (NAMI:CV), is a weekly program for teenagers with psychiatric, behavioral and emotional disorders. Led by
3 facilitators, the group has 4 goals: 1) to educate teens about emotional disorders; 2) to provide a supportive and safe community;
3) to give teenagers a chance to have fun; and 4) to create leadership opportunities. Club Teen Scene meets on Sundays @ 5:30 PM at

“Tomorrow’s Leaders, Molding Futures, Making A Real Difference”
The Youth Court Program prevents juvenile delinquency
through positive peer role modeling. Clinton County Youth
Court is a court diversion program for first time juvenile offenders who are sentenced by a court of their peers. Youth Court
members are people between the ages of 13-18 who have completed a law course and passed a bar exam. The members act as
Judge, Juror, Victim Advocate, Clerk/Bailiff, Jury Foreperson, as
well as, Defense and Prosecuting Attorneys sentencing youth to
services that benefit the community and themselves.

JUVENILE JUSTICE FAMILY GROUP CONFERENCING
It’s Summer Time and time to enjoy six weeks of artistic expression. Each theme based week will provide drawing, painting,
sculpting, music, yoga and a variety of other mediums and techniques. Whether you’re entering “water world” or visiting a day in
Paris, you’ll love the creative activities. It’s a great way to enjoy
your summer.

Juvenile Justice Family Group Conferencing is an effective
alternative to the traditional juvenile court system which brings
together victims, offenders and affected community members in
a conference setting. Conferencing provides a forum for helping
youth understand the profound effect their behavior has on so
many people while holding them accountable for their criminal actions. During the conference, participants develop a reparation
agreement stating how the offending youth will repair the harm
done. Accountability and healing vs. punishment and anger are
the cornerstones to this restorative approach to juvenile crime.
Conferencing is also an effective school disciplinary tool which
can be used to address issues such as bullying, harassment and
truancy.

Each year, the Clinton County Youth Bureau
recruits, trains, certifies and employs Sports
Officials for County Baseball, Softball, Soccer &
Basketball Programs.
Nearly 200 county individuals, 14 years of age and older, serve as
Sports Officials. They are paid on a “per game” basis. The pay varies
according to the sport & level of play officiated. Recruitment occurs
prior to the start of each sport season. Questions may be directed to

The CHILL Program is an anger control group provided by
Catholic Charities for youth ages 12-16, who reside in Clinton
County. The group is designed to help youth learn effective ways
of expressing their thoughts and emotions in order to prevent
destructive anger outbursts. Members also learn about the cycle
of anger including triggers to aggression, the role of thoughts and
beliefs, as well as, self-calming strategies. Group meetings last
for one and one-half hours once a week for a period of eight
weeks, with three group sessions scheduled beginning January to
December each year. Referrals are accepted from parents,
probation officers, counselors, physicians, case managers and
community agencies

The Learn & Serve Mentoring Program recruits adult volunteers
to work with students within the Plattsburgh City Schools and
students outside the district who have incarcerated parents.
Volunteers meet with students once a week at the school, usually
during lunch. They do community service projects, talk, help
with homework and play games. In short, they become that one
additional caring adult that can make all the difference to a child.

Short-Term Solutions is a Clinton County Youth Bureau funded
program for 10 to 15 at-risk youth ages 11-16. The components of
the program are 5 two hour activity based groups, a community
service project, two outings at Adirondack Experience, Inc.
consisting of a Low & High Ropes Day. The program is designed to
be a strength based, value oriented and respectful approach to
delivering counseling services to participants who are experiencing significant difficulties in their lives.

The Family Connections Resource Center offers referrals to child
care programs, parent-child playgroups, parent education
workshops, Parents Anonymous® Groups with accompanying
children’s program, resource assistance, developmental screenings, supervised visitation services and the Kinship Caregiver
Program. All programs are free and open to the public.

In cooperation with each municipality’s youth commission, the Clinton County
Youth Bureau conducts county-wide instructional programs in baseball,
basketball, soccer, softball, ultimate disc and swimming.

Certification Clinics and Sports Coordinators Meetings.

BASKETBALL FREE THROW CONTEST
This FREE Basketball Free Throw Shooting Clinic &
Contest will take place on Saturday, April 7, 2007 at
the City Gym on the Old Base Oval. This event is open
to athletes of all ages and abilities. Members of the
Clinton Community College Men’s & Women’s Basketball
teams will assist with the clinic and contest. The clinic will start
at 10 a.m. with the free throw shooting to follow at 11 a.m.
Awards will be presented in the following age groups: boys & girls
8-9, 10-11, 12-13, 14-15 & 16-18. Pre–registration is not necessary.
The Youth Bureau will also conduct a U.S.A. Junior Olympic Skills
Competition at the same time. Sponsored by the United States
Olympic Committee and Kellogg's Frosted Flakes, this FREE
basketball skills event is for youth 8 to 13 years of age (as of
8/31/07). Winners will advance to regional competitions.

This is a five day residential program with a year of follow-up
services. The program seeks to blend traditional counseling with
adventure based/experiential learning. High impact activities

and create bonds between participants and staff.

Early Advantages is a proactive primary prevention, nationally
credentialed home visitation program patterned after the
Healthy Families New York model. The program provides services
to highly stressed, overburdened, first time parents throughout
Clinton County. Screening and assessment services are offered
to all qualified parents. The program follows the guidelines of
Healthy Families America in an effort to reduce child abuse/
neglect, assure positive health outcomes and increase family
self-sufficiency.

The Primary Mental Health Project is an early intervention
program coordinated with local school districts to provide help to
children who have been identified as being at risk for school
adjustment problems. Trained Child Associates work directly with
children in grades pre-K through 3 on a weekly basis. Referrals
for the program are made through the child’s school.

IMAGE (I, Myself Am Good Enough)

IMAGE is a support group for females ages 12-18
residing in Clinton County who exhibit a negative body image and
utilize self injurious behaviors such as binging, purging, excessive
dieting, over exercising and self mutilation in order to cope. The
aim of the IMAGE Program is to help members identify positive
coping strategies, to enhance self esteem, learn emotional regulation and to improve their ability to handle distress which often
leads to self injurious behavior. The IMAGE group runs for eight
sessions. Referrals are accepted from physicians, teachers,
counselors, parents and other community agencies.

BASEBALL PITCH, HIT & RUN
The Clinton County Youth Bureau, Town of Plattsburgh Recreation
Department and SUNY Plattsburgh Men’s Baseball Team will present a
Baseball Skills Clinic and the Annual Pitch-Hit-Run Competition for all
boys and girls 7-14 years of age. Copies of Birth Certificates must be
submitted when registering. This FREE clinic & contest will take place
on Thursday, May 10, 2007 from 5-7:30 p.m. @ the Chip Cummings
Field, SUNY Plattsburgh. Metal Cleats are not allowed. Event and Age
Group winners in the Pitch-Hit-Run competition are eligible to
advance on to Sectional Competition later in the Spring at a site/date
to be announced.

SNOWSHOE CLINICS
These FREE introductory snowshoe clinics are available and
snowshoes are provided at no cost. Participants are introduced to all aspects of one of America’s fastest growing
winter activities. Local schools and youth organizations
have taken advantage of the snowshoeing clinics. Youth
organizations interested in participating in a clinic should
contact the Youth Bureau at 565-4750.
WINTER OUTDOOR ADVENTURE PROGRAM
The Clinton County Youth Bureau & Town of
Plattsburgh Recreation Department will co-host a
FREE Outdoor Winter Adventure Program. This
3 day program will introduce 15 youth ages 14-18 to
skills such as cross-country skiing, snowshoeing, winter hiking,
outdoor survival skills, basic map, compass & orienteering skills,
wilderness first aid and leadership skills. Previous experience will
not be required. The group on the third day will snowshoe/crosscountry ski to establish a wilderness campsite to set up a campfire lunch. Small teams will be faced with rescue scenarios.

The Town of Plattsburgh offers a wide variety of recreational
programming throughout the year. During the summer months,
residents young & old can visit 3 outdoor swimming areas staffed
by Town lifeguards and receive swimming lessons from one of the
Red Cross certified instructors. Our Instructional Park Program
visits the Town parks for 6 weeks and is filled with fun games and
activities including pillo pollo, archery, Frisbee golf, roller racer
hockey, etc. There are themed activity weeks in August that include canoeing, fishing, art and outdoor adventures.
Fall & winter are packed with great programs too! We sponsor a
Wellness/Day Camp with the staff at Camp Pok-O-MacCready in
Willsboro in the fall. Participants are referred to this program
by the schools. Indoor swimming at Champlain Valley Sports Medicine and Rehabilitation Center is offered from November-March,
every Friday evening & Sunday afternoon for a small fee ($1.00/
person). Indoor ice/roller skating and cross-country ski/
snowshoeing sessions are scheduled over the school breaks.
Downhill skiing nights are co-sponsored with Town of Beekmantown twice during the winter at Beartown Ski Area. The NYS

This FREE program, sponsored by the Hershey
Chocolate Company, provides an opportunity for
girls and boys ages 9 to 14 to take part in fun
track and field events. (Age determined as of
12/31/07.) Local competition will take place on
Saturday, May 12, 2007 at 10:00 a.m. at the Plattsburgh High School
Track & Field Complex. Copies of Birth Certificates must be provided
when registering. Spike shoes are not allowed. Local winners in each
age group proceed to the NYS Regional Championships at Ilion High
School near Utica. Some regional champions will be invited to attend
the International Championships in Hershey, Pennsylvania, at no cost!
The Youth Bureau will also conduct a U.S.A. Junior Olympic Skills
Competition at the same time. This United States Olympic Committee
and Kellogg’s Frosted Flakes event for youth 8 to 13 years of age is
FREE. (Age determined as of 8/31/07.) Winners will advance to
regional competition.
PRINCIPLES OF HEALTHY COACHING WORKSHOP
The Clinton County Youth Bureau in cooperation with the Safe
Kids Coalition of the Adirondacks will offer on May 9, 2007
from 6-9 p.m. a workshop on the “Principles of Healthy
Coaching”. The well know coach and athletic trainer Mark
Donnelly of Plattsburgh High School will present. This FREE
workshop is recommended for any youth sports coach. Topics
of discussion will include a young athlete's physiology, use & abuse
of supplements, energy drinks, bars & gels, principles of proper
nutrition & hydration, head injury diagnosis & soft tissue injuries,
how young athletes heal, proper use of ice & heat, principles of
conditioning and setting age appropriate practice parameters.

In 2006, nearly 153 boys and girls ages 8 to 18
took part in this fun day of ‘hoops.” Players
enter 3 person teams and play among the
teams within their two-year age groups. This
year’s event will be held on July 12, 2007 in the City Gym parking lot
located on the U.S. Oval. There is no registration fee to enter.
Awards are presented at the day’s conclusion. Everyone has a great
time all in memory of Thomas J. O’Connor who donated much of his

The City of Plattsburgh Recreation Department provides Tennis and
Swim Programs for City youth at the elementary grade level. Both
programs, offered during the summer months, require preregistration and are structured in an instructional environment.
The City Gym located at 52 US Oval, provides an all season indoor
walking track available to everyone and can be used free of charge
by City residents over the age of 55. The City partners with Family
Connections to host Wee People Time which provides City & noncity toddlers 5 years and under a chance to have fun and practice
their motor skills every Friday from 10 a.m. to noon in the gymnasium. Rubber mats, an inflatable bounce house, tunnels, balls and
more will be featured each week. Champy Summer Fun Camp, an 8
week summer day camp program is offered on a weekly basis for
children entering grade one though entering grade six, held at the
Crete Civic Center and accessing the City Beach. Also offered are
various leagues including outdoor and indoor soccer, adult wiffleball,
adult dodge ball, basketball leagues for youth, adult men and “over
30” and a women’s league. Information and pricing is available on

The Clinton County Youth Bureau and the
Town of Plattsburgh Recreation Department will co-host an Outdoor Summer
Adventure Program in August. This FREE three day
program will introduce ten youth 14 years of age and older
to such skills as hiking, flatwater kayaking, map reading,
environmental & historical information, teamwork and
outdoor leadership skills. Previous hiking and/or paddling skills are not
required. The three day program will consist of:
August 8 - Paddle & Hike: The group will be introduced to flatwater
kayaking at the Old Base Marina in Plattsburgh. After a brief clinic,
participants will paddle to Crab Island where they will hike around the
island and receive a short presentation on the historical significance of
the island.
August 9 - Paddle: The group will meet at the Picketts Corners PutIn in Saranac and paddle down the Saranac River to the Cadyville Beach
for a Bar-B-Q lunch.
August 10 - Hike: The group will be bussed down to Poke-OMoonshine to hike up this popular mountain.

Baseball/Softball Season: June 5 - July 19, 2007
Nearly 1,900, seven to sixteen year old, boys and girls
participated in the Grasshopper, PeeWee and Pony
Baseball/Softball Program in the Summer of 2006.
This program is coordinated through the Youth
Commissions. Games are scheduled over a six-week
period with each team playing 12 games.
Additionally, the Youth Bureau recruits, trains, certifies and
employs youth umpires to officiate these baseball and softball
games around the county. Any person 14 years of age or older
interested in becoming an umpire can contact the Recreation
Director at 565-4750. The training begins in May.
The Youth Bureau also provides Instructional Baseball/Softball
Clinics, which includes Windmill Pitching instruction, regionally
around the county during the months of May and June.

County Instructional Basketball Program. Teams play 8 games,
one each weekend for 8 consecutive weekends during the winter.
Late in the season, County basketball players are encouraged to
attend the Annual “Meet the SUNY Cardinals Men’s and Women’s
Basketball Teams” events at SUNY Plattsburgh. By wearing their team jersey, youth are admitted free of charge,

The Town of Beekmantown offers a variety of recreational instructional programs throughout the summer. Tennis, beach volleyball,
soccer, basketball, football, roller hockey, gymnastics, kayaking,
basketball, softball & golf are offered as weekly instructional
camps. All programs are open to children K-12. Participants are
taught the basic fundamentals and skills while stressing the importance of sportsmanship & team work. Most camps are grouped by

ULTIMATE DISC
Ultimate Disc Season: June 26 - July 31, 2007
The Youth Bureau will introduce a County-wide
Ultimate Disc Program during the summer of 2007
for youth 15-18 years of age with two levels of play. All teams
are coed. Ultimate is a Frisbee game sweeping the country that
combines fun, endurance, speed, skill and teamwork. Each division
will play six games during the season. The players and coaches
officiate the games.
Two levels of play are provided: a 15-16 year old division and a
17-18 year old division. Participants at the 15-16 year old level
must have turned 15 by June 19, 2007 and cannot have turned 17
before July 31, 2007. Participants at the 17-18 year old level
must have turned 17 by June 19, 2007 and cannot have turned 19
before July 31, 2007.

Our strategy is comprehensive and multi-faceted, including social/recreational and education programs, informal counseling/
information and referrals to other human service agencies in
Clinton County. We strive to meet the variety of needs and
concerns that young people face today with the hope that we will
help them build the assets they need now and to successfully
carry them into tomorrow.
Through the Office of Children & Family Services, local Youth
Bureaus receive state funding which is allocated to local not-forprofit agencies and municipalities to provide programming which
promotes positive youth development & delinquency prevention.

In the summer the Keeseville Youth Commission offers
swimming lessons at the AuSable Valley Central School
