I
t has been one month on the job and
in describing what goes on at Beltrami Electric, all I can say is this is
one busy place. There is no time to
take it slow and learn the ropes, but that’s
the way I prefer it – jump right in and
hope I don’t drown.
The activity out in the field was
expected, as I knew that
Beltrami Electric builds
around 600 new services
every year. New service
activity continues to be
strong, with crews having
installed nearly 150 new
services to date. Several
construction projects are
taking place as well and
they are highlighted on
Page 5.
The activity that surprised me was in the office
with the number of phone
calls and office visits that
are made. That’s good. We
want to see and hear from our members
and if you have questions, we always
invite you to call or come in.
On a typical day (if there is such a
thing) approximately 330 calls come into
the office. I want to compliment our customer service department on how they,
call after call, treat it as if it’s the most
important call they have to take that day.
If you have ever wondered why Beltrami
Electric has 68 employees, I can assure
you that no one is idle. To service 19,000
meters and to accommodate the growth
that continues, I’m impressed with the
efficiency of our employees.
Being new on the block, I’m encouraging the staff to examine things that
have become second hand to them. They
are a sharp group and are focused on
continued advancement to bring you the
best possible service.
I had my first board
meeting here and on the
facing page you’ll read of
the officer elections that
took place. Cooperatives,
of course, are democratic
organizations controlled
by their members elected
to the board. These board
members participate in setting policies and making
decisions. They are elected
at large and represent you
at large as well. They are
all committed to you.
Congratulations to all
the scholarship winners
announced on Page 4. Investment in our
young people through this program is a
very important commitment that Beltrami
Electric makes. Donation funds supplement unclaimed capital credits to ensure
that each school in our service area can
award a scholarship. We believe in the
Touchstone Energy value of commitment
to community and consider these young
people a great asset to our community. As
a parent of two sons in college, I know
how much scholarships are needed and
appreciated.
I am getting settled, both at the office
and at home. The e-mail telling me that
it’s time to write another column reminds
me how fast time is flying by. Yes, time
flies when you are having fun. I hope you
are having a safe and fun summer. Catch
you next month.

Northern Lights • July 2006 Beltrami Electric awards scholarships
annually to students attending the seven
high schools within BEC’s service
territory and to St. Mary’s Mission in Red
Lake. The scholarships vary in size each
year and are awarded from unclaimed
capital credits allocated to members.
This year, the cooperative awarded
$1,000 to each school and to St. Mary’s
Mission. Some schools divide the amount,
while others award the entire scholarship
to one student. To be eligible, students’
parent(s) or guardian must be a Beltrami
Electric member, and the students must
show proof of enrollment in a post
secondary education institution the
following year.

Construction Update
Construction season is in full
swing and Beltrami Electric’s
line crews have completed several
projects to date, with many more
scheduled this construction season.
Turtle River substation
Crews have completed the tie-in of the
new Turtle River substation constructed
last year by Minnkota Power Cooperative. This substation has improved service
to members in the immediate area and
throughout our system by alleviating the
load on the Northern substation and allowing three-way feed capabilities in the
Northern Township, Turtle River, Blackduck, Puposky and Long Lake areas.
Midge Lake Estates
Approximately one mile of new singlephase conductor was installed in the
Midge Lake Estates area east of Bemidji.
The new line replaces a 1970s vintage
and will improve service reliability to
members in that area.

Your co-op uses utility contractors for
some of the larger construction jobs.
InfraSource, an underground utility
construction company, has been working on the Grange Road construction
project west of Bemidji. Contractors
have installed approximately four miles
of three-phase underground line and one
mile of single-phase underground line in
conjunction with the project.
Beltrami Line Road
InfraSource also installed approximately
one-half mile of single-phase line along
Beltrami Line Road that will improve
system reliability in that area and relieve
load on the Fern Lake line. This also will
allow two-way feed capabilities from the
Becida feeder to Fern Lake.
Upcoming projects
A total of two miles of single-phase
underground line will be installed along
Big Bass Road and Tall Pines Road, east
of Bemidji. Both projects are in conjunction with road construction in that area.
Minnkota Power Cooperative will
be updating equipment at the Northern
substation. The installation of an additional substation breaker is designed to
protect the main transformer from faults
on the distribution line. Also this month,
Beltrami Electric line crews will perform
a system improvement in the Pony Lake
area near Beltrami County Road 22 and
State Highway 89.
It appears new service activity will
continue and line crews have installed
more than 150 new services to date, with
more scheduled throughout the construction season. Your co-op has installed an
average of nearly 600 new services for

½ cup white sugar
2 tbsp. cinnamon
¾ cup brown sugar
½ cup margarine or butter

Directions:
Preheat oven to 350 degrees. Combine sugar and
cinnamon in a large bag. Cut biscuits in quarters
and shake in cinnamon sugar mixture. Do one tube
at a time so dough doesn’t stick together in bag.
Place in a greased Bundt pan or 9x13 cake pan.
Melt margarine in saucepan on stovetop. Add brown
sugar and heat until bubbly. Pour over biscuits in
pan. Place in oven and bake 35 to 45 minutes until
browned and firm when pan is shaken.

Beltrami Electric’s board of directors conducted its monthly meeting May 31, 2006. All
directors were present. Also present were general manager Lynette Nieuwsma, Sid Sletten

The following reports were given:
• The manager made her monthly report,
including a review of BEC’s diversification
projects and the Ainsworth cogeneration
agreement with Minnkota Power Cooperative. She also reviewed telephone call activity and the increased member enrollment in
the Budget Billing and Auto Pay programs.
• Sid Sletten reviewed the April financial and
statistical report and work order inventories.
He also reviewed BEC’s loan portfolio.
• Sam Mason reported on BEC’s Conservation
Improvement Program, the annual meeting
and Northern Safety & Security.
• Jared Echternach reported on the recent
Project GreenTouch at Lake Bemidji State
Park.

• The manager reported on the Minnkota
manager’s meeting, including capital credits,
the wind energy program, load forecast discussion and three-year demand averaging.
• Lyle Robinson reported on the last two
Minnkota board meetings.

• The board held its annual reorganization

• Terry Diffley and Lynette Nieuwsma were
elected to the Cooperative Development
board of governors.
• The Ainsworth cogeneration agreement
between Minnkota Power Cooperative and
Beltrami Electric was approved.
• Beltrami Electric policy #103 was revised.
The July board meeting will be held Wednesday, July 26, 2006.
