The School-Based Medi-Cal Administrative Activities (SMAA) Program is a
federal reimbursement program available to offset the costs incurred while
performing certain Medi-Cal administrative activities. The Sutter County
Superintendent of Schools performs as the Region 3 Local Educational
Consortium (LEC) which encompasses Alpine, Colusa, El Dorado, Nevada,
Placer, Sacramento, Sierra, Sutter, Yolo, and Yuba Counties.

The Educational Services (ES) Department includes curriculum, assessment,
instruction, and professional development support for districts, special
education, and alternative education. Educational Services also provides
county monitoring and accountability for Local Control Plan (LCAP);
Williams/Valenzuela legislation; Elementary and Secondary Education Act
(ESEA); Program Improvement; Regional After School Technical Assistance
Support (RASTAS); and Regional System of District and School Support
(RSDSS); California Schools Recognition Program (CSRP); and state and
federal funding.

TCIP is authorized by the Commission on Teacher Credentialing to clear
credentials for California educators who hold a Multiple Subject, Single
Subject, Education Specialist, Administrative Services and/or Career
Technical Education Credential. In partnership with school districts and
County Offices of Education in Sutter, Yuba, and Colusa County, TCIP
provides a local context for support and assessment. The mission of TCIP
is to “accelerate educator effectiveness to accelerate student learning.”

The Technology Department provides computer and technical services among
the Superintendent’s Office, Feather River Academy, and Sutter County One
Stop. It designs and supervises construction of all local and county-wide area
computer networks for the county office. The department assists school
districts in Sutter County to establish networks and systems within their schools
and to connect to the county-wide area network. It also maintains financial and
student information systems.

Shady Creek Outdoor School, located in Nevada City, serves approximately
5,000 fifth and sixth grade students from 40 school districts in nine Northern
California counties. The program operates during the school year and
emphasizes an enthusiasm for learning, caring, self-empowerment, and
cooperation with others. Our curriculum is aligned to California Next
Generation Science as well as California Common Core State Standards for
ELA. Students study ecology, adaptations, conservation, wilderness survival,
cycles and changes, meteorology, watersheds and stream study, in an
environment focused on community and personal growth.

Located on the Sutter County One Stop campus are the following programs:
Adult Education; Regional Occupational Program Classes; Workforce
Investment Act (WIA) for all of Sutter County; Employment Development
Department Services; Workability I & II (serving disabled populations); and
specialized projects that focus on at-risk populations. Assistance is provided
to job seekers in job search, job referral, and career option research. Service
is also provided directly to local businesses, i.e., small business development
resources, tax incentives, assistance with new employee recruitment, a
resource library, and meeting rooms. In addition, Sutter County One Stop
has a contract with Sutter County Welfare and Social Services to provide staff
to conduct the CalWORKs program. Sutter County One Stop uses a diverse
offering of training and educational opportunities to serve both youth and
adults in their efforts to complete education and vocational training goals as
well as enhancing existing skills for better employment opportunities.

The Tri-County Regional Occupational Program (ROP), which serves Colusa,
Sutter, and Yuba Counties, provides high quality job training and career
guidance for in-school students (grades 9-12), out-of-school youth, and
adults. The program works cooperatively with industry and business to
provide these services to over 5,000 persons who will be entering the labor
force and/or upgrading their skills.
