NUS POSTGRADUATE DEVELOPMENT STUDIES PROGRAMME
As a developing country, Samoa faces many challenges in common with other Pacific Island countries and Small Island states. Development
Studies devotes attention to development issues ranging from sustainability to poverty reduction to gender equality to democracy and good
governance
Postgraduate qualifications in Development Studies will provide entry to or enhancement of careers in government, civil society, development
and private sector organizations. It also offers in-depth knowledge of development theories and frameworks as well as advanced skills in

Scholarship for 2017
Applicants are invited from Samoa citizens for one PhD scholarship award tenable at Victoria University of Wellington.
Eligibility:
- Must be currently employed, and have resided in Samoa for no less than 3 consecutive years at the time of application
- Must sign a Government bond prior to departure for study
- Must have secured admission/placement at VUW at time of application
- Applicants who have held scholarships in the last two years will not be eligible to apply
The application process is done online at website: http://www.victoria.ac.nz/fgr/prospective-phds/how-to-apply. Applicants must clearly indicate
on the application that they are applying for the Government of Samoa Scholarship and send a follow-up email to [email protected] for
confirmation receipt of their application.
It is important to note that all information must be provided and submitted on the online form by Tuesday, 1 November, 2016.
Hard-copies of the application and attachments should be provided to the Scholarship Office, MFAT by Friday, 4 November, 2016.

2016 Instructions for the United States-South Pacific (USSP)
Scholarship Competition
U.S. Embassy Apia is pleased to inform you of the 2016 Competition Instructions for the United States-South Pacific Scholarship Program.
The United States–South Pacific Scholarship Program, authorized by the U.S. Congress and funded by the Bureau of Educational and Cultural
Affairs of the U.S. Department of State, is a competitive, merit-based scholarship program that provides opportunities for Master’s and Bachelor’s
degree study at the University of Hawai‘i in fields that are directly relevant to the development needs of Pacific island countries. It will also enable
the recipients to obtain a broader understanding of the United States. The scholarship program will include a mentoring component with a
possible follow-on summer internship, and readily accessible opportunities for participation in host family and volunteer service programs.
Candidates from the following countries, who meet specific selection criteria, are eligible for the program: Cook Islands, Fiji, Kiribati, Nauru, Niue,
Papua New Guinea, Samoa, Solomon Islands, Tonga, Tuvalu, and Vanuatu. The U.S.–South Pacific Scholarship Program is administered by the EastWest Center on behalf of the U.S. Department of State.
Eligible Fields of Study: Priority areas of study include agriculture, business, communication/journalism, education, environmental studies, gender
studies, NGO management, political science, public administration, public health, STEM fields (science, technology, engineering, mathematics),
and other related fields. If a desired field of study is not among the priorities, the applicant should give special attention to explaining how this
course of study would support the goals of the scholarship program. Support is not available for professional degrees such as architecture, law,
and medicine.
Applicants MUST BE CITIZENS of one of the sovereign Pacific Island countries listed above. Individuals who have dual citizenship, one of which is
from the United States, are NOT ELIGIBLE. U.S. non-citizen nationals and U.S. permanent residents are also NOT ELIGIBLE for USSP.

The application deadline is February 1, 2017 for awards beginning in early August 2017. Awards are expected to be announced on the East-West
Center website www.eastwestcenter.org/ussp by April 3, 2017.
2017 Masters Program in Japan, Pacific LEADS
The Government of Samoa (GoS) in partnership with the Japan International Cooperation Agency (JICA) is now accepting applications from Samoa
nationals to undertake a Master’s Program, in various fields, under the Pacific Leaders’ Educational Assistance for Development of State (LEADS).
The purpose of these Awards is to equip future Pacific leaders with technical knowledge and skills necessary to deal with various development
challenges, as well as to deepen their understanding of Japan and Japanese contexts.
The Scholarships are for Masters level study (research or course work) in Japan commencing in August 2017. The duration of the Scholarship is no
more than 2.5 years.
Specific eligibility criteria:
1. Must hold a bachelor’s degree;
2. Must be no older than 42 years of Age at as of 1st April, 2017.
3. Must have worked in Samoa for at least 2 years and are gainfully employed;
4. Priority will be given to Samoa Government officials working in the public service or public sector. Applications from the private sector and
academia will also be considered;
5. Previous scholarship holders must have served out all Bond obligations to GoS at the time of application;
Applications must be typed out.
Interested applicants MUST download the 2017 Application form and related documents from: www.mfat.gov.ws, as hard copies will not be
distributed.
Deadline for Applications to be submitted to the Ministry of Foreign Affairs and Trade is Friday, 21st October 2016 at 4pm.
All Scholarship recipients are required to enter into a bond with the Government of Samoa and return to Samoa upon completion of their
scholarship Award.

2017 Commonwealth Scholarships in the United Kingdom
Applications are now open for Samoan citizens for the 2016 Commonwealth Scholarships tenable in the United Kingdom.
The Scholarships on offer are for Masters (1 Year) and PhD (3 Years) level study commencing in September/October 2017. Applicants must hold a
first degree of at least upper class second class (2:1) honours standard, or a second class degree and a relevant postgraduate qualification (usually
a Master’s degree).
Applicants must apply to study at Master’s/PhD level at a UK University with which the CSC has a part funding agreement. A list of these
universities can be found at http://bit.ly/cscuk-uk-universities.
All interested Candidates must apply using the Electronic Application System (EAS) which is available on the Commonwealth Scholarships Website
http://cscuk.dfid.gov.uk/apply/eas/applicants/scholarships/ by 15 November 2016. Once the EAS process has been completed, applicants are
required to submit the PDF hard-copy of the EAS application form to the Ministry of Foreign Affairs and Trade of Samoa also by 15 November
2016.
