The Coachella Valley is one of the fastest growing regions in California and one of the most desirable
places to live. It boasts a temperate climate, blue skies, and stunning mountains. Although recognized
throughouttheworldasapremierresortdestination,itcontinuestohavesmalltowncharm.
Agreatplacetoliveandwork
The Valley is a haven for outdoor enthusiasts with 120 of the world’s finest golf courses, hiking, rock
climbing, horse trails, ancient palm groves, panoramic vistas, and Joshua Tree National Park just next
door.OtherattractionsincludethePalmSpringsTramway,LivingDesertZooandGardens,PalmSprings
Art Museum, and Palm Springs Air Museum. The area also hosts some of Southern California’s biggest
sportingandentertainmenteventssuchastheBNPParibasOpenTennisTournamentinIndianWells,the
PGA Humana Challenge Golf Tournament in La Quinta, and the Coachella Valley and Stagecoach Music
FestivalsinIndio.
Higher Education institutions in the desert include the College of the Desert, Chapman University,
UniversityofPhoenix,andtwosatellitecampusesinPalmDesertforUniversityofCalifornia,Riverside
andCaliforniaStateUniversity,SanBernardino. TheDistrict
OurMission
The Coachella Valley Mosquito and Vector Control
District is a special district whose main focus is to
reducetheriskofdiseasetransmissiontoresidentsand
visitorstotheCoachellaValleybymosquitoesandother
vectors such as eye gnats, flies, and Red Imported Fire
Ants. The District boundaries encompass 2,400 square
miles and are governed by an 11‐member Board of
Trustees,includingonerepresentativefromeachofthe
cities of Cathedral City, Coachella, Desert Hot Springs,
Indian Wells, Indio, La Quinta, Palm Desert, Palm
Springs, and Rancho Mirage, and two representatives
from unincorporated sections of Riverside County. The
District employs 57 fulltime and seasonal staff from
ApriltoNovember.

ThePositionofGeneralManager
The District General Manager is hired by the Board of Trustees and is responsible to the Board for all
matters related to District business or activities subject to local, state, and federal regulatory statutes.
TheGeneralManager’sprimaryresponsibilityiscost‐effectivelyandefficientlydirectingthefunctionsof
Districtprograms,furtheringtheDistrict’smissionofprotectingthehealthofresidentsandvisitorsofthe
CoachellaValley.TheGeneralManagerworkscloselywiththeBoardofTrustees,staff,andregionaland
communitystakeholders.
TheIdealCandidate
This position requires a highly experienced vector control
Managertocarryoutthemissionstatementandgoalsforthe
District. The successful candidate will have a broad
background in all aspects of vector control surveillance and
programs,andarecordofsuccessinmanagingamulti‐faceted
organization. This senior‐level executive will be results‐
driven, with well‐grounded and ethical decision‐making
abilities, and superior interpersonal communication skills.
The General Manager will possess the ability to work well
with all employees of the District and create a positive work
environment.
The General Manager should be capable of providing clear
directiontotheemployeesoftheDistrictbasedonthepolicies
and direction of the Trustees. The General Manager should
keep all Board Members equally informed regarding the
operationsandactivitiesoftheDistrict.Excellentwrittenand
oralcommunicationskillsareamust.
TheGeneralManagermusttakeaconservativefiscalapproach
to managing the District’s finances. An individual who will
respecttheneedtojustifytheexpenditureoftaxdollarstothe
residentsoftheDistrictwillsucceedintheposition.
A Bachelor’s Degree in Biology, Entomology, or related life
science field or Public and/or Business Administration from
an accredited college or university is required. A Master’s
Degreeisstronglydesired.
Compensation
ThesalaryandbenefitspackagefortheGeneralManagerisopenandisdependentonqualifications.The
DistrictcurrentlyprovidesCalPERSretirement,healthinsurance,lifeinsurance,disabilityinsurance,and
deferredcompensation,aswellaspaidholidaysandvacationleavebenefitstoallemployees.
OpportunitiesandChallenges
The new General Manager will be challenged with
opportunitiesthatwillrequirealearningcurveandreviewof
complexpoliciesandprocedures.Thiswillrequireattentionto
detail, inspired leadership, out‐of‐the‐box thinking, and
creativeproblemsolvingskills.
Amongthesechallengesandopportunitiesare:












Acts as an administrator and executor of the Board of
Trustees’decisions.
Provides leadership, program development, and
administration and coordination of the District’s
AdministrationandOperationsdepartments.
Organizes the planning and preparation of District
operationstomeetevolvingvectorcontrolneeds.
Monitors trends and changes in land utilization,
population distribution, water project development,
andlocal,state,andfederalregulations.
Determines and develops operating policies. Defines
theorganizationalstructure,divisions,andassignment
of functions and lines of authority to carry out the
District's mission, including business, technical,
scientific,andoperatingfunctions.
Recommendssalarystructureandworkingconditions.
Maintains an employee relations program. Recruits,
selects, and assigns employees to positions. Plans,
directs, and conducts a training program for District
personnel.Instructsemployees.Reviewsandevaluates
work,andtakesappropriateactiontomaintainaneffectiveworkforceandworkplacestandards.
Coordinatesandadministerstheannualbudget,includinganalysisandjustifications,andpresents
ittotheBoardofTrusteesforconsiderationandapproval.Thecurrentoperatingbudgetis$8.6
million.
Coordinates with the Finance Manager the establishment and maintenance of an accounting
systemandbudgetarycontroloverexpenditures.
Sees that effective use is made of District property. Keeps or directs the keeping of records of
operations. Reviews records and takes appropriate action as needed. Oversees maintenance of
facilities,equipment,expenditures,andprogramareas.
Confers with the District’s legal counsel and secures legal assistance as needed. Prepares
complaints,includingdocumentationandevidenceonpublicnuisancesforactionbytheBoardof
TrusteesandtheDistrict’sGeneralCounsel.
Periodically surveys for and directs the studies of public health threats caused by vector‐borne
diseases. Confers with professional personnel and develops recommendations on programs and
prioritiesforDistrict’soperationalprogram.
Keeps informed of the latest developments in vector control and related fields. Participates and
cooperates with public agencies and private organizations to stimulate projects favorable to the
prevention and control of vectors. Reads related professional literature and participates in the
activitiesofrelatedprofessionalorganizations. ToBeConsidered

A selected group of candidates will be asked to a second round of interviews with the entire Board of
