T
he Europlatform access rental conference in Madrid in mid-September offered quite a
range of presentations, from large renters talking about opportunities outside Europe
to small, family-owned firms explaining that size is no bar to implementing the latest
rental management technology.
Our sister magazine, Access International, will report on the event in more detail, but it is
worth dwelling here on a few of the topics raised during the day and which have an applicability
that goes well beyond the aerial platform rental sector.
It is customary at conferences like this for rental companies, when talking publically about
their market, to avoid mentioning competitors directly, or if they do so, then only in general
terms.
Taking a slightly different approach was Carlos Araoz, the chief operating officer of GAM, the
largest renter in Spain. In his lively presentation – focusing on how GAM had adjusted to the
market crash - he took a few sideswipes at his Spanish competitors, describing some as little
more than “government employment agencies”.
However, if you went beyond the provocative words then he had a quite powerful message,
which was an exhortation for rental companies to move to markets where there is growth and
where money is being invested in infrastructure. As Mr Araoz told IRN; “We chase infrastructure
programmes.”
In GAM’s case this means looking for business anywhere in the world where they feel there
are opportunities, and particularly where there is some cultural or business affinity with Spain.
South America has been the prime target, but more recently the company has opened up in
Iraq, which Mr Araoz claims is actually not a difficult place to work.
Not every rental company will have the same strategy, and some in the industry are still to be
convinced that GAM’s international forays are more than a smokescreen for a tricky domestic
situation. But the message is still a good one: as Mr Araoz told the audience; “You have to do
more than just ‘hang in there’”.
Offering a more measured tone, but still with a hard-hitting message, was Craig Paylor, the
former JLG president, who was giving the Europlatform keynote speech.
He argued, for example, that rental companies should resist underselling their machines;
“Why are new 45 ft booms rented at the same price as 8 year old machines?...Rental companies
tell me that their customers like to have new machines, but they won’t pay extra for them...We
let that happen.”
He acknowledged that manufacturers had contributed to the problem by overproducing
machines during the years preceding the recession; “We’ve got to get over the greed”, said Mr
Paylor, “Manufacturers made too much and distribution bought too much.”
That’s a message that rental companies and manufacturers – as the industry starts to recover
– would do well to remember.

Hertz Equipment Rental Corporation
(HERC) has acquired Rent One Italy,
a power rental company based near
Siena that operates in the telecom
and events sectors. The acquisition
price has not been disclosed. Rent
One, which had revenues of €2.7
million in 2009, was co-founded in
2007 by Italian genset manufacturer
Pramac and Mr Leandro Scomazzon.
Pramac was the majority
shareholder. Mr Scomazzon will stay
on with Hertz as general manager of
the Italian energy services business.
Rent One will become part of Hertz
Energy Services division within the
HERC business in Europe.
Wolseley is selling Brandon Hire,
the UK tool hire company, to private
investment company Rutland
Partners for £43 million. The deal is
expected to close before the end of
September. The senior management
team of Brandon, including chief
executive officer Tim Smith, will
remain with the business and are
investing alongside Rutland.
Cramo has renewed its strategic and
financial targets for the next three
years, with the cornerstone of the
strategy being the aim to become
“best in town” in each of its key
market areas. The new financial
targets for the 2010-13 period
include 10% annual revenue growth,
15% EBITA margin and greater than
15% return on equity (ROE).

GAM opens in Iraq and
grows in Latin America
S
panish rental company GAM
is started to rent in Iraq, Chile
and Colombia in September
as part of its international growth
strategy. GAM said operations outside
Spain would generate as much as
US$ 60 million this year increasing to
US$100-110 million in 2011.
Carlos Araoz, GAM’s chief operating
officer, told IRN that the new depot in
Erbil, in Kurdistan in the north of Iraq,
would be part funded using US$20
million from a US funding source.
He said there were few security
problems in northern Iraq and that the
Kurdistan depot would be linked to a
new branch in Turkey planned in the
coming months.
“In Iraq I will not have Loxam or
Lavendon competing with me”,
said Mr Araoz, “There is an amazing
infrastructure plan and oil and gas
projects.”
In South America, the company’s
new depots in Bogota, Colombia, and
Santiago, Chile, will give GAM access
to big infrastructure and mining
projects in these countries. “We chase
infrastructure programmes”, Mr Araoz
told IRN.
The new openings bring to 15 the
total number of international markets
where the company operates.
Mr Araoz said GAM’s approach in
its international markets was to set
up pilot depots close to construction
sites rather than in large cities. “We
don’t go to cities”, he told IRN, “We go
to construction sites, where roads and
bridges are being built. In the markets
where we are going to construction
sites we’re making money from day
one.”
Speaking at the Europlatform
access rental conference in Madrid
on 16 September, he urged rental

markets; “If you sit in your home
market then you will not get out of the
hole...You have to do more than just
‘hang in there’”.

Ammann and Yanmar
dissolve partnership
Ammann and Yanmar have dissolved
their mini-excavator manufacturing
joint venture in Europe. Yanmar will
now run the French excavator plant
alone and Ammann will focus entirely
on the compaction market.
The two companies, who created the
partnership in 1989, said the split was
amicable and based on business logic,
with the synergies that prompted the
venture no longer existing.
Ammann said its acquisitions of
Stavostroj in 2005 and Antec/IRM
last year meant that it was capable of
“standing on its own strong legs”; and
that a decreasing number of dealers
carried both Ammann and AmmannYanmar products.
In addition, “sales markets have
shifted noticeably towards rental
markets in recent years. That is
an activity which Ammann/Avesco
pursues only through its Cat Rent
Store operation in Switzerland.”
Ammann is the owner of Avesco, the
Caterpillar dealer in Switzerland.
The two companies will, however,
retain close links, with Ammann’s
sales and marketing organisations
in France, the UK and Russia still
representing Yanmar.
Yanmar Construction Equipment
Europe said it planned to expand the
range of products made at its SaintDizier plant in France. The facility can
handle excavators from 0.5 to 10 t for
Europe.

Confidence ‘fragile’
in UK rental sector
T
he UK’s largest 75 equipment
rental companies saw their
revenues drop by 13% on
average in the most recent financial
year, and are unlikely to see a
significant return to growth over
the next 12 months, according to the
annual Plant Hire Investment Report
2009/10 by Catherine Stratton.
The report – an authoritative
analysis of the UK plant hire sector
– calculates total rental revenues
at the top 75 companies as £4.1
billion, 13% lower than the previous
year. Over the same period, gross
fleet values have reduced by just
3.5%, a fall described by the report
as “surprisingly modest...we would
anticipate a further steeper decline
will be seen in next year’s report.”
Ms Stratton said rental companies
were starting to become more
optimistic after a period that was
“the most difficult encountered by
the sector of the past two decades”.
However, confidence remains fragile
“and there remains the fear that
this upturn will be very short lived
as government’s capital expenditure
axe hovers over the construction
sector”.
She said that until the degree of
spending cuts was known, it was
difficult to predict the longer term
outlook; “We do not expect any
significant return to growth over the
next twelve months and this is likely
to lead to further rationalisation of
both the construction and plant hire
sectors.”
The report provides enormous
detail on the financial performance
of the UK’s largest rental companies,
including analyses of trading and
pre-tax profits, gross return on
plant, debts, employee numbers and
depreciation costs.

Brazilian scaffolding and powered
access rental company Rohr S/A
Estrutura Tubulares is to invest
R$300 million (€134 million) up to
2015 to expand its powered access,
scaffolding and events divisions.
The company, which is best known
as a scaffolding manufacturer and
contractor in Brazil, is investing
because of the expected growth
in the country’s infrastructure and
because of opportunities related
to the Olympic Games and World
Cup, both of which are to be held
in Brazil.
Brazilian magazine Revista
Grandes Construções (RGC)
reported that Rohr expected
revenues this year to grow by 20%
to approximately R$240 million
(€106 million) on the back of
significant capital investment last
year. Investment this year on new
machines and training of operators
and mechanics will be around R$70
million (€31 million).
Rohr first invested in powered
access platforms in 1996 when
it imported Genie machines. Its
fleet now includes Genie, JLG and
Haulotte models.
The investment funds will be
raised internally and by other
credit lines from banks. Rohr said
additional funds may be required
for a potential acquisition.

some of the answers in the recent restructurings of
rental companies Neff Rental and HUNE.

Almost everywhere in the world, rental company
finances are under more pressure than ever,
especially from their banks, investors, and other
creditors. Companies that planned their cash
flow, and added debt, during the boom years are
facing unprecedented challenges trying to match
2008 debt with 2010 cash flow. It’s like everyone is
waking up after the biggest party ever...with a huge
hangover.
Many companies now find themselves with
unsustainable levels of debt. There are alternatives
to company bankruptcy, including restructuring,
using formal or informal agreements. But if
companies thought the rules and practicalities for
restructuring were straightforward in the past,
things are very unclear in 2010. And for various
reasons, the future is unpredictable – rental
companies need to be aware that restructuring can
be a minefield.
The terms restructuring, rescheduling and
refinancing are often used in confusing ways. The
clearest definition of restructuring has to involve
eliminating some or all of a company’s debt,
including possibly converting it to equity or share
capital. If the company has a “payment holiday”, or
some time with no payments or reduced payments,
and the payments are moved further into the future,
this is more accurately described as a rescheduling.
And a refinancing is when one bank or finance
company replaces another, especially without any
default or conflict with the original bank.

Often the rental company has no choice but to
restructure, if its debt level is too high, and the
company can not make payments on time, either
to the bank or suppliers. Or, the company may have
a funding line with covenants, which are financial
ratios or benchmarks that have to be met, and the
bank may force a restructure. Creditors including
suppliers and leasing companies may force a
company into liquidation or restructure if they are
not paid on time.
The rental company may also make itself much
more valuable using a pre-arranged restructuring,
although this must be approached with much
caution (more later). The shareholders may lose
some or all of their shares, or be required to put
in more cash.
The bank will accept restructuring of its customers
if it is forced to, or if it finds its position is made
better by the restructure. A few examples will be
discussed below.
Restructuring by negotiation
or by Chapter 11
Almost all countries have a statutory framework
and practices for restructuring. In the US, Title
11 of the US (Bankruptcy) Code has two Chapters
- Chapters 7 and 11 - that are often referred to in
other countries. Chapter 7 details the procedures
to liquidate a company (that is, how to close it, sell
the assets, and decide who gets the proceeds.)

of the courts. The protection and court supervision
means that for a period of time, leasing companies
can not take their machines back, and creditors
can not even take the company to court to recover
payments, seize assets, etc, allowing the company
to keep trading.
How to choose between liquidating a company,
and restructuring it? This is usually the result
of a proposal by the company management,
which is subject to a vote by creditors, under the
supervision of either a court or a court approved
accountant or lawyer, depending on the country. In
some countries, however, preserving jobs can be as
important as protecting creditors.
The basic negotiation keys are:
■ Are the bank and other creditors better off
accepting the plan of the management rather
than the threat of liquidation?
■ Could another equity investor provide a better
restructuring plan? Is the amount of equity
negotiable?
■ Is the management’s restructuring plan better
than a long administration? (This is a particularly
sensitive question in Southern Europe where a
company can be in administration for quite a
few years, with courts sometimes prioritising
employment rather than debt repayment.)
■ How much power does the court or bankruptcy
administrator have?
■ Is the negotiation better via a court-approved
“Chapter 11” procedure, or done by private

Rental solution?
Remember, this is 2010, and nothing works along a
standard formula, like it may have before the credit
crisis and the current downturn.
The two last visible rental company restructurings
were Neff Rental Inc. in the US, and HUNE Rental
S.L.U. in Spain. Both companies had very rapid
growth, by acquisition and organically, with several
changes of investors. Neff went to the stock market
in the US, and then back to private ownership; HUNE
stayed in the hands of venture capitalists.
HUNE’s planned restructuring will take its debt
from €500 million down by around €200 million.
The company and its stakeholders are negotiating
everything without a “concurso” (creditors
meeting), from the point when Advent, the venture
capitalist that held the most shares, sold them to
management, to when Banesto (its largest bank)
agreed to turn its debt into equity. Not all details
have yet been made public.
Why would Advent and Banesto do this? For
Advent, defending their position via lawyers and
bankruptcy courts must have looked like spending

good money after bad, so far easier to just walk
away. Never underestimate how much money can be
spent with advisors and lawyers: the Neff disclosure
documents estimated a good deal over $1 million.
After Advent wrote off its shares, Banesto clearly
had more room to manoeuvre. For banks in Spain,
where the ‘Chapter 11’ process (that’s what it’s
called, even though it’s not actually Chapter 11 of
the Spanish legislation) can mean a company will
stay in administration for years, the conventional
wisdom is to try to avoid letting the court supervised
administrator gain control of the company.
Because HUNE did not have a concurso, there
was no interruption to the business, including
to payments to suppliers, employees, and taxes.
So, for HUNE, from December 2009, when the
article in Cotizalia declared ‘Advent throws in the
towel’, and sold its shares to management for €1,
to when Banesto took control around the end of
May, the process may be nearly over in a relatively
short time.
In the US, Neff filed its Chapter 11 petition in May
of this year. It had US$609 million of debt, which
will be reduced by $400 million. The second lien
debt holders (those debtors second in the queue
to receive payment) were originally proposed to
get 3% of their money back, while trade creditors
will get 1%.

announced $175 million for Neff. This is used to
pay salaries, rent and suppliers (remember, parts
and fuel suppliers who have just lost 99% of their
balances might want cash up front this time).
The Chapter 11 restructuring was reported as
“pre-arranged”, but part of this procedure was an
“auction”, where Wayzata Investment Partners had
to agree to pay around 24% of the second lien debt
holders to “buy” most of the equity.
In the US, the Chapter 11 process is seen as
more predictable and transparent than in many
countries, so while the lawyers and advisors may
get more money out of the transaction than the
trade creditors, their fees are still a relatively small
percentage of the $400 million debt that was lifted
from the company’s shoulders.
Neither one of these two examples of restructure
was very surprising. The US process, relatively
efficiently run transparently through the courts,
means that Neff will, after the next hearings in
September, be able to keep moving forward. The
HUNE example was done in a typically southern
European informal style, avoiding the unpredictable
and slow court supervised Spanish bankruptcy
system, with the added benefit of less interruption.
More interesting is that so many other rental
companies around the world have similar levels of
debt, and we have seen so very little restructuring
activity. The banks in many countries are letting
rental companies walk along like ‘zombies’ with
debt levels that could not be repaid in decades at
current cash flow levels.
And the equipment acquired with that debt is
getting older all the time: the banks are simply
postponing the inevitable, to avoid crystallising
their losses. What rental companies must worry
about is a slight recovery, where used equipment
values, particularly at auction, come up to the level
where banks will see that they may be better off
forcing the rental companies to liquidate rather

Norty Turner has spent two years in Paris running the HERC
Europe business. In January this year the Middle East and India

orty Turner is two years into his stint
as vice president and general manager
of Hertz Equipment Rental Corp (HERC)
in Europe. Sitting at his desk in the new HERC
Europe office in Montigny le Bretonneux, west
of Paris, the American looks composed and
acclimatised.
He may well be settled into life in Paris - and he
speaks French - but he hasn’t ‘gone native’ to the
extent of joining the rest of France on its traditional
month long August holiday. For Mr Turner there was
a much shorter family holiday early in the month
before returning to his standard 12 hour working
days.
The French summer holiday is just one of the
cultural differences that he has had to adapt to
since moving across the Atlantic. The 38-yearold remarks that August is one of HERC’s busiest
months in the US. It isn’t in France.
Still, that easing off in the summer has allowed Mr
Turner to turn his attention to some wider matters,
not least the acquisition of an Italian power rental
business, Rent One, announced the day before IRN’s
visit (see News this issue).
Rent One joins HERC Europe’s existing Energy
Services division, which rents power and
temperature control equipment. HERC Europe
already operates three Energy Services locations
in Spain – where it no longer has general rental
operations – and four in France.

HERC has added a wider selection of small tools and equipment
at 16 of its locations in France as part of an initiative it calls HOP
(Hertz Outillage Pro). The programme is ongoing.
This is one of the highly qualified mechanics that Hertz uses
for major repair or refurbishment projects. There are around 10
such ’super mechanics’ in each of the company’s three regions
in France.

Rent One thus becomes HERC’s first ever
equipment rental business in Italy, a market that
has so far been resisted by other pan-European
rental businesses like Loxam, Lavendon, Riwal and
GAM.
This begs the question about HERC’s strategy. Will
Rent One form a bridgehead for the introduction
of a general rental operation in the country? Are
specialist divisions like energy services a key
strategy for growing the business in Europe? (When
IRN describes HERC as a generalist renter, Mr Turner
is quick to point to the trenching, pump, energy and
entertainment divisions operated by HERC in North
America.)
Unfortunately, as an employee of a stock market
listed company – and one that is under intense
scrutiny from an army of analysts and investors
– he answers these questions with a polite and
apologetic ‘no comment’, the first of several during
the interview.
On the Rent One acquisition he allows himself
the observation that “we evaluated a number of
opportunities. This happened to be a very promising
prospect.” On the question of starting a general
rental operation in Italy, he says “we will evaluate
all the opportunities in front of us.”
He is similarly cautious when responding to a
question about the strategy on franchises. HERC
already has franchise operations in Denmark
and Norway (run by Petter Hagen) as well as in
Portugal and Greece. “We’re going to look at all the
opportunities out there, and potential partners”,
says Mr Turner.
He says that the benefits of franchising are many;
“a partner brings local contacts and local expertise
and experience in operating in a given geography.
That’s certainly important. You can expand a given
business model quickly through a franchise.”
If he can’t bring himself to actually say it, it does
look like franchises remain a key plank in HERC’s
strategy, in part because of a drive to find more
synergies between HERC and its much larger sister
rental car business.
“Our current CEO, Mark Frissora, has certainly
made it an initiative to find HERC and rental car
synergies. I’m working closer with my rental car
colleagues than I ever did before”, says Mr Turner,
who joined HERC in 1995 as a sales coordinator
based in Augusta, Georgia.
This is illustrated also by the recent appointment
of Bruno Kloeckner as HERC’s new general manager
for France. Mr Kloeckner was previously operations
manager for Hertz’s car rental operation in France.
And, of course, Gerry Plescia, president of the
whole HERC business, is another former car rental
executive.
Hertz synergies
Synergies aren’t limited to finding potential
franchise partners among car rental operators,
they are operational as well. Mr Turner cites the
announcement in May that Hertz had signed a rental
agreement to provide both cars and equipment for
the 2010 MotoGP motorcycle world championship,
which covers 18 races in 14 countries.
“We come up with new ways every day of how HERC
and rental car can make synergies”, says Mr Turner,
“whether it be shared clients, network footprint, or
evaluating existing franchises...We’re looking at how
to work together as a worldwide business.”
If a new focus on synergies is one aspect of the
Hertz plan, then there have been other ways in
which HERC Europe has changed. Before 2006
HERC’s European operation was managed in Europe,
ultimately at Hertz’s European HQ near London.
But since that year Gerry Plescia has assumed
overall control of HERC worldwide, based at Hertz’s
corporate HQ in New Jersey, US. Norty Turner himself
is the first US executive to run HERC Europe since the
Dan Kaplan era in the late 80s and early 90s.
This shift towards US head office control has
coincided with a strategy to grow HERC outside
its core North American and European markets.
A Chinese rental business was established
several years ago – centred in Shanghai and now
with around three locations – and earlier this
year HERC signed a joint venture in Saudi Arabia
with Dayim Holdings, a company that has joint
ventures with Securitas and Indian contractor
Punj Lloyd. Jay Early, a long-time HERC manager
who was a member of the Chinese team, has
resettled in Saudi as general manager of the
business.
The venture hasn’t started renting yet and Mr
Turner – who since January this year has added the
Middle East and India to his areas of responsibility
- won’t give a start-up date, but he has visited the
country four times in the past nine months and
one would make an assumption that the opening
is imminent.
“We see that the greater Saudi market aligns
well with our strategy. There are construction and
petrochemical opportunities there”, he says.
India is also an area of potential, but Mr Turner
will not give any timeline on a potential HERC
business. “We are evaluating opportunities. We are
encouraged in a myriad of markets – India included
– about the folks who are interested in partnering
with us.”
Despite these international concerns, it is the
French general rental business that forms the
core of Mr Turner’s responsibilities. With a network
of 70 depots in France (“we are pleased with our

by Kiloutou, which is strong in the small equipment
rental sector.
“It’s a focus on a diverse fleet offering, having
sufficient small and large equipment to meet 95%
of customer needs”, says Mr Turner. “The pilot was
opened in June 2009 and we opened three more
in the autumn of last year. We took a look at the
footprint”) and a business which Mr Turner says is
in the top four of generalists in France (presumably
alongside Loxam, Kiloutou and BM Location,
although he doesn’t name them), HERC Europe
has had to deal with a French market that fell by
14% last year, according to the European Rental
Association.
Mr Turner will not say how HERC fared over
the past two years, only that recession brings
opportunities for well managed businesses; “The
main thing is your focus, and maintaining a few
key principles: you focus on customers – how you
can help them; you focus on your employees – help
them develop their careers; and you focus on asset
management.
“You focus on these three things no matter
what economy you face. If you do that, and if
you do it well, then things are not going to be so
challenging. You become a more effective, efficient
organisation.” This amounts to Mr Turner’s rental
credo, inherited from mentors who include a longtime HERC branch manager Shelton Johnson, who
still works for HERC in North Carolina.

many sites will it eventually cover? Mr Turner
smiles, says he can’t really answer that question,

Recent improvement
It is difficult to assess just how HERC Europe has
performed. The business worldwide has seen a
recent improvement in its results, but it doesn’t
split out the figures for Europe. Overall, revenues
were down just 4% in the second quarter of this
year, but were up in June, year-on-year, which Mr
Turner says “is encouraging to see”.
Also encouraging, particularly for equipment
suppliers, is the fact that Hertz is increasing
dramatically its capital expenditure this year to
US$150 million (compared to nearer $60 million in
2009) with a further hike to $200 million in 2011. Mr
Turner offers no clues as to how much of this will be
spent in Europe or on what products.
There is one French initiative that he will talk
about, however, and that’s a recent expansion into
smaller tools and equipment - ‘outillage’ in France.
The HOP (Hertz Outillage Pro) programme was
piloted in June 2009 at a branch in Saint Herblain,
near Nantes, and has since been rolled out at 16
branches. This will have been noted in particular

t is ironic – if understandable – that the best
quality rental statistics are available for the
worst performing markets, while data on
the world’s high growth areas is extremely hard
to find.
This means that we can say with some certainty
just how badly rental performed in North America
and Europe last year, while the true extent of growth
in markets like Brazil, Hong Kong or Saudi Arabia
remains cloudy.
That said, we have tried to compile data on as
many rental markets as possible (see the tables of
figures on these pages), although we have resisted
the temptation to calculate a global rental market
figure this year. This is because the figures we give
on these pages are not all measured in the same
way (the European Rental Association figures, for
example, do not include party and events and are
only for non-operated plant) and because the figures
for markets including South America, the Middle East
and Asia Pacific are very broad estimates for which
there cannot be a high degree of confidence.
Let’s look at the developed markets first. In figures
released in December last year, the American
Rental Association and its consultant, IHS Global
Insight, said the US rental market peaked at over

US$36 billion in 2007 and 2008 before falling back
to around $30 billion in 2009. At that time it was
forecasting a further fall this year to around $27.5
billion.
As we show on Figure 1, however, the ARA is
forecasting a modest return to growth next year
before accelerating away in 2012. It is expecting
total revenues in the US to exceed the 2007 peak
by 2014.
This growth is reflected also in the ARA’s
projections for growth in Capital Expenditure (on
construction and industrial equipment) – shown
on Graph 2 – with CapEx remaining stable this year
before starting to increase in 2011, again accelerating
through to 2014, by which time ARA expects it to
reach $11 billion, which is higher than the £10 billion
invested in 2006.
These predictions are rather bullish, and it will
be interesting to see how ARA/IHS Global Insight
revises these figures later this year. Scott Hazelton,
IHS Global Insight’s director, business planning
solutions, told the ARA recently that he expected
rental recovery to be weak as economic growth
slows in the US.
It is worth noting also the importance of aerial
platforms to the overall health of the rental sector,
with many big rental companies heavily reliant on
access equipment (over 50% of revenues in many
cases). Recent IPAF research, carried out by Ducker
Worldwide, forecasts that AWP rental revenues in
the US fell by almost 25% in 2009 and were likely
to be flat this year before rebounding with a 10%
increase in 2011.
Meanwhile, ARA’s counterpart in Europe, the
European Rental Association (ERA), remains
cautious on prospects for rental growth. The ERA’s
2009 Rental Market Report (also produced by IHS
Global Insight) estimates the total European market
(excluding Russia) at €20.2 billion, a decrease of
17.2% from the 2008 figures. ERA only considers
non-operated plant in its estimates.
The ERA forecasts that rental revenues in 2010 will
decrease between 0% and 5% (with the exception of
Spain where a 20% fall is forecast). ERA says growth
of between 0% and 10% is likely in 2011.
Aerial platforms are also important in Europe, and
here, IPAF/Ducker Worldwide research indicates that

after a 10% fall in rental revenues last year, the
sector will see slight growth this year and then +5%
increases in 2011.
Outside of North America and Europe the largest
rental markets are in Japan and Australia. The
Japanese Ministry of Economy, Trade and Industry
estimates that Japanese rental is a ¥1200 billion
(€10.7 billion) market, while Australia’s rental
market is estimated at around A$3.5 billion (€2.5
billion). In both cases, the last year and a half has
seen a slowdown of rental activity, although not to
the same extent as in the US or Europe.
Much more dynamic at the moment are the rental
markets in Latin America and parts of Asia, including
India and China.
Brazil in particular is fast growing, with Mills and
Solaris posting, respectively, 35% and 15% growth
last year – making them two of the top three fastest
growing companies in this year’s IRN100 listing.
Rental markets in Chile and Peru are currently
buoyant, with Argentina’s rental sector seeing
more moderate growth. Elsewhere in the region, big
infrastructure programme are seeing rental growth

forecasting that it will almost double its revenues in
Latin America over the coming year.
The Middle East market remains an attractive
prospect for rental companies in Europe, although
the rather severe crash in Dubai has yet to be
reversed. Instead, the rental focus has shifted
to other markets such as Qatar and, in particular,
Saudi Arabia, where there are massive oil and gas
and petrochemical investments planned, as well as
major infrastructure projects.

Bodapati, founder and CEO of AssetPulse, an
RFID asset tracking company based in San
Jose, California, is looking for more of the former,
since it’s those kinds of people who are prepared to
invest in new technology like RFID (radio frequency
identification).
Ms Bodapati, a 20 year veteran of the IT and asset
tracking market, tells IRN that RFID is a classic
illustration of the ‘Crossing the Chasm’ thesis by
marketing guru Geoffrey Moore. This holds that
there is a difficult ‘chasm’ to cross between the
innovators and early adaptors of new technology
and its subsequent mainstream adoption by the
‘early majority’.
“RFID still has not quite crossed the chasm”, she
says, “We do see some companies looking ahead, it
is whether they are willing to take the lead...upper
management has to have the vision.”
Some do. Aggreko was one of the first big names
to adopt RFID tracking technology – in its case for
quickly processing equipment returning to depots
and for preparing orders – while offshore oil and
gas rental specialists in both the US and the North
Sea have also been quick to see the opportunities
of RFID, which offers a more robust and versatile
alternative to barcodes, able to withstand very

says rental companies can do a lot more than simply
track their equipment using GPS technology.
“By installing the systems the working hours can be
registered. Maintenance intervals can be programmed
to generate an alarm. For example, if every 100
working hours the oil needs to be changed, the rental
company will receive an alert”.
In the case of portable generators, Mr Vossebelt V-tron’s battery powered

machine. It generates management info, which can be
used to inform the user about the best way to use the
machine and maybe even advise them to change to a larger unit.”
One V-tron customer is Roskam, a general equipment rental company with four locations in the
Netherlands, which is tracking some of its 6000 rental items, particularly gensets used in remote
locations. The company is also tracking genset usage.
V-tron has developed small, easily attachable systems that monitor machine performance, including
units powered by batteries that will last for up to three years.
Another device is integrated into a solar panel that continually charges the battery. The V-tron Solar,
incorporating GPS and GSM antenna, is used for container tracking. Over a thousand Solar units have
been successfully deployed by V-tron customers, including DHL.

variety of asset and operational data.
In the equipment rental sector these early
adaptors are leading the way in finding
applications that make them more efficient,
cost effective companies.
AssetPulse, for example, has been working
for several years with Phoenix, Arizonabased tower crane rental company Stafford
Tower Cranes on an RFID project that helps
the company track its crane components
– typically mast sections – on its cranes
located around the US.
“It’s a perfect example”, says Ms Bodapati,
“of how components move from one contract to
another. They have cranes all over the country and
can’t easily keep track of the tower sections.”
Stafford fixed RFID tags to each of the crane
sections, and these are then read using a hand held
mobile reader used on site by a visiting Stafford
technician or salesman.
In addition to recording what sections are where,
the system allows Stafford to “keep accurate
account of how long [the equipment] has been used
by the customer”, says Ms Bodapati.
AssetPulse and Stafford are now engaged on a
further phase of the project that will expand the
usability of the RFID based system, and about which
Ms Bodapati will not yet divulge details.

Enigma Vehicle Systems has launched a version
of its established SK125 tracking unit designed
specifically for trailers, or other unpowered
assets, where theft recovery or location
information are key requirements. Enigma
says the new SK125 TT tracking
unit is already being used by UK
companies including rental company
A-Plant and Balfour Beatty Utility
Solutions. Ian Keam-George, CEO of
Enigma, said; “We have been aware
of the issues around trailers for
some time and have been striving to
provide an affordable, reliable and
compact product. Trailers present
unique problems as they are often
targeted by thieves, have no driver
and cannot easily be found at times
of immediate need.” The tracking unit
features a battery that will operate for 150
days.
One feature of AssetPulse’s work has been the
development of very robust RFID tags that can be
used in harsh offshore environments, and that are
used for “closed loop” applications. That is, where
the asset remains owned by a single organisation,
unlike the RFID tags commonly used in the retail
environment where they are tracking goods from
the start to finish of a single journey.
In Europe, it has been rental companies with lots
of ancillary items for rental that have been quick
to look for the benefits of RFID. Power renters
have lots of cabling and associated equipment that
benefit from accurate tracking as they leave the
depot and are returned. If Aggreko has been one big
name to invest in RFID, then other power companies
– including Bredenoord in the Netherlands – are also
looking at the technology.
Aggreko’s RFID partner was Spartan Solutions,
a specialist company based in Glasgow, UK. Jim
Green, the company’s managing director and
co-founder, says Spartan’s focus inevitably shifted
to the offshore oil and gas rental sector when the
construction equipment rental market started to
falter and IT investment was put off.
Offshore contracts
That decision has been rewarded with several
significant contracts to deliver paperless asset
management on equipment destined for offshore
rigs in the North Sea. The company has just opened
a second office in Aberdeen, plans to open one in
Stavanger, Norway next year, and numbers Swire
Oilfield Services and Aker Solutions among its
customers.
Spartan has continued to develop its software and
now has iPad and iPhone versions of its Phalanx
asset management software available.
Dr David Williams, technical director at Spartan,
says: “The iPad and iPhone are instant-on devices
which deliver a smooth, accurate user experience
which executives and managers around the world
have become very used to.
“Running our new Phalanx App on the iPad and
iPhone, and other similar technologies, provides...
seamless control and true visibility of all equipmentbased operations, anywhere you go.”
Another significant shift for the company is that
the focus on RFID and now broadened to include
barcodes as well. This is partly because there have
been delays in the adoption of RFID in the offshore
business because the industry wanted to ‘approve’
the most appropriate tag for the sector.
Mr Green says, however, that the idea of having a
single, approved tag was always problematic because

Masternaut Three X, the UK subsidiary of French asset tracking specialist Masternaut (which is owned by
Hub telecom), has launched a satellite tracking service for valuable plant and construction equipment
called Masternaut Asset Track.
The hidden device transmits the location of the asset and communicates this via the Internet. Using a
web browser on a PC or hand held device, Asset
Track users can see exactly where their equipment
is situated and whether or not it is in use.
For rental companies, the system provides a
record of equipment usage for ‘Pay-As-You-Use’
contracts, with customers given accurate invoices
backed up by the system’s monitoring capability.
One customer is Flannery Hire, a Yorkshirebased construction rental company, which is
using the system to protect high-value equipment
such as excavators and telehandlers. The system
has already helped to pinpoint and recover a
stolen excavator within a few hours.

“They are recognising the value that the system
provides them and are requesting equipment that
has Asset Track installed. It gives them peace of
mind, knowing that we geofence and automatically
monitor the equipment on site.”

For example, he highlights the difference
between active and passive tags – active
having their own battery and passive receiving
their power from the reader – as well as a choice of
frequency, from low frequency tags (needing to be
read one at a time very close up) to high frequency
tags (suitable for multiple readers by a ‘gate’
reader) and even ultra-high frequency tags (which
have ranges of up to 7 m).

an RFID and barcoding specialist, recognising that
some rental companies will be more comfortable
with a well-established technology.

Magnor Plant, on the other hand (as we reported in

to manage pre-planned maintenance and inspection
schedules. Using hand held scanners to record
inspection results in the field has cut down the
post-inspection paperwork from three or four days
to just one day, with no paperwork.
4hSolutions is also linking RFID technology to
asset tracking GPS systems to incorporate an antitheft element, and the company is now launching
the i-Tag, a battery powered GPS asset tracking
device incorporating an RFID tag.
The i-tag is suitable for equipment that doesn’t
have its own power source, because it has its own
battery, and the RFID tag can store information on
the asset. The small (15 cm by 6 cm) box is easy
to fix to equipment and, says 4hSolutions, is ideal
for checking an item’s location once a day, week
or month.
The price for rental companies will be a £185,
with an additional monthly £10/tag service and
communication charge for a 36 month contract, or

RFID or barcodes?
One RFID specialist now focusing firmly on the
construction and rental sector is 4hSolutions, based
in the UK. The company is promoting the use of
barcodes and RFID tags to equipment owners as
part of an integrated asset management system
incorporating RFID tags to identify assets and store
data, GPS positioning systems (for management and
anti-theft purposes) and web-based applications to
access data.
Among its customers to date have been contractor
Byrne Group and Magnor Plant. The different uses
for RFID and asset tracking by these two companies
illustrates some of the wide-ranging applications
for RFID.
In the case of Byrne, the company issued its
staff with RFID enabled ID cards that would assign
specific tools and equipment to each staff. The
result was a considerable fall in the amount of
‘consumable’ items used by staff (as wasteful
‘consumers’ would be identified), and the number of
stolen or lost tools (which are also fitted with RFID

Thieves tried twice to steal a JCB 3CX backhoe
loader from a concrete and cement supplier
CEMEX, but were twice foiled by Kosran ECV’s
Diesel Smart-Valve immobilisation system. The
JCB backhoe is the most stolen machine in
the UK, according to police statistics. Kosran
says its integrated security, safety and asset
management ECV system “pays for itself in
40 days and then makes you money – we can
assume CEMEX agree!”
UK/Irish GPS vehicle tracking and telematics
specialist FleetMatics has acquired US tracking
company SageQuest. The combined group will
offer a global software-as-a-service (SaaS)
GPS tracking solution for vehicle management.
SageQuest specialises in providing mobile
tracking services to utility, cable and broadband
companies in North America.
Managing forklifts
Sometimes it is providers of rental services who develop the most
appropriate asset management systems for their markets.
For example, Briggs Equipment, the US based company that runs
large rental fleets of forklifts in the US, Mexico and UK as well as
a construction equipment rental businesses in Mexico and the US,
has developed a fleet management tool, BE Fleet, that tracks cost
of ownership information for forklift fleet managers.
The system, developed internally as early as 1996, is now marketed to its customers as a tool to track
their own costs, identifying machines that are under-utilised, where tyre wear (for example) is too great.
“Being able to capture costs on a unit basis”, says Mike Winemiller, president of Briggs, “means that
before we go out to a customer we can pinpoint problem areas in their use of equipment.”
“If the company’s tyre costs are out of line, there is a good chance that there is a housekeeping issue.
We’ll try to capture costs and present areas of improvement. That’s the number one reason that people
look to us – they don’t understand their costs.”
The system, which is managed by BE Fleet and accessed by customers over the web, is already being
used by 250 to 300 customers to track their fleets, which may comprise their own forklifts, units rented
from Briggs or rented from other suppliers, totaling as many as 15000 units.
BE Fleet - launched in the UK last year - is being augmented by other features. Speedshield, for example,
is a wireless, on-board reporting module that transmits vehicle usage over phone networks to the fleet
management system. It can even be used to set speed limits on individual machines.
Also new is viaSonic, a low-cost ultrasound device that measures fuel levels inside the LPG tank and tells
the fleet manager if it needs refueled or not.
UK has launched an unmanned Auto Tool Hire
Unit designed to be located at customers’ sites to
provide instant access to tools.
Equipment in the cabin is RFID tagged and
automatically registers when it is taken out and
then returned, with the customer charged only
when it is away from the container.
“The unit stays on the site for as long as the
customer wants”, says Mark Pudney, managing
director - sales, “There is no collection or delivery

4hSolutions offers both RFID tags and barcodes
as the automatic identification technology. The
company’s chief executive officer, Mr Hiten Kantelia,
says that “as a well-used technology, barcodes may
well be an attractive option and may actually work
out cheaper unit for unit.
“However, for critical assets that require tracking,
tracing, maintenance and user authentication, RFID
tagging is a robust and reliable option. In addition
to being more durable than barcodes, RFID tags are
also reusable, making them a cost effective choice
in the long run.”
RFID tags offer themselves for other applications
as well. To give just one example, A-Plant in the
charges, and the equipment is available on site.”
An asset management system linked to the hut
lets customers check online what is being rented
from the cabin, as well as charges being incurred.
So there are rental companies out there already
exploiting RFID technology, it’s just that they still
fall into the ‘early adapters’ category. When the
‘early majority’ joins them is anyone’s guess, but

ike every exhibition, SAIE - the annual Italian
showcase for construction equipment - is
under pressure as manufacturers take a cold
look at their costs and decide whether to exhibit or
not.
This year’s event, the 46th edition of the show,
sees the event battling not just with a difficult
market, but with competition from the Samoter show
in Verona, which takes place every three years and
is held in March 2011, and also the newer Expoedilizia
exhibition, held in Rome on 11-14 November (just
two weeks after SAIE), and which this year gets the
support of Assodimi, the Italian dealer and rental
association, which will have a special ‘Rental Piazza’
at the event.
It is clear that some companies will decide to give
SAIE a miss this year. To take just some examples,
Airo Tigieffe, one of the best known Italian aerial
platform manufacturers, is not attending, and
neither is Snorkel (formerly UpRight).
The show will still, of course, attract many of the
big names in construction equipment, not least
Komatsu, CNH and IHIMER, who are among those
supporting a new operator training initiative at the
show (see box story left).
The show organisors will also take some comfort
from the recent statistics on the Italian market
which show that sales of construction equipment
increased by 13% in the first half of this year,
reversing a dispiriting 17% fall in the first quarter
of the year.
Enrico Prandini, vice president of the association
(and chief executive officer of Komatsu Utility
Europe), warned in late July that “only with the
next quarter shall we know if the market is really
recovering. At present there are many doubts, also
because orders are not really pouring in.”
The total number of machines sold in the first
six months of the year was 7682 units. Sales of
Aerial platform manufacturers should be out in force at this year’s
SAIE. Maber, for one, promises a redesign of its hoist range.
traditional machines (dozers, graders, excavators
and loaders) increased by 30.2%, but machines
popular with rental saw much smaller increases,
including mini excavators (up 16.4%), skid steer
loaders (up 6.5%) and tracked loaders (up 2.6%).
Sales of telehandlers in the first half year were
down 22.3% and backhoe loaders by 32%, another
indicator of lower investment by rental companies.
SAIE will be hoping that the better numbers from
the second quarter of the year will mean that
buyers will be back at Bologna with some money to

Selwood is refurbishing its pump rental fleet and hopes that by the
end of 2011 it will have more fully enclosed, super silenced pumps
in its fleet that traditional open pumps.
U
K pump manufacturer and rental company
Selwood has long been known for its
Seltorque S range of vortex pumps – these
form the core of its sales and its own pump rental
businesses.
Now, the company wants to replicate the success
of the S series with some of its other ranges, and
it is the high head H range that is now undergoing
a redesign that the company describes as “most
significant pump development since 2003” when it
introduced its ‘super silenced’ range.
Tony Killing, market support manager and a 23
year Selwood veteran, tells IRN that the company
looked at the S range, “our best selling product, and
asked, what do we need to do to replicate that with
some of our other ranges. A better performing H
range will be well received in the UK and in export
markets.”
The first new H model is the H100. The new version
uses a slightly more powerful 82 kW engine (Cat,
Deutz or Perkins – the latter for its own rental fleet)
but performance has been greatly improved: capacity
is increased from around 200 m3/hr to 225 m3/hr
but the delivery head increases from 80 m to 120 m,
by virtue of a more efficient hydraulic design.
Mr Killick says redesigned versions of the H80
and H125 models will follow in November this year
with the larger H150 and H200 models ready for the
Conexpo exhibition in Las Vegas next year.
Fleet rebuild
One consequence of the launch is that Selwood will
rebuild all the old H series pumps currently in its
fleet – around 114 units – with the wet-end replaced.
Although the S series models are the core
pumps in the 4000-unit rental fleet (which
includes submersibles), Selwood believes that the
redesigned H models will be able to play a more
important role. “We would want the H range to sit
alongside the S range in our fleet”, says Mr Killick,
“The new design will put us in that position.”
Selwood will also encourage its dealers in Europe
and elsewhere to add the H models to their rental
fleets. “The model is that our distributors run rental
fleets”, says Mr Killick, “If they don’t rent, we try

to encourage them.” Dealers who do rent include
Abin in Spain, DMTP in France and SE Power in
Australia (which now covers the whole of Australia
for Selwood).
Mr Killock says the company is making a push
to promote in continental Europe the use of
diesel pumps over the more accepted electric
submersibles; “Diesels are self-contained, easy to
use, and you have your own power source”, says
Mr Killick.
Selwood has, of course, been hit by the recession
like every other equipment supplier. However, it
has been fortunate in winning some major orders
outside the construction and rental fields. Last
year, for example, it won a US$3.5 million contract
for 181 pumps from Ecuadorian oil company PetroEcuador, and earlier this year it supplied around
300 of its PD75 Spate models to help in the Florida
oil spill clean-up operation.
If the H range redesign has been the big project
for Selwood, it has been making other technical
changes as well. For example, the company is using
close coupling on its super silenced S100, S150
and S200 models and also on the super silenced
versions of the high volume, limited solids handling
D range, including the D80, D100, D150 and D200.
Close coupling is a much better way of connecting
the pump and engine shafts – with a bell flange on
the pump bolting directly to a flange on the engine,
eliminating the need for a flexible rubber ‘tyre’
between the two. This reduces noise and vibration
and extends the life of the coupling, says Selwood.

“That is the way the market has gone”, says
Mr Killick, “We have had [partially enclosed] super
silenced pumps in the fleet since the mid-90s. In
2003 we launched the fully enclosed units.” He
says capital expenditure on the pump rental fleet
in 2010/11 will be to switch the mix of super silenced
to open from the current 40/60 ratio to closer
to 60/40.
The refurbishment program started this year
with 100 units and Mr Killick says “The demand for
super silenced is speeding up all the time.” Adding
a full enclosure adds around 45% to the cost of

Milan-based TowerLight is now selling its contractors pumps
under the TL Pumps brand. The range encompasses 4", 6" and
8" versions as well as latest addition, the 12”/300 mm MVSS460, which has a 1080 m3/hr capacity and the ability to cope
with solid material up to 90 mm in size. The pumps are sold
internationally from TowerLight’s sales and marketing office
in Milton Keynes, UK, led by pump specialist Martin Dickson.
The MVSS-460 is “whisper quiet” at 65 dBA (at 7 m), weighs
3300 kg on a twin axle trailer, and will run for 8 hours on a
single tank of fuel.
Emissions
challenge
C
hanging engine emission regulations are an
issue not just for manufacturers of mobile
equipment, but also for producers of gensets,
compressors and pumps.
Dale Conway, vice president of engineering at
Thompson Pump, the Port Orange, Florida-based
pump manufacturer, seller and rental company,
tells IRN that adding to the technical complications
is the fact that some US states, such as California,
are over-riding Federal exemptions that allow
companies to phase in new machines over time.
For Thompson, which has a nationwide rental
business with 2000 pumps representing over half
of its business, this will have implications for what
pumps can be used where, and may lead to the
company having ‘State fleets’ in some areas.
Still, Thompson has 40 years experience in
the pump market, so has the technical knowhow to adapt to new regulations. The company
manufactures its own pumps and imports a variety
of other models from Europe, including self priming
centrifugal pumps from Italy and specialist well
point pumps from the Netherlands and Denmark.
Mr Conway, who recently celebrated 25 years with
Thompson, gives some examples of recent pump
innovations. One of these is an oil free, dry-prime
vacuum pump, where the traditional oil cooling
system has been replaced with an oil-free system
that reduces emissions and smoke, and requires
less maintenance.
Like European pump manufacturers, fully
enclosed pumps are becoming more popular. Dale
Conway tells IRN that Thompson has developed a
modular solution allowing a choice of three sound
attenuation enclosures offering 30 dBA (at 7 m),
20 dBA or 10 dBA of sound reduction.
This means that a traditional 90 dBA pump can
have its noise output cut to 60 dBA. “In rental now,
the majority of pumps built new have enclosures”,

This trash pump is one example of the range of
small contractors pumps manufactured by Fuji
Heavy Industries in Japan and sold in North
America by Robin America, Inc and in Europe by
German-based Robin Europe. The centrifugal-type
pumps – branded Robin in Europe and Subaru
in North America - are available in models with
2", 3" and 4" discharge outlets, powered by
Subaru overhead cam or overhead valve petrol
engines. The 2" PKX201T is powered by the EX17,
a 6.0 hp (4.4 kW) overhead cam engine, and
delivers 185 gallons/minute (50 m3/hr), while the
3" PKX301T is powered by the 9.0 hp (6.6 kW) EX27
engine, and has a discharge capacity of 314 gallons/
minute (85.7 m3/hr). The 4” PTV405T has an
11.0 hp (8.1 kW) EH34D overhead valve engine
and a delivery of 528 gallons per minute
(144 m3/hr). The 2-inch model can handle solid
debris up to 3/4 inch, and the 3- and 4-inch
models can handle solid debris up to 1-1/4 inches.
Tsurumi says rental
demand returning

surumi Europe reports demand for its pumps from rental companies is starting to recover after a
quiet two years.
Takanori Yoshida, assistant marketing manager at Tsurumi Europe, says that “following the global
financial crisis, the majority of rental companies focused on the maintenance and repair side of their
business. They looked after their current rental fleet and customers, rather than purchase new equipment.
“From the beginning of 2010, however, the rental market has been on the rise and companies are once
again investing in the latest pumping equipment to expand their range.”
At the start of the year the company – which sells the submersible pumps manufactured by its parent
company in Japan – announced an agreement with Australia’s Sykes Group to sell its Primax automatic
self-priming diesel pumps in Germany, France, Austria and Switzerland.

Ralspeed, the UK company that specialises in motor control
and ‘soft start’ systems, has launched the Power Cube panel
that will control multiple submersible pumps. The panel
replaces up to six ordinary control panels and is available in
two sizes covering 1-15 kW and 15-60 kW.
It houses four soft starters, a distribution panel and an
ultrasonic/GSM panel in a IP65 enclosure with a rain canopy
and a rigid mounting frame. Ralspeed says the Power Cube
“greatly reduces the amount of wiring needed on site, it also
minimises the time it takes to get pump control systems up
and running.”

n 3 August ITT announced the completion
of its acquisition of Godwin Pumps, the
US-based pump manufacturer and rental
company. The deal will combine ITT’s Flygt
and Grindex submersible pumps with Godwin’s
automatic dri-prime units.
IRN asked Andy Hilton, communications director
for ITT Water & Wastewater in Sweden, about the

rental business, which is an area we see
opportunity for growth around the world. Wherever
we can, we will look to leverage the skills
and expertise of the Godwin people and their
diesel-driven product portfolio, which is essential
to be successful in rental. Of course, in some global
markets, we have a healthy rental business today,
which we hope to only improve by integrating the
Godwin products into the offer.
IRN: How will the existing ITT pump
rental business fit alongside Godwin’s
rental operation?
Hilton: ITT has a worldwide pump rental business.
The size, rental models, approach to the market,
etc. differs a lot. Once the transaction is final,
we will have to do the hard work of evaluating
- market by market - the best way to serve our
customers using the assets of ITT and Godwin.
IRN: What is the strategy for the
three brands?
Hilton: Our goal is to expand distribution to
offer customers a complete range of dewatering
products. We will have three strong brands including the top submersible and a leading
dry prime brand. This, combined with Godwin’s
excellent coverage in the US and ITT’s in the rest of
the world, will give us a nice position in the rental

El-Björn makes
big export push
S
wedish power distribution, lighting and
climate control manufacturer El-Björn is
making a major push into western European
markets and will target rental companies in
particular.
The company, which makes temporary power
distribution boards, site lighting, heaters, dryers,
air cleaners and dehumidifiers, is well known in
rental and construction markets in the Nordic
region and the Baltic States, and now wants to
replicate its success in its home markets in other
major European markets.
Mike Dibley, El-Björn’s business development
director for the UK, tells IRN; “We are moving into
Europe generally, and we’re in discussions with a
lot of the major contractors and rental companies.
Rental is the big push.” Initial target markets will be
the UK, Netherlands, France and Germany.

The HM1111C is a new 7 kg demolition hammer from Makita
that extends the company’s AVT (anti vibration technology)
hammer range. The tool provides 17.4 joules of impact
energy with up to 2660 blows per minute available. Power
is provided by a 1300 W motor available in either 110 v or
240 v mode. Vibration protection measures include the same
2-mass vibration-absorbing handles that are used on Makita’s chainsaws, and
a soft-start trigger control. Weighing 7.7kg, the hammer has a vibration rating
of 9.2 m/s2 with the forward D handle in operation and 7.1 m/s2 with the straight
grip in place. The HM1111C is also available as a no-AVT version.
Timberwolf says its new TW350TDHB(t) chipper gives
the “high performance and versatility demanded
by serious chipper operators” but at a “affordable
price”. Powered by a 48 kW Hatz 4-cylinder diesel
engine, the chipper will process up to 12 t of material
per hour. The ‘letter-box’ feed mouth measures
350 mm by 230 mm and a new ‘auto-feed’ feature
means that the feed rollers ‘sense’ awkward shaped
material, reversing and re-presenting it without letting
go. This, says Timberwolf, “gives a better chance of
crushing and processing the material, all without
operator intervention.” The chipper was launched at
the Saltex groundcare show in the UK on 7 September.

A UK subsidiary company, El-Björn UK, is in the
process of being established.
Mr Dibley says El-Björn’s temporary power
distribution boards will be one of the main products,
with key selling points including
‘plug and play’ capability
and the ability to provide
powerboards up to 630 Amps.
He tells IRN that
contractors can make big
savings on costs related
to on-site electricians by
using complete temporary
distribution boards. “We can
provide a far greater package
– not just small panels”, says
Mr Dibley.
El-Björn, located in Anderstorp
in southern Sweden and founded in
1954, claims a 70% share of the Nordic
temporary distribution board market. The range
of equipment available will include around 90
models, all of which come with five year guarantees.

in the Nordic region include Cramo,
Ramirent, UCO, Skanska Maskin and

Netherlands company Whisper Power,
which specialises in compact, quiet
gensets for shipping and yachting
markets, has launched a model
designed for mobile and stationary
applications. The 3 kW Whisper
3.5, part of the company’s Super Compact
range, is a one-cylinder diesel generator
equipped with a brush-free synchronous
alternator, which supplies a high starting
current (200%) and a stable power output.

Greenmech adds
tracked chipper
C
hipper manufacturer GreenMech is adding
a tracked version of the Quad Chip 150
woodchipper that it launched last year.
The Quad Trak 160 was introduced at the Saltex
groundcare exhibition in the UK on 7-9 September.
Built at the company’s Warwickshire factory,
the Quad Trak 160 uses the same vertical feed
rollers, 160 mm x 230 mm in-feed throat and “easy
maintenance” square blade system found on the
Quad Chip 150.
The tracks give up to 280 mm of ground clearance
and the chipper incorporates a 2 mm thick belly
plate to protect the engine and chipper. Optional
extras include a 360 degree turntable
and tilting body kit.

The latest pipeline inspection camera from Ohio
manufacturer Electric Eel Mfg is the EelCam
EC-8SD, which the company says is “a highly
portable and rugged system”. A key feature
of the new camera is a digital image recorder

Phase 1: The committee focused first on Business
to Business (B2B) conditions. By 2009 it had
established and delivered, in several languages, a
checklist for operational terms and conditions and
a framework for General Rental Conditions.
Phase 2: The committee was then required to
work on rental conditions to consumers. The initial
work consisted in gathering information on the
various existing conditions used by national or
sector associations. After a comparison of these
conditions, the working group collated the clauses,
while ensuring relevance and compliance with
EU law, and drafted a framework for Business to
Consumer (B2C) terms and conditions released in
April 2010.
Phase 3: Around the same time, a CEN Workshop
Agreement (CWA) project has been contracted with
CEN (European Committee for Standardization). A
CWA is a CEN reference document, although not
an official standard. The view is that developing
a CWA from the business to consumer conditions
would help ERA extend its application to developing
markets, either through new rental associations or
directly through the rental companies.
CWA Project Support:
As a formally recognized European Standards
Organization (ESO), CEN prepares standards and
other consensus documents to facilitate economic
activity in Europe.
At the same time, ERA wishes to see public
endorsement of Rental Conditions for B2C by a
recognised ESO. CEN Workshop status would be a
convenient and rapid way to secure this.

The European Commission issued in 2006 mandate
M/396 to CEN and CENELEC requesting that
ESOs review existing harmonised standards for
machinery in light of Directive 2006/42/EC and

The Machinery Directive
standards deal essentially with equipment, while
rental is primarily about service. Therefore, there is
no European standard applicable to the equipment
rental industry.
Criteria of the CWA project:
■ One objective is to improve contractual
relations between professionals and consumers
(B2B relations are excluded from the scope of
this project).
■ Another objective is that this document can
be used - by associations as well as by rental
companies - as a reference point for developing
their own standard terms and conditions for the
rental of equipment to consumer customers
within their own and in other European
countries.
■ The scope of the project is to draft a CWA
describing the standard terms and conditions
for rental equipment supplied without an
operator.
■ This framework is not deemed to be used as a
model contract.
The process
The kick-off meeting for the drafting of the CWA
on B2C rental conditions was held on 15 June
2010 in Brussels, and there will be another two or
three meetings before the final draft is produced.
Completion is scheduled for around the third
quarter of 2011.
The ERA is chairing the working group of interested
stakeholders involved in drafting the CWA. The
Secretariat of the working group is managed by the
French standardization body AFNOR.
At the end of the project, copyrights and
distribution rights of the CWA will be shared
between the CEN and the ERA.

“Q
uiet is dangerous”, says Andrea
Fontanella, technical director of
TowerLight, “When you are quiet your
company is dead.” Given the business environment
of the past two years TowerLight would have every
excuse for being in less than perfect health, if not
expired. In fact, in the past six years the Italian
manufacturer of lighting towers, pumps and other
rental-related products has grown its sales from
around €4 million to closer to €19 million last
year and with the prospect of hitting €21 million
this year.
If the growth sounds unlikely, Mr Fontanella
explains how it has been achieved; “We have
increased turnover. Each customer has bought less,
but we have doubled the number of importers.”
The growth has been achieved by a combination
of product innovation and diversification allied to
an ‘internationalisation’ of the business that has
seen its reliance on the important UK market fall
from 45% in 2007 to closer to 20% this year.
“The UK is still the most important market for us”,
says Mr Fontanella, “Our domestic market is still
very fragmented – we feel that the UK is more of our
home market than Italy.”
The early focus on the UK was partly because
TowerLight’s products used to be sold there by
GenSet plc, the UK dealer for Italian manufacturer
GenSet, which has very close links to TowerLight.
UK subsidiary
With the recession in the UK and the drastic fall
in sales to rental companies, TowerLight took the
decision to set up its own subsidiary in the UK.
This operation, which recently moved into a new
headquarters and warehouse in Milton Keynes, is
led by Paul Hay, TowerLight’s international sales
manager and director of the UK subsidiary.
“We have been relatively happy during the bad
years because we have completely changed the
strategy”, says Mr Fontanella.
One of the problems was that the reliance on
lighting towers made it a very seasonal business.
Paul Hay explains; “We needed to flatten out that
peak. One way was to add less seasonal products –
pumps, a new range of environmental products [see
box story]. They are niches, but fast growing and
less seasonal.” In 2005, lighting towers accounted
for nearly 98% of all sales; this year, towers will
represent 60% of the total.

Making
noise
Five years ago TowerLight was selling lighting towers in
12 countries. Now, it is marketing a much wider range of
equipment in 39 countries. Murray Pollok visited the company’s
HQ near Milan, Italy, and spoke to technical director Andrea
Fontanella and international sales manager Paul Hay.

3000 m2 to 9000 m2 covered area) and the company
has built a steel fabrication shop nearby and run as

Using its core lighting tower products the
company has successfully stared to sell to many
of Europe’s big name rental companies, including
MVS Zeppelin, Loxam, Kiloutou and Boels (which
has recently placed an order for 66 of the Eco
VT1 models – the first of these units to be sold in
mainland Europe.)
In addition, it is selling towers to Australian dealer
and rental company PR Power. It has recently
started selling lighting towers to Japan’s Nishio
Rent-All (40 units), and it has made inroads into
the African market with sales to Cat Rental Store
operator Burkina Equipement (Burkina Faso) as well
as companies like Accord SA (Mali), Matech (Tunisia)
and Africa Power Systems (a joint venture between

Some of the African contacts have come through
TowerLight’s French salesman, the ex-Sullair
employee Serge Bazin, although TowerLight’s
status as an allied vendor in the Cat Rental Store
programme has also helped.
The creation of the UK subsidiary also indicates
the strategy that TowerLight will take in major
markets. Mr Fontanella says the next step is a
French subsidiary, using the UK as a template.
“This year has been fantastic”, says Mr Fontanella,
“The first six months have been the best of our
working lives.”
If the company is adding a commercial focus
to the technological expertise that it sees as its
strength, product development still lies at the heart
of the company’s philosophy.
Nowhere is that more evident than in the
lighting tower business. A pioneer of the vertical,
telescoping lighting tower, the company is now
further developing its range, with environmental
and cost benefits being the key drivers.
Biggest seller
Although the company makes a wide range of
lighting products, it is the VT1 that is the biggest
seller. Last year, the company launched the ‘Eco’
version of this machine, incorporating a light
sensor that turns the tower on and off according
to light levels, saving fuel and engine wear, and
the expensive and sometimes dangerous task of
manually controlling towers on large sites. Speedy
Hire in the UK, for example, is one rental company
that only orders Eco versions of the VT1.
Now, however, the company is in the process of
launching the next generation tower, and it is a
significant development even on the Eco VT1.
The new VB9 – which, like the VT1, has a 9 m mast
- uses permanent magnet alternator technology
found on hybrid cars, together with a conventional
generator, to dramatically reduce the power
required to run the lighting tower.
In conventional towers, the power needed to start
up the lamps is far greater than that required to
keep then going. By using soft-start technology
and the new alternator, Mr Fontanella says they
have been able to minimise these start-up power
requirements, which means reducing the size of the
TowerLight’s strategy of diversifying beyond its
core lighting tower products led it to acquire a
Rimini-based pump manufacturer, Pumpa 3G, in
2004. It now has fully canopied 4", 6", 8" and 12"
pumps.
More recently, the company has entered the
dust control market with its range of Dust Fighter water cannons marketed under the DF Ecology brand.
The DF MP 7500 – one of a range of five or more cannons - won the European rental product of the year
award earlier this year and the concept has certainly won fans with some sales and rental companies,
including Dehaco in the Netherlands, Terra Team in Finland, TP Equipement in France and Ace Plant in the
UK. In the US, Wrench, which rents equipment to the demolition sector, has a fleet of 10 DFs. Mainstream
renter Kiloutou has also bought two units.
Around 200 have been sold in the past 18 months, a combination of stand-alone machines and others
with integrated generators and water tanks (MPT versions).
“I think the MPTs will be the main direction”, says DF Ecology director Andrea Fontanella, “People want
to operate without the need for power and water pipes and cables.”
The units sold to rental typically have ranges of up to 60 m, but DF Ecology is now talking to a mining
customer in Chile about a 400 kW version that would have a 250 m range.
The big benefits of the units is that they use significantly less water than traditional bowser techniques,
can be operates remotely and a safe distance from site activities, and offer more efficient dust
suppression because of the tiny size of the water droplets (compared to much larger drops from hoses.)
DF Ecology is also offering mobile, temporary wheel washers that can be flat-packed for easy
transportation. These incorporate a filter system that allows the re-use of the cleaning water.
Finally, TowerLight is also now offering a range of compact site tools under the Gladiator brand. These
include fuel tanks mini-dumpers, washer bowsers and site storage boxes.

The end result is a far more efficient unit, with
significantly lower fuel consumption and an
increase in running hours on a single tank from
around 65 hours on the VT1 to 320 hours on the
VB9. The benefits for rental companies and their
customers are not difficult to see.
As far as lighting output is concerned, TowerLight
has devised a 4 x 400 W arrangement using the
casings for 1000 W lamps: the use of 400 W bulbs
with 1000 W casings gives the best possible light
diffusion, says TowerLight.
There is a slight trade-off in terms of lighting
output: the total area covered to 20 Lux drops from
the 4200 m2 of the VT1 to 3600 m2 with the VB9.
Paul Hay says the challenge they have met was to
provide the enormous cost saving benefits while
maintaining the light output as close as possible to
the VT1 such that they are “compatible” for use on
construction sites side-by-side.
“I’m convinced that within 2 years the vast
majority of our towers will be the VB units”, says Mr
Hay. Pricing will be the same as the VT1.
Some of these new units have already been sent
to some customers in Europe and 2011 sees the next
step in the development with a battery powered
version. The space for the batteries is already
incorporated in the design (the smaller engine has
made room for the battery packs), and the engine
battery system will allow the tower to be run on
battery power for a period before switching to the
engine, which will recharge the battery.
For TowerLight, the VB9 is the challenge it is
setting the rest of the lighting tower industry; “We
made the first vertical mast machine”, says Paul
Hay, “Now we are making the next major evolution.”
The company will be making lots of noise about
the new tower in the coming months. Quite the

overlook the opportunities
presented by the fastgrowing professional
cleaning market.
T
he past few years have been tough for the
rental equipment industry. In the US, one
industry spokesperson commented that
this has been the “fiercest recession [the rental
industry] has ever seen,” with “every business in
every state, city, and hamlet in North America”
impacted by the downturn.
Given these tough times, companies are taking
steps to cut costs wherever they can. Some astute
rental companies are also investigating new
opportunities, among them offering new rental
products and marketing to entirely new industries
that might be open to the option of renting rather
than purchasing.
One such market is the professional cleaning
industry - one of the largest, but often most
overlooked, industries in the world. The professional
cleaning industry has also been negatively impacted
by the recession, and their woes can actually create
new opportunities for rental firms.
Professional cleaning
The professional cleaning industry is comprised
of thousands of companies and thousands more
workers who clean office buildings, schools,
airports, hotels, and scores of other facilities
every day. In many parts of the world, cleaning
workers must undergo extensive training. In others,
relatively little training is required; however, the
industry has begun to make increased training and
education one of its top goals.
According to the Cleaning and Support Services
Association (CSSA) - a UK trade association for
the contract cleaning industry - the professional
cleaning industry in the UK is made up of at least
10000 separate businesses, while thousands more
may offer cleaning as one of the services they
provide. Nearly one million people work in the
industry, which has an estimated total size of just
under £10 billion per year.
The North American professional cleaning market
is estimated to generate close to US$60 billion in
revenue per year and, although the past few years
have been challenging, it appears to have weathered
the downturn in relatively good shape. In Australia,
one person in 10 is involved in the professional
cleaning industry. There are no specific estimates
regarding the size of the industry in Asia, but one
thing is certain: it is growing by leaps and bounds.
A prime opportunity
The key pieces of equipment cleaning workers
use, and the ones that would be of most interest

Professional cleaning is one of the fastest growing markets in
many parts of the world, but have you properly considered it as
a rental market?

floors
■ Wet/dry vacuum cleaners
■ Backpack-style and upright vacuum cleaners
■ Portable carpet extractors
No matter what machines they use, cleaning
workers are very concerned about having
equipment that is dependable and easy to use while
also improving worker productivity. Most cleaning
companies charge their clients according to the
size of the facility being cleaned rather than how
long it takes to clean it. Because of this, machines
that often require downtime for repairs or that take
time to learn to operate and put to work, can be
very costly to a cleaning contractor.
Additionally, most cleaning contractors shy
away from equipment loaded with lots of “bells
and whistles.” Instead, they often prefer simpler
machines that can perform the cleaning task
needed - and do it well.
Why cleaners rent
As mentioned earlier, the professional cleaning
industry has been moderately impacted by the
global economic downturn. One factor that has
helped cleaning companies weather the storm is
that many have decided to rent equipment instead
of purchasing it.
How does this help? An automatic scrubber,
for instance, can cost several thousand pounds.
Renting this on an as-needed basis costs just a
fraction of that amount. And when you consider that
some companies use certain pieces of equipment

only a few times per year, the cost of purchasing
such machinery becomes an even bigger expense.
Further, in most cases and in most countries,
renting is treated as a business expense, making
renting fully tax deductible.
However, saving money is not the only reason
cleaning contractors may choose to rent machinery.
Here are some others:
■ Storage. Many firms do not have the space to
store a great deal of cleaning equipment.
■ Emergencies. Some machines, such as wet/dry
vacuums, are necessary after floods and water
damage. If a contractor only handles such a
situation once or twice per year, renting these
machines is a true cost savings.
■ Researching a Purchase Before Buying.
Some contractors like to “test drive” a machine
before they make such a major purchase;
renting it a few times before they buy it gives
them the perfect opportunity to do so.
The bottom line
For rental companies looking for a new market to
court, the professional cleaning industry could be
a wise choice.
It is listed as one of the fastest growing market
sectors in many parts of the world, and cleaning
professionals have discovered that renting
equipment instead of purchasing it can be a
convenient and cost-saving option for a variety
of reasons. These circumstances make the
professional cleaning industry worth a look - or
a second look – as a way for rental businesses to

Dr Sick had originally intended to
step down at the end of the year but
he has now decided to leave earlier
than planned to prepare for his next
job, which has not been specified.
Wacker Neuson’s executive board
said it regretted Dr Sick’s decision
and announced that it had nominated
Richard Mayer as its temporary
spokesperson until an external
successor CEO and president can be
found. Mr Mayer is responsible for
Wacker’s light equipment business.
Dr Sick said; “I am proud to
have been able to serve the group
during an extremely interesting
period of growth that was only
briefly interrupted by the economic
downturn.

Dutch artist André Pielage created the fantastic ‘Boom Lift Ship’ using 30 JLG telescopic booms
supplied by rental company Riwal. The 70 m long, 25 m wide and up to 23 m high model of a
ship - created with 460SJs, 660SJs and one 860SJ units – stood tall on the Java-island in the
river IJ as part of the Sail Amsterdam event held between 19 and 23 August. “We like people that
approach us with seemingly wild ideas that involve aerial work platforms”, said Dick Schalekamp,
Riwal’s managing director, “They help us to think outside the box. We have seen a lot, but never
imagined anything like the Boom Lift Ship was possible.”
Hamburg-based HKL Baumaschinen, celebrated its 40th birthday in July. Kay Städing, HKL’s managing
director, said; “The cornerstone of our success are long-term partnerships with our customers and
suppliers, sustained investment in machinery, continuous expansion of our infrastructure and the
continuous training of our employees.”HKL employs over 1100 staff, of which around are 60 trainees
in technical and commercial areas. The company, which had revenues of €260 million in 2009,
