President’s Report
LLPOA Membership,
This will be the last article I will be writing as your President and member of the Board of Directors. I have served my time and it is time pass the torch onto the next person. I am confident in the present Board of Directors and feel more comfortable than ever doing so. They are a wonderful group of people that truly worry about the future and wellbeing of the membership.
With that said, spring is finally here and by the time you get this issue, the ice will be off the lake and the summer activities will be on the way of not here. The Board of Directors has completed a number of very important issues and will be tackling a very aggressive agenda for the this budget year. I encourage all members to consider running for the Board so that you can see how
much work and dedication it takes to deal with the issues that are put in front of the Board on sometimes, a daily basis. We have an excellent office and property staff to work with and they are really the glue and guidance that the board needs. The Board changes yearly but they are
the constant that helps bridge the gaps we sometimes have. Without them, this would not work. So please, thank the members of the Board of Directors and also the staff.
The issues that we plan on dealing with this year are many and the list is below:
• We have been told by Jeremy Johnson that the Gypsy Moth has virtually become a non-issue in this area as the treatment was very effective. We presently have over $27,000 in
that fund. With the county predicting that there will not be any more treatment in the
area in the future, we would like to designate that money into our general fund so that it can be used for worthy projects the board feels will be needed in the near future. Therefore, we will need a vote by the membership to be able to do this. You will see a vote in
the Annual Meeting notice to make that vote. I recommend that we do make this money available for use. A vote of “yes” will allow this. If it gets voted down, it will stay in that
fund and can only be used for Gypsy Moth treatment.
• We plan to make some improvements to the lodge. We had a couple energy audits performed on the lodge. Based on those audits, we plan some changes to the lodge. We
are going to insulate the floor. Based on the audit, the auditors feel that the ductwork that runs under the floor has no insulation, therefore, by the end of the long run, the heat is already gone from the air as it gets into the lodge. We plan to fix this. So, it was also recommended that since we are going to be insulating, the electrical that runs under the
floor also should be upgraded because it will not be accessible once insulated.
• We have done some shoreline restoration in cooperation with the county and also the
LLPRD in the last couple years. That program has shown to be very good for the lake health. We plan to continue to do this program. We get a lot of assistance getting grants
from Jeremy Johnson (county) and the LLPRD to the tune of paying for the majority of the
projects.
• One of the items we have been putting off because of the cost is to have a formal survey
done of the LLPOA lands. With the resurgence of the cutting of the MFL land, there is

some concern ab out the actual boundaries. This has been an issue for some time. If
we can get the Gypsy Moth fund voted into the General Fund for use, this is a project
we would like to get done. It is a recommendation by our forester and also the county.
• The MFL land will start being cut and Wes is doing a great job getting this lined up and
figured out. There will be some cutting done in area around the lake and you will see it happening already. This was a recommendation of the county forester and we took his recommendation.
• The last big project we have going is that we will be putting forth a resolution with some
beach club rules that the beach club committee has drawn up. Actually, there was a lot
of really good ideas defined and combined with some old guidelines, we will make a resolution on the Board of Directors for these. We plan to enforce them for the calendar
year 2015 using this resolution, and then as all resolutions are intended, it will be voted
on in 2016 at the annual meeting for incorporation into the Bylaws. This will give us a
trial period and a good decision can be made to see how well they work.
You can see this an aggressive agenda and I have full confidence that it will get done. Thanks for the support for me while I served and I will be around to assist the board with anything I can.

NEW BEACH CLUB DOCKS
We are in the process of starting to build new LLPOA docks this season. This will be an ongoing event every season until all the docks that need replacing are replaced. We will be budgeted $3500.00 every season. Each section costs roughly $100.00 to build so we will build 35 sections per season. I do not have a figure as to how many docks will be replaced each season as some docks have 2 sections and some have 5. We do have a list of docks that need replacing and it is as follows: Spirit Island, Spotted Fawn #2, Rainbow Ponds (original dock) North Star #4, Thunderbird, Straight Arrow.We will replace the docks with an equal amount of sections that are currently utilized. If you feel that your dock needs replacing and it is not on the list, please feel free to contact me.
OLD BEACH CLUB DOCKS
If anyone is interested in the old dock sections for any puposes, please contact me and arrangements can be made to distribute them. I would only require that they do not show back up on any LLPOA property. Patience is a must in this replacement process as we have our other duties
and projects to attend to this season.

Forestry Report
An Updated Message to Legend Lake landowners concerning
Managed Forest Law and Timber Harvesting on LLPOA Land
The latest harvest of trees per the LLPOA Managed Forest Law agreement started on March
9th. Due to weather conditions, the lumberjacks were unable to get into the forest until the very end of the cutting season. As you know, cutting of oak trees is not permitted after March 31st, so the cutting must stop no later than that day. As of March 20th, 29 acres of the 168 acres in
the program had been cut. The balance of the MFL lands will be cut before the expiration date
of the plan which is December 31, 2016. Cut timber has been banked in certain areas and will be moved to the mills once winter road weight limits are removed.
More information on the future of MFL will be shared in upcoming issues of Smoke Signals. The Wisconsin MFL has been, and will continue to be, updated. When the time for re-enrollment
comes, the LLPOA will need to consider the new guidelines that it will have to operate under. Larger parcel sizes and higher tax rates per acre are already certain. The scope of a new
MFL agreement will be discussed over the upcoming months. Your input is not only welcomed,
it is desired.
Once again, a brief history:
The Legend Lake Property Owners Association (LLPOA) enrolled in the current Wisconsin Managed Forest Law (MFL) program over twenty-four years ago. The MFL is a landowner incentive
program that encourages sustainable forestry on private woodlands in Wisconsin. Together with
landowner objectives, the law incorporates timber harvesting, wildlife management, water quality, and recreation to maintain a healthy and productive forest. The sustainable forest management benefits Wisconsin’s economy, hunting, fishing, wildlife, recreation, soils, waterways, and air quality, and renews our forest.
The LLPOA elected to participate in the current program which expires at the end of 2016. The
plan sets the schedule for specific forestry practices which the landowner must complete. In return, MFL participants make a payment in lieu of regular property taxes plus a yield tax on harvested trees. Yield taxes go to the local municipality to help offset the annual property taxes that
are deferred while properties are enrolled in the MFL. A complete depiction of the MFL and OutLot areas to be affected will be available at the Lodge. It is important that all the requirements of the MFL plan are executed as planned. Non compliance can lead to back payment of property taxes from the plan’s inception. COMPOST SITE UPDATE:
FIRE IN THE HOLE and a Strong reminder on Stumps
The compost site was created for the benefit of LLPOA members. It provides an area
where brush can be taken and recycled and/or disposed of in an approved manner. The
site continues to experience an issue with the inclusion of tree stumps co-mingled with
brushy material. Stumps are prohibited from being delivered to the compost site. The
reason for the “no stump” rule is one of safety. Stumps do not burn like brush. When
they ignite, they tend to smolder (for a very long time). In early January, a controlled
burn occurred while the compost site was under full snow cover. The burn was monitored by the DNR, the County Fire Department and the LLPOA maintenance crew. The
burn concluded, the fire appeared to be out and the site was monitored. Late in the
month of March smoke was observed coming from the burn pit. The crew entered the
burn pit area and discovered that stumps were smoldering, and as the pit dried out, the
fire had come to life. The fire department was called and 2000 gallons of water were
poured on the site.
Please review the COMPOST SITE directives. Stumps are not allowed to be delivered
to the site. This rule was imposed for the safety and benefit of our community.

The 2015 annual Association Dues were due by January 1, 2015. The white electronic pass
cards will be shut off if your dues are not paid in full. If you need to check your dues status, just call the Lodge office (715/799-3317). If your card is not working, please check with the office.
If you purchased a Compost pass, the receipts are being created and will be mailed out in April.
Spring Camping permits for 2015 are required. The application needs to be completed and you
will then receive the new 2015 sticker for your camping permit sign on the lot.
You need to have a 2015 DNR Burning Permit and no burning until 6 p.m. and no burning on Sunday’s & holidays.
Please remember to contact the Lodge office with any address changes, especially when you arrive back from you winter location. Thank you in advance for helping us to keep our records current.

It’s Septic Tank Pumping & Inspection Time –
If you have not had your septic tank pumped and/or inspected in the last three years
you will be receiving a letter with the Purple card enclosed. This card must be returned
to the Legend Lake Lodge by the due date stated on the card. Again this year we are
dividing the group in two sections.
The first section, (those living off of V V) will receive their information during April,
2015; with the due date of June 16, 2015.
The second section, (those living off of Old South Branch) will receive their information prior to June, 2015; with the due date of August 4, 2015.

are rough. The lake has been restless making groans and snaps as the ice breaks up. There is water standing at the shore and the ice is turning a dark blue. Spring must be here.
As curly leaf pondweed was not found in last
year’s surveys, only Eurasian Water Milfoil is a concern for this summer‘s control measures.
There has been some delay in getting the invasive aquatic plant control permits for the treatment to take place this spring. A new chemical was suggested by the DNR which may destroy the EWM beds that have resisted control. Tom
Ittner has spent hours making sure that the permits are in place so that treatment can be made
at the most effective time. Water temperature
and plant growth are critical to a successful
treatment. If the permits are not ready when
the timing is right, the chemical application
may not work to give the desired control. It the permits are not ready for the window of
treatment the treatment cannot be done.
The DNR approved Aquatic Management Plan calls for the use of two different kinds of chemicals and hand pulling. Whole lake treatment will take place on the sections near Dam #3. Spot treatment will be in some spots where

of Dam #1. This is a very big problem on a
sand dam. Several years ago snowmobiles and
ATV’s were driven on Dam #1 and resulted in several thousand dollars in repair. A chain link fence put around the land sides put an end to
this vandalism until this winter. A temporary
fence was put across the lake side of the dam to ward off the vandals. They cut the fence and
kept up the damage. Only after the snow melts will we be able to determine what may have
to be done to repair it. If the grass is killed measures will have to be taken to prevent erosion of the steep slope. Hopefully this time the
damage will not be as severe as the last time
when the exposed soil was eroded with deep
ruts.
Many people work to make Legend Lake a great lake for people to enjoy. Here is a list of some of the groups that devote time to the protection and enhancement of the Legend Lake experience: The Adopt a Shore group that picks up trash on the shoreline, Clean Boats; Clean
Water boat inspectors; the Fish Committee that
helps with fish surveys, builds fish cribs, and monitors fishing conditions; the volunteers that are building the DASH unit; George Sweet who
does regular dam inspections and makes out the reports; the Boating Safety Class instructors; the
Communications Committee that has an annu-
al contest for our youth; the Menominee Tribal
Environmental Services people who work with the District, our devoted work crew who monitor lake conditions, place buoys according to the DNR permit, and many other essential things; the office managers who help property owners with thousands of concerns; and the
LLPRD Commissioners who take on the job of getting things done. Of course Legend Lake would not be as great a lake without the cooperation of the LLPOA and LLPRD working for the benefit of land and water.

Fishing Report
The winter fishing season is coming to an end and the results have been quite good. This report is from George who has been out there on the ice talking to as many fishermen that will talk with him. Sometimes I think he even talks to the fish. Is that right George? There were two fishing derbies this year which had a variety of different fish caught. There were many bass caught in the 14 to 20 inch category. There also was two 20 inch bass caught
weighting in access of 5 lb. each. A picture of one bass is hanging in the Lodge Office for your viewing. A very nice fish! We also had an abundance of Northern Pike caught in various sizes. The picture of the largest reported Northern Pike is also hanging in the Lodge Office for viewing (33 inch, 11 lbs). I haven’t seen that size of Northern Pike caught out of Legend Lake in quite some time. George found one fisherman who said, he caught over 200 Northern Pike this year. He either has too much time on his hands or he practically lives on the hard and soft water of
Legend Lake all year. There were also lots of pan fish caught this year which kept the fisherman busy and warm while out there ice fishing. Crappies that were caught were in the 14-16 inch size and you’ll also find a picture in the Lodge Office of these fine fish. Bluegills and Perch were also caught with some regularity this winter as well. Last but not least, there were a lot of
Skunks reported out there during the winter. George said, everyone he talked to said that it wasn’t a matter if fish they caught fishing or not, it was just being with family, friends and enjoying Mother Nature that made Ice Fishing special. George states, that if he stops and asks you, “HOW IS THE FISHING?” Just remember only you and he knows the exact location and he has CRS.
Keep those fishing reports coming in throughout the year. Hopefully, everyone enjoyed the winter and is ready for the soft water (open water) season of fishing, swimming and boating on our beautiful Legend Lake. Regards,

The Legend lake protection and Rehabilitation District
is again sponsoring the annual writing, coloring, photo and
favorite photograph contest. We have been very impressed with
the articles, photos and pictures that were submitted in previous
years, and we hope all of our talented writers, photographers and
artists continue to share their special memories with all of us.
These are the categories for this year:

Invasive Species Management
There has been a multitude of efforts here in
Menominee over the past ten years in invasive
species prevention, education, and controls. The
County, Menominee Tribe, Menominee Tribal
Enterprises (MTE), LLPRD, LLPOA and
Moshawquit Lake Association (MLA) have all
been working hard at keeping the negative
effects of invasive species to a minimum.
LLPRD has an Aquatic Plant Management Plan
to address the aquatic invaders on Legend Lake
such as Eurasian water-milfoil (EWM) and
curly-leaf pondweed (CLP). The County and
Tribe have an Invasive Species Management
Plan to address all invaders within Menominee,
both aquatic and terrestrial. MTE has increased
their efforts in terrestrial invasive controls on
many species such as garlic mustard and
honeysuckle. The MLA has been actively
working to survey and control EWM and CLP
infestations on Moshawquit Lake.
A recently formed group called the Timberland
Invasives Partnership (TIP) is also becoming
more active in Menominee. This partnership
takes on more of a regional approach however.
Menominee County and the Menominee Tribe
have partnered with Shawano, Oconto and
Langlade counties, as well as the StockbridgeMunsee Tribe to create this partnership. TIP
hired a new coordinator, Chris Arrowood, this
winter and he is another person that will be
helping combat invasive species here. His office
is within my building in Keshena and his phone

Spring is finally here, and along with the arrival of warmer weather, the
severe weather season is also quickly approaching. It is important for your
safety that you have a way to receive warnings when severe weather
approaches. Here are some ideas that may help.
 Sign up for the Code Red notification system. This can be done
on-line at the Menominee County website www.co.menominee.wi.us/
by clicking on the Code Red Logo on the right side. Please use a
Menominee County address when you sign up.
 Obtain a weather alert radio. These radios are especially helpful for
alerts that occur at night, as they have a siren feature that can be set to
wake you up in the event of a tornado warning.
 LISTEN to warnings, ACT immediately and seek cover when a
tornado warning is issued. Doing so may save your LIFE. Please
review the Tornado information included in this Smoke Signals
edition, or, for more information, go to http://readywisconsin.wi.gov
 I would also like to remind everyone that Menominee County and
Tribal Emergency Management are sponsoring an Information
Hotline that you can call to get pre-recorded information on office

Tornado Safety at Home, Work, or at Play
Listen, Act, and Live
•
In a home or building, avoid windows. Move to a basement, and get under a sturdy table
or the stairs. A specially-constructed “safe room” within a building offers the best protection. Use an internet search engine and search for “safe room” for more information.
•
If a basement is not available, move to a small interior room or hallway on the lowest floor and cover yourself with towels, blankets or pillows. If possible, get under a sturdy table, desk or counter. Put as many walls as possible between you and the storm. Wearing a bike helmet will help protect your head.
•
If caught outdoors, seek shelter in a sturdy building. If you cannot quickly walk to shelter, get into a vehicle, buckle your seatbelt and drive to the closest sturdy shelter. If flying debris occurs while you are driving, pull over and park. Now you have two options as a last resort:
- Stay in the vehicle with the seatbelt on and place your head below the windows.
- If you can safely get noticeably lower than the roadway, exit the vehicle and lie in that
area, covering your head with your hands. Do not seek shelter under an overpass.
•
Mobile homes, even if tied down, offer little protection from tornadoes. You should leave
a mobile home and go to the designated storm shelter or the lowest floor of a sturdy nearby building.
•
At school, follow the drill. Go to the interior hall or room. Crouch low, head down, and
protect the back of your head with your arms. Stay away from windows and large open rooms like gyms and auditoriums. 24 Spring 2015 Smoke Signals
Tornado Safety before the Storm:
•
Develop a plan for you and your family for
home, work, school and outdoors. Know the safest shelter areas in multiple locations.
•
Have frequent drills.
•
Keep a disaster supply kit in your home including water, food that won’t spoil and needs no heat to serve, first-aid kit, NOAA weather radio (also known as an emergency weather radio), a flashlight and special items for children, pets and elderly family members.
•
Be sure your weather radio is working properly. Spring is a great time to install fresh batteries.

How to Dispose of Medicines Properly
DON’T: Flush expired or unwanted prescription and over-the-counter
drugs down the toilet or drain unless the label or accompanying
patient information specifically instructs you to do so.
DO:
Return unwanted or expired prescription and over-the-counter drugs
to a drug take-back program or follow the steps for household disposal below.
To dispose of prescription and over-the-counter drugs, call your city or
county government’s household trash and recycling service and ask if a
drug take-back program is available in your community. Some counties
hold household hazardous waste collection days, where prescription
and over-the-counter drugs are accepted at a central location for proper
disposal.

4. Conceal or remove any personal information, including Rx number, on the empty
containers by covering it with permanent marker or duct tape, or by scratching it off.
5. The sealed container with the drug mixture, and the empty drug containers, can now
be placed in the trash.

How Improper Disposal of Medicines May End Up
in Our Drinking Water Sources
In homes that use septic tanks, prescription and over-the-counter drugs flushed down the toilet can leach
into the ground and seep into ground water.
In cities and towns where residences are connected to wastewater treatment plants, prescription and
over-the-counter drugs poured down the sink or flushed down the toilet can pass through the treatment
system and enter rivers and lakes. They may flow downstream to serve as sources for community drinking water supplies. Water treatment plants are generally not equipped to routinely remove medicines.

Property owners of Menominee County have received their 2014 tax bill and the first installments have
been paid. I would like to share with you some information that the Department of Revenue has available
for property owners.

The question and answers in this booklet provide information about property assessment and taxation in
Wisconsin. The narrative provides general information and does not deal with legal details. Should you
want additional information about your assessment, contact our assessor, Accurate Appraisal, Menasha, WI
800/770-3927.
Let me give you a summary of some of the most asked questions.
What is general Property? General property defined by statute as including all taxable “real” and
“personal” property
 “Real property” includes the land and all buildings, improvements, fixtures and rights and
privileges connected with the land.
 “Personal property” includes all goods, wares, merchandise, chattels and effects of any
nature or description having any marketable value.
What are the components of the general property tax? There are two components in any tax: the base
and the rate.
 In property tax, the base is the value of all taxable property.
 The rate is calculated after the governing body of the town determines how much money
must be raised from the property tax.
What is an assessment and what is its purpose? An assessment is the value placed upon your property
by the assessor. This value determines what portion of the local property tax levy will be borne by your
property.
Can an assessment on my property be changed even if the assessor has never been inside the
building? An interior inspection will result in a better quality assessment and is the recommended
practice. However, it is not always possible to do this. The law requires that property be valued from
actual view or from the best information that can be practicably obtained.

Will my assessment change if I repair and maintain my home? Normal home repairs and maintenance
generally prevent property values from falling and usually do not warrant a change in the assessment.

Will my assessment change if I improve my property? Because the law provides that the assessment be
based upon the market value of the improvement, the real question is how much the total value of the
building and land has changed due to the improvement. The cost may not be the true measure of any
change in market value. However, under many circumstances, a prudent property owner will calculate that
the change in value due to remodeling will approximate the cost of such work. If there is an increase in
market value, it should be reflected in an increase in assessed value.
Will I be notified if there is a change in my assessment? According to sec. 70.365 Wis. Stats, whenever
an assessor changes the total assessment of any real property that are taxed as personal property by any
amount, the owner must be notified. However, failure to receive a notice does not affect the validity of the
changed assessment.
The notice must be in writing and mailed at least 15 days prior to the Board of Review.
If I disagree with the assessment or classification of my property, what can I do about it?
1. If possible, you should call or meet with your assessor prior to the Board of Review (BOR) to
examine you assessment records. When you meet with your assessor, review the records for your property
and discuss how your assessment was made. Assessors maintain a record of you property which includes a
physical description and information on how your assessment was developed. You can call: Accurate
Appraisal 800-770-3927 to make arrangements.
2. If you are unable to meet privately with your assessor, you should attend the “Open Book.”
“Open Book” refers to a period of time before Board of Review when the completed assessment roll is
open for examination. The assessor is required to be present for at least 2 hours while the assessment roll is
open. WI Stats., require the clerk to post a notice specifying the Open Book date at least 15 days before the
first day the assessment roll is open for examination. At Open Book, the assessor is allowed to make any
changes that are necessary to perfect the assessment roll.
3. I you still disagree with your assessment, sec 70.47, WI Stats., Grants you the right to appeal.
There is a Board of Review for all property assessed by the local assessor. There are some requirements to
appeal your assessment to the Board of Review.
 A written or oral notice of your intent to file an objection must be filed with the Board’s
Clerk at least 48 hours before the first scheduled meeting of the Board of Review.
 A written and signed form of objection to property assessment must be filled out
completely and filed with the board of review clerk within the first 2 hours of the board of
review’s first scheduled meeting.
 Objection forms are available at the Clerk’s office.

When does the BOR meet? The Board of Review (BOR) meets annually at any time during the 30-day
period beginning on the 2nd Monday of May. All meetings and deliberations of the BOR must be publicly
held and open to all citizens at all times. At least 15 days before the first session of the BOR, the clerk
must public a class 1 notice in the newspaper (Shawano Leader) post notices in at least 3 public places in
the taxation district and on the door of the town hall.
What must I do to get the BOR to change my assessment? Under sec. 70.47 (8)(i), Wis. Stats., the
assessor is presumed to be correct. This means that unless you present convincing evidence that proves the
assessor’s value is wrong, your assessment will not be changed. You cannot appear before the BOR and
say your assessment is too high. You must present evidence to support you opinion of the value you listed
on your Objection Form for Real property Assessment.
What is the most compelling evidence I can present to the BOR? Under State law the best indicator of
market value is a recent arm’s-length sale of a property, provided it is in line with recent arm’s length sales

of reasonably comparable property. Sales should be recent; There should be no relationship between the
buyer and seller that affects the sale price. In addition, the following conditions are necessary for a sale to
be considered a market value sale:
 The property must have been available on the open market for a period of time typical of the
turnover time for that type of property.
 Bothe buyer and seller must be knowledgeable about the real estate market.
 Both buyer and seller must be knowledgeable about the uses, present and potential, of the
property
 There must be a willing buyer and a willing seller, with neither compelled to act.
What is there is no comparable sales? When there are no recent arm’s-length comparable sales, the value
may be estimated using other available information. This may include sales of less comparable properties.
Asking price, cost and income approaches to value, options to purchase, recent appraisals of your property,
and insurance estimates.
What happens when I present my evidence to the BOR? WI Stats, requires anyone planning to protest
an assessment to provide the BOR, in writing, their estimate of the value of the land and of all
improvements that are the subject of the person’s objection and specify the Information that the person
used to arrive at that estimate. The proceedings will be recorded by a recording device. Evidence is
presented through sworn , oral testimony. This means that if you have an appraisal of you property, the
appraiser should appear before the BOR to present the appraisal and answer questions. It is important for
the pertinent appraisal facts to be part of the oral record. Be sure to read written evidence into the record,
or attach it to the Objection Form for Real Property Assessment.
Can I have witnesses or experts present evidence to the BOR? Yes, The property owners may have
witnesses or experts appear on their behalf. Witnesses and experts may provide sworn oral testimony.
Witnesses and experts should be prepared to provide documentation to their testimony.
What happens after I present my evidence? After you present you evidence and answered any
questions, it is the assessor’s turn to present evidence. The assessor presents evidence to support the
assessment and answers questions from the BOR members. You will also have an opportunity to ask the
assessor questions.
When does the BOR make a decision? After the BOR has heard all of the evidence, it will discuss the issue
and reach a decision. This deliberation is open to the public. The deliberation may occur after each
objection is heard, after all objections are heard, or periodically during the time the BOR is open.

Compost Site 2015 cont…
Dumping leaves and/or brush in the forested areas and outlots of Legend Lake is prohibited by both State and County laws. To avoid
penalties of this kind, use the Compost Site operated by the Association for the convenience of its members.
Leaves must be emptied from plastic bags and the bags taken with you. The attendant on duty will determine the acceptance or
rejection of any materials in question.
Brush brought to the site is chipped and is available to members in good standing. Since the chips and compost (black dirt) are quite
popular, we request that you take only what you will use on your property at Legend Lake. Quantities may be limited, at discretion of
the Compost manager.
Grass clippings must be spread out – not left in clumps or piles. Separate pine from hardwoods and place in appropriate piles. Brush
over 4” is to be placed in the camp fire wood pile.
---Very Important Reminders---The LLPOA compost was originally established as a convenience and source of recycled materials to LLPOA members. Its use has
grown over the years, and more and more members have been taking advantage of the site. Occasionally, we have to remind our
members of simple guidelines:
1.Materials must be divided into categories and separated into those categories in order to provide the most effective and efficient
use of the site.
2. Materials such as leaves, grass, sea weed and such are set aside so as to provide a source of recycled materials such as mulch,
fertilizer and top soil.
3. Wood and branches are divided into hardwood and softwood piles so as to be chipped according the grade and hardness of the
wood. As such, individuals depositing branches need to unload the branches in one of the two category piles: hardwood such as oak
and softwood such as pine.
4. Only live, fresh, woody materials are capable of being chipped. Dead and dry woody materials need to be loaded into the burn area
(large burn pit) where they will be burnt during the wet, snowy season under the supervision of an attendant and the DNR.
5. Wet and rotted materials and tree stumps cannot be included due to the slow burn rates and the tendency to simmer rather than burn.
Please do not bring such materials to the compost site or you may be asked to leave.
6. The chipper is limited as to the diameter of the wood/branches that can be chipped. That diameter cannot exceed 4 inches. Any
branches, trunks or wood materials exceeding the 4 inch diameter need be sawn before arriving at the site and upon
arrival, deposited on the firewood pile.
7. Finally, please remember that the area is a COMPOST SITE established for the recycling of recyclable materials, not a dumping
area for unwanted goods such as construction materials and garbage.

Spring is here. We throw our winter coat to the back of the closet hoping to kiss it goodbye. Migrating
birds come back north and sing their arrival (okay maybe that should be honk). The snow melts off of
the fields and forest floor. For many of us the next logical step is a little spring cleaning in the yard. Grab
that rake and pile up the dead grass, twigs and leaves in the yard. Now all you need is that book of
matches and your debris pile will be obsolete...
STOP!
Before checking off that task, the Wisconsin Department of Natural Resources wants you to know:

Your local burning restrictions
Menominee and parts of Shawano County are in a DNR forest fire protection zone.


Burning Permit FAQs
Who needs a burning permit?
- Menominee tribal members, state of Wisconsin residents and non-residents who wish to
burn materials when the ground is not 100 percent covered with snow.
I live in Shawano County. I have checked the DNR forest fire protection map and I am still not sure if I
need a burning permit. How do I find out?
- Call your local DNR ranger.
Keshena Ranger Station: 715-799-3896 ext 2266

- Call your local town chairperson or local municipal official.
- Call your local fire department.
Can I burn garbage or a trailer or other structures with my permit?
No.
- Only clean materials are allowed to be burned. This includes branches, twigs, leaves, grass,
non-recyclable paper or cardboard, and finally untreated and unpainted lumber.
It’s just a debris pile. What’s the danger in setting fire to it in the springtime?
- April and May see the highest occurrence of wildfire in the state of Wisconsin.
- Corn stalks, dead grass, leaves and severed branches have all dried out over the winter and
are now fuels that are able to burn in the spring.
- Relative humidity is typically low during the day due to the lack of green vegetation.
- Wisconsin is susceptible to wildfires in the spring.
How can I make sure that my fire doesn’t escape?
- Create a fuel break around the fire perimeter. Clear an area of vegetation down to bare soil
at least 5 feet wide around the perimeter of your fire.
- Have fire suppression tools on site in case the fire escapes. Have a shovel, rake, bucket of
water or a hose next to your burn area.
- Follow the daily burning restrictions. In the springtime, typically burning is only allowed
from 6 p.m. until midnight when relative humidity is high.
I see a fire and nobody is attending it. What should I do?
- Call 911. Give the dispatcher as much information you can, including the location you are at.
This all sounds like a hassle. Why bother?
- Wisconsin state statue 26.14 9(b): Any person who sets a fire on any land and allows such
fire to escape and become a forest fire shall be liable for all expenses incurred in the
suppression of the fire by the state or town in which the fire occurred.
Do I need a permit for cooking or warming purposes?
No.
- Permits are required for burn barrels, debris piles, and broadcast burns.
