Maintenance Outage An outage that can be postponed beyond the end of the next weekend, but requires the unit be removed before the next planned outage. www.pjm.com PJM©2011 14 Generating Unit Status Planned Outage An outage of predetermined length that is scheduled well in advance of its occurrence. Deratings A derating exists whenever a unit is limited to some power level that is less than the unit’s Net Maximum Capacity. www.pjm.com PJM©2011 15 Generating Unit Status Available but not Operating (Reserve Shutdown) A reserve shutdown exists whenever a unit is available but is not synchronized. This event is sometimes referred to as an economy outage or economic shutdown. www.pjm.com PJM©2011 16 PJM GORP Calculation Generator Outage Rate Program Equivalent Forced Outage Rate – demand EFORd – accounts for outage rates of generation in the PJM RPM construct - a measure of the probability that a generating unit will not be available due to forced outages or forced deratings when there is a demand on the unit to generate www.pjm.com PJM©2011 17 PJM GORP Calculation Generator Outage Rate Program Equivalent Forced Outage Rate - demand EFORd = ff (FOH) + fp(EFDH) ff (FOH) + SH ff and fp represent the portion of full or partial outage hours during times the unit would have run if available. ff and fp equal unity for base loaded units and become increasingly smaller for marginal and peaking units. Forced Outage www.pjm.com PJM©2011 18 Installed Capacity INSTALLED CAPACITY refers to the OWNERSHIP of generating units which may be called upon to serve system load. “IRON IN THE GROUND” www.pjm.com PJM©2011 19 Terminology in RPM • Installed Capacity (ICAP) value of a unit is based on the summer net dependable rating of a unit as determined in accordance with PJM’s Rules and Procedures. (“Iron in the Ground”) • Unforced Capacity (UCAP) value of a unit is installed capacity rated at summer conditions that is not on average experiencing a forced outage or forced derating. UCAP = ICAP x (1-EFORd) www.pjm.com PJM©2011 20 Capacity Verification Tests Rules and Procedures for Determination of Generating Capacity • “Manual 21” guidelines • SUMMER – Tests in June, July, or August – Results due by September 30 • WINTER – Tests in December, January, or February – Results due by March 31 Steam and Combined Cycle = 2 hours Combustion Turbine, Diesel, and Hydro = 1 hour [ Verification of winter gross real power capability permitted by adjusting summer verification based on RFC Standard MOD-024-RFC-01 ] Capacity Verification Test Failure • A resource provider failing to achieve their claimed summer/winter ICAP rating: • Should place a partial forced outage in eGADS for the difference between their test result and their claimed ICAP rating • The partial forced outage should exist from the start of the test period and last until: (1) A successful out-of-period test is conducted (2) A reduction is claimed in Installed Capacity [CAPMOD decrease] (3) Beginning of the next test period If a resource fails to enter an appropriate partial forced outage in eGADS the resource will only receive a Rating Test Failure Charge Note: Although a partial forced outage will be entered in eGADS, if the unit paid the Rating Test Failure Charge it will not have the forced outage affect it’s EFORp www.pjm.com PJM©2011 22 Generation Resource Rating Test Failure Charge • Assessed if Summer and Winter generator capability testing does not certify full delivery of the Total Unit ICAP Commitment Amount and a forced outage is not entered into eGADS. Generation Resource Rating Test Failure Charge = Deficiency MW www.pjm.com Maximum of: Weighted Average Resource Clearing Price PJM©2011 OR Cost of New Entry (CONE) 23 Unforced Capacity UNFORCED CAPACITY is INSTALLED CAPACITY reduced by the amount of expected unavailability due to forced outages. Unforced Capacity = Installed Capacity ( 1 - EFORd) “AVAILABLE IRON IN THE GROUND” www.pjm.com PJM©2011 24 Unforced Capacity Equivalent Forced Outage Rate (Demand) or EFORd • • Provides the basis for Unforced Capacity for RPM markets Requires reporting GADS data directly to PJM – Based on NERC / GADS reporting – Verification, Testing and Reporting Requirements (PJM Manual 21) – Unit Performance Measurements – 12 Month Rolling Average Unit Performance – PJM web based GADS / GORP System – Substantial penalties for late / bad data • (up to $500 a day for data not submitted in accordance with published guidelines) – data required by the 20th day after proceeding month – IF data missing and NOT addressed, IT will be assumed as FORCED Outage www.pjm.com PJM©2011 25 Unforced Capacity Example MW Installed Example 1: Example 2: Example 3: www.pjm.com 500 500 500 EFORd* 12 M Rolling 1-EFORd 9% 11% 10% PJM©2011 .91 .89 .90 MW Unforced 455 445 450 26 Unforced Capacity • When purchasing a plant, you also purchase 12 months of GADS data. • New plants without GADS data use the PJM class average until their own data is created. www.pjm.com PJM©2011 27 eGADS & RPM Qualifications of Existing Generation • Existing generation located within the PJM region is eligible to be offered into RPM Auctions or traded bilaterally if it meets the following requirements: Pre-certified by PJM as meeting the generation deliverability test. Operating and maintenance information submitted into PJM’s eDART and eGADs systems. The resource owner or operator performs winter and summer testing to verify the net capability of each unit. In the eRPM resource portfolio of signatory of PJM Operating Agreement (for entire DY if offering into an Auction) The relevant portion of the unit was not specified in any FRR Capacity Plan for the Delivery Year. www.pjm.com PJM©2011 28 eGADS, RPM & External Generation Twelve months of NERC/GADs unit performance data is provided in PJM or NERC 05/07 format Operating and Maintenance information is submitted into PJM’s eDART and eGADs systems Winter and Summer tests verify the net capability of each unit A letter of non-recallability is provided by the resource owner A communication path is established between the PJM dispatchers and the unit operator The relevant portion of the unit was not specified in any FRR Capacity Plan for the Delivery Year www.pjm.com PJM©2011 29 Locking Down EFORd for RPM • EFORd for the delivery year is locked for the unit for the RPM 3rd Incremental Auction (By Nov 30th) • 12 month EFORd used for RPM ends September 30th of the previous year and begins October 1st of the year prior to that • Example: (for 2010/2011 Delivery Year) • 12 Month Period Begins: October 1, 2008 • 12 Month Period Ends: September 30, 2009 www.pjm.com PJM©2011 30 RPM Structure 3 Years 20 months May 10 months Sept May be scheduled at any time prior to DY 3 months July 12 months GADS Data Feb.
