EXTERIOR 2016 (EXCEPTO CONSULADOS HONORARIOS)
De mi consideración:
Con relación al Taller Anual que convoca este Viceministerio sobre los temas y contenidos prioritarios
de su competencia, se han organizado reuniones de trabajo y actividades que permitirán mejorar la
gestión consular y sobre todo la atención a los ciudadanos.
Como en años anteriores el Taller correspondiente al año 2016 se realizará por regiones, considerando
que es la metodología de trabajo más apropiada y conforme se describe a continuación:

Nuevo Arancel Consular y Diplomático.
Fortalecimiento del Consulado Virtual.
Implementación de estrategias de acercamiento a la comunidad ecuatoriana en el exterior.
Mantener los vínculos estratégicos con las diferentes Instituciones del Estado y las Oficinas
Consulares.
6. Fomentar la interacción de los Cónsules con todos los procesos del Viceministerio de Gestión
Interna.

El taller se realizará en la ciudad de Azogues de Lunes a Jueves, mientras el último día de trabajo de cada
grupo se llevará en la ciudad de Quito y se abordarán temas del Viceministerio de Gestión Interna. Favor
tomar en cuenta este particular el momento de programar su movilización y hospedaje. Aprovecho para
solicitarles gestionen su llegada el día domingo al aeropuerto de la ciudad de Cuenca de manera que el

De conformidad con la circular No. MREMH-GM-1060-2015-M que dispone que todo
viaje exterior debe estar autorizado por el Ministro, me permito poner a su consideración
la autorización del viaje de la Segunda Secretaria Daniela García, Encargada de las
Funciones Consulares en la Embajada a mi cargo, para participar en el Taller para
Cónsules de África, Asia y Oceanía, convocado por el Viceministerio de Movilidad
Humana (ref.: memorando Nro. MREMH-VMH-2016-0293-M) y que tendrá lugar del 14
al 18 de marzo de 2016.

RESPUESTA A SOLICITUD DE AUTORIZACION DE INGRESO EXTEMPORANEO
De mi consideración
Con relación al memorando No. MREMH-EECUAUSTRALIA-2016-0113-M, mediante el cual solicita la
autorización de ingreso extemporáneo de viaje, cumplo con informar que su requerimiento ha sido analizado por
la Dirección de Administración de Recursos Humanos y una vez revisado el informe favorable No.
DARH-ADM-0242-M del 25 de mayo del 2016 se procede a Autorizar el ingreso extemporáneo de su viaje,
de conformidad a la normativa Art. 12:
“Emergencia o fuerza mayor.- Si por casos de emergencia o fuerza mayor el ingreso de la solicitud no es
posible con la anticipación requerida en el presente Reglamento (tres días de antelación al viaje), la entidad
deberá generar una solicitud a través del Sistema de Viajes al Exterior y en el Exterior, solicitando el ingreso
extemporáneo del viaje con la debida justificación de la emergencia o fuerza mayor, previo el análisis de los
justificativos presentados a la máxima autoridad institucional, o su delegado.”(Acuerdo Ministerial No. 00998,
Secretaria Nacional de la Administración Pública)
Finalmente, me permito recordarle que es única y exclusivamente responsabilidad del funcionario finalizar el
viaje, por lo que agradeceré hacerlo dentro del tiempo establecido en la normativa vigente.
