A Committee of the Whole meeting was held on Wednesday , March 25, 2015 in the Council
Chambers of the Administration Centre, Township of Essa.

Mayor Dowdall opened the Committee of the Whole meeting at 6:00 p.m.

Martin Myler
Re : Complaint Regarding Newspaper Delivery
Mr. Martin Myler of 127 Stonemount Cres. was in attendance to ask for Council's assistance with the
delivery of the Alliston Herald to the homes in his neighbourhood. He stated that the By-law
Enforcement Officer has tried to rectify this problem. Mr. Myler's major complaint is how the papers
are being delivered . He states that the paper is thrown from a vehicle and they land at the end of
the driveways and then somehow get down the street onto the catch basin at the end of his
driveway. He feels this will cause flooding issues. He's cancelled his paper but he has no control
over what his neighbours do with their papers. He wants to know what can be done. He doesn 't
want to waste Council's time but he also does not want to talk to staff at the Alliston Herald
anymore.
Mayor Dowdall stated that there is nothing Council can do for him. He will need to contact the
Herald with his concerns. If his neighbours don't wish to have the paper delivered, they will have to
contact the Herald themselves.

OTHER BUSINESS
Deputy Mayor Macdonald stated that she has received a request from Infinity Gymnastics to
hold a Gymastics Meet at the Angus Recreation Centre one weekend in April/May 2016.
They would like Council to waive or reduce the rental fees. This request will be forwarded to
the Recreation Coordinator/Programmer for a report to Council.
Councillor White stated that he has received a request from the Memories of Angus Reunion
Committee to hold "A Blast from the Past" concert and dance on Saturday, August 1, 2015 at
the Angus Recreation Centre. They would like Council to waive the rental fees for this event.
This request will be forwarded to the Recreation Coordinator/Programmer for a report to
Council.
Councillor White stated that he has received an email from a resident on Truax Crescent with
regards to the 3-way stop at the intersection of Truax and Brookside Crescents. This letter
will be forwarded to Staff for follow-up with the resident.
The Manager of Public Works announced that the Simcoe County Roads Supervisors will be
hosting the annual Truck "Roadeo" on September 9 and then the Provincial "Roadeo" will be
held on September 1O. Both events will be held at the Barrie Municipal Works Yard.

Constable Joseph Chamberlain
Nottawasaga OPP Detachment
Sir, I wish to express my sincere thanks and gratitude to Constable Joseph Chamb
erlain and the
Nottawasaga OPP detachment for opportunity to participate as a ride-along
passenger.
Since September 2014, I have had the pleasure to shadow Constable Chamb
erlain and experience
provincial policing in the community first hand on several occasions. Having
seen Constable
Chamberlain responding to calls and dealing with community members in variou
s situations, I
can tell you that he displays a high degree of professionalism and displays a
pleasant atmosphere
with the people he interacts with.
During patrols, he continually interacted with members of the community, promo
ting safety and
ensuring the care and welfare of people. This was especially true when dealing
with a local
homeless individual in the New Tecumseth. During periods of inclement weathe
r, Constable
Chamberlain made it a point to check on the individual and make sure they
were doing as well as
could be. The homeless individual seemed ecstatic that Constable Chamberlain
stopped in to see
how he was doing, and one could easily see that there was a positive communicati
ng relationship
between the two. Only once he had ensured that the homeless person was doing
well, did
Constable Chamberlain continue with his patrol.
During patrols, Constable Chamberlain was outstanding in detailing situatio
ns to me. He taught
me to know and understand basic procedures and educated me in the day-to
-day assignments that
police officers across the province face on a regular basis. He has taken it upon
himself to
provide me with detailed mentorship for my application to become a police
officer and continues
to offer his expertise and guidance. The experience I have had with your Nottaw
asaga
detachment officers and certainly Constable Chamberlain has been a profou
ndly positive
experience. Having seen and experienced the occurrences alongside your officer
s has
strengthened my confidence of provincial police, and shown me that the comm
unity has
outstanding and professional people promoting dignity, respect, safety and securit
y of all
persons. Patrolling with Constable Chamberlain has been a truly rewarding
and beneficial
experience.

OTHER FORCE INCOME COMPARISON
RECOMMENDATION
That Report #PSB-2015-01 be received.
OBJECTIVE
The purpose of this report is to provide the Board with a breakdown comparison of 2014 and
2015 Other Force Income for the month of January to identify variances as requested by the
Chair. Revenue in January 2014 was approximately $3,000.00 more than in January 2015.
BACKGROUND
The Nottawasaga Police Services Board receives a monthly report on the total other force
income received with a comparison to the previous year.
COMMENTS AND CONSIDERATION
The detailed spreadsheet attached to this report breaks down the monthly revenue for each
service provided. In 2014 there were 5 technical traffic collision reports totalling $2,500.00 and
146 security checks totalling $3,650.00. In comparison , in 2015 there were no technical traffic
collision reports and 130 security checks totalling $3,250.00 for a difference of $2,900.00.
This format will be used for future reports to the Board .

The next Budget meeting for Essa Townsh ip Council is scheduled for

Council received the "2015 Proposed Revisions to Library Operating and
Capital Budget" memo for consideration as circulated and attached. Line
52, Salaries/Wages Part-time, within Subsidized Program & Board Wages,
was misplaced in the 2014 budget, and EPL CEO is awaiting confirmation
from Essa Township Manger of Finance that a correction is reflected in the
2015 budget.

Libraries Unshushed: A previous EPL Youth Intern secured a job at an

until 2015 budget approved . Thornton Hydro Committee will purchase
refrigerator and trolley for tables in the meeting room. Condition of the

the 2016 budget. Pricing for sound baffles in mezzanine being considered .

Adult Programs (M . Stewart)
The Kitchen library is live this week and donations continue to come in. The seed library is set to open
in time for the first week of March. I'm going to Seedy Saturday in Utopia to promote it to the
gardening community.
The CVITP program appointments are starting to fill up with tax season approaching.
The new speakers have taken the quality of the Documentary Screenings up a notch, giving them a
more professional viewing feel.
We also have a collection of 26 wax dolls of historic Canadian figures in glass cases going on display
this week
Youth Programs (M. Stewart)
TAG is back from exams and rolling with Games Night and Movie Night.
Children's Programs (H. Elliott)
Valentine's Day Family Movie - Feb 14 Many families joined in and couldn 't get enough of the free
popcorn and ~.ot chocolate which made the event extra special. Such a great success!
RBC Cheque Presentation - Rescheduled for April 1, 2015 at 4:00p.m. with Frank Berdan and Charlotte
Wallis of RBC scheduled to attend.
March Break Act'i,vities - A week of activities being planned for all ages including a Movie Event
and Sensory Play'Day on Friday March 20. More details TBA.

The Branches provide meeting space for a variety of community agencies.
At Thornton this includes Essa Historical Society, TAAC, TOPS, Thornton
Women's Institute, Thornton Hydro Committee .
At Angus this includes OEYC, Edible Essa, Renaissance Academy, Simcoe
County Youth Justice System, PASS Program and on-site tutoring.
The CEO will partici~ate in the Lion's Effective Speaking competition as a

Library Co-operative & 9 member libraries, during the Ontario Public Library Awards at OLA. The "Simcoe

A By-law to Authorize the Issuance of the Certificate of
Maintenance and Final Acceptance (Underground Works),
Riverview Subdivision - Phase 1 (Brookvalley Developments
Angus Ltd), Registered Plan 51M-912.
WHEREAS Section 51, Subsection (26) of the Planning Act, R.S.O. 1990; Chapter P.
13, as amended , provides that municipalities may enter into agreements imposed as a condition
to the approval of a plan of subdivision and such agreements may be registered against the
land to which the subdivision plan applies; and
WHEREAS Council for the Corporation of the Township of Essa entered into a
Subdivision Agreement with Brookvalley Developments Angus Ltd. on July 25, 2008 to
construct a residential development consisting of one hundred and eight (108) residential units;
and
WHEREAS the requirements of this Subdivision Agreement with respect to the
aboveground services have now been met;
NOW THEREFORE the Council of the Corporation of the Township of Essa hereby
enacts as follows:
1.
That the Certificate of Maintenance and Final Acceptance (Underground Works) for
Riverview Subdivision - Phase 1, Registered Plan 51 M-912, may now be issued by the
Township Engineers (AECOM) in compliance with the Subdivision Agreement between
the Corporation of the Township of Essa and Brookvalley Developments (Angus) Ltd.
2.
That the attached Schedule "A", Certificate of Maintenance and Final Acceptance
(Underground Works) shall form part of this By-law.
3.
This By-law comes into force and effect on the day it is finally passed .
READ A FIRST, AND TAKEN AS READ A SECOND AND THIRD TIME AND FINALLY
PASSED on this the 81h day of April, 2015.

Being a By-law to confirm the proceedings of the Council
meeting held on the 8th day of April, 2015.
THE COUNCIL OF THE CORPORATION OF THE TOWNSHIP OF ESSA HEREBY
ENACTS AS FOLLOWS
THAT the action of the Council at its meeting held on the 8th day of April , 2015, and , in
respect of each recommendation contained in the Minutes of the Regular Council meeting held on
the 25th day of March , 2015 and the Committee of the Whole meeting held on the 25th day of March,
2015; and , in respect of each motion , resolution and other action passed and taken by Council at
the said meetings, is, except where prior approval of the Ontario Municipal Board is required , hereby
adopted , ratified and confirmed.
THAT the Mayor and the proper officials of the Township of Essa are hereby authorized and
directed to do all things necessary to give effect to the said actions or to obtain approvals where
required , and to execute all documents as may be necessary in that behalf and the Clerk is hereby
authorized and directed to affix the Corporate Seal to all such documents.
