CONSENT AGENDA Recommendation: Be it resolved that the items listed in the Consent Agenda dated April 8 2015 be approved as presented, and that the necessary action be taken. 6. By-law 2015-21 Recommendation: Be it resolved that leave be granted to introduce By-law 2015-21 , being a by-law to authorize the issuance of the Certificate of Maintenance and Final Acceptance (Underground Works), Riverview Subdivision - Phase 1 (Brookvalley Developments Angus Ltd), Registered Plan 51 M-912; and, that said By-law be read a first, and taken as read a second and third time and finally passed. p. 42 b. By-law 2015-22 Recommendation: Be it resolved that leave be granted to introduce By-law 2015-22, being a by-law to authorize the issuance of the Certificate of Substantial Completion and Acceptance (Aboveground Works), Riverview Subdivision - Phase 1 (Brook valley Developments Angus Ltd), Registered Plan 51 M-912; and, that said By-law be read a first, and taken as read a second and third time and finally passed. 11. In attendance: Mayor Terry Dowdall Deputy Mayor Sandie Macdonald Councillor Keith White Councillor Ron Henderson Councillor Michael Smith Staff in attendance: G . Burgin , Deputy Fire Chief B. Sander, Clerk 1. OPENING OF MEETING BYTHE MAYOR Mayor Dowdall opened the Committee of the Whole meeting at 6:00 p.m. 2. DISCLOSURE OF PECUNIARY INTEREST 3. DELEGATIONS I PRESENTATIONS I PUBLIC MEETINGS a. Martin Myler Re : Complaint Regarding Newspaper Delivery Mr. Martin Myler of 127 Stonemount Cres. was in attendance to ask for Council's assistance with the delivery of the Alliston Herald to the homes in his neighbourhood. He stated that the By-law Enforcement Officer has tried to rectify this problem. Mr. Myler's major complaint is how the papers are being delivered . He states that the paper is thrown from a vehicle and they land at the end of the driveways and then somehow get down the street onto the catch basin at the end of his driveway. He feels this will cause flooding issues. He's cancelled his paper but he has no control over what his neighbours do with their papers. He wants to know what can be done. He doesn 't want to waste Council's time but he also does not want to talk to staff at the Alliston Herald anymore. Mayor Dowdall stated that there is nothing Council can do for him. He will need to contact the Herald with his concerns. If his neighbours don't wish to have the paper delivered, they will have to contact the Herald themselves. STAFF REPORTS 4. PLANNING AND DEVELOPMENT \ 3 Township of Essa a. Committee of the Whole - Minutes March 25, 2015 Staff Report PD011-15 submitted by the Manager of Planning and Development, re: Employment Land Needs Study. Resolution No: CW027-2015 Moved by: Macdonald Seconded by: Henderson Be it resolved that Staff Report PD011-15 be received; and That Council does approve the hiring of MHBC to carry out an Employment Lands Needs Study for the Township of Essa at an upset cost of $8, 850 plus HST. ----Carried---5. PARKS AND RECREATION / COMMUNITY SERVICES a. Staff Report PR005-15 submitted by the Recreation Coordinator/Programmer, re: Recommendations of the Parks and Recreation Committee. Resolution No: CW02S-2015 Moved by: Macdonald Seconded by: Henderson Be it resolved that Staff Report PR005-15 be received; and That Council does approve Resolution No. 2015-005, as recommended by the Parks and Recreation Committee at their meeting of January 27, 2015. ----Carried---b. Staff Report PR006-15 submitted by the Recreation Coordinator/Programmer, re: Tree Removal Administration Centre Resolution No: CW029-2015 Moved by: Smith Seconded by: Macdonald Recommendation: Be it resolved that Staff Report PR006-15 be received; and That Council does authorize the removal of one spruce tree near the front entrance of the Administration Centre. ----Carried---6. FIRE AND EMERGENCY SERVICES 7. PUBLIC WORKS a. Staff Report PW007-15 submitted by the Manager of Public Works re: Sale of Surplus Stone from the Sth Line Gravel Pit Resolution No: CW030-2015 Moved by: Smith Seconded by: Macdonald Be it resolved that Staff Report PW007-15 be received; and That the proposal submitted by Duivenvoorden Haulage Ltd. to purchase surplus uncrushed stone at the Township's gravel pit located at the 8th Line and County Road 90 be accepted. ----Carried---b. Staff Report PWOOS-15 submitted by the EngineeringlDevelopment Review Technician re: Septic Re-inspection Program, Some Neighbor Municipality Execution Policies This item was deferred. 2 Committee of the Whole - Minutes Township of Essa March 25, 2015 ~ 8. FINANCE a. Staff Report TR003-15 submitted by the Manager of Finance, re: Audit Engagement Letter. Resolution No: CW031-2015 Moved by: Macdonald Seconded by: White Be it resolved that Staff Report TR003-15 be received; and That the 2014 Audit Engagement letters from Collins Barrow Kawarthas be received, accepted, signed and returned to the audit firm. ----Carried---- b. Staff Report TR006-15 submitted by the Manager of Finance, re: Statement of Treasurer - Remuneration 2014. Resolution No: CW032-2015 Moved by: Macdonald Seconded by: White Be it resolved that Staff Report TR006-15 be received; and That the Treasurer's Statement of Remuneration and Expenses of Council and Members appointed by Council for the year ending December 31, 2014 be received as circulated. ----Carried---- 9. CLERKS / BY-LAW ENFORCEMENT/IT 10. CHIEF ADMINISTRATIVE OFFICER (C.A.O.) 11. OTHER BUSINESS Deputy Mayor Macdonald stated that she has received a request from Infinity Gymnastics to hold a Gymastics Meet at the Angus Recreation Centre one weekend in April/May 2016. They would like Council to waive or reduce the rental fees. This request will be forwarded to the Recreation Coordinator/Programmer for a report to Council. Councillor White stated that he has received a request from the Memories of Angus Reunion Committee to hold "A Blast from the Past" concert and dance on Saturday, August 1, 2015 at the Angus Recreation Centre. They would like Council to waive the rental fees for this event. This request will be forwarded to the Recreation Coordinator/Programmer for a report to Council. Councillor White stated that he has received an email from a resident on Truax Crescent with regards to the 3-way stop at the intersection of Truax and Brookside Crescents. This letter will be forwarded to Staff for follow-up with the resident. The Manager of Public Works announced that the Simcoe County Roads Supervisors will be hosting the annual Truck "Roadeo" on September 9 and then the Provincial "Roadeo" will be held on September 1O. Both events will be held at the Barrie Municipal Works Yard. 3 Township of Essa 12. QUESTIONS The Media enquired how spring melt was going. The Manager of Public Works stated that the snow was melting slowly therefore the Roads Department have not encountered many problems. 12. Since September 2014, I have had the pleasure to shadow Constable Chamb erlain and experience provincial policing in the community first hand on several occasions. Having seen Constable Chamberlain responding to calls and dealing with community members in variou s situations, I can tell you that he displays a high degree of professionalism and displays a pleasant atmosphere with the people he interacts with. During patrols, he continually interacted with members of the community, promo ting safety and ensuring the care and welfare of people. This was especially true when dealing with a local homeless individual in the New Tecumseth. During periods of inclement weathe r, Constable Chamberlain made it a point to check on the individual and make sure they were doing as well as could be. The homeless individual seemed ecstatic that Constable Chamberlain stopped in to see how he was doing, and one could easily see that there was a positive communicati ng relationship between the two. Only once he had ensured that the homeless person was doing well, did Constable Chamberlain continue with his patrol. During patrols, Constable Chamberlain was outstanding in detailing situatio ns to me. He taught me to know and understand basic procedures and educated me in the day-to -day assignments that police officers across the province face on a regular basis. He has taken it upon himself to provide me with detailed mentorship for my application to become a police officer and continues to offer his expertise and guidance. The experience I have had with your Nottaw asaga detachment officers and certainly Constable Chamberlain has been a profou ndly positive experience. Having seen and experienced the occurrences alongside your officer s has strengthened my confidence of provincial police, and shown me that the comm unity has outstanding and professional people promoting dignity, respect, safety and securit y of all persons. OBJECTIVE The purpose of this report is to provide the Board with a breakdown comparison of 2014 and 2015 Other Force Income for the month of January to identify variances as requested by the Chair. Revenue in January 2014 was approximately $3,000.00 more than in January 2015. BACKGROUND The Nottawasaga Police Services Board receives a monthly report on the total other force income received with a comparison to the previous year. COMMENTS AND CONSIDERATION The detailed spreadsheet attached to this report breaks down the monthly revenue for each service provided. In 2014 there were 5 technical traffic collision reports totalling $2,500.00 and 146 security checks totalling $3,650.00. In comparison , in 2015 there were no technical traffic collision reports and 130 security checks totalling $3,250.00 for a difference of $2,900.00.
