Centre of Cultivating dialogue 1997 – 2013
THIS IS HOW IT ALL BEGAN...
Back in 1997, a handful of enthusiasts initiated a program one hardly
could have predicted to have a bright future considering the political,
economic and educational situation in Bosnia and Herzegovina.
Differences and divisions in the country were much more pronounced
than today, which was especially noticed in educational program.
However, fifteen years later the program can boast with a number of activities and
participants to be envied by many, even most respected international programs. The first
teachers to be involved in the program could not have even imagined that they would be a
part of the team that would participate in activities like seminars, meetings, round table
discussions, summer camps, debate activities at the school level, TV debates, and world
championships. Even less could they imagine that these activities would become a matter
of tradition, one that future generations can look up to and admire.
Since then more than 350 high school teachers from 75 Bosnian towns were educated
through, on average, somewhat less than 150 activities per year. The program itself was
obviously not created for teachers, but first and foremost for the benefit of young people in
BiH. The goal has been to educate and train young people in debating skills and
consequently in democracy and tolerance, which can be applied daily. This is Centre of
Cultivating Dialogue, a program which sets debate as a contemporary method of
education, through direct cooperation of all participants and constant rhetoric, cross
examination, argumentation, research exercises…
The total number of people involved in the aforementioned activities has grown to 33.000
and all of them have at least some experience they use today. The following maxim is
important to keep in mind in debating program:

OF CULTIVATING DIALOGUE
The debate program was founded in 1997 and was
implemented within the Open Society Fund –
SOROS BiH, non-governmental, non-partisan and

teachers from all parts of Bosnia. At the time it was one of the youngest programs in the
network of debate programs and is now a member of International Debate Education
Organization (IDEA). In January 2005 the Debate Program evolved into the Centre of
Cultivating Dialogue, a non-governmental organization, thus expanding its mission and
goals. Since 2010 CCD is a member of World Debate Organization for „World School“
debate format (WSDC), NGO Council, Justice Network in BiH. Since 2011 it is a member
of WIFI (World Intercultural Facility for Innovation) and has signed an “Agreement
between City of Sarajevo and NGOs”. In May 2010, during 7th public debate on juvenile

delinquency, CCD reached an Agreement on mutual continuous reporting with aim to
establish transparency of work of all engaged sectors and open dialogue between them in
solving the problem of juvenile delinquency. Centre of Cultivating Dialogue has
organized 10 public debates on this topic, and showed that debate and culture of dialogue
are not only theoretical skills, but that they can help through its practical application in
solving severe social problems, such as juvenile delinquency.
In 15 years of its existence and work CCD has continually reached out and cooperated
with, before all, BiH youth driven by the fact that Bosnian society can become a truly
democratic one only if young people are given the opportunity to develop their skills,
overcome obstacles and prejudices set before them by society, and start communicating
with their peers around the world.
It is CCD's stance that the entire Bosnian society is hindered, its progress arrested by
ceaseless conflicts, but at the same time by investing substantially in its youngest
generations as the bearers of progress BiH can advance on its course of European
integration. Therefore, CCD focuses all of its activities towards the youth as its target
group.
Due to a multitude of artificial divisions the young face growing up in BiH, since their
earliest years, they have developed extensive prejudice towards the
other and the different. Simultaneously, due to a paucity of systematic
and continuous activities pursuing the solution to this problem, these
malformed convictions become a widely accepted form of thought.
THE MISSION
The mission of the program is to foster critical thinking and democratic principles of
decision making creating by the means of debate a new democratic model of civil society
having in mind that there is more to abolishing a totalitarian political establishment than
setting up new political institutions, namely enabling the new modes of thinking to
permeate all spheres of private and public life.
THE VISION
Both the vision and the goals of CCD are, before all, educational in their nature and
involve, but are not limited to the following: nurturing an open society by assisting with
activities that promote a free exchange of ideas, tolerance, critical thinking and regional
and international cooperation. In the strides towards achieving its mission and making its
vision a reality, CCD attempts to:
 Execute, organize, coordinate, support and participate in educational and other types
of programs and activities which are of benefit to the public, no matter whether they
are organized by CCD or other people and organizations or their subdivisions who:
acknowledge the goals and mission of CCD, support the development of open society,
democracy, democratic values, freedoms and human rights, improve the common
goals of IDEA, WSDC, NGO Council, Justice Network in BiH and WIFI member
organizations by increasing donor potential for raising credibility and improving the
efficiency of CCD’s program and activities

 Execute, organize, coordinate, support as well as participate in programs and activities
which are, according to the decision of the General Assembly of the Association,
constructive and consistent with expansion of CCD’s goals, in accordance with the law
and for public good
 Extend financial, material and any other assistance to persons or organizations who
implement programs complementary to the vision and goals of CCD through
approved financial programs and projects
 Restrain from promulgating adverse influence to the law making process
 Restrain from participating or being involved in any political campaign, be it for or
against any candidate for a post in public service, which includes not publishing
announcements in regards to the aforementioned processes.
THE GOALS
Through implementation of mission and vision, CCD tries to achieve:
 Stimulating the development of culture of dialogue by enabling the youth and other
interested parties to become the bearers of positive change, primarily within the
educational system, aiming towards promotion of democratic models of
communication and decision making,
 Promoting human rights and protection of human rights for all BiH citizens equally
 Stimulating the interactive method of communication in schools
 Promoting creativity and activity in youth and the development of critical thinking,
thus empowering a generation of socially aware citizens
 Collecting documentation, disseminating and publicly presenting information on
youth, educating on the issues of human rights, culture, science and society in general
 Promoting children’s rights and all aspects of child protection and protection of
marginalized and vulnerable groups in BiH
 Supporting the empowerment of student councils in their advisory role in schools in
Bosnia and Herzegovina

 Initiating and supporting the creation of public debates in BiH
 Promoting, advocating in favor of and gain acknowledgement for the needs of the
youth in public life and government structure at any level in the matters pertaining to
education and other relevant topics
 Promoting the culture of dialogue in the official languages of Bosnia and Herzegovina
as well as in the languages of minorities and English and other foreign languages
 Increasing the level of tolerance and bolstering respect towards ideas, attitudes,
convictions and ethnic groups other than one's own
 Publishing magazines, books, periodicals and other materials related to the goals of the
Association and the education of the youth and wider public
CCD is a non-profit organization and no part of the financial assets, income or donations will be
allocated to or benefit any single individual. Reasonable compensation will be given to individual
persons or organizations for their services in the employ of CCD sanctioned activities in accordance
with the goals of CCD.

OUR PROUDEST MOMENTS?
WORLD DEBATE CHAMPIONSHIP 2009
The International Debate Education Organization (IDEA) nominated CCD to
host World debate Championship for 2009. The Championship was held
from July 23rd until August 5th, 2009 on Jahorina.
World debate championship is an event of great importance for
each country that has a debate program, and especially for BiH
and all its institutions, because it was an organization of first
world class competition after the war. In World debate
championship participated more than 250 high school students
and teachers from more than 30 countries all over the world.

This was a unique opportunity for culture of dialogue to be

introduced to a large number of young people, to promote the
building in 2009
cultures of participating countries and enable exchange of
experiences among coaches, lecturers and debaters. During World debate championship it
was debated on topics of global importance, and young people were competing in national
and mixed teams. World debate championship is a unique combination of educational
experience and an event which enables young people to become cooperative and
competent future leaders!

Among Centre of Cultivating Dialogue's successes one can count participation in many
international competitions organized in Slovenia, Macedonia, Croatia, Montenegro, Serbia,
Qatar, Netherlands, Turkey, Romania... This is how Bosnia and Herzegovina was represented
to the entire world as a country where quality and valuable young people exist, who can
cooperate and be as good as their peers from developed countries.

TV DEBATES
In June, 2003 TV debate show entitled
“Za i protiv (Pro et Contra)” received
OSCE Special Award.
Between 1997 and 2003 seventeen TV debate
competitions were realized under title „Pro et
Contra“ on FTV, RTRS and BHRT1 with a total
number of 117 debates. During each
competition 7 debates were held. Two TV
debates were in English language. According
to the data published by UNICEF in 2002, TV
debate „Pro et Contra” was among the most
watched educational talk shows in the
country. The reason behind it was that Centre
of Cultivating Dialogue tried to present a
number of social issues in an innovative way,
show that each attitude can have two sides
and that opinions can be different, but that
culture of dialogue requires the same rules for
all.

In 2004 a cycle of political debates „Provide a good Reason for better Tomorrow“ was realized
with 36 recorded shows. This serial proved that young people can speak and have contradicted

attitudes about serious social issues, and that with well conducted research and application of
debate rules and methods there is no topic one cannot debate on.

In 2006, Centre of Cultivating Dialogue cooperated with Center for Civil Initiatives and with
support from USAID realized a project of political TV debates under title „Building Civil
Society through the Involvement of High School Students in the Elections“. The cycle had 10 TV
debates on crucial, previously researched youth issues through the reports of nongovernmental organizations and political parties' platforms. These debates showed that young
people can not only discuss the important political issues, but be active creators of positive
changes in BiH society.

SERIAL OF POLITICAL DEBATES „BUILDING CIVIL SOCIETY THROUGH THE INVOLVEMENT
OF HIGH SCHOOL STUDENTS IN THE ELECTIONS“
Between May 2007 and May 2008 Centre of
Cultivating Dialogue implemented a project „The
Voice of the Youth in the Partnership for Peace
through Debates“with support of US Embassy,
within the cycle „Provide a good Reason“. The
serial made from 12 TV debates had an objective to
educate young people and the public in BiH on
basic concepts and importancce of Partnership for
Peace and NATO membership“.
TV DEBATES SERIAL „THE VOICE OF THE YOUTH IN THE PARTNERSHIP FOR PEACE THROUGH
DEBATE“
CCD realized debate serial „Provide a good Reason“ by 2008, with total of 89 shows and
with a four-year-old tradition of continuous presence in the media it has become an
organization known for nurturing the culture of dialogue, which achieves its mission
through direct cooperation with young people.
In 2008, in promotion of the same idea, a show called „CrossX“ was made with total of 32
authorized shows. Through these projects, young people from across the country
continued to spread the positive image of debate program in BiH and proved that even
with revised form and layout of the show, there is one constant – respecting the
interlocutor and expressing attitudes corroborated with proofs.

SERIAL „CrossX“
In 2009, welcoming the World Debate Championship which was held in BiH, CCD
realized „TV Debate News“ on TVSA. Total of 36 shows were made and presented to the
public not only the World Debate Championshio and International Debate Education
Association, but debate program in BiH as well, the importance of culture of dialogue for
development of rhetoric skills and critical thinking, and the work of debate clubs across
BiH. It was a support to an eleven-year-old mission of CCD to foster critical thinking and
democratic principles of decision making, creating by the means of debate a new
democratic model of civil society. Through TV Debate News the importance of debate for
stimulating culture od dialogue was stressed, the current debate news from the world and
BiH were presented, along with information about preparation for the largest debate
championship in the world.

BHT1 together with TVSA was the general media sponsor of World Debate Championship.
BHT1directly broadcasted the entire central closing ceremony of the Championship in order
to contribute to the best presentation of this unique event. That is how the entire Bosnia and
Herzegovina had an opportunity to see young people from the whole world who promoted
fellowship and unity in diversity through debate, and sent a message of positive and a
promissing country.

Since September 2009, CCD continued successful long term cooperation with BHT1 through a
new cycle of regional TV debates under title „Debates about Debates“. Interesting guests and
current topics were the guarantee of quality of this serial. Contradicted opinions and lots of
evidence were the tasks met by constant guests in the show each week, together with debaters
form Western Balkan countries. Total of 47 shows were made. The shows were realized with
support of European Commission – Office in Brussels, OSI, The Balkan Trust for Democracy,
Avaz d.o.o., Ministry of Culture and Sport of Sarajevo Canton, Ministry of Family, Youth and
Sport of Republic of Srpska, City of Sarajevo, Ministry of Education and Science FBiH.

All shows recorded between 1997 and 2011 are copyright of CCD. A total of 304 shows
and 36 Debate News were recorded with participants from high schools across BiH, as
well as participants from former Yugoslav republics. The total number of debaters in all
CCD's TV shows is close to 5.000, and if we add the audience in shows, judges and time
keepers it is an approximate number of 10.000 young people who presented the
importance of debate to the wider public, promoted the culture of dialogue and proved
that it is possible to respect the interlocutor, even when the opinions are contradicted.

PUBLIC DEBATES
Between 2008 and 2013, CCD organized 14 public debates on current issues in BiH. It was
an attempt to introduce an entirely new form of communication in BiH public scene. A
form in which people with different opinions appreciate each other and respect the power
of the argument. So far, 10 public debates in the field of juvenile delinquency have been
realized: „The Perpetrators and the Victims of Criminal Offenses are our Children – Stop
Juvenile Delinquency“. Debates were not mere chat rooms which do not produce new
conclusions, but argumentatative discussions which had an objective to materialize
specific recommendations, clarify all ambiguities and reach conclusions after the
discussions, which were forwarded to all relevant institutions, in order to produce positive
and concrete changes in the society based on these guidelines. At the same time, one of the
most important aspects of these debates was an attempt to „reconcile“ government and
NGO sector and open space for cooperation, and not blame. Only through joint
cooperation and communication of all relevant subjects it is possible to influence the
establishment of framework for solving important social issues.

Since public debates were not mere chat rooms, after first in the series of public debates a
principle of monitoring of realized-promised activities in the field of solving the problem of
juvenile delinquency was established. The guiding idea was to hold publically accountable
government and NGO sector, on the basis of their promises given to the public, to give concrete,
precise and straightforward report on what has been done in the field of prevention of juvenile
delinquency. These were the first public debates in recent history of Sarajevo and BiH which
had an objective to establish cooperation between government, NGOs and citizens in solving
joint problems, and not deepening the gap between them. This objective Centre of Cultivating
Dialogue will continue to promote and realize in the future work. More than 1.500 guests from
government and NGO sector, educational institutions, international institutions, media… have
participated in public debates until 2013, an the greatest success of this activity is the Agreement
reached on May 28th 2010 with representatives of government institutions on all levels “Agreement on mutual continuous reporting with objective of establishing transparency of
work of all engaged sectors and open dialogue between them in solving the problem of juvenile
delinquency”.
In addition to public debates on juvenile delinquency, in 2008 a public debate on topic „For and
Against Introductiong of Religious Edication in Sarajevo Kindergartens“ was organized, with
participation of representatives of religious institutions in BiH: The Jewish Community in BiH,
Islamic Community in BiH, Diocese of Dabar-Bosnia, as well as: Ministry of Education of
Sarajevo Canton, Education and Pedagogy Institution, „Save the Children“, Gazi Husrevbegova Madrasa Sarajevo, Magazine „Dani“, Catholic School Center, representatives of Public
Institution „Children of Sarajevo“... This debate had an objective to open dialogue on another
very sensitive issue in BiH, but not with intent to create animosities between counterparts, but
reaching consensus on this issue.
On February 23rd 2010 CCD organized a first political public debate in BiH with High
Representative for BiH, Mr. Valentin Inzko and The Prime Minister of RS, Mr. Milorad Dodik.
The objective of this political debate under title „Open Dialogue in Open Society“ was to create
space where the members of academic community, politicians, journalists, representatives of
religious institutions, embassies in BiH, intelectuals and other holders of public opinion can lead
an open dialogue on currect issues in BiH society, respecting the principles of political debate
where others’ and different
opinions are respected and
street language, hate speech,
ethnic
and
ideological
intolerance are excluded.
During the time of growing
use of hate speech and street
language this debate had an
objective to create a new
model of public communication in which there is enough
space for all actors in public
and political life.

In October 2011 in cooperation with Gazi
Husrev-begova Madrasa Sarajevo, and with
support of MDG Achievement Fund a public
debate under title: „The Culture of Dialogue and
Debate in BiH are the greatest Guarantee for
Establishing Lasting Peace in BiH Society“ was
realized. Special emphasis in the debate was put
on the role of young people in contribution to
establisment of debate and culture of dialogue in
public space. Public debate on importance of
culture of dialogue illuminated all aspects of
critical thinking in public space. At the end of debate conclusions and recommendations for
further work in establishing debate in all spheres of public life were given, and they were
presented to the participants and the media.
In May 2012 in cooperation with Gimnasium
„Vaso Pelagić“ from Brčko and with support of
the British Government, a public debate under
title: „Welcoming the Olympic and Paralympic
Games in London“ was held. British
Ambassador, His Excellency Mr. Nigel Casey
stressed the importance of olympic and
paralympic games during his welcome speech,
the peace aspect of the games and the
importance of such debates for BiH society.
During his speech, he emphasised the
friendly ties between Sarajevo and
London, not only as olympic cities, but
as cities which had good cooperation
through history. During the Public
debate, debaters from Gymnasium
„Vaso Pelagić“ Brčko represented their
research on topic „Paralympics – Equal
Chances for All or Suffering“, stating the
positive and negative aspects of
Paralympic
games,
stressing
the
importance of education of citizens and
enabling equal chances for success to all citizens.
Citizens present during discussion emphasised
the importance of organizing such events so that
BiH society would become sensitized for rights
and needs of disabled persons. Representatives of
association of disabled persons also participated
in the debate and sent an appeal to BiH public to
observe them as healthy persons with certain
physical limitations, but not as incompetent.

„Debate News“ is a montly informant which Centre of Cultivating
Dialogue issues continuously since its founding in 1997. Debate News in
humorous and interesting way brings all current information on CCD's
activities and the information from international and world debate scene.
Within the project „Provide a Good Reason for Ex YU Countries in the EU“
supported by European Commission - office in Brussels, Centre of
Cultivating Dialogue issued a special edition of „Debate News“, devoted to the minority
rights in BiH and countries in the Region. Uniqueness of these Debate News were
numerous articles written by young people from Western Balkan countries in their native
languages, and the current information on minorities in these countries. You can see its

The list before you is the greatest wealth of CCD. We grew up together, strengthened and
achieved successes. We became promoters of culture of dialogue together, and proved that
the idea based on joint cooperation of all parts of Bosnia and Herzegovina can last for 15
years and develop into a program recognizable for its work, not only in our country but in
