Another Valley Forge
On behalf of the six local chapters that worked very hard to make your
convention a success, I welcome you to the historic Valley Forge area!
Do you recognize the man depicted on the cover of our Convention
booklet? No, sorry, that is not George Washington, but this other
General was also at Valley Forge.
During Revolutionary times, Valley Forge was the site of important
training and planning that led to great successes in the future. Valley
Forge was not a battleground. The sacrifices made here helped to form
a county that was something new and somewhat imperfect. In today’s
world, that young country would not- nor could not- survive if left
unchanged.
The country that was emboldened here, after many earlier defeats, was
able to revise, adapt, and change over the years to become a model for
others to follow. It may still be somewhat imperfect but we believe it
to be the best country on this earth.
As an organization, NARFE faces some of the same challenges that our
young country had faced during that rather brutal winter: leadership
concerns, recruiting slippages, and limited resources. The need then, as
for us now, is to organize for success, acquire the support of others,
train those who support, foster a continued commitment to the cause,
and then demonstrate meaningful success.
Planning and training are the keys to solving many of the common
challenges as our Cover General discovered. He showed us how to
focus on the best practices available, study and refine them, and then
share them with others. These methods will also help to bring victory
and stability to our association.
Let us salute Major General Friedrich Wilhelm Baron von Steuben and
follow his lead as we begin our Convention near where he stood.

Josh Shapiro, Chair
Montgomery County
Commissioners
Josh Shapiro is a 41-year-old public
servant who has served in various
capacities at three levels of government,
earning a reputation as a reformer, a
visionary, an effective legislator and a
can-do executive.
Shapiro was elected Montgomery County Commissioner in 2011. Josh
was the highest vote-getter for the office of County Commissioner in
the history of Montgomery County. The third largest county in the
Commonwealth of Pennsylvania, Montgomery County has a
population of more than 815,000 residents.
Shapiro is a no-nonsense reformer and his efforts to reconstruct and
review county government from top-to-bottom have won him praise
from both parties. As Commissioner, Shapiro led the way for
significant investments in education and public safety, while reducing
overall debt and yielding consecutive budget surpluses.
In addition to his work in Montgomery County, in April 2015, Gov. Tom
Wolf appointed Shapiro as Chairman of the Pennsylvania Commission
on Crime and Delinquency. As the leader of this important state
agency, Shapiro oversees efforts to enhance the quality and
coordination of criminal and juvenile justice systems, to facilitate the
delivery of services to victims of crime, and to increase the safety of
communities across the Commonwealth.
Prior to his election in Montgomery County, Shapiro represented the
153rd Legislative District in the State House for seven years. As a State
Representative, Shapiro wrote and passed the farthest-reaching ethics

laws in a generation to create greater transparency in Pennsylvania
government. He established strict new financial controls over state
spending and has earned a national reputation as a bipartisan
consensus builder and a leader on issues involving criminal justice,
pension reform, and education. He even wrote the law banning texting
while driving.
Before serving in the state legislature, Shapiro got his start in public
service as a Congressional staffer in Washington, DC. By the age of 25,
he had already become a Congressional Chief of Staff, at the time the
youngest person on Capitol Hill serving in that role.
Shapiro graduated magna cum laude from the University of Rochester,
earned his law degree from Georgetown University, and is a member
of the Pennsylvania Bar.
Josh Shapiro was raised in and lives in Montgomery County. It is where
he met his high school sweetheart, Lori, and where today, in Abington
Township, they are raising their four young children, Sophia, Jonah,
Max and Reuben.

Richard G. Thissen
National President
Richard G. Thissen is the National President
of the National Active and Retired Federal
Employees Association, the largest federal
employee and retiree organization
dedicated to protecting the earned rights
and benefits of America’s active and retired
federal workers. Prior to being elected
National President in August 2014, Thissen served as NARFE National
Treasurer, a post he had held since 2011.
Thissen spent 27 years in federal service as a civilian employed by the
Department of the Army. He worked in a number of locations
domestically and internationally in a variety of assignments, including
serving as an ammunition inspector with expertise in nuclear and
nerve gas weapons. Thissen was an Army Level Career Program
Manager from 1989 to 1995 and served as personnel manager for
some 700 civilians stationed worldwide. Thissen has extensive
background in employee and retiree benefits and regulations.
Thissen has been a NARFE member since 1995, following his
retirement from federal service. He has held a number of positions at
the chapter and federation levels, including serving as president of the
Missouri Federation. He was elected Region V Regional Vice President
in 2002.
A native of Fort Dodge, IA, Thissen attended Grandview College and
Drake University.

Evelyn Kirby
Region II Vice President
Evelyn Kirby of Chester, MD, was re-elected
to a two-year term on NARFE’s National
Executive Board at the Association’s 33rd
Biennial National Convention in Orlando, FL,
August 24-28, 2014. Kirby represents NARFE
Region II, which includes Maryland,
Delaware, New Jersey, Pennsylvania and the District of Columbia.
She has extensive NARFE experience, including serving as Region II vice
president for the past two years and as Maryland Federation first vice
president − legislation; president, secretary and second vice president
− membership for NARFE Chapter 1372.
Kirby’s federal government experience included working as a human
resources specialist, manager and executive in several agencies
located in Washington, DC, including the Securities and Exchange
Commission; the former U.S. Department of Health, Education and
Welfare; and the Social Security Administration, among others. Kirby
holds a bachelor’s degree in English and business administration from
the University of Maryland.

George A. A. Shal
President
George Shal, a native of Connellsville, PA,
resides in Blue Bell with his wife, Joan. Their
three sons have moved on after college,
each establishing his own career. Shal was
elected President of the Pennsylvania
Federation of Chapters at its last Convention in May 2014 in York, PA.
Prior to that election, Shal was the Federation’s First Vice PresidentMembership and had previously served as a District Vice President.
Shal started his NARFE experience as the Norristown Chapter’s first
Webmaster; soon, he was elected the Chapter’s First Vice President,
and later served several terms as Chapter President. An early
advocate for the use of technology in chapter and membership
activities, Shal conducted training in web page development and the
use of NARFE’s information systems at each of the last five Region II
Training Symposiums.
Following four years in the Army, Shal’s Federal career with GSA’s
Public Buildings Service included assignments in both Philadelphia, PA
and Washington, DC. Workplace initiatives that Shal developed or
advocated over the years included early accessibility standards for
Public Buildings, prototypes and standards for Child Care Centers,
Federal Recycling Program, alternate work schedules and sites, and
Federal fine arts preservation. Shal’s final Federal assignment was his
appointment as the Mid-Atlantic Regional Director of the Federal
Protective Service. As Director, Shal developed security assessments
and protection measures for hundreds of Federal Buildings in response
to the bombing of the Alfred P. Murrah Federal Building in Oklahoma
City. After Federal Service, Shal was the Facilities and Real Estate
Director for an early Dot Com company with holdings in several
countries. Most recently, Shal was a Community College
Administrator.

Chalfont passed away at home with his
family by his side on Friday, October 16,
2015. He was 75. Dick was married for
46 years to Betty and the father of two
sons, Bill and Andrew. He is also
survived by his brother Samuel and his
grandchildren, Abigail and Alexander.

Burlington, VT, formerly of Easton, PA
passed away Thursday December 24,
2015 in The University of Vermont
Medical Center, Burlington, VT.
She was born on November 22, 1932 in
Bethlehem a daughter of the late John
Frank and Mary Snyder Heller.

2016 CONVENTION RULES OF ORDER
PA FEDERATION CONVENTION RULES OF ORDER
RULE 1. The convention shall be called to order by the President.
RULE 2. The Credential Committee shall give its report 45 minutes after the
opening of each morning session, such report to include number of delegates,
alternates, and proxies present, the number of chapters represented, etc.
RULE 3. Identification badges issued by the Credentials Committee shall be worn
by all delegates at the business sessions.
RULE 4. Delegates shall be seated in the front section of the hall completely
separated from the visitors’ section. Only registered delegates shall be permitted
to vote on any question.
RULE 5. To obtain the floor, a delegate shall rise and address the Chair. Upon
being recognized, they shall state their name and the name and the number of
their chapter. They shall speak into the microphone when such is provided.
RULE 6. Delegates shall be recognized in rotation at the microphones. However,if
two (2) or more delegates rise to speak at the same time, the Chair shall decide
who is entitled to the floor.
RULE 7. No delegate shall interrupt a speaker except to call for a point of order or
point of information. A speaker thus interrupted shall be seated until the question
has been decided.
RULE 8. No delegate shall speak more than twice on a question unless permitted
to do so by a majority vote of the delegates present.
RULE 9. The first speech shall be limited to three (3) minutes, the second to two
(2) minutes, except nominating speeches.
RULE 10. Nominating speeches shall be limited to three (3) minutes and not more
than two (2) seconding speeches of two (2) minutes, except nominating speeches.
RULE 11. The committee reporting proposed resolutions shall read as much of a
resolution as is consistent with clarity and shall recommend adoption or nonadoption of resolutions.
RULE 12. The resolution, when delivered, shall be considered as a motion and a
second is not required.

RULE 13. When voting on a resolution which a reporting committee has recommended be NOT ADOPTED, the vote shall be taken for the adoption of the
resolution itself and not for the adoption of a negative committee
recommendation. Before the vote is taken, however, the Chair shall announce
clearly that the committee has recommended non-adoption.
RULE 14. No debatable motion or resolution shall be brought to a vote until the
author or a delegate from the originating chapter, if present at the convention, has
been given the opportunity to speak on it.
RULE 15. A motion to reconsider shall not be entertained unless offered by a
delegate who voted on the prevailing side. A majority vote is required to
reconsider.
RULE 16. Debate on a question of appeal from the decision of the Chair shall be
restricted to the Appellant and the Chair.
RULE 17. The Chair, upon the request of ten (10) or more delegates, may grant a
roll call or ballot vote, except that a roll call vote is mandatory to increase or
decrease the per capita tax.
RULE 18. When a roll call or ballot vote is taken, all delegates present shall be
afforded the opportunity to cast their votes before the polls shall be declared
closed.
RULE 19. When a roll call or ballot vote is being taken, a motion to adjourn or
recess shall be out of order until the voting has been completed and the Chair has
announced the results of the vote.
RULE 20. An officer or delegate, or any other person attending a convention, who
injects religious or racial remarks in his speech, shall be declared out of order.
RULE 21. There shall be no political party hats, t-shirts, signs, or remarks during
the convention. Persons displaying any such articles or making such remarks will
be asked to leave the meeting room.
RULE 22. There shall be no smoking on the convention floor and all cell phones
must be turned off. If a cell phone rings, the owner will be fined a $5.00 donation
to the Federation Alzheimer’s Fund.
