*Proposed New AHEC Campus* Director’s Annual Report 2010-2011 PROPOSED HEALTH AND SCIENCE BUILDING PROPOSED ACADEMIC AND ADMINISTRATIVE CENTER Director’s Annual Report 2010-2011 FINAL MASTER PLAN OF PROPOSED CAMPUS N and enrollment continues to increase, AHEC and its college and university partners, MSC, ECU, and SOSU, have done more with less. For example, the full-time staff level at AHEC is the same in 2011 as it was ten years ago and with half-again as many students! Additionally, our institutional partners have added faculty to accommodate more course sections and new courses to the AHEC schedule with less state funding available to them. Plans for the facilities for the first phase of the new campus were finalized this year. There will be over 120,000 square feet that includes a Science and Health building and an Academic and Administrative Center. The Science and Health building will house the Bachelor of Nursing program and all science programs offered at AHEC. The facility will have four science labs, two nursing clinical skills labs, numerous classrooms and many equipped with ITV technology, and faculty and administrative offices. The Academic and Administrative Center is designed to provide a centralized area for all student enrollment and support services, numerous classrooms, bookstore, café, library, conference rooms, and faculty and administrative offices. The City of Ardmore has provided a beautiful and accessible setting for the campus on 30 acres adjacent to Regional Park and not far from I-35. Our architects, Miles Associates, are scheduled to complete construction documents for the facilities in this first phase in early 2012, making the new campus a shovel-ready project! “The Measure of Our Success” There are many measures an organization can use to assess its success—financial, productivity, quality control. The best measure of an organization’s success, however, is the degree to which it accomplishes its mission. Hopefully, this report will give you the opportunity to analyze how well we have met this measure of our success for 2010-11. The past year has been filled with planning for the future. We formalized designs and plans for a new campus and legislation was introduced to make AHEC a university branch campus. Meanwhile, we continue to have record enrollments. During 2010-11 AHEC offered over 900 college courses to over 4,200 students during the fall, spring, and summer semesters. AHEC enrollment has increased by 38% since I became CEO in 2004 and by 56% over the last ten years! AHEC continues to be a great value for the citizens of southern Oklahoma. While state appropriations continue to decrease During the 2011 legislative session our legislators introduced a bill to transition AHEC to a branch campus of Southeastern Oklahoma State University. The legislation received overwhelming support in the House and Senate but was vetoed by the Governor. Our legislators plan to address the Governor’s concerns during an interim study of the branch campus proposal and possibly re-introduce the branch campus legislation during the 2012 session. Despite less state funding, AHEC remains financially sound. The demand for college courses remains high and AHEC is still a bargain for completing a college degree. While we have made many substantive steps towards the realization of a college campus in Ardmore, our mission and primary indicator for success is that more people are provided more opportunities for accessing higher education in our community. During 201011, the AHEC Board of Trustees, staff, and our institutional partners, have together endeavored to make AHEC successful in this mission. Sincerely, Steven C. Mills, Ph.D. Director/CEO Financial Summary & Analysis The General Operating Fund budget for 2010-11 projected revenues slightly over $1.5 million. With decreased appropriations from the state, over half (53%) of operating revenues were provided by tuition and fees and state appropriations through the Oklahoma State Regents accounted for less than half (47%) of revenues. accounted for 54% of the expenditures, which was an increase of a little over 1% from the previous year. At the end of the fiscal year, $200,000 was transferred from the General Operating Fund to the Capital Outlay Fund, leaving cash reserves of $392,095 in the General Operating Fund and a balance of $1.45 million in the Capital Outlay Fund. During 2010-11 AHEC used $700,000 in capital bond funds to pay for architectural services for the design and development of the new campus. Operating expenditures accounted for 46% of General Fund expenditures, an increase of about 15% from the previous year due to increased operating costs and an initiative to supplement the salaries of full-time faculty at AHEC. The Foundation was established to fund and administer scholarships for AHEC students and to provide a funding mechanism for future capital campaigns to construct new campus facilities. In all, 37 scholarships averaging $771 were awarded during the fall and spring semesters of 2010-11 to AHEC students from scholarship grants received from local foundations and the AHEC Foundation: Ada Mae Smith Scholarships Barr and McCrory Scholarships Henry Bridge Scholarship Awarded $ 4,900.00 $21,636.70 $ 2,000.00 Total $28,536.70 Ada Mae Smith Scholarship The Ada Mae Smith Scholarship Fund is an endowment managed by the Southern Oklahoma Higher Education Foundation. It provides scholarships to assist with the costs of college for African-American students residing in Carter County, Oklahoma, who enroll as students at the Ardmore Higher Education Center. During 2010-11 scholarships were awarded to seven students in the amount of $700 each. Barr and McCrory Scholarships The Barr/McCrory Scholarship and Bridge scholarship programs receive funding from local foundations (Charles Barr Trust, McCrory Foundation, Henry Bridge Foundation) to provide scholarships to assist with the costs of college for students residing in Carter County, Oklahoma, who enroll as students at the Ardmore Higher Education Center. During 2010-11 Barr/McCrory scholarships were awarded to twentyeight students with an average award amount of $773 and Henry Bridge scholarships were awarded to two students with an average award amount of $1000. Annual Fund Campaign During the 2010-11 fiscal year the Foundation Board of Directors established an annual fund and started a campaign called the 40/60 Scholarship Program. The 40/60 Scholarship Program will build a scholarship fund that provides a perpetual source of funding for deserving high school students or working adults in southern Oklahoma who want to go to college at AHEC and do not receive full funding for tuition and books from other sources. Forty percent (40%) of all gifts to the program are used to address current scholarship needs and sixty percent (60%) are placed in an endowment for student scholarships. The 2010-11 fiscal year was the Foundation’s fourth full year of operation. During this year the Foundation received and distributed scholarship funds, invested monies, and provided financial support to AHEC. It has four full-time staff members. The collection contains over 16,000 volumes. Many reference materials, periodicals, databases, tutorials and study guides are accessible online via the AHEC website. The lab contains 12 computers and 3 printers. Student Organizations at AHEC Tribal (Today’s Role in Becoming America’s Leaders) is Murray State College’s Native American student association. It is open to all students interested in learning and educating about Native American culture. Phi Beta Lamda. Phi Beta Lamda is a national student organization for students interested in becoming more successful in the business world. Phi Theta Kappa Officers. The purpose of PTK is to recognize and encourage scholarship among two-year college students. Newly formed MSC Student Veterans Association plants a tree in honor of Veterans Day. Continuing Education Senior University During 2010-11 the Continuing Education program at AHEC, including Senior University and Kids To Kollege, provided over 7,500 contact hours of programming that included 90 courses and events that were attended by over 1,800 participants. Senior University Tour of Main Street businesses Senior University Holiday Happening Christmas Luncheon Kids to Kollege Kids to Kollege Drama Production Kids to Kollege Baking Project 2011 Oklahoma Women’s Hall of Fame Helen Thompson is involved in everything from politics to community affairs, and from the arts to advocating for water rights for southern Oklahoma. She received a bachelor’s degree from the University of Oklahoma and a master’s degree in Counseling from East Central State University. A career focused on the welfare of children, domestic violence and abuse prevention, and sheltering those who are forced to leave their homes, she has strived tirelessly to improve the quality of life for people of all ages in Oklahoma. Ms. Thompson was a founder and officer of the Family Shelter for Victims of Domestic Violence (Ardmore) and has also been a trustee and officer of the Children’s Shelter,YWCA, and the Greater Southwest Historical Museum. She served as the executive director of the C/ SARA Foundation, an Ardmore non-profit that trains adults in schools to assist students in dealing with tragedies. In 2006, Ms. Thompson was approached by the Ardmore Higher Education Center to join its team in creating what is now known as “Senior University.” The program subsequently received national recognition by the Association for Continuing Higher Education as an Adult Model Program. Activities & Events Activities & Events East Central University School of Nursing at AHEC 2011 Graduates with Dr. Peggy Hart Miller The Baccalaureate in Science with a major in Nursing is designed to prepare students to work in the health care field as a registered professional nurse. The program is designed to be completed in four years. The graduate is qualified to pursue advanced degrees in nursing as desired. Since its first graduating class in 2010, ECU at AHEC has successfully graduated 16 nurses. These nurses passed the National Certification and Licensing Exam and are practicing registered nurses. A major purpose of the nursing program is to keep baccalaureate level nurses in Ardmore and the surrounding area. This purpose is being fulfilled. Ninety-four percent of the first two classes are employed in the area. Thirteen are employed at Mercy Memorial Health Center and two are employed in Duncan. Nine more seniors are expected to complete the program in May, 2012. These graduates are local residents and are expected to continue living and working in this area. ECU@AHEC also employs four nurse experts to assist in teaching the clinical portions of the required courses. These nurses are employed as full time practitioners in the Ardmore area and bring a wealth of experience to enrich the student’s acquisition of clinical skills. The program operates from a facility provided by MMHC at 617 W. Broadway. In addition, MMHC has added a laboratory facility in the former intensive care unit of the old hospital.
