The Sun City Summerlin Community Association, Inc. operates three
dining establishments for residents
within the community – the Vista
Grille, a full-service restaurant and bar
at Palm Valley Golf Course; Tavern at
the Falls at Highland Falls Golf
Course offers breakfast, lunch and bar
service until 3 p.m.; and the snack bar
at Eagle Crest Golf Course, which
stocks snacks, hot dogs, sandwiches
and bar service. In an effort to
accommodate residents’ dining needs,
SCSCAI would like to know if
residents would be interested in a food
delivery service? Residents would be
able to order from a takeout menu and
have their food delivered to their home
by a Sun City staff member. Another
option under consideration is curbside
dining, where residents could call in
their order and pick up their food
curbside.

Letter From The Executive Director
Interesting Facts About Homeowners Associations
Sun City Summerlin is an elite
community. It has set a high
standard for master-planned
developments across the
country. What you might not
know are some interesting facts
on associations that I would
like to share with you:
The following information
and more can be found on the
Community Associations Institute website, caionline.org.
 An estimated 50 million Americans live in
association-governed communities. Some 1.25 million
CORRECTION
The Executive Director’s letter that appeared in the
October 2012 Link misidentified the Las Vegas city
ordinance pertaining to RV parking. The correct citation is
City Ordinance 11.52.305, which reads: “It is unlawful for a
person to stand, park or store, upon any residential street,
a commercial vehicle, recreational vehicle, trailer, or any
combination of vehicle and trailer having an overall length
people serve on community association boards, with
another 300,000-plus serving as committee members.
 About 6,000 to 8,000 new community associations
are formed every year. This includes condominiums,
cooperatives and planned communities. It is estimated
that more than four in ve housing starts during the
past ve to eight years have been built as part of an
association-governed community.
 The estimated real estate value of the homes in all
community associations is about $2 trillion, approximately
15 percent of the value of all U.S. residential real estate.
 Estimated annual operating revenue for U.S. community associations is $30 to $35 billion.

the meeting upon request ($.10 per page and $1 for the recording per

board meetings may be downloaded from the website without charge.
 Speak to the executive board, unless the executive board is meeting in
executive session (NRS116.31085).
 The agenda is posted on the Association bulletin boards and website
on the Friday prior to the meeting.
Recordings of board meetings will be made. The recordings will be
kept for a period of 10 years in the Administration’s executive director’s
office in the Mountain Shadows Community Center.
Recordings, minutes or a summary of minutes will be available not
more than 30 days after the meeting (NRS116.31083). Depending upon
meeting schedules, on occasion, the minutes or summary of the minutes
may be in draft form.

Copies of the minutes in their entirety can be purchased for 10 cents per page at the Administration


The Board of Directors approved to rescind the approval
of expending $44,000 with J&J Enterprises for the
concrete and sidewalk replacement at Mountain
Shadows club area and community standards area that
was passed on November 7, 2012. (RFP #13-12).

The Board of Directors unanimously approved the emergency expenditure of $61,812 with Langston Concrete
for the concrete and sidewalk replacement at Mountain
Shadows club area and community standards area
with staff approving the contract. The contract shall
not include the damage exception (noted in the
proposal) and the contract shall conform to specs
submitted. (An amendment to the motion was
unanimously approved to add the wording in italics.)

The Board of Directors approved the purchase of Life
Fitness strength equipment (seated row, abdominal
crunch, back extension) for the Pinnacle Fitness
Center in the amount of $10,067.80 from Advanced
Exercise Equipment.

The Board of Directors approved the purchase of Life
Fitness strength equipment (leg press, leg extension,
seated leg curl) for the Pinnacle Fitness Center in the
amount of $13,308.20 from Advanced Exercise
Equipment. An amended motion was unanimously
approved as follows: The leg press equipment machine
was removed from the approval and the amount of
$13,308.20 is reduced by approximately $4,400
(estimated amount is $8,908.20).

The Board of Directors unanimously approved the
Finance Committee’s recommendation that the Board
of Directors accept the Sequoia worker’s compensation
conditioned proposal, provided by Cragin & Pike, to
be effective March 1, 2013, with an estimated annual
premium of $100,992.

The Board of Directors unanimously approved the
Finance Committee’s recommendation that the Board
of Directors accept the Fireman’s Fund package and
automobile renewal proposal for coverage currently in
place, provided by Cragin & Pike, to be effective
March 1, 2013, with an estimated annual premium of
$290,989.


recommendation that the Board of Directors accept the
Fireman’s Fund renewal proposal for umbrella liability
currently in place, provided by Cragin & Pike, to be
effective March 1, 2013, with an estimated annual
premium of $64,853.

The Board of Directors unanimously approved the
Finance Committee's recommendation that the Board
of Directors accept the Endurance American
Specialty Insurance Company renewal proposal for
storage tank pollution liability, provided by Cragin
and Pike, to be effective March 1, 2013, with an
estimated annual premium of $3,361.17.

(Added to agenda during the acceptance of the
agenda) The Board of Directors unanimously
approved the Finance Committee’s recommendation
that the Board of Directors accept the National Union
Fire Insurance Company of Pittsburgh, PA, renewal
proposal for security patrol volunteers, provided by the
Cragin & Pike, to be effective March 1, 2013, with an
estimated annual premium of $6,191.

The Board of Directors unanimously approved to waive
age requirement for Dean W. and Cindy Fletcher.

The Board of Directors unanimously approved the
adjustment of accounts deemed uncollectable. A total
of $17,585.71 is being considered for write-off, but will
have no impact on the P&L since they are fully
included in the Reserve for uncollectible accounts.

The Board of Directors unanimously approved to table
the following agenda item: Discussion and possible
action to approve a non-budgeted project to install a new
audiovisual entertainment system at the Desert Vista
and Pinnacle Fitness Centers. This new entertainment
system includes at screen televisions, transmitters,
receivers and other necessary equipment. Costs are
estimated at $5,147 for Desert Vista and $4,442 for the
Pinnacle.

The Board of Directors approved a motion acknowledging
that the Board of Directors has ful lled their duty as a
Board to review the December 31, 2012, quarterly
nancial documents in accordance with NRS
116.31083(6). The Association is in compliance with

Core Strength & Balance: A standing and oor class that
will focus on strengthening your core and improving your
balance through the use of gliding discs, tubing and
dumbbells.
Sit & Be Fit*: Easy on the joints, this class is gentle yet

exibility as you move all your joints through an
appropriate range of motion while seated.

can hear but have trouble understanding, ringing in the
ears, and about new hearing technology.
The Olive Osmond Hearing Fund has partnered
with My Hearing Centers, located at 8578 Del Webb

programs in Sun City Summerlin. They will give away
a pair of top-of-the-line hearing aids to a Sun City

Pool Reminders
It is spring time and the outdoor pools open on April 1.
Sun City Summerlin residents share a variety of interest.
Everyone has to share the facilities and there are rules in
place to help make usage fair, safe and enjoyable for all.
Our pool rules are in accordance with the SCSCAI
Rules & Regulations and the Southern Nevada Health
District. Following is a friendly reminder on some of the
rules we all need to follow.
1. On-site showering is required prior to entering and
re-entering the pool or spa. If lotions are used,
individuals must shower again. Appropriate swim
attire must be worn (no cutoffs or street/gym clothes).
2. Street shoes are not allowed in the pools or pool areas.
Clean pool shoes are acceptable.
3. Persons with a cold, cough, sore or inflamed eyes, any
or communicable disease, or with open sores or
bandages must not enter the pool or spa.
4. Diving, running and horseplay are not permitted.
Climbing over, swinging, or leaning heavily on lane
ropes or ramp rails is not permitted.
5. Pool toys, such as balls, rings, diving toys, etc., are not
permitted. Oversized in atable or otation devices are
not permitted. Exceptions are safety devices, kick
boards, noodles and arm oaties as long as they are
used properly and not for horseplay.
6. Children (under 19) must be 42 inches tall (without
shoes) to use the pool and must be supervised by an
adult at all times. Children (under 19) are not allowed in
the spas.
Equipment Orientation
Join SCSCAI Fitness Assistant Melissa George for
a free Equipment Orientation class, where she
explains how to properly use the strength and
cardio equipment in each fitness center. Classes
are limited to five participants and last an hour.
Advance signup is required with the Fitness
Monitor prior to the day of class.

7. Lane users must share lanes with those performing
similar activities (i.e. swimmers, walkers, etc.) as much
as possible by circling or splitting the lane in half.
Time in lap lanes is restricted to 30 minutes when
others are waiting and sharing is not practical.
8. Lap swimming time is from 6 to 8 a.m. and 4 to 6 p.m.
at indoor pools. During these times, priority is given
to lap swimmers in three lanes, one lane is set aside
for walkers to share.
Rule pamphlets are available at each tness center
monitor station. Also, please be sure to communicate
basic rules to your guests so that everyone’s visit will be
consistent and enjoyable.

Celebrate Sun City’s Artists
Fine Arts Show Set for April 6-7
The Sun City Summerlin Art Club is excited to sponsor
the ne art juried show “Earth Without Art Is ‘Eh’.” Join
us on Saturday, April 6, and Sunday, April 7, at the
Desert Vista Community Center, 10 a.m. to 3 p.m. With a
theme that encourages creativity, the show will highlight
the talents of the members of the Sun City Art Club. An
awards ceremony will be held on Saturday at 11 a.m.
The Art Club invites everyone to stop by and enjoy
the art, ranging from framed art to the art bin of matted,
un-framed art. Celebrate the artists and maybe even
purchase a painting.

A Book A Day Keeps Boredom Away
Did you know that Sun City Summerlin offers residents
two libraries, where they can check out up to 10 books

and there is no deadline on when books need to be
returned. For those who like to keep up with their
magazine reading, periodicals also are available.
If you’re looking to thin out your collection, the
libraries also accept book donations.

In Memoriam
Sun City Summerlin Security
Patrol Chief Lou Polizzotti
died Tuesday, February 25, at
1:30 a.m. after suffering a
heart attack during his patrol
shift. Lou was transported to
Summerlin Hospital, where he was pronounced
dead. His wife, Susan, was with him. Las Vegas
Metropolitan Police investigated the scene. Lou will
be greatly missed in Sun City Summerlin.
Community Standards
Please Pick Up After Your Pet
Sun City Summerlin residents love their pets,
especially their dogs, whom they walk morning, noon
and night. While it’s great to see residents getting out
of the house and enjoying some exercise, it’s worth a
minute or two to think about the impact some actions
have on the community as a whole.
First and foremost, responsible pet ownership
includes leaving community greenbelts, common areas,
your neighbors’ yards and walking paths free of pet
waste. It’s just common courtesy to pick up after your
pet. Always remember to take a plastic bag with you
on your walk and use it. Afterward, dispose of the
sealed bag in your own garbage can. You’ll feel good
about being a good neighbor and your neighbors will
appreciate the gesture.
Next, always keep your dog on a leash. Even if you have
the best trained dog in the world, you can’t be sure how
he or she will react in every situation. Plus, it’s the law.
When your dog is at home in the back yard, it’s
good to be aware of its barking. Dogs bark, that’s
natural; but incessant barking can be considered a
nuisance. It seems that some people are oblivious to
repetitious barking while others are annoyed by a woof
or two. If your dog is left unattended outside and
begins to bark, please bring it back inside so as not to
disturb the neighboring residents.
Three simple rules – easy to remember and pretty
straightforward. Keeping them in mind the next time
you head out for a walk will ensure a pleasant
experience for all.

What Goes On During a CAP Meeting?
Meetings are divided into two sections – reports by the
community’s department heads and reports by the leader of
each inspection team. The February meeting included the
following:

reported on the success of the new entertainment
system at Mountain Shadows and requested approval
of the plan to purchase and install the same equipment
at Desert Vista and Pinnacle tness centers.
 Louis Darling, SCSCAI’s landscape director, reported
on the refurbishment of benches in the greenbelts; removal of the curved pavement at the Vista Grille;
changing of plants along “upper” Lake Mead to reduce
maintenance; the rabbit problem at the Pinnacle; and
refurbishment of the Mountain Shadows patio.
After the reports, CAP Chairman Ken Caroccia asked
for comments from the residents in attendance. A question
about the status of the Mountain Shadows administration remodel was asked. Dennis reported that a spec
sheet is being developed to better de ne costs and it will
be presented to the SCSCAI board of directors soon.
Team reports included the following discussions:
 Photinia plants are being replaced because they do
not do well in our soil.
 The new shower head under test at the Desert Vista
men’s showers works great.
 The ledge at the Vista Grille patio will be repainted
due to the bird mess.
 Trees that overhang the Sun Shadows dance room
need to be trimmed.
 Repair is needed for the Mountain Shadows tness
center sign.

Warmer Weather Signals Plant Growth
Winter is over and with the season’s change you may
wonder what to do with your damaged plants.
I would suggest you let the plant tell you. If you overtrim some plants, it could do more damage. As the plant
starts recovering it will start budding where it is still
alive (typically where the dead leaf connects to the branch,
or if the branch is dead the plant will bud at the trunk).
If the main part of the plant is dead, it will sprout from
the roots.
Once the weather warms up and if you have done
your fertilizing, it shouldn’t take long for your plants to
show you what they need. Hope this helps you out.
The landscape department is watering turf on
Tuesday, Thursday and Saturday night if temperatures
are warm enough. Drip watering is Monday, Wednesday
and Fridays; color beds are every day.

Save A Life Event Set for April 13

The Community Preparedness Committee would like
residents to learn how they can help save a life at a free
class scheduled for Saturday, April 13, at Desert Vista.
Hands-on instruction by professional emergency
responders from fire stations will take about an hour,
from 3:30 to 4:30 p.m. This is an opportunity to learn how
to give recommended compression-only CPR and to use
an automated external de brillator correctly. There is an
AED in every Sun City community building. In an
emergency situation, wouldn’t you want to know how to
use the AED to possibly help save someone’s life?
For preparation to give instruction to everyone, CPC
needs to know how many interested lifesavers will attend
the event. To RSVP, please call or email CPC Co-chair

including your name and tell us to count you in. You also

CERT Training Teaches Survival Skills
CPC also arranges Community Emergency Response
Team classes that are conveniently located in Sun City.
CERT training is a national program designed to
prepare citizens in any community to survive and help
others after a disastrous event if professional responders
are overwhelmed and need help.
CERT classes include such emergency procedures as re
safety, light search and rescue, team organization and
basic disaster medical operations. Class training includes
hands-on practice in basic re suppression and basic
medical care. After completing the course, graduates
receive a CERT backpack that is packed with essential
items that will be useful in an emergency situation. The
goal of CERT classes and Sun City’s CPC is to prepare
residents to be able to support themselves for up to 72
hours in an extreme emergency until professional
emergency responders can resume their responsibilities.

attend the CPC board meetings on the rst Wednesday
of the month. CPC board meetings are held at Desert
Vista, in the Committee Room, 9 a.m. There is a visitors’

Security Patrol — A Sun City Summerlin Organization
Means Stop,
It’s The Law
The Sun City Summerlin Security Patrol cannot enforce
traffic laws. Sun City streets are public roads whose laws
are enforced by the Las Vegas Metropolitan Police
Department. Patrol volunteers do not confront drivers
who exceed posted speed limits or those who fail to obey
stop signs.
Sun City resident Chuck Strickland has been a victim
of four traffic accidents, one when his truck was hit by a
car and three that were caused while Chuck was riding a
bicycle. He was not the irresponsible person in any of
the incidents. In the most serious accident, Chuck was
driving a highly visible, bright red truck on Thomas
Ryan Boulevard. A car exiting Button Willow Drive
drove through the posted stop sign and hit Strickland’s
truck. Chuck said, “The only thing that saved me was
that I was driving a large, heavy truck.”
Slamming on her brakes and swerving her car have
prevented Sun City resident Barbara Alitt from being hit
numerous times at the intersection of Thomas Ryan
Boulevard and Hallston Street near her home.
“There’s a four-way stop sign there, but four out of
ve drivers speed right through without stopping,”
Barbara said.
Security Patrol driver Adrian Cole questioned if Sun
City motorists ever will understand that they must obey
all stop signs. Too often, Adrian has heard residents say
that because they live here, they do not have to stop.
Nothing could be further from the truth.
If stopped by a Metro traffic officer for running a stop
sign in Sun City Summerlin, the driver could be ned as
much as $300. Then there is the possibility of having

points attached to one’s driving record and the cost
of attending traffic school to expunge those driving
points.
In January, four residents were seriously injured and
one driver died in a two-car accident at the intersection
of Sun City Boulevard and Billy Casper Drive.
According to information released by Metro’s Accident
Investigation section, one of the cars failed to yield the
right of way from a posted stop sign by entering the
intersection in the travel path of the other car. All
occupants of both vehicles were transported to area
hospitals with moderate to critical injuries.
“They will live with the aftermaths of that accident
for the rest of their lives,” said Metro Public Information
Officer Laura Meltzer.
According to Meltzer, citations and fines levied in
traffic court don't always change the bad habits of
careless drivers. For bad drivers to become more
attentive, the life-altering results of their carelessness
must be personal. A driver must realize that “It can
happen to me or someone I love,” she said. “Witnessing
the carnage at serious accidents changes the lives of firstresponders, as they can't help visualizing the faces of
their own loved ones.”
In an effort to help increase awareness of stop signs in
Sun City, SCSCAI Executive Director Patty Rosia has
been working with Anthony Ruggiero, community
liaison for Las Vegas City Councilman Stavros Anthony,
on a proposal to install highly visible lights on stop signs
at specifically troublesome intersections throughout the
community.
Additionally, many stop signs in Sun City are larger
than those found elsewhere in the valley. The larger sign,
which is 18 inches wider in diameter, is another attempt
at increasing visibility.
However, while these measures take aim at the
visibility issue, the problem remains: Residents need to
understand that failure to stop at a stop sign in Sun
City Summerlin is BREAKING THE LAW. In all, a
stop sign in Sun City Summerlin means exactly that –
STOP – just like it does in any other part of the city.

Mountain Shadows Display Case:
Model Builders
S
un City’s model builders have been replicating
railroads, aircraft, ships, doll houses and model
cars since the club began in 1993. Members’ most
intricate projects,
such as the Taj
Mahal, London
Bridge and multimast tall ships can
take years to complete. On a recent
visit to the workshop, modeler
Glenn Williams,
who has built 25
sailing ships,
ne-tuned his Cutty Sark, while Jack Norwood’s 18th
Century warship was taking shape and Edie Bush was
experimenting with realistic-looking stucco on a doll
house exterior.
Club president Fred Vincent explained that in a
separate room the Club’s woodcarvers create gurines,
animals, planes, castles and historic buildings from
scratch. Expertise is not a prerequisite to become a
modeler; patience and perseverance are more important.
“We welcome new members of all skill levels and
they should have fun with whatever they build,” Fred
said. Accomplished modelers are always willing to help
new members learn new skills. “There’s something for
everyone to do here.”
Sharp eyesight and steady hands aren’t an absolute
requirement to help maintain the HO railroad layout.
Trains and buildings need constant repair and tracks
must be kept clean.
In April, examples of model builders’ creations are
displayed in the Mountain Shadows showcase. Club
members work on projects in the model-building
rooms at Desert Vista, Monday to Saturday, from 9
a.m. to mid-afternoon. Visitors are welcome. Annual
