Nokonoshima Island
Nokonoshima is situated in the middle
of the Hakata Bay and only 10-min ferry
ride from Meinohama Ferry Passenger
Terminal (aka Noko Tosenba) in Nishi
ward. The circumference of the island is
12km long, and there’re approximately 800
inhabitants. Endowed with hiking courses,
camp grounds, beautiful beaches, and a
spectacular coastal vista of Fukuoka Tower
and Yahoo Dome on the horizon, it’s a
perfect place for spending a quality time
with your family or those seeking a
pleasant recreational adventure.

The rainy season will end
from mid-to-late July, and a
full-fledged summer will peak
right after. Some of you might be
already aware, but there are several islands
off the coast of Fukuoka which you can travel by ferry.
This month, let us guide you to these places for
an early summer retreat!

Revised Road Trucking Vehicle Law
The revised Road Trucking Vehicle Law
effective of June 1 is as follows.
(1) New measures against
bicycle users.

Unlimited ride bus ticket in Kyushu [SUNQ
Pass], which can be used for almost all the
local and highway buses within Kyushu, has
recently expanded its service to Sanden
Kǀtsnj in Shimonoseki City, Yamaguchi Pref.
Including the local buses and highway bus
routes between Kitakyushu Airport/Tenjin
and Shimonoseki, you can also take the
advantage of the following sea routes:
Kanmon Ferry Line operated by Kanmonkisen Co., Ltd. between Mojiko and
Shimonoseki-karato (44 round-trips per day),
Ocean Arrow of Kumamoto Ferry between
Kumamoto and Shimabara harbours (6
round-trips per day), Shimatetsu Ferry of
Shimabara Railway between Oniike and
Kuchinotsu harbours (15 round-trips on
weekdays), and Sakurajima Ferry operated by
Kagoshima City between Kagoshima Honko
and Sakurajima harbours (88 round-trips per
day).
The price of this unlimited pass remains
unchanged (¥10,000), but it’s now called “All
Kyushu + Shimonoseki” and can be used to
travel in all regions across Kyushu for 3
consecutive days (or ¥14,000 for a 4-day
pass); “Northern Kyushu + Shimonoseki” is
also offered for ¥8000, which can be used on
most local and highway buses operating in
Fukuoka, Saga, Nagasaki, Oita, and
Kumamoto (excl. Kagoshima and Miyazaki).
You can purchase them online, at bus
centers in Tenjin or Hakata, Fukuoka Airport,

Dr. Nishiyama’s Medical Talk:
What went amiss with medical care in Japan?
Whenever we hear the siren of an
ambulance, we hope for a prompt and
appropriate care for the acutely morbid or
injured individual. Moreover, with new
medicines, modern techniques, as well as
sophisticated instruments all coming into
practice day by day, we place ever a greater
expectation on their benefits, whilst at the same
time, believing that medical practitioners’
careers are for the most part, driven by their
heart to serve the people (i.e. less on the
handsome payoff itself). To our disappointment
however, we often hear news in which
emergency patients are bounced from one
hospital to the next. What is going on here? In
essence, this unusual trend has been caused by
the combination of two contradictory factors:
one is the economic impact brought on by the
cutback of the medical insurance system, and
the other is the public’s increasing demand for
an impeccable medical service.
If the cost of the medical care surpasses the
actual amount funneled by the public insurance
or the government, the hospitals will have to
recoup this difference by cutting those services
which are in deficit; otherwise, they will go
bankrupt. In particular, these include the
emergency medicine and nursing care for the
elderly that require a large number of staff
especially during the holidays and evening
shifts. The economic impact itself can be
alleviated either by reducing the coverage of the
insurance, or by lowering the quality of the care.
Should that be the case, however, there will
certainly be some growing frustration amongst
those people who appreciated the benefits at a
relatively low cost. On the other hand, should
the quality of the medical care become even
more refined than today, who will shoulder that
skyrocketing cost? Hence, these two
contradictory demands ultimately breed
economic hardship in the medical arena and
result in the absence of providing even a modest
care for the patients. In other words, the sublime
ideal can never flourish in the harsh climate of
the reality.
In addition, you might have come across the
term, “unnecessary medical care”, but what
exactly does this mean? For instance, if the
provisions of medical resources for the elders
(with whom we can no longer expect any
contributions to the society) are deemed as
“unnecessary”, then we can achieve extra
savings for other causes. Although, no
government can recklessly take such a cruel and
immoral approach, in reality, there are existing
policies in Japan which are implicitly pushing
this idea via cutting down the defrayment to
hospitals and thus deteriorating their status quo.
Even if this is the reality, shouldn’t there be at
least some hospitals of good will that are
operating in spite of this financial challenge?
There were, but many of them have gradually
died out for they failed to establish the
infallible medical skills, hardware, amenities,
hospitalities, etc. demanded by the public at
large. On top of this, the media and the police
are ever on a close watch to seek signs of
suspicious faults or imperfect treatments at
hospitals. Thus, a humane intention to cure the
patients may now possibly end in lawsuits, or
better yet, the stigma of committing a crime if
the results are unsatisfactory for the patients.
For this reason, many hospitals have now
become sensitive to deal with cases which
involve possible public disputes; if they want to
protect their employees and avoid lawsuits or
bankruptcy, the safest measure is to not lift a
finger, whereas raising a scalpel entails a great
risk.
No matter how laborious it may be, working
on the patients’ bedside is looked upon as doing
nothing, unless it is precisely shown in the
written form. To exaggerate, completing a bulk
of documents (i.e. care-planning, daily
assessment, infection-control, etc.) is the only
criterion for a “good care” at hospitals even if
the patients are left unattended. Furthermore,
solid policies implemented by the government
often contradict with the common, medical
knowledge of professionals, despite the fact that
the patients’ responsibilities always lie on the
hospitals’ side. With all these combined, the
morale of medical staffs has gradually been
undermined and good will alone cannot sustain
the future of current hospital businesses—what
an unfortunate reality! Thus, all the above
troubles and mishaps are not just the matters
that fall onto the individual medical staff or
hospitals, but are caused by the misalignment
between the economic austerity of the medical
system and the people’s strong desire for a
‘super medical care’.
Now that demographic make-up has turned
upside down with increased life expectancy for
elders and reduced rate for child birth, we have
to confront the impasse of medical insurance or
pension scheme via the adoption of a new
paradigm which captures a rational, sustainable
welfare plan.

“Omoide-dori” where Hakata’s old neighbourhood is reproduced,
you can slip back in time and play traditional games like spinning
tops, ringtoss, stilts, etc. or even learn to craft Japanese pottery.
There’re restaurants and cafes to dine there, as well as barbecue for
¥2500 per person inclusive of food and BBQ outfit, or just ¥500
per adult if you bring your own supplies and utensils. Note that you

Nokonoshima Camp Site and Bathing Beach
Every year from May to September, lodges are open for a cozy
time on the island to enjoy the summer breeze and time away from
the city. Camping and swimming gears are offered for rent as well
as barbecue outfit offered at ¥2500 per person inclusive of food,
while snacks and alcohol beverages are also available at the
concession area. The facility includes shower (hot shower is
charged), toilet, and kitchen; the price is ¥2500-3500 for adults,
¥1000 for elem. students, and ¥600 for children above three. As a
bonus gift, you’ll receive a transportation service to and from
Island Park and get a discount on admission there.

As an island which is mentioned in the Man’yǀshnj or “The
Anthology of Myriad Leaves” and represents the former residence
of the prominent writer, Kazuo Dan (1912-1976), as well as the
motif for the song “Nokonoshima no kataomoi” sang by a
Fukuoka-born singer, Yǀsui Inoue, Nokoshima is definitely a
worthwhile destination for a short trip on your weekend.

Did you know that there were several troops garrisoned in
Nokonoshima in the olden days? As the national defense operation
took place from 663 to Heiyan period (794-1185), selected soldiers
known as sakimori from all over the country were dispatched to
Northern Kyushu for three years on a rotation. In Man’yǀshnj, the
songs of sakimori and their families during the separation period are
left in record, and many of them voice the sorrows and worries of not
being together, as well as the wives’ wish and longing for their
husbands’ safe return home.
Shikanoshima Island
Situated in the north of the Hakata Bay in Higashi ward, this
12km perimeter island has the population of approximately
2200, and though the name itself has the word “island” (shima),
it’s technically a small peninsula that is connected to the
mainland by a coastal sandbar. The history of this island
extends far back during the Asuka period (late 6th century 710), in which one prominent Japanese poet, Kakinomoto no
Hitomaro ( ᩑ ᧄ ੱ 㤗 ํ ), composed a verse referring to
Shikanoshima in the Man’yǀshnj. In fact, it is regarded as one of
the most famous islands in Japan after the discovery of Gold
Seal or Kin-in (engraved with a symbol “Kan-no-Wa-no-Na-noKokuo”) in 1784 by the local farmers.GG

Access
<Fukuoka Municipal Ferry> Take
Nishitetsu bus # 99 departing from
Hakata-ekimae E (approx. 15min,
Adults: ¥220) or # 90 from Tenjin Solaria Stage-mae (approx.
10min, Adults: ¥180) to Hakata Pier. From there, catch the ferry to
Shikanoshima departing approximately once every hour (schedule
is on pg. 3). The sail time is 33min and one-way adult fare is ¥650.
<Nishitetu Bus> Take # 21 from Tenjin Ynjbinkyoku-mae and
get off at Shikanoshima Shǀgakkǀ-mae (approx. 75min, Adults:
¥500); the buses run approximately once every hour.
Travel Information
The island itself is divided into three
districts: Shika on the southeast, Hiro on
the west, and Katsuma on the north.
Shika is the district where the ferry
terminal is located and connected to
Fukuoka via the Shikanoshima Bridge.

east, you’ll come to Shika-umi Shrine,
which has been blessed as the guardian deity of the sea from
ancient times. Further up on the mountain road, you’ll reach
Shiomi Park, the highest point on the island where you can enjoy
the panoramic view of Fukuoka City from the observation deck.
Though, Katsuma is just around the corner from this point, there’re
few more noteworthy sites to check out before leaving Shika. To
get there, first return to the road, and head in the direction of the
terminal. Eventually, you’ll come to the memorial park for the
discovery of Kin-in called Kin-in Kǀen or the “Gold Seal Park”.
(Note: the Gold Seal is designated as a national treasure, and it is
currently displayed at the Fukuoka City Museum.) Proceeding
northwest along the shoreline of the park, you’ll also find
Mǀkozuka mound, which was built as a memorial tower to pray
and respect for the Mongolian soldiers, who became the prisoners
of war and were executed during the Mongol Invasion in 1274
(Battle of Bun’ei).

Heading further up north from this
location, you’ll enter the district of Hiro, the west region of the island. On every
second and fourth Saturdays from May thru November, a variety of fresh
seafood is available at the Hiro fishery harbour from 2:00pm. Keep in mind,
however, that it closes as soon as all the items are sold; an early trip is
recommended if you’re intending on buying something.
Advancing further out from the harbour, you’ll reach Katsuma district, the
opposite end of the Shikanoshima Bridge where you can enjoy a splendid vista
of the coastal sunset from the Ōsaki Observatory. Kyūkamura Shikanoshima
Inn is located north from this belvedere, and it offers various accommodation
plans as well as having access to the beach and a hot spring. Along the north
side of the coast from the inn, you’ll find Nakatsu Shrine which is said to have
been enshrined as the protectorate god of the ocean since

Seaside Cabana in Shikanoshima
Near from Shikanoshima and Katsuma beaches, several
Japanese cabanas called “umi-no-ie” are open to the public
as a place to get changed, take a shower, rest or grab a bite to
eat. The cost is about ¥1200 per adult and is cheaper if you
only require the use of shower; some cabanas also offer
accommodation for an overnight stay.
