City Manager’s Bi-Weekly Report July 22, 2016 David Biggs, City Manager CITY MANAGER’S OFFICE Social Bite on Sunday! Sunday promises to be a fun and stomach pleasing day with the return of a community festival to Refugio Valley Park in the form of the first annual Social Bite! There will be food, beverages, entertainment and fun on Sunday from 11 AM to 5 PM. The City will also be there to provide residents with a free reusable shopping bag, so be sure to stop by and get yours. Part-Time and Seasonal Jobs with the City The City has numerous part-time and seasonal jobs available including positions which work in our child care programs. A full listing of available jobs can be found at: City of Hercules Jobs. Many of the available positions are ideal part-time work for those in college or home from college for the summer. Sister City Delegation to Visit A delegation of youth and adults from our sister City in Japan, Tsushima, will be visiting Hercules from August 1st to August 4th. The Hercules Sister City Association, local host families, and other supported have a fun and action packed few days scheduled. A delegation from Hercules will make a reciprocal visit in 2017. So if you see some happy and smiling faces in a group moving around town, be sure to say hello. More information on our sister city can be found here: Hercules Sister City Tsushima ADMINISTRATIVE SERVICES DEPARTMENT City Clerk There is a General Municipal Election to be held in the City of Hercules on Tuesday, November 8, 2016 for three City Council Member seats which will expire in 2020. The nomination period opened on Monday, July 18, 2016 at 8:00 a.m. and ends on Friday, August 12, 2016 at 5:00 p.m. If any incumbent does not file nomination papers by the August 12, 2016 deadline or does not qualify, then this period shall be extended for five more calendar days, until 5:00 p.m. on Wednesday, August 17, 2016, for all other candidates (but not incumbents) to file nomination papers with the City. Candidates must be residents and registered voters of the City of Hercules. All nomination papers must be obtained from and returned to Margaret S. Roberts at City Hall. Please contact Margaret to make an appointment, which can take up to an hour. Administrative Design Review Permit #ADRP 16-26 to construct a 700 square foot secondary dwelling unit over a new 4-car garage at 196 Violet Road for Jaime and Susana Godinez CHELSEA WETLANDS UPDATE This Friday the Environmental documents and supporting special studies Appendices (Draft Initial Study and Mitigated Negative Declaration) for the upcoming implementation of the Chelsea Wetlands Restoration project will be available for review and comment on the City’s website at http://www.ci.hercules.ca.us/index.aspx?page=23&recordid=1529&returnURL=%2findex.as px . A Community field meeting will be held on August 8, 2016 at 5:00pm in the field at the corner of Railroad and Sante Fe Avenue to review the project and go over questions the community might have before Council reviews the information at a public hearing in September. The proposed project will consist of restoring tidal marsh habitat, improving flood storage on lower Pinole Creek, and providing recreational opportunities along the existing Bay Trail. The tidal marsh restoration would be accomplished in phases through the excavation of approximately 40,000 cubic yards of fill previously deposited on the site and the installation of an improved box culvert and bridge structure, and removal of the existing 36” wide outflow flap gate culvert that connects to Pinole Creek. Approximately 140 linear feet of an existing 8” on-site sewer line would either be re-located into the east Pinole Creek channel bank or be lowered approximately 10 feet in order to accommodate the placement of the new tidal channel. The project also includes the temporary installation of sheet piling along the northern portion of Pinole Creek to isolate tidal waters from project work and the eventual removal of the sheet piling to allow tidal connection from Pinole Creek to the constructed tidal marsh complex. An 18” drain culvert will also be abandoned in place with a concrete plug end as necessary adjacent to the Bay Trail. A portion of an adjacent 2-acre marsh-upland transitional area owned by the Chelsea-by-the-Bay Homeowners Association (HOA) is incorporated into the design based on a Memorandum of Understanding agreement. Construction is not anticipated until April 2017, but the review of the environmental documents is one of the last steps before finalizing permits with other outside agencies which would allow the project to move forward. PUBLIC WORKS DEPARTMENT Street Grinding at Redwood Road for the Refugio Valley Road Resurfacing Project Pictured is the Bridge Construction over Refugio Creek for the Path To Transit Project Sheetpile Driving for the Pinole-Hercules Water Pollution Control Plant Upgrade Maintenance & Operations – Staff completed their regularly scheduled custodial and facilityrelated tasks in public parks and buildings. They coordinated with the West Contra Costa County Integrated Waste Management Authority on solid waste issues and removed banners for the 4th of July celebration. Staff is also soliciting bids for the Refugio Valley tree trimming, Citywide sidewalk replacements a various locations, lighting repairs in Victoria by the Bay, and path repairs on the Refugio Valley Lake Park oval. The Refugio Valley Tennis Backboard Repair contract has been awarded and is under design. The first order of 1,500 reusable recycled bags are in and are available to Hercules residents. They can be picked up at City Hall, one per household. Engineering –Construction on the $11.7M Path To Transit phase of the Regional Intermodal Transit Center is well underway. The contractor is constructing Bayfront Bridge which will span over Refugio Creek and the new sewer line along Sanderling Drive. The Bay Trail West segment is under design and slated for construction Summer 2017. The developer for the Muir Pointe residential development is now installing the underground utilities. The $46M Pinole-Hercules Wastewater Treatment Plant Upgrade Project is moving forward, the contractor is clearing and grubbing, grading, and installing a sheet pile wall for the new headworks facility. Construction on the $1.1M Refugio Valley Road Rehabilitation has begun and is on schedule to be completed before the start of school in Fall. The contractor replaced 29 ramps has begun the roadwork. Construction is underway on the public improvements for Aventine. A good time will be had by all. 2016-2017 K-5th Grade Before & After School Program: The Before & After School Child Care Program runs during the regular school year (August 22, 2016—June 8, 2017). Our Child Care programs provide a nurturing, caring environment with a variety of age-appropriate activities and events. Our talented, courteous staff are CPR/First Aid certified, with accredited college units and trained in school-age programming to provide the ultimate child care services. Our goal is to create a pleasant, fun, secure, caring environment! There is an annual $100 registration fee per child, a 50% discount is applied to registration fee paid prior to August 1, 2016. 2016-2017 6-8th Grade After School Program: We are now accepting registrations for THE SPOT After-School Program. This is a safe place for Teens grade 6th-8th to come and get help with homework, socialize with friends, play fun group games, watch movies, and much more! Our staff is there to provide assistance in all areas. Annual registration fee is $100 per child with a 50% discount if you register prior to August 1, 2016. Camp Dynamite: Space is limited for the remainder weeks of Camp Dynamite! All campers are having a blast swimming at the Community Swim Center on Tuesdays and Thursdays, having lunch provided on Wednesdays, and fun on site entertainment such as Mad Science visiting! Tuesdays and Thursdays are swim days at the Swim Center! Teens will also enjoy group games, activities, music, movies, and field trips on Wednesday’s and Friday’s! Landeza is a Hawaii Music Award winner and was recently awarded Listen for Life's "Musician of the Heart Award". Auto Burglary On July 6th 2016 at approximately 8:11pm, a HPD Officer was dispatched to the 100 block of Dockside Bay for an auto burglary report. The reporting party stated the burglary occurred sometime between 07-05-16 at 5:00pm and time of call. The front passenger window of his 2007 Hyundai Elantra was shattered and the interior was ransacked. Nothing appeared to be missing. Auto Burglary: On July 7, 2016 at 3:33pm, an Officer was dispatched to Manchester for an auto burglary report. The reporting party said sometime between 10:00pm last night and time of call, an unknown suspect shattered a window of her vehicle a stole her purse from inside. The reporting party’s credit cards were used at a gas station in Rodeo at about 3:20pm today. Miscellaneous Information/Suspicious Activity: On July 7, 2016 at 4:30pm, an Officer responded to the 300 block of Brighton for a report of suspicious activity. The reporting party said, over the weekend, an African American male came to her house and told her he worked for a security company. After the male left, the reporting party called the security company and was told that no one by the name works for their company. Residential Burglary: On July 8, 2016 at 10:45am, an Officer was dispatched to the 100 block of Halsey court for a report of residential burglary. The reporting parties said they had just returned home from a three month long vacation. They found their upstairs bedrooms had been ransacked. The point of entry was a window in the master bathroom. The suspect gained access to the rear yard and then used a patio table as a step ladder to climb into the 2nd story roof area to gain access to the upstairs bathroom window. Vandalism: On July 8, 2016 at 10:56am, an Officer was dispatched to Crystal Circle for a report of vandalism. The reporting party said sometime after 7:00pm last night, an unknown suspect vandalized his gray 2008 Infinity. The suspect hit the victim’s vehicle with an unknown object causing about $1000 in damage. Mail Theft: On July 8, 2016 at 12:48pm, an Officer was dispatched to the 100 block of Starling for a report of theft of mail. The reporting party said they had not received parcels of mail that she verified had been delivered. She also discovered an empty envelope inside her mailbox addressed to her. Driving Under the Influence of Alcohol: On July 8th 2016 at approximately 10:44pm, HPD units were dispatched to the 1500 block of Sycamore Avenue for a dark colored Ford Explorer driving on the wrong side of the road. The vehicle was located parked in front of Roundtable. A 49 year old male was located in the driver’s seat and displayed the objective symptoms of being under the influence of alcohol. The subject was given the Standard Field Sobriety Test. The Preliminary Alcohol Screening Device indicated the subject was above the presumptive limit for the purposes of driving. Jeffrey George Mau, of Richmond, was arrested for Driving Under the Influence of Alcohol. He was cited and released to a responsible party. Violation of a Court/Probation Order: On July 9, 2016 at 12:24pm, Officers were dispatched to a call of a disturbance in the 1200 block of Canterbury. The caller said her adult brother was at his mother’s residence and his mother was there. The son is restrained from being at the house, or contacting his mother. The reporting party was unable to make phone contact with her mother and became concerned. Officers located 47 year old William Brossard walking away from the residence. Officers confirmed there was an active restraining order on file. The subject’s 74 year old mother was contacted at the residence. She stated her son broke her bathroom window trying to get back into the residence and broke a working phone. The mother signed a complainant's arrest form for violating the protective order. William Brossard was arrested for Violation of a Court Order, and taken to the Martinez Detention Facility. Warrant Arrest On July 9th 2016 at approximately 9:05pm, a HPD Officer conducted a traffic stop, of a silver Honda Accord, in the 600 block of Parker Avenue. It was determined that the driver, 34 year old Wade Phillip Green of Hercules, had an outstanding no cite warrant held by Pleasant Hill PD. Green was taken into custody and transported to the Martinez Detention Facility. Solo Vehicle Collision On July 9th 2016 at approximately 11:05pm, a HPD Officer located a disabled vehicle in the area of Refugio Valley Road and Pheasant Drive. The 18 year old male driver, was traveling southbound on Refugio Valley Road and collided with the electronic sign. He was not injured. Petty theft; Trespassing; Probation Violation: On July 10, 2016 at 8:40 pm, Hercules units were dispatched to the 100 block of Dunham for a subject in the backyard. Prior to our arrival the subject had left, through the side gate, with one of the families bicycles. An officer located the subject, 35 year old Joshua Zamora, of San Francisco, with the bike in the 100 block of Woodfield. Zamora and the bike were identified by a witness, in an infield line-up. Zamora was arrested and transported to the Martinez Detention Facility. Follow-Up on Auto Burglary/Possession of a Controlled Substance/Probation Violation: On July 11, 2016 at 11:2 am, a Detective did follow-up on an Auto Burglary which occurred July 6, 2016, on Manchester. He checked the area around Rodeo looking for the suspect vehicle (Black 7 series BMW). The Detective located a Black ’04 BMW 745i, parked on California Street at Trigger Road. The vehicle matched the description of the suspect vehicle seen on surveillance video footage. The Detective did surveillance of the 745i and saw a 19 year old male, of Rodeo, approach the vehicle. The subject was found to be on searchable probation. The male had the ignition key, to the745i, in his possession. The subject also had a prescription pill bottle, with no prescription label, in his pants pockets. The pill bottle contained a substance believed to be a narcotic. The subject was arrested and transported to HPD. Several items, believed to be stolen property, were found inside the 745i and seized. However, none of the items were confirmed as stolen as of yet. The subject was released pending further investigation. Violation of a Court Order: On July 11, 2016 at 1:04pm, an Officer was dispatched to Cigarette City, 1511 Sycamore Avenue to take a report for a violation of a restraining order. The reporting party said her ex-husband called her work phone (Cigarette City) on July 6, 2016, in violation of the restraining order. She desired prosecution and signed a Citizen’s Arrest form. Miscellaneous Incident: On July 11, 2016 at 4:01pm, an Officer was dispatched to a lobby detail regarding a miscellaneous custody issue regarding a 16 year old girl, who doesn’t want to live with her Father (He has custody). Advice was given. Supplement to Runaway Juvenile/Temporary Custody of a Juvenile: On July 11, 2016 at 5:27 pm, Hercules Officers were dispatched to Big Lots, 1551 Sycamore Avenue for a report of juveniles running around inside the store causing a disturbance. Officers contacted a14 year old, and a 15 year old female. The 14 year old was in possession of a debit card, not in her name. She said she found it in Hercules two days ago. The owner of the debit card stated it was taken in an unreported robbery in El Cerrito. She was released pending further investigation. The 15 year old was listed in the Missing and Unidentified Persons System, as a runaway. She was last seen on June 22, 2016. Officers were unable to contact the female’s family, as they are out of the area. Officers took custody of the female and contacted Child Protective Services to have them take temporary custody of her since no family was available to pick her up. $20,000 Felony Warrant arrest: On July 11, 2016 at 8:39 pm, Hercules Officers went to the 100 block of Azalea and arrested 22 year old Denial Sanchez for a warrant issued July 6, 2016. He was transported to the Martinez Detention Facility. Detective Callout: On July 11, 2016 at 10:30pm, a Detective went to the Hayward Police Department to interview 68 year old William Jackson, of Hayward. Jackson was arrested on an outstanding Probable Cause warrant on a Hercules case. Following the interview Jackson was cited, and released, for check fraud and misdemeanor burglary. Stolen Vehicle: On July 12, 2016 at 12:27pm, an Officer was dispatched to the 2100 block of Railroad Avenue to take a stolen vehicle report. The reporting party said an unknown suspect stole her Tan ’02 Cadillac Escalade sometime between 8:30pm last night and 10:30am today. The Escalade was parked on Sycamore Avenue just west of Promenade Street. Criminal threats; Brandishing: On July 12, 2016 at 9:18, Officers were dispatched to the 1600 block of Partridge. The reporting party said he and a friend went to the address to pick-up his property. Some of the property was waiting for him outside. The reporting party texted the resident, requesting he be allowed to collect additional items. The resident came out of the house and ordered the two men off his property. When they did not leave quickly enough he threatened them with a piece of pipe. Auto Burglary: On July 13, 2016 at 9:10am, an Officer was dispatched to Amber Court to take an auto burglary report. The reporting party said an unknown suspect shattered the right front window of his Gray ’06 Mazda 6 sometime between 7:00pm last night and 9:00am this morning. Identity Theft: On July 13, 2016 at 12:12pm, an Officer was dispatched to a lobby detail regarding an identity theft. The reporting party stated she discovered four fraudulent transactions on her credit union’s checking account. Four fraudulent transactions occurred at a Target store in Cerritos, CA. Outside Assist to CHP: On July 13, 2016 at 3:16pm, an Officer was flagged down by at the E/B I-80 off-ramp (Loop) regarding a pick-up truck that just went down the embankment. The Officer located a White ’96 Nissan truck with front end damage. The truck was occupied by a lone adult driver. The driver displayed objective symptoms of being under the influence of alcohol. CHP arrived and took over the investigation. Found Property On July 13th 2016 at approximately 8:08pm, a HPD Officer was dispatched to the 100 block of Jacaranda Court for a bicycle that had been on the front yard of a residence for the past week. The Officer was unable to determine who the owner was and collected the black/red/white mountain bike for safe keeping. Petty Theft On July 13th 2016 at approximately 9:54pm, a HPD Officer was dispatched to the 100 block of Zephyr Court for a theft report. The reporting party stated that his black Schwinn multispeed bike with a child seat on the rear, was taken from in front of his residence sometime within the last one and half hours. Grand Theft On July 14th 2016 at approximately 3:39am, a HPD Officer was dispatched to the 100 block of Garnet Court for a theft report. The reporting party stated an unknown suspect(s) took tools from his 2005 Ford F-150. The suspect(s) also took stock stereo/GPS from his daughter’s unlocked 2009 Nissan Altima. The thefts occurred sometime between 10:00pm and the time of call. Auto burglary: On July 14 2016, at 2:21pm, a Report was taken for a window smash that occurred to a vehicle parked in the driveway in the 400 block of Turquoise Drive. Auto burglary: On July 14, 2016, at 10:21am, a Report was taken for a window smash that occurred to a vehicle parked in the 500 block of Turquoise Drive. Time frame 10:30 pm Wed – 9 am Thurs. Auto burglary: On July 14, 2016 at 5:40pm, an Officer responded to the 100 block of Ruby to take an auto burglary report. The reporting party’s Ford pickup was broken into between July 13th, at 19:30pm and 9:30am this morning. Vandalism On July 14th 2016 at approximately 8:13pm, a HPD Officer was dispatched to a business in the 3700 block of San Pablo Avenue for report of vandalism. A Kinder’s employee stated that someone had tagged the word “zubs” on the hallway walls and the inside of the men’s restroom. The 22 year old male suspect is known to the business. They did not desire prosecution. The business wished to have the suspect apologize and clean up the graffiti. The suspect was contacted and agreed to comply with Kinder’s wishes. Report taken for documentation only. Graffiti vandalism: On July 15, 2016 at 9:10am, and Officer responded for a report of graffiti at Shell Gas Station’s bathroom and dumpster area located at 3900 San Pablo Avenue. The tag “zubs” was the same that occurred at Kinder’s. The business does not want prosecution as long as the suspect cleans up the graffiti. A case was taken for documentation. Identity theft: On July 15, 2016, at 1:59pm, an Officer responded to the 100 block of Aspen for an identity theft report. The victim advised that their Chase VISA card number was compromised and approximately $9000 of unauthorized charges were posted to the account. The charges appears to originate out of Ontario Canada. Provide False ID: On July 15th 2016 at approximately 8:37pm, a HPD Officer conducted a traffic stop, on a white BMW, in the area of Linus Pauling Drive and San Pablo Avenue. The driver identified himself via New York ID card. A records check revealed that the subject had an expired CA DL but the photo, associated with the CA ID card, did not match the subject. The driver was subsequently identified as 34 year old Jimmy Bruce Marquis of San Francisco/Hercules. Marquis was arrested for providing a false ID. At the conclusion of the interview Marquis complained of adnominal pain due to a recent surgery. He was transported to the County Regional Medical Center. He was released from custody, pending charges from the DA’s Office. Petty Theft On July 16th 2016 at approximately 12:54am, a HPD Officer was dispatched to the 1000 block of Gardenia Loop for a theft of a cell phone that occurred at in the 3900 block of San Pablo Avenue. The reporting party stated his iPhone 6 was taken sometime earlier during the day. He was able to track it to the area of Trigger Road but then the phone was shut off. No suspect information available Petty Theft: On July 16, 2016 at 2:38pm, an Officer was dispatched to the 100 block of Oak Court to take a petty theft report. The reporting party said an unknown suspect stole some new safety equipment (with Home Depot receipt) from the dashboard of his unlocked work pick-up truck. The theft occurred yesterday, between 1:00pm to 5:00pm while the truck was parked on Refugio Valley Road across from Hercules High School. The reporting party was notified, by Home Depot, that an unknown suspect had used the stolen receipt to return his stolen new safety equipment to the Concord Home Depot. Vandalism: On July 16, 2016 at 4:02pm, an Officer was dispatched to the Refugio Valley Park Tennis Courts to take a vandalism report. The reporting party said her Brown ’16 Honda Accord was just vandalized (keyed) along the right rear quarter panel by an unknown suspect. Stolen Vehicle/ Occupied: An Officer ran a license plate on a 06 Ford Fusion white, which was parked at the gas pump at Shell gas station. The vehicle had been reported stolen out of Fresno on 7-12-16. The driver: 23 year old Aaron Hicks, of Fresno, was arrested for driving a stolen vehicle and transported to Martinez Detention Facility. Driving under the influence of alcohol: An Officer made a traffic stop on a 00 Dodge Ram with no front plate. The driver: 49 year old Renwick Gibbs was contacted and showed objective symptoms of alcohol intoxication. He was given the Standard Field Sobriety Test. The Preliminary Alcohol Screening device indicated Gibbs was over the presumptive limit for the purposes of driving. He was arrested for Driving Under the Influence of Alcohol. He was later cited and released to a responsible party. Violation of a Temporary Restraining Order: On July 17, 2016 at 9:36am, Hercules Officers were dispatched to the 100 block of Paradise, for a report of a court order violation in progress. Reporting party stated she has a Temporary restraining order against one of her neighbors. The neighbor was currently kicking her front door, in violation of her TRO. Officers arrived but didn’t find the suspect. The reporting party requested prosecution against the suspect. The front door frame sustained damage as a result of the suspect kicking the door. The officer later made contact with suspect, via telephone, and she denied being at the victim’s front door Public Intoxication: On July 17, 2016 at 9:47am, Hercules Officers were dispatched to Refugio Valley Road at Southwind Drive for a report of an intoxicated adult male who just stumbled out of a Green sedan. Officers located the male lying on the sidewalk approximately 50 feet east of a parked Green ’97 Toyota Corolla. 54 year old Palvinder Singh showed objective signs of alcohol intoxication. Singh was belligerent and refused to answer questions. He was arrested for being drunk in public. He was transported to the Martinez Detention Facility. Supplement to Auto Burglary case: On July 17, 2016 at 2:00pm, a Rodeo resident came to HPD to turn in property she found along the walking path/park area in Viewpoint. The property belonged to a Hercules resident (Manchester). The found property had been inside a wallet that was taken out of a vehicle during an auto burglary on July 11, 2016. The property owner was contacted and responded to HPD to pick up her recovered property. Vandalism: On July 17, 2016 at 4:21pm, an Officer was flagged down by a resident who lives in the 100 block of Paradise. She just discovered her Tan ’00 GMC Yukon had the right front windshield shattered by an unknown suspect. The Yukon was parked on Pebble Bay near Victoria Crescent West. The vandalism to her vehicle occurred today between 9:30am – 4:20pm. Hit and Run: On July 17, 2016 at 5:03pm, an Officer was dispatched to the 700 block of Turquoise Drive to take a report for a hit and run. The reporting party discovered her Blue ’07 Ford Crown Victoria was the victim of a hit and run. The incident occurred sometime between 7:00pm last night and 5:00pm today. The Crown Victoria had damage to the left. Driving under the Influence: On July 17, 2016 at 10:23pm, an Officer stopped a Black Honda Accord, for having a headlight out, on SR 4 at I-80. The driver, 32 year old Boris Portal of Richmond, showed objective signs of alcohol intoxication. Portal was given the Standard Field Sobriety Test. The Preliminary Alcohol Screening device indicated the subject was above the presumptive limit, for the purposes of driving. Portal was arrested for driving under the influence and transported to the Martinez Detention Facility. Felony Evading: On July 17, 2016 at 11:22pm, an Officer observed a newer black Ram truck drive out of Creekside shopping center’s east exit. The Officer attempted a traffic stop, for white light to the rear. The truck made an immediate U-turn at Heather and began to accelerate. The truck ran stop signs and red lights on Sycamore Avenue before turning N/B on San Pablo Avenue. The truck turned onto state route 4 and then onto w/b I-80. The Officer lost sight of the vehicle and discontinued the pursuit. Commercial Burglary: On July 18, 2016 at 2:40am, an Officer observed one of the lower windows, at Mountain Mike’s Pizza, shattered. The management responded and unlocked the building. A check of the interior was completed and a broken hammer was located along with some visible damage to the safe. Supplement to Violation of a TRO: On July 18, 2016 at 8:32am, an Officer was dispatched to the 100 block of Paradise Drive for a report of a Battery that occurred earlier this morning. The reporting party said a neighbor, who she has a Temporary Restraining order against, spit on her. Officers contacted the neighbor, who denied spitting on the reporting party. The neighbor stated the reporting party spit on her. Officers determined that the Temporary Civil Harassment Order (TRO) had not been served (no proof of service). Officer served the neighbor with the TRO and signed the proof of service. The neighbor was given a copy of the TRO. Identity Theft: On July 18, 2016 at 9:52am, an Officer handled a lobby detail regarding an identity theft. The reporting party said on 07/05/16 she received an email from Chase Bank stating they were mailing her new credit card to an address on Forest Run. The reporting party contacted Chase Bank and told them she didn’t live at that address nor did authorize anyone to request a credit card on her behalf. Chase Bank was able to have the credit card recalled and the credit card was cancelled. Mental Health Evaluation: On July 18, 2016 at 11:58am, Hercules Officers were dispatched to Wells Fargo Bank for a report of a suspicious person. A 17 year old male was inside the Bank that wanted to speak to the Police. The male then left the Bank prior to officers arriving. An officer contacted the male walking near Metro PCS, in the Creekside Center. The male thought he knew the street where he was staying, but couldn’t provide a good address, and he had no identification on his person. After talking to the male, the officers determined he met the criteria for a Mental Health Evaluation. He was transported, by ambulance, to the County Regional Medical Center. Petty Theft: On July 18, 2016 at 5:01pm, an Officer was dispatched to a lobby detail to take an auto burglary report. The reporting party said an unknown suspect gained entry into her unlocked White ’04 GMC Yukon while it was parked in the visitor’s parking area, in the 100 block of Glenwood. The theft of occurred sometime between this past Friday, 07/15/16 and Sunday, 07/16/16. The unknown suspect used a stolen credit card to purchase dog food and other items at PetSmart in Pinole. Identity Theft (BobCop): On July 19, 2016 at 7:59am, an Officer handled an online police report regarding an identity theft. The Hercules resident stated she received an alert from the Office of Personnel Management (OPM) stating a credit card account had been opened in her name. Petty Theft (BobCop): On July 19, 2016 at 8:17am, an Officer handled an online police report regarding a petty theft from an unlocked vehicle. The Hercules resident stated an unknown suspect gained entry into his unlocked Black ’11 Ford Fiesta which was parked in his driveway in the 200 block of Obsidian Way. The theft occurred sometime between 3:00am and 4:00am on 07/14/16. Lost Property (BobCop): On July 19, 2016 at 8:31am, an Officer handled an online police report regarding lost property. The Hercules resident stated he lost his NICOP (National Identity Card for Overseas Pakistani) while he was travelling from Pakistan to the USA in September of 2015. Petty Theft (BobCop): On July 19, 2016 at 8:55am, an Officer handled an online police report regarding the theft of 3 packages from the 400 block of Turquoise Drive. The reporting party stated an unknown suspect stole 3 packages (GPS Tracked), which were delivered by USPS, to her front door/porch on June 28, 2016 at 5:28 p.m. The reporting party arrived home at 10:30pm and discovered her 3 packages were missing/stolen. Identity Theft (BobCop): On July 19, 2016 at 8:55am, an Officer handled an online police report regarding an identity theft. The reporting party stated an unknown suspect opened an unauthorized Target credit card account in her name on June 5, 2016. The reporting party also found an unauthorized transaction on her Macy’s credit card. She also discovered an unknown suspect opened an unauthorized Express credit card account in her name on June 3, 2016. Mail Theft (BobCop): On July 19, 2016 at 9:18am, an Officer handled an online police report regarding the theft of mail. The Hercules resident stated an unknown suspect has stolen numerous pieces of mail from her mailbox between December 30, 2015 and June 21, 2016. Identity Theft (BobCop): On July 19, 2016 at 9:33am, an Officer handled an online police report regarding an identity theft. The reporting party stated an unknown suspect used his credit card account and name to purchase items from Walmart.com. Found Property: On July 19, 2016 at 9:40am, an Officer was dispatched to a lobby detail regarding a found property. A Hercules resident turned in a California Identification Card, Social Security Card, and a State of California benefits card all belonging to another person. The items were found near the Railroad tracks. The Officer attempted to locate a contact the property owner but was unable to find an address or telephone number. The found items were placed into Evidence for Safekeeping. Property turned in for Destruction: On July 19, 2016 at 10:50am, a Supervisor helped a resident facilitate turning in a pistol and an air rifle for destruction. A box of shotgun shells was also turned in for destruction. Outside Assist – Pinole P.D.: On July 12, 2016 at 6:01pm, an Officer was dispatched to a lobby detail regarding an adult male who wanted to talk to Officers regarding restraining orders against him. Pinole PD requested the subject be detained, in a case they were working. A Pinole Officer responded and arrested the subject on Pinole charges. Grand Theft (BobCop): On July 12, 2016 at 6:17pm, an Officer handled an online police report regarding a theft of a laptop computer from Starbucks, 3700 San Pablo Avenue. The Union City resident stated he was at Starbucks and got up from a table to pick up his coffee order. When he returned to his table his Black laptop bag, small laptop computer with dual screens and assorted laptop and cell phone cords/cables were missing/stolen. He stated he looked around for about 10 minutes and asked the employees if they saw what happened to his property. Felony Evading: On July 19, 2016 at 11:47pm, an Officer observed a newer maroon sedan, travelling s/b on Willow Avenue near SR 4, pass him speeding with its headlights off. He made a U-turn and caught up to the vehicle and attempted a traffic stop near Claey’s Ranch. The maroon Sedan, with Arizona plates, began to accelerate and passed a vehicle on the left over the double yellow lines and then drove through the stop sign in front of Claey’s Ranch. The Ford Probe accelerated to approximately 80 mph on e/b SR 4. The officer lost sight of the vehicle near Franklin Canyon Golf Course and the reacquired sight of him near Cummings Skyway before losing sight again. The Officer terminated the pursuit. Pick-up Marin County Jail: On July 20, 2016 at 2:16am, an Officer went to the Marin County and picked up 35 year old Pique, Treon, of Rodeo, on a 2015 Hercules warrant. He was transported to the Martinez Detention Facility. Non-injury Collision/Driving Under the Influence of Alcohol: On July 20th 2016 at approximately 8:34pm, HPD Officers were dispatched to the area of Sycamore Avenue and Willow Avenue for a vehicle into the hillside. Upon arrival, Officers observed a Lexus GX470 and a Range Rover that were involved in a collision. Both drivers appeared to be uninjured and declined medical attention. The driver of the Lexus was turning westbound on to Sycamore Avenue from southbound Willow Avenue. The Lexus went into the eastbound lanes of Sycamore where she struck the Range Rover head on. The driver, of the Lexus, 32 year old Thao Kin Nguyen of San Pablo, displayed objective symptoms of being under the influence of alcohol, and or drugs. The Standard Field Sobriety tests were conducted. The Preliminary Alcohol Screening device indicated Nguyen had alcohol in her system. She was arrested for Driving Under the Influence of Alcohol and or Drugs. She was cited and released to a responsible party.
