MESSAGE FROM THE REGIONAL DIRECTOR
It is my utmost pleasure and privilege to present the CY 2014 accomplishments of the Department of
Science & Technology Regional Office No. III (DOST III). The year 2014 proved to be another eventful and
successful year for DOST III and such success could not have been possible without the usual concerted efforts
of the regional and provincial staff of our office. Their continuing collective dedication, determination and hard
work to carry out our agency’s mandated services deserve my greatest commendation.
We in DOST-III have always believed that Science & Technology can and will accelerate the country’s
productivity, create more jobs especially in the countryside, and build and maintain a better environment for every
Filipino. For us, this means employing S&T to come up with new and better products, processes, services and
systems that will ultimately improve the lives of our countrymen. Our services have, therefore, been geared
towards the attainment of these aspirations.
As in years past, the Small Enterprise Technology Upgrading Program or SETUP is our key mechanism
for technology transfer and commercialization. SETUP enables our small and medium enterprises (SMEs) in
Region III to boost their productivity and competitiveness and thereby contribute to the region’s robust economic
growth. Through the program, DOST-III was able to assist 50 SMEs to adopt 145 technology interventions by
investing the amount of PhP 42.3M for the acquisition of appropriate technologies. To further support our
technology transfer efforts, the regional office likewise provided PhP 5.6M from our Regional Grants-In-Aid
(GIA) funds, mainly to pursue community-based projects that will spur economic activities in the rural areas of
the region and also to provide assistance to higher education institutions to pursue researches that will address
regional socio-economic concerns and problems.
On the other hand, our S&T Services program provides support to our technology transfer projects by
offering our technology adoptors with a range of services intended to identify or diagnose their technological
constraints and recommend the appropriate interventions. These services are provided through our technical
consultancy, technology trainings, and laboratory testing and analyses. Technical consultancy programs such as
MPEX and CAPE are our banner programs that have assisted SMEs and farmers in Region III. 18 SMEs were
assisted through our MPEX program while 20 cluster of farmer-beneficiaries benefitted from the CAPE program
in 2014. 193 trainings were also conducted for 4,560 participants benefitting 449 firms. Other technical
consultancy services provided by the regional office include food safety, energy systems optimization and biogas
production. The DOST III Regional Standard and Testing Laboratory was able to serve the testing and
calibration requirements of 1,072 client and 790 firms in the region.
DOST III actively participated in the conduct of the 2014 National Science & Technology Week held
on July 24-28, 2014 at the SMX Convention Center, Mall of Asia Complex in Pasay City and the South Luzon
Cluster S&T Fair conducted on August 18-20, 2014 in Legazpi City, Albay in the Bicol Region. The activity
was highlighted by technology seminars and fora, exhibits as well as S&T quiz contests. We have also been
working vigorously in the implementation of the S&T scholarship program acknowledging that the creation of a
critical mass of qualified S&T human resources is necessary to support and sustain regional development. 56
DOST scholars in the region graduated last SY 2013-2014 while 325 scholarship applicants qualified for the
2014-2015 batch of scholars.
Our continuing ISO 9001:2008 certification and ISO/IEC 17025:2005 laboratory accreditation to put
in place and maintain a Quality Management System allows us to provide quality S&T services to our customers
and stakeholders.

We could not have done all of these without the able support and cooperation of our regional partners
so allow me the opportunity to thank our various stakeholders in the region for their sustained support that made
possible the fruitful collaborations and partnerships that bring about socio-economic development in our beloved
Central Luzon.

DOST III PROFILE
The Department of Science and Technology (DOST) is the premiere science and technology body in the
country charged with the twin mandate of providing central direction, leadership and coordination of all
scientific and technological activities, and of formulating policies, program and projects to support national
development. It was created on January 30, 1987 by virtue of Executive Order No. 128 which expanded the then
National Science and Technology Authority into the DOST. The DOST has regional offices as its implementing
arm nationwide which carry out the laws, rules, regulations, policies, plans, programs and projects of the
department in their respective areas of responsibility.
Like its counterparts in the different regions of the country, the DOST Regional Office No. III provides
effective and efficient S & T services to the people of the region. It coordinates with other government agencies
and with the local government units in Central Luzon on S & T matters. The projects and services of DOST III
are carried out through the major S&T programs such as (a) Technology Transfer and Commercialization; (b)
Science and Technology Services; and (c) S & T Information , Education & Promotion. Majority of the projects
being implemented in the region are further classified under innovation system support; testing, analysis and
calibration; packaging, labeling and consultancy services and technology training, information dissemination,
promotion and education.
Technology as a foundation for economic development guided the formulation of the National Science
and Technology Plan (NSTP) 2002-2020. The NSTP sets the S&T vision over the short, medium and long term
time frames. Over the short-term, most of the major programs implemented in the region are coursed through the
Small Enterprise Technology Upgrading Program or SETUP, the Grants in Aid Program, TAPI Venture
Financing, Manufacturing Productivity Extension Program (MPEX), Consultancy for Agricultural
Productivity Enhancement (CAPE), and the S & T Scholarship Program.
DOST III is mandated to support local scientific and technological initiatives, develop local capacity to
achieve technological self-reliance, and promote public and private sector partnership to take productive roles in
research and development (R&D) activities.
To further ensure the continuous delivery of efficient and effective service in the region, DOST III
strived to establish, implement and maintain a quality management system in conformance with ISO 9001:2008,
thus a recertification from the Certification International Philippines, Incorporated (CIPI) was obtained last
December 11, 2012 with the next reassessment scheduled for October 2015.
The DOST III is headed by Regional Director Victor B. Mariano, DBA. There are two (2) divisions in
the regional office, namely: the Technical Operations Services and the Finance and Administrative Services. The
Technical Operations Services is headed by Assistant Regional Director (ARD) Wilfredo F. Sibal who supervises
the operations of the Regional Technical Services. The Regional Director, on the other hand, oversees the
Provincial S&T Centers which are headed by the Provincial Science and Technology Directors. The Finance and
Administrative Services is headed by Assistant Regional Director (ARD) Belen Q. Garcia who supervises the
Budget, Accounting, Cashier, Supply, Human Resource Management and the General Support Services.
The total personnel complement of the regional office as of December 31, 2014 is 80, made up
of 36 DOST-3 regular plantilla positions, 8 TELOF plantilla positions, 15 SETUP contractual staff, 10
contractual project staff, 10 job order personnel and 1 detailed employee from TSU.

TECHNOLOGY TRANSFER and COMMERCIALIZATION
I.
Small Enterprises Technology Upgrading Program (SETUP)
Under the Small Enterprise Technology Upgrading Program (SETUP), DOST III was able
to assist 50 small and medium enterprises (SME’s) to boost their productivity and competitiveness.
A total of 139 S&T interventions were provided encompassing projects involving enhancement of
environment and waste management systems; generation of new knowledge and technologies; and
productivity improvement through product quality and production process upgrading of SME’s and
stakeholders in the food processing; furniture; gifts, housewares and decors; marine and aquatic
resources; and metals and engineering.
The amount of PhP 42.3M was released to enable 50 project beneficiaries adopt
technological innovations.

Another major program under Technology Transfer and Commercialization is the Grantsin-Aid (GIA) program which amounted to P5.6 million and was used to support various programs

Testing and Calibration Services
Since 2009, the DOST-III Regional Standards and Testing Laboratory or RSTL has been
an ISO/IEC 17025:2005 accredited testing laboratory for food and water. The testing services being
offered are served through the Microbiological and Chemical Testing Laboratories. Food processors,
manufacturing firms, water refilling stations, LGUs, students and researchers make up the bulk of
the RSTL’s clientele base.
In2013, the calibration and testing services of the Metrology and Instrumentation
Laboratory (MIL) were also accredited. The Metrology and Instrumentation Laboratory (MIL) was
established to assist LGUs, SMEs and manufacturing firms in the region for their
calibration/testing requirements for weights and balances and pressure and temperature
instruments, among others. MIL is also capable to serve the volumetric calibration needs of gasoline
stations and road tankers. The Tollways Management Corp. (TMC) regularly has their speed
detectors used along the NLEX and SCTEX calibrated by the MIL.
With the approval of the project “Setting-Up of One-Stop Shop Laboratory Services for
Global Competitiveness (OneLab)” and Year 3 implementation of the project on “Strengthening of
DOST Regional Metrology Laboratory Services”, the RSTL took on a more significant role in the
development of SMEs in the region. Project OneLab aims to transform the RSTL into a customerpreferred laboratory through world class services at par with other laboratories outside the
Philippines through infrastructure development and personnel competency training. With the
imminent integration of the ASEAN community through ASEAN 2015 wherein the ten membernations would be transformed into a single market and production base characterized by the free
flow of services, goods, investments, capital and skilled labor, this project is expected to provide the
means by which the RSTL can capture some of these potential markets.

firms availing of various testing and analytical services. For the year 2014, the three laboratories
were able to collect fees amounting to PhP 1,933,008.00.

Packaging and Labeling Services
One of the S&T Services being provided by DOST-III to the MSMEs is Packaging and
Labeling. Technical services being extended are in the form of consultancy, training, seminar, and
development of packaging & label designs.
Clients are oriented on appropriate packaging materials and labeling requirements to be used
in their respective products. This would entail better product packaging and more attractive label
designs notwithstanding the compliance of the products to standard information requirements.
Firms which were rendered with the Packaging and Labeling Services of DOST-III
experienced productivity improvement in terms of sales, production and employment. DOST-III
developed 99 packaging & label designs to 30 firms and penetrated 30 new markets due to improved
packaging of products.

Technical Consultancy and Trainings

DOST-III aims to improve the over-all productivity of its beneficiaries thru the provision
of technical consultancy services and conduct of technical trainings.
The implementation of the Manufacturing Productivity Extension Program (MPEX)
program benefited 18 firms located in the region. Thru the MPEX program, DOST-III fields
productivity consultancy teams composed of industrial engineers and experts to undertake
productivity consultancy services to the identified firm-beneficiaries to attain higher productivity
through improvements in the overall operation of the firms.

For the agricultural sector, the Comprehensive Agricultural Productivity Enhancement
(CAPE) program was implemented to 13 clusters of farms comprising 20 farmer beneficiaries in the
region. The program fields productivity consultancy teams composed of agri-experts to undertake
productivity consultancy services to the identified farm-beneficiaries to institute effective
management strategies to improve agricultural productivity in their farms.

potential energy efficiency and energy conservation opportunities. This will enable firm-beneficiaries
to implement system efficiency improvements that would result in savings in energy cost. The

Engagements
Technology Training
Responding to the technology concerns of individuals and MSMEs in the region, DOSTIII has provided numerous trainings on various fields of expertise. In partnership with the private
sector, local government units, other government agencies and DOST institutes and councils, DOST
III was able to collectively facilitated the conduct of 193 trainings for 4,560 participants and
benefited 449firms.
Generally, these trainings aim to help improve the productivity and product quality of the

Programs undertaken in this function area are aimed towards nurturing a science culture.
S&T Scholarships
At the beginning of the year, there were 535 on-going scholars enrolled in various higher education
institutions in the region. Of these, a total of 56 scholars graduated at the end of school year 2013-2014.
A total of 2,245 fourth year high school students submitted their applications for the scholarship examinations
to select the new batch of scholars for school year 2014-2015. Of these, 325 successful applicants qualified to
take up four or five year baccalaureate degrees in identified S&T priority courses.
DOST scholars are entitled to receive monthly stipends, book allowance, transportation allowance (for
those studying outside their home region) and tuition fees. For 2014, a total of PhP 32,580,783.10 was released
to cover the abovementioned scholarship privileges.
As part of their contractual obligation as DOST scholars, graduates are required to render service in the
country equivalent to the number of years which a scholar enjoys the scholarship. Upon completion of the required
service obligation, a scholar is granted final clearance from the scholarship program. A total of 20 scholargraduates applied for and received their certification of final clearance from the scholarship program in 2014.
S&T Library and Information Services
There were a total of 1,129library users composed of students, entrepreneurs and other researchers and
professionals who visited the Regional S&T Library last year. As part of the effort to create and maintain online
presence, titles of investigatory projects were uploaded into the DOST3 website under menu on library services.
Researchers can view the titles of science investigatory projects grouped per category through the website and can
visit the regional library to read the whole research article.
S&T Promotion and Advocacy
The biggest activity undertaken by DOST3 in S&T promotion and advocacy for 2014 was its
participation in the Southern Luzon Cluster Science and Technology Fair which was conducted last August 1820, 2014 at the Ibalong Centrum for Recreation, Tahao Road, Legazpi City. The fair was highlighted by seminars,
technology fora, exhibits, contest on disaster prevention and mitigation and high school quiz contest. The cluster
S&T fair and exhibits brought together four (4) DOST regional offices, which included the National Capital
Region and Regions III, IV-A and IV-B. The activity was aimed at showcasing significant S&T developments
and how these impact on the lives of ordinary Filipinos.

Nationwide Dengue Vector Surveillance
258 public elementary and secondary schools in Region 3 served as sentinel schools. These are the schools
that send regular reports to the project website and have High OLTRAP Index in the prior year implementation
of the project. A Re-Orientation and Refresher Training of OLTRAP was also conducted last June 2014 at the
DOST-III Conference Room for all the DepEd Dengue Division Coordinators and Teacher Coordinators as well
as representatives of other partner agencies like DILG and DOH.
20 schools from among the 258 schools in Region 3 received Plaques & Certificates of Recognition for
being outstanding implementors. The criteria used in choosing the best sentinel schools include the following: (a)
Weekly updating of the school data on the website; (b) Coming up with best practices; (c) Efforts done to lower
the OL Index in the school. DOST-III conducted regular monitoring and surprise on-site visits to validate their
accomplishments.
Lastly, DOST-III was adjudged as the national winner for the Best Project Implementor for the
“Nationwide Dengue Vector Surveillance” project.
Deployment of Early Warning Systems in Disaster-Prone Areas (DEWS Project)
In response to President Aquino's instructions to put in place a responsive program for disaster
prevention and mitigation, specifically, for the Philippines' warning agencies to be able to provide a 6-hour leadtime warning to vulnerable communities against impending floods and to use advanced technology to enhance
current geo-hazard vulnerability maps, the Real Time monitoring of Nationwide Operational Assessment of
Hazards (NOAH) was launched by the Department of Science and Technology.
Integral to the NOAH Program are the “Emergency Distribution of Hydrometeorological Devices in
Hard-Hit Areas in the Philippines (HYDROMET)” Project for CY 2012-2014 and the “Deployment of Early
Warning Systems (DEWS) in Disaster-prone Areas” for CY 2014-2017.
Through the projects, additional automated rain gauges (ARGs), water level monitoring stations
(WLMS) and tandem (ARG with WLMS) devices will be distributed and installed nationwide with priority
given to areas within the 18 major river basins of the country. Data obtained through these devices will be
incorporated in PAGASA’s models and in the ongoing research and development work under the NOAH Program,
which aim to enhance disaster management through automation of processes and in the use of latest technologies.

For the year 2014, DOST III financial resources amounted to PhP 93.1 million. The region’s financial
resources included approved appropriations per the 2014 General Appropriation Act (PhP 82.1 million), funds
transferred from other DOST Councils and Institutes (PhP 1.9 million), Continuing appropriation (PhP
1.1million) and funds from the Special Purpose Fund (PhP 8 million).
The Special Purpose Fund released by the Department of Budget and Management includes salary
increases, terminal leave benefits and other personnel benefits with the corresponding increases in government
share.
Overall Fund utilization for the year was 97.14%.
