This is due in part to how many developments we witnessed in our sector throughout 2015. Last year forced the Council to pivot from its traditional role of improving academic performance at ACICS member institutions and our own quality assurance mechanisms, to defending our place in the higher education accreditation structure. ACICS experienced a near tidal wave of unexpected events for private, independent learning institutions. Politics took center stage as the presidential election began to heat up in earnest, the U.S. Department of Education took a strong role in forcing the sale or closure of some ACICSaccredited institutions, and the general cost of higher education became a national debate. As our re-recognition cycle with the Council for Higher Education Accreditation (CHEA) and the Department reaches its culmination in 2016, there has never been a more critical period in ACICS’s history. My entire life has revolved around career colleges. My father, my uncle, and my cousin have owned and operated colleges in Florida, Pennsylvania, and other states during the last five decades, and I have proudly served on the Board of ACICS since 2010. My father didn’t pressure me to follow in his footsteps. I pursued this endeavor because of the tangible impact on human lives that I didn’t witness in other professions. Access was a belief that my family’s postsecondary schools lived by and it’s what inspires me today. Access to a better job. Access to home ownership. Access to the most basic luxuries that many of us take for granted. For example, I once had a former student come back to thank me. For what? For securing a job that offers him his first paid lunch break, his first vacation, and his first sick leave …ever. His pride and appreciation for how a college degree changed his life is what motivated me during some of the more challenging times the Council faced during the past year. ACICS has been enhancing its review of member institutions since I joined the Board in 2010 – well before the cost and value of a college education became a part of the cultural dialogue. Despite increasing pressure from media, regulators, and elected officials, the chal- lenge my colleagues and I face is to continue to implement positive change with a scalpel, not a machete. We have put in place much tougher student achievement standards three times over the past five years, which have raised overall job placement rates consecutively since 2012. And we did so without cutting off access to higher education for the adult learners we are here to serve. Our process has always been to identify any weaknesses in the accreditation review – and improve them. Although our opponents suggest otherwise, we don’t measure our success by how many schools we’ve “kicked out of the club.” The federal government has ways to do that, if it chooses. With the accredited schools that aren’t meeting our standards, we embark on a process of improvement, so that students aren’t suddenly left without a place to learn. The accountability we stimulate through sanctions and increased scrutiny often forces a school to voluntarily terminate programs or close campuses in a timeframe that allows students to transfer their credits and find a new learning environment. As I look toward the final two years of my term on the Council’s Board, I have great optimism and confidence in our new Chair, Dr. Larry Leak, who brings valuable experience from the public university system. While advocates and government regulators are clamoring for more accountability, transparency, and better disclosure of consumer information from independent colleges and universities, these goals are nothing new to ACICS. It’s bad for everyone when a student doesn’t know how much money they borrowed to pay their tuition, or how to find their school’s current placement rate. Disclosure and honesty are paramount to our field, and more attention to these ideals may have prevented some of the unfortunate investigations and institutional closures during the past year. ACICS is doing its part to close this gap in trust by randomly analyzing at least twenty percent of our membership every year for proper disclosure of student achievement information. This is not an easy venture, but it’s a necessary one. Meanwhile, our new in-house Placement Verification Program is a tool that we’ve deployed to restore public confidence in our institutional mission – access to a college education, for every student who wants to learn and improve their career. 2 Accountability at the Highest Levels Curiosity and concern about the effectiveness of institutions of higher learning in the U.S. drove more high-level examinations of colleges and their accreditors in 2015. The apex of the inquiries occurred in June, when the Health, Education, Labor and Pensions Committee (HELP) of the U.S. Senate convened a hearing on the effectiveness of accreditation. The information gathering and accountability session was part of a series of hearings regarding the reauthorization of the Higher Education Act. HEA authorizes the U.S. Department of Education to disburse billions of dollars a year in student financial aid; it also establishes the basis for an accreditor’s authority as a reliable quality assurance enterprise. ACICS President Albert C. Gray and three other distinguished higher education accreditation experts – Dr. Peter T. Ewell of the National Center for Higher Education Management Systems, Dr. George Pruitt, President of Thomas Edison State College, and Ms. Anne D. Neal, President of the American Council of Trustees and Alumni and a member of the National Advisory Committee for Institutional Quality and Integrity (NACIQI) – presented information explaining and defending the current modes of quality assurance, as well as offering perspectives for reform and improvement. In his remarks, Dr. Gray emphasized three considerations for the Senate panel: • Know the students, understand their unique needs and circumstances, and use that knowledge to shape policy; ACICS uses that knowledge to shape requirements and expectations for assuring quality and institutional effectiveness. • Inventory the depth of rigor and review of the incumbent quality assurance process and build policy that empowers and strengthens that value. • Encourage the accreditation community to play a broader role in defining the measures of value incorporated in the price/value proposition. Enhancing value is uniquely the obligation of accreditation, and when effective, the price/value ratio is kept in balance. Chairman Lamar Alexander (R-Tennessee) and Ranking Member Patty Murray (D-Washington) expressed appreciation for the testimony and opportunities for dialogue with accreditation experts. Reauthorization of the HEA was extended into 2016, as well as substantive discussions regarding the enhancement of accreditation and the effectiveness of higher education. 3 4 Transparency in Student Achievement Driven by greater demand from the public and policy makers – including major funding sources – to evaluate the effectiveness and value derived from accredited higher education, ACICS directed greater emphasis on public disclosures by member institutions in 2015. Credibility and accuracy concerns about student achievement performance focused on placement outcomes, retention outcomes and licensure outcomes, among other factors. Informing member institutions of the more explicit expectations of the Council, as well as providing the tools required to assist with their compliance, was a multi-step process. First, ACICS developed and shared with member institutions a contemporary inventory of best practices regarding the disclosure of student achievement performance data through websites. The monograph, “An Inventory of Best Practices: The Disclosure of Student Achievement Information,” describes optimal content, navigation and packaging for student achievement data on public websites. Next, members were invited to participate in a webinar where the factors of effective student achievement disclosure were discussed and explained. Finally, institutions received multiple notices from ACICS regard- ing linking their disclosure web pages directly to the institutional directory information at www.acics.org. ACICS will begin reviewing individual websites during 2016 and offering written feedback, through the Council, to institutions whose student achievement disclosures fall short of minimal standards. Quality Emphasis at Professional Development Conference The 2015 ACICS Conference and Annual Meeting provided an important opportunity for member institutions to encounter some of the foremost thinkers in career education today, as well as to socialize with each other and visit informally with ACICS staff and Commissioners. Among other sessions, ACICS commissioned a presentation by Dr. Linda Baer, discussing how to use ‘big data’ to drive enhanced institutional effectiveness: planning and performance. The original research on quality assurance yielded an important monograph, Quality, Accountability and Action.
