I
n early November, the Proposed 2010 Budget was distributed
to the Township’s libraries and, for the first time, posted in
its entirety on the Township’s website, www.lowermerion.org. I
hope that many citizens have availed themselves of this
important information and the opportunity to offer their input at
the scheduled public hearings.
It should be emphasized that a proposed budget is not a final
position, but rather a place for Board deliberations and the public
process to commence. It is quite possible that, by the time you are reading this quarterly
newsletter, variations from the 2010 Proposed Budget have been introduced and new ideas will
have emerged prior to the adoption of the budget, which is scheduled for December 16th.

As your Township Manager, my view is that tax increases of any size are never desirable.
You can be assured that the process to develop the 2010 Proposed Budget included intensive
review of ways to save and contain costs. Maintaining high quality services while
economizing wherever possible is a difficult balance to achieve, and this was only made more
challenging by a fiscal environment that negatively impacted all government entities - as well
as most households.

In closing, this issue of the Lower Merion Messenger marks the end of our first year using a
new, advertiser supported format – an excellent example of how the Township was able to
reduce costs yet continue to provide important information to residents. We thank the

Cynwyd Heritage Trail Volunteer Workdays
I
n 2010, Lower Merion Township, with assistance from the Friends of the Cynwyd
Heritage Trail, will sponsor volunteer trail workdays one weekend every month.
The workdays have been very popular with individuals - but they are also a good
opportunity for businesses, schools, civic groups and religious organizations to
provide service to the community. The trail can accommodate volunteer groups from
5 to 50 people.

2010 Proposed Budget Recommends +3.8%
Increase in Township Real Estate Tax
T
he 2010 Lower Merion Township
Proposed Budget, which is available
for review at all six Township libraries as
well as at the Township Administration
Building and posted online at
www.lowermerion.org recommends a
+3.8% Real Estate Tax (RET) millage rate
increase. “For the average single family
detached home assessed at $365,000, the
proposed Township RET would increase
approximately $51,” stated Dean Dortone,
Chief Financial Officer. “The typical
homeowner’s Township RET bill would be
approximately $1,394, with the proposed
increase adding approximately $1 million
in Township RET revenue.” Even with
such a tax increase, 2010 revenues are
expected to decline below 2008 levels due
to the economy.

Since the adoption of the 2009 Budget,
extensive staff work to seek further
cost-savings measures contributed to the
formation of the 2010 Proposed Budget.
Other expenditure reduction measures
proposed are:
• No increase in Township contributions
to outside non-profit agencies and no
new contributions;
• Decreased operating contribution
increases to the Township’s six volunteer
fire companies;

The proposal budgets the 2010 ending
General Fund (GF) fund balance at
approximately 17% of 2010 expenditures,
which is within the threshold goal of
the Townships GF fund balance policy of
15 - 18%.

of restrained Township
government spending. “The
Board’s decision to remove the
General Fund subsidy to the Solid
Waste Fund saved approximately
$1.7 million, resulting in a
proposed expenditure budget that
is actually less than in 2009,”
noted Doug Cleland, Township
Manager. “Continuing to not fill
existing vacancies also saved
approximately $700,000 from the GF.”
The Township Manager’s Budget Message
notes that the unfilled vacancies in 2009
did result in some service delivery
reductions, particularly in the Highway
Division, which functioned much of the
year understaffed by one-third of its
highway maintenance personnel. “With
the new, $200 fee for the enhanced rear
yard collection service for refuse and
recycling, we anticipate more curb-side
customers, allowing us to reassign two

consulting and professional services not
supported by grant funding;
• No rate increases for the Township

Treasurer and Labor Counsel (second
year in a row);

• A 50% reduction in contributions to
the Equipment Fund, which equates to
$430,000 in reduced GF payments in
2010;
• Lower base wage increases to
non-contractual employees, including
management, than provided to
comparable union employees;
• Delay of many capital improvement
projects beyond 2010, thereby delaying
some new debt service expense for 2011.

In a most challenging 2009 fiscal year,
good budget news came in the form of
some better than anticipated current
business tax performance, the refinancing
of prior debt resulting in GF cost savings
of nearly $1.1 million combined for 2009
and 2010, and mostly flat overall rates for
employee healthcare benefit premiums
due to good experience.
“After a +25% upward spike in 2009, our
excellent recent claims experience as well
as the Township’s nationally recognized
Wellness Program contributed to
excellent cost-containment in healthcare
costs.” added Cleland. Specifically, a 2%
reduction in Blue Cross/Blue Shield
premiums was directly attributed to the
Township’s Wellness Program and claims
experience, which equates to a savings of
over $200,000. “What is notable about
our Human Resources Department’s
rollout of this Program is that it was
accomplished without funding. Its only
resources were the ingenuity and
dedication of our Township workforce
and no-cost support from vendors,”
remarked Cleland.
The 2010 Proposed Budget acknowledges
that lowering the recommended +3.8%
RET increase for 2010 would result in
greater reductions in service levels,
inadvisable use of one-time funds or
budgeting to a lower GF fund balance. “It
will be up to the Board to determine
which, if any, of these areas are acceptable
to pursue in seeking to reduce the
proposed RET increase.”
“In an economic environment where
revenue performance is weak, the 2010
Proposed Budget represents significant
work by our outstanding staff to minimize
the tax burden on citizens while
maintaining high quality services,” noted
Bruce D. Reed, Board President.
“Manager Doug Cleland and Chief
Financial Officer Dean Dortone have
worked diligently throughout the year to
provide our citizens with a wealth of
information on the Township’s finances.
They and the entire workforce are to be
commended for economizing throughout
the organization while continuing to
provide the first-class service for which
the Township is known.”

Also, DO NOT RAKE LEAVES INTO THE
STREET. Residents or contractors who
rake leaves into the street face fines.
Leaves raked into the street can block
storm sewers contributing to flooding, can
lead to automobile accidents on wet
roadways and interfere with the proper
cleaning of streets. Leaves should be
placed at the curb in leaf bags on your
refuse collection day.
Mixed Paper (Tied or placed in brown
supermarket or clear plastic bags, either
next to the recycling bin or bundled and
placed in another recycling can.) Mixed
paper includes: newspapers, magazines,
catalogs, “junk mail,” telephone books,
notebooks and school papers
(including spiral bound books), soft and
hardback books and textbooks, shopping
and pet food bags (without plastic liners),
chipboard packaging (including
nonperishable food boxes), beer and soda
cartons and six-pack packaging, cracker,
cake and cereal boxes (without plastic
pouches or inserts).
• NEW in 2010: The Township will
accept corrugated cardboard boxes.
• NO PLASTIC BAGS (use only to
package mixed paper recyclables.)
• Shrubbery and Tree Trimmings
Place small shrubs and tree trimmings
inside of (not protruding from)
biodegradable paper bags/trash cans.
Bundle other trimmings no larger than
four feet in length and six inches
in diameter, and bundled no
more than eighteen inches
in diameter. Christmas
trees should be placed

week of the New Year (please, no
bags or ornaments.)
• Grass Clippings
Grass clippings are not recycled by the
Township. Do not mix grass with other
yard waste which is recycled. The
recommended disposal is to leave grass
clippings on your lawn. They act as a
natural fertilizer and can help
improve the soil. You can use a mulching
mower or cut grass in a circular fashion,
allowing the clippings to discharge into
the unmowed center area. The lawn
mower mulches the cut grass clippings as it
cuts more grass.
NOTE:
No rubbish fires or the open burning
of leaves, tree branches or yard
trimmings are permitted on a street or

Recycling Drop-Off
Center
The following items can be taken to the
Township’s recycling drop-off center
located in front of the main office at the
Robert J. Koegel Public Works Complex,
1300 N. Woodbine Avenue, Penn Valley:
• Textiles in plastic bags (clothing and
fabric, no wet or mildewed items)
• Kitchen waste should be placed in a
closed compost bin. It can include fruit
and vegetable trimmings, egg shells and
coffee grounds.
• Do not compost animal products (meat,
fish, bones, fat products or pet feces).
• Yard waste may be placed in an open or
closed compost bin. You may compost
leaves, grass and weeds.

Batteries may be disposed of in your
regular household waste. This
includes AAA, AA , C, D, 9-Volt and Square

Batteries. All Alkaline and

purchased since 1993 are
non-hazardous and do not contain
mercury. Rechargeable Nickel-Cadmium
batteries can be recycled at area locations.

Television sets will no longer
be accepted by the Township
for drop off or pick up.
Landfills that will accept TV’s
are BFO at (610) 279-6767 or

General Refuse
Information
Refuse is all non-recyclable household
trash which you put in your garbage cans.
Please do not dispose of construction
material, carpeting or padding. Refuse is
collected once a week between 7 a.m. and
3:30 p.m. It must be placed out
before 7 a.m. or you could
miss your collection.
Refuse being collected
curb side should be
put out after 7 p.m. the
night before collection.
Containers must be retrieved no later than
the end of the day of collection. For Rear
Yard Collection, driveways must be cleared
of all vehicles on collection day. Please, do
not allow pets to run loose.
Containers must be water tight, no larger
than 45 gallons, and weigh no more than
50 pounds when full. They must be
placed near the same location each week.
Collectors may not enter houses, buildings
or carports to collect refuse. Garbage
disposals can reduce the amount of refuse
you generate, but installation requires a
permit from the Township’s Plumbing
Inspector. Contact the Building and
Planning Department at (610) 645-6176.
Reduce hazards to collection crews by
placing needles, syringes or other sharp
objects in glass or other containers before
placing in your trash. NEVER flush these
items down the toilet. Doing so may
endanger Sanitary Sewer Division
employees.

and classes are tailored to appeal to total beginners through
experienced and highly-rated tournament players. Each camper
receives a T-shirt and a tournament-style chess set. Activities include
learning openings, tactics and endgames, studying master games,
playing rated games against fellow students and analyzing the
students' games. Campers will take short breaks for snacks and fresh
air every hour and full-day campers have lunch and recess from noon
– 1 p.m.

The Department of Parks and Recreation operates two
outdoor swimming pools.
• The Ardmore Pool is located behind the Community
Center on Ardmore Avenue in Ardmore—(610) 642-4338.
Ardmore Pool will open on Saturday, May 29th (weekends
only) and opens Saturday, June 19th, seven days a week
for the regular summer season, closing on Labor Day,
September 6th.
• The Belmont Hills Pool is located at Mary Waters Ford
Road in Bala Cynwyd—(610) 667-9130. The Pool opens
on Saturday, May 29th (weekends only) and opens seven days a
week beginning Saturday, June 19th, seven days a week for the
regular summer season, closing on Labor Day, September 6th.
Morning Adult Swim at Belmont Hills Pool will be held from June
21 - August 13, 2009 every Monday through Friday from 8 a.m. 9 a.m. to members of either pool only.
Separate memberships are required for each pool. Memberships must
be purchased through the Department of Parks and Recreation, 75 E.
Lancaster Avenue, Ardmore, before attending the pools. All new
members must provide proof of Lower Merion or Narberth
residency. Photocopies of residency are acceptable. Membership

fun, hands-on activities. Children will come to understand that
propulsive forces can come from many sources, will experiment with
balloon rockets and will make their own air rockets to take
home. Most importantly, they will learn first hand about the
aerodynamic properties of flying machines by building their own
Estes® model rockets! Once the rockets are completed, children
will blast off on a real Mad Science space mission with the grand
finale, Live Rocket Launches!

This action-packed drama camp is taught by Philadelphia theatre
professionals. Young actors spend the week working as a team to
create a play full of drama, comedy, suspense, mystery, and action!
They are guided through playwriting, fun improvisational games and

Students will also learn the basics of stagecraft, how to speak loudly
and clearly, how to work in teams and how to accept and respect
others’ ideas. On the last day, they perform their world premiere
play for an audience using props and costumes. Curtain up!

Future Stars Camp (ages 7-12): This program is for the advanced

teamwork. Camp will also include on-court activities (dodge ball,
soccer tennis, tennis baseball, etc.), circuit training, obstacle courses,

Tourney Camp (ages 13-16): A program specially designed for
older students. Participants have some experience in
tournament/match play and are looking to enhance their game. This

emphasis on weapon development, error management and
advanced point patterns. Pros also address tennis-specific speed and

Senior Jamboree
All Senior Citizens are invited to attend the 31st Annual Senior
Jamboree. This event is free of charge! There are performances by
two of the local Senior Centers in the morning at St. Paul’s Church
followed by lunch in the Park with entertainment and giveaways
from our generous sponsors. This event has been enjoyed by many
throughout the years.

Adults of all ages participate in a variety of exercises that will enhance
appearance and overall condition. Participants choose the number
of classes they want to take during the calendar year. Individuals can
sign-up once for the year or a few classes at a time and renew before
they run out.

Special Events & Programs
Home Run Derby
Date and Time: Tuesday, July 13 at 1 p.m. (Rain date is
Thursday, July 15)
The Township of Lower Merion Home Run Derby will be held at
General Wayne Park. Cones are set at various distances for the
scoring of this activity, so everyone has a chance to win. Great fun
for all! This event features age divisions for boys and girls from 7 - 16
years of age. Awards are given to the top three finishers in each
division.
Hot Shot Contest
Date and Time: Tuesday, July 27 at 1 p.m. (Rain date
is Thursday, July 29)
This program is a basketball competition held at
South Ardmore Park. Points are earned by making
shots from various marked spots on the court,
including lay-ups and three point shots.
Girls and boys 7 - 16 years of age compete
separately in their age groups. Awards are given to
the top three finishers in each division.
Special Recreation Day Camp
For children with special needs

on July 30)
This program offers active games, arts and crafts and swimming at
our Belmont Hills public pool each afternoon (weather permitting) for
children with special needs residing in the Township of Lower
Merion. Please register early; this program reaches capacity.
Transportation is provided through the Lower Merion School District.

Days/Time: Monday - Friday, 9 a.m. - 3:30 p.m.
Ages: 7 – 18 yrs.

Music Program
Participants will be offered one 20-minute private lesson each week.
Students will also be given the opportunity to enhance their musical
training by playing in a band, orchestra or jazz band.
For those interested in a full day of activity, add the arts, crafts and
recreational segment from 9 a.m. - 1 p.m. Your child can arrive at
the camp at 9 a.m. and stay until the afternoon rehearsals.
All students will be required to furnish their own instruments and
purchase a lesson book (if needed). Those who do not own an
instrument may rent one through local music stores. A separate
registration form is needed for this program, which is available from
the Department of Parks and Recreation
or on the Township’s website at
www.lowermerion.org.

Cancellations
The Township reserves the right to cancel any program’s scheduled
times, location and/or activities due to insufficient registration or
weather conditions. For a recorded cancellation message please call
(610) 645-6274.
Registration Information
Program registration is limited to residents of Lower Merion and
Narberth Borough until two (2) weeks prior to the start of the
program, when it will then be open to all non-residents. Narberth
residents pay the non-resident registration rate. If a program
historically reaches its registration limit, registration can be limited to
Lower Merion residents only. Where a fee is charged, participants
cannot split sessions. No fees are prorated, and financial assistance
may be available.
Registration Priority
Walk-in registrations receive priority over other registrations in the
same day. Faxed and e-mailed registrations will be accepted, but
payment must be made prior to the start of the program.
Refunds
Refunds will be given only if the request is submitted prior to the end
of the program and the reason for the request meets an established
set of standards, which can be obtained from the Department of
Parks and Recreation or found on www.lowermerion.org. Refunds
will be assessed a $10 administrative fee plus any classes attended.

Improvements at Flat Rock Park
F
lat Rock Park is one of the Township’s
best kept secrets. Located on the
Schuylkill River in Gladwyne, the over
24-acre park is beautiful - yet
underutilized. A series of projects
underway will hopefully
draw residents to the
Park and to the river.
In 2008, the boat ramp
was replaced and
enlarged to make it
easier for residents of
various abilities to safely
launch their boats. A
rigging area was also provided for boaters
to prepare their boats for launch. By the
end of 2009 (weather permitting), a
boardwalk will be constructed at the boat
launch area and the dock expanded.
Residents will enjoy the opportunity to sit
and look out over the river and enjoy
its beauty and boaters will be able to
temporarily moor at the dock
without tying up the boat ramp area.
Few places are more inspiring for
pedestrians than Flat Rock Park. In
early 2009, the Township completed
the first phase of a project to build an
internally-looped walking path as
well as to plant many trees in the park and
along River Road. The path, which will
loop around the Parks’ perimeter, will
eventually run from Mill Creek Road to
Flat Rock Dam. The first phase was
completed in early 2009 and went from
Mill Creek Road to the Park’s comfort
station. The second phase will continue
on from the comfort station to the Hollow
Road parking area and, weather
permitting, will be completed by year end.

Stormwater, Compost and Rain Barrels:
Notes from the Lower Merion Environmental Advisory Council
W
hat does stormwater runoff have to
do with home composting and rain
barrels? We’ll get to that in a minute, but
first, some basic topics to review.
Most of us know that stormwater runoff is
a universal problem. Too much runoff
erodes our soils, floods our properties and
roads and damages our homes and other
infrastructure. Runoff also damages our
natural ecosystems by destroying the
habitats of the bugs and other life forms
that inhabit our streams. The bottom
line? Too much water, too much pollution
and too much warm water leaves our
properties and flows untreated into our
streams each time it rains.
There are things that we can all do to
reduce the impact that stormwater runoff
causes. Using a rain barrel or improving
the water holding capacity of our lawns
and gardens is a great start. By installing
a rain barrel or two at your roof
downspouts, you can keep many gallons
of water from leaving your property and
put it to better use for plant watering,
car washing, or any other clean water
use. Every gallon of water you keep
from your roof is one less gallon of water
running into the stream. You also don’t
get a monthly bill for water collected from
your roof, which can reduce your water
and sewer bills!
Another option is to become a home
composter. Using your own yard
and food scraps and putting the
composted material back onto
your lawn or into your garden
increases the water hold capacity
of the soil. Soil acts like a
sponge to hold rainfall - and
the bigger the sponge, the more
water it can hold. When you
compost at home, you also
decrease the amount of waste you
put out for weekly trash
collection, and we all know that can
save money for both you and the
Township.
The Lower Merion Environmental
Advisory Council (EAC) is offering two
educational programs in March 2010.
Both begin at 10 a.m. in the Board Room
of the Township Administration Building,

• March 20, 2010 – in response to the
success of 2009’s workshop, a second
home composting education
program will be held. The
$40.50 cost includes the
workshop and a compost bin.
• March 27, 2010 - a rain
barrel education program will
be held. The $69 cost for the
session includes a rain barrel!

New Solid Waste Fees to Take
Effect on January 4th
A
s has been widely communicated, starting in 2010 new
Solid Waste Fees will take effect, eliminating the
General Fund subsidy of the Solid Waste Fund. The
deadline for the return of subscription forms was December
4th, and the Township’s Refuse and Recycling Division is
working diligently to map out collection routes to ensure an
efficient transition to the new system.
From the new “mini-can” option to the creation
of a new, $200 annual Rear Yard Collection
Fee (RYCF), the changes are significant.

participation of our citizens on this topic
throughout 2009,” noted Doug Cleland, Township Manager.

our residents to ensure a smooth transition to the new fee
structure and collection options.”

Centralized in 2010

county-wide consolidation of all 9-1-1
Public Safety Answering Points will take
effect on January 4, 2010. Lower Merion Township's 9-1-1
hardwired calls will be routed directly to the Montgomery
County Department of Public Safety Emergency Operations
Center in Eagleville. “The goal is to centralize operations
and reduce costs to the County, which will be reinvested
into new technology to improve emergency communications
throughout the county,” remarked Supt. Michael McGrath.
“The transition should be seamless to the caller and is
currently how all 9-1-1 cellular calls are processed.”
Homeowners with alarms not using a central station should
check the programming of their device to ensure that it is
programmed using the ten-digit number (610) 642-4200.
Lower Merion Township's Police Department will continue
to operate its 24/7 dispatching operation, which will still
receive all other ten-digit phone calls. Visit
