Pinal County Sheriff’s Office issues sex
offender notification for Dudleyville
The Pinal County Sheriff’s Office has issued a sex
offender notification for the Dudleyville area.
Daniel J. Stephenson, classified as a Level Three
offender, has reported that he will be living in the
area of Martinez Corrals Gila River Road, Dudleyville.
Stephenson is a 59-year-old white male with brown hair
and brown eyes. He is 5’5” tall and weighs approximately
159 pounds. He was convicted in 1992 of attempted sexual
conduct with a minor and in 2015 for failure to register as
a sex offender.
The Pinal County Sheriff’s Office is releasing the above
information pursuant to A.R.S. 13-3825, the Community
Notification on Sex Offender Law. Notification must
be made when certain sex offenders are released from
the Arizona State Prison, accepted under an interstate

compact or released from the county jail back into the
community. Offenders are categorized into three levels:
Level One (low risk to the community), Level Two
(intermediate risk to the community), and Level Three
(high risk to the community).
The individual who appears on this notification has been
convicted of a sex offense, which allows for community
notification. He is not wanted by the Pinal County
Sheriff’s Office at this time.
This notification is not intended to increase fear; rather
it is our belief that an informed community is a safer
community. The Pinal County Sheriff’s Office has no legal
authority to direct where a sex offender may or may not
live. Unless court ordered restrictions exist, this offender
is constitutionally free to live wherever he chooses. Citizen
abuse of this information to threaten, intimidate, or

Megan’s Law, law enforcement is now able to share this
information with you.
Police caution that any use of this information to
threaten, intimidate, harass or create an act against
another person will result in prosecution.
Kearny Police Report
According to state law, there are two methods
by which police may arrest suspected offenders.
The suspect may be physically taken into the
department and booked into jail, or the arresting
officer may write a citation and release the
suspect to appear in court later. All suspects are
presumed innocent until proven guilty in a court
of law. Only criminal citations are listed. All
damages are estimates.

Sept. 16
PCSO received 13 reports of fraud from
different residences in SaddleBrooke.
Residents reported that they had received
phone calls from someone saying they
were from “the Treasury Department” and
demanding money. According to PCSO,
no one fell for the scam, but reported it
instead. Detectives followed up with the
Federal Trade Commission to see what
could be done. Follow up on these types
of calls, the sheriff’s office said, is difficult
locally. Technology allows scammers to
spoof phone systems and mask their call
ID, so they can be calling from anywhere
in the world, making it nearly impossible
to track down. If you should receive a
phone call scam like this one, report it
directly to the FTC Consumer Response
Center at 877-382-4357. PCSO still wants
to track these calls as well, so please call

Councils discuss public safety coalition

During their monthly meetings in
September, the Kearny and Hayden town
councils heard a presentation about the
possibility of forming a Public Safety
Coalition from Major Michael Orose
who is from the office of the director at
the Department of Public Safety. Orose
made the presentations to the councils
as a way to start the conversation. The
idea came up after the communities of
Hayden, Kearny and Mammoth have all
had problems retaining a police chief and
police officers.
In his presentation Orose explained that
the coalition cannot be viewed as a cost
savings plan. “The concept is intended
to increase the level of service and
professional ism of the law enforcement
services provided to each town at the
current funding levels,” explained Orose.
In order for the coalition to be started
there would need to be an interagency
agreement set up and that agreement
would cover what type of coverage each
community wanted to receive; it would
identify the funding commitments by each
community. The agreement would also
identify which town will be responsible
for dispatching, administrative support
and record keeping, what type of reporting
does each town want and it would
establish an oversight board that would
oversee the operations. Orose suggested
that each town have two representatives
and they could be two government
officials or one community member and
one government official. The oversight
committee would also have by-laws for the
board to operate under.
Currently each town is distributing
resources for vehicles, equipment,
facilities, maintenance, supplies and
personnel costs. If the coalition were to
be developed these costs would be shared
amongst the coalition. The development
of the coalition could streamline
operations and create efficiency; the
coalition would hire one Chief of Police
to manage the coalition department,
along with three Sergeants and up to 22
officers to cover the four communities.
This staffing level would provide for 24/7
coverage in each town. The public safety
coalition officers, chief and sergeant would
wear the same uniform and all cars would
be marked to match the coalition.
Both councils heard the presentation in
an open forum and allowed for questions
and comments from the public. There was
a concern about dispatching services due
to the fact that Kearny dispatches for the
Hayden-Winkelman police services. There
were questions on whether or not the
signal could reach Mammoth. Another
topic of discussion was would personnel

policies and codes be set up uniformly.
Orose explained that these would be
things that would have to be determined
as the discussions continued but that it
would be important to have consistency
throughout the coverage area. He also
indicated that it could take up to a year
or more to get everything finalized for the
coalition before it started to operate.
The Town of Winkleman currently
contracts with the Town of Hayden
for police services. There will be a
presentation given to the Town of
Winkelman and Town of Mammoth.
Neither council took any official action
on the matter but it did appear that
additional research will be done. The
Kearny council asked that residents be
asked to see if how they felt about the
coalition being formed. One resident in
Kearny spoke out saying that he did not
want to see DPS or Pinal County Sheriff’s
Office involved in providing public safety
services in Kearny.
Success for First Swap Meet, Farmers Market; and U-Turns
L
et me begin this column with a
big “thank you” to Angela HillanRamirez and the Copper Basin
Chamber of Commerce for the first Swap
Meet and Farmers Market in Kearny last
Saturday. It was a solid start and I am
sure that, over the months, it will grow
into quite an event.
Now, on to another subject. Yes, we
have talked about this before. U-turns
are, by Town Code, forbidden on Alden.
Recently there have been some nearaccidents. It is difficult for people who
are backing out of parking spaces when
another vehicle makes a U-turn to park
close to you, for the person backing out is
understandably looking for approaching
traffic one direction when a U-turn maker
is approaching from the other side. I have
seen people make U-turns even without
using their turn signal.
Yes, most of have had a sudden “I
think I’ll get the mail” moment. Please,
everyone, over the next couple of weeks
plan your approach in order to avoid
making a U-turn. It is simple to enter
Alden from the other end. There are lots
of places to make a legal left and turn
around to change lanes. U-turns are
simply unnecessary as well as dangerous.
No one is exempt, including our police
and town personnel. There will be a
“learning period” allowing us time to
learn new driving habits when only
warnings will be issued, but in a couple of
weeks our police department will begin
issuing citations. Let’s make Kearny a
safer place.
This week starts off rainy then the sunny
days return. The cool nights and warm
days are good for us, but the rain and
sun are also good for the tamarisk plants
which are thriving. They are growing
quickly, crowding out grasses and other
plants. In two years’ time, they will be
completely back, creating an incredible
fire danger once again.
The Winkelman Natural Resource
Conservation District, ASARCO, the
ranchers and other landowners and
the Town of Kearny are working to do
something about this. But the wheels
of State and Federal government turn
slowly. Here’s hoping a breakthrough
occurs and work can begin on eradicating
the tamarisk plants, introducing willows
and grasses, and providing a safe place for
our endangered species. We have a small
window of time before the danger comes
back.

ArtUs fall season to begin Oct. 1 in Kearny
The Copper Basin ArtUs Guild will begin
meeting Thursday, Oct. 1, at Ray Hall, adjacent
to Church of the Good Shepherd at 10 a.m.
The guild was formed after Gila Pueblo
College no longer offered art classes due to the
illness of the instructor. The primary group has
been together for over 20 years and wanted
to continue to meet to share their love of
creativity.
Membership in the guild is open to
anyone interested in the arts. All mediums
are welcome, regardless of skill level and
experience. There is no formal instructor and
the members are encouraged to help each
other when help is requested. Just the love of
creativity is all that one needs to join the group.
An added incentive is being introduced for
those who would like to experiment with the
arts. A kit will be available at no extra charge
and will include paints and a canvas along with
some helpful hints to get the budding artist
started.
Dues are $25 for this fall’s session.
The group is planning to continue the annual
ArtUs exhibit next spring at the Little Gallery
with a date to be announced later.

Ray High School is celebrating
Homecoming this week with a variety of
activities including two class reunions.
The annual parade will start at 4 p.m.
Friday, Sept. 25 with the usual route
starting at the library, up Tilbury and
across Alden. Students have been working
all week on the annual float competition
using the theme of Action Movies.
The Bearcats will host arch-rival the
Superior Panthers with kick-off at 7 p.m.
and the 2015 Homecoming Royalty will
be crowned at halftime.

Gabrielle Juvera, King, Jonathan
Wernett, Junior Attendants, Kami
Ratliff and Jonah Cude, Sophomore
Attendants, Isabella Mendoza and
Francisco Martinez-Lopez and Freshmen

The Class of 1985 is holding its 30 year
reunion. Plans include meeting at the GKI
after the game with a dance starting at 9
p.m. On Saturday a four-wheel adventure
will begin at 10 a.m. with a gathering at
Cactus Video. That evening classmates
and families can enjoy the Rotary Club
steak dinner at the GKI from 5 to 7 p.m.
with more dancing starting at 8 p.m. A
family picnic at the Dunn’s residence in
Kelvin will round out the weekend.
The Class of 1995 will be celebrating 20
years beginning with a family cook-out
after the parade on the RHS campus and
an after game party at La Cantina.

Cats face huge Homecoming test
versus high-powered Panthers

The Ray football team won its first game
of the season on Sept. 11, defeating rival
Hayden in the Lobos’ home opener, 30 –
14.
The win was after the Cats lost their first
three games of the season, all against
ranked teams.
After a bye last week, the Cats will host
sixth-ranked Superior this Friday and
must deal with the Panthers’ high-octane
offense, which has averaged almost 60
points per game.
The Panthers’ defense is on top of its
game as well, allowing only eight points
per game while going 4 – 0 to start the
season. Superior’s gaudy statistics can
be attributed to, at least partially, a weak
early schedule. The Panthers first four
opponents have combined for only three
wins so far on the season.
Still, the Panthers are team to be
reckoned with and hopefully the Cats used
the extra week of preparation wisely to
slow down the Panthers this Friday.
Kickoff is scheduled for 7 p.m.
Lobos lose third straight game

The Hayden football team lost its third
straight football game last Friday night,
falling to Chandler Prep at home, 42 – 6.
The Lobos have now dropped consecutive
home games after splitting their first two
games of the season on the road.
It doesn’t get any easier this week, as the
Lobos host third-ranked Gilbert Christian.
The Knights are 4 – 1 so far this season
and their lone loss came against secondranked Pima by only three points, 22 – 19.
Kickoff for Friday’s game is scheduled for
7 p.m.

POW/MIA Recognition Day celebrated

Friday, Sept. 18, 2015, was National
POW/MIA Recognition Day. A ceremony
was held at the Pima Air and Space
Museum in Tucson and sponsored by
Davis-Monthan Air Force Base. The
ceremony honored our Prisoners of
War and the Missing in Action and their
families.
Opening remarks were followed by the
National Anthem and an invocation. A
POW/MIA Table Ceremony was then held
and a recognition of those POW/MIA
members in attendance. They received a
standing ovation from those in attendance.
Colonel Thomas H. Kirk, Jr. was the
guest speaker. Colonel Kirk is a decorated
veteran of the Korean and Vietnam
conflicts. He served his country for 28
years before retiring in 1978.
Colonel Kirk’s plane was shot down
during a bombing raid over Hanoi, North
Vietnam in 1967. He spent five and a half
years as a Prisoner of War in the notorious
“Hanoi Hilton” where he met and became
friends with John McCain and shared a
cell with him. The Colonel spoke about his
experiences as a POW and how it affected
his family. They did not know if he was
alive or dead for three years.
Following the closing remarks by Colonel
James P. Meger, the audience was invited
outside where “Taps” was played and
they got to view a Missing Man Flyover by
the 357th Fighter Squadron stationed at
Davis-Monthan.
One of those POWs recognized was Mic
Johnson from Kearny, Arizona. Mic along
with a number of his family members
attended. Mic was a POW during World
War II. His story is unusual in that he was
a civilian when taken prisoner. The story
of civilian POWs is not well known even
though nearly 14,000 American civilian
men, women and children were taken
prisoner by the Japanese in the early days
of the War in the Pacific. Mic’s story will be
told in the following weeks.

Cobre Valley Institute of Technology and Ray School
Unified District school boards vote to form partnership
A historic step was taken by the Ray Unified School
Governing Board on July 29, 2015. The governing
board voted unanimously to ask citizens of their school
district for approval to join the Cobre Valley Institute
of Technology (CVIT). CVIT is a Joint Technological
School District (JTED). The CVIT School Board
accepted Ray’s resolution with 5-0 vote to join CVIT in
regular board meeting on August 27, 2015.
Registered voters in the Ray Unified School district
will be able to decide at the November 2016 election if
they want to be part of CVIT. Should voters approve the
request of the Ray governing board to join CVIT, there
will be a slight increase in property taxes. The exact
amount was not available at press time. The process
to include Ray Unified School district into the CVIT
district could take up to two years due to the election
process.
The primary purpose of the JTED is to deliver premier
technical education programs in partnership with
business, industry and community stakeholders in the
region. JTEDs develop a skilled workforce by helping
students attain technical and employability skills and
preparing them to succeed in postsecondary education
and develop job skills that can be used right after high
school.
The CVIT district is currently serving students from
Globe, Miami, Superior, Hayden- Winkelman and
San Carlos, offering career and technical education
programs on their five member high schools campuses
as well as central programs held on community college
campuses. CVIT’s Central Programs are for college
credit and lead toward college degrees and industry
certifications. Programs are free to high school age
students. Medical Assistant, Nursing Assistant,
Welding Technology, Cosmetology, Graphic Design and
Fire Science are currently provided by Gila Community
College in Globe. There is also a Pre- EngineeringGeology program, held in Superior, in partnership with
Central Arizona College and Arizona State University.
CVIT is planning to add Robotics and Law
Enforcement programs to the offerings in the 20162017 school year.
“We work hard on continuous improvement to meet
needs of students and industry in the Copper Corridor,”
said Pete Guzman, Superintendent of CVIT.

Mining Rocks to be held at Miami’s Bullion Oct. 3
The green in front of Bullion Plaza will be alive with
interactive booths, arts and crafts vendors, a kids area,
food booths and more on Oct. 3 for Mining Rocks.
Displays by local mining companies will be on hand and
the mobile visitor center from the Copper Corridor will
be open for business. The event opens at 10 am and will
continue until 6 pm.

FLORENCE - Pinal County’s Open Space and Trails
Department will be assisting with a broken glass clean-up
on Arizona State Trust Lands adjacent to the FlorenceKelvin Trailhead of the Arizona Trail on Saturday, Oct. 17,
from 8 a.m. until 2 p.m.
“This is being headed up by a group called Natural
Restorations, in partnership with the Arizona State Land
Department and the Arizona Trail Association,” stated
Kent Taylor, Open Space and Trails Director. “They
will be out there helping to beautify the trailhead and
surrounding area.”
The Arizona Trail is a National Scenic Trail that
stretches from the border of Mexico north to the ArizonaUtah border. The trail crosses Pinal County north from
the Coronado National Forest through Oracle, Superior
and the Tonto National Forest.

CHIEF OF POLICE
The Town of Kearny is located in eastern Pinal County.
The Town has many amenities, including a motel, grocery
store, several convenience stores, a hardware store, auto
parts store, pharmacy, medical facilities, many excellent
eating and retail businesses. Kearny is located between
Phoenix and Tucson and is also 35 minutes away from
the Globe/Miami area. Kearny is nestled at the base of
beautiful mountain ranges. This location provides prime
opportunities for the some of the best outdoor recreation in
the State.
The Town of Kearny is seeking a Police Chief. The
minimum qualifications are a Bachelor Degree in Law
Enforcement, Criminology, Criminal Justice, Public
Administration or closely related field and seven (7) years
of experience as a Police Officer, including seven (7) years
of supervisory experience, or an equivalent combination of
education and experience.
Requirements: Arizona Peace Officer Standards and
Training (POST) certification; must possess State of
Arizona Driver’s License and clear criminal record. Police
department positions require successful outcome of a
background check and polygraph examination. The
position requires a five (5) day work week and the Police
Chief is required to reside in the Town.
Annual salary: $62,000
