A draft plan was laid out by Kerry Gilbert of Kerry R. Gilbert & Associates a Cinco Ranch based Land planning consulting firm. The district plan would not only include the proposed boardwalk but would also include a convention center, hotel, parking garage, and city park which would overlook an 89 acre lake, as well as an outdoor plaza and two traffic turnabouts. It would also have restaurants, retail shops, office space and a residential area. Gilbert stated that the planning committee and the firm took numerous trips to other communities that had such districts such as The Woodlands and Sugarland in order to come up with a plan that would work in Katy. More than anything they wanted to create a mechanism for the new development in the Katy Mills area. The estimated cost of the project would be $48.8 million which has been adjusted for inflation and would take between 8 to 10 years “to develop out”. The City of Katy would not be paying for all the costs of the development, instead it would pay for items like the convention center and parking garage. Developers would be required to pay for the infrastructure work and other projects and amenities. BGE | Kerry Gilbert & Associates Steve Robinson with Kerry R. Gilbert & Associates explained that the city would require developers to sign performance-warranted contract like they did with Katy Mills and then pay them back if they make vertical improvements. Robinson went on to suggest that the Katy Development Authority extend the Katy Mills Tax Increment Reinvestment Zone to finance the project. The Katy Mills TIRZ was established by KDA in 1998 to help finance the mall project. This was a 20 year financing plan and The Katy Mills debt was paid off in 14 years. The TIRZ is scheduled to terminate in 2018. Gilbert made several recommendations with regards to the Boardwalk District including adopting more restrictive zoning regulations and establishing standards for landscaping, set-backs, architecture and signage. These recommendations will make sure to protect Katy’s interests. Robinson stated that the firm will bring a final plan before the City Council in its regular scheduled meeting on Monday, January 26th. In the 14th and Championship Round, the winning word was umami. Georgia will advance to the private school district competition for Harris County Private Schools Spelling Bee in February. Forty-seven minutes into the competition, the 13th round (after 27 competitors had been eliminated) had begun with Klar spelling ‘doubloons’ correctly. Second place winner, Jonathan Rightmire, misspelled neophyte by replacing the “y” with an “i.” The next word was given to Klar, and if spelled correctly, she would take the championship. “Umami: U-M-A-M-I,” Klar spelled correctly and the audience immediately began to applaud. This was the second time Klar won the school-level competition. In 2013, at the age of twelve, she ousted 32 of the top spellers at Faith West. Klar attributes her success to being an avid reader. Her favorite author is John A. Graham, which she describes his writings to be “realistic fiction.” Klar is on the junior high cheer team that just returned from Nationals in Florida. GOAL!!! The I-10 Shootout It’s I-10 Shootout tournament time again for all seven Katy ISD girls varsity soccer teams. The Shootout was Jan. 14 – 16. The annual Tournament this year consisted of 56 varsity teams, including schools from the Houston area and some from as far away as Dallas, San Antonio and Austin. In addition to the varsity squads, 36 junior varsity teams competed against each other. The field included 40 playoff teams from 2014, including Cinco Ranch, Seven Lakes and Taylor. This year is the 10th year for the I-10 Shootout. The three day event has non-stop soccer going on beginning Thursday, Friday with games played at the different Katy ISD campuses. Winners of the seven brackets advanced to the championship round at Rhodes Stadium, Saturday, beginning at 8:00 a.m. and continuing until 10:00 p.m. In 2014 Cinco Ranch, Katy and Morton Ranch won their brackets. The I-10 Shootout is a 501 3C non-profit organization, formed with the intention of raising money for scholarships for Katy ISD girls that are part of soccer programs. The Shootout is now probably the largest girl’s high school soccer tournament in Texas. “It’s not always a soccer player that receives scholarships,” said Drew Edwards, I-10 Shootout Tournament Director. “It might be a manager or trainer. Originally we had three or four brackets. Now there are seven full brackets and all seven of the high schools.” Money is raised mainly through ticket sales, t-shirt sales and through sponsorships. “Tournament fees barely offsets referee costs,” adds Edwards. “We’ve raised probably $20-25,000 the last couple of years that was given out as scholarships to the girls.” Cougar Bracket: Cinco Ranch Cougars Deer Park outlasted Memorial to capture the bracket championship. Cinco Ranch Cougars, Seven Lakes Spartans and Taylor Mustangs Have Playoff Aspirations Last year the Cinco Ranch Lady Cougars made it all the way to the semifinal game for the state championship and head coach Freddy Sanguinetti says the girls have the same expectations for this year. Going into the I-10 Shootout the Lady Cougars had a record of 3-1, losing to Round Rock Westwood. “We always like to say first time was great, the second time is going to be harder,” said Sanguinetti. “We hope that playing like a team, becoming a unit, will get us where we want to go, but there are some tough obstacles in our region. Just getting out of district will be tough. Our district has been well represented in the playoffs, regionals as well in the state these past couple of years.” Sanguinetti evaluates some of the Cougars opponents: “Taylor and Seven Lakes are both tough. I think Seven Lakes has 9 or 10 girls that have been playing varsity who have been together since they were sophomores. The Lady Spartans have played in the regional playoffs in five of the last six seasons. Returning first team all district players, Bri Aheimer, Katy Byrne, Racheal Cecil, Sarah Gavin, and Junique Rodriguez are a big reason Seven Lakes is No. 1 in the preseason Region III rankings. “They will be a team to beat,” continues Sanguinetti. “Taylor does a really good job and you know they are going to be in the hunt. Tompkins, a new varsity team, has won some games. We know the Tompkins game is going to be really difficult because they are hungry to get wins and make it to the playoffs. The Cougar Region III-5A champs return several key players, including district defender of the year, Maddie Gallagher and big scoring forwards Taryn Siegele and Haleanne Dure. Midfielder Kristen Hutar and Defender Julianna Echavarry. The team is listed No 8 in the state and No. 2 in the region in preseason rankings. “We need to make sure our younger girls get experience right now in the preseason, get them up to par. Playing club soccer like many of the girls have, and playing high school soccer…it’s very different.” The physicality of the high school game and playing against girls of different ages makes a big difference. “In high school some girls, 14-15 years old, are going up against girls 1819 years old, a huge difference between playing club and high school soccer.” Taylor – “A young but a fairly experienced team” Taylor and Seven Lakes met in the third round of the playoffs last year with Taylor losing to the Lady Spartans. The previous year the Mustangs made it all the way to the State finals. The Mustang’s won loss record going into the I-10 Shootout was 2-0-1 Returning players are senior Middle Fielder, Mary Heiberger, one of the Mustang captains. Heiberger has committed to Texas Tech. Sarah Bayhi, the other captain, a defender, is a junior and is already committed to UTSA. Haley Tredway, defender is going to Georgia Southern. “We looked really good at times this year,” said head coach Mark Kluppel. “We still have some things to learn and figure out as well, same as everybody at this time “It’s a young team but a lot of returning players.” Kluppel says he has six seniors, four sophomores returning, “a young team but fairly experienced team.” Strengths: “Goal keeper Rachel Gries is back from an ACL injury. We are hopeful Ally Brittain will continue to score goals and get assists. Ally was on the varsity as a freshman. Sophomore, Ashley Seibert, a forward, has two goals in three games and seven assists. Ashley played mostly on the JV A team last year, but did get moved up to varsity from time to time.” Kluppel thinks that his defense has done well. “On the offense, we are kind of a work in progress in our attack so far. Some games we looked good, other games we sputtered a bit.” The immediate goals of Kluppel is experimenting with some new systems of play, trying some new people at different positions, new combinations, see how things work in the early season, and get ready for district.
