Foot Care Clinics
NESCO and Home Health United co-sponsor four foot
clinics each month for individuals who cannot do their
own foot care and do NOT have diabetes. The cost is
$20 at each clinic. Appointments are required and can
be made a year in advance by calling 243-5252.

Herbal Soaps and Scrubs
Start with bases of goat milk, coconut, glycerin, honey
and olive oil, add your choice of essential oils, colors,
crushed herbs, ground chocolate, almond flour or
various other mix-ins. While the soaps cure and
harden, create an olive oil sugar scrub perfect for the
cold winter. Come prepared to experiment and have

Senior adults from the lesbian, gay, bisexual, and
transgendered community meet the 2nd & 4th
Thursday each month. These are friendly
conversations that are informal, open dialogs. LGBT
persons, their friends, and families are welcome.
Participants determine the topics based on current
interests. A facilitator attends each meeting.

August’s book “The Tortilla Curtain”
by T.C Boyle
Topanga Canyon is home to two couples on a collision
course. Los Angeles liberals Delaney and Kyra
Mossbacher lead an ordered sushi-and-recycling
existence in a newly gated hilltop community: he a
sensitive nature writer, she an obsessive realtor. Mexican
illegals Candido and America Rincon desperately cling to
their vision of the American Dream as they fight off
starvation in a makeshift camp deep in the ravine. From
the moment a freak accident brings Candido and Delaney
into intimate contact, these four and their opposing worlds
gradually intersect in what becomes a tragicomedy of error
and misunderstanding.

Northsider, Sharon Persich, is available every Tuesday
to answer your questions. Bring in your phone, computer
or tablet. All levels are welcome. Appointments are

Memory Café @ WPCRC
Third Monday, 1:00—3:00 pm
Individuals with memory loss, mild cognitive impairment,
early Alzheimer’s, or other dementias, come together
and participate in a variety of helpful activities,
including light exercises. Family and friends encouraged
to attend.
Book Exchange Program for Seniors Ping Pong League
Bring in used books and exchange them for ones you
haven’t read. Books are in the NESCO office; open
8:00 am—4:30 pm, Monday—Friday. NESCO members
only.

Drop in for all or part of the time. We will be knitting,
crocheting and talking in the lobby of Warner Park Rec
Center. If you like to keep your hands busy come hang
out with us. Please bring your own supplies. Instruction
not provided. Yarn donations accepted for the Blankets
for Critters program. Blankets for Critters knits/crochets
blankets for Angel’s Wish and the Dane County Humane

Artful Aging
Starting August 31st
Wednesdays 1:00-3:00pm
This is a new art program designed for any skill
level! We will be exploring all artistic mediums
(water color, pastels, acrylics) as we discuss
cultural differences and forge new friendships.
At the end of 12 sessions, we will hold two art
showings! This is an exciting new program run by
Artist Amy Conover. Call Ruth to sign up 243-5252! Class size is limited. Limited
transportation available. (This program is free for
NESCO members and all materials are provided).

Senior Bullying

Tuesday, July 19th at 10:30—11:15 am
What do you think of when you hear the word bully? Do
you picture a middle school boy intimidating a smaller
kid into giving up his lunch money? It would probably
surprise you to know that bullying also occurs in places
you might not expect - like senior housing, assisted
living facilities, nursing homes and senior centers. In
fact, experts estimate that between 10-20% of
residents living in senior communities are bullied by
their peers.
Memory Screening
Tuesday, July 26th 9:30-11:30
A memory screen is a wellness tool that helps identify
changes in memory. It creates a baseline so future
changes can be monitored. Specialists from the Aging
& Disability Resource Center will provide these free 10
minute memory screenings and will have information
about memory, memory clinics, brain health, and local
resources that are available. To Sign up call 243-5252!

Trying to figure out your laptop, iPad, phone or tablet?
Want to learn Facebook or computer basics? On the
first Wednesday of each month, Sharon Persich will
lead a group seminar on a specific topic.

Paying for Long-term Care

There seems to be a new headline every day warning
about our country’s increasing aging population, the
impact aging baby boomers will have on already
stretched resources, and that life expectancies
continue to rise. These projections point out that this
growing aging population will also need more health
and home care, and for longer amounts of time than
ever before.
For people with enough resources to pay for care, the
main question is a matter of “where?” Where will I be
able to receive the care I need? Where will I be able to
maintain my independence and dignity? Where can I
live so that my family can still visit? But for people with
moderate, low, or no income, the main question is a
matter of “how?” How will I pay for the care I need?
Contrary to popular belief, Medicare is not the payer of
these long-term care services. Medicare Part A,
otherwise known as hospital insurance, only covers up
to 100 days in a skilled nursing facility, and even then
only after a person has met the qualifying 3-day stay
requirement in a hospital first. Many people do not
realize that Medicare does not pay for the type of
long-term care they envision – care that usually
extends well past 100 days. In fact, the average length
of a nursing home stay is about 835 days – more than
two years. This length of stay is often much higher for
people with illnesses such as Alzheimer’s - a diagnosis
that is also on the rise.
Some people have long-term care insurance, but it is
becoming increasingly more difficult to obtain. Many
insurance companies have realized that long-term care
insurance is not a profit-generating product and no
longer sell it. Even those people with long-term care

than what they need, or their premiums increase to
levels they can no longer afford.
When a person’s income and assets have been
exhausted, Medicaid becomes the go-to option to
pay for long-term care. That said, Medicaid (as with
any public benefit program) is not an easy system
to maneuver. Not only do people need to meet low
income and asset limits, but their giving (known as
divestments) will be scrutinized up to 5 years prior to
application in Wisconsin, and their estates will be
subject to estate recovery after the person’s death.
Meaning, Medicaid will impose penalty periods if it
seems like a person tried to transfer or hide money
before the person applied, and Medicaid will expect
to be repaid after the person has passed away.
Medicaid also requires annual renewals and
reporting whenever a person’s situation changes.
Not only that, but there are questions regarding
Medicaid’s ability to financially support the increase
in demand that is expected to emerge in the next
few decades.
There is no question that lower-income aging adults
will need more options to pay for long-term care, but
the solutions have been slow to come. Recently,
however, there has been talk about shifting payment
responsibilities in the future in two major areas:
Long-term Care Insurance and Medicare.

Long-term Care Insurance. The Long-Term Care Financing Collaborative issued a press release in February, 2016
proposing major changes in the way long-term care is financed and delivered. The proposal includes the
following calls to action:

Establishing clear private and public roles for long-term care financing;
Creating a catastrophic long-term care insurance program that would shift away from a welfare-based model
to an insurance model;

Encouraging private long-term care insurance initiatives to lower cost and increase enrollment; and

Increasing retirement savings and improving public education on long-term care costs and needs.

The main focus of this model is to encourage the private insurance market to come back to the long-term
insurance table in order to help people plan ahead for their long-term care rather than rely on Medicaid.
Medicare. Another proposal comes from Health Affairs Blog, which sets forth an income-based payment
structure through Medicare to help the 75% of Medicare beneficiaries who do not qualify for Medicaid receive
long-term services and supports in their homes. In this model, beneficiaries would be responsible for
coinsurance of a portion of the cost of services based on income. These services would be available to Medicare
beneficiaries with serious physical and/or cognitive limitations, but focused on those who are living at home or
in independent living settings. Not only would this model help beneficiaries afford the care they need, but would
also promote independent living.
It will be interesting to see what additional ideas begin to surface, and which ones, if any, actually take hold.
Regardless, the need for change is present and growing.

Foot Care Clinic Volunteer
A volunteer is needed for the Foot Care Clinic at
Eastside Shopping Center (2705 E. Washington Ave)
on the first Monday of the month from 1:30—3:00 pm.
No special skills are needed. A nurse performs the
actual care. Contact Trisha Rosbeck if interested.
Office Volunteers Needed
Volunteers are needed on the 2nd and 3rd Tuesday,
and the 1st, 3rd, and 5th Thursday of the month from
8:00 am—Noon to answer the phones and greet visitors
at the NESCO office. Other duties include: taking
reservations for programs and providing some light
clerical support. Office tasks assigned to the comfort
level of the volunteer. Contact Trisha if interested.
Home Chore Volunteers
Volunteers are needed to assist low income older
adults with light house cleaning, laundry or
organization. Time and days are flexible to fit your
schedule. Contact Trisha Rosbeck to get involved!
Dining Site Volunteers
The Dining Site is in need of Greeters. Greeters would
sit at the registration table and assist people with
checking in and signing up for lunch each day. Greeters
are needed Monday, Wed and Thursday from
9:30—11:30 am. For more information contact Trisha.
Volunteer Spotlight
As a token of our appreciation for our outstanding
volunteers, we host a spotlight each month to share
their contributions with you. This month, we’re
highlighting Sharon Persich.
Sharon Persich runs NESCO’s
Technology Appointments on Tuesday
mornings and is also on NESCO’s
Resource Development Committee.
Sharon has been volunteering with
NESCO since September 10, 2013.
She helps seniors with computers,
smartphones and tablets, from
understanding basic features so they
can explore and navigate comfortably, to learning about
the many things a device can do such as reading e-books
and news, searching for information, shopping online,
taking, sharing and organizing pictures, and listening to
music.
Sharon retired in 2009 after 33 years in a field where
she was deeply involved with computers. She has long
been fascinated with the various ways computers can
enrich life through organization and exploration. When
smartphones emerged, her interest was piqued and she
bought one of the very first Blackberry phones. When
tablets were introduced, she jumped into that,
appreciating the portability. Sharon says her inner geek
flourished and about three years ago she had the idea of
helping others appreciate the possibilities offered by
these devices.
Sharon grew up in Medford, WI. She went to graduate
school in Madison from 1975-1977, and then accepted
a job in the Fox Valley. She moved back to Madison in
1989 to take a manager position with Metro Transit. In
her free time, Sharon enjoys outdoor activities such as
skiing, biking, golf, tennis, and long walks. Since retiring
she has been delighted to have more time to read books,
history and historical fiction in particular, and belongs to
a book club. Sharon also takes drum lessons, and plays
the piano from time to time.

Volunteer Needed
The Victim of Crime Advocate (VOCA) program is
seeking a volunteer to work with the VOCA social
worker and individuals who are 60 years of age and
older who are victims of crime. Many victims have
never encountered a situation like this and find it
difficult to maneuver the criminal justice system. The
VOCA volunteer works closely with the VOCA social
worker in calling and writing victims to determine if
they are interested in receiving assistance and
services.
This position requires a 2 hour per week
commitment and is located at Dane County
Department of Human Services, Adult Protective
Services Unit, 1202 Northport Drive, Madison.

Fact or Fiction? Ask the Nurse!
Do you have questions about health
information?
In this column, nurses from the
UW-Madison School of Nursing will answer
common health and wellness questions
and help us figure out FACT from FICTION.
If I walk outside during a lightning storm, wearing
rubber-soled shoes will keep me safe.
FACT:
Rubber-soled shoes provide NO protection from lightning.
And lightning is a killer. According to the U.S. National
Weather Service, lightning kills an average of 49 people
every year in the USA, and hundreds more suffer serious
injuries.
Here are some tips to help stay safe when lightning is a
threat:
 Use the "30-30" rule
When you see lightning flash, count the number of
seconds until you hear thunder. If you hear thunder
in 30 seconds or less after seeing the lightning,
immediately go someplace safe. Stay in a sheltered
place for at least 30 minutes after you hear the last
rumble of thunder.

Find safe shelter
The safest places to go are buildings such as a
house, school, store, or other public building. The
next best option is a vehicle that has a solid metal
roof and solid metal sides, like a typical car, bus, or
truck. Covered picnic shelters, tents, and
convertibles, even with the roof up, are not safe. If
you are caught outside with no available shelter, look
for a dry, low-lying area and stay away from tall trees,
metal fences, or water.

Avoid potential dangers indoors
Avoid plumbing, including sinks, baths, and faucets.
Don’t use a computer, other electrical equipment,
or a landline corded telephone. (Cell and cordless
phones are safe to use.) Stay away from windows and
doors, and stay off porches. Do not lie on concrete
floors, and do not lean against concrete walls.
