I
n behalf of the Philippine Obstetrical & Gynecological
Society(POGS), Region 2, I would like to thank the POGS National
Officers for choosing our region to be the main venue for this very
important and historic event of POGS, the 10th Year Anniversary of
the National Day for Pregnant Women or the Pambansang Araw ng
mga Buntis with the theme “Buntis ay Kapit-Bisig na Alagaan Para
Kumplikasyon ay Maiwasan.”
The National Day for Pregnant Women (PambansangAraw ng
mgaBuntis) was declared by former President Gloria Macapagal Arroyo
last 2004 through Presidential Proclamation No. 596, declaring every
10th of March as a day to highlight pregnant women and focus on giving
proper education, medical care and advocacy programs to promote the
welfare of pregnant women in the country. Buntis Day is simultaneously
celebrated nationwide spearheaded by the POGS.
We started the activity with a KALESACADE. Kalesa is one of the main
means of transportation in Tuguegarao City. Ten kalesas were dressed
up by the different drug companies where the POGS members, other
physicians, medical representatives & visitors rode around Tuguegarao
City to make people aware about Buntis Day celebration and its
advocacies. The

Kumplikasyon ay Maiwasan.” The activity aims to educate the women
on pregnancy-related issues and to instill the importance of pre-natal
check-up for soon-to-be moms for the prevention of complications
so that maternal and perinatal morbidity & mortality rate will be
reduced by 2015.
The festivities began early as women lined up to receive free health
services such as mother’s classes conducted by the University
of La Salette, Santiago City, Isabela Midwifery students and their
Clinical Instructors headed by Dean Sister Fe Gonzaga. There were
simultaneous prenatal checkup and free Hemoglobin, Hematocrit &
Random Blood Sugar Determination. The pregnant women were also
given freebies such as prenatal multivitamins and Iron supplements,
free tasting of Anmum with a pack of it given to each pregnant woman,
Photo Booth, and gifts from the different drug companies. The first 50
pregnant women were scheduled for free pelvic ultrasound.
The program started at 9:30 in the morning. After the invocation and
singing of the Philippine National Anthem, PMA and POGS Hymn, the
participants were welcomed by the Regional Director and Chapter
President, Dr. Ves Catral-Ramones. Moreover, the program was
formally opened by Dr. Virgilio B. Castro (Chairman of the Committee
on Maternal & Perinatal Welfare, followed by the inspirational
message delivered by Dr. Ma. Carmen H. Quevedo (POGS President).
The keynote speaker, Dr. Rosendo R. Roque was introduced by former
Regional Director, Region 2, Dr. Melchor C. Dela Cruz.
The topic of “Proper Nutrition during Pregnancy” was lectured by Dr.
Raul M. Quillamor, Immediate Past President of POGS and Dr. Ma.
Carmen H. Quevedo, POGS President. After the presentation of the
plaques of appreciation to the speakers and lecturers, the first part
of the program was formally closed by Dr. Mae C. Diaz, Vice President
of POGS Region 2.
The “Search For Mrs. Araw Ng Buntis” made the affair more fun and
enjoyable. The pre-selected 7 contestants rendered their talents like
portraying drama, dancing and singing. The 2nd Runner up was Mrs.
Gaylean C. Calayan and 1st Runner up was Mrs. Jinky T. Mabborang. The
title of Mrs. Preggy Mom 2014 was won by Hermie J. Alvarez. These
winners received major prizes. However, the rest of the participants
won consolation prizes. All of the seven contestants were entitled to
a FREE Delivery either by Normal Spontaneous Delivery or Cesarean
Section at the Cagayan Valley Medical Center.

T
his seeks to partly address the alarming
high maternal morbidity and mortality
that the national statistics show for the past year,
2013. A concerted effort by the government and
private sectors forged “Millennium Development
Goal 5” several years back hopefully to make its
impact by 2015. The herculean task to bring
down the maternal morbidity and mortality
could be realized through the commitment
of the different stakeholders i.e. patients,
doctors, DOH, nurses, midwives, traditional
birth attendants, social workers etc. Awareness
and education campaign on the dangers of
pregnancy complications come in the forefront
of this humongous undertaking.
Meantime the host region prepared various
activities. Kick-off “Calesa parade” by Buntis
Day contestants started the festivities. An array
of scientific lectures and exhibits filled-up the
entire morning activities. Finally, the culminating
activity qas the crowning of “Mrs. Araw ng
Buntis Day”.

POGS CME 2014:
To Help Address Women’s Health
Concerns Across the Lifespan

T
he constant updates and progress in the field of medicine in general, and obstetrics and
gynecology in particular makes the work of the Continuing Medical Education Committee of
the Philippine Obstetrical and Gynecological Society (POGS) a challenge. POGS is composed
of a diverse group of physicians whose main goal is to maintain and improve women’s health. These
doctors are at the forefront of patient-centered care, research and advancement of treatments.
It is the mission and vision of the CME committee to help disseminate the society’s wealth of
expertise on evidence-based care, state of the art techniques and procedures and even review of
basic concepts to ob-gynes all over the Philippines. Not only that, current social concerns such as
taxation, Philhealth and legislative issues which greatly affect medical practice are also tackled by
the committee. Since the composition of POGS is varied and each region has specific concerns,
even non-medical topics and issues which interest our membership may be discussed.
Currently headed by the indomitable Dr. Rowena Auxillos of the POGS Board of Trustees, the
committee is composed of 8 other dynamic Obstetrician-Gynecologists from different institutions
and with different subspecialties. They are Dr. Walfrido Sumpaico, Dr. Ramon Gonzalez, Dr.
Ramon Reyles, Dr. Rommel Duenas, Dr. Joseph Olivar, Dr. Agnes Estrella, Dr. Debby Songco and Dr.
Stephanie Fay Cagayan. This group of doctors hopes that the committee can help foster growth
and development of their colleagues.
Commonly discussed topics during each course are the following: perinatal concerns such as
preterm pregnancy, fetal surveillance and co-morbid diseases in pregnancy such as Diabetes
Mellitus, Hypertension and Infections; Reproductive Endocrinology and Infertility issues including
PCOS, Menopause and AUB. Other subspecialty topics are Urogynecology, Pediatric Gynecology
and Gynecologic Oncology. New topics will include complications and management of ob-gyne
surgery including updates in techniques and sutures as well as BIR and Philhealth updates for the
practitioner.
For 2014, the committee will conduct 12 post graduate courses all over the nation. The first
scheduled stop is for Central Luzon which will be held on March 23. The committee will also make
its presence felt in the upcoming midyear convention to be held in Davao. Other committee plans
include an evaluation and monitoring tool to assess effectiveness of the committee activities in
ensuring that professional growth for each member of the society is accomplished. The committee
is also open to suggestions and recommendations from members of the society on other ways by
which each ob-gyne can keep up with the fast pace of changes in our specialization and where we
can help foster development opportunities for all.

T
he robotic surgical system was conceptualized with the
idea to replace human medics with robots in the hope
to decrease wartime mortality by bringing the surgery
to the soldier. The system that was developed is known as
MASH (Mobile Advanced Surgical Hospital) where a soldier
could be loaded into a vehicle with robotic surgical equipment
and could be operated on by a surgeon remote from the field.
It turns out the idea of a robotic medic was flawed due to its
vulnerability to tracking devices and changing policies about
how and where wounded soldiers are treated.
In 1999, the first robotic surgical system was introduced to the
market. Eventually, the Food and Drug Administration (FDA)
cleared the robotic surgical system for adult and pediatric use
in urologic surgical procedures, general laparoscopic surgical
procedures, gynecologic laparoscopic surgical procedures,
general non-cardiovascular thoracoscopic surgical procedures
and thoracoscopically assisted cardiotomy procedures.
Robotic-assisted surgery offers distinct advantages over open
surgery. The robotic approach is associated with less blood
loss, lesser post-operative pain, shorter lengths of hospital
stay, easier return to normal activity and better quality of
life. Rates of conversion and rates of operative complications
appear similar between the robotic and laparoscopic
approaches.
In 2010, St. Luke’s Medical Center–Global City acquired the
most advanced third generation robotic surgical system. The
robotic surgical system can be used in the surgical staging of
Endometrial, Cervical and in small volume Ovarian cancer.
On September 15, 2012, St. Luke’s Medical Center-Global
City made history by performing its 100th case of roboticassisted surgery, making the medical center as the most
experienced medical institution in the country when it
comes to robotic surgery. To date, there are more than
250 cases of robotic assisted surgeries performed. Sixty
percent (152) are gynecologic cases and of which 84 cases
are hysterectomies.
In the field of Gynecologic Oncology (female genital tract
cancer), the first of Robotic Radical Hysterectomy with Pelvic
Node Dissection for Cervical cancer was reported in 2006.
Since then, several other procedures were done to treat
cancers of the female genital tract.
In 2011, St. Luke’s Medical Center reported the very first
case of gynecologic cancer staging. It was a case of a
post-menopausal women who was complaining of vaginal
bleeding. She eventually underwent hysteroscopy directed
endometrial biopsy. The biopsy revealed Endometrial Cancer.
She underwent robotic assisted total hysterectomy and
bilateral salpingo-oophorectomy with bilateral lymph node
dissection. Dr. Leo Francis Aquilizan, Dr. Marie Victoria CruzJavier and a team of competent anesthesiologist and nurses
performed the surgery.
This year, the First Robotic Radical Hysterectomy with
Pelvic Node Dissection was performed by the same team.
It was a case of an early stage Cervical Cancer. The surgery
was unremarkable with minimal blood loss. Patient was
discharged 2 days after the surgery.
St. Luke’s Medical Center offers state-of-the-art robotic
assisted surgery for gynecologic malignancy (cancer of the
female genital tract). This includes Endometrial, Cervical and
small volume Ovarian Cancer. All procedures are done by a
well-trained and experienced robotic surgical team.

his year, the Philippine Society of Reproductive Endocrinology and Infertility (PSREI)
will be celebrating its 20th year in existence. A lot of activities are lined up to
commemorate this very important milestone. Starting this February, PSREI has
planned various educational outreach activities in several regions as part of its commitment
to Continuing Medical Education. The first lecture series was held in Cagayan de Oro last
February 22-23, 2014.
Last March 9, 2014, PSREI held its first ever Endometriosis run, the “Million Women March
for Endometriosis, Philippine Leg” at Camp Aguinaldo. This is a worldwide simultaneous
event promoting endometriosis awareness and PSREI sponsored the Philippine Leg of
the run.
This coming May 19, the society welcomes everyone to its 13th Midyear convention at the
Crowne Plaza Hotel Ortigas. This year the theme is “New Challenges From Basic Science to
the Clinics.” There will be a detailed discussion on the pathophysiology of endometriosis,
diagnostic tools, an update on management protocols and a look into controversies and
challenges in endometriosis. Experts in reproductive medicine and oncology will speak
on these topics. This confab is designed to inform obstetrician-gynecologists of current
developments and help provide appropriate care for all patients with endometriosis.
Lastly, PSREI is also inviting everyone to join this year’s annual convention which will be held
in the EDSA Shangri-La on October 8-10. The scientific committee led by PSREI’s dynamic
past president, Dr. Lilia P. Luna, has come up with pertinent topics that will appeal to general
OB-GYN physicians and Reproductive Endocrinology and Infertility specialists. A number of
local and foreign experts have been invited to share their knowledge on these topics.
PSREI is reaching out to all obstetrician-gynecologists to take part in its line-up of activities
for this.

“Blessings and New Beginnings”

reetings everyone! Welcome to the maiden issue of the POGS BOT 2014. I am happy to announce a lot of new
beginnings in our midst that are bringing a lot of blessings.
Our newsletter will begin sporting its new name Womenmatters@pogs courtesy of Dr. Ricky Braganza. We will try sending the
newsletter electronically via Dropbox and your feedback is essential so we may better serve you. We welcome suggestions
on other means of sending our newsletter.
The POGS website www.pogsinc.org is undergoing a major reconstruction and we will make it friendly and easy to navigate.
The list of present officers and different committee chairs has already been updated. Under construction is the “members
only” section wherein you can access the PJOG and newsletters online, and all other pertinent information you may need
from our society. Usernames and passwords will be generated and will be made available to you soon. Announcements of
conventions and postgraduate courses are posted on our website too. Downloads and announcements from the PBOG of
course are an essential part of the website.
Our POGS office has a new look, more professional and streamlined, facilitating the work flow in the office. Blessing of
the entire building and grounds was held last March 11, 2014 with pictures which can be found within this newsletter. A
new addition to the POGS secretariat is the assistant to the Executive Officer who is currently receiving endorsements and
undergoing training in preparation for Cora Roque’s leaving within the year.
We welcome the new PBOG and CREED members who were inducted recently. The first CREED manual is in the printing
and will be available soon to all accredited residency training programs. We welcome, too, the new Diplomates who passed
the orals examinations last March and the new Fellows for induction this November.
The Memorandum of Agreement between POGS and AHMOPI (Association of Health Maintenance Organizations of the
Philippines Inc.) has already been signed and we do hope that you have filled up the information sheet (previously mailed
to you, also available at our website for download) and submitted to POGS.
The beginning of the year also brought new challenges affecting our society coming from different sectors.
Philhealth is implementing the all case rates policy as per Circular No. 35 s.2013 downloadable here http://www.philhealth.
gov.ph/circulars/2013/circ35_2013.pdf. Rates no longer differentiate specialists from nonspecialists. Great care should be
taken in filling up the forms since “return to sender” claims for completion or correction are no longer allowed and will
be denied. Discharge diagnoses written as ill-defined and/or suspected diagnoses i.e., “to consider (T/C)”, “versus or vs.”,
“rule out (R/O), “probable, or “potential’ are also denied.
BIR has issued new regulations and guidelines…again..this time for “Monitoring of Service Fees of Professionals” ftp://ftp.
bir.gov.ph/webadmin1/pdf/84365RR%204-2014.pdf requiring us to 1) submit an affidavit yearly indicating the rates, manner
of billings and the factors considered in determining service fees; 2) register , aside from the books of accounts and sales
invoices and official receipts, an official appointment book containing only names of the client and the date/time of the
meeting; 3) In cases when no professional fees are charged by the professional and paid by client, a BIR registered receipt,
duly acknowledged by the latter, shall be issued showing a discount of 100% as substantiation of the “pro-bono’ service.
In the Senate the PHYSICIANS ACT OF 2013 Senate Bill No. 1294 was filed on August 15, 2013 by Jinggoy P. Estrada and
is under study. The PMA has the Stem Cell Therapy controversy, and including ASEAN Mutual Recognition Arrangement
on Medical Practitioners also downloadable at http://www.asean.org/communities/asean-economic-community/item/
asean-mutual-recognition-arrangement-on-medical-practitioners-2 wherein medical practitioners may practice within
the member states after being accredited and following set guidelines. The Committee on External Affairs (Legislation and
Non-legislative Government Agencies) has been kept very busy addressing all of these concerns.
Colleagues, we will be celebrating our very auspicious 68th Foundation Day on July 6 and despite all these challenges our
society stands strong because of you, our members, and together we can turn these challenges into blessings!

Becoming A Leader
T
he days have gone by too quickly. The first quarter of the year is
almost over. A new set of eleven officers, with only four members
from the previous Board, is at the helm of the Society. Despite
the many calamities that happened the previous year, 2014 started
with high spirits and full optimism. There was this eagerness and
ardent desire for positive changes. The first change was that the
meeting of the Board of Trustees promptly started at 8 a.m. different
from the previous afternoon schedules. There were so many issues
discussed and concerns addressed, which seemed to be endless, that
the first meeting adjourned already in the evening. However, after
that long 8-9 hours of meeting, there sure still were many tasks ahead
of us and I am confident that with the enthusiasm and commitment
shown by the present Board, no task is insurmountable.
This first meeting was followed by the induction of the Regional
Directors, most of whom were also new appointees. Likewise, a very
successful strategic planning was conducted. As I mentioned during
my induction as President, one soon realizes that teamwork is of
utmost importance most especially when ideas, ideologies and action
plans admixed with a variety of personalities come in to the ballpark.
I do not intend to start any earth-shaking projects and my advocacy
was simply to continue and even strengthen the worthy projects
initiated by my predecessors with close monitoring and evaluation
of its processes in conjunction with the ideals, vision and mission
of the Society. Everyone realized that truly, there still had a need to
review the many systems working in this strong organization, likened
to a wellness check. To date, we have had three Board meetings and
one EXECOM.
I spent the first three months of the year attending various meetings
involving both internal and external affairs. I had a series of travels by
land, air and water doing inductions, lectures and the like, such that
I ended up air sick, car sick, even sea sick. My apologies to Region 9
(Zamboanga) for not being able to administer my duties as inducting
officer at moment’s notice since I was indisposed. All my travels to
the different regions were truly worth my time. It was not only a
matter of having to do my ministerial duties, but it was being able
to meet and relate with them. There was that sense of immersion
and establishing a healthy working relationship. The officers of the
different chapters were young, fresh and vibrant marked by that
unquestionable commitment to serve and be strong and active
members of the Society. I salute to all the regional directors, officers
and members of the chapters. I was requested to give an inspirational
message in all of these induction ceremonies but I shall admit that
I was the one inspired by all of them. I delivered a short message
regarding the essence of leadership and let me share with you some
of the words I quoted from various authors.
“Leadership and learning are indispensable to each other. There
are three essentials to leadership – humility, clarity and courage but
Eisenhower stated that the supreme quality of leadership is integrity.
“Leadership is the art of getting your members do something you
want because he/she wants to do it and not because you just want
him/her to do it.

I left the members with some quoted words to ponder on. “The
challenge of leadership is to be strong but not rude, be kind but not

folly” (Jim Rohn). In one way or another, and in one or more time,
we all will be leaders.

of trustees who chairs a program and activity chooses colleagues who’ll work with them for the year to ensure that the

The bigger challenge - how to make the general POGS membership happy
STRAT planning was done in February in Natrapharm. We
were able to align projects and activities attuned to our vision
/ mission and included evaluation and monitoring to make
them more meaningful and with greater impact. Their task
is to ensure that the mandate of the national society gets to
be implemented in the region.
Buntis Day
Every March 10, all obgyn nationwide participate in the
celebration of Buntis Day. This is to give glory to pregnant
women who take the supreme sacrifice for the unborn baby.
New look POGS building
Our abode underwent renovation to give the second floor a
‘corporatized’ look. We would like our members to feel ‘at
home’. Our secretaries will be on hand to help you out with
your needs. I would also like to inform the group that we have
a new staff on board in the person of Ida. She’s our assistant
executive officer. She came on board last March one and is
currently undergoing training. Cora Roque our ever reliable
executive officer will soon be leaving us.
Challenges for the BOT
Over the past several months, there were changes in the
healthcare industry that somehow had impact on our practice
of OBGYN. The implementation of the MOA between POGS
and AHMOPI has ensued at the beginning of the year. May I
enjoin the general membership to join and submit their info
sheets and contracts so that we could encode all of these in
our database. Likewise, we will now begin the monitoring and
evaluation of this partnership as we now appreciate fruitful
interactions between patients of HMO and the members.

There are however positive challenges and these include our
upcoming midyear convention in exotic Davao. Trust region

The right people
for the right job
from PHIC, I would like to presume that more and more patients will
utilize their benefits from HMO.
PHIC has boasted over the media that benefits are ‘bigger’. I think the
better term is wider coverage with the adoption of all case rate payments BUT with smaller reimbursements to the physicians and bigger
out of pocket expenses for the patients. I think it is about time that
POGS conduct a structured research to really find out what are the
reasonable case rates for our specialty. In one of my friendly discussion
with PHILHEALTH they indicated that they have statistics to show that
the case rates that we are given are to say the least ‘reasonable’. The
scheme of ALL case rates also leveled the field for OBGYN procedures.
Today regardless of whether you are a fellow or not you’ll get the same
payment. There is potential negative impact to our residency training
graduates as they will not strive to earn a certification.
To compound our woes, the BIR has resorted to shame campaigns. For
esteemed professionals like ourselves, we cried foul. POGS called on to
PMA to help in convincing the concerned agency to use a different tactic. BIR slapped a tax evasion case against the PMA president. Clearly,
we’re on different wavelength. Yes we will be good citizen and pay the
correct taxes and we want to see that it’s spent for the country too.
I’m sure only a handful would have heard of a budding organization
called the Academy of Medicine. POGS is part of the specialty societies who joined the organization which would primarily undertake
academic concerns of the specialty societies in preparation for the
Mutual Reciprocity Agreement (MRA). Its humble beginnings came
about when PMA imposed that the members of the specialty societies need to attend postgraduate courses and seminars of general
medical interest to earn credits to maintain good standing other
than for their specialty societies. I will expound on this in the next

Mary Chiles General Hospital achieves full DOH
Accreditation as Mother Baby Friendly Hospital

Mary Chiles General Hospital in Gastambide St. Sampaloc Manila was founded in 1911 and is celebrating
its 103 years in existence. It has a POGS fully accredited residency training program in OB-GYN since 1984
and this year the department is celebrating its 30 years anniversary. Last March 10, 2014 Mary Chiles
hosted the Universitywide Buntis Day which drew 174 pregnant women benefitting from free prenatal
visits, ultrasound, multivitamins including the Mrs. Buntis pageant.
Last March 26-28, 2014 Mary Chiles was visited by the DOH-NCR MBFHI Regional Assessors. After three days of
inspection of facilities, interviews with staff (medical and nonmedical), pregnant, intrapartum and postpartum

he Council For Residents’ Education, Enhancement and
Development, more commonly known as the CREED,
has embarked on another year with a new set of officers
and some new members. Yours truly Dr. Stella Marie L. Jose
from UP-PGH, is the Chair for 2014; Secretary is Dr. Nerissa A.
De Jesus from St. Luke’s Hospital; members are: Dr. Edna C.
Banta from Manila Central University Hospital, Dr. Vicenia S.
University Balajo from St. Louis Hospital, Dr. Jaime M. Manila
from West Visayas State Medical Center, Dr. Jocelyn Z. Mariano
from the University of Sto. Tomas, Dr. Aida V. San Jose from
Fatima University Medical Center, Dr. Carmencita S. Solidum
from Rizal Medical Center, Dr. Regina D. Ingente from Davao
Doctor’s Hospital and Dr. Rosalie E. Junio from the University
of the East Ramon Magsaysay hospital. Suffice it to say that all
stakeholders- the academe, the regional sector and the private
sector-are well represented in the CREED.
The CREED had a Strategic Planning Seminar last January
held at St. Luke’s Global City with the participation of the
outgoing CREED chair Dr. Corazon T. Lim. The CREED timetable
was set and it was agreed upon that the Residents’ in-service
examination will be held on Sept. 14, 2014 at UST for Metro
Manila and Luzon resident-trainees; for those from the
Visayas, it will be at the Cebu Institute of Medicine; and for
Mindanao resident-trainees, it will be at Davao Medical School,
Davao City. The examination will be given simultaneously
and it will start at 8am and end at 12nn. We would like to
remind all training institutions that the resident-applicant for
Diplomate part 1 must have taken at least 3 out of 4 in-service
examinations, to qualify for part 1.
The 1st Trainors’ workshop with the theme Ethics: A Vital
Link in Residency Training will be held on April 5, 2014,
at the Bayanihan Center, UNILAB from 8am-5 pm. Topics
include: Ethical Issues in OB –GYN by Dr. Angeles Tan-Alora,
former Dean of the UST Faculty of Medicine and Surgery;
Objective Structured Clinical Examination (OSCE) in OB-GYN
Residency training by Dr. Agnes Estrella MHPEd; How to Make
a Memorandum of Agreement (MOA) or Memorandum of
Understanding (MOU) among hospitals in a consortium
by Atty. Antonio Rebosa; and How to interpret in-service
examination results, by Dr. Stella Marie L. Jose. These topics
were specifically chosen following our guidelines on the
transfer of technical responsibility. As clinicians, we should be
cognizant of the inherent risks and ethical issues in this form
of teaching strategy. The OSCE could be part and parcel of the

residency skills training in that, dummies could be utilized using the
demonstration/return-demonstration skills acquisition. From a lawyers
point of view, we can learn the intricacies of a MOA or MOU. Lastly, I will
speak on how to interpret the In-service examination results, to clarify
some questions from the standpoint of the training bodies. Indeed, it
will be an exciting workshop and the CREED is grateful that all invited
speakers accepted our invitation.
The 2nd Bi-annual Trainor’s Meeting with the theme Research: The
Backbone of Medicine will be on July 26, 2014 from 8am- 5 pm at
the Luxent Hotel along Timog Ave., sponsored by DKT. The topics
and speakers include: Clinical Appraisal of Journals by dr. Jacinto
Blas Mantaring III, an eminent Pediatrician-epidemiologist; The Role
of Consultants/Chair/Training officer to enhance the research skills
of residents in evidence-based medicine, by Dr. Antonio Dans, a
cardiologist-epidemiologist, a well-known speaker and a TOSP awardee;
How to detect plagiarism by Dr. Jose Maria Avila, editor-in-chief of Acta
Medica, the journal of the UP College of Medicine; and Clinical Teaching
Skills by Dra. Stella Marie L. Jose. The invited speakers are prominent
figures in the field of research, authors of books, and multi-awarded
scientists. I am positive that we will all be mesmerized by
their lectures.
The hospitals for visitation by the CREED members this year will
be the hospitals for accreditation next year by the Philippine
Board of Obstetrics and Gynecology (PBOG). The hospital
visitation includes checking of the logbook of the residents;
face-to-face question and answer; checking of the research
outputs; sample test examinations both written and oral;
and a walk-thru the hospital premises specifically the labor
room, delivery room, operating room complex and outpatient
department. To conserve our resources, CREED members who
come from that province or region will be the ones assigned
to visit the hospital for accreditation: Dr. Jaime Manila (from
Cebu) will visit Chong Hua Hospital, Perpetual Succour Hospital,
The Doctors’ Hospital, and the Visayas Community Medical
Center, all in Cebu; Dr. Jocelyn Mariano will visit the AFP Medical
Center, V. Luna QC; Dr. Aida San Jose will visit De Los Santos
Medical center and World Citi Medical center; Dr. Rosalie Junio
will visit the Jose Fabella Memorial hospital and the Jose Reyes
Memorial Medical Center; Dr. Nerissa De Jesus will visit Capitol
Medical Center and the Mary Chiles General Hospital; Dr.
Edna Banta will visit Mary Johnston Hospital and the San Juan
de Dios Hospital;Dr. Carmencita Solidum will visit Gen. Emilio
Aguinaldo Memorial hospital and the Univ. of Perpetual Help
Dr. Jose G. Tamayo Medical Center, Binan; Dr. Regina Ingente
will visit Northern Mindanao Medical Center and Hospital in
Zamboanga; and Dr. Aurea Llanera will visit the FEU-Nicanor
Reyes Memorial Foundation Hospital in QC. These hospital visits
will be accomplished from March to September. The hospital
concerned will be notified as to the exact date a week before
the actual visit. The results of the hospital visit will be forwarded
to the PBOG and POGS Board of Trustees as agreed upon in the
tripartite meeting last November 2013.
The CREED handbook which was started by Dr. Evelyn
Palaypayon, with contributions from the succeeding CREED
chairs Dr. Mildred Pareja, Dr. Corazon Lim and myself, is in the
last stages of editing. The CREED handbook, when it finally
sees printing, will be a cumulative effort of both the Board of
Trustees (BOT) and the CREED.
Lastly, I would like to thank the Almighty Lord for guiding us,
your CREED, in these endeavors. We hope that in our small
way the CREED can help mold the minds, the skills and the
values of our resident-trainees.

Health Care, Then Now Forward...

T
he Perinatal Association of the Philippines is an
association comprised of interdisciplinary societies
(Philippine Obstetrical and Gynecological Society,
Philippine Pediatric Society, Maternal and Child Health
Association of the Philippines and Integrated Midwives
Association of the Philippines) united in the desire to protect,
promote and preserve fetal, neonatal and maternal welfare.
Established in 1991, it was envisioned to be the lead advocate
and major advisory body on issues and policies regarding
perinatal health care in the Philippines. It has since then
advocated and spearheaded projects for the development
and advancement of perinatal care in the country.
In 2012, under the leadership of its president, Dr. Maria Cecilia
O. Tolentino in cooperation with the Bless-Tetada Kangaroo
Mother Care Foundation, Inc. the PAP adopted the Gat Andres
Bonifacio Memorial Medical Center as the first hospital in the
City of Manila to be a KMC site. Come rain or shine the PAP
caravan also visited PAP provincial chapters where lectures on
maternal nutrition, best practices in the NICU, myths and facts
on care for the newborn were given. The same year also saw
the completion of the Position Statements on Preconception
and Prenatal Care and Immediate Care of the Newborn by
the Taskforce on Best Practices in Perinatal Care. The year
was capped off with the 21st Annual Convention dubbed as
“Imprinting the Future: Understanding the Perinatal Action
Plans” which brought to light the importance of maintaining
the health of both mother and baby-preconception, during
gestation and even after delivery.
2013 is a year of women empowerment as the PAP joined
the 3rd Global Women Deliver Conference in Kuala Lumpur,
Malaysia. The conference, participated in by 4000 attendees
from different nations and organizations drew the spotlight
on the Philippines’ Reproductive Health Law (RH Law)
as well as on the national programs of the participating
countries to improve maternal health outcomes and their
strategies to meet the needs in achieving the Millennium
Development Goals 4 and 5. In the same year, PAP was
recognized as a stakeholder and advocate on issues on
maternal and child health and perinatal health when it
was invited by the National Institute of Health-Institute of
Child Health and Human Development on a Round Table
Discussion on Maternal Nutrition in the Philippines and Its
Impact on Neonatal Morbidity and Mortality. Recognizing the
association’s contribution in the advocacy and advancement
of perinatal care, it was also invited by the National Center
for Disease Prevention and Control-Family Health Office for a
workshop on the Development of a Protocol for the NationalPerinatal-Maternal-Neonatal Health Quality Improvement
and Information Management System: Perinatal, Maternal
and Neonatal Death Reviews and Reporting systems. The
association was also invited to be a member of the Technical
Working Group on Maternal Perinatal Neonatal Health of the
Department of Health. The PAP also established its second
KMC site, this time down south at the Western Visayas Medical
Center. Highlight of the year was the 22nd Annual Convention
“State of Perinatal Care: Moving Towards the Target” which
addressed the issues in perinatal care in the country: where
we stand, are we pursuing the right direction and will we
meet our target.
In the year of the wooden horse, the Perinatal Association
of the Philippines headed by its present president Dr. Ma.
Theresa Hilario-Jimenez will charter new territories in the
improvement of maternal and child care. In cooperation with
the lntegrated Midwives Association of the Philippines, local
government units, Department of Health and World Health
Organization, and the private sector (private lying-in clinics)
maternal and perinatal case conferences would be conducted
in pre-identified areas aiming to improve the quality of care
provided by government and non-government lying in clinics.
The PAP would continue to visit the different chapters for
the PAP Caravan. Also in the works are Continuing Medical

Education (CME) programs and skills development for all medical
personnel involved in perinatal care (Ob-GYNE, pediatricians,
nurses, and midwives) including a partograph workshop to be
cascaded to the midwives and birthing attendants nationwide.
True to its advocacy, the PAP hopes to establish this year the
National Perinatal Statistics. This year’s culminating event would
coincide with the association’s 24th year anniversary, the 23rd Annual
Convention entitled: “Strengthening the Linkages in Perinatal Care”
on September 28-29, 2014 at The Crowne Paza Hotel in Ortigas,
Pasig City.

Catanduanes.
The geographical distance and unpredictable weather
did not deter our colleagues from attending the second
ALARM program in Bicol held in Naga City Villa Caceres
Hotel last February 21-23, 2014.
The overwhelming enthusiasm shown by all the
participants was unexpected. It showed their endless
commitment to update and refresh their knowledge and
skills in the practice of Obstetrics. Our respective Senior
Consultants, Fellows, Diplomates Junior Members and
a few non members eagerly listened to all the lectures
and participated in all the workshops. The camaraderie
of being in the company of their colleagues and mentors,
the banter, the laughter and the eating sessions added
to the success of the activity.
Each province was well represented except Catanduanes,
an island which is separated by sea from the rest of Bicol
provinces. Up to now we still do not have members from
there. Looking forward....for more fruitful activities of
POGS.

he City of Golden Friendship welcomed the members of POGS Region X to the Annual
Philippine Obstetrical and Gynecological Society (POGS)-Region 10 Induction of Officers
for CY 2014 and Turn-Over Ceremony last January 25, 2014 in Cagayan de Oro City at
the city’s newest world-class hotel, the Limketkai Luxe Hotel. The POGS National President
led the Induction and Turn-Over of POGS-Region 10 Officers for CY 2014. POGS-Region 10
counts as its members obstetrician-gynecologists from Cagayan de Oro, Iligan City, Marawi,
Bukidnon, Ozamis, Ginoog and Surigao.
OGS Region 1 Chapter had a successful Induction and Turn over ceremonies last Feb 9, 2014 at
the beautiful Sison Auditorium at Linggayen, Pangasinan. The Inducting Officer and Guest
of Honor was no other than the hard working POGS President Dr. Maricar Quevedo
whose message to the members was really inspiring. Ten new members were added to the
chapter after being inducted by the dedicated Regional Director Dr. Aurora L. Valdez. The out
going President and leadership awardee Dr. Cynthia Viado turned over the responsibility to
the incoming President Dr. Evelina Castro. The event was witnessed by the Past Presidents,
officers and members who all looked so beautiful in their lovely gowns.
Dr. Ma. Carmen Hernandez-Quevedo, POGS National President, who was the inducting officer,
also delivered a short lecture. Outgoing Regional Director, Dr. Cynthia Baconga and Outgoing
President, Dr. Mary Ann Ratag turned over the responsibilities to the newly inducted POGSRegion 10 Officers for CY 2014:
The event was also highlighted by a mass followed by a lecture on Menopause by no other
than our beloved Dr. Lilia Pagtakhan-Luna who generously answered the questions during
the open forum.

POGS IFW 2014 Bulletin: STOP MEASLES
Measles is a highly contagious viral infection transmitted via air
droplets when people sneeze or cough. It affects children and
may cause death. Women of reproductive age are vulnerable
too. Rubella infection in the first trimester of pregnancy has
accounted for miscarriages, fetal deaths, stillbirths and the
congenital rubella syndrome.
There is NO specific treatment for affected individuals.
Prevention thru immunization is the key. The MEASLES &
RUBELLA vaccines protect and save lives.
With the present outbreak, the POGS IFW task force highly
encourages POGS members to recommend MMR immunization
for all individuals (healthcare professionals especially) without
documented immunity, either laboratory or from recorded
vaccination. If for some reason, the obstetrician cannot provide
vaccination services, the proper referral should be made.
For those exposed to patients, having themselves vaccinated
within 72 hours from exposure, provide protection (Postexposure prophylaxis).
For further information on MMR vaccination, refer to the
IFW Practice Recommendations and the Vaccination Wheel
made available to POGS members during the 2013 Annual
Convention.
