Dear Fellow NEPGA Professionals:
Welcome to the Wannamoisett Country Club and the 93rd playing of the
New England PGA Championship. Our NEPGA Staff and the staff at
Wannamoisett have worked many hours to make sure that you enjoy
yourself throughout the week.
Upon your arrival, please take a few minutes to visit the golf shop and
introduce yourself. Also, feel free to let us know if you have any questions
or special requests. Our Golf Staff will do their utmost to see that you have
fun and enjoy the week at Wannamoisett.
Please see our Caddy Master, Evan Mitchell, for any information regarding

Wannamoisett has a small warm up area of approximately 150 yards long.
Practice Range balls will be on the range and chipping green for your use
throughout the week. The range will be open 1 hour before the first tee
time and will close after the last tee time.

Championship and in your future golf events.

Dear Fellow NEPGA Professionals,
We are pleased to welcome you to Ledgemont Country Club and we are
excited to be hosting the NEPGA Section Championship with
Wannamoisett Country Club this year.
Since we last hosted the section championship in 1998, golf equipment
may have changed, but we think you will still enjoy our traditional Alfred
Tull layout. Many of you may be familiar with Tull’s work and don’t even
realize it, as much of Tull’s work was done while designing for Walter
Travis, AW Tillinghast, and Devereux Emmet. Tull became known for
creative golf course routing and large green complexes that placed an
emphasis on chipping. We think you will find Ledgemont is a perfect
example of his work and we hope you enjoy the feel of his traditional,
straightforward, yet demanding layout that has stood the test of time.
On behalf of the entire membership at Ledgemont Country Club, we wish
you well in the 2013 Section Championship and we hope you enjoy our

LETTER FROM THE EXECUTIVE DIRECTOR
Dear New England PGA Professional,
Thank you for participating in the 2013 NEPGA Championship/PNC. We
are all very excited to have such a wonderful field at our Sections premier
event. This is the second year in a row that New England will boast the
largest field in the country, and the fourth time in the last six years. We are
very fortunate to have our Championship at two wonderful host sites and
facilities. Host PGA Professional Troy Pare, from Wannamoisett CC and
host PGA Professionals Jack Tosone and Todd Campbell from Ledgemont
CC have helped us create the highlight to our tournament schedule.
In the New England Section we combine our Championship with our
Professional National Championship qualifier. As a result we had over one
hundred ninety registrants and sixteen NEPGA professionals will qualify to
represent the New England Section at the Professional National
Championship in South Carolina next June.
The New England PGA Section Championship has a long and illustrious
history. This will be the 93rd time New England Section Professionals will
gather to compete for the Tom Mahan, Sr Trophy and have their name
alongside some of the finest players and PGA Professionals in New
England. This year’s quest for the Tom Mahan, Sr. Trophy goes through
Providence!

CHAMPIONSHIP HISTORY
H ISTORY
The New England PGA Championship has been in existence since 1921, five
years after the PGA of America was founded. Since that time, the
championship has been contested 92 times, with this being the 93rd. There
have been 60 champions in the 92 year history of the event, with 19 winning
the event multiple times. The Championship has been hosted or co-hosted
at 54 different sites throughout New England, giving the Championship a
very unique history, and a big reason why there have been so many different
winners throughout the years.
The list of winners is a who’s who of the best players in New England PGA
history. Names from the past such as Lester Kennedy, Tex McReynolds, Bob
Crowley, Charlie Volpone, Joe Carr, Tony Morosco and Dana Quigley give a
glimpse of the great history of the section, and names such as Kirk Hanefeld,
Chip Johnson, Ron Philo, Troy Pare, Frank Dully, Paul Parajeckas, John
Hickson and Eddie Kirby litter the brass plating around the Tom Mahan, Sr.
Trophy, giving a strong indication that the talent is still strong and will be for
many years to come.
This year presents another opportunity for a New England PGA Professional
to join the exclusive club of NEPGA Championship Winners. Over three days
in August, contested on two golf courses, we will add another name to the
storied list of Champions of this prestigious event.

THE MAHAN CLUB
While the Mahan Club is two years old, the members of it have over 90 years
of experience in winning the most coveted prize in New England Professional
Golf. The Club is named for Thomas Mahan, Sr., who was President of the
NEPGA for over 20 years, as well as Vice President of the PGA of America in
the 1950’s. The NEPGA Championship trophy is named in his honor.
Each year, on the Sunday night before the NEPGA Championship, past
winners of the Tom Mahan, Sr. Trophy will be invited to a Champions dinner.
The hope is to gather the players fortunate enough to have hoisted the
NEPGA Championship trophy for a few hours of cameraderie, story telling
and good-will the night before Round 1 of the Championship. While there
are 92 years of winners, and many are not living or local anymore, the ones
that are have a lifetime of wisdom and experience to share, and will get to
share it with this small group one night a year.
2012 Champion Eddie Kirby is the newest member, with a thrilling victory last
year at Salem & Kernwood. He will look to repeat in 2013 at two of his
favorite courses in his home state. A line of past champions and new
challengers await.
Each year there is room for one more member of this exclusive club. Who
will be next to receive an invitation?

CONTESTANT INFORMATION
IN FORMATION
REGISTRATION
There is no formal registration for competitors. Please report to your
starting tee 10 minutes before your starting time so that our starter can go
over Local Rules and any notes for play on that day.
COURSE
Rounds 1 and 2 will be played on Wannamoisett Country Club and
Ledgemont Country Club. Final Round will be played at Wannamoisett
Country Club.
DRESS CODE
The following is applicable to all contestants participating in the Section
Championship.
Contestants must wear slacks anywhere on club property during
Championship days. All contestants will be required to present a neat
appearance, appropriate to a golf championship, in both clothing and
grooming.
It is a condition of the NEPGA Section Championship that the host sites
prohibit shoes with metal spikes. Penalty for breach of this condition is
DISQUALIFICATION.

GOLF CARS AND CADDIES
CA DDIES
Golf Cars are included in your entry fee. Only two golf cars will be allowed
per group. Players are welcomed to walk and use caddies, so long as it does
not slow the pace of play. Players choosing to ride may only have one
person ride in the golf car during the round, and that person will be
considered their caddie. Caddies are not granted access to player dining.
GROUPS AND STARTING TIMES
Groups and Starting Times for Monday and Tuesday’s rounds are available
on BlueGolf, and will be available Sunday afternoon through the evening at
the Scoreboard.
It is the player’s responsibility to verify their starting time. NEPGA
Officials will not call players to the starting tees. It is the player’s
responsibility to be in place and ready to play at his/her assigned time.

CONTESTANT INFORMATION
PLAYER CONDUCT
Any player who shall be deemed guilty of conduct unbecoming a Golf
Professional while participating in the NEPGA Section Championship or
activities related thereto (i.e., practice rounds, hospitality events, etc.), or
who otherwise violates the Code of Ethics of The PGA of America shall be
subject to fines or suspension from championship play.
The Championship Staff shall be authorized to impose penalties for any of
the following violations:
• Club Throwing/Breaking
• Damage to course equipment or property
• Abuse, oral (profanity) or otherwise directed at rules officials, other
competitors, spectators, sponsors, Championship Staff, volunteers or
others.
• Consumption of alcoholic beverages during practice rounds and/or
championship rounds.
• Using cell phones or any similar cellular telecommunications
equipment on the golf course during championship rounds.
• Any other conduct deemed by Championship Staff to be unbecoming
a Golf Professional.
PRIZE MONEY
The Purse will be $85000. The winner will receive $14,000. Players making
the cut and finishing below 60th place will be paid $400.
SIZE OF FIELD
The total field will be 188 players, cut to the low 60 and ties for the Final
Round.

CADDIE INFORMATION AND REGULATIONS
The following practices and policies are in effect for the NEPGA Section
Championship.
REGULATIONS
Caddies shall not walk on greens when checking hole locations, nor shall they
interfere with play during practice or tournament rounds.
Caddies are only allowed on the practice putting greens to retrieve chip
shots or long putts. This may only be done provided the putting green is not
crowded.
Players are welcomed to walk and use caddies, so long as it does not slow
the pace of play. Players choosing to ride may only have one person ride in
the golf car during the round, and that person will be considered their
caddie.
Caddies are not allowed in player dining. Caddies are permitted to purchase
food and drink at the courses.
CADDIE APPEARANCE
Caddies may wear shorts. If shorts are worn, they are to be hemmed and not
more than 2” above knee length. The shorts are expected to be professional
looking in appearance.
Caddies must wear smooth, rubber soled shoes. No golf spikes of any kind
will be permitted.
All caddies will be required to present a neat appearance, approriate to a
professional golf tournament in both clothing and grooming.
CONDUCT
Failure of any caddie to conform to the above shall result in his/her
immediate removal from Club property.
Contestants shall be responsible for the

caddies.

PLAYPLAY-OFF PROCEDURE
PROC EDURE
In the event of a tie for the Championship, there will be a Hole by Hole playoff immediately following completion of play. The play-off will commence on
hole 18, and if necessary hole 18 will be repeated until a Champion is
determined.
In the event of a tie for National PNC Qualifying spots, there will be a Hole by
Hole play-off immediately following completion of play. The play-off will
commence on the 10th hole or an available area of the golf course, and will
continue until all qualifying spots are determined.

Local Rules and
Conditions of Competition
The Rules of the United States Golf Association govern play, as modified
by the NEPGA. The following Conditions of the Competition apply and may be found in the current
Appendix I of the USGA Rules of Golf as referenced on page numbers below. See the applicable
competition’s “Notice to Competitors (Players)” for additional Definitions, Local Rules and Conditions of
the Competition.
Unless otherwise noted, the penalty for breach of a Local Rule or Condition is:
Match Play - Loss of Hole; Stroke Play - Two Strokes.
SECTION A: LOCAL RULES
1. Out Of Bounds - Rule 27.
A ball that crosses a road defined as out of bounds and comes to rest beyond that road is out of bounds, even
though it may lie on another part of the course.
2. Water Hazards and Lateral Water Hazards - Rule 26.
Water hazards are defined by yellow stakes and/or lines.
Lateral water hazards are defined by red stakes and/or lines.
3. Abnormal Ground Conditions - Rule 25.
Ground Under Repair
a. Areas completely encircled with white lines.
b. French drains filled with stones.
c. Seams of cut turf – Pages 109-110
Casual Water on Putting Green
If casual water exists on the putting green the Committee may:
a. require the player to proceed under Rule 25-1b (iii);
b. squeegee the line of putt.

5. Stones in Bunkers
Stones in bunkers are movable obstructions. (Rule 24-1. applies)
6. Immovable Obstructions - Rule 24.
a. White Lined areas tying into obstructions, are part of the obstruction, not ground under repair.
b. Railroad ties, curbing or the like adjoining artificially surfaced roads or paths are part of the road or path.
c. Landscaped or garden areas (flowerbeds, shrubberies or the like) completely encircled by an obstruction
are part of the obstruction.
7. Turf Plugs on Putting Green - Rule 16-1c.
Turf plugs on putting greens have the same status as old hole plugs and may be repaired as in Rule 16-1c.
8. Integral Parts of the Course
a. Wrappings, wires, cables and other objects when closely attached to trees or objects defining out of
bounds.
b. Artificial walls and/or pilings when located within water hazards.
c. Artificial walls and/or pilings that define the margin of bunkers are integral parts of the course and are
through the green.

9. Permanent Elevated Power Lines or Cables
If a ball strikes a permanent elevated power line or cable, the stroke must be
canceled and replayed, without penalty (See Rule 20-5). If the ball is not
immediately recoverable another ball may be substituted. (For temporary power lines or cables see item 9
Temporary Obstructions).

11. Scoring Area
The scoring area may include but is not limited to tents or rooms. A player’s score card has been returned to
the Committee when the player has exited the defined scoring area with both feet.
12. Pro-Am Competition - Score Card
The professional player is the marker and scoring is according to Rule 31-3. The score card shall be signed by
the professional player and attested by one of the amateur partners. Penalties apply only to the professional
player.

Note: All practice areas shall be closed during a suspension for a dangerous situation until the Rules
Committee has declared them open. Players who disregard such closing shall be subject to disciplinary action.
5. Practice - Page 121.
Prior to the stipulated round in stroke play, a player may practice on the designated practice areas. Rule 7-1b
applies to other practice in stroke play. Rule 7-1a covers practice before the stipulated round in match play.
6. Transportation
a. To prevent "Scouting", a player or players using a cart, or their caddies,
may not drive the cart past the ball which lies closest to the hole until all shots
have been played.
If the cart is driven past the closest ball in searching for a ball, or ahead in the
interest of safety, this is not considered a violation.
7. How to Decide Ties
In the event of a tie for first place there will be a hole by hole playoff to determine the winner immediately
following the last stipulated round.
8. Close of Competition
The competition shall be deemed to have closed when all scores have been approved by the Rules Committee. In
the event of a playoff, the competition shall be deemed to have closed when the playoff scores have been
approved by the Rules Committee.

STARTING TEES and SCORING AREA
GENERAL
The roped area of each 1st tee defines the teeing area.
STARTING TEE(S)
For the purposes of applying Rule 6-3a (late to the tee), a player is
considered to be “on the tee” when he or she is within the roped area
surrounding the tee box.
SCORING AREA
A player has left the scoring area when he or she has departed the scoring
area and has crossed the roped area defining the scoring area. For the
purpose of applying Rule 6-6c, a competitor is considered to have returned
his or her scorecard when he or she has first left the scoring area.

SUSPENSION OF PLAY
SUSPENSION OF PLAY FOR A DANGEROUS SITUATION: When play is
suspended for a dangerous situation, if the players in a group are between
play of two holes, they shall not resume play until the Committee has
ordered a resumption of play. If they are in the process of playing a hole,
they must discontinue play immediately and shall not thereafter resume
play until the Committee has ordered a resumption of play.
All practice areas shall be closed during suspension for a dangerous situation
until the Committee has declared them open for use.
Note: A suspension for a dangerous situation shall be signaled by one
prolonged siren or horn blast. All other types of suspension shall be signaled
by three intermittent siren or horn blasts. Resumption of play will be
signaled by two intermittent siren or horn blasts.
PENALTY FOR BREACH OF THIS LOCAL RULE: DISQUALIFICATION
All players must return to the clubhouse for a dangerous situation
suspension.
