SUBJECT/TITLE:
AWARD PURCHASE OF FORD CROWN VICTORIA TO MULLAHEY FORD IN THE
AMOUNT NOT TO EXCEED $25,160.99.
RECOMMENDATION:
By motion, award purchase of a Ford Crown Victoria to Mullahey Ford in the amount of
$25,160.99.
EXECUTIVE SUMMARY:
On June 10, 2008, a police patrol unit (PD44-064) was involved in a traffic accident
while in pursuit on Highway 101. The unit was towed from the scene to the Public
Works Corporation Yard. The City’s insurance adjuster determined the patrol unit to be
totaled. Photos of the totaled patrol unit are included below.
The replacement account for this vehicle has accumulated $17,500 since 2006. The
balance needed for the purchase ($7,660.99) is available in the Mobile Emergency

Response Vehicle (MERV) replacement account. The purchase of MERV has been
postponed by the request of Chief Cortez and City Council to a future undetermined
date. The City’s insurance company will reimburse the cost of the vehicle, less a
$1,000 deductible. The reimbursed funds from the insurance company will replenish
the replacement accounts mentioned above.
Requests were mailed to five different Ford dealerships in the local area from Paso
Robles to Santa Maria. Summaries of the proposal results are included in the table
below. Three requests were not returned for consideration.
After taking delivery of the new Ford Crown Victoria, staff will then direct the Fleet
Division to install safety lights, radios and additional emergency equipment. The Ford
Crown Victoria is the industry standard for the California Highway Patrol and many other
law enforcement agencies for patrol and law enforcement vehicles.
It is staff’s recommendation that Council authorize the City Manager to sign the
purchase order to purchase the Crown Victoria from Mullahey Ford in Arroyo Grande.
