Frontage Roads and Local Road Improvements
PROJECT OVERVIEW
As part of the Illinois Route 390 Project, the Illinois Tollway is
improving and constructing new local access roads along
Illinois Route 390, including construction of a new system of
frontage roads.
The new system of frontage roads will run parallel to Illinois
Route 390 to maintain easy access between existing
businesses and residential areas adjacent to the new Illinois
Route 390.
In 2016, work includes completing construction of the new
eastbound frontage road and moving mainline traffic onto
the frontage roads to allow for the construction of the new
Illinois Route 390 Tollway east toward O’Hare International
Airport. In addition, local road improvements on Prospect
Avenue and Illinois Route 83 are scheduled.
Construction Update (9-2-16)
Eastbound Thorndale Avenue traffic is shifted onto the new
frontage road located to the south of the existing roadway.
Westbound Thorndale Avenue traffic will continue to travel
along a portion of the existing Thorndale Avenue, with the
exception of the segment between Supreme Drive and
Illinois Route 83, which will be shifted north onto the new
westbound frontage road.
In addition, between Supreme Drive and York Road, traffic in
both directions will be shifted onto a two-way frontage road
located south of existing Thorndale Avenue.
PROJECT SUMMARY
Local and frontage road improvements are scheduled as part
of the construction of Illinois Route 390 east to O’Hare
International Airport.
Illinois 390 Frontage Roads
On the west end of Illinois Route 390, the existing frontage
roads between Gary Avenue and Wright Boulevard will
remain. On the east end of Illinois Route 390 new frontage
roads were built where access is required between
Meacham Road and York Road.
Frontage roads will be provided on both sides of Illinois
Route 390 between Meacham Road/Medinah Road and
Rohlwing Road (Illinois Route 53) to provide access for local
traffic.
Frontage roads will include:
 Between Meacham Road/Medinah Road and Illinois
Route 53, one‐way frontage roads were completed in
2015 on both sides of Illinois Route 390.
 Between Park Boulevard and Prospect Avenue, a twoway frontage road will be built east of I‐290 to connect
Park Boulevard and Arlington Heights Road and oneway frontage roads will be built on both sides of
Illinois Route 390 between Arlington Heights Road and
Prospect Avenue.
 Between Prospect Avenue and Lively Boulevard,
Thorndale Avenue will be converted to a frontage
road.
 Between Wood Dale Road and York Road, frontage
roads will be built on both sides of Illinois Route 390.
The frontage roads will be one-way between Wood
Dale Road and Supreme Drive.
 Between Supreme Drive and York Road, a two-way
frontage road is being constructed on the south side of
Illinois Route 390.
Local Road Improvements
Mittel Boulevard was widened from two to three lanes in
2015 and frontage road intersections were constructed in
2016.
Lively Boulevard was extended under Illinois Route 390 in
2015, and frontage road intersections were constructed in
2016.
Traffic Impacts
Whenever possible, the Tollway uses traffic shifts and
shoulders to keep as many lanes open during peak hours as
were available before construction.
Between I-290 and Arlington Heights Road, in 2016,
westbound Thorndale Avenue traffic will be shifted onto new
mainline pavement and eastbound Thorndale Avenue traffic
will be shifted to the left to accommodate frontage road
construction.
Throughout construction, traffic will continue to have access

to the frontage roads in both directions at I-290, Arlington
Heights Road, Prospect Avenue, Mittel Boulevard/Mittel
Drive, Wood Dale Road, Lively Boulevard, Illinois Route 83
(Busse Road), Supreme Drive and York Road. Traffic signals
will be installed at the intersections of the cross streets with
the new frontage roads to aid in controlling traffic.
In addition, on Central Avenue and Sivert Drive traffic will
have direct access to the eastbound frontage road and will
be able to access the westbound frontage road at Lively
Boulevard and at the Illinois Route 83 Interchange. Dillon
Drive and Edgewood Avenue traffic will have direct access to
the eastbound frontage road and will be able to access the
westbound frontage road at the Illinois Route 83
Interchange.
At Supreme Drive, northbound traffic will have access to the
frontage roads north and south of Thorndale Avenue.
Supreme Drive traffic north of Thorndale Avenue will be able
to use the westbound frontage road to travel west to Illinois
Route 83 to access the eastbound frontage road.
PURPOSE
The Illinois Route 390 Project, scheduled to be complete by
2017, consists of improving and extending Illinois Route 390
east from Lake Street (U.S. Route 20) to O’Hare International
Airport. The project also includes constructing frontage
roads and seven interchanges to accommodate local traffic.
The Illinois Route 390 Project is part of the $3.4 billion Elgin
O’Hare Western Access Project, which is included in the
Illinois Tollway’s 15-year, $12 billion capital program, Move
Illinois: The Illinois Tollway Driving the Future.
BUILDING GREEN
The Tollway is committed to "Building Green" and
minimizing the environmental impact of construction by
reducing, recycling and reusing materials.
WORK ZONE SAFETY
Construction zone speed limits are in effect in all
construction zones 24/7. Drivers should continue to watch
for changing traffic patterns and use caution, especially when
