TITLE: Date of Minutes - April 25, 2016 PURPOSE: Attachments HPC 4-25-16 WABASHA HERITAGE PRESERVATION COMMISSION MINUTES April 25, 2016, 9:00 a.m. Present: Emily Durand; Jay Jewson; Linda Mann; Kelly Linton; Mary Flicek; Ron Prescher Absent: Bruce Wildes 1. Call to Order/Welcome (Chair) Chair Flicek called the regularly scheduled Heritage Preservation meeting to order on Monday April 25, 2016 at 9:03 am. Chair Flicek welcomed Collette and Nick Loechler as well as City Administrator Chad Springer to the meeting. 2. Changes or Additions to Agenda (Open) Chair Flicek asked to add under Other Business 8 b. Conflict of Interest Policy and 8 c. Blandin Foundation Leadership Training. 3. Approval of minutes (Commission) a. Date of Minutes - March 28, 2016 Motion made by Emily Durand, seconded by Jay Jewson to approve the minutes from March 28, 2016 with the removal of the second sentence in paragraph three of item 10 "Announcements" and it should read "Mayor Hall would also like to see the two hour parking signs downtown all come down and would like to hear the commissioners views. Commissioner Jewson feels that having directional signage when entering the downtown for available parking would be valuable to those visiting." Vote: 6 - 0 - Unanimously 4. Design Review- a. Design Review - Pure Identity Salon - 251 West Main Street Collette and NIck Loechler have made application to more forward with a rear addition to their downtown business located at 251 Main Street. They made application in early 2009 and at that time the application was tabled until the owners decided if they would want to change the plans. The same staff report that was given to the commission in 2009 was given back to them for this meeting as the proposed project has not changed. Collette's business is growing and the need for more room is apparent, along with expanded salon space the couple would be adding an additional apartment space on the second floor. Motion made by Linda Mann, seconded by Emily Durand (Clarification by Commissioners Motion made by Linda Mann, seconded by Emily Durand (Clarification by Commissioners Jewson and Durand) to approve the addition at 251 Main Street as submitted in the application dated 4-13-16 with the final approval subject to the review of the window/door placement and roof line design by the subcommittee, comprised of Commissioners Prescher, Jewson and Durand. Vote: 6 - 0 - Unanimously 5. Possible upcoming review/request for assistance: a. Wabasha County Historical Society - Linda Mann Commissioner Mann was contacted by Jim Abbott on behalf of the American Legion who said that Preston Cook has purchased the building and will be hiring an architect for the property. Preston will be using the building for storage. The Legion will be taking the sign down and Bill Hager will be keeping it. Commissioner Mann was also contacted from Ashlin Tulip from the Bank of Alma regarding a few properties downtown. They are 160/162 Main Street as well as the Finchy building. The bank was inquiring about the possibility of restoring/remodeling the buildings and what would be involved. Commissioner Durand can be a contact with the Bank of Alma- Wabasha Branch and Ashlin. 6. Old Business/Subcommittee Work a. Finchy Building (Chad to attend), RFTF, or REC (Updates) Chair Flicek indicated that she had given the Finchy study packet to an interested buyer and was also meeting with someone who is interested in the property. City Administrator Chad Springer spoke to the Finchy building. Chad stated that currently the building is in violation of the ordinance as stated under public nuisance. The City met with the City Attorney regarding the matter and we have a letter drafted. Staff also spoke with Randy from the Bank regarding the matter and he did say that he has some interested parties. If we do serve the bank with this notice, they will have 10 days to let us know that they appeal it and that will go before the City Council. Commissioner Durand indicated that she and Commissioner Jewson discussed at one time that it would be fairly low cost to stabilizing and possibly cleaning up the property by volunteers. Discussion on Grants and the deadline would be July. "Conservation and stabilization". Staff and Commissioner Durand will look into applying for grants should the property not sell within the next couple of weeks. The River Front property currently has an interested developer who has engaged the NEC as well as the City. The City has contacted CEDA to help with these interested developers. The City did order a Conditional Letter of Map Revision. RECC - Currently waiting for the Bonding which is for all three the NEC expansion, the RECC and the Riverfront property. Should know something within the first couple weeks of May. b. Spring Letter Staff reported that spring letters went out to both business and building owners in the downtown. c. Signage within the District & Enforcement Staff indicated that they will send a letter to Mr. Fisk regarding the full door/window signage that wasn't approved. Chair Flicek spoke with Marla's and said that they will make application in the future for the existing sign. d. SHPO Grants/Red Brick Study - Emily Conditional assessment of all of our brick buildings would be a large grant category. Commission Durand wants to do a little more homework before she calls Michael Koop. Grant deadline is Oct, pre-application would be due May 27. Commissioner Durand will look into the grants. e. Comp Plan Steering Committee Update The Comp Plan is wrapping up and the open house will be planned for sometime in June. 7. New Business a. 2016 Main Street Now Conference in Milwaukee Staff provided the commission with a schedule of the sessions that will be offered at the Main Street Now Conference being held in Milwaukee May 23-25. Since only one person is attending, staff asked the commission to review the schedule to see if there were any session offered that they felt would be important to attend. b. NEC Expansion Meeting - Emily & Mary Rolf Thompson in attendance address the commission regarding the future projects of the NEC expansion. Rolf provided a potential plan for the expansion of the NEC and what phases will be taking place. The NEC plans are "What do we need to expand, they need 10 program ready birds to meet the demand, currently they only have 2, "Live bird space, Education space, Exhibits "Preston Cook Collections". They need more than 19, 000 square feet to meet the needs. LHB arcitech have been hired to design the renovations to the buildings that the NEC will acquire over the next few months. c. Fall Conference - Hastings September 8-9 The fall conference will be in Hastings September 8-9th. With the close location it would provide multiple commissioners to attend the conference for day trips. Staff will look into early bird registry. 8. Other Business a. Pieces of the Past None b. Blandin Foundation Leadership Training Commissioners Jewson, Durand, Flicek, Mayor Rollin Hall and Staff Wendy Busch all attended the Blandin Foundation Leadership retreat. 9. Announcements Mayor Rollin Hall complimented and thanked Commissioner Durand for coming to the previous City Council meeting and would ask that the commission not let too many meetings go by that someone would come and represent the HPC. Mayor Hall also commented on the Blandin retreat and part of his personal challenge and what we've learned to keep it on the table. Framing and if you do it correctly it's going to head off a lot of challenges later and Social Capital, or relationships. Everyday we get the opportunity to put in or draw out. 10. Meeting Date: 05/23/2016 SUBJECT: DEPARTMENT: Planning & Zoning TITLE: Heritage Park - Brick Paver Replacement & Brick Wall Fix PURPOSE: Heritage Park is in dire need of concrete walkway replacement, and repair of the brick walls surrounding the park. ITEM SUMMARY: The City of Wabasha Public Works crew has noted many areas of improvement within Heritage Park. Safety factors such as trip hazards, uneven sidewalks, and loose brick concrete wall covers stand out the most. Last year, we approached the Doffing Fund about the possibility of providing funds to improve these issues. Estimates were gathered, submitted, and were approved this past winter. $35,000 will be awarded for the project, along with other improvement funds within the Public Works budget will allow to get the work completed. Stamped colored concrete was chosen at first, but then declined because of the trip hazards related to the chosen stamped concrete. After meeting onsite with the Doffings, and giving them a voice in the decision, they have picked the identified color as GARNET, and also the finish would be sawed, and brushed flat concrete. The color will match one of the colors in the clock paver area. This will help prevent any future trip hazards, and also easier snow removal without hooking on raised edges. As indicated in the pictures, there will also be regular sidewalk replaced at different sections as well STAFF RECOMMENDATION: Due to time constraints on the project, and a need to get the work done and repaired by Riverboat Days, a motion to approve the Heritage Park Improvements as presented. Attachments Heritage Park Concrete Color Chart photos Staff Report for Heritage Park Memorandum Office of the City Planner To: Wabasha Heritage Preservation Commission From: Wendy Busch, Planning Assistant Date: May 17, 2016 Subject: Design Review – Heritage Park ________________________________________________________________________ MEETING DATE: May 23, 2016 APPLICANT INFORMATION: Applicant: City of Wabasha Building: Street & Landscape – Heritage Park (under the bridge) Owner: Wabasha County/Mn D.O.T. right of way PROPOSED ACTIVITY REQUIRING DESIGN REVIEW: Section 315.09 of Wabasha City Code (the Heritage Preservation Ordinance) states that “The Commission shall review and approve or disapprove of construction and demolition activities, including all street and utility activities, within any Heritage Preservation Landmark or District.” “In addition, the Commission shall review and approve or disapprove…new construction, including parking facilities… [and] change [in] the nature or appearance of a designated Heritage preservation Landmark or District, including landscape features…”. The City is proposing to replace the existing brick pavers, some concrete and tuck point a few areas of the brick walls in Heritage Park, located under the bridge. Do to their deterioration it has been come a safety issue along with becoming cosmetically unappealing. Funding for the project will come from the Doffing Foundation. The City is proposing to complete the project before Riverboat Days in July of 2016. Tony Johnson, City of Wabasha Public Works Director has supplied the commission with pictures of all areas needing alterations/replacement. ANALYSIS: As with other proposals, the HPC should “determine if the work to be performed would adversely affect the Heritage Preservation Landmark or District based on the adopted Heritage preservation Guidelines.” Which is what is required in the Ordinance. Following is the checklist May 17, 2016 used for determination of findings. Staff has not identified any conditions for approval; however the Commission may choose to place conditions of approval as appropriate. If the H.P.C. determines that the work would not adversely affect the Landmark or District and is consistent with the H.P.C. TITLE: 165 Pembroke Ave - Ott Family Chiropractic - Bench PURPOSE: Ott Family Chiropractic is making application to place a bench in front of her building as well as replace the door going up to 2nd story apartment. Dr. Ott has provided four options for the bench that she is considering and would like feedback. Pictures of the proposed benches are attached. One possible bench is a Victorian style bench that is also presented in the Downtown Streetscape Design Guidelines for Wabasha, however staff feels that the use of wood and metal does meet the guidelines discussed in the Streetscape material. All of the bench's Dr. Ott has submitted would meet the ADA requirements for allowing more than 4 feet of sidewalk once the bench is in place. The door replacement to the second story apartment was purchased from the old clinic sale that happened in 2015. It is a solid wood door, just like the one currently placed, but is more solid. ITEM SUMMARY: As with other proposals, the HPC should “determine if the work to be performed would adversely affect the Heritage Preservation Landmark or District based on the adopted Heritage preservation Guidelines.” Which is what is required in the Ordinance. Following is the checklist used for determination of findings. Staff has not identified any conditions for approval; however the Commission may choose to place conditions of approval as appropriate. TITLE: 120 Main Street East - (Extended Stay Suites) Install 10 kw Solar Array PURPOSE: Dave Fisk is proposing to add an additional 10 kw solar array to the rear of 120 East Main Street (Extended Stay building). Fisk made application in the fall of 2015 for the first set of solar array on the portion of the flat roof. The proposed panels will be placed on that part of the roof that is slanted but is located in the alley. ITEM SUMMARY: ROOFTOP SOLAR STURCTURE PROPOSED Activity Requiring Design Review: The applicant, David Fisk, owner of 120 Main Street is requesting to install a 10 kw solar array to the angled rear roof of the property. The panels will be visible, but only from the alley. they will be secured with aluminum clips, 4" in height. The clips will be on the underside of the panels and will not be visible from the street. Mr. Fisk has provided a couple of pictures to reference. STAFF ANALYSIS: The solar units are only visible from the rear of the building along the alley. All required building permits will be applied for prior to installations and the City Building Official will review the materials per State Building Code. STAFF RECOMMENDATION & HERITAGE PRESERVATION COMMISSION ACTION: As required in the Ordinance, The Commission should “determine if the work to be performed would adversely affect the Heritage Preservation Landmark or District based on the adopted Heritage preservation Guidelines. Staff recommends that the commission consider applying a condition to the motion that states, “Set the solar panels back from the roof's edge and adjust the angle and height of the panels as necessary to ensure that a solar installation is minimally visible.” If the H.P.C. determines that the work would not adversely affect the Landmark or District and is consistent with the H.P.C. Guidelines and Secretary of Interior Standards, staff suggests the following motion. A motion to approve the installation of rooftop solar panels a 120 Main Street East as presented in the design review application dated 5/11/16, (the commission made add conditions below) 1. Heritage Preservation Commission Meeting Date: 05/23/2016 SUBJECT: DEPARTMENT: Planning & Zoning Item Number 4. d. TITLE: 154 Pembroke - Common Closet - Paint Change to the front of the building PURPOSE: ITEM SUMMARY: PROPOSED Activity Requiring Design Review: Common Closet is proposing to the paint the front of the building on Pembroke Avenue. The Common Closet is proposing two different color (attached to the application) the brown "Nest" color will be the main color with the wood trim in "Thai Chili". REQUIREMENTS: Section 315.09 of City Code requires that The Heritage Preservation Commission (H.P.C.) shall “review and approve or disapprove” any alteration to a property “which in any manner will change the exterior appearance” of that building or landmark within the National Register District. The H.P.C. is required to review an application based on “adopted guidelines” and the Secretary of Interior standards. The Design Guidelines list the type of paint appropriate for wood as Linseed oil, Acrylic, or Alkyd. The following table lists appropriate colors for buildings in the district by era. PAINT COLORS Soft, neutral shades: brown, gray, green, blue; trimmed Mid 1800’s with white Dark, rich shades: dark browns, brick reds, grays, olives, Late 1800’s yellows, greens; trimmed with darker or lighter shades of the same or complementary colors Light, calm shades: light grays, yellows, browns; Early 1900’s trimmed with complementary colors ivory or white National Register nomination forms indicate that the building was constructed starting in 1888, but that it has been “extensively altered” and it is considered non-contributing to the district. Secretary of Interior Standards call for the preservation of “distinctive surfaces” and the “gentlest means possible” for chemical surface treatments, but do not address the color of painted surfaces. Staff recommends that since this material is not currently part of our adopted design guidelines, the commission base their recommendation on the requirements stated above. HERITAGE PRESERVATION COMMISSION ACTION: As required in the Ordinance, The Commission should “determine if the work to be performed would adversely affect the Heritage Preservation Landmark or District based on the adopted Heritage preservation Guidelines.” Following is a checklist intended to assist the H.P.C. with the task of making such a determination. If the H.P.C. determines that the work would not adversely affect the Landmark or District and is consistent with the H.P.C. Guidelines and Secretary of Interior Standards, staff suggests the following motion: A motion to approve the painting of 154 Pembroke Avenue (repainting the browns to the proposed Nest and Thia Chili) as presented in the application dated 5-18-16. TITLE: Back Alley Broken Windows PURPOSE: Some of the buildings in the district have been noted to have broken glass, boarded windows (both alley and main street) Mary is looking for suggestions. Possibly letters to these owners. As well as if there is any news on when the window above Los Portales will be fixed?
