ACTION REQUIRED: Contract approval by resolution.
RECOMMENDATION: Finance and Administration, Public Works, and Police
Departments recommend that RFP 10-055 is awarded to the best qualified/highest ranked
proposer with significant local preference, TRS Range Services, in a total amount not to
exceed $630,000, on a task order basis, over the next 5 years pending availability of
funds. Award of contract is subject to compliance with insurance requirements.
FISCAL IMPACT/BUDGET IMPLICATIONS: Financial Services has confirmed
sufficient funding is available for this obligation.
BACKGROUND: The Public Works and Police Departments solicited proposals to
provide master plans, detailed design, construction documents and construction phase
services of the shooting range with anticipated improvements to include two shooting
bays with the ability to fire up to 50 yards, an 85 yard rifle range, a granular rubber bullet
trap, covered outdoor bleaches, 1,500 sq. ft. storage and armory structure, block wall for
bullet trap, site grading and drainage design, landscaping and landscaping for fire
protection, noise mitigation, parking lot design, roadway and entrance design and utility
relocation.

WHEREAS, during their meeting of

NOW, THEREFORE, BE IT RESOLVED BY THE MAYOR AND COUNCIL OF

Section 1.
That the contract by and between the City of Boise City and TRS Range
Services, for RFP 10-055, Police Shooting Range Planning Services, Public Works Department,
which is attached hereto and incorporated herein by reference, be, and the same is hereby,
approved as to both form and content.
Section 2.
That the Mayor and City Clerk be, and they hereby are, authorized to
respectively execute and attest said contract for and on behalf of the City of Boise City.
Section 3. That this Resolution shall be in full force and effect immediately upon its
adoption and approval.
ADOPTED by the Council of the City of Boise, Idaho, this

City response: A company who submits a winning proposal for the Police Shooting Range
Planning Services would not be excluded from submitting a bid for the construction services.

This Addendum Number 002 is being issued to notify you of the following
information/clarifications to our project
RFP 10-055 Planning Services for Police Shooting Range Site Improvements
Question: Even though the first phase limits master planning activities, does the city envision all
phases of the design work being negotiated in the overall scope of services for this contract? If so
does the city envision the overall scope of work requiring public facilitations of the expanded facilities
and noise abatement design?
City response: Yes, and part of the overall scope of this project would include noise
abatement design and modifications to the existing clubhouse.
Question: Regarding addendum one, if it is assumed that the provider of the design services bids
upon the construction and is awarded said contract, please answer the following questions:
a. How does the design service provider perform the requested construction
administration services if they are also the contractor if this is not a design-build
format contract?
b. If the design services provider writes a specification, for example, soil samples during
construction, and that same service provided by the same staff under their
construction services, how is that not writing a specification that directly benefits the
writer of that specification which is typically not allowed by state statute?
City response: The City of Boise is not anticipating the design provider also being the
contractor, however if the design provider and contractor were the same, the City of Boise
would employ the services of a different firm and/or utilize city personnel to review plans and
documents and administer construction management to protect the interests of the city.

Project Team
The project Team will consist of TRS Range Services as the lead consultant with Tait &
Associates (TAIT) providing Architectural and Engineering Design services. TRS and
TAIT have teamed together on firing range projects that include range renovations for
the Federal Bureau of Investigation El Toro Facility as well as the FBI Anchorage Alaska
Range Renovation and New Classroom facility.

Mr. O’Neal will be the project lead for this contract. He will be the primary design and construction consultant.
Experience
Over 25 years experience in the construction industry in which he has designed more than 100 municipality
shooting range facilities. As a General Contractor, Mr. O’Neal has been involved with costing, managing, and
construction of both residential and commercial properties. Interests in the gun and firing range industries stems
from continued interests in hunting and outdoors. As a representative for the National Rifle Association, Mr.
O’Neal was tasked to understand lead issues and results on ranges being closed down. During that study, Mr.
O’Neal developed a greater understanding of the environmental aspects of the firing range industry, including
lead recycling and range remediation. Mr. O’Neal then developed a patent for a bullet containment system to

Project Experience
Mr. O’Neal has over 20 years of experience working in ballistics, firearms
and shooting ranges. He has an extensive background in general
contracting, with an emphasis on shooting range construction, site
assessment, regulatory compliance, ballistics, and range management.
His contracting background has allowed him to become proficient in
working with structural concrete, framing, excavation, and surveying. Mr.
O’Neal’s work history included product development and warranty services
for Weatherby firearms, operating as a field representative for the National
Rifle Association (NRA), and Vice President of operations for Prado
Olympic Shooting Park. He is most recently known for being the founder
and patent designer of Super Trap Bullet Containment Systems.
During this time, Mr. O’Neal’s daily duties consisted of scheduling, financial
management, product development, consulting, ballistic testing, site
assessment for lead contaminated soil, and cleanup and lead abatement.
In his career, he has designed and built shooting ranges for over 90

Ms. Powers assisted in the pre-planning Charrette meetings for a proposed Live
Fire Shoot House to be constructed in 2009. The project included meeting with

ranges (60-lanes) were modified from an earthen berm to a granular rubber bullet
trap. Prior to modification, lead from the berm was recovered and remaining lead
stabilized on site.

Ms. Powers was Project Manager on the design of a new indoor firing range at
Picatinny Arsenal in New Jersey. The indoor firing range is designed for testing
purposes and allows for changes in backstop media and angles of the backstop.

Ms. Powers worked with construction of the outdoor 10-lane firing range. The
range was constructed with granular rubber bullet containment; included varying
colored stone as distance markers and a covered shooting area.

The PHA Gun Club was reconstructed to correct drainage problems at minimizing
use at 5 of 6 shooting bays. Drainage was redirected to a HEPA filtration system
allowing full use of the facility.
Police Department Firing Range, Philadelphia, Pennsylvania
Ms. Powers acted as Project Manager on the construction of the Philadelphia
Police Department Training Unit Firing Ranges. Ms. Powers’ responsibilities
included scheduling and coordinating of supplies with field supervisors, review of
contracts and subcontract agreements, financial tracking and budgeting.
Santa Rosa County Sheriff’s Office, Santa Rosa, Florida
Ms. Powers provided support to the Sheriff’s Office during Public Meeting securing
funding for modifications to an existing firing range. Ms. Powers attended a
Commissioner’s meeting and provided response to questions regarding
environmental status and lead issues at the range. Funding for the project was
secured and Tetra Tech provided oversight and support during the construction
phase of the range. Ms. Powers developed a Best Management Practice Plan for
the management of lead issues at the range. The plan included site inspections,
soil and water evaluation, and lead recycling components.
City of McAllen Police Department, City of McAllen, Texas
Ms. Powers provided support for the financial and project management for the
construction of an outdoor firing range in McAllen Texas. Ms. Powers’
responsibilities included scheduling and coordinating of supplies with field
supervisors, review of contracts and subcontract agreements, financial tracking
and budgeting. The project included installation of a new granulated rubber media,
overhead baffling and a ballistic wall at the backstop.
US Border Patrol Academy, Charleston, South Carolina
Ms. Powers provided project management and technical review for the timely
completion of Toxic Release Inventory Reporting for lead at the US Border Patrol
Academy outdoor firing ranges.
San Diego Police Department, San Diego California
Ms. Powers assisted in the preparation and review of an evaluation report of the
San Diego Police Department Home Avenue Range. The evaluation included a
review of existing conditions and proposed alternatives for modification to the
ranges. The focus of the evaluation was operation of the range relative to
management of lead issues. A Best Management Practice Plan was also prepared
for the location.
US COE, Fort Worth District, Indoor Firing Range Evaluations
Ms. Powers assisted in the evaluation of two indoor firing range evaluations related to
sound issues and HVAC operation. The two indoor ranges were shut down due to
excessive noise and inadequate air ventilation. A report with recommendations and
cost estimates was developed for review and implementation by the COE.
County of Ventura Sheriff’s Firearms Range, Camarillo, California
Ms. Powers provided support during the modification of three outdoor firing ranges for
the Ventura Sheriff’s Department. The project included the construction of three
granulated rubber backstops. Ms. Powers performed an testing and evaluation of
airborne lead during the construction phase of the project.

Mr. Elwell assists in project management during the planning, design and construction phases of range
design. His duties primarily include the management of sub-consultants and communication with the client
on project progress. In addition, Mr. Elwell develops initial site designs using AutoCAD, performs site
evaluations on existing and proposed ranges, write site best management practice documents, assists in
construction activities by scheduling and working with suppliers on material delivery and develops site

Mr. Liquin was the architectural project manager for this new FBI training range located at the Anchorage
International Airport in Alaska. TAIT provided assistance to TRS Range Services on this project,
preparing the architectural design package and helping coordinate the efforts of the various other design
consultants. The project, still in progress, includes a 2,745 s.f. classroom building, ten 25-yd firing lanes,
ten 100-yd firing lanes, two granular rubber bullet trap berms, and an observation tower.
Project Oversight – Corporate Office Remodel Expansion, Boise, ID, 12/2007 - 04/2008
TAIT was engaged to design the remodel and expansion of WinCo Food’s Corporate
Office. Preliminary site planning, local agency entitlements, space planning based on the
Owner’s very specific programming preferences, and production of construction plans
and specifications were all key components of this project. The Owner more than
doubled the size of their existing building, adding approximately 35,000 s.f. of new office
space. Mr. Liquin was the primary liaison with this client, coordinating with TAIT’s
design team and the various subconsultant disciplines.
Project Oversight/Project Manager – SuperValu/Albertsons Projects, 03/2000 - Present
Mr. Liquin has managed the development dozens of new A-Express fuel stations, new Sav-on drug stores,
and both new and remodeled Albertsons and ACME food stores over the past decade. As a Project
Manager, he has been involved with every aspect of retail development, from preliminary research to
design and construction, managing the special needs of each of the various Owner representatives while

design a Live Fire Shoot House and support buildings at the Orchard Training Area,
Idaho. TRS initially completed the design charrette documentation of the project
work in 2006. Design and construction began in Summer 2009 and is scheduled for
completion in early 2010. The training facility includes the following structures:

TRS completed an initial design charette in 2006. This
includes an initial design of the structure, survey and
geotechnical investigation, range safety analysis and
determination of the Surface Danger Zone. All planning
efforts were conducted in conjunction with the National
Guard to insure compliance with internal regulations.
Live Fire Shoot House Design and Construction
The LFSH is being design as a fully contained 360 shoot house with ballistic canopy
to meet surface danger zone requirements. A cat walk is included for observation as
well as cameras, lighting and communications from the LFSH to the After Action
Review Building. The LFSH is being designed with fully ballistic walls and flooring for
maximum
training
capabilities.
A drainage
system and fully washable
flooring system is included
to allow wash downs and
cleaning.
The
LFSH
is
considered
open
air;
however, surface danger
zone requirements include
the addition of a fully
ballistic canopy and roofing
structure.
TRS

identified a design that will

The support buildings are being designed according to US COE specifications to
include a fully functional classroom with audio-visual equipment for live action review
of training exercises and an ammunition breakdown building. Feeds from overhead
cameras within the LFSH are transmitted to a video editing area within the AAR
where review films are created. Participants then sit in the classroom area to review
the completed exercise. The ammunition breakdown area serves as a storage facility
for the distribution of ammunition on-site. The area is fully fenced and the site meets
U.S. Army requirements for Force
Protection/Anti-Terrorism.

As the prime contractor for this
project, TRS is responsible for the
management of all aspects of design
and construction. TRS managed a
team of design professionals to
complete a site survey, geotechnical
investigation and site design. Our
schedule for design included 35%,
65% and 95% design reviews before
the final design was approved.
Ventilation issues for enclosed firing
ranges have become a high priority factor for range design in the Army. TRS was
able to recommend a ventilation design that would be effective for both cost and
health and safety issues.
TRS has effectively managed construction costs, schedule and worker safety on a
compressed schedule for IDARNG. The construction of the LFSH complex had to be
scheduled between training activities in the summer months. This required TRS to
construct the facility during more difficult winter months. TRS has successfully
constructed the required buildings without any major setbacks and is on track to
complete the project by February of 2010.

TRS Range Services was contracted by the Shawnee Sheriff’s Office to conduct a
comprehensive site investigation and evaluation of their small arms firing range.
During a conditional permitting process for expansion of the Sheriff’s Office training
area, surrounding property owners expressed concerns on the safety of the range;
there were claims that rounds were leaving the site.
TRS performed a complete site safety investigation and developed recommendations
as part of the final report. TRS provided graphic aids to depict existing site
conditions and recommendations for range safety upgrades. These visual aids were
used for presentations to County Commissioners to help them understand the need
for range upgrades to provide a safer environment for range users, surrounding
neighbors and environmental concerns. TRS developed a Master Site Plan and Cost
estimate for the range upgrades.

Planning and Permitting
TRS worked with the Ada County Sheriff’s Office to design and permit a 50
acre firearms training facility outside of Boise, Idaho. This facility was
designed with two 25 yard pistol ranges, a
100 yard rifle range, a tactical range,
classroom facilities, range towers, and a live
fire shoot house. TRS provided a preliminary
design, cost estimate and preliminary noise
study for the proposed site. All of these
design elements were used to complete a
conditional use permit on behalf of the
County Sheriff’s Office. The permitting
process included the completion of a hillside
development plan which required
geotechnical studies, vegetation and wildlife
studies, cultural clearances and a natural
features analysis (pictured right) for the
proposed range site. All preliminary designs
were required to meet county ordinances for
parking and fire safety.
TRS provided visual aids and poster
presentations for all public meetings
regarding the shooting range.TRS completed
the project on time and the application was
initially approved by the county planning and
zoning committee.
Noise Study
TRS completed a preliminary noise study for the proposed range site. Noise
monitors were placed at nearby areas of interest and recorded noise levels
during a live fire exercise. Results were reviewed and interpreted by an
Acoustical Engineer.

TRS Range Services has been contracted by the Federal Bureau of
Investigation to assist in the development of a master site plan and
preliminary costing for an outdoor firing range training center (approximately
30 acres). The training center is a combined effort between the FBI, Virginia
State Police, Virginia Department of Corrections and the Virginia Department
of Inland Game and
Fish.

TRS was contracted by the Boise Police Department to conduct a site
evaluation of their existing shooting range. After an initial site visit, TRS
developed recommendations for site improvements and put together a
preliminary site design with cost estimates.
Within our recommendations, TRS took
into account location, accessibility, natural
sound mitigation and potential land
improvements. Additional factors included
the
number
of
officers,
training
requirements and training needs.
The proposed range improvements include
the addition of a granular rubber bullet
trap, construction of an 85 yard rifle
capable range, concrete block walls for
separation of 50 yard range into multiple
bays, construction of a storage/armory
facility, road improvements and renovation
of the existing classroom facility at the
site.
This project was completed on time and
within budget.

TRS Range Services conducted a site evaluation of the Twin Falls Police
Department Firing Range located along the Snake River in Twin Falls, Idaho.
Although the firing range was originally located in an isolated part of town,
development had encroached on the area. Specifically, a segment of the
Canyon Rim Trail was constructed directly behind the range, and safety
concerns required enhancements to the facility.
As part of the project, TRS identified site improvements
prevent rounds from leaving the range. Construction
installation of safety baffles for both rifle and pistol and
existing earthen backstop to a granular ballistic rubber
area with stormwater runoff controls.

things on their existing facility.
The scope included designing
and constructing a new 3,000 sq
foot classroom building, adding a
range tower/sniper platform at
the facility, and modify the
existing
classroom
into
a
simunitions
house;
this
reconditioned space would allow
the
FBI
another
type
of
simulation practice area.
The new building included a classroom, one Firearms Training System
(F.A.T.S.) room, two offices, bathroom facilities, storage rooms, an HVAC
system and a covered porch. The range tower/platform was integrated into
the building.

Additional Range Projects
Federal Bureau of Investigation
Chicago, IL Foss Park Range Renovations and Upgrades - Litigation support
and initial site evaluation of range. Designed and constructed a granular rubber
bullet trap, noise mitigating sound walls, bullet resistant range dividing wall.
Performed site and berm grading.
Anchorage, AK Range Upgrades Design and Construction – Developed master
site plan and classroom design for Anchorage shooting facility. Designed a partially
enclosed indoor facility connected to the classroom for winter time training activities.
Provided completed design for submittal to local permitting authority.
Kanehoe Marine Base, Hawaii Range Upgrades - replacement of pneumatic
targetry systems. Removal of existing backstop, recycling and screening of the rubber,
installation of a new berm with backfill and the installation of a new ballistic rubber
backstop on concrete for added support.
El Toro Marine Corps Base, Irvine CA, Classroom and Granular Rubber Bullet Trap –
construction of a 300 square foot classroom facility at the range, rehabilitation of
wildfire damage at the range including re-grading and the installation of an earthen
backstop with a granular ballistic rubber bullet containment system, the installation of
replacement targetry(30 point heavy duty targeting system) and the installation of other
on-site facilities such as irrigation systems. Additionally TRS constructed a 50 space
parking lot with lighting and removed damaged materials from the site, installed new
concrete firing lines and drainage controls and restored vegetation to the site for soil
stabilization purposes. Prior to fire damage, TRS had removed and recycled bullets and
lead and graded the backstop at the range.
TRS completed site
restoration for a 30-lane outdoor firing range that had been damaged during hurricane
Katrina. Restoration and upgrades for the range included grading and compacting of the
dirt berm and the installation of a granular rubber ballistic bullet trap. A range control
tower with rappel/sniper platform mounted on top and the construction of a 1,600
square foot modular classroom facility were, also, added. A 30-point pneumatic target
system was installed at the range.
Pass Christian, MS, Outdoor Range Site Restoration -
constructed a
3,200 sq ft classroom as part of a design-build contract at the Camp Villere, Louisiana
firing range. TRS self-preformed the site grading, soil compaction, and foundation
excavation for the classroom. TRS converted the existing range backstop to a granular
rubber backstop based on 170 feet of impact area.

Section 5 - Approach to Project
TRS will lead a project team of design professionals to provide the best quality design
for the proposed firing range upgrades. TRS has established relationships with
experienced design professionals from the Boise area that include:

TRS provides oversight for these design professionals with our experience in range
design to insure that all firing range components meet our standards for user safety, lead
containment and future maintenance.
Mr. Kerry O’Neal of TRS will be the point of contact for the Boise Police Department for
all budget and schedule matters. Mr. O’Neal provides over 20 years experience and has
completed over 100 municipal firing range projects. As a local resident of Eagle, Mr.
O’Neal will be available for meetings and review processes.TRS will maintain
responsibility for completing all scheduled phases of the project on-time and within
budget. Any issues with schedule or budget will be identified in early stages and
discussed with the client at the earliest convenience.
TRS anticipates the project work flow to proceed as follows:
• Kick off meeting with Boise PD representatives to review facility needs, establish
contacts and lines of communication and establish budget.
• Complete a site survey to collect the location of all existing features. This will
serve as a base for all design drawings. Existing topographic data for the county
will be integrated into the survey
• Complete a Geotechnical Survey to quantify the structural capabilities of the soil
at the site.
• Development of conceptual layout and drawings for client review and comment.
• Develop understanding of master planning requirements to better facilitate
permitting and zoning requirements for the site. If necessary, set up meeting with
Ada County Development Services for a pre-construction determination of permit
requirements.
• If a conditional use permitting is required, develop a plan of action for addressing
community concerns. Organize neighborhood meetings and develop visual aids
for the proposed project.
• Development of design drawings. TRS will provide review drawings for the City of
Boise at the 70 percent completion level. This will allow for the City of Boise to
comment and make changes prior to finalization of the drawings. An additional
review will be provided to the City of Boise when the drawings are 95 percent
complete. This will be the final review before the production of final drawings to
submit for building permits. Tait and Associates, a local engineering and
architect firm will prepare all specifications and stamped bid package.
• Finalization of grading and architectural plans, and submittal for building permits.
• Address comments and concerns on building permits from Ada County.

TRS is very interested in providing the construction or design-build services on this
project. In the event that TRS is selected for construction services at this site, we will
defer all construction management and oversight to our Architectural and Engineering
sub-consulting firm or other arrangements the City would like to consider.
TRS provides all design documents in electronic and hard copy formats. To facilitate
this, TRS maintains a secure FTP site for the transfer of large files back and forth to
clients.
TRS has proven technology for the next generation of firearms training facilities. Our
granular rubber bullet trap provides a safe training environment for range users,
mitigation for lead contamination from the range and is constructed using a recycled
product. Our experience with firearms training ranges and our understanding of law
enforcement training needs make us an ideal firm for the completion of this project.
