will be closed from noon on December 24 to January 4

Brand New Internet Sites
Last fall, the teams at Maison des arts and the Centre de la
nature launched their new Internet sites. With a visual identity
similar to Ville de Laval’s site, these new sites are now more userfriendly, featuring many photos and very complete information
on the activities offered. This new interface simplifies the
online process for purchasing tickets at Maison des arts. As for
the Centre de la nature’s new interface, it makes it possible,
for example, to display the conditions of the outdoor sports
grounds. Information on these conditions will be regularly
updated during the winter season.

Open Data
Your city is transitioning to open data, by publishing 14 databases
from various municipal departments. With the support of Mayor
Marc Demers, the City’s Administration has launched into the
open data movement. It is a matter of transparency and a will
to be open to innovation: This data is Laval residents’ data
and the City wants to provide the opportunity to improve
on it for the benefit of the community. A number of data
sets are available and enable software developers to create
mobile or Web applications for residents’ use: roadwork sites,
geolocation of addresses, municipal locations, road accidents,
zoning map and surveys.

Dear Residents:
The month of December coincides with the holiday season,
but it is also a good time to take stock of the year that is
coming to a close...
When I think back on 2015, I am very proud of all that we
have accomplished. Over the past few months, we have
very successfully celebrated the 50th anniversary of our
city. In fact, on the following pages, we revisit the major
events that highlighted the festivities. It was also in 2015
that we unveiled our strategic vision. Together, we made
a commitment to ensure that in 20 years from now, Laval
will be a city that is “urban in nature”. This vision is already
guiding our decisions and enabling us to develop projects
in keeping with the community’s wants and needs.

It was also in 2015 that Place Bell began to take shape. This
magnificent venue, for both cultural and sports events,
will be opening in the fall of 2017. I am already looking
forward to welcoming you there!
Needless to say, the list of accomplishments in 2015
is longer than the few examples above. A number of
other major projects came into being in 2015. Whether
with regard to governance, culture, the environment,
transportation, economic development, community life
and more, we invested great efforts in implementing
programs and procedures which—I am convinced—will
improve the quality of life of each and every one of you.
In closing, I want to express my best wishes to you. Don’t
forget to take care during the holidays. If you are tired or
under the influence of alcohol, don’t drive: Phone Opération
Nez rouge, take a taxi or public transit. Your safety—and

Laval in Action
For Laval and its residents, 2015 was a festive year, bubbling with excitement! In order to
celebrate and commemorate the merger of the 14 municipalities that formed the city of
Laval on August 6, 1965, a number of activities highlighted the accomplishments, know-how
and identity of the Laval community.
Launch of Festivities – December 31, 2014
Tens of thousands of Laval residents got together on New Year’s eve to launch the City’s 50th anniversary festivities.
The Porn Flakes, along with Alex Nevsky, DJ Champion, Loco Locass, Rémi Chassé, Yann Perreau, Too Many Cooks,
Lulu Hughes and DJ Francis, “set the stage on fire”! The countdown to midnight was followed by a spectacular fireworks
display to bring the evening to a close.
Earth Day Show
April 26, 2015

Some 15,000 spectators turned out to join the Cowboys
Fringants and their friends Dumas and Karim Ouellet to
celebrate the planting of 10,000 trees at the Centre de la
nature, as part of Laval’s Earth Week.
Laval Demi-Marathon
May 31, 2015
The runners in Laval’s first Demi-marathon dashed off
from the starting line. We look forward to seeing you on
June 5, 2016 for the 2nd edition!
Orchestra in the City
June – August 2015
Six free, outdoor concerts were presented at various parks
and waterfront areas all throughout the summer by the
Orchestre symphonique de Laval. Laval residents were
delighted to welcome—twice—soprano Marie-Josée Lord,
who treated us to an awesome performance!

Mission Accomplished for Laval’s 50th
Inauguration of Autoroute Jean-Noël-Lavoie,
August 6, 2015
Tens of thousands of residents attended this water, image,
sound and light show at Centropolis, on the history of
île Jésus. On a screen over 61 metres long, the history of
the island and its inhabitants was related through video
projections, lasers and animation. A wonderful outing for
the whole family!

Marc Demers and members of the Lavoie family took part
in a ceremony to rename Autoroute 440 in honour of JeanNoël Lavoie, the very first mayor of Laval.
Exposition Banlieue! vs Le Monde – August 2015
Laval by Bike – September 6, 2015
This summer, Maison des arts presented Banlieue! vs Le
Monde, an outstanding event that was given a lot of media
coverage. Laval residents were invited, on the one hand, to
visit the visual arts exhibition on the suburbs and, on the
other, to attend world music concerts on the outdoor stage.
More than 1600 people set out at the starting line of
Laval’s first cycling tour: Laval à vélo. The participants had
the chance to discover the country charms of the eastern
tip of île Jésus, over a 40-km route. A tremendous success
for this first edition!

August 6, 2015
CARTEL. L’art public, vecteur de mouvement
September 2015
Over 5,000 cupcakes were distributed to Laval residents
to celebrate the anniversar y of the merger of the
14 municipalities that formed the city of Laval on August 6,
1965. Youngsters and grown-ups were wide -eyed in
wonder during the show featuring Marie -Josée Lord,
accompanying the Orchestre symphonique de Laval, and
the last performance of the INSULA, show, which was
enhanced for the occasion.
Through daring collaboration between Verticale – centre
d’artistes, Ville de Laval and professional contemporary
artists, this CARTEL project made it possible to create six
public artwork installations that transformed the same
number of municipal sites. A capital legacy of the City’s 50th
anniversary to the permanent collection. For the occasion,
La Fabrique culturelle produced a video of the creation
process, which may be viewed at www.lafabriqueculturelle.tv.

Update on Major Projects
Police History Exhibition,
Until January 27, 2016
Already in 2008, the initial analysis predicted a saturation
of aquatic services on Laval territory due to the increase
in the population. As the situation is still of concern, the
City is moving ahead with the project and, at the present
time, is developing a business case for the project of a
new aquatic complex in Laval. The City wants to provide
its residents with quality sports facilities fostering healthy
living habits by promoting physical activity and developing
high-level athletes. This new complex is intended as a
socio-economic driving force beneficial to the population
as a whole. To be carried out through an architectural
competition, this project will be based on the best building
and design standards.

Aquatic complex
Now at the Cosmodôme, this travelling exhibition,
created in collaboration with the Service de police, the
Société d’histoire et de généalogie de l’île Jésus and
Collège Montmorency, traces the history of Laval’s police
department, from the time of the merger of the 14 police
departments in 1965.

City Centre
A perfect mix of history, heritage and new technologies,
the Parcourir Laval mobile application as well as the
histoire.laval.ca Internet site are among the 50th anniversary
legacy projects that will live on and on for many years to
come! Old photos, archival documents and historical
anecdotes complete the wealth of the contents of these
two creations.
Acknowledgements
Ville de Laval wishes to emphasize the excellent work done
by local organizations, which presented more than forty
projects that not only enhanced the program of the 50th
anniversary celebrations, but which also provided Laval
residents with an opportunity to discover all the wealth
of assets in the community.
Special thanks to the Corporation des célébrations de
2015 à Laval as well as to the sponsors who, through
their contribution, made it possible for the plans for this
memorable year to come true!

The City Centre (Centre-Ville) project aims to redevelop
public spaces in the area surrounding Montmorency métro
and the future Place Bell. The purpose of this project
of great importance to the municipality is to enhance
and promote the development of urban life in the areas
located in downtown Laval. The municipality wants to offer
visitors and residents a public space that is user-friendly
and safe, in the hopes of creating among residents both
a sense of belonging and a sense of pride in their new
downtown area.
An integral part of this new distinctive development,
the future Place Bell—large-scale cultural and sports
facilities—will make it possible for a regional business hub
to be created. The City is concerned about harmonizing
the present residential and commercial buildings with
these new ones, in order to develop a living and business
environment that is pleasant and lively.
Major projects oﬃce
City Council has adopted a new governance framework
for large-scale municipal projects and programs. This
framework takes into account the best project management
practices and is based on principles of rigour, coherence
and transparency. A new division will therefore be created
in the Bureau des grands projets, thereby increasing its staff
to handle the management of urban projects, such as those
in the De la Concorde, Cartier, Val-Martin and Centre-Ville
(downtown) sectors, as well as the pet centre and the water
treatment and purification plants.
Working Together to Facilitate Laval’s Economic Development
During the summer of 2014, in order
to check the actual situation, the City
therefore hired the independent firm of
Zins Beauchesne et associés to conduct
a sur vey among some forty active
parties in the community. The main
goal of this survey was to determine
their perception of the problems
encountered with the municipality
and the proposed possible solutions.
First meeting
On the basis of the survey findings,
L a v a l ’s M a y o r m e t s o m e o n e
hundred developers and builders
who responded to his invitation.
The purpose of this information and
discussion meeting, which took place
on October 31, 2014—and which was
also attended by Serge Lamontagne,
Laval’s City Manager; representatives
of Laval Technopole; experts in the
City’s urban planning, engineering and
environment departments as well as
partners of the government, APCHQ
and ACQ—was to initiate dialogue.

to create a standing committee to
improve procedures with developers

The events of the past few years
have had a direct impact on the real
estate market and, as a result, have
contributed toward slowing down
economic development in Laval. It
therefore became necessary to review
business procedures and return to
good practices.

representatives of developers and
builders as well as six of the City’s
senior officials, this committee held
five meetings dur ing 2015. Each
of these meetings provided an
oppor tunity to discuss the issues
raised by the various parties, propose
ways of improving procedures and
validating the measures put into place.
Results already
A number of changes were quickly
implemented. Access to urban planning
bylaws from the City’s Internet site was
facilitated, an electronic process for
issuing subdivision permits was also
set up, and Ville de Laval organized
a team dedicated to managing all
requests for services (water, sewers,
ro a d s, e tc. ) , i n o rd e r to a d d re s s
infrastructure issues and make up
for time lost.
In addition, through weekly
coordination between the
ur ban planning and engineer ing
departments, the approximate time
it takes to issue construction and
connection permits for a single-family
home decreased from 64 days in early
2014 to approximately 30 days since
September 2014. On November 30 of
this year, within the real estate forum
organized by the City, developers
and builders met once again to learn
about the changes that were put into
place. Starting in late 2015, following
an in-depth review of procedures, the
City will be introducing even greater
changes for the benefit of developers
and builders.

More and More Public Consultations
In 2015, Ville de Laval set up the Division de la consultation
publique et de la par ticipation citoyenne. Th i s n e w
administrative entity counts on residents’ participation in
projects of direct concern to them. Just this fall, the Division
managed a number of projects that rallied hundreds of
participants, including the Berge des Baigneurs project
and the Bois de l’Équerre area project. Open to everyone,
these meetings helped residents become better informed
and express their opinions about large-scale projects that
the City will be carrying out in the near future.
Revitalization of Berge des Baigneurs
N e x t ye a r, Vi l l e d e L av a l w i l l b e u n d e r t a k i n g t h e
revitalization of Berge des Baigneurs in the Vieux-SainteRose district. This very popular place needs a rethink in
terms of development, mobility, safety, activities and
access to the site and to the Rivière des Mille Îles. This
fall, the City’s residents, merchants and partners were
invited to answer an online survey and take part in various
consultation meetings.
Preservation and enhancement of the
Bois de l’Équerre area
The ecological, educational, recreational and tourist
potential of Bois de l’Équerre has been recognized. For
the past few years, the City has been planning the layout
and development of this sector, based on principles
of sustainable development. It wants to preserve and
enhance the natural environments in this area, while
integrating a residential complex, local services and various
infrastructures. The project was presented to residents
last November 2.
Revision of the land use planning
and development plan
Laval’s land use planning and development plan is the
official document for planning Laval territory. After having
conducted a series of consultations last June in order
to prepare the first draft of the future plan, the City is
currently designing a new round of public activities that
will be held next year. Keep an eye out for the details,
which will be announced this coming winter.

The 2016 Budget
In December, City Council members adopted Ville de Laval’s 2016 budget and the three-year
capital expenditures program (CEP) for 2016-2018. The budget outlines the City’s revenues
and expenditures for the year, while the CEP compiles the investments planned for the
next three years, listed according to the objectives determined within the formulation of
the Urban in Nature strategic vision.
Resolutely committed to changing municipal operations in order to ensure transparency
and ethics, the City is also keeping within the limits of affordability for its residents and
respecting the wish expressed by them to improve their cultural and sports facilities as
well as their green spaces, while maintaining efficient, accessible local services.

Nearly one-third of a Québec household’s grocery basket
winds up in the garbage—representing an annual loss of
about $2,000 per household—and this amount increases
during the holiday season! Here is some advice for avoiding
such food waste, saving money and having a positive
impact on the environment:

you don’t need and, above all, don’t do your grocery
shopping on an empty stomach.

Buy the Dog Handler Calendar
and Support a Good Cause!
Are you looking for a Christmas stocking stuffer or gift exchange idea? Here’s
one that will also help a good cause: For only $5, get a copy of the 2016 dog
handlers’ calendar issued by the Service de police de Laval and on sale at all IGA
supermarkets in Laval, at police stations and on the Internet site of Fondation
Martin-Matte. Proceeds from these sales will go to this Foundation, which
helps people suffering from the after-effects of head injuries. To date, over
$250,000 has been donated to this Foundation by the police.

Roadside Checks and Increased Police Presence
All throughout the month of December, Ville de Laval police will be setting
up roadside checkpoints to make sure motorists on Laval territory are not
driving impaired. The Opération Nez rouge service will be available in Laval
and the Lower Laurentians again this year, November 30 – December 31, to
accompany impaired drivers home.
As the holiday season approaches, the police will be pursuing their efforts to
make sure all Laval residents can travel along the roads as safely as possible.
There will also be increased police presence in métro stations and major
shopping centres. Special attention will be focused on vehicles parked in
large parking lots, in order to thwart the theft of vehicles or belongings left
in sight on car seats.

New Speed Limits
Since the beginning of November, the
speed limit has been changed on a number
of streets in our city. On local, residential
streets, it has been reduced to 40 km/hr.
As for the speed limit on arteries with
heavier traffic, it has been increased from
50 to 70 km/hr. The speed limit in school
zones and parks is being maintained at
30 km/hr, but may be modified based on other facilities
as well as fence openings surrounding these sites.

These new regulations, established in line with the findings
of studies on accidents and traffic on Laval territory, are
already in force west of Autoroute 13, in the Saint-François
and Val-des-Brises districts as well as in part of Auteuil
and Duvernay-Est. By Christmas, the work involved in
setting up the new speed limits will be carried out in the
Sainte-Rose, Auteuil and Vimont districts. Such work for
the rest of the island will resume after the spring thaw,
around May 21, 2016. Keep an eye out for these changes
and starting now, adapt your driving to the new speed
limit signs, in the interest of everyone’s safety!
Radar Devices
to Improve Road Safety
Four red-light cameras, which can also check speed when
vehicles pass by traffic lights, are in the process of being
installed on Laval roads. The roll-out of these devices
comes within a minimum 18-month, joint municipal pilot
project between the Ministère des Transports du Québec
and Ville de Laval. The locations for installing such devices
have been selected based on statistics, from Laval’s police
department, indicating that they are among the most
dangerous intersections within Laval’s road system.

Plan Your Renovations in Advance!
By quickly submitting your permit application to carry
out the renovations you are planning for next summer,
you could avoid unwanted processing delays. A permit
issued for renovations at your home remains valid for
one year. It is therefore to your advantage, if you plan on
completing the renovations within this period of time, to
begin the permit application process as soon as possible.
Don’t forget to provide all the required documents listed
on the application form so that your application can be
processed.
New Standards:
Non-combustibility of residential buildings
The construction bylaw was recently amended to be in line
with the standards of the Québec Construction Code (NBCCCQ 95) regarding the non-combustibility of the structure
of certain residential buildings: It is no longer required
that the structure of a 4-6-unit, 3-4-storey residential
building be non-combustible.

These products must not be disposed of in your blue bin
nor in the regular garbage! These items, once transferred
to the garbage truck or the sorting centre, may cause
fires if they come into contact with certain products or if
they are exposed to certain environmental conditions. In
order to prevent fires and ensure workers’ safety, it is very
important to dispose of them during special collections
or in places set up for this purpose.

In June 2015, to comply with the requirements
of the Ministère des Affaires municipales et de
l’Occupation du territoire, Ville de Laval adopted
Bylaw L-12183 on water service rates. From
now on, owners of industrial, commercial and
institutional (ICI) buildings in Laval will have to
equip their building with a water meter connected to the
water service line. These meters will make it possible to: :
tDetect sources of wasted water
tDetermine actual consumption of water
tProduce a consumption report
tGuarantee equitable billing among taxpayers
All this information will help make wise choices promoting
reduced consumption of drinking water—a natural resource
that is limited in supply and so essential.
Prevent Your Water Service
Connection from Freezing
Some advice from Ville de Laval:
tAt all times, heat the location of your water service
connection at a minimum of 10°C (your unfinished
basement, for example).
tIf you plan on being away from home for a few days,
ask a family member or friend to come from time
to time and let a trickle of cold water (the size
of a drinking straw—6 mm in diameter) run for
a few minutes.

Be Water Wise
An Eco-responsible 50th
tAll the activities organized within Laval’s
50th anniversary celebrations were eco-responsible:
actions were taken before, during and after
the events in order to limit their impacts on
the quality of the environment.
tAll in all, it has been estimated that the participants’
travelling to the various organized activities emitted
415 metric tons of greenhouse gases. Ville de Laval
will be acquiring carbon credits to compensate for
these polluting emissions. These credits help finance
projects aimed at reducing greenhouse gases.
tAt the 50th anniversary activities, a total of
42,000 litres of recyclables, 36,000 litres of garbage
and 3,000 litres of organic waste were generated.
A lot of effort was invested to reduce the amount of
waste sent to landfill sites, for example, by providing
recyclable tableware and by recovering organic waste.
tDid you get the chance to meet the representatives
of our nice green brigade that were on hand at each
event? They devoted over 500 hours of awareness
efforts to help properly sort materials, take part in
managing collection facilities, ask you about the
means of transportation you used, among other
tasks. In addition, they were delighted to answer your
questions about the environment projects in Laval.

Snow Clearance
2015 Snow Strategy
During the winter, Ville de Laval’s Service des travaux publics carries out maintenance on over 3,000 linear km of streets
and 1,100 km of sidewalks. To better manage these major operations, a new strategy adopted this year is designed
to set up, communicate and harmonize the various snow clearance operations as well as to establish the operational
standards and time spans per activity for the various operational steps involved. Three categories have been created
to prioritize the operations:
tCATEGORY P1: boulevards, main arteries, reserved lanes, STL routes, hospitals
tCATEGORY P2: collector highways/streets, slopes and curves, streets serving a school
tCATEGORY P3: local residential streets
The City would like to remind residents that a number of factors hinder the efficiency of winter operations: the type,
timing and scope of precipitation as well as the motor vehicles parked on the streets, despite the parking restrictions.
Understanding Snow Clearance Operations
Snow clearance on Laval territory is complex and requires vast coordination. At the time of a snowstorm, over
550 municipal employees and 200 pieces of equipment may be mobilized to make our streets safe. Here is how these
operations are organized:

When the snow (or freezing rain) starts to fall (less than
1.5 cm of accumulation)

As soon as the precipitation accumulation on the ground
reaches 1.5 cm, snow plowing and abrasive spreading, if
need be, get under way on main arteries (Category P1). This
operation is expanded to all the other streets following
an accumulation of 5 cm. At the same time, 47 tracked
vehicles clear the sidewalks of main arteries as a priority
as well as the streets used by the STL’s bus routes.
3) Snow removal
The City has two methods for clearing the snow from all
the roads: either by loading the snow or by blowing the
snow onto grounds (in certain districts only). Snow loading
gets under way following an accumulation of 15 cm. The
crews work day and night until the end of the operation
and are accompanied by tow trucks to move wrongly
parked vehicles. all in keeping with the standards of the
Ministère des Transports du Québec.
Your Role and Obligations
To facilitate these snow clearance operations and get through the winter season with less stress, each and every
resident is urged to cooperate with the City. Here are a few important rules to follow:
1.
Regardless how high, wide or heavy it may be, quickly clear the snow bank in front of the entrance
to your driveway.
2.
At all times, obey the signs to facilitate snow clearance operations and traffic, failing which your vehicle
may be towed and you may be fined up to $135. In addition, give priority to the mobile signs installed
on the snowbanks, along the curb, rather than the permanent signs, and in particular, during snow
blowing operations. (Street parking, Bylaw L-6070).
3.
Place your household waste bins and recycling bins on either side of the entrance to your driveway.
Please note: Bins must be placed on your own grounds, set back from the sidewalk and street, so as not
to interfere with traffic and snow clearance operations. (Roll-out bins and garbage, Bylaw L-131).
4.
Make sure your car shelters comply with current installation rules (for example, they must be set up
within the driveway or pathway to your home, at a minimum distance of 4 feet from the road pavement or
2 feet from the sidewalk) as well as within the standards prescribed under zoning bylaw L-2000. Temporary
car shelters are allowed throughout Laval territory (except in Laval-sur-le-Lac) until April 15 (Car shelters,
Bylaw L-2000).
5.
Clear the snow around your house well and keep your water service valve box clear, too:
in case of urgent operations on the water supply lines, the structure must always be easily seen
and the emergency exits of your home must be well cleared so that you can access the public roadway
in case of an emergency.
Don’t forget to also clear the snow from your roof in order to prevent it from collapsing. If you see any
cracks on the inside walls or if you have problems closing the inside doors, phone 911 to request an
inspection. If you are a tenant and have access to it, check the accumulation of snow on the roof of your
home. If necessary, contact your landlord to ask that the snow be cleared from the roof.
6.
Before December 15, have your winter tires installed to ensure your safety while driving as well as the
safety of the motor vehicles around you (Winter tires, Highway Safety Code)!
No Snow on the Streets
It is strictly prohibited to put snow on
a public way, whether on the street,
on the sidewalk or on a median strip.
Similarly, it is advisable to inform
your snow removal contractor of the
importance of not accumulating snow
around fire hydrants or blue métro
hydrants. In all cases, snow clearance
must enable access up to the public
roadway. (Maintaining access to fire
hydrants, Règlement L-12317; No snow
dumping allowed on public roadway,
Bylaw L-9975).

box is not well maintained, phone

clearance operations, notices of claim
are accepted until the following spring.
However, if any damage is caused to
private or public property by a snow
removal contractor, that contractor
has the responsibility of repairing it.
Make sure that any land improvements
(landscaping, etc.) carried out on your
property are in keeping with the City
bylaw (Bylaw L-10378).

Urban Agriculture:
How to Start a Vegetable Garden
2015 Landscape Enhancement
Competition
The Enfant d’Abord organization, in cooperation with
Groupe Promo-Santé Laval, is offering free workshops on
urban agriculture in all districts of Laval. Conducted by a
gardener and a nutritionist, these workshops are held from
February to March and deal with the basics of gardening
in an urban environment (planning the vegetable garden,
preparing seedbeds, potting or planting directly in the
ground and plant maintenance) as well as the preservation
of harvested fruits, vegetables and fine herbs (freezing
and canning). All is done with humour and simplicity,
while increasing residents’ awareness of healthy eating!
This competition celebrated its 30th anniversar y in
2015. Some 150 Laval residents entered one of the two
competition categories: Front Lawn and Balcony. Out
of that number, 23 residents distinguished themselves,
winning the vote of the panel of judges, made up of
graduates from the Centre de formation horticole de
Laval and an administrator of the Société d’horticulture
et d’écologie de Laval.

This competition aims to reward amateur gardeners who,
year after year, contribute toward Laval’s rapid development
in ornamental horticulture. In fact, Laval is considered the
horticulture capital of the province and the Corporation
des fleurons du Québec awarded Laval 4 fleurons in 2014!

and explain how it can be made easier. Labour and birth
support provides the reassuring presence of an experienced

a number of workshops and conducts coffee-time talks.
Parents can browse through books, while baby enjoys the

Good for One and All
A Grocery Store That Does a Lot of Good
It will soon be a year now that the new-style grocery Au panier de Chomedey
opened its doors at Centre communautaire Jean-Paul-Campeau, located at
3781 boulevard Lévesque Ouest. What’s different about it? This grocery store,
open two days a week, was set up through a joint effort of residents and
organizations in the district, it is solidarity-based and everyone is welcome,
regardless of income, family composition or any other restrictions! It sells fresh

Intergenerational Living Arrangements:
An Experience to Share!
Last September, the Maison des grands-parents de Laval, in partnership with the
Table régionale de concertation des aînés de Laval, unveiled the Cohabitation
intergénérationnelle Appart’enance project. This project responds to two society
issues: students often struggling to find housing and some seniors suffering
from isolation. And so a college or university student is paired with a senior
interested in housing such a student. They can then share a living space in
exchange for a reassuring presence and small services—all with the objective
of creating supportive relationships of mutual assistance and solidarity. A
win-win situation!

Libraries in the Community
Libraries all over the world are transitioning toward the new social trends and are rallying together to have the
joys of reading shared with the community as a whole. Laval’s libraries are taking part by providing all residents—
regardless of their age, origins and reading level—with opportunities for positive reading experiences through
original, entertaining activities.
TEENS
Reading clubs at Centre jeunesse de Laval
In the past year, Laval’s libraries have developed a
partnership with Centre jeunesse de Laval, to spread the
joys of reading to their teen clientele. During the summer,
two reading clubs run by the Lis avec moi organization
were set up. These clubs proved so successful that they
continued on all throughout the fall! In addition to these
lively get-togethers, the teens in two of the groups at
the Centre may borrow books once a month, during the
visit by the Bibliomobile: a travelling library that goes up
and down Laval territory, stopping at parks and schools,
for example, in order to offer residents a free book loan
service and activities.

Wanting to improve the experience of its users, Laval’s libraries
are innovating by offering a new way of finding books that
are likely to be of interest to you. Some novels in French are
now identified with one of the five pictograms designed to
facilitate readers’ choices: love, fantasy, history, detective and
science fiction. In addition, Québec novels are also identified,
with a fleur de lys. So it will be easier for readers to find what
books they are interested in, by category, and to discover new
authors at the same time.

a maximum of 30 library loans for a period of two months. A
volunteer from the Centre de bénévolat de Laval will go to
your home to deliver the loans you have requested and will
later come to take back the ones you have finished. It’s easy
and free! Contact your local library to register!

An unsettling historical exhibition of paintings, videos
and kinetic works
Unexpected photographic works
Op! takes its visitors on a sensory experience that is both
disconcerting and entertaining, where ambiguous visual effects
and optical illusions tease your retina. Whether through works
banking on the properties of colours, on clever geometric
compositions or on the exploration of virtual or real movement,
the instability of perception is featured here. Op! draws from
our museum collections of a wealth of artistic creations dating
back between 1960 and 1975.
Here are some perplexing photographic works that attract our
attention and always seem to be changing to another shape.
Photography produces videos; the camera becomes a sculpture,
a movie, a text and an image, snippets of stories. The exhibition
invites visitors to explore the possibilities of producing images
where they are the least expected. Jacinthe Lessard-L. places
gestures at the heart of her creation: simultaneously inventive
and protocolary, experimental and amused, they upset the
power of images, work on shapes and motifs, material and
immaterial, to highlight what isn’t visible.

Centre Alain-Grandbois, located at 4300 boulevard
Samson in the Chomedey district, is the
headquar ters of the Société d’histoire et de
généalogie de l’île Jésus (SHGIJ) and the Centre
d ’a rc h i ve s d e L av a l. Th e s e t wo n o n - p ro f i t
organizations are devoted, each in their own
way, to the preservation and dissemination of
île Jésus’ historical heritage.
The SHGIJ, which celebrated its 50th anniversary
in 2013, has a historical research service, offers
a number of workshops on genealogy and holds
a series of talks on architecture, urban planning
and history. It spreads Laval’s history far and
wide, on the Internet and elsewhere. As for the
Centre d’archives de Laval, it makes acquisitions
of regional archives and offers organizations a
consulting service as well as records management
workshops.

Association sportive Monteuil:
50 years of activities!
At the end of April 1966, a group of volunteers
got together to form a multidisciplinary sports
association in the former municipalities of Vimont
and Auteuil. After a few meetings, the Association
sportive Monteuil de Laval was established. For
the past 50 years, Monteuil can pride itself on
having successfully trained high-quality volunteers
through its clinics for instructors, referees and
managers. Volunteers who have been able to
develop the skills of thousands of players on the
Association’s teams.
At the present time, the association represents
3600 soccer players and 850 hockey players.
The 2016 program, which will mark its 50th
anniversary, will centre around its regular season,
stimulated by such events as the bantam hockey
tournament, December 11-27. In addition, a
benefit poker evening (January 22), the Winter
Classic (February 20 at Lausanne park) and a
summer one (June 11 at Horizon-Jeunesse park)
will be organized and all residents are invited!

Weather permitting, the skating rinks and tobogganing hills will be accessible
according to a special schedule.

Go for a stroll in the forest along the 8 kilometres of marked trails, while
observing over 130 bird species and 20 mammal species—enough to dazzle
both kids and grown-ups! Free snowshoe loans upon presentation of ID.

Let’s Encourage Our Organizations!
The 8th edition of Objectif Zénith is now in full
swing. It is a fund-raising campaign for Laval
organizations working with youngsters or seniors
or those that are active in the community or in
artistic fields. Each time you buy a ticket from
a participating organization, you encourage it
directly, as participating organizations keep 90%
of the proceeds from ticket sales—a substantial
contribution toward funding their activities.
It’s very easy to make a contribution: Just buy a
raffle ticket for $2 no later than February 7, for
a chance to win one of the 15 grand prizes worth
a total of $25,000. Community organizations are
at the heart of the leisure activities offered in
Laval. Let’s give them our support!

Winter ecology day camp at Rivière-des-Mille-Îles park
Accompanied by naturalist-interpreters, 6-14-year-olds will have the chance
to discover the wild life and plant life of Rivière des Mille Îles through
educational games and winter activities, such as ice fishing, ice sculpture,
identification of animal tracks, and more!

Provincial Figure Skating
Competitions
Club de patinage artistique Laval (CPA Laval)
will be hosting the 22nd Invitation Carole Pageau
competitions, which will be held at Laval’s arenas
in January and February. These inter-regional
competitions are named after the current president
of CPA Laval, who is also the ambassador of
this sport on Laval territory. The “Synchronized”
component, uniting synchronized skating teams
from a number of regions in Québec, will take
place Januar y 23-24 at Colisée de Laval. The
“Individual” component, which will take place at
Aréna Hartland-Monahan February 12-14, brings
together skaters in the Patinage STAR program.

Hockey Skates Adapted
to Young Children
A number of conditions must be met
to properly prepare the City’s outdoor
skating rinks. In order for the surface
of the rinks to freeze over well, the
temperature must be at least 5°C or less,
day and night, for approximately 7 days.
And these conditions must be combined
with snow cover of at least 15 cm.

Preparing Outdoor Skating Rinks
It’s Quite an Art!
NEW!
Starting this winter, Des Chênes (LavalOuest), Des Coccinelles (Chomedey) and
Lausanne (Vimont) parks will be setting
up small hockey skating rinks with halfsize boards and customized nets. These
new facilities in Laval are designed to
help children learn to play hockey. This
pilot project will definitely prove very
successful among little children, who
will have the chance to safely play our
national sport with youngsters of their
own age.
In winter, the park is a wonderful place
for trekking, cross-country skiing and
snowshoeing on three trails totalling
13 kilometres that crisscross the river
and the islands. A waterfront skating rink
and tobogganing hills are accessible and
free of charge. New this winter: The park
is offering a turnkey ice fishing package.
Worry-free fishing right near home… it’s
now possible! Trails open at all times.
Next comes the step of filling in the cracks
with snow, and then flooding operations:
2-3 floodings per rink, on 4-5 consecutive
days, at -5°C or less.
And so Mother Nature must cooperate
all winter long so that the rinks have
skatable ice as often as possible! The
City therefore asks residents not to use the skating rinks during this preparation
period, in order to ensure quality ice.

Thanks to the Bleu Blanc Bouge program
of the Montreal Canadiens Children’s
Foundation, Laval will have its refrigerated,
multi-sports outdoor skating rink at Émile
park, in the Laval-des-Rapides district,
starting in winter 2016!
The skating rink, built in accordance
with the regulator y standards of the
National Hockey League, will be a place
for residents to get together for activities,
matches and physical activities. From
late November to mid-March, residents
in the district, organizations, community
partners and the schools will be able to
take advantage of the ice season, while
the rink will be used for various other
sports, such as basketball and ball hockey,
from the spring to the fall.
Are you familiar with goalball? It’s a Paralympic team sport played by athletes with
a visual disability, using a ball with bells on it, so that the players can locate it. The
object of the game is to get the ball across the opponents’ goal line. Chomedey
athlete Brendan Gaulin is making a name for himself on the international scene,
particularly for his participation in the Parapan American Games in Toronto last
summer, where Canada won the Bronze Medal and Brendan alone scored 20 goals!
He also took part in the Paralympic Games in London and Peking. He is truly a role
model for motivation and courage for all youngsters. A career to be followed next
summer in Rio!
Free Wi-Fi at the Arenas
Much to the delight of families using the indoor skating rinks during
the winter, connection to the LAVALPublic Wi-Fi network is available
free of charge at the nine arenas in Laval. It should be noted that
it was already possible to take advantage of a free high-speed
connection at the libraries, the Centre de la nature, Maison des arts and City Hall
Council room. Moreover, families using the parks during the summer will not be
overlooked in 2016, as Ville de Laval is planning on extending the Wi-Fi service to
its parks and community centres as well.
