The objective of the committee would be to raise funds to move the old schoolhouse brick by brick to a new location. Gaining Speed (www.buildthepark.com) A lot has been happening in the West Manheim Township Recreation Park over the last several months. There are now over three miles of rudimentary hiking/biking/walking trails through the park, some of which will offer a challenging workout. Birding enthusiasts will enjoy the trails due to the wide variety of bird species present. You might even catch a glimpse of the bald eagles that have been flying over the park! Orange and yellow tipped stakes mark the trails, and a map outlining the park and its trails will be placed at the entrance to the park this spring. Dogs are welcome, however Township ordinances require them to be on a leash at all times, and you must clean up after your pets. Also, no hunting is allowed. And, please stay on park land and respect the property of the families whose homes border the park. Many truckloads of dirt have been hauled in to begin leveling areas for parking, a picnic pavilion and the first ballfield. This field, and the next to be built, will be named in honor of the family who graciously sold the property for the park to the Township – Bernie Warner Field and Mary Warner Field. We are working with the West Manheim Recreation Association for possible usage of areas in the park for ball and football teams. We also continue to partner with the Hanover Area Alternative Sports Association to design and build a skateboard park and BMX trail. Additionally, some Township students have volunteered to work on the BMX trails and in the park in general as part of their Senior projects. Purchases of playground equipment, picnic tables, benches, grills, and a 20’x40’ picnic pavilion have already been made or are underway for installation this year. This is due in large part to the Community support we received for our last seven car shows, Community donations, and matching Wal­Mart grants. Many thanks to all who have contributed! Also, Township residents Keith and Lisa Winchester recently donated the funds to purchase an ornamental footbridge that will be placed in the walking garden of the park. The bridge will be dedicated to Keith’s daughter, Jessica. There are many opportunities for you to leave a legacy or honor a loved one in your West Manheim Recreation Park. If you enjoy wonderful scenery or a beautiful sunset, you could purchase a hilltop bench overlooking the entire park. If you like family picnics, the donation of a picnic table could be ideal for you. Or, if you have fond memories of playing baseball as a child, you could give other children the opportunity to make their own memories by donating ball field necessities. By purchasing any of the above mentioned, or some other memento below, you may choose the wording of an engraved plaque to be displayed with your donation (see order form for details). The York Water Company Deduct Meters Resolution #2008-35
130 East Market Street Box 15089 York, PA 17405­7089 The West Manheim Township Board of Supervisors approved Resolution #2008­35 regarding deduct meters. A deduct meter is a separate water meter line that measures the amount of water used outside the home for items such as watering the garden, swimming pools, and washing your car; and not returned to the public sewer system. The meter reading will then be deducted from the York Water Company meter reading and used to determine the Sewage Usage Charge. The deduct shall only be applica­ ble to the Sewage Usage Charge. To request a deduct meter application please stop by the Township building or visit the township website at www.westmanheimtwp.com. For further information please contact the township utility department.

Construction of Area 2 and 3 Sanitary Sewer System The installation of sewer lines for the residents in the Area 2 and 3 Sanitary Sewer System in West Manheim Township recently began. Area 2 began construction in December 2008 and Area 3 is scheduled to be completed by December 2009. For those residents who may be involved in the current public sewer project and those who live in close proximity please remember to STAY ALERT and be patient. We realize there will be some inconveniences that may cause delays in your travels. Most importantly remember to use extra caution if you see large excavating equipment on the road way. The operators have limited sight distances. If you have any questions or need assistance please contact the Project Engineer at (717) 846­4805.

Understanding Storm Water
Ordinance #01-2005 is to provide for the inspection, maintenance and rehabilitation of on-lot sewage disposal systems.
Maintenance Requirements:
Any person owning a building served by
an on-lot sewage disposal system shall
have the septic tank pumped by a
qualified Pumper/Hauler. The Ordinance requires
residents to have all on-lot septic system tanks pumped at
least once every four (4) years. Receipts (which are also
called manifests) from the Pumper/Hauler shall be submitted
to the Township as required in Section 309.6.
PLEASE NOTE: The receipt includes several carbon copies
with one labeled “Municipal Copy” that the hauler is required
to submit to the Township.

David Morris Officer Paul Heffner Officer Joshua Bower Receptionist Joanne Kahler On February 17th, representatives of six area police departments, including West Manheim Police Chief Tim Hippensteel, met with concerned citizens to discuss rising drug use in the Hanover area. A standing room only crowd of 175 filled the Hanover Wellness Center on York Street. Following a question and answer session with the law enforcement panel the attendees viewed several drug and drug paraphernalia displays. Sponsored by the volunteer organization "The Awareness Group" the goal is bring attention to rising number of deaths and overdoses related to drug abuse, particularly heroin, which has risen rapidly in the area. Another town meeting is being planned for mid to late April with a panel of representatives from the medical and counseling fields. Details such as date and location will be will be made available through local media. West Manheim Township residents are encouraged to attend.

Township Installs New Payment Drop Box

Gypsy Moth Suppression Program
Please be advised that York County is cooperating with the Pennsylvania Department of Conservation and Natural Resources, Bureau of Forestry, in conducting a gypsy moth suppression project in certain forested sections of West Manheim Township this spring. Suppression spraying will take place sometime around the first week in May and last about one week. The exact timing of the spraying will depend on the weather which will influence caterpillar emergence and leaf development. Both will be monitored and a more exact date for the start of the spray program will be announced toward the end of April or beginning of May. Spray activity de­ pends on weather conditions and may be delayed or suspended temporarily because of wind or rain conditions. In an effort to better serve the residents of West Manheim Township a new payment drop box has been installed. The new drop box is conveniently located along the front of the building on the west side facing Route 94. The new drop box is labeled “TOWNSHIP PAYMENT DROP”. The drop box is secure and available during business and non­business hours to continually improve our processes to meet the needs of the township.

West Manheim Township Ordinance Number 04­2006. states that all landlords must file a listing of their residential and/or business rental properties along with providing information on the leaseholders or tenants. Please fill out a Landlord Reporting Form and submit it to the township office. To receive a copy of the Landlord Report Forms please visit the township website www.westmanheimtwp.com or call the township at (717) 632­0320.
Please take note of the requirements set by the Ordinance. Changes in occupancy must be reported to the township office in writing. The reported change shall include the name(s) of the new tenants or leaseholders, the date when the change was effected, and if known the forwarding address of the old tenants.
