17TH ISSUE / DEC 2015 LETTER FROM THE MANAGEMENT We have been active in introducing new courses at Marlow training centres, such as a master pilot relations course, environmental training programmes and have introduced a new full mission engine room simulator. Additionally, we have revised our Pre-Departure Briefing (PDB) seminars, with material also now available for self-study online via the new Marlow-Navigation.com website. Our technical management operations experienced good growth, having taken on new vessels over recent months. No doubt, this is an area where we expect further potential over the short- to mid-term and where we intend to utilise greater resources to better boost our market share and positioning. Marlow Navigation & KSMA renew maritime training agreement As the year draws to an end, we look back on solid performances for the Marlow Group, driving forward in all our key areas, including training, quality and safety, crewing, and technical management. At Marlow, the last six months have indeed been busy all-round. In September, we participated in another successful (biennial) Maritime Cyprus conference and welcomed many of our clients and associates to Limassol, Cyprus. Later in October, we renewed our longstanding training cooperation with Kherson State Maritime Academy (KSMA) in Ukraine, this year signing the agreement during the inauguration of 2015’s new marine cadets. In the Philippines, we moved to a new office in Davao City in order to offer greater space and better accessibility for the growing number of Filippino seafarers. We also participated in a couple of important events, including the Asia-Pacific Manning & Training Conference and the Philippines Manning Conference. As always, Marlow has also been active socially, from company events at each country location, to continued community responsibility action, such as on-going support for Project Yolanda in the Philippines and Project Pearls, food for children in need in Manila. Now, these social events will focus on Christmas festivities and the New Year; an excellent chance to unwind and network socially with colleagues, as well as family. However, duty will call for many of our crew, having to continue their work during the holiday season. Although good vibes and the Christmas spirit will most certainly be on-board, they will be away from home. Thus, a special thank you must be given to all these crew members of Marlow Navigation, for their unreserved commitment and loyalty to their profession. To all at Marlow and family, clients and associates, we wish you a Merry Christmas, and a happy and safe holiday season. We hope the New Year brings good health and fortune, as well as peace and stability globally. Marlow Management TRAINING / SEMINARS MARLOW & KSMA RENEW TRAINING COOPERATION Marlow Navigation and Kherson State Maritime Academy (KSMA) have renewed their longstanding maritime training cooperation in Ukraine. The agreement was signed between Marlow Navigation’s Chairman, Hermann Eden and Rector of KSMA, Professor V.F. Khodakovsky in October, during the inauguration ceremony of 2015’s new Ukrainian marine cadets. “Over the last eight years, we have built a solid foundation for excellent collaboration. I am pleased to renew our cooperation and look towards additional long term projects for upgrading training programmes and facilities at the academy,” stated Eden. “These will no doubt help firmly position the Academy as the best maritime institution in Ukraine and as a leading international maritime centre of excellence,” he added. As an industry partner to the Academy, Marlow Navigation continues to increase its intake of Ukrainian cadets on board crew managed ships as part of its ‘handson’ approach in training and developing maritime officers. At the same time, concentrating efforts in modernising and enriching specialised training and educational facilities at the Academy, both in shipping and the offshore sector. “Marlow Navigation has become our reliable partner and an employing company for the plenty of our graduates, as well as sufficient investor in the development of our educational and laboratory base,” commented Khodakovsky. “KSMA entered the list of the best-known higher educational establishments of our country, made by the Institute of Innovations and Technology and was recognised the best among maritime educational establishments of Ukraine,” he added. Marlow selects students to join the company after their second study year as cadets. These students continue their studies in designated Marlow classes and return to the company when they have graduated as officers. “Our role in the preparation of maritime specialists is to pledge and assure the necessary support for cadets, right from the very beginning, so that in good time they become marine officers,” said General Manager, Marlow Navigation, Captain Alfred Von Der Hoeh in his address at the ceremony. Captain Wekenborg’s name is synonymous to Marlow’s training programme, having been the inspiration behind its establishment and development, together with on-going Group HR and marketing initiatives over the many years. For a company that deeply revolves around people, training and development, and HR in general, is undoubt- edly the foundation of our line of work. Captain Wekenborg is in essence the architect and driving force. Known to all as a professional and motivating leader, as well as for his commitment, energy and innovation to maritime training and education. He will be missed from our daily operations here at Marlow, but will certainly remain a leading figure in the industry. Dear Captain Wekenborg, from all of us here at Marlow Navigation – management, seafarers, cadets, and employees all over the world – we bid you farewell and all the best in your retirement. Thank you. NEW COURSES INTRODUCED AT MARLOW TRAINING CENTRES ACROSS THE WORLD MASTER-PILOT RELATIONS COURSE Vessel incidents are a widespread problem within the maritime industry. Analysis shows that the root cause tends to be a lack of attention by the Master/OOW and failure to intervene when a dangerous/ critical situation is mounting. This problem not only concerns newly promoted/ inexperienced Masters, but also very senior Masters. To confront this challenge, we decided to develop a bridge simulator course at suitable training centres, which places the Master with a realistic bridge team, including OOW, Pilot and Helmsman in a pilotage or berthing situation. The Master will be presented with common scenarios i.e. a routine docking/undocking and sailing in confined waters with pilots. When developing this high level course, we realised that we could not properly achieve our targets without involving real pilots. As such, we have invited active pilots from local companies in the Philippines and Ukraine to take part in the development of this course and act as instructors and pilots during the simulator exercises. The course begins with soft skills training with a focus on master-pilot communication, briefing, interactions with the bridge team, basic hydrodynamics, to simulation of Pilotage/Berthing/Un-berthing operations with a ‘problematic’ Pilot in a problematic port, together with various scenarios such as tugs, bad weather, current, wind traffic etc. Master-Pilot course UMTC – Manila Target audience are all Management Level Deck Officers from Marlow Ship Management Deutschland (MSD) and Marlow Navigation. The four day course is now up and running at our training centres in the Philippines and Ukraine - UMTC Manila and KMSTC Kherson, respectively. Additionally, we have approached external training providers such as OMTC, Odessa who have developed this specific training course upon our request. Master – Pilot course OMTC Odessa ENVIRONMENTAL TRAINING PROGRAMME (ETP) NEW FULL MISSION ENGINE ROOM SIMULATOR AT UMTC MANILA Other company-specific training programmes were developed on the request of Marlow Ship Management Deutschland (MSD) and Marlow Navigation, including: New Management Level course for Filipino marine engineer officers (71 days training) and updating course for Management Level Marine Engineer Officers (31 days training) are in development at UMTC Manila. - Environmental Training Programme for Management Level Deck Officers, Engine Officers and Superintendents (one day), and - Environmental Training Programme for Operational Level Deck Officers, Deck and Engine Ratings (half day) These courses were initially developed with the concentrated efforts of our colleagues from training centres in Ukraine and the Philippines, and then extended to all major recruiting locations. It aims to raise awareness and provide crew with the knowledge and understanding on the importance of preventing marine environmental damage. The programme was designed in compliance with the present statutory requirements (MARPOL), and also relates to the STCW 2010 Code Ch. II Sect. A-II/1; Ch. III Sect. A-III/1 & A-III/6 and Ch. VI requirements for environmental awareness. Both courses are in accordance with the requirements of the Philippines Maritime Industry Authority (MARINA) and with the provisions of 2010 Manila Amendments to the 1978 STCW Convention. They are also prerequisites for the Management Level Marine Engineer Officer license examination. The new courses incorporate equipment (hardware and software) of class “A” Full Mission Engine Room Simulator (FMERS) following the requirements of MARINA. The FMERS was manufactured by Applied Research International (ARI) and installed at UMTC Manila in September 2015. NEW PRE-DEPARTURE BRIEFING KICKS-OFF In order to keep you updated regarding any changes to rules, policies, regulations etc., the Pre-Departure Briefing (PDB) programme is revised annually. This year, the 2nd version of the PDB was officially released on the 19th of October. Further to constructive criticism feedback we received during our Agency Conference in March 2015, many presentations have been streamlined with the aim of reducing the overall presentation time (without negatively impacting the content). In addition to updated information regarding rules, regulations and company procedures, we have also analysed last year’s customer complaints and identified common mistakes and incidents which will be presented to you in the form of case studies. These case studies highlight the consequences of certain actions and inactions on-board, which resulted in negative outcomes, such as damages to the ship and/ or injuries. The aim of these case studies is to act as a learning tool in order to help prevent such incidents occurring again in the future. Seminars are available in Ukraine, Russia and the Philippines. Any constructive comments are welcome: [email protected] PDB Version 2 taking place in the Philippines 4/5 Training / Seminars Regulations / Safety REGULATIONS / SAFETY BBC ROSARIO – HEAVY LIFTING IN PANAMA The fully-managed multi-purpose heavy lifter BBC Rosario was recently assigned a very interesting project. She had to take three Rubber Tyred Gantry (RTG) cranes from the port of Balboa in Panama to the port of So- har in Oman. The three RTGs, which were almost identical, weighed 184 mts (two pieces) and 194 mts (one piece). Such a cargo loading operation is very challenging and needs to be properly prepared. Once these have all been calculated, the on-board preparations begin with all the steel plating, lashing equipment and tools needed, collected together ready for work. BBC ROSARIO The cargo loading plan looks like this The task of lashing and securing the RTGs began. This involved welding brackets and stoppers onto the crane feet/wheel assembly so that the RTGs were firmly secured to the ship’s hatches. Images showing how the gantry feet and wheels were secured and lashed on deck The loading of such huge structures on the deck of the ship causes some operational safety considerations. For example, the ship’s crew cannot keep a proper visual lookout and the radar will suffer from large shadow sectors because the beam cannot pass. Also, the ship’s navigational mast lights might be obscured. For this reason it is necessary to arrange a special flag dispensation. The flag required that additional crew be provided on-board so that a lookout can be posted forward at all times and that a special radar be installed with a forward scanner so that the OOW had a clear radar picture ahead of the vessel. Last but not least, the aft mast headlight had to be repositioned so that the navigational lights for a power driven vessel underway were clear to other ships. All of the items were checked carefully and approved by the ship’s classification society. The last task and probably one of the most important was for the Master to prepare a suitable passage plan considering all the weather conditions. The vessel was ‘weather routed’ on the voyage to make sure that heavy seas and swells were avoided. During the voyage, twice per day, the ship’s crew performed detailed lashing checks to make sure that none of the lashings had loosened or broken. We come to realise the essential role that ships like BBC Rosario play in the movement of goods and machinery in world trade. Who could imagine that such huge gantry cranes in Panama could so easily and efficiently be shipped to Oman in less than six weeks! Bon Voyage to the Master and Crew of BBC Rosario! 6/7 Regulations / Safety Preventive Maintenance PREVENTIVE MAINTENANCE DECK MAINTENANCE Preventive maintenance programmes, along with necessary inspections and routine checks need to be followed, as they ensure the efficient and safe operation of ships. No doubt, some inspections are more critical than others. The load line items and lifesaving equipment for instance are two of the most important. IMPORTANCE OF INSPECTIONS The objectives of such inspections are to: - Discover any defects in a ship’s equipment and structure - Verify the correct completion of on-going maintenance work, and - Record issues which the crew cannot resolve efficiently Deck & air vents between hatches Main deck & bits Anchor winch Mooring winch Free Fall Lifeboat (FFLB) Rescue boat The anchor windlass and mooring winches should not have any leaks in the steam system repaired, or defects in hydraulic controls. Watertight doors Life raft be tested regularly and maintained as if someone’s life depended on it! maintenance tools, holds cleaning and firefighting equipment. Mooring winch ropes should be carefully inspected and repaired as necessary. The same is true for the attention that should be given to life rafts, light floats, lifeboat radio, flares, etc. Putting off maintenance work until “the next voyage” could be that fatal mistake. Some of the mechanical work is shared with the engineering department and close cooperation will be necessary to effectively schedule all that needs to be done. Matters beyond the capability of the crew must be properly submitted to the company’s technical department for port turnaround repair or inclusion to shipyard work list. The safety of crew, vessel and cargo depend greatly on maintaining all safety equipment in a good working condition at all times. Indeed, every part and component of a ship is there for a purpose and in turn must be regularly inspected to ensure functionality. In order to ensure all deck maintenance work is carried out in adequate intervals and in accordance with the schedule of planned maintenance systems, the Master and Chief Officer should regularly visit the area of work. Meanwhile, under the instructions of the Chief Officer, the Bosun should control effectiveness and progress. DECK MACHINERY Weather and seas permitting, the mooring winches should be maintained according to the planned maintenance programme. This should include a regular programme of winch brake testing. Winches with deficient holding power should be adjusted, or added to the ship’s in-port or shipyard repair list. Roller and swivel chocks should be lubricated and checked for free movement. LIFESAVING APPLIANCES The Chief Officer and all on-board should have a keen interest in ensuring lifeboats and all lifesaving equipment are in top condition. Davits, winches, blocks, releases, hull, engine and all equipment should OTHER DECK MAINTENANCE Other deck maintenance items include watertight doors, cofferdams, standing and running rigging, gangways, accommodation and pilot ladders, deck Removing rust and re-coating the ship’s steelwork is an essential duty. Similarly in the accommodation and principal operating areas, crew must maintain the vessel’s protective coatings to the best of their ability. DAY OF THE SEAFARER 2015 MARLOW NAVIGATION CELEBRATES INTERNATIONAL DAY OF THE SEAFARER 2015 AND SAYS THANK YOU TO ALL SEAFARERS In cooperation with the International Maritime Organization (IMO), Marlow Navigation celebrated International Day of the Seafarer on 25th June 2015, saying thank you to all seafarers around the world. This year, IMO shifted its focus to maritime education, as part of efforts to promote and inspire young people to consider a Career At Sea. As IMO points out, most people go to work in offices, factories and shops, but it’s a different picture for seafarers: an office can be a hundred thousand-ton oil tanker or a cargo ship navigating the world’s oceans with beautiful landscapes. The purpose of the event is to help promote the maritime and seafaring professions, as well as to raise awareness of seafarers and their importance to international trade and the global economy. 2015 “Day of the Seafarer” campaign No doubt, it is vital that we continue to promote our industry as an attractive career path, and support its development and sustainability. The Day of the Seafarer campaign showed how the multi-faceted maritime world offers a series of rich and fulfilling career opportunities for young people, both at sea and ashore. Overall, the campaign was a massive success, reaching millions across the world, and driving more awareness about the great work of seafarers. Together with our new global branding efforts, re-affirming our company’s leading position. We would like to thank all for visiting us during the event, and look forward to continued partnership,” he added. The Maritime Cyprus conference is a biennial event, operating as a forum where major and current issues to the international shipping community are discussed. This year’s event attracted more than 700 participants from around 35 countries. Among them, experts and representatives of intergovernmental organisations, such as the Secretary General of the International Maritime Organization (IMO). The theme this year was “Game Change”, with a focus on geopolitical developments and their effect on global shipping. Events such as Maritime Cyprus help ensure its continued growth,” concluded Neophytou. “The shipping industry is a vital pillar in the Cyprus economy, stable and Cyprus’ Minister of Transport, Communications & Works, Marios Demetriades visits the Marlow stand INCIDENTS / ACTIVITIES BBC QUEBEC RESCUES SINKING REFUGEES IN THE MEDITERRANEAN On the 25th of August, our crew managed vessel BBC Quebec received a message from MRCC Rome that a boat located at around 30 nautical miles (NM) and carrying around 500 persons was in distress. At the time of the distress message, there were no other ships in the vicinity or VHF range. As such, BBC Quebec was requested to divert from original course and offer assistance. After proceeding to the positon at full speed, the distressed boat was not found. Several other positions were received from MRCC Rome to explore, whilst also attempting to contact other vessels for further help. None could offer assistance. After scouting many positions, BBC Quebec changed direction, having calculated wind, current and swell direction in order to create its own sea chart. In turn, proceeding to around 28 NM south of the initial position and eventually locating the distressed boat on radar. However, only once very close to the small fishing boat were many people seen, waving hands and white flags, with many children, women and men crying. BBC Quebec began rescue preparations of the passengers on-board the sinking boat, which had a broken engine, dancing/rolling dangerously on heavy swell and filling with water. REFUGEES AT GIBRALTAR STRAIT Our crew managed vessel M/V Janet departed from Ceuta. At 10:00, the vessel discovered a rubber dinghy boat with six persons adrift and waving for help. The general alarm was released by the Master/all crew at Muster Station. All crew prepared for immediate assistance as required and ready to provide support. Meanwhile, the boat was reported to Tarifa MRCC by VHF, who advised to stay on scene in order to identify position of refugees by AIS. At 10:45, a rescue boat from Spanish coastguard arrived to rescue all six refugees. In turn, M/V Janet continued her voyage to Warrenpoint, UK. Well done to the Master and crew for spotting, reporting, and standing ready for support. In tough conditions, BBC Quebec’s crew threw lines on to the boat, and lowered gangway nets, ropes and life rings, whilst heaving up people; women and children first. No doubt, passengers were in shock, but the crew did their best to keep everyone calm, and conduct the rescue as quickly as possible. Once everyone was retrieved, the boat continuously took water, so the Captain ordered the crew to cast off the lines. BBC Quebec quickly manoeuvred away from that boat in order to not catch any ropes or nets to the propeller. BBC Quebec was advised to proceed to the Sicilian Coast. However, along the way the weather worsened, and so the vessel had to divert to southern Crete, Port Palaiochora. All refugees were safely disembarked and brought to shore facilities by local authorities. Congratulations to Captain C. Briede and all the crew of BBC Quebec for their bravery and commitment to rescuing the refugees. M/V Janet finds rubber dinghy with six persons adrift S/V ADA TERCERO EXEMPLIFYING THE SPIRIT OF THE MARINER TO HELP OTHERS IN DISTRESS On 16th June 2015, M/V HC Bea-Luna was contacted by Coast Guard Sector North Carolina regarding the sailing vessel ADA Tercero, which was at around 90 NM east of Cape Lookout. HC Bea-Luna quickly diverted course upon request for assistance, undertaking a rescue and salvage operation. The United States Coast Guard and the United States Government “commended the efforts of the Captain and crew for their outstanding seamanship and unwavering commitment to safety of life at sea” in a formal acknowledgement, together with their vigilance and professionalism during this mission. Champions in 2015! Our ‘Dream Team’ defended their title, winning the 2015 CSC Beach Volley Tournament in September 2015 and bringing back yet another trophy to our esteem collection. Marlow defeated Medpool in the quarterfinals 2-0, SCF Unicom in the semi-finals 2-1 and Columbia in the finals 2-0. The new office at the third level of AMQ Building on Dacudao Avenue in Agdao offers more space for the growing number of seafarers at Marlow and is also better accessible for clients, as partnering agencies and the Department of Labor and Employment are nearby. The opening ceremony was blessed by Fr. Anthony Silvosa. Company representatives CEO Operations, Capt. Leopoldo Tenorio and Marina Regional Director, Mrs Felisa Orongan cut the official ribbon. toasted with fine wines, tossed coins and candies for good luck, and then enjoyed lunch. After a welcome address by Davao Branch Manager, Mr William Perez, both Capt Tenorio and Mr Kuido Naaber spoke of the bright future for Marlow Navigation in Davao now that a new and modern office has been opened to support the company’s expanding operations in Davao City and Davao del Sur. To conclude the ceremony, invited guests witnessed a flaming celebration cake, Ribbon cutting ceremony SPORTS FEST IN THE PHILIPPINES Marlow Philippines enjoyed a number of sporting activities recently as part of its regular outdoor extracurricular activities. Participants were composed of four teams, namely: Blazing Blue Royals, Yellow Tigers, Red Pirates and Green Tornadoes. Events played included: Basketball (men & women), volleyball (men & women), badminton (single & mixed doubles) and billiards (single & mixed doubles). Finally a cheerleading competition was dominated by the Red Pirates, whilst the overall champions of the sports fest were the Yellow Tigers. Well done to all participants! Colourful and entertaining sports fest in the Philippines FOOD FOR CHILDREN IN NEED PROJECT YOLANDA CONTINUES In late August this year, Marlow Philippines participated in a non-governmental organisation initiative known as “Project Pearls” – Peace, Education, Aspiration, Respect, Love, Smiles (Pearls). This mission aims to help underprivileged children in the area of Tondo, Manila. In this undertaking, MNPI and United Marine Training Centre (UMTC) joined forces and sent out 25 volunteers to help distribute essential food bags to over 300 underprivileged children in the area, as well as offer educational activities. Last year, Marlow Navigation provided support to help rebuild schools in the Philippines devastated by Typhoon Yolanda. MANNING CONFERENCES IN THE PHILIPPINES In November, Marlow Philippines and UMTC participated in the high-profiled event Asia-Pacific Manning & Training Conference – an important industry event for the region, now running for over 15 years. As always, the event provided a forum for industry leaders to network and strategise with other influencers in the crewing sector, including government, regulators, shipowners, manning agents and training professionals. This year’s event covered all topics related to manning and training within the shipping industry, including: update on STCW standards and regulation of maritime colleges; Seafarers’ health and lifestyle; maritime employers and progressing the concept of maritime HR companies; mentoring and leadership on-board and ashore; and next generation shipping– how can HR, manning and training keep pace with a rapidly changing environment; among other. 20 / 21 Marlow Social Events MARLOW NAVIGATION UKRAINE MNUA’s DIRECTOR TURNS 60! EMERITUS PROFESSOR OF KSMA Managing Director of Marlow Navigation Ukraine, Captain Boris Ezri turned 60 in August. All MNUA and Marlow colleagues worldwide wish him a happy birthday and all the best. In September this year, Captain Ezri was awarded the title ‘Emeritus Professor of Kherson State Maritime Academy’ (KSMA). This prestige title is given in recognition of outstanding people and their contributions to the development of the Academy, such as Doctors of Science, sponsors of high education, representatives of international organisations, and other patrons. The ceremony was held in KSMA’s assembly hall, where Rector of KSMA, Professor Vladimir Khodakovsky presented Boris Ezri with his honorary diploma, and status as Emeritus Professor. In his speech, Ezri pointed out the significance of this title for him and for the company Marlow Navigation Ukraine, as it emphasises their ongoing commitment and responsibility to the Academy. Following tradition, a number of social events were held for the office. This year, enjoying trap-shooting activities at the Severyanin club, together with Marlow colleagues from Saint Petersburg, Petrozavodsk, Nizhniy Novgorod and Kaliningrad, as well as Neva EMS. Since only few knew how to handle a rifle, Oleg Shabotin and Svetlana Bolshakova helped train all those wanting to have a go at trap shooting. Meanwhile, a BBQ was put on for all. Feedback after the event was that it was an interesting experience, providing new ways of achieving better concentration, adopting new skills, and developing the competitive spirit. Marlow Russia aims & shoots CHILDREN’S DAY IN VLADIVOSTOK Marlow’s office in Vladivostok enjoyed a team outing and BBQ, with games and competitions. The event took place at the end of May to celebrate and raise awareness for Children’s Day. International Day for Protection of Children is observed in many countries as Children’s Day on June 1 since 1950. It was established by the Women’s International Democratic Federation at its congress in Moscow (22nd November 1949). The purpose of the day is to firstly promote mutual exchanges and understandings among children, and secondly to initiate action to benefit and promote the welfare of the world’s children. Marlow Vladivostok outing for Children’s Day 22 / 23 Marlow Social Events MARLOW NAVIGATION GERMANY SUMMER SURPRISE 2015 The Summer Surprise 2015 of Marlow Germany took place on 31st July 2015 during fantastic weather, at the wonderful outdoor location ‘’Volkspark’’, a spacious public park with lots of plants in the middle of Hamburg. After our colleagues were picked up by bus from the MSD/Marcrew Office, each team received a backpack with a folder, refreshments and snacks. The folder contained a description of the park and special questions for a paper chase. The afternoon began with a game of mini golf. Teams played with their families, on an 18-hole course located in a forest glade. After the teams made their way through the game successfully, the next phase was a goal-shooting contest. Each team nominated the best football player, who had to score three goals for permission to continue with the treasure hunt. While taking a walk through the beautiful park, teams had to search for the hidden Marlow logo, QR-Code and other treasures to find the right answers. Marlow at mini golf Later in the day, colleagues arrived at a cosy snack bar with a bonfire. A BBQ and rich buffet was prepared, whilst Managing Director, Michael Eden took the opportunity to thank all groups for their efforts, and proclaimed team Agency and Crewing as the winners. Our colleagues and their families ended the day with drinks and snacks in a pleasant atmosphere. All teams were thankful for this great day.
