The Israel Film Council was established by
law in 2000, following the adoption of the
Film Law, 1999, and is responsible for the
implementation of that law. The Council has
formulated policies and criteria for dividing
the budget in an objective and fair way.
The law stipulates that the budget should
be used to encourage and support Israeli
cinema, safeguard creative freedom and
express the cultural diversity, opinions and
values in Israeli society. The purpose of the
Council is to support public institutions and
promote the aims of the law, which include
showing sensitivity to the trends and chang
es taking place in the field of cinema. The
Council has 19 active members.

AMBASSADOR OF FRANCE IN ISRAEL
The voices of artists, of scriptwriters, of
filmmakers have always been essential
in order to talk about our lives and tell
our stories - sometimes just showing
and sometimes also explaining. Complex
situations can be laid out before us
and we get given a new sense, a deeper
understanding thanks to these voices. In
both France and Israel, fictional movies,
animated films and television series do
not shy away from showing diversity and
ambiguity. These powerful formats offer
amazing opportunities for collaboration
between our two countries which are
linked by a strong deep friendship.
The 10th anniversary of the agreement
demonstrates our ability to unite, to work
together and to interact. However it is not
enough to celebrate the journey travelled
together, no matter how impressive.
We have to push ourselves to extend
our cooperation, pushing into the 21st
century media landscape. Fresh formats,
un-conventional programs, new ways of
broadcasting, cutting-edge technologies
in animation... The challenges are great.
Both the French and Israeli industries
independently possess the skills to meet
these challenges head on. But the sharing
of experiences, the exchanging of knowhow and the combining technologies will

allow our collective media industries to
grow at an even greater pace and will offer
a vision to the world at large.
I am very pleased to welcome to Israel an
impressive French delegation of producers,
and representatives of key Institutions, led
by the current President of the Centre
National du cinema et de l’image animée,
Mr Eric Garandeau as well as its former
President, Mr David Kessler, adviser to
President Hollande and one of the central
initiators in the renewal of the FranceIsrael coproduction agreement.

Welcome to Israel and to the France-Israel
Cinema - TV - Animation Forum.
A decade ago, the State of Israel
signed a coproduction agreement with
France, an agreement that led to the
celebrated cinematic creation of dozens
of documentary films and more than 35
feature films, among them Late Marriage,
Or (My Treasure), The Syrian Bride, Live and
Become and Jellyfish. The positive critiques
these films received at prestigious
festivals world over, such as the Cannes
Film Festival, attest to the great demand
for the special fruits of this successful
partnership.
The State of Israel is happy to encourage
an even deeper cooperation between
Israel's young, innovative film industry
and France's polished, splendid one, with
emphasis on the development of short
film craft and animation, two areas that
the Israeli Film Council has set for itself
as a goal for promotion. In the last decade,
film has become one of Israel's leading
branches of export, taking a place of honor
on the viewing lists of all film fans, as well
as in international competitions, among
them the Oscar. Our joint effort with a
cinematic power like France has given
even greater impetus to this wonderful
growth, and has enriched both nations.
I am certain that Israel's lovely landscapes
and the dynamic cultural life of Tel Aviv will
provide the Forum with special inspiration,
and that, from this direct encounter and
its panel discussions and meetings, the
groundwork will be laid for the flowering
of exceptionally beautiful Israeli-French
creations.

The celebration of the 10th anniversary
of the France-Israel co-production
agreement triggers a lot of emotion. It is,
indeed, a beautiful anniversary.
You may recall that it was signed in Paris on
October 11th, 2002 by the French Minister
of Culture, Mr. Jean-Jacques Aillagon, and
the Israeli Minister of Science, Culture and
Sports, Mr. Matan Vilnaï. My predecessor
David Kessler and his counterpart played
a key role in this achievement.

Ten years later, the result is more than
convincing – it is truly astounding, with over
40 feature films effectively co-produced
between France and Israel, out of which
30 projects were certified as bilateral
co-productions within the framework of
the new agreement. May I quote, among
others, Raphaël Nadjari’s Apartment 5C,
Michale Boganim’s Odessa Odessa, Keren
Yedaya’s Or, Shira Geffen’s Meduzot, or
Eran Riklis’ Lemon Tree. And yet there
were many more brilliant examples of coproductions between our two countries.
As you all know, these films have been
shining in the most prestigious festivals
around the world, promoting cultural
diversity all over the planet.
Ever more important, in my view, is how
much the French public loves Israeli
films. Think of The Syrian Bride, that
reached 106 000 admissions; of Lemon
Tree (390 000), The Band’s Visit (550 000)
or Waltz with Bachir (678 000): these boxoffice successes are simply the best
reason for your talents to go on coproducing with France. And we will gladly help you do so. Earlier
this year, together with Institut français,
the CNC launched a 6 million € selective
support scheme called "Aide aux Cinémas
du Monde" (or World cinema support), to
help filmmakers from all over the world
finance their projects, in coproduction
with France. In less than six months, we
have already received 15 Israeli projects (2
of them being actually supported) – which
is more than from any other country. I see
it as a clear omen that cinematographic
cooperation between our two countries
has a bright future ahead! I am also very
happy that our last initiative to promote
short movies, called "the Shortest Day",
will be celebrated in Israel.

The beauty of Tel Aviv – Yafo lies in its
accomplishments and creations. An
unprecedented cultural and artistic boom
is taking place within its borders as the
fountain of creativity flows year round;
Tel Aviv-Yafo has truly become a source of
profound inspiration for the unrelenting
minds of the artists, creators and lovers.
More than once, this captivating city has
been the quintessential backdrop for a film
set. Local and international productions
of movies, television series, fashion
productions and music videos have all
found the city embodies the right look and
feel that effortlessly promotes the story
line and creates a desired setting. From
certain angles, the camera captures the
city’s skyscrapers and creates the illusion
of downtown New York City streets.
Jerusalem Boulevard takes on the feel of
the Village; Yafo’s alleys become the streets
of Havana, Cuba and the Tel-Baruch sand
dunes transform into a desert landscape.
Tel Aviv-Yafo is indeed a global city, though
we have yet to recreate Paris…

and a wealth of meaningful visual material
for thought.
I congratulate the French Embassy and
the French Institute of Israel for choosing
Tel Aviv-Yafo as the setting to teach us
“How the French do it.” I am confident the
French Television Festival will contribute
so much to us as we grow and learn even
more from the prosperous and rewarding
work being done here.
I wish us all an eye-opening, exciting and
enjoyable experience.
The last decade has been arguably the
most interesting and most diverse decade
of Israeli cinema. Israeli films of all
genres have been prominent both in the
commercial cinemas, and in the most
prestigious films festivals of the World.
A large part of this wondrous success
has been thanks to French-Israeli coproductions, which have been possible
thanks to the French-Israeli co-production
treaty, and to the warm relations between
French and Israeli filmmakers.
France has one of the greatest animation
industries of the World, and this industry
has a proud history. The Rabinovich
foundation believes that the coupling of
this French artistic heritage with the fresh
Israeli potential will bear wonderful fruit,
and is proud to support the 2nd FranceIsrael Audiovisual Forum.
One field of cinematic creation, though,
has yet to gain prominence in Israeli
film-making – Animation. The recent
great success of Waltz with Bashir shone
a light on the great potential of Israeli
animators, but it is still only a single film.
When thinking of cultivating this potential,
the fruitful French-Israeli co-production
history of the last decade comes to mind.
The 2nd French-Israeli Forum for Film,
Television and Animation brings a bit of
Paris to Tel Aviv-Yafo and quite a bit of
France as well. The Forum, which is solely
dedicated to the screen arts, provides an

The French Institute in Israel and
Ubifrance have taken an auspicious
initiative in organizing this France–Israel
Forum to mark ten years of the renewed
cinema agreement between the two
countries. This assemblage provides a
bright opportunity for the two countries
to discuss the main concerns that affect
the cinematic and audiovisual sectors and
to advance cooperation regarding short
subjects, animation, and television series.
ARTE has long enjoyed cooperation
with Israel in cinematic and audiovisual
projects.
Pride of place goes to the featurelength coproductions envisioned by the
agreement:
more than twenty have
appeared over the past ten years, from
the best filmmakers in this country. But
the same cooperation is also evidenced in
fiction coproductions for TV and in short
subjects.
ARTE has also been involved in producing
many documentaries about Israel,
generally delegated to Israeli filmmakers.
Films about the arts round out the picture,
not forgetting that during Jerusalem Pitch

Point, which is held in the middle of the
Jerusalem Festival, ARTE France awards
an annual prize for feature film project
development.
On behalf of the Israeli filmmakers and we
in the Israel Film Fund, we are happy to
be a partner in the Second France-Israel
Cinema - TV - Animation Forum.
Such strength in this relationship is due to
the way so many Israeli projects, among the
very numerous projects that the network’s
various French-based and German-based
programming units examine every year,
stand out in terms of quality and creativity,
which are our criteria for selection.
With talent, spirit and commitment the
Israeli filmmakers developed a distinctive
film language which has generated
curiosity, anticipation and a renewed
interest in the Israeli Cinema. The Israeli
Filmmakers have succeeded in telling with
creativity and courage, the story of Israel’s
turbulent and complex reality.
For several years Israel has been an
exceptional crucible for talented film
people, and we always take pleasure in
working with them.
As a broadcaster ARTE lends important
visibility to the works that we support,
and our viewers appreciate us for offering
access to this much-observed region’s
realities and to its complex visions.
Certain that this remarkable inventiveness
will endure, I look with optimism to the
coming years and I have no doubt that they
will provide plentiful occasions for further
cooperation.
Many of the films were produced jointly in
the form of co-production with partners
from Europe and Canada.
In the 10 years since the ratification of
the co-production treaty between France
and Israel, over 40 feature films were coproduced by French and Israeli producers,
among them the films Waltz with Bashir, The
Band’s Visit, Lebanon, Jelly Fish, The Syrian
Bride, Lemon Tree, Or, Be and Become, To
Take a Wife and many others, who won
major prizes in leading International
festivals, as well as box-office success.
The Israeli films distributed and released
in France managed to bring to the Cinema
theatres hundreds of thousands of French
viewers. France is definitely the leading
partner of the Israeli Cinema and this
includes the active participation of French
Broadcasters like ARTE and CANAL Plus.
The French producers have been enjoying
the good experience of collaborating with
the Israeli Filmmakers and returned time
and again to work with Israeli producers,
among them, producers like Antoine de
Clermont-Tonerre, Edgard Tenembaum
and others.
Throughout all these years, the CNC
has been a great supporter of the Israeli
film industry and made a tremendous
contribution in upgrading the professional
level and skills of the Israeli filmmakers in
what turned out to be a fruitful collaboration
for both sides.
The success of the Israeli films and
the artistic achievements in leading
international film festivals, the growing
number of box office admissions to Israeli
films couldn’t have happened without
the support of many of our friends and
colleagues around the world with France
being the leading country in embracing the
Israeli films and filmmakers. For this we
are very thankful.

THE FRENCH
CINEMA,
FICTION AND
ANIMATION

French cinema is the leading cinema in Europe.
The theatrical box-office has increased by 6% in 2011 to
reach 1,370 billion € and in 2012 it will be slightly below. The
market share of French films is around 40%. One french film,
Intouchables, gathered close to 20 million admissions in France
and more than 26 million out of France. A french film, The Artist,
won the best film Oscar and its leading actor, Jean Dujardin, won
the best actor Oscar.
Those successes are due to a large production:
in 2011, 272 films out of which 152 were fully French, 55
coproductions with a French majority and 66 coproductions with
a foreign majority. Each year around 1,3 billion € are invested in
french films. They could rely on a wide range of financing. The two
most important is the Centre National du Cinema (CNC)‘s public
funding and the obligation for pay and free broadcasters to invest
a percentage of their turn over in the pre-financing of French new
films. The CNC fund is funded by a tax on the revenue of movie
theaters, broadcasters and TV distributors (but they pay a 7,5% VAT
instead of 19,6%). As it benefits only French films and cinemas,
these usually get more then what they generate: the tax works

as a levy on American and foreign films.
The biggest part of this fund goes back
to producers, distributors and cinemas
who generate this tax if they invest it. An
other part is given as subsidies decided
by comitees of professionals. There is
also a tax credit given by the State that
could go up to 20% of the budget and
one million €, but is difficult to get in
case of coproduction.
More than 40% of French films are
coproductions, either with a French
majority or a foreign majority.
The system which supports the
production of french fiction,
animation and documentaries
on televisions is the same as
the one built for cinema. The
CNC fund is given back to producers
who generate this fund (when their
fiction, animation or documentary
is broadcasted) if they reinvest it.
Besides, all broadcasters must invest
a percentage of their revenue in new
fiction, animation and documentaries.
France produces around
700 hours of fiction a year,
mainly for prime-time. A majority
of those prime-time fictions are 90’,
with many made for TV films. The
series have usually 6 or 8 episodes a
year. French fiction has much lower
ratings than American series and even
market shares below the average of the
televisions that broadcast. 750 million
€ are invested each year in French
fiction and the export revenue is around
20 millions €. 35 million € comes from
coproductions or pre-financing.
But things are changing rapidely.
Broadcasters are asking for 52’ series
and looking for long form series for
prime-time. They are increasing their
investments in day time fiction (short
form, scripted reality, telenovelas,
soaps, etc…). And they are looking for
coproductions.
France is the third animation
producer in the world (after the US
and Japan). It produced 355 hours in 2011
with a budget of around 210 million €.

the exports of French animation are
around 35 million €.

WHAT IS GOING ON
HERE, IN ISRAEL
The stars appear to have aligned in our favor, and the content
coming out of Israel is, for the first time in many years, securing
a position of respect in the international media industry. The
tremendous thirst of the local market has finally been translated
successfully into virtually every language on the planet.
Discounting issues such as luck and timing, which are not always
easy to explain, the question arises: Why and how is this happening
today of all times? What happened that made Israeli content
transformed overnight into a synonym for quality and creativity?
The simple answer is that it didn’t really happen overnight. The
Emmy and Golden Globe wins for Homeland — a program based
on Prisoners of War (Hatufim) from Keshet, an Israeli production
company — and even the fact that Israeli productions are now
nominated for Oscars year after year are the results of the long
and challenging journey on which Israeli artists embarked.
That creative journey, like that of all Israelis, has its roots
elsewhere. Israel is the proverbial melting pot, where European,
Middle Eastern, African and Asian mentalities intermingle.
However, they don't coalesce, but instead jostle for position. They

live in constant state of tension, and their
confluence results in something new
and surprising. This multiculturalism
of so few, who have found a common
language in a single place, plays out
against a landscape where there is never
a dull moment. The constant existential
threat changes people’s thinking. It
almost forces creativity, efficiency and
deep consideration of the present, of
the near future — and not always of the
endless tomorrow.
In their personal history too, Israeli
content producers have endured more
than a few dangers. Getting a country
off the ground, fighting wars and trying
to build a society leave almost no time
for cinema, television and culture.
And in such a country, when culture
does take shape, it is limited, poor and
destined to struggle. Equipped with
knowledge of developments throughout
the world, local artists followed suit
with the limited resources that were at
their disposal. Their works were small
in scale, sensitive, focused and lucid. In
other words, Israeli.
By enacting the Law for the
Encouragement of the Production of
Films, Israel transformed the local
industry, opening it up to the world.
Israel Channel 2 expanded the playing
field, enabling more content producers
to enter the world of television
broadcasting and removing the
obstacles that had been in their way.
When a severe economic crisis hit the
USA and Europe, Israeli players had
already reached the stage of maturity
that allowed them to be the best
positioned to teach their colleagues
worldwide how to produce excellent
content with limited means. It's like the
story of the two friends, an American
and Israeli, in the Silicon Valley, outside
San Francisco. The American asks the
Israeli, “Tell me, how many Israelis are
there?”
“About eight million,” the Israeli
replied.
“No,” the American hastily corrected
himself. “I meant how many are there
altogether, not just in Silicon Valley.”
That’s the feeling where the Israeli
media are concerned as well. Everyone
is talking about them, and Israelis
can be found wherever content is in
demand. But the pool is still very small,
with only a small number of writers and
producers. It is also a cash-poor sector
that struggles against heavy regulation
and fierce competition. Israeli creativity
has scarcely begun to realize its
potential. In a nation of storytellers,
with so many stories to tell, the next
cinematic triumph is yet to come.

The second France–Israel Forum on
Cinema-TV-Animation is devoting a
place of honor to the animation industry.
The Forum hopes to bring together the
best of French technology allied with a
long cinematic tradition, with the rich
creativity of Israel’s innovative, fastmoving multimedia industry.
The French Embassy in Israel, Ubifrance,
the Israeli Office of Paris Region Agency
and the Israeli Association of Animation
Arts have decided to launch a first ever
animation pitch. Israeli professionals
were asked to submit projects for film
animation TV series which have past the
concept stage and reached a sufficient
developmental stage but still lack final
financial backing. The projects will be
presented to a panel of French and
Israeli professionals who will award a
prize, sponsored by the Israel Film Fund
and the Rabinowitz Foundation, to the
best two projects.

The public-service television channel
Arte acts as a showcase for the rich
cultural diversity of Europe. Its purpose
is "to conceive and produce television

Haut et Court TV, Carole
Scotta, Caroline Benjo,
Simon Arnal, Barbara

develop the TV production division:
Xanadu for Arte (8 x 52’ broadcast in
2011 and notably awarded Best French
Series 2011 at Séries Mania), Rebound
for Canal+ (8 x 52’) and an animated
series (40 x 3’) for Arte adapted from
the Jul comic book: Silex and the City.
The idea from the inception (from
the 2000 seen by collection produced
for Arte in 1997 to the current series
production policy) was to throw
bridges between the movie industry
and the television business by drawing
fresh TV talents to cinema, and by
offering new forms of writing to movie
directors and authors.

Parallel section of the Cannes Film
Festival, la Semaine de la Critique
has stead fastly remained true to its
tradition of discovering new talents.
Ever since it was conceived by the
French Union of Film Critics in 1962, the
objective of la Semaine de la Critique
has been to showcase first and second
feature films by directors from all over
the world. Bernardo Bertolucci, Jean
Eustache, OtarIosseliani, Ken Loach,
Wong Kar Wai, Jacques Audiard, or
even Arnaud Desplechin all started at
la Semaine.

Each edition gives La Semaine de la
Critique an opportunity to reveal about
20 filmmakers.
10 feature films are selected (and 7
are in Competition). 2 prizes are also
awarded to short and medium-length
films in Competition.
Mikros image is dedicated to VFX and
is a major player in the post-production
industry: editing, special effects, 2D/3D
computer graphics, compositing,
color grading, digital intermediate,
mastering. With its headquarters in
Paris, Mikros image is home to 250
full-time collaborators and freelance
artists. It covers all the fields needed
by feature films, advertising, TV,
corporate
communication,
video
games.
In 2008, the Cannes Film Festival
awarded The Class directed by Laurent
Cantet the Palme d’Or, for which
the post-production was handled by
Mikros image team. In 2010, Logorama
won the Academy Award for Best
Animated Short Film. In 2011, Mikros
image opens a new subsidiary in
Montreal, Canada. In February 2012,
Mikros image won 2 Visual Effect
Society Awards for the ads Canal + the
Bear and Dior J’adore.
Mikros image has recently opened 2
subsidiaries in Belgium, to grow its
activities in Europe. In the US, Mikros
image has signed a partnership with
the LA post-production and visual
effects company Eight VFX to develop
a series of common projects on
commercials and feature films.
In May 2012, Amour directed by
Michael Haneke won the Festival
de Cannes Palme d’Or, for which all
visual effects have been performed by
Mikros image. In June 2012, Mikros
image announces the creation of its
own animation studio, starting with
the full CG feature film Asterix: The
Land of the Gods.
