www.fiji.gov.fj Vol. 1 No. 10 A BETTER FIJI, FOR YOU AND FIJI FOCUS FOR ME 30th October 2010 EVR sets pace for elections REGISTRATION FOR THE 2014 GENERAL ELECTIONS IS COMPULSORY BUT VOTING IS NOT THE introduction of Electronic Voter Registration (EVR) which will also register information of 14-yearolds will set the platform for general elections as the country heads to the poll in 2014. The Acting Supervisor of Election Mr Soro Toutou said among other benefits the EVR or Bimetric Voter Registration would reduce the cost of running the election in so many ways. Other benefits including prevention of vote rigging, reduces the cost of running an election and makes the polling stations voter friendly. A one-day election is also possible because of the EVR and all its streamlining processes. “This not electronic voting like that used in the USA but electronic voter registration,” Mr Toutou said. The EVR will require a fingerprint, a photograph and other details of the voter during registration. “It is important to know that registration for the 2014 general elections is compulsory but voting is not compulsory, ” Mr Toutou said. “We will issue an ID card to every registered voter. The data collected during registration will help government’s National ID data collection. “In the past poll results are known after four or five days, that will change. “For instance if the election ends at 5pm, the vote counting will begin immediately after that and the result determined the same day,” Mr Toutou said. State lights up rural life MORE ON PAGE 4 The launch of the new EVR will be between June to August next year. In the last elections people who did not vote were fined $20. Unfortunately, the total cost of prosecuting a single person cost more than $100 so the Government loses out. “The total cost of fines for not voting in 2006 was more than $1 million dollars but to prosecute them it would cost more than $20 million,” Mr Toutou said. “A special feature of the election reform is the registration of 150,000 young voters who are now between the age of 14 to 17. These young voters will be part of the 660,000 voters to be registered in Fiji next year. “Those who are 14 this year will turn 18 in 2014 which mean they must register,” Mr Toutou said. “There are two options, it’s either we go to schools or wait until they are 16 or 17 years old to register them.” Mr Toutou said the EVR Working Group would decide which options to take. “It will be much easier to use the EVR in Fiji because of the streamlining process and the Proportional Representation List System. The Election Office is also aiming at reducing the number of election boundaries from five to four. Another improvement is the reduction in the number of ballot boxes used during election, now that only one ballot paper will be used. “We will be using transparent boxes to enable us to see the ballot paper and not the content as the paper will be folded.” Fiji could soon export $20million worth or more of processed fish to the European Market if things go out well following an inspection visit by the EU’s Food and Veterinary Office (FVO). Fiji’s Ambassador to the European Union Mr Peceli Vocea told the hearing of the European Parliament’s, Committee on International Trade, on the Pacific Interim to open its doors so that small countries like Fiji Navosa seeks cash source MORE ON PAGE 8 could benefit. Subsequent FVO inspections have been made with the latest one being undertaken early last month. “From my own discussions with Fiji’s Competent Authority, and a visit to a fish processing plant in Fiji and the positive feedback from the EU funded consultants for Strengthening Fisheries Program (SFP), gives me optimism that Fiji is highly likely to be reinstated as an authorised exporter of fish products to the EU,” Mr Vocea said. The SFP consultants were in Fiji in May this year and have given a positive assessment of at least one company, which has fully met the conditions to be listed for approval, to export fishery products to the EU. ! Although we have been given the security of market access, Fiji has not reaped 4!,$ 7*66$ 8,',(4$ %7$ 4!"#$ ',&$ arrangement. This is because our sugar production and consequently exports have been indirectly affected by the EU policy to withhold sugar funds under the Accompanying Measures Support Program (AMS), which Fiji is entitled to as a signatory state of the ACPEU sugar protocol. These measures were meant to offset the impact of the EU sugar policy reform, which entailed a cumulative 36 per cent price cut that was progressively implemented from July 2006. Mr Vocea says the decision to continue to withhold sugar funds under the AMS Program in Fiji’s view “is due to a perceived lack of Fiji’s political progress and understanding of our situation”. He said EU did not know that this decision had far-reaching and detrimental impact on the Fijian economy, the lives of the poor farmers and many more who were directly and indirectly associated with the industry, their families, and the productivity of our sugar industry, as a whole. These in turn, affect supply to a major EU 4+03"4"%'06$90',$#*)0+$+,(',+-$ with whom Fiji has had a well-established long-term relationship. “Without adequate supply from Fiji our buyer in Europe would be worse-off, as a result of a lack of access to raw materials,” he said. “I wish to re-emphasise that our decision to signing the Interim EPA, was based on a clear understanding that the continued market access would ensure maintenance of stability and viability of our sugar industry, which is so crucial to the socio-economic development of Fiji.” He said the Interim European Partnership Agreement (EPA) had the :%4,'4"06$ 4%$ 8,',(4$ ;0'1$ %4!,+$#,94%+#$#*9!$0#$(#!,+",#-$ agriculture and other niche markets. “In order to unlock these potentials a robust development cooperation, adjustment facilities and technical cooperation are vital, and these will ensure that some of the smallest economies in the world are able to enter into meaningful trading relations with the world’s largest economic bloc, the European Union.” Where there is a will there’s a way She once lived in a shed with only dismantled roof and muddy soil to cushion her sorrows. Life for the 55-year-old Phool Mati (pictured), of Navo, Nadi turned upside down when her husband died in 2005 and she had no one to turn to except the Government’s Poverty Alleviation Program (PAP) which gave her a new life. The recent visit by a delegation from the International Poverty Reduction Centre in China (IPRCC) headed by the Minister for Social Welfare, Women and Poverty Alleviation Dr Jiko Luveni to the PAP project sites in Nadi, gave light on this woman’s story. Mati initially lived in October 30, 2010 Votualevu and after facing eviction from their land and the death of her husband she had no where to go. While living in that shed I dreamt of having my own house one day,” Mati said. Her prayers were answered when in <==>$ 4!,$ ?%9"06$@,670+,$ A7(9,$ "'$ /03"$ learnt about her and reviewed her case. The dam is 43.5 meters high, 87.83 meters long and is 8.5 meters wide at the top. It can store a minimum capacity of one million cubic meters of water and a maximum of two million cubic meters. The water is passed through a two kilometer rocky tunnel into a steel penstock 1.4 kilometers long which delivers it to the power house on the banks of the Ba River. Other construction works include 17 overhead steel towers, the construction of a 132 kv switchyard which will interconnect the Nadarivatu Scheme to the existing Vuda-Wailoa 132 KV line. Bua farmer leads 17%*/"85-* T he Department of Agriculture has assisted many farmers over the years and most have now taken hold of the reins of their own businesses. Gone are the days when farming was merely practised as a means of food security Government now encourages farmers to move into semi-commercial and commercial farming. Most farmers around the country operating on their own with assistance by Government have pushed through to their next goal. Government has introduced the Demand Driven Approach Programs and this includes the rural and outer Islands programme (ROI), Export Promotion Programme (EPP), Import Substitution Programme (ISP), Dairy Industry Support Programme (DIS) and the Sigatoka Valley Improvement Programme (SVIP). Since its 2007 initiation 172 projects valued at $2.6million have been implemented by the department in the Northern Division alone. The EPP, ISP and ROI programmes have been operating well and most farmers taken advantage of October 30, 2010 the assistance available but of course through project proposals submitted through the various agriculture stations in the three provinces in the North. The main objective is enhancement of livelihoods of people through farming root crops, yaqona, papaya, vegetable and livestock [beef, poultry, pig, sheep and goat]. One successful recipient of the ROI programme in 2009 is 60-year-old Mr Luke Sivonawaqa from Nasolo Village, in the Tikina of Nadi in Bua. Mr Sivonawaqa was assisted with agro-inputs and planting materials. He has now stepped up on his farming production. The road to success is never easy and hardworking farmer has managed to overcome all the hardships he face The signs of hard work and struggles are visible on his face but there are no immediate plans to retire from a profession he learnt since leaving school. After moving from Viti Levu to Bua, Mr Sivonawaqa tried to adapt to the lifestyle and environment around him. He never haboured second thoughts on the future he was about to mould for himself. “I knew in my heart I was destined for greater things in life and the calling of the land was always my destiny,” Mr Sivonawaqa said. “I gathered from my ancestors that a farmer is a strong person because he provides the most essential need in life which is healthy and nutritious food. “I decided to be a farmer because I did not get to complete my studies in school.” Mr Sivonawaqa and his family live in a settlement near the village and have worked closely with 0)+"9*64*+06$%7(9,+#$80#,3$"'$ Nabouwalu. “We live at the foot of several slopes and hills that lead up to the virgin forests and from what I estimated &"4!$4!,$0)+"9*64*+,$%7(9"06#-$ there are about 100 hectares of potential land there,” he said. “I have cleared some forests and started dalo farming. The illegal drug is an easy way out of poverty for these natives who once relied on subsistence farming. A fully-grown plant can reap $1,000 to $3,000 on the street. Police spokesman Atunaisa Sokomuri said large sums of money from marijuana were used to buy luxury items stereo sets, television sets, and even four-wheel drive vehicles.
