AMERIT will also commit for creating favourable conditions for management
and support of transport operators in determining their strategic priorities
and objectives focused in their more efficient operation in the interest
of their employees and the country as a whole
E
nsuring continuity of high quality,
qualified, professional and efficient
support to its members – transport
operators in the Republic of Macedonia for the purpose of their efficient, effective and above all successful operation
is the major aim of the SIZ Makedonija
soobrakaj – AMERIT action this year. To
achieve this, the Association will commit
for creating favourable conditions for management and support of transport operators
in determining their strategic priorities and
objectives, strengthening the relation with
each of its members, provision of expertise advice, advancement of the knowledge
and information from international aspect
of view as well as ensuring unconditional
support in creating business policies of its
members. For that purpose, the Association
will also strive for realizing contacts and cooperation with competent authorities, organizations and associations in the Republic
of Macedonia and abroad such as Ministry
of Transport and Communications, Customs Administration, IRU and etc., to improve the transporters’ working conditions
by implementing better legal solutions
in the area of transport. This will be also

achieved through continuing the intensive
implementation of the modernization and
reform policy in the operation of transport
companies in order to reinforce their competitiveness abroad as well as improving
their knowledge in the interest of their employees and the country as a whole.
Among other, this was discussed at the
first annual sessions of SIZ Makedonija
soobrakaj – AMERIT Executive Board and
Assembly held in mid-January, on which
the 2016 Operational Program of the Association was adopted. This Program, in the
part of the road freight transport enables
AMERIT to follow and apply all modifications in the TIR Carnets made by the IRU
authorities and bodies such as the TIR guarantees and Carnet Holders Manual. Furthermore, to make them possible to use each
and all facilitations offered by the TIR-EPD
application in order to increase their operational and financial efficiency. For which
higher level of engagement of AMERIT
subsidiaries is necessary in the promotion
of the services in their regions where they
function.
In the part of road traffic, AMERIT
will focus its activities mainly on provid-
ing professional assistance for application
of regulations and rules prescribed by the
European Union, particularly in the part of
the use of relevant vehicles (buses) when
performing international carriage of passengers (Interbus Agreement), and in the
part of the transporters’ obligation in international road traffic. In addition, provision
of professional assistance in the area of taxi
transport and initiative for regulation of
the international taxi transport. From that
aspect, the work of competent authorities
will be followed, and in particular that of the
State Transport Inspectorate concerning repression of unfair competition in transport.
Important aspect in the AMERIT operation in the course of this year will certainly be engagement and presence in various
initiatives to improve the training of the
transport staff, and above all of managers
and drivers for the purpose of their qualified
participation in international traffic by way
of introducing training of candidates under
the IRU Academy model. In this relation,
operations will be assumed on the initiative
to improve the Rulebook and procedure for
distribution of transport permits, while regarding international activities, in addition
to already traditional conferences organized
by the International Road Transport Union
(IRU), AMERIT will more actively participate in the forums of similar organizations
and bodies in the region, which is one of
the priorities suggested by the obligations
provided for in the ECMT Quality Charter
that took effect as of the beginning of this
year requiring increased level of the road
haulage both in national and international
frames.

IT IS CERTAIN ONLY THAT THE TRANSPORT WILL
UNDERGO AN UNSTEADY YEAR!
We may say that assessments and evaluations of road operators for this year transport
contain certain amount of pessimism and they are even worried about their expectations
due to all those actual crises, and mainly political occurrences, which have stressed
economic repercussions in our country and in the world
raditionally in the beginning of the year the results
of the previous are summed
up, i.e. they balance what
they earned last year analyzing the proceeds in their
business. And based on the evaluations
made and indicators related to the last year
results, each in their own business is trying, at least, to provide a trivial forecast for
the upcoming year. This certainly refers to
conscious and organized individuals, groups
or organizations that function according
to relevant regulations and rules of life or
business, and not to those who run their
business by the day to day principle! Road
transporters definitely fall under the first
group, who as important business and economy actors attempt, at the very start, to
have some perceptions about their success
last year, and predict how their business
will run in the upcoming year. Although
the first question can be easily answered

on the basis of the results of their business
in the past 365 days, the second question is
not so simple. They say what is certain in
the road transport in the upcoming period
or months – it is uncertainty. Such valuation, which in some terms contains certain
amount of pessimism and even fear in the
transporters’ expectations, is due to all
those actual crises mainly political occurrences which have stressed economic repercussions in our country and in the world.
The number of those working in the sphere
of transportation as well as in other spheres
simply assert that the problems, concerns,
difficulties and uncertainties are conditions
and (distressful) circumstances in which we,
in this part of the world, regularly work and
function. Even for centuries!
Anyhow, attempting to sum up the actual period in the Macedonian road transport and to make forecast on that basis
about the future period, we must rely on statistics. And in conditions of still not closed
balances in the sphere of transport it is perceived that “from any aspect 2015 was better than 2014”. That is indicated by the initial figures revealed by the State Statistical
Office; whereas GDP, industrial production,
construction, foreign trade, export, salaries
grew, while unemployment, costs of living
and etc. fell. This certainly provides benefits for the transport operators, who secure
improvement in their business due to this
positive aspects. According to the Deputy
Prime Minister and Minister for Finance,
Mr. Zoran Stavreski, the growth trend in
industry in the last four months of the last
year is particularly encouraging, revealing
that we have good entry in the next year.
He considers that this will help not only to
realize the planned economy growth rate of
3.5 percent for 2015, but also a good start in
2016 to realize the growth of four percent.
Officials from the Government also
indicate that the 11% growth in export (November inclusive) is encouraging, which
together with the growth in the industrial
production indicates that economy retains
the positive trend. The companies in the
industrial zones still have biggest participation in the export structure (with a growth
of 26 percent) as well as large metallurgy

companies. Catalyzers, ferronickel, conductor sets, metal and steel products and agricultural products dominate in the country
export. The condition of secured orders of
products in December 2015 is also encouraging, which compared to November is much
more favourable, as well as the expectations
in the range of production in the next three
months, and of course the increased stocks
of finished products.
In the period from January-November
2015 in Macedonia 775,734 tourists were
recorded, or 10.3 percent more than in the
same period of 2014 where total of 703,237
tourists were registered. Economy experts
also indicate to gradual remedy of the European Union, cure of the regional economies
and improvement of the adjacent countries
such as Romania and Hungary, which is a
positive encouragement for the transport
operation. Furthermore, other positive factor is increased interest in investment in
the region not only by European investors
but also by investors from China, Russia and
other countries that are willing to use the
Balkans as transit. All of that is part of the
advantage that is to facilitate better performance of the transporters this year.
Transport companies, considering such
statistics and expert indications, on the other hand, are not so optimists in better future
of their operation. They take into consideration the enormous decrease of fuel price
as only positive indicator for their business,

but as they say, this also pose great annoyance. Namely, prices of petroleum derivatives in our country have been reduced for
a longer period and the diesel price has recently come to 39 denars (three years ago
it was 75.5 denars), and the petrol price was
reduced from 89 denars to 57.5 denars per
litter. However, transporters explain that
even with reduced petroleum price they can
hardly cover the costs incurred in the past
when the price of fuels and of other raw
materials were much higher; so they cannot see any economic logics to reduce the
prices of their products, which is constantly
requested from them. So operators engaged
in international transport of goods say that
the price of goods transport will not decrease due to reduction in fuel prices as this
is the final factor in shaping the price of a
transport service. The cause for this is that
the petroleum price has increased by over
150 percent, and the transport service price
has decreased, which indicates that the fuel
price almost does not have any influence on
the price of their services. The current price
of fuels is favourable only related to the fact
that they can cover the losses made in the
past few years. On the other hand, cheaper
fuel has positive effects on those operators
engaged in the national transport, while
those effects evade in the international
transport since each country has established its own fuel prices so that the average fuel price is higher than the domestic.
Due to that, and mainly as a consequence
of the political occurrences in Europe, refugee crisis and economic blockage of EU and
Russia, furthermore political occurrences
between Turkey and Russia, the operators
had hardship last year, even it was worse
compared to the world economic crisis
despite the decrease of fuel prices. - Petroleum price is decreasing which leads to increased pressure and comments related to
the transport prices, which was not the case
when the price of fuels increased – says Mr.
Mone Stojkov, owner of the transport firm
Partner from Vinica. - No one stood behind
us when in the mid-2013 the price was between 70 and 74 denars per litter, while the
transport prices were corrected in 2008, and
since then they have not been increased.
In that time the diesel price was between
50 and 60 denars per litter. Until 2013 their
price constantly increased, while the price
of transport services was maintained on the
same level; and now as for several months of
reduction of the prices the comments related to the price of our services are constantly
repeated. The participation of fuel in transport charges is mostly 30 percent, and what
about the other expenses such as pneumatics, which have been increased meanwhile
by 30 percent, spare parts, servicing, tolls,
which are now increased in Germany and
Austria and soon in Serbia. And even not
to talk about the blockages, congestions,
refugees posing delays in the transport,
customs clearance and etc., which although
not caused by us, are not covered and even
incur penalties! We currently have work,
we provide transports to Western Europe
and to other destinations, for Serbia in the
region transporting tires, textile and other
types of goods, export of products from our
industrial zones and etc. - Says Mr. Stojkov.
With regard to bus transport, where each
of the operators establishes their own fare,
there are findings that some companies
make calculations and estimations that will
show whether there are grounds for a new
reduced price. Some have already drastically decreased the ticket fare of international
transport by 30 or 40 percent owing to the
low fuel prices and strong competitiveness
by the low budget air companies. With regard to the domestic transport, ticket prices
for Tetovo and Kumanovo are reduced, for
which even monthly bus tickets were introduced; there are indications for cheaper bus
tickets, particularly for shorter destinations
such as Probishtip-Shtip and etc., and some
destinations, for instance, Berovo-Skopje
were even halved (from 500 to 250 denars).
Public bus operators in Skopje say that
although the value of crude oil has reached
the lowest level in the last 13 years, which
will reduce the costs in their companies,

they will not decrease the ticket prices as
they have been operating with minimum
prices for years. - No conditions exist now,
the price is low, we incurred losses, and now
we compensate – says Mr. Lenin Jovanovski, Manager of Slobodaprevoz company.
Taxi drivers as a part of the city public
transport, on the other hand, indicate that
all taxi companies give enormous discounts
owing to the reduced fuel prices.
- Each taxi company determines its own
discount ranging between 20 and 50 denars, which is deducted from the final price.
Some companies make calculations in
2016, or are not eager to make it.
-I drive for Johnson Matthey and practically each cost item is connected to the
international transport and fuel price; and
there is more or less work depending on the
value of fuel, or the transport price – points
out Mr. Jane Manasievski, owner in the
transport company Janshped from Shtip. - It
is very simple to calculate, reduction of the
transport price depends on the fuel price. I
actually do not involve in long-term forecasts related to the transport, although we
perceive that some operators increase their
fleets; in fact each of them determines on
their own what they want to achieve in their

percentage, which is usually a reduction of
approximately 20% from the final amount,
explains Mr. Sasho Rajchanovski, President
of the Taxi Group within the City of Skopje.
Still as the world oil markets announce it
seems that fuel will be a saving grace in the
road transporters’ operation yet or in near
future. However, unfavourable trends for
the transport are expected to continue this
year as in the previous year (all announcements from abroad are in that direction)
with a lot of blockages and closure of borders both due to the refugee crisis and political conflicts in and around Europe, which
also has produced turbulences in trade and
road transport leading to frequent regroupings and redeployments of the transporters
attempting to find new transportation markets. And which was not simple at all. As a
result, they do not try to make forecasts for

operation - indicated Mr. Manasievski.
Mr. Kire Stojanov, owner of Divna from
Shtip also indicates that it is still early to
say what will happen in this area this year.
-It is still early in the year. We usually
start our activities after a few day break due
to the holidays, which were used to prepare
our business plans for the next period. We
now drive for Western European countries,
mainly Germany, Holland and etc., and the
transport prices are more or less reduced.
Related to the problems, it seems they are
endless in our business; currently there are
difficulties and concerns, among other, with
the refugee crisis and various transport
blockages due to any reasons – highlights
Mr. Stojanov.
The people we discussed with about
this issue as well as economy experts and
analysts already clearly indicate, point out
and warn that, when transport is in question, establishing internal borders in the
Schengen Zone may have strong impact
(due to the refugee problem that cannot
be solved by the EU), which will lead to increased expenses for the EU economy, and
for all of those who cooperate with the EU
countries at any grounds. This primarily refers to road transporters (which are directly
affected by all blockages and restrictions to
affect any economy), among which Macedonian operators that have relations with EU
partners. It is worth to mention the assessment provided by the Slovenian Chamber of
Commerce and Industry. Its analysts esti-
mated that if a truck waits for one hour longer than usual at a border crossing, this will
impose additional annual costs of eight million euro for the Slovenian economy. They
interim calculated that if each ten Austrian
or Italian decides not to visit Slovenia due
to long waiting time at the border, this will
pose loss of 55 million euro on yearly level
for the Slovenian tourism.
It is evident that according to this estimations that indicate much more to possible consequences for the transport than the
announced unfavourable political events in
Hungary, may multiply eventual delays in
transport to the north, especially when we
are concerned. To that end, in case of eventual explosion with the migrant crisis total
blockage may occur of the transport movements to Greece and the main transportation gate for Macedonian economy – the
Port of Thessaloniki. And in that case any of
the forecasts for the Macedonian transport
this year, no matter how many times we
have been affected by this “film”, will be in
vain. Since, the occurrences in this field will
indicate much bitter prognosis than any
current prognosis!

According to the number of vehicles imported last year
THE IMPORT OF BUSES IS
INCREASING, WHILE THE
IMPORT OF TRUCKS IS FALLING!
If only six new and 160 used buses and minibuses were imported two years ago, last year
figures are the following: 11 new and 179 used buses and minibuses,
while 706 new and 1,130 used trucks in 2014

otal number of imported vehicles is falling, particularly of cars,
while the number of imported
commercial vehicles is increasing compared to the fall of the number of
trucks. This is characteristic of modernization of the vehicle fleets in the Republic of Macedonia last year according to
the imported vehicle data and some other
trends related to the previous years.
Namely, under the last year data, this
is first significant fall totalling to 29.931
imported vehicles, which is drastically
under the average of over 35,000 in the
past three years (in 2014 it estimated
35,107 vehicles). Whereas the number
of imported new passenger vehicles increased, and that of used cars decreased;
thus in 2015 a total of 4,244 new cars were
imported showing an increase of over
1,000 vehicles compared to 2014 when
3,052 new cars were imported. Significant
fall was registered in the import of used
cars so that a total of 23,196 cars were imported compared to 29,558 in 2014.
The analysis of the import of commercial vehicles, however, demonstrates that
in 2015 there is a significant decline in the
import of new trucks - 706, compared to
1,130 in 2014, which is a reduction of over
400 vehicles. While the figure of imported used trucks is rather higher – 1,595
compared to 1,201 two years ago. Thus the
last year import balance of those vehicles
is closer to 2013, according to which 808
new trucks were imported and 1,179 old.
The import of used and new buses, on
the other hand, marks similar, mainly low
numbers both last year and in 2014; two
years ago only six new and 160 used buses
and minibuses were imported, while last
year figures are a little higher – 11 new
and 179 used buses.
Such data clearly indicate that Macedonian vehicle market is oversupplied,
which, in fact, was a part of the Government measures for replacement of overaged vehicles “rolling” on our roads for
decades. This was realized last in the past
five-six years, and now, in terms of recovery of economy and the citizen standard,
there is hope that the companies and average citizens can follow the European
and global trends of import of more new
and modern vehicles with higher environmental standards.

Near Gevgelija
A roundabout for trucks will be constructed
The purpose is to eliminate trucks from the city streets by way of their directing
to peripheral roads and pending roundabout way
Gevgelija Municipality is preparing to soon eliminate trucks from the
urban area by directing them to peripheral roads, the officials from the
Urbanism Unit recently informed. For realization of this objective, according to the announcements provided by the city authorities, Western
Boulevard will be further intersected, which is a key grip for construction
of a roundabout as a definite solution to eliminate trucks from the city
streets.
- We constructed, urbanized and arranged a circular intersection at
the first part of the boulevard that is 462 meters, while for its intersection to “Dinkjut” it is necessary to construct the remaining 1,232 meters
– explain the officials from the administration, who have confirmed this
days that the project documentation for this intervention is in prepara-

tory phase, realization of which will further create conditions for extension of the roundabout to the south along Suva Reka.

practically started this year
on its first working day carrying out their regular transport
operations and loading and
shipping services on the national and international markets as well as carriage of passengers
in the national and international bus lines and
destinations. Members of the Association of
Macedonian Enterprises for International Road
Transport Makedonija soobrakaj – AMERIT are
actively engaged in that army of transporters, and
we regularly follow their performance on the pages of our Magazine as well as the business ambient where they function having been co-partner
in the last year to also continue this year with all
its characteristics and features. For those reasons
and aimed at preparing a cross-section after the
end of one and beginning of another year in this
number of TRANSPORT & LOGISTICS we traditionally interview the key people of the leading
bodies and authorities of SIZ Makedonija soobrakaj – AMERIT, Mr. Igor Janushev, President of
the Assembly and Boris Arsov, President of the
Executive Board of the Association, to provide
responses to a number of fundamental issues of

To create favourable management conditions, this year AMERIT will undertake
activities to support transporters in determining their strategic priorities and
objectives as well as in improving the knowledge on the international conditions
and providing unconditional support in creating business policies for our members
that an indication has entailed as never before
– Macedonian road transport of both goods
and passengers in 2015 faced much more problems regarding international destinations
than domestic destinations, i.e. in our country.
How do you assess last year and what is worth
to remember in that regard in terms of relevant landmarks and distinctions in that area?
Summarizing the results of the previous year
and the business reports of SIZ Makedonija soobrakaj – AMERIT, the final result of the Macedonian road transport is positive. Although the year
that elapsed was marked by numerous restric-
tions for Macedonian transporters driving out of
our country borders, such as the introduction of
minimum wage in Germany, entry restrictions
in the capitals and other measures in the foreign
markets as well as problems with illegal migrants
and borders closing were a destructive situation
for the road transport sector. Free movement of
goods and people is a major condition for functioning of transport and economy in general. Despite these problems, however, our transport operators managed to get to the European markets
mainly due to rational operation and improved
vehicle fleet.

of the key organizations in the Macedonian
road transport sphere has already prepared its
Operating and Action Program for 2016. Can
you indicate its utmost segments in the road
transport sphere to be dedicated by the oldest
transport association in the Republic of Macedonia this year?
The Operating Program of SIZ Makedonija soobrakaj – AMERIT was adopted at the last
session of the AMERIT Assembly. The Program
was adopted for the purpose of efficient, effective and transparent performance in the development, enhancement and coordination of the
strategic planning process. To create favourable

have been engaged in monitoring the implementation of the legal measures and imposed appropriately strict sanctions and vehicle repossession

Education is a key factor for improving road
safety. This was pointed out at the Ministerial
Session held in May 2015 in Leipzig, where the
ECMT Quality Charter for International Road
Haulage Operations was unanimously adopted
by the International Transport Forum – ITF, thus
acknowledging the IRU Academy standards as
grounds for quality in this area. The Charter took
effect on January 1 this year and the countries
are undergoing the implementation phase of
the Charter provisions and approximation with
their national legislations. The AMERIT Training
Center, which is accredited by the IRU Academy
in addition to the national authorization for administering training, permanently strives for and
takes active participation in raising the training
level to improve the knowledge and skills of professional road drivers.
»» Maintaining direct and intensive cooperation as a type of partnership for the purpose
of regular coordination even at daily level is
also imperative of the relations with the competent state authorities, mainly with the Ministry of Transport and Communications and
Customs Administration as well as with various transportation and alike organizations
and associations in the country.

To strengthen the bond between the Association
and each of its member, provision of expert advice, advancement of the knowledge related to
international situation and provision of unconditional support in creating the members’ business
policies, we will assume joint participation in the
process of preparation and follow-up of the realization of the proposed annual Operating Program
of the Association. What is new is that AMERIT
has opened the doors for all transporters to use
the Association’s benefits free of charge. In fact,
AMERIT has always worked to improve the transporters’ conditions stressing the failures before
competent institutions in the country and abroad.

precise, without paying taxes they could offer
lower prices thus taking over the job from legal
transporters. Furthermore transport organizers
are subject to applicable provisions. They could
run perfect destination without a vehicle fleet
thus being in position to obtain businesses and
use the market benefits. We, however, have to be
careful, in particular with gray economy in this
area, in relation to the new technological communications and internet applications when negotiating services such as transport of goods and
passengers.

»» In the past year AMERIT operation was

international activities both on regional level and within its membership in the International Road Transport Union (IRU), the biggest transport association in the world. What
should we expect in this regard from AMERIT
in the further period?
SIZ Makedonija soobrakaj – AMERIT has
been a member of the International Road Transport Union – IRU since 1993. Since then we actively participate in the operation of this biggest
organization of transport associations in the
world. Last year, as a type of acknowledgement
for AMERIT engagement was the honour given
by the South East European countries to participate in several regional organizations and bodies
for prompt implementation of the ECMT Quality
Charter for International Road Haulage Operations and in the part of training to transporters.
We also actively participate in the meetings

of UN-TIR highest bodies, WP.30 and AC.2, where
senior customs officers and IRU associations are
official representatives. AMERIT is issuer and
guarantor of the TIR system in the territory of
the Republic of Macedonia. Related to actual occurrences in and information provided by these
authorities it is worth mentioning that the TIR
system restarted to function in the territory of
the Russian Federation, accession of Pakistan
to the TIR Convention and accession of China is
pending.
In addition to the membership in the Balkan Transport Forum in 2015, AMERIT assumed
observer status in BSEC-URTA – Union of Road
Transport Associations in the Black See Economic Cooperation Region. Main items in the agenda
of this body are the following: facilitation of visa
procedures for professional drivers, gradual liberalization of bilateral and transit road transport,
promotion and implementation of UN key conventions and international agreements as well as
harmonization of vehicle crew social rules, monitoring of the border wait time, introduction of
International Vehicle Weight Certificate, charge

It is obvious that the state and the private sector in the part of the road transport
strive to improve the quality of the legislation, which greatly affects the business
climate for the purpose of enhancing the working conditions of all participants in
this sector as well as ensuring increased competitive capacity of the transport
companies in and out of the country

The Government of the Republic of Macedonia and its ministries related to the economic area, since 2006 repeatedly year by year, has
been systematically engaged in improving the
road transport law by way of proposing legal
measures and provisions in this area. I appreciate and support that great part of those
amendments and provisions relate to concrete
proposals submitted by the transport business
community as well as by the AMERIT members. On the other hand, this means that the
Government and its Ministries listen to and
accept the proposals from the transport business community related to amendments to the
relevant legislation. It is obvious that the state
and private sector in the part of road transport
commit to improvement of the relevant law
quality, which immensely affects the business
climate to enhance the working conditions of
all participants in this sector and to ensure increased competitive capacity of the transport
companies in and outside the country.
As I am acquainted, for the past several
years the Law on Road Transport has been
frequently amended and complemented to improve the road traffic conditions and to move a
step forward in the fight against gray economy
occurring in transport, and I assess this as a
very significant and essential activity against
the business climate in the road transport.
Some of the legal novelties and solutions
have been focused on increased safety in the
international transport of goods as one of the
key chains in the operation of the companies
engaged in road transport. They envisage the
obligation for the participants in the international transport of goods to check whether the
operators comply with the applicable provisions referred to in the national and international legislation.
Certain amendments were made aimed at
unification of sanctions to which foreign transporters are subjected, and the surveillance of
the Customs Administration was extended
not only at the border crossings and customs
terminals but also inside the country, and the
supervision of the inspection authorities on
the foreign transporters was also extended at
the customs terminals.
Certificates for taxi transporters were
introduced to significantly improve their services. The introduction of electronic database
of licenses and license extracts for each motor
vehicle has already provided results. In the taxi
transport, this electronic database is a precondition for smart phone applications, through
which the citizens of the Republic of Macedonia can check whether a taxi transporter is
licensed.
Any legal amendment or more precisely,
any new adopted legal solution is a consequence of established failures and anomalies
in the operation of the transport companies, or
established concerns facing those companies.
This contributes to creating sound competition in the transport market.
We have witnessed that the previous
amendments to the Law on Road Transport
provided great results and drastically improved the operation of transport companies.
The amendment to the Law in the part of vehicle repossession led to mass repossession of
illegal transporter vehicles within actions intended exactly for direct combat against gray
economy in road transport. According to the
announcements from the institutions, a part
of permanently repossessed vehicles are distributed to public institutions, in case of need,
and the other vehicles are sold. The actions
for vehicle repossessions commenced as soon
as the Law on Road Transport was amended
so that the provisions related to illegal transporters subject to sanctions became stricter.

and after being returned they continued their

illegal activities, these amendments provide
for permanent repossession and the vehicles
are state owned, and it manages such property
in compliance with the regulations by way of
expropriations or sales. Reduced gray economy is the initial result of that action taking
into consideration that illegal transport is
deemed one of the biggest crimes in the road
transport in the country, and especially in the
passenger carriage. Penalty policy was efficient, the sanctions led to enhanced passenger
safety in addition to reduced unfair competition in the transport.
Reduced minimum limited bus departure
time difference at bus stations as a measure
has applied as of the previous amendments
to the Law on Road Transport. These amendments cover the buses running on intercity
lines thus reducing the morning and afternoon
congestions as well as overcrowding of buses
running on most frequent lines throughout the
Republic of Macedonia. At the same time the
number of buses running on intercity lines has
increased.
The above cases improved by amendments in those segments contribute to better operation of the transport companies and
elimination of some of the concerns they are
facing, so we expect the latest amendments
to the Law of Road Transport will further improve the performance of the transport companies and reduce gray economy in the future.
The results from the latest amendments to
the Law will be subject to analysis this year,
and the opinion about efficiency/inefficiency
of the amendments of the participants in the
transport sector should prevail, accompanied
by new analyses and possible proposals and
activities. In fact each of the amendments adopted are intended for reducing the concerns
of the transport companies in the Republic of
Macedonia and decreasing gray economy in
transport.
»» By the end of last year the tenth electronic distribution of permits for transport of goods for 2016 was realized as well
as for bus lines and passenger carriage
timetables. How do you assess these very
significant processes and procedures for
distribution of one of the most important transport documents necessary for
everyday operation of Macedonian road

This type of distribution of permits for
transport of goods is a transparent distribution
process in this sector. Such important processes and this type of distribution have contribut-

distribution of permits or failures in the process by the transport companies is more than
sufficient indicator that the system is in need
of advancement, upgrade and addition. Anyhow, to make new advancements, upgrades
or additions, concrete proposals are required
to be provided by the entities involved in the
road transport market. A precise and supported detection of certain weaknesses in the part
of distribution of transport permits should
be created by the transport companies themselves, for instance, if there is a failure in the
electronic distribution system, the Application
Form, or in the type of documentation accompanying the Application Form.
»» Customs operation and actions are
almost always connected to the regular
functioning of the operators. How do you
assess the activities and relations of this
state authority with the road transporters as well as the cooperation between
AMERIT and the Customs Administration of Macedonia?

the requirements specified in the Application
Form is eligible to participate. Any entity satisfying the requirements goes through the selection and distribution of the permits. In fact,
those are the rules for successful development
of a country economy. The introduction of this
distribution system or electronic distribution
of transport permits is affirmation of successful economic policies introduced by our state
in the past 10 years.
However, due to the modification of the
market conditions, expansion of the transport
companies’ fleets space has been opened for
innovation, further detailing and advancement
of the system. Any issue or activity in a relevant area might be further advanced, upgraded
and added. First, the technical and technological development entails the matter of further
advancement, upgrade and addition of the type
and system for distribution of permits. Second,
the successful development of the economy
in our country and European and world economies gives rise to development and efficient
operation of the transport companies, thus
advancement, upgrade or addition of the type

hope that in 2016 a shared project related to
opening of TIR_EPD Green Lanes will be realized. However, since a regional project is in
question, i.e. simplification and acceleration
of border crossing, transit through our country, it is necessary also to position those lanes
at the border crossings in the neighbouring
countries, which does not depend on us or our
Customs Administration. We actively participate in the Advisory Council, where we clearly
present the situations and problems faced by
the transport operators. The Customs Administration also provides support in the United
Nations TIR authorities, i.e. WP.30 and AC.2,
where key issues are discussed from the area
of goods transport. All the above activities and
realized projects are focused on improvement
of the transport companies’ function in the
part of customs operation, and AMERIT and
the Customs Administration commit and will
make further efforts to continue such trend.

Representatives of the business community were presented the latest guidelines at the
meeting, adopted by the Customs Administration intended for further facilitation of the
customs procedures and acceleration of their implementation

of novelties in the manner of administering certain customs procedures and proposals provided
by the business community for additional
acceleration of the flow at border crossings
were presented at the latest regular meeting held last year by the Advisory Council
within the Customs Administration of the
Republic of Macedonia, where representatives of the Government, Customs Administration are members as well as from several chambers and transport associations,
among which representatives from the SIZ
Makedonija soobrakaj – AMERIT. Numerous actual issues were practically reviewed
at the meeting in the area of customs administration as well as requests provided
by the business community. Hence, the
representatives of the business community
were presented the latest guidelines at the
meeting, adopted by the Customs Administration intended for further facilitation of
the customs procedures and acceleration of
their implementation. Namely, new Guidelines on authorized recipient and sender,
Guidelines on inward processing and Guideline on the manner of declaration that the
goods have left the customs territory of
Republic of Macedonia in carrying out export-transit procedure are ongoing adoption
procedures in the Customs Administration.

clearance licences and on the holders of
inward processing certificate was special-

ly discussed at this meeting. Taking into
consideration that most of the holders of
inward processing certificate belong to the
textile industry, the representatives of the
Textile Cluster expressed their appreciation
to the members of the Customs Administration engaged in the facilitation and
acceleration of the clearance and keeping
record procedures.

the border crossings in terms of reducing
the waiting time as well as improvement

additional acceleration of vehicle flows. Furthermore, there was discussion on the initiative for introducing common controls at
border crossings with neighbouring coun-
tries, for which initiative has been also commenced by the Customs Administration of
the Republic of Macedonia.
At this meeting of the Advisory Council
of the Customs Administration, among other, there were discussions on the results of
the Project on measuring the time required
for the release of goods and information
was presented on other actual issues related to other customs aspects of significant
interest for the business community. As it
was pointed out, the Project on measuring
the time required for the release of goods
realized in the second half of the last year
by a methodology designed by the World
Customs Organization was intended for detecting bottlenecks in the goods movement
through the borders and possible congestions and concerns in the customs procedures. This Project will serve as initial base
to bridge over those bottlenecks as soon as
possible, or to eliminate them by applying
quality measures and solutions in the interest of the business community and the
Customs Administration and of the country
as a whole.

n the occasion of the International
Customs Day – 26 January that is
promoted this year under the slogan “Digital Customs: Progressive
Engagement”, ten customs officers from the
Customs Administration of the Republic of
Macedonia were awarded Certificates of Merit by the Secretary General of the World Customs Organization (WCO) Kunio Mikuriya. The
Certificates of Merit were handed in by Ms.
Natasha Radeska-Krstevska, Director of the
Customs Administration, and as officials point
out they are awarded for exceptional engagement of the customs officer in the field of implementation of the IT systems, use of which
is a landmark to the progress and great effectiveness and efficiency in work to facilitate
trade, transport and information exchange.

cooperation and electronic data collection, exchange and protection with the customs operation, the Customs Administration decided to
award Certificates of Merit by the WCO Secretary General to ten institutions that will be
officially handed in on April 14, the Day of the
Customs Administration of Macedonia.
In its message on the occasion of the International Customs Day, the World Customs
Organization encourages customs services
to demonstrate and promote the application
of the information and communication technology (ICT) in order to collect and safeguard
customs duties, to control of the flow of goods,
people, conveyances and money as well as to
secure cross-border trade against crime including international terrorism, which continues to rear its head across the globe.
As of February 01 Republic of Serbia will also
accede to the Convention on a Common
Transit Procedure, which will result in further
acceleration and simplification of the transit
procedure and reduced costs for the movements under transit through the territory of
our northern neighbour. Hence, the accession
of the Republic of Serbia to the Convention
on a Common Transit Procedure will enable
uninterrupted transit operations between the
Party-Signatories of the Convention, without
their break on entry into the Serbian territory.
For that purpose, and in order to fully
benefit from the possibilities for simplification and acceleration of the transit formalities
in the Republic of Serbia and reduced costs as
from 1st February 2016, the Customs Administration of the Republic of Macedonia commenced implementation of the necessary
measures to adopt to the New Computerized
Transit System.
To implement common transit operations
through the territory of our north neighbour,
it is necessary to make relevant amendments
to the guarantees to extend their validity
for the Republic of Serbia. consequently, it
is necessary that guarantors in the Republic of Macedonia to assign a contact point in
the Republic of Serbia that will be authorized
to receive any notifications intended for the
guarantors.
And based on the requests from the principals to issue relevant annexes to the existing guarantees, for modification of point 1 of
the guarantee in which the Republic of Serbia will be added as a Party-Signatory of the
Convention on which behalf the guarantee
is issued. Also changes in point 4 have to be
made, to add the data of the contact points in
the Republic of Serbia.
To inform the principals in details on the
news and modifications due to the accession
of the Republic of Serbia to the Convention
on a Common Transit Procedure in the beginning of February, the Macedonian Customs
Administration organized a working meeting
by the end of December in its premises.

he Traffic Management and Control Center (TMCC) functions
perfectly – this is a general assessment recently uttered by the
capital city authorities highlighting the
benefits of the introduction of this novelty
in the regulation of Skopje traffic. Namely, the TMCC controls 90 intersections in
Skopje wider central area, and due to the
positive experiences with the traffic flow
control, as the city authorities announce,
this system will include new intersections
in the forthcoming period.
- Our initial analyses made at Partizanski odredi and Ilinden Boulevards indicated
that the drive time reduces by 20 percent

In the second half of January introduction of flashing green light at the intersections in the capital started, in compliance with the Law on Road Traffic Safety. As the officials from the City of Skopje informed,
flashing green signal will be introduced in all traffic lights in Skopje within fifteen days (up to February 5),
which will be executed by the teams of the PE Streets and Roads. Pursuant to the Law, flashing green
signal is introduced to warn the traffic participants that the green light is going to change to yellow or
red soon.
- Flashing green light is introduced to enable additional notification to the drivers, which will contribute to increasing safety at signalized intersections in the area of the capital – inform the officials
from Skopje City.
City authorities appeal to all traffic participants to observe yellow light (which signals prohibited
passing)and to pass intersections only when green light is on.

of the goals of this system, intersections
to accept and admit the vehicles coming
towards without queuing and congestions
so that the citizens get on time to the desired destination. Such traffic management
and control systems are used throughout
Europe says the Mayor thus reconfirming
the initial expected results from the TMCC
functioning in Skopje.
The Traffic Management and Control
Center located in the premises of the Intercity Bus Station in Skopje was officially promoted by the end of 2014. Its main functions
are the following: traffic data collection in
real time, traffic signal system control, traffic surveillance, priority to the city public
transport vehicles and driver notifications.
Optical network has been positioned for
connection between intersections and their
connection to the Center which enables
data transfer from and to the TMCC. Adaptive traffic control at the intersections was
also introduced by establishing this Center.
This means that traffic lights at the intersections to function depending on the traffic congestion, i.e. the green light will not be
fixed as it used to be, but it will be changeable depending on the number of vehicles
passing through the detectors installed on
the roadway. For that purpose already 90
intersections have been connected to the
TMCC in the capital thus gathering traffic
data in real time, 24 hours, seven days a
week, managing the traffic signal system,
i.e. traffic lights may be turned off or transfer to flashing yellow light, monitoring the
light signal function in real time and traffic
surveillance.
The establishment of this Center is a
part of the project Automatic Traffic Management in Skopje which commenced in the
beginning of 2013 funded by the loan provided by the European Bank for Development
and Reconstruction and realized within the
project CIVITAS RENAISSANCE, which
will make it possible through the CIVITAS
program to obtain a new plan for sustainable transport in the capital as a result of
exchange of different practices and knowledge. It will enable reinvention, protection
and licensing of a new transport from historical point of view as well as sustainable
development of local economy and benefits
from foreign, already existing, and local
businesses on the other hand.

This new control system will enable bus tracking, review of their timely movement,
or whether they start on time as well as other advantages, and all of that will mainly
contribute to raising the quality of transport services, expanding the number of
passengers and increased collection

he City of Skopje and its citizens
have recently obtained a new
Automatic Bus Location System
that will make possible to track
the buses, review of their timely movement, or whether they start on time as
well as other benefits. Thus, as the Mayor
of the City of Skopje, Mr. Koce Trajanovski and the Director of the Public Transport Enterprise – Skopje, Mr. Igor Janushev point out, the capital and its citizens
as well as the citizens of the adjoining
settlements will obtain faster and high
quality city transport.
- We have already promoted the Electronic Payment System which functions
efficiently, and today we promoted functioning of the Control Centre for tracking
buses in real time, whether envisaged
timetables are followed, i.e. tracking one
line of each bus, if there is a delay or its replacement in case of a defect. For realization of this project the City of Skopje and
the Public Transport Enterprise – Skopje
allocated approximately three million
euro and as a result we expect reduction
in the fuel consumption and higher transport quality which, on the other hand, will
increase the number of passengers in the
buses. As we have already announced,
introduction of the electronic card in the

PTE buses will provide accurate information on the number of passengers on
relevant lines, and if necessary, we can
interfere and enable to the citizens faster
and higher quality city transport, i.e. regular, safe and reliable transport, and from
May we expect this system to be fitted in
the buses of the private operators – says
Mayor Trajanovski. According to Mr. Igor
Janushev, Director of PTE – Skopje, this
up-to-date system will ensure precise information for the citizens and optimize
the PTE – Skopje operation, i.e. contribute to improved transport for the citizens.
PTE – Skopje may use it for dimensioning
transport capacities by line as well as for
automatic timetables generation, thus
contributing to raising transport service
quality, increasing the number of passengers as well as increased collection. Automatic Location and Electronic Payment
Systems are to be installed in 500 public
city buses, or 385 in the PTE-Skopje buses
and 115 in the private buses. Each of the
passengers will benefit from this system
due to timely notification on the travel
times, i.e. the bus stops will be equipped
with 50 three-line information displays
for bus arrivals, sending SMS on several
next arrivals on the relevant line through
a web application, and in addition to the
arrival times, a so called travel planner
will be in disposal as well as a free telephone line 0 800 115 for all information
related to the public transport. Vehicle
management within the line network,
driver operation control and planned time
table implementation will be performed
and it will be possible for the transport
organizer to timely and efficiently react
in case of traffic emergencies thus raising
the level of drivers and passengers safety.

The City of Skopje Owns the First Electromobile for the City Administration
The City of Skopje promoted the first electric car for the requirements of the city administration,
which can run up to 190 kilometres with one charging for only 67 denars and is a zero-emission vehicle.
As the Skopje Mayor, Mr. Koce Trajanovski indicated, the city will continue the electromobility by purchasing electric vehicles for the local self-government of Macedonia.
He added that five electric scooters and five electric bicycles have been already purchased for the
needs of the Skopje City administration, and through PE City Parking 11 electromobiles, five electric
scooters and ten electric bikes intended for the city sightseeing.All vehicles of PE Communal Hygiene
for hygiene maintenance in the central city area are also electric.

ussia has reestablished the TIR
System in its territory, which was
practically suspended almost
one year ago by unilateral decision of the Federal Customs Service of
the Russian Federation (FCS RF). Namely,
lately, or on 22 January 2016, a new decision adopted by the Federal Customs
Service of Russia “on transport of goods
according to the Customs Convention
on the International Transport of Goods
under Cover of TIR Carnets”, which officially established 45 border crossings for
entry of good in the territory of the Eurasian Economic Union through the Russian frontiers with the TIR Carnets. This

Decision No 2568, was published on 22
December 2015, and after it entered into
force, the transport operators are advised
to actively use the TIR Carnets when
transporting goods through the Russian
border crossings given below, and to use
the benefits offered by the TIR System.
As known, the TIR Transit System is
a global transit system initiated in 1975,
and since then it has proved to be the
safest both for the customs authorities
and transport operators. As a reminder,

higher Russian state authorities failed
to cancel the decision, the International
Road Transport Union – IRU in coordination with its members constantly lobbied
that FCS RF officially ensure “unimpeded
application” of the TIR Convention in the
territory of the Russian Federation. In addition, all competent Russian authorities
were requested to accelerate their activities related to reestablishment of the TIR
System in the territory of Russia, which
in fact happened at the beginning of this
year.
On the other hand, since the entry
into force and application of the new decision of the Federal Customs Service of
Russia, as a result of certain inspections,
the users of the TIR Carnets confirmed
that no additional controls have been applied to the TIR transporter in the territory of the Russian Federation.

By the traffic statistics of our roads
Namely, according to the data provided
by the RCRTS, last year 43 pedestrians died
in traffic accidents, of who more than 60
percent are persons over the age of 60, and
22 children. Those figures are far from those
envisaged in the National Strategy where
the category of those traffic participants
totals to 32 fatalities (and for this year the
estimation is up to 28), and the estimation
of child-victims in this state documents for
2015 is seven, and up to five for this year.

LOWER THAN THE AVERAGE
The traffic balance estimated 14 more victims in 2015 compared to 2014; both years however
were under the average which was 160 to 170 fatalities on annual level, - Pedestrians,
children and young are the most vulnerable group of the road traffic participants
L
ast year 144 persons lost their life on
the Macedonian roads, which counts
to 14 fatalities more compared to
the year before; on the other hand
this balance is under the average, which
previously estimated between 160 and 170
fatalities per year. However, that we as a
country are in the black zone related to
the aftermaths from traffic accidents on
our roads is articulated by the data that
according to the estimations in the Second
National Strategy on Traffic Safety at least
there should have been seven victims less
or 137. Very important data is to be added,
despite the black traffic statistics, 2015 is to
be assessed as successful by the activities
and campaigns implemented by the Republic Council on Road Traffic Safety (RCRTS)
and by other competent authorities in the
country, which was recognized by the entire
public. Actually, a question emerges, what
would have happened if such intensive and

comprehensive campaign activities had not
been assumed.
- Those figures are still very high and in
that light it is important to indicate that our
objective for 2020 is to reduce the number
of fatal accident under 100, which is also an
European average perceived through the
aspect of Macedonia. In that regard, it is important to highlight that in the Republic of
Macedonia there are fewer accident victims
per 100,000 citizens compared to each of
the neighbouring countries – says Mr. Risto
Manchev, RCRTS Secretary General, who
for the strategic goal, that the number of
fatalities does not exceed 137 per year, and
that all other estimations to become real
picture at the end of this year, announces
continuous activities and implementation
of projects particularly focused on pedestrians, children and young, which are the most
vulnerable group of the traffic participants.
- Those figures are really staggering and
we hope that shared commitments provided by each of the competent institutions
and unselfish engagement by each individual, who somehow participates in traffic, in
2016 the number of casualties in traffic accidents will be reduced to a minimum, and the
number of child-casualties to zero, which is
at the same time our objective envisaged
in the Second National Strategy on Traffic
Safety – says Mr. Manchev, who also points
out that raising the public awareness on accountable traffic participation, or modifying
the culture, habits and the manner of traffic
behaviour is a time-consuming and exhaustive process requiring continuous and comprehensive traffic education and continuous
activities. In that light and for that purpose
Mr. Manchev announces continuation of
the traffic-educational campaign for this
year making optimal efforts to realize the
initiative related to improvement of traffic
education within the regular educational
process, broadcasting traffic-educational
programs and etc.
The officials from RCRTS also indicate
that traffic safety is common and shared
responsibility of all traffic participants. In
that sense it is necessary that each individual participating in traffic whatever way, to
be an example, to contribute to safer traffic
and to show higher level of individual responsibility as a traffic participant. This is
the initial and most important step to be
done for safer traffic, since an individual is
a factor for 90% of the fatal traffic accidents.
-We hope that raising public awareness,
higher level of individual responsibility and
intensified activities of each competent
institutions, 2016 will be much more successful, with much lower number of victims
on the roads of the Republic of Macedonia
– say the officials from RCRTS. On the other hand, statistics indicates that countries
with highest number of traffic fatalities
are Bosnia & Herzegovina (14.2 per 100,000
citizens) and Albania (12,8), while Macedonia with 7.2 per 100,000 citizens is far behind Great Britain (2.8) and Sweden (2.9 per
100,000 citizens).

Traffic Infrastructure and Safety Conference
I
mprovement of the road infrastructure
and traffic signalization have direct
impact to the road traffic safety thus
reducing the number of accident casualties. In that direction, 148 accident
victims registered in Macedonia last year,
which is by 13.8 percent more than in 2014,
may be reduced by way of continuation of
the investment in construction and revitalization of the traffic infrastructure
and at the same time by raising awareness for responsible behaviour in traffic.
This is the conclusion entailed upon the
recent Conference titled “Improvement
of the Traffic Infrastructure – Factor of
Better Road Traffic Safety” organized
by the Republic Council on Road Traffic
Safety (RCRTS). The Government has
taken numerous measures for the past
years, mainly for improvement of the
road infrastructure, indicated the Deputy Prime Minister for Economic Affairs,
Mr. Vladimir Peshevski, who also pointed
out a construction of 132 kilometres of
highway sections is underway totalling
to around 800 million euro as well as reconstruction of 175 kilometres of express,
main and regional roads.
- This year we will start construction
and reconstruction of 40 km highway
sections and over 220 km of five new express roads, six main roads and regional
roads with investment of 430 million
euro – said Mr. Peshevski, who highlighted that the improvement of the legal
solutions is also important such as the
latest measure for reducing the speed in
settlements to 50 kilometres.
- However, of utmost importance is
raising awareness. Only if a participant in
traffic is aware of the consequences from
irresponsible behaviour and driving, since
speeding is number one factor in accidents, we will reduce the number of accidents – added the Deputy Prime Minister.
According to Ms. Anastasija Ilieska,
State Secretary in the Ministry of Interior, despite the commitments and great
number of campaigns implemented by
the RCRTS on raising of the traffic culture, there are concerns that by the end of
last year MoI recorded 3,854 serious traffic accidents, which equals the number
in 2014. She indicated that there is some
reduction in the part of accidents with
serious injuries in 2015 totalling to 839
persons compared to 898 in 2014, which
is reduction by 6.6 percent.
- And the number of persons with

Investments in road infrastructure, according to the participants
in the Conference, is actual and practical implementation of the
Second National Strategy on Road Safety 2015-2020, intended for
reducing the number of accident fatalities

by 1.6 percent in 2015 or 5,074 injuries,
compared to 5,158 in 2014 – indicated Ms.
Ilieska, pointing out that the increased
number of fatalities is startling compared
to 2014.
- Life is not a statistical category
but it is priceless; therefore traffic safety should and must be treated not only
as a professional but also as a serious
social matter – highlighted Ms. Ilieska,
announcing that MoI will realize a great
number of preventive, educational and
repressive measures to improve the level
of road traffic safety. Mr. Stojche Stamenkovski, the RCRTS President indicated
that the investments in the road infrastructure made by the Government, or
investments in new highways, express,
regional and local roads, which have been
especially evidenced for the past years,
are concrete and practical implementation of the Second National Strategy on
Road safety 2015-2020.
And they directly contribute to realization of its main objectives: reducing
the number of accident fatalities at the
EU Member State level, or five victims
per 100 thousand citizens, reducing the
number of casualties –young drivers by
30 percent, reducing the number of seriously injured persons by 40, and the number of children fatalities to be reduced to
zero – said Mr. Stamenkovski. , the Director of PE for State Roads, Mr. Aleksandar
Stojanov indicated that a good road infrastructure is one of the preconditions for
increased traffic safety, and the current
construction of the three highways will
expand the highway network in the country by 50 percent.
- The activities related to modernization of the road infrastructure, construction new roads and rehabilitation
and reconstruction of the existing are
imperative for PE for State Roads – highlighted Mr. Stojanov, pointing out the
importance of the traffic safety and the
significance of the projects implemented
by this enterprise related to lighting and
positioning horizontal and vertical road
signalization.

2016 ALSO A YEAR
OF ROAD INFRASTRUCTURE
This year, in the country works will be actively assumed on a total of 24 regional
roads and seven highways total to around 600 kilometres,
which is by 200 kilometres more than last year
2016 will be also a year dedicated to construction of road network in the Republic
of Macedonia as continuation of the previous years, which was particularly accelerated last year. This is announced by the
Government and the Ministry of Transport
and Communications related to already
prepared plans and projects for investment in the country road infrastructure to
be realized this year. For that purpose, as
notified by the Deputy Prime Minister and
Minister for Finance, Mr. Zoran Stavreski,
this year there will be new and important
investments in roads worth over 200 million euro, thus the total infrastructure investment cycles in our country will amount
to one billion euro. If for the commenced

engaged, and 400 more for the reconstruction of regional and main roads, then with
such extent of investments and beginning
of the realization of the new projects their
number will surely increase to at least 3,000
engaged construction workers.
And as the Minister of Transport and
Communications, Mr. Vlado Misajlovski
specified, if in 2015 works were carried out
on 400 kilometres of road network then in
2016 works will continue on a total of 600
kilometres of roads, or 200 kilometres more
than last year.

- Previous 2015 has been one of the most
flourishing year in the transport and communications sector since the independence
of the Republic of Macedonia. I declare that
since at the same time we worked on construction of three new highways and on
reconstruction of two highway sections as
well as rehabilitation of 15 regional roads,
and even about fifty local roads. Moreover,
we prepared documentation for construction and reconstruction of new highways,
regional and main roads, and we placed over
1,000 new signs along the roads - says Mr.
Misajlovski.
This year, the construction of the three
highways will continue. First one, Demir Kapija-Smokvica, a section long 28 kilometres
and worth 210 million euro, which will be
completed this year; thus completing Corridor 10 on a highway level from Tabanovce to
Bogorodica. Then, Kichevo-Ohrid highway,
where 14% of the construction works have
been finished, and this is the largest investment in the country worth 374 million euro.
And third highway section Skopje-Shtip,
where one third of the construction have
been completed (only 66 percent is left) of
the investment totalling to 206 million euro.
By the end of 2015, the reconstruction
of Veles-Katlanovo section was finished
long 23.5 kilometres, and several weeks ago
the revitalization of Smokvica-Gevgelija
section started. The reconstruction of Kumanovo-Skopje section will begin soon,
long 23 kilometres and investment of 16
million euro, which means that the total
section along Corridor 10 will be revitalized
and the travel from the north to the south
border will be faster and safer.
Development of project documentation
for three more highways is ongoing as follows: from Trebenishte to Struga (projected
investment worth 45 million euro which
construction is planned to commence in the
second half of 2016) as well as from Gostivar
to Kichevo and from Skopje to Blace. Furthermore, the reconstruction of 13 regional
roads is continuing with a length of 167 kilometres and worth 50 million euro.
This year works will be also assumed
on five new express roads totalling to 138
km and estimated value of around 330 million euro. Those sections are the following:
Gradsko-Prilep, Ohrid-Peshtani, Shtip-Kochani, Shtip-Radovish and Rankovce-Kriva
Palanka.
The citizens of six regions in Macedonia
can communicate better this year as new
regional roads will be constructed totalling
to 85 kilometres and with an investment
of 46 million euro. Those are the distances: Kochani-Delchevo, Probishtip-Ponikva,
Toranica-Sasa, the road between Malo and
Golemo Konjarevo, the part between Izvor
and Boshkov Most on Kichevo-Debar road
and the connection to Vevchani. Almost all
of those distances that did not exist, or if
they did, they were not functional and were
used by the local population only; thus their
construction gains a new dimension.
-This means that this year active works
will be assumed on a total of 24 regional roads and seven highways totalling to
around 600 kilometres – notifies Mr. Misajlovski adding that the history of the Republic of Macedonia cannot recall that so many
kilometres of road network have ever been
under construction at the same time.
Moreover, the rehabilitation of 13 bridges on Corridor 10 is to be completed, which
works are ongoing in cooperation with
NATO, and investments in the local road infrastructure are continuing. Last year, 48 local roads were finished totalling to approximately 60 kilometres and worth around
seven million euro. In aggregate, since 2010
the Government has constructed and rehabilitated 400 local roads throughout Macedonia totalling to over 730 km investing
over 63 million euro.
Investments in infrastructure moved
Macedonian economy forward in the previous several years of economic and political
crisis. Therefore, the construction industry
marks high rates of growth and has impact
on the reduction of unemployment in this
turbulent period.

extension and modernization of three existing stations in Petrovec, Sopot and Otovica

station Romanovce for realization
of the project related to construction and installation of electronic toll system in the Republic of Macedonia. It is a
question of a project worth 18.7 million euro,
2.86 million euro of which have been supplied from the state budget, and the other
funds are provided by the European Bank
for Reconstruction and Development. The
project encompasses replacement to a new
location (close to the current) of the pay toll
stations Romanovce and Gradsko and their
extension of existing five to ten lanes. Then
construction of two new pay toll stations
in Demir Kapija and Gevgelija as well as reconstruction, extension and modernization
of three existing stations on Corridor 10 in
Petrovec, Sopot and Otovica. The new pay
toll station in Demir Kapija is envisaged to
have eight toll lanes, and ten in the Gevgelija station. The toll stations in Sopot and
Otovica will be extended from the existing

toll stations, which is granted to the Turkish
company Aselsan, will commence and realize this year, and the smaller part will be
completed in the first few months next year.
As the Minister for Transport and Communications, Mr. Vlado Misajlovski, points
out, the realization of this project will contribute to the offer of high quality services
on the Macedonian highways.
In this manner, the PE for State Roads
begins an exceptionally useful, modern and
long waited project in our country, which
will ensure to pass pay tolls faster and easier, and the country will obtain updated integrated toll system in compliance with the
EU Directives. This projects also envisages
installation of electronic pay toll equipment, which will accelerate vehicle flows,
reduce congestion at pay tolls and minimize
misuses and liabilities of the human factor
that often happened in the past. For that
purpose, pay toll will be performed in two
ways – with postpaid and prepaid electronic
devices so that there will be no need for the
vehicles to stop at the pay toll station, but
their approach to the station will be automatically recorded in their electronic devices. The second way is by the use of prepaid
and postpaid cards to be recorded by the
drivers at the electronic readers of the station. In both cases employees at the pay toll
stations will not have any contact with cash.
The cards can be initially purchased before
the pay toll, and later through another sales
network and recharging will be easy.
The Manager of PE for State Roads, Mr.
Aleksandar Stojanov explained that the
introduction of the new integrated pay toll
system payment along the Corridor 10 will
be made by the use of microwave transponders at the utter lane at the pay toll stations,
whereby, as he added, vehicles equipped
with such devices do not need to stop, they
will just reduce the speed at 30 km/h. On
the other lanes payment will be made by
contactless smart card.

The New Highways with Six New Pay Tolls
The new highways being constructed in Macedonia currently will have a total of six new pay tolls, as
follows: three on Demir Kapija-Smokvica located at Demir Kapija, the village of Miravci and at Gevgelija,
then two on Miladinovci-Shtip between Sveti Nikole and Miladinovci and between Shtip and Sveti Nikole
and one on Kichevo-Ohrid Highway, after the tunnel near Preseka. Their functioning will commence
short after starting the functioning of the highways, and the tolls will be established by the Government.
According to the PE for State Road announcements, the fall of petroleum derivative prices will not
reduce the tolls, because a new pricing calculation methodology for use of a public road has been used
since 2008, which is not in correlation with the fuel price but it is defined on the basis of the amount of
compensation per kilometre elapsed, category of vehicle and length of section.
The new pay tolls will be equipped with electronic payment system like the old pay tolls that are to
be modernized.

While most of their rivals still have certain prejudices related to methane as basic
power fuel, Scania, for already four years, has sold trucks with serial equipment
fitted for combustion of this gas. In one of our previous editions we presented
the Scania CNG hauler, and now we will introduce some of the advantages of
such powered solo truck

I
f meeting the criteria prescribed by the
strict Euro VI environmental standards,
European manufacturers of commercial
vehicles have considered that they can
take breath in the development of even “extra green” engines – that is great misconception! In the Member States of the “old”
European Union, those warning on the great
health risks from diesel engine exhaust
gases, even with the new Euro VI engines,
increasingly raised their voice. Particularly
expressive are advocates of healthier and
safer environment in big cities.
And whilst many consider even unreachable the day when classic diesel vehicles will be finally expelled from the centres of the European metropolis, few have
already had an answer for that challenge.
Among the seven biggest European manufacturers of commercial vehicles, so far
Iveco and Scania only have been ready for
the new environmental challenges – offering city buses, solo trucks and haulers
combusting the least harmful and currently
most perspective alternative fuel, natural
gas.
On the right way
In 2013, the Swedish company first
worldwide offered serial natural gas powered five-cylinder engines with Euro VI
certificate. Unlike some competitors that fit
such powertrains in solo trucks only, Scania
fit them under the cabs of classic haulers,
intending not only to present the numer-

ous advantages of natural gas but also to
eliminate the prejudices about methane
assumed by the suspicious as inappropriate fuel for a “genuine” heavy-duty truck.A
hundreds of their vehicles powered by
compressed or liquid natural gas which for
several years have dutifully, cost-effectively
and above all environment-friendly cruised
on the streets and roads of Europe (you can
find them in our closest surrounding) can
best witnessed that Scania aims at the right
way with the “gas” strategy. And not only
that – the relatively satisfactory experiences have “pushed” the development team in
the Södertälje seat with further enthusiasm
to continue designing even more powerful
natural gas-powered powertrains. For distribution and transport, however, as the Swedish estimate, the less powerful 280 “horse”
powertrain is more than efficient.
The gas pays off
“Compressed or liquid natural gas powered
truck pays off itself and the driver and maintenance” says the Manager at Scania Serbia,
Veljko Stojanovich.Illustrating the cost-effectiveness of investing in a gas-powered vehicle,
Mr. Stojanovich adds: ”The first customer of our
gas-powered hauler P340 in Serbia, the company Univerzum from Arangjelovac, states that all
exploitation costs for that vehicle compared to
the diesel-powered vehicle with similar performances are lower by 50 percent.That company,
whose fleet includes three same gas-powered
haulers now saves 220 euro per day.”
Similar to the diesel engine
Scania pointed out that 9.3l Euro VI engine on compressed or liquid natural gas to be fitted in solo
trucks and haulers have a new design; they are, however, based on diesel engines with equal displacement as they share similar blocks, channel, crankshaft, flywheel, water pump, part of the cooling system
and etc. They differ by completely distinct cylinder sleeves, pistons, cylinder heads, valves, camshafts,
exhaust and intake branches, valve covers and etc.And certainly by the injection system.
Despite all the differences, 280 HP engine has the same power as his diesel “brother”, but different
torque:1.350 Nm - 1.000-1.400 rpm for the “gas” engine, and 1.400 Nm - 1.000 and 1.350 rpm for the
diesel engine.

Even used hauler keeps its value
One of the main reasons why potential customers
hesitate between gas-powered and classic diesel
vehicles relates their residual value – as much as is
lost in the sales of a used gas-powered truck.“That is
unnecessary dilemma”, says Mr. Veljko Stojanovich.
“In its base, the natural gas powered vehicle is almost identical to the version with classic diesel
engine, and all specific components have equal and
even higher quality with those of conventional engines. Some assemblies are still attested for incomparable longer life than those of the diesel engines.
That is the case with the gas cylinders which can
be safely use for a full 15 years. Which means that
when selling used gas powered vehicle there is no
apprehension that less will be obtained than for the
comparable diesel vehicle. But on the contrary.”
Ideal for distribution
For such transport – distribution of
goods in urban environment diesel engine
with equal power and displacement has
existed in Scania offer for a longer period.
Since it has already gained a good reputation, the mission for its gasification has a
significant initial lead: much time is not
necessary to convince the consumers that
power, total weight and useful loading proportion has been carefully adjusted to such
specific needs – distribution of goods on
shorter distances, frequent stops and starts
in quite demanding conditions. What remains is to persuade them in undisputable
economical and environmental benefits of
the methane version…
For that purpose, last spring in Ljubljana, Scania called the representatives of
our editorial staff to get familiar with the
potentials of the gas engines and to enable
them to get convinced, when sitting behind
the steering wheel of P 280 distributor, what
is in fact the least powerful 280 HP version
capable of.
After a short ride through the relatively
stuck traffic in the suburbs of Ljubljana, the
impression is similar to that of the cab of
the “gas” hauler G 410: more quiet than the
diesel one, extremely light to drive (owing to
the fully automatic gear) and without pertinent difference in agility. What impressed
the writer of these lines during his short
drive through the capital of Slovenia was in
fact the issue you cannot see – exhaust gases: neither smoke nor stench exhaustfrom
the vehicle exhaust pipe powered by compressed (or liquid) natural gas! And all that
in the forthcoming years might be the critical characteristic of all internal-combustion
engines.
Noise-free proven
In the technical description of
the powertrain OC09 101 280,
Scania indicates that this engine emits noise of 80 decibels,
but the colleagues of a reputed
Hungarian specialized magazine have measured only 68.
The difference is in the measuring methodology. Scania
has measured outside noise,
while the Hungarian noise in
the cabin.Whatever methodology is used, this is one of the
most noiseless engines in its
category.

The period of conventional buses powered by diesel engines has not ended yet; the light
motive of the biggest bus exhibition in 2015 however were electrons, microprocessors, smart
electronics and etc.
Although it will take long period until the mass use of the numerous prototypes and studies, a
clear message was timely sent to the world from the bus Mecca: This is our advance for the
near future

A
lthough several months passed
from the October festivity in Kortrijk, the participants in the 23rd
“bus world” just now record real
effects from the six-day exhibition: many
of them on this exhibition delivered new
coaches, suburban or city buses, midi or
minibuses. There were more exhibits than
ever, and novelties intriguing the potential
customers thus achieving the necessary
effect.
The organizer was quite satisfied both
by the number of visitors and commercial
effect so that by the end of the exhibition
they arranged to organize a new Busworld
Russia from 25 - 27 October (two such smaller exhibitions were already held in 2010 and
2012 in Nizhny Novgorod). Consequently,
the “bus world” will have exceptionally busy
calendar: from 14 to 17 April it will be held in
Istanbul, from 23 to 25 May in Beijing, from

10 to 12 November in Bangalore (India) and
from 5 to 7 December in Medellin (Colombia).
Pending new bus “specialties” in those
destinations, the second part of this story
from Kortrijk will cover more details from
several stands in which interesting electric
and diesel creations posed. The numerous
and aggressive “Chinese” will be left for another occasion. We hope that many of their
manufacturers will finally master the basic marketing postulates – initially at least
civilized communication with the “Fourth
Estate”.

Three energy sources
Design and conceptually most genuine
exhibit in Kortrijk came from France: Four
year ago Safra Company started to develop
energy and environment-friendly and exceptionally attractive Businova Project. Following time-consuming exploitation tests,
a really revolutionary vehicle is prepared for
serial production. First orders were made
from the domestic market, and it is quite
certain that first 25 original minibuses will
transport passengers in Canada.
Unlike the conventional electric and
hybrid vehicles with one or two energy
sources, Businova has even three. The first,
electric only block consists of 180 kW electromotor and 45 kW generator supplied
with electricity by lithium-ion battery with
a capacity of 135 kWh. This energy combination may be driven through the zones
providing zero emission; however, its autonomy is relatively restricted - to a hundreds
of kilometres, as it is the case with similar
vehicles. To be increased, the French opt to
the decision applied by the others - fitting
four-cylinder 80 kW Euro 6 diesel engine
ready to assist when it is necessary to activate the generator charging the batteries.
Its original “assistant” is the third energy
system – a 110 cm3 hydraulic motor which
by means of complex electronics can additionally charge the batteries. When all three
systems are functioning, Businova midi version can drive up to 200 km, requiring the
batteries to be recharged on electric grid.

Original design and even more unique technical solutions: The French
plug-in hybrid is ready for serial production
From Safra claim that this energy triplet
is quite efficient, the exploitation costs are
exceptionally low, and environmental impact more than satisfactory especially when
the vehicle drives in electric-only regime.
In Busworld 2015 Safra unveiled its
10.55 m long version (2.55 m width and 3.2
m height) which can be equipped with 1722 seats, and standing space for 43-53 passengers and for one wheeled chair. Its total
weight is 18.5 tons. The standard version is
11.95 meters long, featuring a total capacity
of 100 passengers, and its full weight is 20.5
tons.
Another unseen “specialty”: Businova has a double chassis – diesel engine and two blocks of
lithium-ion batteries are accommodated in the rear (easily detachable) module
bus to reach maximum of 80 km/h and cope
with 25% uphill. The batteries can provide a
claimed range of 120 km, which is sufficient
for one shift in urban areas with zero emission. A Euro 6 petrol engine range extender
option is offered thus giving additional 120
km.
The manufacturer indicates numerous prototype data: a length of 5,845 mm,
width of 2,055 mm and height of 2,630 mm
(2,800 mm with the air-conditioner) 3,750
mm wheelbase, interior height between
1,945 and 2,185 m, and etc. But without mentioning the capacity. We estimate that can
accommodate about twenty passengers as
many as are transported by the diesel version. Karsan introduced this family in its
offer two years ago. So far they have sold in
Turkey over 5,000 such minibuses – 1,850
of which drive on 120 different lines in Istanbul. Jest also reached Romania, Austria,
Hungary, Germany, Bulgaria, Georgia and
etc.

Revealing several latest models at the
Kortrijk exhibition, the Turkish company
stirred both the customers and competition.
This time it was primarily prompt by the
prototype of Jest electrical minibus, which
is simply abundant with modern electronics.
It is powered by 125 kW and 250 Nm torque
electric motor, which is supplied by 360 V
and 66 kWh lithium-ion batteries. At first
glance it reveals modest capacity, but that
electrics makes it possible for the small city

Marking the anniversary
Entire 2015 was a special year for MAN:
a 100 year anniversary of the reputed manufacturer of trucks, buses and diesel engines.
Hence it was rational that the hundred year
anniversary was deservingly marked by
unveiling a new bus. As announced in the
spring, it is the tourist class bus - Lion’s
Coach, which was offered by 31 December
limited to 100 “editions”.

For the first time, before the large auditorium in Kortrijk, the latest bus of the
MAN family – Lion Intercity was unveiled.
Main attraction from the Neoplan program
was the 5-star VIP Tourliner with exceptional level of comfort for 33 passengers in
2+1 interior configuration (two seats on the
left, one seat on the right), which won IBC
Comfort Award on Busworld 2015.
The eminent name revived: Maraton in new garments,
now also for the European customers

New versions from Skopje
On the other hand, tour operators
turned their heads to the double-decker Skyliner with exclusively aerodynamic
chassis for a bus – with drag coefficient of
0.41, equal to that of modern vans. Compared to its competitors, Skyliner consumes
five percent less fuel and has reduced carbon emission. MAN hence claims that this
model poses a new standard in the segment
of double-decker coaches.

Maraton is coming back
Sabanci Group Bus unveiled several new
buses in Kortrijk. The audience was crowded around the replacement of the former
prime Diamond “shaped” by the legend Bob
Lee. High-floor tourist Maraton (similarly
named forerunner was very popular in Turkey for years) will be initially offered in two
lengths of – 12,365 and 13,080 mm (width of
2,550 mm and height of 3,900 mm). “Shorter” variant was sent to Belgium for carriage
of 50 passengers, with boot displacement of
13 m3, which in its longer version is one cubic meter larger. The new generation Maraton is propelled by six-cylinder 11l, 440 HP,
and 2.100 NM engine.

For a debut in front of its domestic audience, the family company from Koningshooikt opted
for the new versions of EX series, which have been exclusively manufactured in its new plant in
Skopje since last year. Coaches for the European market as well as for the USA market, where
Van Hool enjoys high reputation, are produced in our capital. The buses manufactured in Skopje
and intended for the USA market first drive to Belgium, where finishing interior parts are fitted.
The tourist-intercity bus EX debuted last year in IAA in Hanover with its 15H and 16M versions. The new 16H and 17H as well as right-hand steering 16H for the British customers, were
also exhibited in Kortrijk. Currently largest three-axle EX 17H as well as the other family members,
are of modular construction; it is 14,220 mm long, 2,550 mm wide and 3,805 mm high, with standard wheelbase for buses with this configuration 6,700+1,300 mm; it is propelled by the Paccar
(DAF) Euro 6 MX11 six-cylinder 435 hp engine coupled with twelve-speed automatic gearbox ZF.

trucks and cars resemble each other. There
are two “causes” for that: they are computer
designed (with same or similar programs),
and they are equipped with parts and components serially produced for a number of
clients. For this occasion in Kortrijk there
were several hundreds of component manufacturers, who offer building of chassis by
the Lego System: engine produced by one
manufacturer, gearbox by another, axles by
third, seats by fourth supplier and etc. There
are many such assembled buses for the European and world roads and they will be increasing, because all of them, facing sharp
competence, aim at cutting the input costs

Among the technical advancements
shown in Kortrijk exceptionally useful for
the professional drivers, it is worth to mention the Volvo invention named Volvo Dynamic Steering – VDS. This revolutionary
novelty was first fitted by Swedish in 2013
in the new generation of the heaviest duty
trucks FH, and now it is offered in 9500,
VDS is based on conventional mechanical steering system with hydraulic servo
device to which electrical motor is connected. The system runs in tandem, and from
the electronic control unit (in the wheels)
it gets information a thousand times per
second that coordinates the steering wheel
position. At low speeds the electromotor
creates additional strength, and at higher
speeds assists the servo system to automatically compensate the effects getting
to the steering wheel from the road ruts and
holes.
Volvo claims that VDS undoubtedly
reduces dangerous vibrations that are conveyed from the steering wheel to the upper part of the professional driver’s body.
According to the study performed in 2011
by the European Agency for Safety and
Health at Work, 54% of women and 37% of
men engaged in the transportation sector
(why don’t they simply say drivers?), suffer
from muscular and skeletal pains. Drivers of
heavy-duty trucks often feel troubles concentrated at the back of their shoulders and
neck, which was also affirmed in the Volvo
studies.

will therefore say that they do not have any
plans for its production, but they just simply
want to hear the public opinion.
And the public is occupied with the dilemma what to comment initially – whether the doors that can be wide opened and
the back doors inversely, the interior which
is full of latest technologies or its splendour
both in space and luxury. Whatever it is, the
comment will be either as short as possible
or too long to explain it here. We will explain
why taking the example of the “captain
type” seats. Single both front and back, they
are equipped with sensors catching the passengers’ vital information displaying them
on the door screen. Vital in terms of heart
pulse rate, stress level and similar medical
and psychical indicators intended ambient
synchronization. Really bizarre!
The concept itself is positioned on
Sorento modified chassis with extended
wheelbase and bid 22-inch wheels. The hybrid powertrain combines 3.5l, V6, 270hp
gasoline aggregate and 130 hp electromotor.
Considering the size, the specified average
7.8 l/100 km does not seem too much, does

Chevrolet Bolt. This is confirmation promised by General Motors that their electric compact unveiled in Detroit as a concept last year will have an autonomy of
200 miles or 320 kilometres and a price lower than 30,000 dollars.
Although the latter promise is fulfilled by the assistance of Obama administration that offers benefits amounting to 7.500 dollars, Bolt is the ideal of the
future situated nowadays. Intensively used light materials are borrowed from
the future such as glass - reinforced plastic, magnesium, aluminium and etc.
They significantly alleviate the 200 hp electromotor operation and 60 kWh batteries weighing full 435 kilograms. From GM say that the acceleration from 0-96
km/h will take less than seven seconds and achieve maximum 145 kilometres
per hour, but they are a little confusing about the charging time. According to
their researches American’s typical daily travel takes 50 miles and Bolt will take
two hours to charge from 240 V wall box for this commute. If a special quick

All heavy goods vehicles - both domestic and foreign vehicles - of more
than 3.5 tonnes that use the Belgian roads must have a working On
Board Unit (OBU).
Even when such vehicles never drive on roads where the charge must be
paid, they do have to be equipped with an OBU.
The OBU records via satellite technology what distance the truck travels
and at what rate.
The data is transmitted via GSM technology to the process center that is
responsible for invoices and payments.
To use an OBU, you must pay a deposit (€ 135/OBU). This will be refunded
when you return the OBU and as far as the OBU is in good condition.

Driving restrictions apply to heavy goods vehicles from 6h00 to 10h00
and from 16h00 to 22h00 every day on the Fatih Sultan Mehmet
Bridge (FSM), which connects Europe and Asia. Vehicles transporting
dangerous goods are allowed to cross the bridge from 02h00 to 06h00.
This regulation is also valid for the transport of “limited quantity” (LQ)
ADR goods.
Vehicles transporting the following dangerous goods: ADR “Class 2
Gases” have to use ferries.
Only cars and vans are allowed to cross the Bosphorus Bridge. Heavy
goods vehicles are forbidden and have to use the Fatih Sultan Mehmet

“SMART LUGGAGE” THAT FOLLOWS PASSENGERS ANYWHERE
Smart suitcases and bags through
which, thanks to GPS, their owners
can always track the location of their
luggage and will provide them with
other useful information, are welcome
in air and in bus passenger transport

he items we use such as telephones,
watches,
glasses,
clothes, TVs, vehicles are becoming increasingly smart , and now
the future is coming when we will use
suitcases and bags falling under this category of smart devices that are welcome in
air as well as in bus passenger transport.
Namely, presentations of such smart luggage such as Bluesmart or smart devices
produced by NUA Robotics, Israel company, are increasing; similar series are also
developed jointly by Samsonite and Samsung.Owing to the GPS therein, owners of
such bags and suitcases can always track
the location of their baggage, and they
will get other useful information.
By way of special mobile application,
a bag will send information to the ownerwhen it is unloaded from the plane or bus
and even when it appears on the luggage
conveyor belt at the airports. Furthermore, it will send notification if someone
tries to open it, and accidental error may
be prevented when a bag goes AWOL.
Samsung and Samsonite also develop
a technology to enable automatic check
of a bag at airports, and the chip fitted
in the bag will notify the airport system
when the passenger arrives at the airport,
and the system will connect the bag with
the flight number and destination – then
the passenger will only leave the bag on
the luggage scale and get identification
on his/her smart phone.
But there is much more, since the
suitcases and bags developed by these
companies have already had their own
power/drive engine (its speed is currently
limited to five km/h) and instead carrying
the bag, it will follow its owner.
