he Jersey City Public Schools has documented many successes,
as seen through this 2011-12 Annual Report. As you peruse
these pages, please take note of the various academic, athletic,
and artistic student and staff awards and achievements that our district’s
schools have attained.
As we move forward into the 2012-13 school year and beyond, I challenge all of us to approach every day in the Jersey City Public Schools
with high expectations and standards for everyone, in the importance of
supported, talented, and qualified educators, and in the power of the
home, school, and community collaboration. I also know that while
there will be challenges ahead, there is no more important mission we
must undertake, and we will only succeed if we undertake it together.

children will be successful. We strive to fulfill that vision by
providing you the quality education you so richly deserve.
In that endeavor, the Jersey City Board of Education has been so proud
to represent you, the JCPS community in the 2011-2012 school year.
By working with the Superintendents and their team of administrators,
union officials, staff, teachers, parents and community members, our
students excelled in every area of study and made us so proud. This year
saw numerous awards, accolades, and scholarships for students and staff
on national, state and local levels in areas ranging from science and math
to reading, writing, documentary, oratory, music, art and sports. How
hard you all worked and how richly you all deserve this recognition!
The backbone and strength of our community has always been the diversity of our school community. This year again, some of the most inspiring and gratifying endeavors we witnessed were those moments that
involved students, families, faculty and staff members coming together
in projects that benefited our community. Thank you for sharing your
successes with us. We are so proud of all of you!

AND BUSINESS OPERATIONS
he Finance and Business Operations Division is primarily responsible for the entities which support the educational objectives of
the district.The finance portion of the division includes the Budget, Accounting, Accounts Payable, Purchasing and Payroll Departments. Operations encompass the Security,Transportation, Food Service, Administrative Services, Facilities and Educational
Planning Departments.
The Finance Office of the Jersey City Public Schools has been recognized for excellence in Financial Reporting by the Association of
School Business Officials International for 14 consecutive years.The Government Finance Officers Association has lauded similar accolades for 15 consecutive years.
Staff accountants, under the direction of the Budget Office and Assistant Business Administrator, create a balanced budget, monitor appropriations and revenues and handle the day to day activities for the Board’s various ledgers, journals and accounts.
The Accounts Payable and Purchasing Departments work hand in hand to assure that goods and services are procured in a timely, cost
effective manner in compliance with all local, state and federal regulations.The payments of funds to the various vendors are then
processed in a timely manner.Twice a month the Payroll Department processes employee payroll for over 5,000 employees located at
over 50 different work locations.
The Food Service Department serves over 4,000 breakfasts, 16,500 lunches and 4,000 snacks to students on a daily basis. It also oversees the School Lunch Application process, upon which so much funding is dependent.The process has been recently streamlined and
highly automated.Verifications are in place to optimize revenue in the application process.The department which is headed by a recent
New Jersey Food Service Director of theYear also provides food for after school meetings, field trips and other public gatherings.The
staff has taken a lead in combating childhood obesity and encouraging healthy eating habits in our students.
The Security Department is responsible for the safety and security of all students, staff and properties. A cadre of well trained security
guards are present, not only during the school day, but at after school and weekend activities providing a sense of calm and security.
Once schools are closed, the 24-hour security patrols visit district sites and respond to emergencies.The Central Office monitoring station is staffed 24-hours per day, every day of the year.The staff monitors burglar alarms, fire alarms and closed circuit television monitors. The Security Department is currently overseeing a multi-year plan to upgrade and install closed circuit surveillance systems at
district sites.

The district’s Facilities Department oversees the cleaning and maintenance of all school facilities. In-house carpenters, plumbers and
electricians join with plasterers and painters to make repairs and improvements to the district’s infrastructure. Contracted vendors are
enlisted to provide services ranging from tree trimming to HVAC upkeep and fire suppression system maintenance.The district employs
an in-house custodial force who clean buildings on a daily basis and maintain clean, safe and orderly facilities for instruction.
The Facilities Department works hand in hand with the Educational Planner in overseeing capital improvements identified in the capital
improvement plan. Recent work which has been completed includes roofing projects and brick work at various schools. Upcoming projects include elevator upgrades and roofing projects.
In Jersey City over 3,000 students are transported by bus to school each day.The Transportation staff manages the assignment of children to routes, the awarding of contracts to vendors and performs safety inspections and evacuation drills on all routes.The department
conducts trainings for bus drivers and bus aides to assure safe driving habits and a safe atmosphere on vehicles.The department also provides transportation services for all student field trips and athletic events.
The district warehouse, mailroom, messenger services, telecommunications needs and student records keeping and reproduction activities are all overseen by the Administrative Services Department.

DISTRICT RECEIVES $2M GRANT
THROUGH ST. PETER’S UNIVERSITY
he Jersey City Public Schools, namely PS #34, was named the recipient of a two-million-dollar 21st Century Grant
which has been awarded to St. Peter’s University. The Expanded Learning STEM Model grant will serve 210 students in Grades 4-8 for the school years 2011-2015 from 3-6 p.m. daily during the school year with a summer
component held at St. Peter’s University in July and August. The selected theme is Science,Technology, Engineering and Mathematics (STEM). It will provide an effective vehicle for reaching a multitude of the NJ Core Curriculum Content Standards. It
also fits well into the strengths and areas of expertise the St. Peter’s College faculty and college students can deliver to the par-
ticipating school children. The four-year program will provide a rich array of activities for students in a motivating learning environment taught by certified teachers. The Jersey City Public Library, Boy Scouts, Liberty Science Center, and the Jersey City
Dept. of Recreation will also collaborate in this venture to bring academic remediation, enrichment, and character education
activities, whether academic, recreational, cultural or artistic. All children will be placed in groups based on their academic
and emotional needs. Services to families will include parenting skills, financial education, and computer applications.

DISTRICT BREAKS GROUND ON
THE NEW PUBLIC SCHOOL #20
n Monday, October 24, 2011, heavy machinery began breaking ground on the site for the new Public School #20
on Ocean Avenue between Cator Avenue and New Street, just across from the Glenn D. Cunningham Early
Learning Center. Parents, teachers, and staff were excited that after a very long wait, things were finally moving
along so that their children may soon realize their dream and fully enjoy the brand new, state-of-the art, PS #20. Senator Cunningham joined Mr. FletcherWalker, PTA President, and Pre-K children to celebrate the occasion.

PS #28 WINS NATIONAL
ENVIRONMENTAL PRIZE
hrista McAuliffe School, PS #28, was proud to announce that their own seventh grade “Project Reservoir” team
won the 2012 Disney Planet Challenge National Grand Prize! Mickey Mouse flew in from Florida to break the
exciting news to a jubilous auditorium full of students, staff, and distinguished guests. The winning seventh grade
class received the following prizes: Expense-paid trip to Walt Disney World in Florida; $10,000.00 grant to continue the project; Student prize packages; Concert for their school. The teachers, Jennifer Mulewski and Robert O’Donnell, received a
$6,000 prize and a trip to the 2013 National Science Teachers Association (NSTA) conference in San Antonio,Texas.
Disney's Planet Challenge (DPC) is a project-based learning environmental competition for classrooms across the United
States. DPC teaches kids about science and conservation while empowering them to make a positive impact on their communities and planet. Project reservoir is a multi-year, multi-disciplinary project designed, implemented, and maintained by the
students of PS #28. The project is focused on the students’ efforts to help revitalize and transform an abandoned local reservoir into a first-class, state-recognized recreation and education center. Throughout the project, the Project Reservoir team has
partnered with the Reservoir Preservation Alliance to identify problems, design innovative solutions, and solicit community
support for their vision. Along the way, the students have enjoyed a unique educational experience and the opportunity to
apply their skills to real world situations. The students have grown in confidence, leadership, and academic knowledge.

PS #5 RECEIVES
$10G GRANT FROM HNBA
he Hispanic National Bar Association (HNBA), one of the largest professional organizations in the United States
and the national voice of the Hispanic community, representing the interests of over 100,000 Hispanic attorneys,
judges, law professors, paralegals, law students, and legal professionals across the country has partnered with our
district. HNBA has adopted Dr. Michael Conti School #5 and hosted a kick-off activity in late March by visiting classrooms
and speaking to middle school students with the goal of increasing awareness of the importance of education and to cultivate an
interest in careers in law. During a press conference at the Westin Jersey City, Newport, HNBA President Benny Agosto, Jr.
and the New Jersey Div. President Ana Maria Tejada presented the school with a donation of $10,000 to initiate the partnership
between the organization and the school. Associate Superintendent Franklin Walker and school principal Wendy Perez, along
with other district officials, were on hand to graciously accept the donation. For more information about HNBA please visit:

PRIORITIES
mproving student performance is the district’s primary objective in the area of student achievement as
it relates to the NJ Department of Education’s assessments - the High School Proficiency Assessment
(HSPA) in grade 11, and the New Jersey Assessment of
Skills and Knowledge (NJASK) in grades 3 through 8.
The goal for all students, general education, special education and English Language Learners is to achieve at the
highest levels.

TESTING INFORMATION: HIGH SCHOOL PROFICIENCY ASSESSMENT
The Superintendent, district and school administrators continue to enhance teaching and learning through integrated and cross-disciplinary curricula aligned to the newly revised NJ Core Curriculum Content Standards (NJCCCS) and the Common Core State Standards (CCSS) adopted in June 2010 by the NJ Department of Education, problem-based learning experiences, and district initiatives
that address the needs of all student groups.
Ongoing, job-embedded, professional development continues to be designed and implemented. These professional development opportunities, coupled with the district’s establishment and support for “professional learning communities” at both the district and
school levels, enable teachers and administrators to work individually and collaboratively on developing instructional plans and activities that are standards-based, guaranteeing the achievement of the Common Core State Standards (CCSS) and the NJCCCS.

BUSINESS TECHNOLOGY
he Business Technology department of the Jersey City Public School District has the primary responsibility
for the maintenance of the core components and central operation of the computer network that supports
the entire school district. This department functions as the backbone of the district’s information system,
which provides an interface to all the schools for access to a central database.We provide the experience and technical knowledge to the district business operations and critical functions.These critical functions are usually supported
by software packages, which include Student, Employee, Finance, Fixed Assets,Warehouse, and Human Resource
Management Systems. These systems in turn allow the district to implement our fiscal responsibilities under state
and local government guidelines.
The department develops, implements, and enforces operational procedures and security standards for maximum
software access with modifications that ensures the integrity of the district’s computer programs and associated data.
We also develop, test, and maintain web-based applications to increase efficiency in management control.
Our goal is to move towards transforming the Jersey City School District into the most efficient and effectively run
business entity within New Jersey by utilizing the latest technological innovations available. With that said, we
planned and implemented a new financial software system called Alio and a student management system called Infinite Campus.
It has been a very exciting year for us as we set goals in the beginning of 2011 and worked diligently to reach
and accomplish them. Some of these goals are:
• Implementation of new student management system Infinite Campus;
• Implementation of new finance software Alio;
• Upgraded the technology core infrastructure;
•Wireless for every Public School’s classroom including hotspots;
• Meet new NJ SMART initiatives for data collection of Course Staff and Student data.
Department responsible for:
• coordinating upgrade of ourWAN to EVPL service where in Central Office four (4) Gigabit Ethernet circuits were installed by
Verizon;
• coordinating an upgrade of our forty-three (43) remote schools to 50Mbps EVC;
• maintainingVerizon school and Central Office telecommunications;
• coordinating an upgrade of Core Infrastructure in Central Office which consisted of new Firewalls, newWAN and Internet
routers, new UPS, new Network Switches, and new APs;
• troubleshooting internal networks and school application issues;
• managing the Help Desk/Technical Support;
• managing connectivity requests for Novell, GroupWise, NJDOE, NJSMART, andVPNs;
• working with stakeholders to define business and systems requirements for new technology implementations;
• overseeing all reports and documentation related to network and systems operations;
• developing maintenance schedules for network and systems equipment including Backup of Data;
• developing and implementing all functional policies and procedures, including those for network architecture standards,
purchasing, and service provision;
• archiving district emails to meet Federal and State regulations;
• ensuring that proposed and existing systems architectures are aligned with organizational goals and objectives;
• providing architectural expertise, direction, and assistance to district staff and partner vendors;
• conducting research on emerging technologies in support of systems development efforts;
• recommending technologies that increase cost effectiveness and systems flexibility;
• designing and implementing a new district Internet and Intranet web presence;
• supporting 35,000 end-users at over 34 remote locations with over 8,000 network devices.

• Infinite Campus - The Educational Technology Department has provided project management for the implementation of the new Student Information System that will provide teachers and administrators with integrated tools
needed to streamline student management, administration, collaboration, and instruction.The web-based system is
going “Live” September 2012.
• Erate – The Universal Service Fund (eRate ) makes discounts available to eligible schools for telecommunication
services, Internet access, and Internet equipment connections.The Educational Technology Department submitted
the district’s eRate application resulting in a reimbursement check for $1.3 million dollars in November 2011, an
anticipated reimbursement check for up to $1.8 million dollars in fall 2012, and up to $4 million dollars of services and equipment for 2012-2013 school year, if approved.
• Moodle – The Educational Technology Department has implemented and maintained an online e-learning platform
used by the district for professional development, student supplemental coursework, and business settings. Online
student courses include NJ ASK Prep, Economics, and CivilWar. Professional development courses include Data
Ethics, Infinite Campus SIS, and Computer Application Guides. Business topics include Excel Mini Tutorials, GoTo
Meeting, and The Greening of Education.
• Thomas Purwin, Director of Educational Technology/Information Systems, is a member of the Common Education Data Standards project, a national collaborative effort to develop data standards for sharing information within
and across Early Childhood, K-12, Higher Education, andWorkforce. For more information visit

• Online Data Ethics Course – The Forum Guide to Data Ethics, a project initiated by the Director of Educational
Technology/Information Systems, has been migrated as an online course for certification on the district’s Moodle
open-source e-learning platform. Over 1,000 teachers, administrators, and Cabinet members have been certified
through this process.The Educational Technology Department continues to provide access to the online course for
new data handlers and will maintain and monitor the online test and certification process.
• Civil Rights Data Collection (CDRC) - The Director of Educational Technology/Information Systems was a member of a national CDRC committee to identify procedures and policies for this mandatory web-based survey tool
data collection. All schools in the country will be providing information on student enrollment, race/ethnicity, sex,
disability, 504 accommodations, LEP status, Early Childhood/Prekindergarten enrollment, course participation,
teacher certification, teacher years of experience, retention of students, suspensions/ expulsions, discipline, and finance data. Schools will be completing the surveys in fall 2012.
• PARCC – Partnership for Assessment of Readiness for College and Careers (PARCC) is a 24-state consortium
working together to develop next-generation K-12 online assessments in English and Math.The Educational Technology Department is working with other staff to make sure the district’s infrastructure and internet-ready technology devices are compliant with PARCC specs to enable students to complete PARCC assessments.

EARLY CHILDHOOD
he Preschool Program is a full-day educational program for 3- and 4- year old children living in Jersey City.
Our Program incorporates a “mixed delivery” system to ensure that eligible children have the opportunity to
enroll. Since the district does not have enough space within existing buildings to meet the demand for the
Preschool Program, a partnership with Contracted Childcare Providers was established. The Contracted Provider
sites offer the same quality educational program as the classrooms in the public school.
The New Jersey certified preschool teachers implement the High/Scope research-based preschool curriculum,
which is aligned to the “Preschool Teaching and Learning Standards”, adopted by the New Jersey State Department
of Education. High/Scope is an open framework of developmentally appropriate educational practices based on the
principles of child development and supports children actively participating in their learning.The children actively
participate in building their learning experiences as they plan, carry out, and reflect upon the activities in which they
engage.
Jersey City Public Schools Preschool Program initiated a Pre-K STEM Initiative in an effort to support the building
of a solid foundation in science, technology, engineering, and mathematics. The three over-arching goals of the initiative are:
1.To develop students’ knowledge of the preschool scientific method and ensure the components of the method become part of their thinking;
2.To increase teachers’ scientific knowledge as a means to effectively scaffold student learning, plan for next steps,
and document student learning; and
3.To establish purposeful interactions with families by extending the preschool scientific method into the home and
sustaining gains made at school.
Since the Pre-K classroom is arranged into sections to reflect a variety of interest areas and types of play, the teachers are able to infuse STEM concepts into everyday activity seamlessly. For example, there’s house area where children can investigate plants that can be eaten; a book area to read books about planting seeds; a block area to build
and engage in experiences with ramps; a sand area to predict how much sand it might take to fill a variety of containers; a water area to explore how water can move objects; and an art area where children have opportunities to explore the possibilities of new and exciting color variations by mixing various colors of paint.
The Preschool Program recognizes young children’s intellectual, social, and physical needs and encourages children
to initiate their learning activities within a supportive, educational environment. The Preschool Program also strives
to create the most compassionate learning environments for children. Early Childhood nurses, Bibi Mangar and Arturo Tolentino, along with the staff members of the Claremont Avenue Early Childhood Center,The Glenn D. Cunningham Center, and the Curries Woods Early Childhood Center were awarded “The Asthma Friendly School Award”
by The Pediatric/Adult Asthma Coalition and the American Lung Association of New Jersey in recognition of their
efforts to enhance the quality of education for students and staff who face the challenges of asthma.
The Early Childhood Advisory Council, an essential advisory component of the Preschool Program, meets regularly
to discuss the education and welfare of the children enrolled. The Council includes representatives from higher education, health agencies, Head Start, childcare centers, district staff, parents, and other stakeholders. The group of
volunteers helps the district to ensure that the preschool program is based on student needs, strengths, and interests.

SPECIAL EDUCATION
he Jersey City Public School District is dedicated to the proposition that students with disabilities are entitled to a free and appropriate public education, which must be provided in the least restrictive environment.
It is the District’s goal to establish high standards and expectations for all students. Based on the belief that
all students can learn and benefit from instruction, the District continually strives to include students with disabilities in the mainstream of general education programs. The District appreciates and encourages diversity within our
student population and recognizes the fact that general education and special education share the responsibility for
planning and implementing inclusive practices and programs. The District further recognizes that students with disabilities may require program modifications and supports in order to access and progress in the general education
curriculum within the general education programs. It is the District’s mission, therefore, to foster collaboration
among school staff, families, and students in order to provide support for students with disabilities, their parents, as
well as, general and special education teachers regarding the implementation of individualized educational programs
in general education programs. Jersey City Public Schools Department of Special Education was selected for the
fourth year in a row to be the official representative of Special Olympics “Spread theWord to End theWord” Project
Unify. The department hosted 2,500 students in St. Peter’s University,Yanitelli Center (see photo below). Diversity,
pride and respect were emphasized through song, dance, skits, and poetry.The department will serve as the model
district for planning and implementing the Unify Rally.
