Pharmacies in the Jacksonville-area Target department stores will be converted to
CVS Pharmacy locations in March or April.
CVS Health Corp. and Target Corp.
announced Dec. 16 that CVS Health completed the purchase of Target’s pharmacy
and clinic business for about $1.9 billion.
CVS Health acquired Target’s 1,672
pharmacies in 47 states.
Woonsocket, R.I.-based CVS will brand
them as CVS/pharmacy and operate them
through a store-within-a-store format.
CVS Health also will rebrand 79 Target
clinic locations as MinuteClinic.
Minneapolis-based Target said it will
include a CVS/pharmacy in all of its new
stores that offer pharmacy services.
CVS Health also said it would open up
to 20 new clinics in Target stores within
three years.
All Target pharmacies and clinics are
expected to be rebranded within six to nine
months of the acquisition.
A spokewoman confirmed the Jacksonville timeframe.
CVS Health operates more than 9,500
retail pharmacies, more than 1,100 walk-in
clinics and is a pharmacy benefits manager
with more than 70 million plan members,
among other services.
Target’s website shows its eight stores in
Jacksonville and at least three more in surrounding counties have pharmacies.
CVS Health operates more than 30 pharmacies in the Jacksonville area and at least
six have MinuteClinics.

One Spark merging with Art Walk for April event

One Spark merged with Art Walk, added
access to venture capital for a select few
exhibitors and will have a day-long seminar for entrepreneurs and small business
owners.
That’s the plan for the fourth edition of
what began in 2013 as the world’s largest
crowdfunding festival.
Details were released Monday at Hemming Park for One Spark 2016 –– essentially a noon-10 p.m. expanded version
of Downtown Vision’s April 6 Art Walk,
dubbed First Wednesday Spark Walk.
Downtown Vision Inc. CEO Jake Gordon
said there will live music and food trucks
along Laura Street from Hemming Park to
the Jacksonville Landing.
“Keeping the street party atmosphere is
crucially important,” Gordon said.
“It will be a high-energy 24 hours instead
of a high-energy 72 hours,” said Peter
Rummell, One Spark board chair.
Up to 120 exhibits will be set up along
Adams Street between Hogan and Main
streets and along Laura from Adams to the
Landing.
People interested in sharing their ideas
at Spark Walk may visit OneSpark.com to
apply no later than Feb. 29.
Applicants selected to participate will be
notified by March 15, with a $50 registration fee due by March 18.

Jacksonville Riverfront wasn’t the
only development for the Northbank Riverwalk last week.
The St. Johns Water Management District notified the city Friday it has received permit applications to replace Coastline Drive
and the Liberty Street bridge.
The latter was a portion of the
Northbank that fell into the St.
Johns River last February, spur-
ring more than a year of the
bridge being shut down and
consistent inspections. That part
of Liberty Street is considered a
bridge because it’s over water.
The project also includes demolition of the old Duval County Courthouse parking lot that
adjoins the collapsed area.
The project is scheduled to start
June 30 and end a year later,
according to an environmental
resource permit.
Mayor Lenny Curry proposed
a quicker fix than previously
planned.

Part of that change meant getting rid of the courthouse parking
lot between Market and Liberty

at $17 million — $12 million of
which is borrowed.

In another twist in Florida’s
redistricting legal saga, Secretary
of State Ken Detzner will ask a
federal appeals court to dismiss
him from a lawsuit filed by U.S.
Rep. Corrine Brown that challenges her redrawn district.
Detzner’s attorney filed a notice
last week that said the secretary of
state is appealing a district court
ruling that kept him as a defendant in Brown’s lawsuit, which
argues a new redistricting plan
violates the federal Voting Rights
Act.
The secretary of state, Florida’s
chief elections officer, has contended for months he is legally
shielded from being a defendant
in the case.
A document filed in September,
for example, said Detzner, “as a
matter of law, is not responsible
for congressional redistricting —
that is uniquely a legislative function.”
But a three-judge panel handling Brown’s case in U.S. District
Court in Tallahassee last month
rejected Detzner’s argument that
he should be dismissed from the
case.
That ruling said, in part, that
Brown is not suing Detzner
“merely because he sits nominally at the top of an agency
far removed from any challenged
conduct.”

for many aspects of elections in
Florida, including maintaining
uniformity in the interpretation
and implementation of Florida’s
election laws … registering voters
… bringing actions against local
election officials to enforce Florida election law … gathering information on voting irregularities …
and certifying the qualifications
and nominations of candidates
for office,” the ruling said.
The notice of appeal filed last
week does not provide detailed
arguments, but it cites the districtcourt ruling. The issue will go
to the 11th U.S. Circuit Court of
Appeals in Atlanta.
The Florida Supreme Court in
December approved new congressional districts after a long
— and often messy — legal fight
stemming from arguments that
the Legislature violated the antigerrymandering “Fair Districts”
redistricting standards approved
by voters in 2010.
Brown, a Jacksonville Democrat, has played a high-profile
role in the debate as she has
sought to block major changes to
her district, which has stretched
from Jacksonville to Orlando.
Under the plan approved by
the Supreme Court, the district
will change dramatically, running
from Jacksonville to Gadsden
County, west of Tallahassee.
The longtime congresswoman
argues the new east-west configuration of the district could violate
the Voting Rights Act because it
would diminish the opportunity
for black voters to elect a candidate of their choice.
Brown initially filed the lawsuit
in August, naming Detzner and
the Legislature as defendants. The
case was put on hold in September and then moved forward after
the Supreme Court decision in
December.
The federal district court has
said a hearing could be held
March 25, if needed.

“We want to make entrepreneurs aware of the resources
available right here in Jacksonville,” she said. “We’re not Silicon Valley and we’re not Austin
(Texas), but we’ve gotten a taste
of Jacksonville as a hub for innovation.”

foreclosure lawsuit.
Rogers Towers has defended
Steve Atkins’ Barnett Tower entity since Stache Investments — a
group led by Jacksonville Jaguars
owner Shad Khan — filed suit last
year claiming it’s owed almost $4
million for loans made to assist
the Downtown project.
On Thursday, Rogers Towers
filed a motion to withdraw as
counsel for Barnett Tower.
The motion said Barnett Tower
has “failed to substantially fulfill
an obligation to the undersigned
counsel” and has been given reasonable warning on the matter.
A hearing has been scheduled
for 10 a.m. Feb. 29 on the issue.
Atkins, principal of the SouthEast Group, would only say Friday that Rogers Towers was still
representing him.
“We’re working on resolving
everything,” he said, adding it
would be in a “positive” way.
He declined further comment.
Calls to Rogers Towers shareholder Fred Franklin went unreturned.

Lawmakers leave gay Lobbying firms

It’s been more than a year since
same-sex marriages became legal
in Florida, but a state law banning the unions is still on the
books and a proposal to repeal it
seems doomed.
Clearing the statutes of the gaymarriage ban is among a handful
of measures dealing with LGBT
issues either ignored by the
Republican-controlled Legislature or fated to fade away before
the 2016 session ends next month.
Only one piece of legislation
— aimed at giving lesbians the
opportunity to be named as a
“parent” instead of a “father” on
birth certificates — has even a
chance of passing this session and
that chance is extremely thin.
The birth certificate measure,
the proposed repeal of the ban on
gay marriage and a third bill that
would allow pastors to refuse to
marry same-sex couples — something already guaranteed under
the First Amendment — are byproducts of court decisions striking down same-sex marriage
bans as unconstitutional.
A closely divided U.S. Supreme
Court in June ruled that samesex couples have a fundamental right to marry. The decision
came nearly a year after a federal
judge in Tallahassee struck down
Florida’s voter-approved ban on
gay marriage as unconstitutional.
U.S. District Judge Robert Hinkle’s ruling went into effect in
January 2015, nearly six months
before the high court decision,
but Hinkle has yet to issue a final
order in the case.

The “pastor protection” act,
which religious conservatives

marry same-sex couples, is headed to the House floor for a full
vote and is slated for a final Senate committee vetting this week.

Changing the state Constitution, amended by voters to
include the gay marriage ban in
2008, would require a statewide
vote. But, for many Floridians,
leaving the ban in legislatively
written statutes carries more than
a symbolic threat.
Rep. Alan Williams, D-Tallahassee, who filed the measure to
repeal the law, said he wanted to
amend Florida’s statutes to reflect
the Supreme Court decision and
to provide assurances to clerks
of court, some of whom initially
balked at Hinkle’s ruling, based
on advice from their lawyers.
For Rep. David Richardson, the
sponsor of the measure dealing
with birth certificates, the issue is
even more personal. The Miami
Beach Democrat is the only openly gay member of the Legislature.
Richardson tried to get Ritch
Workman, R-Melbourne, to
include the repeal of the gaymarriage ban in what is known
as a “reviser” bill, passed by lawmakers annually to clean up state
statutes.
But Workman said reviser bills
are supposed to correct errors
such as punctuation and grammar and aren’t intended to deal
with policy issues.
Richardson said he understands that Republicans control
the agenda in Tallahassee, but he
called the repeal of an unconstitutional law a “no-brainer.”

birth certificates to reflect the

unanimous
approval from a House committee this month after he amended
the measure to ensure that documents will still label husbands as
“father.”
But the measure has two more
committee stops before it is
scheduled to go to the House
floor and a Senate companion bill
has not received a hearing.
Meanwhile, the issue may be
settled in court if lawmakers
don’t act.
Two female couples and an
advocacy group are asking a federal judge to require the Florida
Department of Health to list both
spouses on birth certificates of
children born into same-sex marriages — as the department typically does when married parents
are a man and a woman.
Lobbying firms collected more
than $30 million during the final
three months of 2015 for their legislative work — and topped $130
million for the year, according to
estimates posted online Monday
afternoon.
The payments to lobbyists from
Oct. 1 to Dec. 31 came as the
Capitol prepared for an unusually early 2016 legislative session,
which started Jan. 12.
A report posted on a state
website Monday — a day after
lobbying firms were required to
file compensation reports — estimated lobbyists were paid $30.9
million for fourth-quarter legislative work.
That compared with an estimated $28.15 million during the
same time period in 2014.
Similarly, a cumulative estimate for 2015 totaled nearly
$131.5 million, up almost $12 million from a similar estimate in
2014, according to the reports.
Lobbying firms are required
each quarter to file reports that
give a picture of how much they
were paid by clients.
But in most cases, the exact
amounts paid to firms are
unknown because the reports list
compensation in ranges, with the
estimates based on the midpoint
in each range.
For example, a firm could
report receiving $10,000 to
$19,999 from a client, with the
estimate at $15,000.
But this much is clear: Four
firms — Ballard Partners, Capital
City Consulting, Ronald L. Book
PA and Southern Strategy Group
— each reported getting paid at
least $1 million during the fourth
quarter for their legislative work.
Some of the firms that pulled in
the most money got large chunks
from clients in industries such as
gambling and health care.
The firm Greenberg Traurig,
which reported an overall total
of $500,000 to $999,999 for the
quarter, was paid $69,000 by the
Seminole Tribe of Florida.
The tribe negotiated a proposed $3 billion gambling deal
with Gov. Rick Scott’s administration late last year but still
needs legislative approval.
Among the large payments
in the health-care industry, the
lobbying firm The Rubin Group
reported receiving $56,000 from
HCA, which operates hospitals
throughout the state.
Overall, The Rubin Group
reported earning $500,000 to
$999,999 during the quarter.

be appropriated in fiscal 2016-17,
also good for tops on the working
capital projects list for that year.
According to city reports, a
request for proposals on the work
is anticipated to be sent to three
design-build firms by the end of
the month. Those firms qualified
late last year.
Replacing the Coastline Drive
section of the Northbank always
has been part of the plan, too. It
remained open until Thursday
when the Florida Department of
Transportation ordered it closed
due to increased deterioration.
That’s caused the Hyatt to no
longer be able to use its Coastline Drive entrance and drop-off
point, instead setting up along
Newnan Street.
