Overview
Since the 1909 opening of Ford Motor Company’s Hapeville plant, the automotive industry has
been an important part of Georgia’s economy. Family-owned Blue Bird began operations in
1927 with facilities in LaFayette and Fort Valley and in 1947, General Motors opened its
Doraville plant. Today, the automotive and related industries employ over 41,000 Georgians.
The motor vehicle and motor vehicle equipment industries alone contribute over $2.6 billion to
the state’s gross product.
Moreover, the industry is having a profound impact on the economy of the Southeast overall.
Since 1990, four major assembly plants have opened across the region. The Honda plant in
Lincoln, Alabama saw its first vehicle roll off the assembly line in December of 2001. An
additional facility, Nissan in Jackson, Mississippi is slated to open in the summer of 2003. In
Hinesville, Georgia, eMotion Mobility is making plans for the 2004 opening of its electric
vehicle production line. Over 231,000 workers in 1,323 facilities across the region produce
motor vehicles and motor vehicle components. Several foreign-owned automobile manufacturers
have chosen to take advantage of Georgia’s many business-friendly attributes and transport
capabilities by selecting the state for U.S. headquarters operations. Porche, Saab, Lotus and
Daewoo are among those locating in Georgia.
An abundant, trainable workforce, a vast supply of affordable land for expansion, and proximity
to major transportation hubs originally brought the world’s premier automotive manufacturers
south. These same assets draw producers today. In June of 2001, Business Facilities Magazine
ranked Georgia as the second best location in the United States for the growing automotive
industry based on related employment growth. The slow deterioration of the region’s textile
industry has freed up an eager, production-oriented work force. While never a huge presence in
the South, organized labor influence has steadily declined over the past 20 years, resulting in a
largely independent work force. The region’s robust population growth, mainly due to inmigration, constantly replenishes the supply of potential workers. Competitively priced land,
construction costs and operating costs continue to make the South one of the country’s most
fiscally attractive places to locate. Atlanta’s world-class airport, extensive rail and highway
systems and bustling international ports of Brunswick and Savannah connect the region to
consumers all over North America and the world. Being closely connected to world economies
is paramount in the automobile industry’s increasingly competitive and global market.
Now, as the South’s population and economic growth outpace that of other areas, producers find
themselves favorably located in the U.S. market place as well. Georgia is centrally positioned in
the middle of the country’s largest motor vehicle market with year 2000 sales of over 6.5 million
cars and trucks.

Growing industry globalization and consolidation force automotive industry participants to seek
a competitive edge. Often location makes all the difference. Proximity to customers, end-use
markets, skilled labor, and international transportation capabilities have become more important
than ever. The following discussion of current production, the region’s work force, market
potential and transportation alternatives illustrates why Georgia continues to be one of the top
locations for automotive industry expansion.

2,000 jobs so the plant can produce the popular
Maxima in addition to its current models. eMotion Mobility’s new electric vehicle assembly
plant in Hinesville Georgia, near Savannah, will begin operation some time in 2004.
In terms of vehicle units produced, Georgia ranked second in the region and ninth in the nation in
2000.

Together these assemblers help Georgia and the Southeast maintain a stronghold for the
production of motor vehicles while creating a substantial local market for the region’s
automotive component manufacturers. Large and small operations are taking advantage of the
South’s growing component market. Georgia alone has over 150 larger (companies employing
50 or more) components manufacturers.
Since the announced opening of the Honda plant in Lincoln, Alabama, in the northeastern part of
the state, a number of component manufacturers have located in Georgia. In all, five Georgia
companies supply parts to the Lincoln plant. These suppliers have invested $188 million and
created 2,100 jobs according to Georgia’s Department of Industry, Trade and Tourism.1
In the Southeast, auto component manufacturers with 50 or more employees number over 600. A
complete listing can be found in the Appendix. A map locating Georgia auto-related companies
with 100 or more employees is found on the following page.
During 2001, several automotive industry companies came to Georgia. The addition of these
operations has helped increase the state’s industry presence and provide additional materials
support for companies already residing in Georgia and surrounding states.

The South’s strong work force draws automotive manufacturers to the region. Nissan Senior
Vice President of North American Manufacturing, Emil Hassan, said his company decided “from
the beginning” to locate its first North American plants in the Southeast because “it was the best
location for having a good, reliable, trainable work force.” Hassan believes that “if you have
good people, other things will follow.” Robert Hitt, a spokesman for BMW, said his company
chose its Greer, South Carolina manufacturing location for a number of reasons including the
area’s reputation for a strong work ethic. 2
In the past, some have argued that rural southern workers would have a difficult time matching
the quality and efficiency levels of veteran automotive workers elsewhere in the country.
According to industry measurements from J.D. Power and Associates and Harbour and
Associates, just the opposite is true. “Even the newly trained workers of Toyota’s Kentucky
Camry plant and Nissan’s Sentra and pickup plant in Smyrna, Tennessee, built vehicles at higher
quality and productivity levels than their highly skilled U.S. competitors.”3
Over the past two years, Ford’s Hapeville, Georgia plant has rated first and second respectively
in Harbour & Associates’ efficiency ranking of auto plants. Additionally, the Hapeville plant
was top ranked among Big Three auto makers’ plants last year on J.D. Power’s quality report
card.4
Employment
Despite industry consolidation, competition from offshore competitors and increased
mechanization Georgia’s automotive work force is growing. As of 2001, 42,465 employees
representing nearly every SIC work in auto-related industries. These workers comprise 7 percent
of all manufacturing employment in the state. In 1997, auto related employment represented 5.4
percent of total manufacturing jobs.

The Southeast overall has also experienced an increase in the number of automotive related
employees. However, automotive employment as a percentage of total manufacturing
employment has declined since 1997. Auto-related industries in the region employed 226,000
people in 1997, or 7.3 percent of total Southeastern manufacturing employment. As of 2001,
automotive related workers represent 7 percent of all manufacturing employment in the region,
roughly 231,000 workers.

To capture the entire picture of auto-related employment, several major SIC groups must be used.
For example, a tire manufacturer would not be classified under SIC 37 for transportation
equipment, but rather under SIC 30 for Rubber and Miscellaneous Plastics Products. Therefore,
the numbers in the following chart constitute only the auto-related employees within the six
major SIC groups employing 1,000 or more, not the total employment for that category.

As one would expect, the transportation equipment classification (SIC 37) accounts for the most
significant portion of auto-related employment in Georgia. About 38 percent of auto-related
employment in the state falls into this category. Rubber/Plastics and Electronics together make
up another 30 percent of the total auto-related employment. These numbers point to not only a
solid assembly workforce, but also an extensive labor base for equipment supplier classifications.

Wages
As illustrated by the previous chart, four SICs make up the majority of auto-related employment
and thus should be the most indicative of the major trends in wages. The Bureau of Labor
Statistics reports that for companies in these SICs, Georgia’s 2000 weekly wage rates averaged
approximately $143.00 below the national average.

While employment in auto-related industries remains strong, union membership has been
declining slightly in the state. The total number of unionized workers in the major auto industry
related organizations, the United Auto Workers and the Teamsters, is about 8,000 or less than 19
percent of the 42,465 auto-related workers in the state.
Robert Neubert, Ernst & Young’s National Director for Manufacturing Industry Services, says
the South is becoming more and more attractive to industry because of the region’s limited union
presence. “It’s clear that the flexibility of the work force is much higher in the South than in
some of the Northern states,” where unionized workers might resist new plans that alter workers’
roles and threaten job security.5

Training
Some automotive industry experts say the South’s work force training programs are its biggest
draw. Sean McAlinden, a director at the Center for Automotive Research in Ann Arbor,
Michigan, said that Southern states go beyond tax incentive packages that are typically offered in
the North and Midwest by funding training programs tailored to fit the needs of individual
companies. McAlinden says that “the training is probably much more important than the tax
incentives, especially to international companies.”6
Georgia’s Quick Start program provides job specific training at no cost for new and expanding
companies. Quick Start, a division of the Georgia Department of Adult and Technical
Education, has trained over 325,000 employees for over 3,100 companies since 1967. In October
2001, Expansion Management magazine named Georgia the nation’s top state for work force
training – an honor largely due to the success of Quick Start programs.
Companies like Siemens Energy & Automation have found Quick Start to be an integral part of
the success of their Georgia operations. According to Terry Pissell, Plant Manager, "The
outstanding work of the Quick Start team helped our Siemens Dahlonega facility get up and
running last year. Each member was extremely professional and dedicated to our goals. With
their efforts, we were able to staff, train and orient a large group of employees with minimal or
no adverse effect on our customers. I would highly recommend any industry beginning operation
or adding a large number of staff to consider taking advantage of the many helpful programs
offered by Quick Start."
Charlie Johnson, President and COO of Cessna Aircraft has stated that finding, attracting, and
especially training good people are the hardest things for employers to do. Quick Start helped
fulfill his organization’s training needs. He was particularly impressed with the speedy
integration of trained workers, the quality of training and the training materials. He largely
credits the Quick Start program with the company’s outstanding first time start-up.
Don Wieser, Vice President of Manufacturing at Kubota Manufacturing of America Corporation,
Gainesville, Georgia, credits the effectiveness of the Quick Start training program with his
operation’s low turnover rate, which has been below 1 percent over the past five years.7
Automotive industry companies like Cooper Tire & Rubber, PPG Industries, ZF Industries, and
Tenneco Automotive have taken advantage of Georgia’s Quick Start incentive.

Market Potential
Georgia is at the center of the growing southeastern market for passenger cars and light vehicles.
In 2001, U.S. automobile makers sold around 17.2 million cars and light trucks, with over 35
percent of that volume generated in the South. Although western states have experienced the
greatest annual growth in auto purchases, forecasters predict that the South will continue to be
the auto industry’s strongest North American market.

In 2000, Georgia accounted for an almost 3 percent of total new car registrations in the U.S.,
while other southeastern states (Alabama, Florida, North Carolina, South Carolina, Tennessee
and Mississippi) accounted for an additional 16 percent. Residents of Florida registered around
762,000 new cars making that state second only to California in terms of new car registrations.

In the South, healthy population growth shows no signs of slowing, further supporting a
continued strong market. Historically, automotive manufacturers have considered consumers
between the ages of 15 and 44 to be their primary targets. This age group represents 42 percent
of the southeastern population.

Population projections for 2006 show the Southeast will continue to track the U.S. percentages
for this age group. As baby-boomers age, automobile makers will increasingly market to
consumers in the 45 to 64 age bracket. With generally higher disposable incomes, appetites for
more expensive cars, and growing numbers, the 45+ group has the potential to become the auto
industry’s most viable market. In Georgia, this age group is projected to increase by 344,183
over the next five years while the 15 to 44 group will only increase by 108,000. In the Southeast,
the 45 to 64 group will increase by almost 2 million. In Florida alone, this lucrative target market
will increase its numbers by 676,000.

Another good indicator of market potential for more expensive consumer items is household
income growth. With a 4.4 percent compound annual growth rate over the next five years,
increases in Georgia’s household income levels will outpace those of the U.S., the Southeast
overall and every state within the Southeast.

Rounding out Georgia’s advantages for the auto industry is the Georgia Ports Authority’s auto
terminal on Colonel’s Island in Brunswick. The port’s capabilities, combined with an extensive
rail road infrastructure anchored by CSX and Norfolk Southern, make the Port of Brunswick an
ideal place for auto export and import. Detailed information on Colonel’s Island follows.
Savannah’s Garden City terminal is also heavily involved in moving southeastern production to
markets around the globe. The Garden City Terminal is the exclusive embarkation port for
vehicles en route from BMW in Spartanburg, South Carolina and Mercedes in Vance, Alabama
to destinations in Australia.

Port of Brunswick – Colonel’s Island
The Georgia Ports Authority auto terminal on Colonel’s Island had a record year in FY2001 for
the number of units handled via the facility located at the Port of Brunswick.
During the twelve-month period ending June 30, the Colonel’s Island Auto Facility moved
218,586 units across the docks at the Brunswick terminal. This reflected a 12 percent increase
over last fiscal year and surpasses the all time record for units handled in one fiscal year.
The presence of three international auto processors, Amports, Atlantic Vehicle Processors, Inc.
and International Auto Processing, Inc., offers customers a wide range of auto processing and
distribution services ranging from total refurbishment to mechanical and cosmetic enhancements
for import and export vehicles.
The Colonel’s Island auto facility includes 300 acres of improved land and three berths. In
addition, the terminal is poised for significant growth in the future with more than 1,100 acres
presently available to support further development of the automobile import/export trade.
Distribution through superior rail and highway connections makes the terminal a desirable
location to auto makers. Norfolk Southern and CSX Transportation provide convenient direct
service to Colonel’s Island, Georgia (Mid Harris) via the Golden Isles Terminal Railroad, a short
line railroad providing both line-haul and switching services.
Eight prestigious steamship lines, American Roll On Roll Off Carrier, LLC, Hual North
America, Hyundai Merchant Marine, K-Line, Mitsui O.S.K. Lines, NYK Line, VW Transport
and Wallenius Wilhelmsen Lines, currently provide service to various destinations located
worldwide. More than ten auto-trucking lines service the terminal, including Allied Systems,
Auction Transport, Auto Elite, Centurion Auto Transport, Commercial Carriers, Fleet Car

Carriers, Jack Key Auto Transport, Legion Transportation, Inc., Sunbelt Auto Carriers, Inc. and
Waggoner Trucking.
Automobile manufacturers utilizing the terminal for inbound services include Audi, Hyundai
Motor America, Jaguar Cars, Land Rover North America, Inc., Mitsubishi Motor Sales of
America, Saab Cars U.S.A., Inc. and Volkswagen of America Inc. Outbound auto shippers
include Ford Motor Company, General Motors Corporation and Mercedes Benz. American Auto
Logistics, Inc. imports and exports vehicles for the U.S. Government’s Military Traffic
Management Command via Brunswick, as well.

With the navigation improvement project underway to deepen the river channel to 36 feet by
2004 and the completion of the new Sidney Lanier Bridge, growth of the GPA Colonel’s Island
facility is projected to continue in terms of the volume of units handled via the Port of
Brunswick.
