At Our Family Services, we embrace continuous improvement
and change. We work hard and smart to ensure that we are in
tune with the needs of our community and
particularly our most vulnerable neighbors.
Throughout this annual report, you’ll see
the results of the programs and services
we provide reflected in descriptions,
numbers and graphs.
Even more important are the stories
behind those numbers…the people we
serve. People who hold the same hopes
and dreams, the same aspirations, as all
of us.

We are fortunate to work in a community that partners and
collaborates so that the most people in need can be served
as efficiently and effectively as possible. Our Family Services
routinely works with our funders, with government entities,
with other businesses both for profit and not for profit, to make
sure that each dollar invested through Our Family Services is
used wisely and well.
We are grateful for the many volunteers who contribute their
time and resources to better our community. We appreciate
the talented staff members who bring their best selves to work
each day.

Imagine living in a community whose cultural norm is
respectful, effective resolution to conflict. What would that look
like in our public schools, neighborhoods, and businesses?
What if respectful dialogue to resolve issues was the
standard applied to our toughest conversations – healthcare,
immigration, transportation, education?
During the last year, a tireless corps of community leaders
dedicated countless hours and extraordinary expertise to
explore precisely that vision for Southern Arizona.
Working alongside Our Family staff, this group of volunteers
from a multitude of backgrounds brought their shared passion
for increasing access to alternative dispute techniques to
the table to create the Center for Community Dialogue, a
central hub for resources, services and training in a variety of
communication and conflict resolution practices.
Our Family’s Community Mediation program has been helping
Tucsonans resolve their disagreements since 1979. Hundreds
of volunteers have been trained in mediation, and they have
helped thousands of Southern Arizonans come up with their
own solutions to neighbor, workplace and personal disputes.
Today, that program continues as part of the menu of services
of the Center, along with facilitation services, training in a
variety of communication methods, and community events
that help build skills and spark constructive dialogue.
Our community is extremely fortunate to be home to experts
like Ann Yellott, Mark Homan, Pila Martinez, Rita Pollak, Dot
Kret and Del Jones. These individuals have not only given of
their time serving as leaders and volunteers, but exemplified
the spirit of collaborative community-building by bringing
together diverse groups and interests in a central hub to make
most effective use of our collective resources.
Our Family Services is grateful for the leadership and talents
of the Center’s Leadership Council, and proud to recognize
them as 2012 Volunteers of the Year for their extraordinary
expertise, energy, and vision for creating a community that
embraces inclusivity, civility, and respect.

Program Highlights:
Home is at the center of our lives. It is where we raise our
families, make our most cherished memories, and spend
our retirement years. Home is our refuge and our security.
The quality and stability of housing is directly linked to health
outcomes for people of all ages, educational success for
children, and the ability of families to remain intact – yet
1 in every 100 people in Tucson
experienced homelessness in 2012.
Our array of New Beginnings programs
helped 3,214 homeless and nearhomeless children, youth and adults
last year attain safe, stable housing and
build more independent lives.
Affordable Housing for Families
40 adults and 76 children served
Many lower-earning, hardworking
families struggle to find affordable places to live.
We offer two- and three-bedroom apartments, with no time
limit, for homeless and near-homeless families with children
who income-qualify. We also provide support services such
as case management, financial education and basic-needs
assistance.
• 83% of families that exited Affordable Housing moved on to
permanent, stable housing.
• One family left Affordable Housing to become a homeowner
through Habitat for Humanity.
CommonUnity
40 women and 44 children served
CommonUnity is a secure, supervised 20-unit apartment
complex where homeless mothers ages 18 to 21 live with their
young children while they acquire the skills and resources for
new and better lives. Residents hold down jobs, go to school,
pay moderate rent, attend life-skills classes on parenting,
nutrition, and financial management, and receive personalized
case management to help set and meet personal goals.
Since opening in 2000, CommonUnity has helped hundreds
of committed young women along their paths to success –
women like Alicia. Alicia was left homeless after her mother
died of a drug overdose, her father was incarcerated for
selling drugs, and her daughter’s father became verbally and
physically abusive. With nowhere else to go, Alicia turned
to Our Family. While she and her daughter were part of
the program, Alicia received professional treatment for her
bipolar disorder, filed for and received child support, and won
custody of her daughter. She graduated from Pima Medical
Institute as a Pharmacy Technician with high marks and rave
recommendations from her instructors, and is now studying
at both Pima College and the University of Arizona in pursuit
of her dream of becoming a doctor.
Family Shelter
95 adults and 151 children served
Since 1987, first as Tucson Shalom House, then as New
Beginnings for Women & Children, and finally as Our
Family, we have operated an emergency shelter for families
experiencing homelessness. Through June of 2013, we
provided short-term stays of up to 90 days for homeless
mothers and their children at our shelter facility, helping
families with basic needs such as food, bedding and
clothing, and providing support with finding employment
and making a plan for stability. In July, we transitioned our
shelter model from a single facility to apartments throughout
our community. The goal is to move families as quickly
as possible into an apartment where they will be able to
remain, and provide time-limited subsidies and supports to
help them stabilize their lives. This means we are now able
to offer shelter to a variety of kinds of families, including
couples with children and single fathers. 95% of women who
came through the doors of the shelter last year engaged
in developing a goal plan for self-sufficiency and received
assistance accessing community services in support of those
goals.
Reunion House
134 youth served
Since 1988, Our Family has operated Reunion House, a
9-bed temporary crisis shelter offering safety and stability
to homeless and runaway youth ages 12-17, including
youth in the care of Child Protective Services. Most children
come to Reunion House with little but the clothes they are
wearing. We give them necessities and home-cooked meals,
enroll them in school, and reunify them with their families
whenever possible. We provide a safe, welcoming home
until a permanent placement is arranged. This year, we
successfully took on the challenge of operating the shelter
while constructing a new, 20-bed shelter on the adjacent
property, and continuing to provide the same high standard
of care for our community’s youth. Our amazing new facility
opened in July of 2013.
Street Outreach
2,031 youth served
Street Outreach meets runaway, homeless and streetdependent youth 23 and younger where they congregate
and helps them remain safe, and come off the streets when
they are ready. We offer youth case management services,
emergency shelter and access to life skills and GED
preparation. Our Peer Outreach Worker program engages

efforts, allowing them to make positive contributions while
improving our ability to reach youth who tend to be mistrustful
of service providers. 56 young people living on the streets
were engaged in case management with Our Family,
and 20 of them obtained stable living situations.
Teens in Transition
364 youth served
Research shows homeless youth are at great risk
for much higher rates of mental health disabilities,
substance abuse, chronic illness, and even suicide
than teens with stable housing. Youth in crisis need
intensive services to build self-sufficiency and
resiliency. The Teens in Transition program helps
homeless, near-homeless and pregnant/parenting
youth 13-21 years old to stay in school, obtain job
readiness and life skills, and prepare for successful,
productive and self-sufficient futures. We provide youth
a comprehensive set of services, including shelter and
housing for up to 2 years for youth over 18 and their
children, life and parenting skills classes, counseling,
help accessing resources, GED instruction and
assistance with obtaining employment.
• 70% of youth involved in supportive housing obtained
permanent unsubsidized housing within
18-24 months of entering the program.
• 85% of clients receiving counseling met or exceeded
the goals in their case plan.

Transitional Housing for Families
86 adults and 153 children served
We offer 43 one-, two- and three-bedroom units
throughout the community for up to two years to
homeless or near-homeless families with minor
children. Case management gives families supportive
services so they can save money and improve
their earnings ability before having to support their
families in a market-rate environment. Our children’s
program addresses the special developmental, social
and academic needs of children who have been
homeless.
• 81% of participants obtained safe, stable housing
upon exit.
• 68% secured and maintained employment prior
to exit.

Center for Community Dialogue
1,925 people served
Our Strong Communities programs are designed to build
a better community for all of us. Our goal is to strengthen
community at every level – by helping individuals build skills
and gain knowledge, by giving families and elders tools to
improve their lives, and by working with groups of people
in a variety of settings to elevate the quality of dialogue, of
experience, of relationships, and of life in our community. We
helped 4,500 people build stronger communities last year.
Arizona’s Families FIRST
622 people served
Arizona’s Families FIRST is an intake and assessment
program for families whose suspected substance abuse
compromises their ability to parent or earn an income. Our
Family served as the intake and assessment partner for the
program from 2004-2012.
Our Center for Community Dialogue helps Southern Arizonans
talk about challenging issues in a skilled, civil and respectful
way. We offer mediation and facilitation services, training in
a variety of communication methods, and community events
that help build skills and spark constructive dialogue.
• 100% of mediations resulted in an agreement between the
parties, and 91% of those agreements were still in effect 3045 days later.
• Services are made possible through the extraordinary efforts
of highly skilled volunteers, who devoted more than 2,500
hours to the activities of the Center during the year – a 212%
increase from the year before. Volunteers were involved in the
delivery of services in every aspect of the Center’s programing
– as mediators, facilitators, trainers and presenters.
• The Center presented one of the most successful sessions
at the Association for Conflict Resolution Annual Conference
in September 2012 in New Orleans, focused on Elder
Mediation.

Counseling Services
40 adults and 238 children served
Our counseling programs teach people new skills for better
lives. From marriage counseling to family counseling to oneon-one sessions with children, teens or adults, counseling can
help with a variety of issues from relationships to parenting
to depression. Through contracts with local government
entities, Our Family also provides therapeutic services to
families dealing with complex issues including substance
abuse, trauma and family violence. This year, we added to
our offerings groups for children and youth, which now include
group sessions in anger management, art therapy, and life
skills.
Katelyn is a 16 year-old girl who came to us for counseling,
suffering from depression and with a history of suicide
attempts and self-mutilation. Initially, she was very dismissive
about participating in services. Eventually, Katelyn began to
feel more comfortable in sessions and started opening up
about her idea of self, her relationship with her parents and
their divorce. As a result of therapy and the skills she learned,
Katelyn has stopped hurting herself, no longer reports
thoughts of suicide, and has re-built her relationship with her
parents. We helped 122 teens like Katelyn through individual,
family and group counseling this year.
Information & Referral Data Resources
145,831 people served
Information & Referral (I&R), which became a program of Our
Family Services in 2008, collects and updates information
on community services in the five Southern Arizona counties
of Cochise, Graham, Greenlee, Pima and Santa Cruz. I&R
works in partnership with Community Information and Referral
Services 2-1-1 Arizona, which collects the information for the
rest of the state and operates the 24/7 helpline now answering
calls from all of Arizona. Together, our two agencies maintain
a free, searchable online database of thousands of health and
human services across Arizona.
This year, 2-1-1 Arizona received 97,081 calls to the 24-hour
call center from southern Arizona, and 47,951 online database
searches for resources in southern Arizona were conducted,
for a total of 145,032 inquiries from our community for the data

to produce the Directory of Community
Resources for Pima County, which
sold 799 copies last year. A trusted
resource for counselors, social workers,
educators, health care providers, clergy
and other helping professionals, the
directory has information about services
for children, youth, adults, seniors and
families.
Parenting Services
184 people served
Parent Aides provide in-home coaching and mentoring to
parents involved with Child Protective Services, as well as
supervised visitation services and transportation for children
related to their case plan. Supervised Visitation offers a safe,
supportive and comfortable way for children to spend time
with their noncustodial parents and relatives. Available to
court-ordered or voluntary participants, the program promotes
the rebuilding of parent-child bonds while ensuring the safety
of children.
Prevention Services
637 people served
Our Family’s Prevention Services give our community’s
young people the skills, education, and self-esteem
they need to make healthy choices and succeed in life.
Prevention programming is proven to have a positive impact
on academic achievement and social behavior. Activities
integrate leadership training, self-esteem building, and conflict
resolution skills, as well as education about topics relevant
to youth, such as substance use and practical information on
bullying and how to stop it. These activities are integrated into
all of our prevention programs, including Peer Mediation, La
Escuelita out-of-school-time literacy and prevention program
at the House of Neighborly Service in South Tucson, and
our Drug-Free Communities project, which helps adults and
children in the 29th Street Corridor build community and avoid
drug and alcohol abuse.

successful – and our La Escuelita children, grades K-5,
improved their reading at least one grade level. Each of these
activities represents a positive experience that helps our
community’s young people to achieve now and in the
future.
Senior Companion Program
362 clients served
The Senior Companion Program is a national
volunteer service initiative through which senior
volunteers, 55 years of age and older, provide
services to vulnerable elders in our community. Senior
Companions provided 46,000 hours of service during
the past year through companionship, respite for
caregivers, and advocacy delivered by trained senior
volunteers. Our Family works with local organizations
including community senior centers, hospitals, and
local reservations that serve as partner sites to serve
as many individuals in need of support as possible.
The program matches elders served by these sites
with a caring volunteer to act as a friend and provide
one-to-one support. 90% of the elders we serve
experienced reduced feelings of loneliness and
increased levels of activity as a result of services
provided by Senior Companions.

Services to Older & Disabled Adults
492 people served
Since 1972, our services have allowed elders and
adults with disabilities to continue living with dignity
and independence in their own homes through case
management, in-home counseling and groceryshopping services. During the past year, we worked
with community partners to strategize and implement
the most effective ways for these critical services
to continue assisting elders and their families,
and transferred some services to other providers.
Information about accessing services is available
through Pima Council on Aging. We continue to
provide in-home counseling to elders who often face
mobility and transportation barriers, ensuring that they
receive the mental health services they need.
We also offer socialization, education, outings and
meals two days per week to elders in South Tucson
at the House of Neighborly Service. Elders prepare
food together and participate in social activities that
reduce isolation and encourage active aging. 84% of
participants say these meals are essential to meeting
their nutritional needs and that the program provides
their primary social opportunity. This year, we served
2,350 meals to our 31 participating seniors.
Reunion House: The House that Angels built
When Our Family brought our proposal for funding a
20-bed shelter before Angel Charity for Children in 2011,
the situation was dire for teens in Tucson who had run away,
been abandoned or removed from an unsafe home, or
were between foster placements. In August of 2011, there
were 2,000 more children of all ages in the custody of Child
Protective Services than there were beds. Children were
being sent out of our community, and even out of state,
to the nearest available shelter.
Throughout 2011 and 2012, Angel Charity for Children and
Our Family raised the $1.2 million necessary to build the
Reunion House our community’s children deserve. In early
August 2013, we saw the culmination of our collective hard
work and dreams for a better life for Tucson’s most vulnerable
teens when we opened the doors of our beautiful 20-bed
shelter, Reunion House: the Home that Angels Built. The first
night, 8 youth stayed in the new building. Within three weeks,
the average number of young people ages 12 to 17 in our
care on a given night rose to 18 – and has remained there,
demonstrating the extraordinary need for those additional

Today, more children need a safe place to sleep and caring
people to watch over them than ever – last year there were
more than 14,000 children in foster care in Arizona, a significant
increase from previous years. Reunion House is now better able
to address that need by offering 7,300 available bed nights each
year.
Our Family extends our sincere gratitude to a generous
community and a special thanks to Angel Charity for Children for
making it possible for us to house an additional 400 teens each
year. Reunion House: The Home that Angels Built will be here
offering a secure home environment to children who experience
little stability in their lives for many years to come.
