PORT JERVIS -- On Saturday afternoon, July 12th, Port Jervis Fire Department will host one of
America’s longest parade traditions, PJFD’s 164th Annual Inspection Day Parade. Two longtime
members of the department and of Maghogomock Hook & Ladder Co. #7, Rocco Giovanniello ( 40Years) and John Kowal (51-years) will lead this year’s parade as Co-Grand Marshals along with
Honorary Firefighter Laura Hunt.
Parade lineup begins at 1 p.m., and the parade kicks off at 2 p.m. from the corner of Sussex and Ball
Streets.
PJFD Secretary/Parade Chairman Richard F. Drew, who has served worked tirelessly to organize the
parade for the past 40 years, said the 164th annual parade is expected to bring thousands of paradegoers of all ages to line the city streets – just as it has for well over a century-and-a-half.
“This parade is the oldest in the country, according to Ripley’s Believe it or Not, and it’s always a
great day,” said Drew. “As always, I’ve been praying for great weather, and I’m sure we will have this
on Parade Day. And of course, as always, there will be no rain.”
Drew’s dry-skies weather prediction dates back to an amazingly rain-free tradition for all of PJFD’s
continuous history of outstanding Fireman’s Day parades.
The 83-year old parade chairman is an individual with amazing records himself. He has carried out
the very busy year-round duties of maintaining all of the department’s membership and response
records as Secretary of PJFD for four decades. He simultaneously puts together the parade while
carrying out his secretarial and continuing to maintain a busy work, family, and community life
besides.
Drew said the parade route is the same as in past years, and most of the Parade Week activities will
be pretty close to what they have been in past years.
The parade itself takes place on Saturday afternoon, but associated activities surrounding the annual
event occur throughout the week. These include a visit to the graves of past chiefs on Thursday
evening, a memorial service for deceased firefighters followed by inspection of each firehouse and
apparatus on Friday evening, awarding of trophies following the parade, and the shared camaraderie
that takes place at each of the city’s individual firehouses throughout parade weekend.

NOTICE TO ALL VISITING FIRE COMPANIES
Apparatus wishing to compete for trophies will be judged
PRIOR to the start of the parade. All trucks will enter the
city from their usual way and will proceed to the parking
area adjacent to the Donald E. DeVore, Sr. Training Center
on Hamilton Street.
At this location meticulous and extensive scrutiny of all
apparatus will take place.
Due to the fact that a large number of apparatus will be
judged it will be necessary to commence judging at 10 A.M.
and will end at 12:00 P.M.
The Parade Committee is aware the early time may cause
inconvenience but feels this is the fairest procedure to
reward companies and departments for their efforts in
preparing apparatus for the parade.
Also this year we have included ambulances in the judging
for trophies as well.
After judging all trucks will proceed DIRECTLY To their
host fire company or to the lineup area.
NOTE: All apparatus being judges must participate in the
parade. All apparatus wishing to be judged must be in the
lot no later than 11:30 A.M.

PARADE NOTE
Overall Trophy: The company or department receiving the Overall Trophy for
marching would only be eligible to receive this one award.
To be eligible for this trophy/award the marching unit should/shall consist of:
1.
Color Guard — Flag Carrier and Two Guards.
2.
Department or Company banner carried by uniformed fire persons of the
department.
3.
Ten or more uniformed fire persons marching as a unit.
4.
Fire Apparatus that was inspected the morning of the parade. Sign in the right
side of the window — type of apparatus and the year of the unit.
5.
Musical unit is not required to be eligible for the overall trophy, but of course
it would help.

MARCHING UNIT
The firefighters marching with a rhythm of stepping in a military manner, straight lines forward and
across, eyes forward, heads held high.
The American Flag must be carried perpendicular to the carrier and be guarded from the right
side, if guarded from both sides, guards must be uniform; the eagle must face forward when
displayed on the flag staff.
"Spacing" — 5 foot deviation
50 feet between musical unit and division marshal.
Color Guard — 20 feet from the musical unit.
Banner — 15 feet from the color guard.
Chief Officers — 10 feet from the color guard.
Firefighters — 10 feet from the chief officers.
Autos or apparatus 20 feet from the marching firefighters, 20 feet between vehicles.
50 feet between vehicles and the following marching unit.
The parade judges will be stationed along the entire route of the parade, checking the rules
and regulations specified by the Port Jervis Fire Department as listed.

APPARATUS IN LINE OF MARCH:
Each apparatus must have a neatly lettered sign on the right side of the windshield denoting
the year and type of vehicle. The apparatus must be accompanied by a driver -operator and a
line officer in parade or work uniform.
The apparatus submitted for inspection in the morning must be the same apparatus in the
afternoon parade.
The apparatus will be inspected by the judges beginning at 10:00 A.M. on July 13, 2012 at the
Donald E. DeVore, Sr. Training Center and will end at 12:00 noon, all apparatus must be in
the enclosed area by 11:00 A.M. to be inspected by the judges.
The judges will be checking the following: lights, motor area, cab interior, battery, tires and
wheels, pump area, undercarriage, breathing apparatus, fire extinguishers, body condition,
tools, hose, gear and portable equipment.
All warning lights must be on during the Line of March and no covering of any being over the
hose bed.
Five (5) Demerits for any of the following:
Anything on truck (extra) that would not normally be there.
No flowers, dogs, children, banners, drums, tarps or extra men on truck.
Three (3) Demerits for non-cleanliness of the following:
Motor, equipment, truck wheels, lights, fenders, batteries, glass, tires, hose
and compartments.
One (I) Demerit for non-uniformity of the following:
Men on truck to be alert.
No obnoxious behavior.
No drinking.
Men to be in correct uniform.
Hose in proper line.
Nozzles in correct position.
CORRECT PLACEMENT OF THE FOLLOWING CONSIDERED:
Hose, nozzles (pre-connected or fire-to-water hose lines are to have
nozzle(s) protruding 3" beyond hose bed.
Lights, axes, ladders, men, uniforms, hats, buttons, socks, gloves,
drinking, eating, smoking and waving.
Non-use of warning lights (all lights to be on and operating). Hose bed
uncovered.

The History of the Port Jervis Fire Department
The Port Jervis community’s first settlers came to the area in 1692. As the community grew with the
advent of the Erie Railroad and the Delaware and Hudson Canal, the need for fire protection on the
banks of the Neversink and Delaware Rivers increased. The first fire company in Port Jervis was
given legal status in 1847 by a certificate granted from the supervisor, and with the appointment by
the town board of N. B. Mondon as a fireman. In 1850, the company was known as Port Jervis Fire
Company No.1. It was privately owned and would remain so for many years. In the year of 1850, the
first Volunteer Fireman's Parade was also held in Port Jervis. This is an annual tradition that
continues today, well over a century-and-a-half later.
The fire department’s first vehicle was a wooden-decked, hand-operated unit known as a "goose
neck" because of its unusual appearance. It required twelve men to force the handles on either side

up and down in order to pump. Whether or not it was better than the bucket brigade was probably a
subject of discussion in fire circles at the time.
On February 27, 1857, the first company was reorganized and renamed H.H. Farnum Co., with A.B.
Gooddale as foreman. On July 14, 1873, the name was again changed to Abbot Steam Fire Engine
Company.
Meanwhile, the village was deciding on whether to have another fire company, and in May of 1870,
68 members signed up and chose the name Neversink Hose Company No.1, with S. D. Boyce as
foreman. In 1876, the privately owned Abbot Steam Fire Engine Company was legally disbanded
and its house on Orange Street and equipment were given over to the village company, Neversink
Hose Company No.1, where they Port Jervis Fire Department Museum is now located.
The other companies within the department were also organized in this 20 year period, back in the
mid-1800’s. In June 1855, Maghogomock Hook and Ladder Company was founded. They received
their first truck in 1858. Since that time, the Company has, among other equipment, operated two
horse-drawn trucks, two motor-powered ladder trucks, and two aerial ladders.
On February 12, 1857, Delaware Engine Company No.2 had its origin. One year later, Jacob Brant of
this Company was elected the first Chief Engineer. Among the company’s vehicles was "The
Claremont", a winner at the Boston State Fair. Local residents were surprised, it was reported, by The
Claremont's "bright yellow running gear, wide gold stripes, polished steel springs and heavily silvered
body”. The company claimed another first in Port Jervis and in the county when it accepted delivery of
a new white cab-forward diesel engine in 1967. It now operates a KME 2000-gallon a minute pumper
which was delivered in 2007, Port Jervis’ Centennial Year. The apparatus features an enclosed topmounted pump operator’s area to keep the driver out of the elements while pumping hour-after-hour
at major incidents.
March 1, 1857 saw the formation of Fowler Engine Company No. 3. After serving as an engine
company for 93 years, in 1954 Fowler accepted delivery of a rescue and salvage truck and changed
its name to Fowler Rescue and Salvage Company No. 3. The company is now housed with its current
white truck in a brick building next to the Municipal Building on Hammond Street in Port Jervis. It
shares quarters with Delaware Engine Company No. 2. In 1961, a diving squad was officially formed
and made a part of Rescue 3. The diving squad is now called the “Water Operations Team”. The
Water Operations Team took possession of a new boat in 2006 to replace the “Chipper H”, which was
retired.
In October of 1877, Port Jervis Hose Company No. 4 was founded. Upon the death of Howard
Wheat, the chief of Port Jervis Fire Department for twenty-five years and a member of Hose
Company No. 4, the company’s name was changed to Howard Wheat Engine Company No. 4.
Among its many interesting vehicles, perhaps the most noteworthy was the one received in 1976 by
the company. It was a Lime Green/Yellow, American LaFrance with a “Squrt” which is an articulating
boom, the first in the county of this type articulating boom. That vehicle has been replaced by an
American LaFrance engine that also has a “SQURT”.
On December 9, 1873, Excelsior Engine Company No. 1 was founded. For many years, it operated
with a hand-drawn rig, but in 1917 accepted delivery of its first mechanized unit, a motorized hose
and chemical truck with a Hann chassis. In 1937, the Company was reorganized under the name

Excelsior Engine Company No. 5. It is housed on West Main Street, where it shares a building with
the Fire Police squad. In 2006, the company received delivery of a new Seagrave 2000 Galen
Pumper.
In December of 1890, the youngest of the department’s companies came into existence with the
formation of Tri-States Hose Company No.6. This company is located in the Tri-States section of the
city and has protected the Tri-States area of Port Jervis since its inception.
In 1917, the Fire Police was organized. This unit is comprised of members from each of the other
companies and serves the department well with its equipment van. Its function is to protect the
firefighters and residents from danger during a fire department call. Fire Police members assist with
traffic control, crowd control, and other duties during calls as well as assist the local police
department when needed. They also provide services to local community groups, as requested.
The year 2006 was a year of much action within the fire department, including responses to five major
house fires, flooding in the Tri-States and Acre areas and 430 alarms overall. Membership was 365.
It was the year that Excelsior Engine Company #5 received its new Seagrave 2000 Galen Pumper
and the citizens of the community voted approval for Delaware Engine Co. #2 to acquire a KME
2000-gallon a minute pumper which was delivered in 2007, Port Jervis’ Centennial Year. This
apparatus features an enclosed top-mounted pump operator’s area to keep the driver out of the
elements while pumping hour-after-hour at major incidents. The Port Jervis Fireman’s Museum,
which Chief Joseph Kowal and other volunteers had been diligently working to establish since 1996,
was nearly complete, and was opened and dedicated in 2007. This museum, located in Port Jervis’
historic first firehouse, is a state-of-the-art training facility which is used by the members of the fire,
police, public works other city offices and departments. Working with the Emergency Management
office, updated equipment was purchased which brought the department up to high modern
standards.
In 2008 & 2009, PJFD applied for and received a more than--$200,000.00 grant from the federal
government. It was used for the purchase of very much needed firefighting turnout gear.
In January of 2010, Chief James B. Fuller took over the top office in the department. He expressed
his gratitude to Past Chief Joe Kowal and firefighter Victor Valentin for working to secure the grant
received in the previous year. He also praised all of the volunteer firefighters for their dedication and
amount of time devoted to protecting the city.
In July 2011, Jeffrey Rhoades had the honor of becoming the Fire Chief of Port Jervis. The
department applied for many fire department grants through state and federal agencies in 2011.
These grants are for fire prevention, wild land gear, and working with the Battalion 8
Departments for ultra-high radios.
As of July of 2012, the fire department continues to apply for many fire grants through the state
and federal agencies. The department and the Battalion 8 departments have been awarded the
radio grant for Ultra-high radios, which are on order. The department responded to 680 calls in
2011, due to two major storms which hit the city and made the department answer 169 calls in
August and 110 calls in September. The High Angle Team has been added to the Orange County
Technical Rescue Team with Sparrowbush, West Point, and Newburgh.

As of July of 2013, a new ladder truck has been ordered to replace a 23-year old aerial truck. The
department responded to 414 calls in 2012.
As of July 2014, the following has taken place: The Tech rescue received a grant for Technical
Rescue and Urban Search and Rescue totaling $142,278.50. Battalion 8 Radio Grant had remaining
funds were able to make a change order and PJFD received 100 rope rescue bags for firefighters’
safety. The department replaced the hydraulic rescue tools that have been in service since around
the 1980’s. The department took delivery of the new KME 100 foot Ladder Truck in January of 2014.
The department is working with the mayor and council on things that were addressed in the survey of
the department conducted by EVR. The department responded to 334 calls in Calendar Year 2013.
We continue to support local groups in our community, through sponsorship such as youth
football, soccer, and the Soap box Derby, and participate in many other community events and
activities.
It takes a special person to fill the boots of a volunteer fire fighter.
Someone with a desire to do something important for the community,
someone with courage and dedication, who isn't afraid of hard work
and is willing to accept the challenge of a difficult job.
It takes a person who considers respect and appreciation reward
enough. A person who is just glad to help. If you're this kind of
person, you are needed as a volunteer fire fighter. Come down to the
firehouse and talk to us. We might be able to fit you with a pair of
boots.

This Friday, July 11, the Port Jervis Fire Department will gather at 6:15 p.m. at the Fireman’s
Monument, right across the street from St. Mary’s Church, for the annual Fireman’s Memorial
Service. On Saturday, July 12, the 164th annual Inspection Day Parade will kick off at 2 p.m. We
encourage everyone to come and support our volunteers. They regularly risk their own lives to
protect ours. It’s the least we can do to show our gratitude.

Two Co-Grand Marshals & an honorary firefighter to lead 164th Annual Inspection Day Parade
Rocco Giovanniello and John Kowal, two longtime Port Jervis Fire Department firefighting volunteers,
will lead this year’s parade as Co-Grand Marshals of the parade’s lead company Maghogomock Hook
& Ladder Co. #7. They will be joined by a special Honorary Firefighter, Laura Hunt, in the Escort
Division of the Parade.
Following are brief stories about this year’s grand marshals and a glimpse of their firefighter years
and memories. See if you notice a common themes in their call to lifelong service; pride in serving
their community, a need for younger volunteers to carry on the community’s volunteer firefighting
tradition, and a commitment to their department, company, and community.
There is also a brief story about the Honorary Firefighter to whom the department, its officers, and its
Co-Grand Marshals are proud to honor & pay tribute to this year.
Thank you to each of this year’s Co-Grand Marshals, to each of those who serve with them, and to
our Honorary Firefighter.
Saving lives and property bring satisfaction to firefighter John Kowal

PORT JERVIS – John Kowal was born in Port Jervis on March 22, 1945. He graduated from PJHS in
1962, and joined the Port Jervis Fire Department in 1963.
“I had a few friends that were in the department at the time. I wanted to join when I graduated, but I
was only 17 and had to wait until I turned 18,” Kowal recalled. “I served in most positions over the
years, including as janitor, president, and captain. I think I’m the fourth oldest member now – under
Dave Case (60-years), Donald “Sonny” Reiff (59), and Robert “Mitt” Pearson (52). There are also
other members of my family in my company, including my brother Joe Kowal, Sr. and my nephew Joe
Kowal.”
Shortly after joining the department, Kowal was drafted into the United States Army and served from
1965-1967. One year of this was in Ankie, South Vietnam. When he completed his military service,
he returned to the area where he worked with the Operating Engineers Union and Kowal
Blacktopping and returned to service as a volunteer firefighter.
Kowal remembers countless emergency calls over the years, both big and small. Several of the
bigger ones include the downtown Neversink Lumberyard, Point Hotel in Tri-States, large house fires,
and what he views as probably worst of all, Pike Street building collapse. This tragedy (February 12,
1971) caused immediate large volumes of injury and loss of life.
“I remember cutting many holes to help get people out from under the collapse. I had driven the truck
to the scene, but gave it to someone else so that I could get in there. Bricks had fallen onto Pike
street, but the roof lay on top of everything else,” Kowal recalled. “I remember Chuck Baumgardner

responding under the debris and using his shovel to measure the show me where to cut the holes
from above.”
Kowal remembers keeping focused on his aspect the job, cutting holes to get bodies and victims out
and then moving on to the next identified spot.
“I would cut the hole and move on, while others got them out,” he recalled. “There was so much
going on at the scene, and it was teamwork that got the bodies and injured people out.”
Kowal also remembers many calls for floods over the years, including one when The Cardinal came
to town.
“The Cardinal was making the rounds with Chief Donald DeVore, making sure everyone was okay,
and I remember being so busy at the scene that I did not get a chance to speak with him,” said
Kowal. “I remember this flood along with the ice jam flood and others over the years.”
Kowal said he has always liked being a volunteer firefighter, and despite the time away from home for
any firefighter, feels it was much easier when he first join than it is now. “
“When I first joined there were at least 20 qualified drivers in a company, with 15 responding to every
call. Now there are maybe three drivers, and the demand on volunteers is so much more,” Kowal
said. “They have forgotten that this is a volunteer department, and the regulations and training are so
hard to fit in and keep up with. We always knew and did our jobs, trained the younger firefighters,
went to ladder school, and learned from each other. There is so much more required now.”
On Parade Day 2014, Kowal, who now lives in South Carolina,
will be joined by his family including having his grandchildren
ride in the parade with him.
“I’m really looking forward to it,” Kowal said.

Grand Marshal Giovanniello: A firefighter “until eternity”

PORT JERVIS -- Rocco ‘Rocky’ Giovanniello was born in Brooklyn, NY on May 5, 1950. His family
moved to Port Jervis in 1954, and he has called this home ever since.
A longtime firefighter and community volunteer, Rocky graduated from PJHS in 1968, earned a BS
Degree in Chemistry from Syracuse University, and joined the Port Jervis Fire Department in 1974 –
at age 24.
“I was living in the Tri-States section of Port Jervis at the time, and my wife’s relatives and friends
coaxed me into joining Tri-States Hose 6,” Rocky recalled. “Back then it was difficult to even find an
opening on the roster of any company.”
Giovanniello recalls firefighters including Michael Masanotti, Jim Millspaugh, Tony Olenick, Dick Card,
Jim McGaw, Jr., Jim Rohner, Joe Kowal, and Gary Lopriore as being active at the time he joined.
Since then, others have chosen to follow Rocky in joining – including current plans by his grandsons.
“My grandsons have it in their blood. One, Matt Kowal, has applied as we speak for membership in
Maghogomock Hook & Ladder Co., which is the company I belong to now,” Giovanniello said.
Service through firefighting has become a part of who Giovanniello is. As a former treasurer and
captain of Hose 6, current treasurer of Hooks, and department treasurer for 32 years, Giovanniello
said he gained a sense of responsibility as an officer and has made many friends over the years. He
learned a great deal through constant training required to remain active and on top of the game.
“It is important to understand that this is a true job and hard work, even as a volunteer. I have always
felt the need and desire to provide something to the community and help others in need, and I am
proud to say that PJFD is a top notch department to be a member of,” Giovanniello said.
Some of the calls Giovanniello recalls responding to over the years included times when he felt the
danger facing firefighters each time they respond to a call, times when conditions were grueling, and
times when tragedies occurred.
“At Karsten’s fire, or it may have been Wine & Roses at the time, I had a leak in my mask and did not
think I was going to make it out as there was no visibility,” he recalled. “I did work my way back to the
doorway with the feel of the hose as my guide.”
Two fires that affected him very emotionally happened when he was captain of his company. The
first was across from his North Maple Avenue home. He recalls running to the firehouse and
returning with the truck. He and fellow firefighter CB Chant got water on the blaze as fast as possible
only to later learn of the loss of young child in the fire. The second was on Hamilton Street, across
from Joe Kowal’s house, in which another child died.
“One of the hottest fires I recall was Neversink Lumber. One of the coldest was Western Auto, where
Brother Bruno’s is now located. I will never forget this; below zero with wind blowing fiercely, ice

sickles hanging off my eyebrows, and holding tightly to a 2 1/2 inch hose stream. While all of this
was going on, a fireman reported to me that my wife had called City Hall with a chimney fire at my
own house,” he recalled. “Trucks were running all over town on alarms that night.”
Giovanniello retired from his career in 2010. He had worked 40 years in product and process
development in bulk drug pharmaceutical and water treatment industries, for which he continues to
consult in the field. He recently started consulting in the frozen dessert business in conjunction with a
business owned by his wife.
“Gio's is a 100% women-owned business which we opened in 2010,” Rocky, who helps out daily at
the café, said. “With our daughter Kristina, a graduate of Culinary Institute of America (CIA) and my
wife’s great cooking talents, we operate the cafe as an Italian eatery and pastry and frozen dessert
business.”
As Parade Day approaches, Giovanniello said he will be thinking of the youngest and newest
members of the department and what it was like when he was in their position. He always enjoys
reminiscing with the younger generation, and is glad to help them carry on a legacy of protecting the
community.
“I also want to thank my wife Ann Marie for being a great fireman’s wife and for understanding about
the times that I wasn’t able to spend with her and our three daughters as they were growing up,”
Giovanniello said. “My family has always appreciated what I have done as a volunteer and has
always given me encouragement.”
Giovanniello is honored to have been chosen to serve as a Grand Marshal, and noted that there are
so many active members with more than his 40-year membership -- each deserving of this honor. He
feels privileged to have been able to serve in a financial officer’s capacity for 32 of his membership
years and says the
length of time he
plans to remain a
volunteer is long.

Laura Hunt: “If not for their heroic efforts, I wouldn’t be here today”

PORT JERVIS -- Port Jervis Fire Department history will be made on July 12, 2014 with the official
designation of its first ever honorary firefighter. Laura Hunt, a lifelong resident of the city, will hold a
place of honor aboard a VFW float and will travel with fire department officers, grand marshals, and
city dignitaries in the Escort Division of the 164th Annual Inspection Day Parade.
Hunt, who was rescued during a tragedy decades ago, says she is honored to have been asked to be
in the parade. She is looking forward to showing her gratitude to all the firefighters for devoting
themselves to the town.
Hunt’s life changed forever when a three-story historic building and adjoining structures collapsed on
Pike Street on February 12, 1971. Four residents died, two – including Hunt – were severely injured.
Multiple others sustained varying degrees of injury. Since that day, Hunt has had no feeling from the
mid-chest down and has been wheelchair bound. She has gone on to live a happy life despite the
drastic changes brought in the planned direction of her life.
In previous recollection, Hunt has attributed the rescue by firefighters and medical personnel to
saving her life. One of the rescuers on scene that day, helping to rescue victims trapped beneath the
debris and remove bodies from the collapse was one of this year’s Co-Grand Marshals, John Kowal.
It was Kowal’s request to invite Hunt that brought about naming the department’s first ever Honorary
Firefighter for the day and Hunt’s inclusion in a place of honor in the parade.
Hunt, until a few months ago, had resumed a good life and was doing quite well. On March 13 th of this
year she broke her rotator cuff and has been slowly healing from surgery. She says she chooses not
dwell to dwell on problems she faces each day, but instead enjoys her family and a great grandson
she calls the joy of her life. She is also looking forward to welcoming a great granddaughter in
November.
“I felt proud and honored when Dick Drew, Secretary of the Department, stopped by to see me,”
recalled Hunt, of her upcoming inclusion in the parade. “He said John Kowal had been nominated as
Grand Marshal of the fireman’s parade and had requested I be in it, too. John is one of the three
firemen (along with Hank Dunn and the late Don Aber) that I remember rescuing me from the building
collapse. I am really grateful for this honor.”
Hunt said she believes the volunteer firefighters do not get enough credit for putting their lives on the
line every day.
While she believes the older residents will remember the collapse, she also thinks the younger ones
likely will never have heard of it and will wonder who she is.
“They should know that if for not for their heroic efforts, I wouldn’t be here today,” she said.
