with“My
Brother’s Keeper”
Have you heard the new
White House initiative called
“My Brother’s Keeper?” It
is one of the newest efforts
in the country that is aimed
at changing the fate or young
boys and men of color.
In February, as part of his
plan to make 2014 a year of
action focused on expanding
opportunity for all
Americans, President
Obama unveiled this initiative
to address persistent
opportunity gaps faced by
boys and young men of color,
and ensure that all young
people can reach their fullest
potential. He established the
My Brother’s Keeper Task
Force to review public and
private sector programs,
policies, and strategies to
determine ways the Federal
Government can better
support these efforts, and
how to better involve State
and local officials, the private
sector, and the philanthropic
community.
Many leading private
sector organizations have
announced their independent
commitments that further the
goals of the “My Brother’s
Keeper” initiative and
directly address some of the
key recommendations in the
Task Force Report. The
organizations include the
NBA Players Association,
AT&T, Citi Foundation,
USDA and AmeriCorps, to
name a few.
What we need in Austin
is an organization that can
bring this program to Austin.
We know that we have a
very serious situation in all of
the areas that the program
addresses. It would be
helpful if one of our
established programs could
take on this issue, but, if not,
one could be organized to
connect to the campaign.
While others are
complaining about what
President Obama is not doing
and what he is doing wrong,
there seems to be little
attention given to the things that
he is doing right. He has put
the whole weight of the White
House behind this project.
The program is under the U.
S. Department of Education
(OPA@ ed. gov). This could
be a groundbreaking event.

AUSTIN - Most reasonable people are grateful that there is a governing body available to oversee the food supply. When
something in the food supply is found to present a
health threat, the FDA
may, at its discretion, remove food, move food, label or mark food that is
found to be problematic.
Several gold “Detention”
labels have shown up at
corner convenience stores
in Austin. The brightly colored labels contain fairly
direct language, but not
every customer notices or
reads the label. So, the
question at hand is
whether the food or drinks
in such coolers are consumable. An even larger
question is whether
people pay enough attention to these and other
warning messages in their
environment.
Detained Cooler Labels
In Austin, the labels
will have the City of Austin and the County of Travis
seals along the top. The
Words Detained are in
bold print, and underneath
it states, “By order of the
Health Authority.” Among
other things, the label indicates that items in the
unit that contain that
sticker are not to be sold,
used, moved or served.
Yet, customers may grab,
and have been observed
grabbing such items and
taking them to the register, where they are free to
purchase them.
A representative at
the Environmental and
Consumer Health Unit in
Austin advised that the
Detention sticker is for the
cooler itself, and not for
the food . The cooler is not
working properly, such as
not being adequately
cooled for dairy products.
As they detailed it, things
like yogurt and other dairy
products should not be
purchased from a cooler
labeled as problematic.

presented their first Father & Son Cookout

The center is located at

2 Groups Announce Plan to Boost Spending Among Blacks
WASHINGTON, D.C.
(NNPA) – The U.S. Black
Chambers (USBC) and the
National Association of
Black Hotel Owners, Operators, and Developers
(NABHOOD) are formally
partnering to make sure
that a significant portion of
the $40 billion African
Americans spend each
year on travel and tourism
remains in Black hands.
The partnership was
launched last week at the
start of USBC’s professional development conference, held at the
Marriott Marquis in the
District of Columbia. The
newly-opened, four-star
hotel, next to the Walter E.
Washington Convention
Center, was jointly financed by Capstone Development, a private,
Black-owned development
firm.
“Today is about more
investment in the hotel
and travel industry,” Ron
Busby Jr., USBC president,
said at a press conference. “As African Americans, we have conferences, events, weddings,
and vacations, always with
White-owned establishments. I think we can bring
some that money back to
us.”
A Nielsen study conducted in cooperation with
the National Newspaper
Publishers Association
(NNPA) found that African
Americans spent 40 billion
each year on the travel
and tourism industries last
year.
But Andy Ingraham,
president and CEO of
NABHOOD, few of those
dollars turn over in the
Black community.
“I’d rate [concerted
Black patronization] as
pretty nonexistent,” he
said. “We have to create
awareness, because most
people who come in contact with this idea think it’s
a damn good idea.”
Interestingly, Nielsen
finds that Black Americans
are 28 percent more likely
than other groups to read
financial magazines such
as Forbes and Fortune, yet
have low levels of participation with mainstream
financial products such as
purchasing stock or mutual funds.
Although
Black
Americans have yet to
truly wield their power as
consumers, prominent
brands have taken notice,
including. Marriott International.
“We see the power of
the African American wallet, spending, and economic value,” said Apoorva
Gandhi, vice president of
Multicultural Markets and
Alliances for Marriott. “It’s

really important to us that
we are consistently authentic in how we employ
– through recruitment and
developing executive professionals – and also how
we market to, and do business with this segment.”
The hotel brand has
been named one of Black
Enterprise’s top 40 companies for diversity for eight
consecutive
years.
Marriott has also maintained decades-long partnerships with m major
Black organizations such
as the National Urban
League, NAACP, the National Black MBA Association.
“One way we try to
reach the African American segment is through
our multicultural and diversity partners,” Gandhi
says. “One, because these
are great organizations
doing great things. But
also, they are gateway
groups to their demographic. We work to support their goals because,
frankly, they’re our goals
too.”
Marriott says it was
the first hospitality company to establish a diversity and inclusion program.
Today, it is also one of a
handful of big-name hotels working to cultivate
Black executives and owners.
Interestingly, Norman
Jenkins, NABHOOD treasurer, and founder of
Capstone Development,
the company that co-financed the Marriott Marquis in D.C., is also a
former Marriott executive.
Under his leadership, the
brand boasted of at least
500 minority-owned or minority-franchised
Marriotts around the world
in just three years under
its Diversity Ownership
Initiative.
Jenkins represents
the other angle of Black
economic
power:
gatekeeping and ownership. By owning a business, African Americans
can solve many of their
own community problems.
“Black businesses
still struggle to find funding, either through equity
or debt, to let them grow
to what they could be,”
Busby says. “But we know
Black business is the key
to the unemployment that
is wreaking havoc on our
communities.”
As Ingraham explained, more business at
Black-owned hotels results
in more hires and more
corporate promotions of
other African Americans
working within the establishment, who can eventu-
ally become executives or
owners. More business
also means that hotels
have to buy more goods
from suppliers, and can
choose to patronize other
Black-owned businesses
in the process.
NABHOOD counts
more than 500 Blackowned hotels and hospitality venues in the United
States, and nine abroad,
mostly in the Caribbean,
with the exception of one
in Ghana and another in
Liberia. The organization
has a listing of these
Black-owned properties on
its
website,
www.nabhood.net.
The two organizations will continue their
partnership for the long
run, with the next collaboration at the 18th Annual
International Multicultural
and Heritage Tourism Summit and Trade Show this
weekend in Miami.
“We’re trying to sign
as many agreements as
possible for people to give
us a chance to provide the
level of service they are
accustomed to,” Ingraham
explains. “The opportunity
exists for each of us to play
a role in change the economic tapestry. If we could
just revise our conscience
level and agree to do business with each other, we
can all benefit.”
Meet the Online Tracking Device
That is Virtually Impossible to Block

A new, extremely persistent type of online
tracking is shadowing visitors to thousands of top
websites,
from
WhiteHouse.gov
to
YouPorn.com.
First documented in a
forthcoming paper by researchers at Princeton
University and KU Leuven
University in Belgium, this
type of tracking, called
canvas fingerprinting,
works by instructing the
visitor’s Web browser to
draw a hidden image. Because each computer
draws the image slightly
differently, the images can
be used to assign each
user’s device a number
that uniquely identifies it.
Like other tracking
tools, canvas fingerprints
are used to build profiles
of users based on the
websites they visit — profiles that shape which ads,
news articles, or other
types of content are displayed to them.
But fingerprints are
unusually hard to block:
They can’t be prevented by
using standard Web
browser privacy settings
or using anti-tracking tools
such as AdBlock Plus.
The researchers
found canvas fingerprinting computer code, primarily written by a company
called AddThis, on 5 percent of the top 100,000
websites. Most of the
code was on websites that
use AddThis’ social media
sharing tools. Other
fingerprinters include the
German digital marketer
Ligatus and the Canadian
dating site Plentyoffish. (A

which researchers found
the code is here).
Rich Harris, chief executive of AddThis, said
that the company began
testing canvas fingerprinting earlier this year as a
possible way to replace
“cookies,” the traditional
way that users are tracked,
via text files installed on
their computers.
“We’re looking for a
cookie alternative,” Harris
said in an interview.
Harris said the company considered the privacy implications of canvas fingerprinting before
launching the test, but decided “this is well within
the rules and regulations
and laws and policies that
we have.”
He added that the
company has only used
the data collected from
canvas fingerprints for internal research and devel-
opment. The company
won’t use the data for ad
targeting or personalization if users install the
AddThis opt-out cookie on
their computers, he said.
Arvind Narayanan,
the computer science professor who led the
Princeton research team,
countered that forcing users to take AddThis at its
word about how their data
will be used, is “not the
best privacy assurance.”
Device fingerprints
rely on the fact that every
computer is slightly different: Each contains different fonts, different software, different clock settings and other distinctive
features. Computers automatically broadcast some
of their attributes when
they connect to another
computer over the
Internet.
Tracking companies
have long sought to use
those differences to
uniquely identify devices
for online advertising purposes, particularly as Web
users are increasingly using ad-blocking software
and deleting cookies.
In May 2012, researchers at the University
of California, San Diego,
noticed that a Web programming feature called
“canvas” could allow for a
new type of fingerprint —
by pulling in different attributes than a typical device fingerprint.
In June, the Tor Project
added a feature to its privacy-protecting
Web
browser to notify users
when a website attempts to
use the canvas feature and
sends a blank canvas image. But other Web browsers did not add notifications
for canvas fingerprinting.
A year later, Russian
programmer Valentin
Vasilyev noticed the study
and added a canvas feature to freely available fingerprint code that he had
posted on the Internet. The
code was immediately
popular.
But Vasilyev said that
the company he was working for at the time decided
against using the fingerprint technology. “We collected several million fingerprints but we decided
against using them because accuracy was 90
percent,” he said, “and
many of our customers
were on mobile and the
fingerprinting doesn’t
work well on mobile.”
Vasilyev added that
he wasn’t worried about
the privacy concerns of fingerprinting. “The fingerprint itself is a number
which in no way is related
to a personality,” he said.
AddThis improved
upon Vasilyev’s code by
adding new tests and using the canvas to draw a
pangram “Cwm fjordbank
glyphs vext quiz” — a sentence that uses every letter of the alphabet at least
once. This allows the company to capture slight
variations in how each letter is displayed.
AddThis said it rolled
out the feature to a small
portion of the 13 million
websites on which its
technology appears, but is
considering ending its test
soon. “It’s not uniquely
identifying enough,” Harris said.
AddThis did not notify the websites on which
the code was placed because “we conduct R&D
projects in live environments to get the best results from testing,” according to a spokeswoman.
She added that the
company does not use any
of the data it collects —
whether from canvas fingerprints or traditional
cookie-based tracking —
from government websites
including WhiteHouse.gov
for ad targeting or personalization.
The company offered
no such assurances about
data it routinely collects
from visitors to other sites,
such as YouPorn.com.
YouPorn.com did not respond to inquiries from
ProPublica about whether
it was aware of AddThis’
test of canvas fingerprinting on its website.

Texas National Guard
troops on state active duty
orders to the southern border in support of the Texas

Safety .
The Texas National
Guard will work in full support of this state-led border security surge operation, whereby local, state
and federal law enforcement partners are coordinating ground, river and air
operations to deter criminal activity along the
Texas-Mexico border.
The Texas National
Guard is in the process of
identifying units and individuals with the required
expertise who will begin
mobilizing and training for
Guardsmen will begin
training exercises, with
assistance from DPS, to
prepare for their role on
the border. They are expected to deploy within
the next 30 days to serve
as force multipliers in support of the governor’s request.

preppy clothier J. Crew.

consider the new offering

“We are disappointed that J. Crew is
competing in the race to
achieve a new low in marketing which promotes
poor self-esteem and dan-
gerous weight-loss behavior,” said Lynn Grefe, president and CEO of NEDA,
which supports individuals
and families affected by
eating disorders.
“Zero is not a size.
The company’s new 000
sizing will only triple the
practice of unhealthy dieting in a society obsessed
with skinny,” Grefe said.
“Sadly, some of
those vulnerable to eating
disorders will compete to
fit in this new size and others will be subjected to
even worse self-image
challenges, because they
can never achieve such an
unrealistic goal naturally.”
Samantha James, a
Northeast resident who
also suffers from an eating disorder, said after the
retailer’s announcement
she visited a manager at
a J. Crew store on Wisconsin Avenue in Northwest to
express her dissatisfaction with the new size.
“ The
manager
wouldn’t come out and
speak to me after one of
the customer service girls
told him what I was there
for,” said James, 29. “I
wanted to give him facts
and a piece of my mind.”
Officials at J. Crew
said the new sizing accommodates a customer demand that’s primarily com-
ing from Asia.
“This has nothing to
do with vanity sizing and
accounts for the smallest
percentage of our overall
sizing assortment,” company officials said in a news
release on July 12.
Some marketing experts called J. Crew’s new
sizing a savvy business
move. ?Retail expert Jennifer Black, CEO and president
of Jennifer Black & Associates in Oregon, told ABC
News that many stores tend
to stock smaller sizes in low
numbers.
She said she applauds more options for
consumers and said J.
Crew’s reasoning to appeal to Asian customers
isn’t surprising.
“We feel like the retailers in general never
make enough in small
sizes. What stocks out first
when an item is hot are
sizes 0 to 4,” said Black,
who stands 5 feet, 5
inches tall. “I’m a 00 and I
wonder what really small
people do. They don’t have
a whole lot of options,”
she said.
