INTERNET REGISTRATION
To register online or view shelter availability, please go to our
website - www.cityofmonroe.org.
Register online 24 hours a day/7 days a week with Visa,
MasterCard or Discover Card. The first time you register online you
will need to create an account with a password. Remember the
password, for you will use this every time you register. After you
have done that you can login and view all of our classes, how many
spots are available and the program information. Once you have
completed your registration and paid with your credit card, you will
receive an email confirmation. Please be sure to check the receipt
to confirm the details are correct. No other confirmation or
reminders will be sent to you.
Please note: There is a small convenience fee for all online
registrations. Also, if a program is taxable, the tax will be
added to the fee you see online.

Complete the registration form on page 7 (or page 8 for baseball,
softball & youth sports programs). You may mail in, drop off or
bring in person your registration form to the Monroe Park and
Recreation Department at 1110 18th Avenue, Monroe, WI 53566.

All shelter rentals must be made in person. You can check
availability online at www.cityofmonroe.org or by calling
329-2460.
Reservations for the Community Center, Shelter Houses, Bandshell
and the Pool will be taken the first “working” day of the month for
the entire month of the following year. For example on April 1,
2016 reservations can be made up to and including the entire
month of April for 2017.
ƻŷŷĵōrōDrNJǢËÝƻ
With the purchase of your season pool pass, you will get a pool
key fob for each member of the family or keep your old key fobs
from last year. Bring your pool key fob to the pool, it will be swiped
by Pool Coordinator each time you come to the pool and your
picture will come up in our computer. This prevents the sharing of
pool passes. If you forget your key fob, don’t worry, we will look
up your name on the computer.
Each family member who is on your pool pass will need to get
their picture taken. This picture will be kept in the computer at the
Park and Recreation office and at the pool to help the staff identify
members of your family. If you forgot your key fob or if we question
if this person is part of your family, the pictures will help.
Pictures can be taken at the pool or Park and Recreation office.
Pictures don’t need to be taken each year. KEEP YOUR KEY
FOB FROM LAST YEAR & USE WITH THIS YEAR’S RENEWAL.
If you register between March 7th - June 3rd, you will get $5.00
off season pass. After June 3rd, there is no discount.

After a Heat Advisory (heat index of 105 or more) or Heat Warning (heat index of
115 or more) is issued by the National Weather Service, the following actions by
the Recreation Department will take place: Approximately 30 minutes prior to the
start of any outdoor activity, temperature, humidity and heat index readings will
be taken from the National Weather Service or other weather related agencies or
sources of information.
A. Heat Index of 80-89 (Low to Moderate Risk)
Proceed with scheduled outdoor activity. Monitor participants carefully for
necessary action. Encourage additional fluid intake.
B. Heat Index of 90 –104 (Moderate Risk)
Use caution. Fluid/Shade/Rest breaks should be taken every 20-25
minutes. Activity should be modified for less exertion. Consider reducing
program length.
C. Heat Index of 105-114 (High Risk)
Use extreme caution. Fluid/Shade/Rest should be taken every 15-20
minutes. Reduce program length to no more than 60 minutes per class.
Additional instructor breaks. Consider cancellation of youth and senior
programs of high exertion activities.
D. Heat index of 115-130 (Very High Risk)
We will cancel all outdoor activities.
Please note: Some discretion is granted to the Recreation Department in
making decisions, as programs with abundant shade, water and frequent
breezes may not require above modifications. The Monroe Park & Recreation
Department will have the final say on all cancellations. Every effort will be made
to reschedule classes canceled due to inclement weather. If classes cannot be
rescheduled, refunds will not be given.

Online Applications ONLY: The City of Monroe only accepts online
applications for seasonal or fulltime positions. You also may fill out an interest
card online and get updates on job openings.
ƼƼĶɴ¯ŸNjǢsǣŸŘĶƻŸǣÞǼÞŸŘǣ
December 1 - March 1 each year, we accept applications for summer/seasonal
positions. Some positions closed on February 1 and some on March 1.
Recommended minimum age is 16, lifeguard must be 16 by June 1st. Park and
Street maintenance required age is 18. Possible summer positions may be:
lifeguard and swim instructor, summer park & street maintenance, umpires,
playground positions, after school aides, day camp and sport instructors. Open
positions will be listed on the website. Apply online for these positions at
www.cityofmonroe.org.

bottom of page; 4) Click on apply; 5) You will be asked to create an account; and
6) After account is created, you will fill out the application online. We accept
applications for seasonal fall and winter positions from July 1 - August 15 each
year. Possible positions may be: volleyball supervisor and instructors,
basketball instructors, flag football referee, afterschool aide, exercise instructor
and dance instructor. Please check our website regularly as jobs will be listed
when openings occur.

The Monroe Park & Recreation Department will
offer an after school Youth Center Program for
the 2016 - 2017 school year. The first session
will run from September 1 to December 22 and
the second session will run from January 3 to
May 19, 2017. This program is open to
children entering 5K-5th grade. The Youth
Center is open Mon-Fri after school from
3:30-5:00pm. All attendees must complete an
Emergency Contact Form when registering.
Barb Moser is the Youth Center Supervisor.
This will be Barb’s last year with her last day
being December 16, 2016. She has been with
the Park and Recreation Department for 35
years!
TRANSPORTATION AVAILABLE
Busing is only available to those children who
are enrolled in the After School Program. The
School Bus Company will pick the children upp
at school and bus them to the Youth Center.

If there is a weather related early release and
the children have not been served lunch, we
will not be open. However, if the children have

as possible due to weather conditions and
safety for everyone. Refunds will not be given
due to weather related cancellations.

Summer School Afternoon Club is a program for children that runs the same weeks and days as summer school. Children come right from their summer
school class and report to the Middle School New Gym every day at noon and check in with their Afternoon Club Instructor.
x Mondays and Wednesdays kids will stay at Middle School for arts and crafts, games, speakers, special entertainment and play outside.
x Tuesdays and Thursdays they check in at the Middle School New Gym, and after lunch walk to the pool and play at Swiss Alps Playground.
x Friday, they should check in at Middle School Gym and a separate bus will take them to one of the city parks.

Tee Ball is an instructional based program that will teach skills
such as: hitting, throwing, catching and base running. Kyle will
set up stations each night and one parent volunteer will be at

Little League is a parent/volunteer coached program under the direction of
Park and Recreation. Parents/Volunteers become involved by holding
practices and coaching the games. This registration begins early due to
organization of volunteer coaches and meetings before league play begins.
After the April 1st deadline, we encourage you to please call us to see if
there are any openings on the teams. There will be an additional $15 to
have a shirt printed after the deadline. Practices start in May during the

Last year, we improved our Kiwanis Coach Pitch League, by
asking parents to help coach. We will form teams before the
program begins and will need 2 volunteer coaches per team. The
first night coaches will meet their teams and handout t-shirts and
schedules. Teams will practice on Wednesdays and Thursdays in
June. Then, starting on July 6th, teams will practice on
Wednesdays and play games against the other teams in the
league on Thursdays. All practices and games will be at the times
and dates listed above. Practices will consist of stations set up by
Kyle Klopfenstein. Teams will rotate through each station with the
parent coaches instructing the players. Players need to bring a

The Monroe Park and Recreation Department will be hosting a coed
volleyball tournament again this year. There will be a max of 10
teams, and the tournament will consist of pool play in the morning,
and then single elimination tournaments in the afternoon. The
tournaments will be split into Class A and Class B based upon the

ɟÌǼÞǣƻÞOĨĶsEĶĶʷ
Pickleball is a racquet sport which combines elements of badminton,
tennis and table tennis. The court is just under one third of the area of
a tennis court and with a similar net. The game is played with a hard
paddle and a polymer smaller version of a wiffle ball. A pickleball moves
at about one-third the speed of a tennis ball, making this a sport that is
more accessible to a wider range of players, particularly children and
seniors. The smaller area along with the slower moving ball makes
pickleball much easier to play than tennis. Please register at Park and
Recreation for these leagues so we can call you with any schedule
changes. You can drop in anytime to play. We form teams and switch
teams up each week. At Twining, we will designate one court for
beginning pickleball players. We supply the paddles and balls.

On the first day, you will be tested in these three areas. You will need to pass
all three things in order to continue with the course.
1. Swim 300 yards continuously demonstrating breath control and rhythmic
breathing. You may use the front crawl, breaststroke or a combination of
both. Swim goggles can be used. You may not stop or swim on your
back.
2. Tread water for 2 minutes using the legs only. Your hands will be placed
under your armpits.
3. Complete a timed event within 1 minute and 40 seconds. Swim goggles
are not allowed for this.
-Starting in the water, swim 25 yards. Your face may be in or out of the
water.
-Surface dive feet first or head first to retrieve the 10 pound brick
-Return to the surface and swim 25 yards on the back to the starting
point. Both hands holding the object out of the water (on your chest) and
keeping your face at or near the surface so you can get a breath when
needed. Put the brick up and exit the water by jumping out.
After Pretest Certification Requirements are:
x Attend all class sessions. You cannot miss any classes.
x Demonstrate competency in all required skills and activities.
x Correctly answer at least 80% of the questions on the 3 sections of the
final written exam.
Upon successful completion of all of these requirements the student will
receive their Lifeguarding / First Aid certificate valid for 3 years and CPR/AED
for the Professional Rescuer valid for 2 years and Water Park Certification.

We are committed to making each visit to the Monroe Pool safe and
pleasant. Please review our Rules & Regulations before entering the pool:
1. Children seven and under must be accompanied by an
adult/guardian over 12 years old in the water (within arms reach)
and on deck at all times.
2. No diving in any area of the pool except the diving well.
3. Patrons MUST take the deep water test to use the diving board or
swim in the deep end.
4. No horseplay, running, shoving or dunking. Behavior that endangers
the safety and well being of yourself and/or other patrons will not be
allowed.
5. Profane language is not allowed.
6. All patrons must shower before entering the pool and after using
the restroom facilities.
7. Patrons having diarrhea, contagious or infectious health conditions
and/or open wounds will not be allowed in the pool per the discretion
of the lifeguard or pool coordinator.
8. Patrons under the influence of alcohol or other drugs will not be
allowed in the pool.
9. All patrons must wear appropriate swim attire. No cut-off shorts,
gym shorts, blue jeans, clothing with rivets, buttons and/or zippers
allowed.
10. Patrons who are not toilet-trained are required to wear swim
diapers in addition to a swim suit. They may be purchased at the
front desk.
11. Animals are not permitted in the pool area.
12. Food, drink, gum and tobacco products are not permitted on the pool
deck.
13. Glass containers are not permitted in the facility.
14. Absolutely no swimming without lifeguards on duty.
15. All patrons must follow the directives of and be respectful of the
lifeguard or instructor on duty. Failure to do so will result in the patron
being asked to leave.
16. We are “family friendly” facility, please refrain from public affection.
As much as we dislike to close the pool, sometimes we must if
weather or low attendance dictates the situation. The following
conditions will result in closing the pool:
Ÿ On deck temperature of 65° or less and/or inclement
weather is forecasted
Ÿ If above 65° and low attendance for first hour, the pool
will close early.
Ÿ Sections of the pool such as the water slide or diving well
may close if it has low attendance.

Patrons must take the deep water test prior to using the diving board.
A diving test will be given each day at 2:00pm break.
1. One person on the diving board at a time.

4. Dive only from the front of the board.
5. Patrons may bounce once per use.
6. Dives must be forward facing only.
7. No throwing objects down the slide or off boards..
8. A rider must be 48” tall.
9. If under 48”they must be able to swim 10 yards unassisted.

Our wading pool happily welcomes swimmers who are:
• Under the supervision of a parent or qualified babysitter
12 years or above at all times

We would like to inform all swimmers that the hour of
5:15 - 6:00pm is not only an opportunity for adults to swim;
but is also a time for our children with special needs to take
swim lessons on Mondays and Wednesdays. We will have
Water Zumba on Tuesdays and Adult Swim Lessons on
Thursday. Monroe High School swimmers will be swimming
laps. We appreciate your cooperation while all citizens
benefit from the Monroe Pool.

organization and exists to benefit all swimmers, not just the highly
skilled. All are welcome who enjoy swimming and being a part of

Club (MCC) for children between the ages of 8-18. A junior
membership provides: unlimited golf at MCC in 2016, range pass, 8
junior lessons during June, July, August and 2 free passes to play with
a parent.

The Foundation pays the entire $220 junior membership to MCC for
applicants enrolled in the Monroe School Districts’ “free and reduced

9-hole round! Clubs are available upon request.
For 2016, a parent can play up to 10 days with their junior golfer for an

Monroe Area Rebel Soccer Club (MARS) was
formed in 1997 as a non-profit organization to
teach good sportsmanship, leadership and

traveling soccer league with games against
other south-central Wisconsin teams.

offers classes in Ballet, Pointe, Jazz,
Tap, Modern, Lyrical, Hip-Hop, Musical/Broadway,
Contemporary, Parent/Child, Pilates and Yoga. Our
dance year starts the Tuesday after Labor Day in
September and ends with our year end recital on the
weekend before Father’s Day in June. We accept
students throughout the year as long as there are
openings in the class. We also have a six week

in-house performance dance company called
Dancin', which performs and competes throughout

POLICY FOR SHELTER RESERVATIONS
Reservations for the community center, shelter houses, bandshell
and the pool will be taken the first “working” day of the month for the
entire month of the following year. For example on April 1, 2016
reservations can be made up to and including the entire month of
April of 2017.
Shelters Closing
2016 shelter reservations are accepted through Sunday, October
2nd. After October 2nd, the Park Department will gradually begin
turning off the water and winterizing all shelters. Once restrooms and
fountains are closed, they will not be re-opened until the middle of
April of the next year. After October 2nd, shelters will be available on
a first-come, first-serve basis, and the use of restroom and fountains
will not be guaranteed, regardless of weather conditions. Thank you
for your patience and understanding.

reunions, parties or meetings. Monday thru Thursday there is no

is $25. Groups of 200+ people will need a special event permit
which can be obtained from the City Clerk. The permit must be
returned back to the City Clerk one month prior to the event.
Those reserving a Shelter house may also request a beer permit,
enabling users of the facility to have beer for their groups’ use.
The beer must remain in the shelter house or within the general
area. Once a shelter has been reserved, a full refund will be
granted if your cancellation is 60 days in advance. If you cancel
less than 60 days in advance you will receive a full refund only if
another group reserves the shelter.

New South Shelter at Twining this Fall
Plans are under way to replace the Twining Park South Shelter.
This shelter was the first shelter house built in Twining Park in the
early 1960s. A larger shelter and restrooms are needed to
accommodate the use this park receives. The new shelter is
planned to have an indoor kitchen area that may be reserved with
the shelter. Several sizable donations have been received to make
this project possible but more donations are needed before
construction can begin in the fall of 2016. Please contact the Park
and Recreation Department if you or your group or organization are
interested in contributing to this project. If you would like to donate,

Twining Park is the largest park within the City of Monroe. This 46-acre park is located at 425 14th Ave. It
offers a variety of recreational facilities for everyone to enjoy. There are two lighted ball diamonds, four lighted
sand volleyball courts, four horseshoe pits, two tennis courts, pickleball courts, two half-court basketball
areas, a paved walkway, two playground equipment areas, an outdoor fitness area, a 18-hole disc golf course
and a winding creek through the center of the park.

The Park Department maintains 18 in-city park properties of 110 acres
along with the 90 acre Forest Prairie Park. These parks contain:

At the Recreation Park swimming pool, the filter systems for the main pool,
plunge pool and wading pool were replaced.
Batting Cage
A batting cage was installed in Twining Park near the east ball diamond.
The funding for the batting cage was started with a memorial from the family
of Mavis Riese. Other contributions for the project were received from:
Monroe Morning Optimist Club, Monsignor Thomas F. Campion Charitable
Fund, Monroe Booster Club in memory of Mavis Riese, Bard Materials,
Jacob Ellefson Memorial, Ace Concrete LLC, Clifford & Dorothy Reasa
Charitable Fund of the Monroe Fund, Ron & Kim Markham family in
memory of Mavis Riese, Team Enterprise/US Cellular, Monroe Lions Club,
Ernie & Nancy Beutel in memory of their son Tracy Beutel and proceeds

The Park Department maintains the 4 Monroe welcome signs and the 2
service organization recognition signs that are located at main entrances
into the city.
The Park Department also oversees the forestry work in the city. A yearly
trimming and removal program for terrace trees is organized; most of this
work is contracted out. The Department also offers a spring and fall
planting program. Residents can order trees and the Park Department
will plant them.
Valley View Park
The playground structure at the Senior Center was relocated to Valley
View Park. The playground needed to be moved to provide more parking
at the Senior Center. The cost to relocate the playground was covered by
the Valley View Park neighborhood and their work providing the
concessions at the Fall Karate tournament. We want to thank Jeff
Derrickson for help in organizing the Karate Tournament and securing the
judges. Thank you to the judges for volunteering their time. All proceeds
of this tournament went to moving the playground structure.
Dogs allowed at Forest Prairie Park ONLY
Dogs are NOT allowed at any park except Forest Prairie Park, near the
Airport on Hwy 59. There are groomed hiking trails available. Dogs
should be leashed or controlled by voice command. We would appreciate
it if you please clean up after your dog.
Outdoor Fitness Course
The Green County Leaders installed a 1500 square foot outdoor fitness
area in Twining Park. We want to thank the Green County Leaders for
their work on this project: Brandi Camron, Nick Elmer, Caitlin Flannery,

What is the Emerald Ash Borer?
The EAB is an invasive insect native to Asia that was introduced into
the United States via wooden packing material. It was first discovered
near Detroit, Michigan in 2002. The insect has spread through the
Midwest since its’ arrival and was discovered in Wisconsin in 2008.
In the fall of 2015, it was found in Monroe. In Asia, the insect has had
little impact due to the existence of natural predators. However, there
are no natural predators in the United States to keep the insect in
check and therefore, it has had a devastating effect on the Ash Tree
population.
What are firewood quarantines?
The moving of firewood has caused most EAB infestations. Green
County is among one of the many quarantined counties in Wisconsin.
Quarantines prohibit the movement of Ash trees, branches, firewood
and any other ash wood products out of a quarantined county to a
non-quarantined county unless the material is chipped to one inch or
smaller.
What can I do about ash trees on my private property?
x Monitor your trees’ health and watch for signs and symptoms
such as dieback in the upper and outer tree top and “D” shaped
exit holes in the bark where adult beetles have emerged.
x Understand chemical treatment options. Local garden centers
have soil drench products that can be applied by property
owners along with local tree care companies that do trunk
injections.
x Private contractors can be hired for the removal of your tree.
It is important to make sure you are working with a qualified
contractor and they have the appropriate insurance and
workers compensation coverage.

The Monroe Parks and Recreation Department will offer a
Spring Terrace Tree Planting Program.
Tree orders for the spring planting have begun and are due
on Friday, April 8th. Planting will begin the week of April 25th.
Tree orders for the fall planting will be taken from Monday,
August 1st through Friday, October 7th. Planting will begin
Monday, October 24th.
For more information regarding the terrace tree planting
program, or to place an order, please call the
Park & Recreation office at 329-2460. Payments must be
made at the Park and Recreation Office, 1110 18th
Avenue. Checks must be made out to City of Monroe.
What is the City doing about EAB?
A street tree inventory recently completed in Monroe identified that
there are 680 terrace ash trees which is about 16% of the total street
tree population. In 2016, the city plans to continue removing terrace
ash trees that are in poor condition or are interfering with other
infrastructures such as blocking stop signs or growing under overhead
lines.

What about chemical treatments?
In 2015, 40 of the best ash trees in city parks were treated. In 2016,
the city plans to begin a treatment program for ash trees that have
been identified as being in good or excellent condition and have a
trunk diameter of 9 inches or above. Property owners will be notified
if the city will be treating their terrace ash tree. The treatment will
protect the tree for two years.

swim lessons, which is found on the yellow certificate you received
in your school folders. If you do not know what level your child
should be in, contact Marge Klinzing at 329-2465.
If your child is in the wrong level, they will not be able to receive

If you wish to obtain private swim lessons, you can
contact the lifeguards personally to set up swim
lessons for your child. Private swim lessons are
$16 per half hour & are paid for at Pool. Please call
the Park and Recreation office at 329-2460 for
contact information. After June 4th, you can also
contact Barb at the pool at 329-2476.
