lieutenantgovernorfrom2008-2011.Healsoservedasstateauditor
andrepresentedhislegislativedistrictintheMississippiHouseof
Representativesforfiveyears.
ThesonofDeweyC.andEstelleR.Bryant,adieselmechanicanda
motherwhostayedhomewithherthreeboys,Bryantlearnedearly
thevalueofhardworkandtheimportanceofeducation.The
Moorheadnativeearnedanassociate’sdegreeincriminaljustice
fromHindsCommunityCollegeandcompletedhisbachelor’sdegree
attheUniversityofSouthernMississippi.Heholdsamaster’sdegree
inpoliticalsciencefromMississippiCollege,andbeforeassuminghis
roleasgovernor,Bryantservedasanadjunctprofessorof
governmentthere.
Gov.BryantbeganhiscareerasadeputysheriffinHindsCountyand
laterworkedasaninsuranceinvestigatorbeforebeingelectedtotheHouseofRepresentativesin1991.In1996,thenGov.
KirkFordiceappointedhimstateauditor,apositionhewasre-electedtoin1999and2003.
Asgovernor,PhilBryanthasledMississippiinimplementingtransformationalpubliceducationreformsandinbuildinga
competitivebusinessclimatethatattractsmajoremployerslikeYokohamaTireCorporation.Heispresidentofthe
InterstateOilandGasCompactCommissionandpastpresidentoftheSouthernStatesEnergyBoard.Gov.Bryantisalsoan
avidoutdoorsmanandisalongtimememberoftheNationalRifleAssociation’sInstituteforLegislativeAction.

asPresidentofSheltonStateCommunityCollegeinTuscaloosa,Alabamaandhas

18yearsofexperienceintheMississippicommunitycollegesystem.
From1996to2014,sheworkedatEastMississippiCommunityCollegeclimbingthe
ranksthroughexemplaryleadershipandserviceasanInstructorofBiological
Sciences,e-LearningCoordinator,e-LearningDean,DeanofInstruction,Vice
PresidentforInstruction,VicePresidentforInstitutionalResearchandEffectiveness,
andVicePresidentoftheScoobaCampus.
Dr.Mayfieldreceivedabachelor’sofsciencefromLivingstonUniversity,amaster’sofartsinteachingofbiologicalsciences
fromtheUniversityofWestAlabama,andadoctorateineducationalleadershipwithaspecialemphasisinthe
administrationofhighereducationfromMississippiStateUniversity.SheisadistinguishedrecipientoftheUniversityof
WestAlabama’sAlumniAchievementAwardin2011andwasinductedasamemberoftheGoldenKeyHonorSocietyin
2015.HermostrecenthonorasAlumnioftheYearinEducationfromMississippiStateUniversitywasFebruary2016.
HerserviceasaneducationleaderhasincludedmembershiptotheBoardofTrusteesfortheSouthernAssociationof
CollegesandSchoolsCommissiononColleges(SACSCOC).HerserviceinAlabamapriortoreturningtoMississippiincludes
Rotarian,memberoftheTuscaloosaBusinessExchange,BoardofDirectorsoftheChamberofCommerce;Boardof
DirectorsfortheIndustrialDevelopmentAuthorityandRegion3WorkforceDevelopmentCouncilSteeringCommittee

Dr.MayfieldcurrentlyservesasaBoardofDirectorforMississippiPublicBroadcastingBoard,StateHealthInsuranceBoard,

DR. SHAWN MACKEY
DEPUTY EXECUTIVE DIRECTOR OF PROGRAMS AND ACCOUNTABILITY
MISSISSIPPI COMMUNITY COLLEGE BOARD
Dr. Shawn Mackey is a three time graduate of Delta State University with a Bachelor of
Science Degree in Criminal Justice (1997), a Bachelor of Arts in Psychology (1997), and a
Master’sDegreeinSocialScienceEducation(2000).Dr.MackeyreceivedhisDoctorateof
Education Degree from the University of Memphis in the area of Higher Education
Administration(2008).Hehasworkedinthenon-profitsectorfor10yearsandinhigher
education for 10 years as an instructor, Assistant Dean of Career Technical Education at
Coahoma Community College, Associate Executive Director for Workforce, Career and Technical Education for the
MississippiCommunityCollegeBoard(MCCB).Inthisposition,Dr.Mackeyhaschampionedeffortstopromoteandmarket
community college workforce training and development, increase technology usage and growth in daily education, and
explore “best practices” across the country that can be used to strengthen current programs at Mississippi Community
Colleges. He currently holds the title of Deputy Executive Director for Programs and Accountability, a position which has
affordedhimtheopportunitytoexpandandutilizehisvastknowledgeoftheintricateoperationsofeverydivisionwithin
the MCCB agency and how they, along with our colleges, can be more effective for the MS Community College
students. Dr. Mackey is committed to the Community College System’s philosophy of access for all students and he
understandshowimportantitistocreatenewinitiativesandprogramsaswetrainandeducatestudentstocompeteinthe
21stCentury.

In1999DexterHolloway,cametotheMississippiCommunityCollegeBoard(MCCB)
asaWorkforceSpecialist.InJune2003,hebecametheDirectorofWorkforce
EducationfortheMCCB.OnApril1,2016,hewasnamedtheAssistantExecutive
DirectorforWorkforce&EconomicDevelopment.
Mr.HollowayisacertifiedAchieveGlobal(ZengerMiller)Facilitatorandhas
completedtheTrainingandCertificateProgramattheUniversityofSouthern
Mississippi.
Professionally,Mr.Hollowaywasthe2007-2008PresidentoftheNationalAssociationofIndustrySpecificTrainingDirectors
(NAISTD).Thisisaprofessionaldevelopmentorganizationforindividualsinvolvedinindustrytrainingprograms.
Additionally,hehasbeenaninterviewerfortheMSEmploymentSecurityCommission,aJobPlacementCounselorforthe
MSDepartmentofRehabilitationandtheStateCoordinatorofIndustrialTrainingfortheMSDepartmentofEducation.
Mr.HollowayhaslivedinBrookhaven,Mississippiallhislife.HeismarriedtotheformerNikkiBeckleyandtheyarethe
proudparentsoftwosons,DorianandMiles.
Mr.HollowayisagraduateofBrookhavenHighSchoolandAlcornStateUniversitywherehereceivedaBachelorofScience
degreeinTechnicalEducationwithaconcentrationinDraftingandaMasterofScienceinIndustrialEducation.

thiscapacitysince2003.
Higginshascompleted130majorcommunityandeconomicdevelopmentprojects
resultinginthecreationofnearly15,000manufacturingjobsandoverfivebilliondollars
inindustrialinvestments.Hehasalsoworkedonnumerouscommercial/retail
developmentsaswellashundredsofmillionsincommunitydevelopmentimprovements.
Heisnationallycertifiedasaplanner,communityandeconomicdeveloperand
environmentalconsultant.
HisrecentaccoladesincludetheLINKreceivingtheexcellenceinEconomicDevelopment
AwardfromTheSiteSelectorsGuild,HigginsbeingnamedMegaDeveloperoftheyearby
theTennesseeValleyAuthorityandjoiningtwootherMississippidevelopersinbeing
namedtoConsultantConnect’s50TopNorthAmericanEconomicDevelopers.
ToniD.CooleyistheCEOoftheMississippi-based,SystemsCompanies.In2001,the
company’s38yearoldconsultingfirm,SystemsConsultants,parlayedanidentified
opportunityintothegroup'sfocusinautomotivemanufacturing.Byyearend2015,
SystemsElectroCoating,aTierIsuppliertoNissan,wasthesoleproviderof
frames/platformsusedinthemanufactureofallNissan’sU.S.-builttrucksand
SUVs.Thefive-yearoldSystemsAutomotiveInteriorsisaTierIwhichmanufactures
andsequencesallseatsforToyota’sMississippi-builtvehicles.In2014,SAIandSEC
wererankedrespectivelybyBlackEnterprisemagazineasthe27thand30thlargest
Blackindustrialcompaniesinthenation.Throughtheseenterprises,alongwith
SystemsITandtheCenterforSocialEntrepreneurship,shecarriesonthe
organization’soriginalmissionofbuildinghumancapacityinMississippigenerally,and
Jacksonspecifically.ToniisaboardmemberofSandersonFarmsandchairofaboard
committeeofTrustmarkCorporation.SheisanardentsupportofBarrElementary
SchoolandWestJackson.
Dr.RachelM.DeVaughanisaGEDtoPh.D.successstory,afterdroppingoutof
highschooltotakecareoffamilymembersandworkfull-time.Overthelast12
years,Dr.DeVaughanhasimmersedherselfinthefieldofeducationandhasan
extensivehistoryasateacherandleader.Shehasservedinleadershiprolesatthe
school,district,andcollegelevel.Shehastaughtregularandhonorseducationin
elementary,middleandhighschools,servedasacurriculumspecialist,workedas
aschoolanddistricttrainingfacilitator,andengagedinthesuccessful
implementationofstateassessmenttraining.
Knowingfirsthandherownacademicstrugglesandhowtheyaffectedher,she
dedicatedmuchofherfreetimetohelpingotheracademicstrugglingstudents
becomesuccessfulduringtheyearssheservedasaneducator.Shewas
committedtobuildingstudent,teacher,andleadershipcapacityandtrustinthe
fieldofeducation.
SheexpandedherexperiencefromtheK-12leveltopostsecondary/highereducationworkingasanAssistantDeanof
InstructionatMississippiGulfCoastCommunityCollege,andnowasaprogramspecialistintheOfficeofAdultBasic
Education/HighSchoolEquivalencyattheMississippiCommunityCollegeBoard.Shehasproventobeavisionaryleader
withextensiveexpertiseincurrenteducationalreformsandbestpractices,standards-basedcurriculumalignment,
professionaldevelopment,supportoflowperformingstudentsandschools,accountabilityandfiscalmanagement.Dr.De
Vaughanhasdedicatedhercareertoeducatingstudentsandservingasacatalystthatensuresallstudentshave
opportunitiesforrelevantlearning.
Dr.DeVaughanalsospendshertimewithaministrythatreachesouttofemaleinmatesattheCentralMSDepartmentof
Correctionswheresheencouragesthewomentocontinuelearninglifeskills/highschoolprepsotheycanfurthertheir
educationandemployabilitywhenreleased.
TonyLandisisSeniorDirector,CollegeandCareerAccess&SuccessattheOhio
DepartmentofHigherEducationwherehemanagesfederal,nationalorganization,and
statehighereducationinitiatives.
Currently,heoverseesOhio’sPostsecondaryCareerandTechnicalEducationportfolio,
whichincludesoversightofOhio’s55adultcareercenters,managementofvarious
initiativesforthestate’s23communitycolleges,18regionalcampuses,and14universities,
aswellasleadershipfortheCarlD.Perkinsfederalgrant,careerpathwaysdevelopment,
career-technicalcredittransfer,andpostsecondaryaccessandsuccess.Hehasbeenthe
stateleadforLuminaFoundation’sCreditWhenIt’sDue“reverse-transfer”initiative,
InstituteofHigherEducationPolicy’sWin-WinProject,NationalGovernorsAssociation’s
AcademyforCareerTechnicalEducation,andOhio’sOne-YearOption’s900clockhoursto
30credithoursinitiative.Hehasservedonnationaleducationorganizationboards,
providedthoughtleadershipasaneducationexperttocommunityandnational
organizations,andhasbeenahighlightedpresenter,keynotespeaker,andpanelistatlocal,stateandnationalmeetingsand
conferences.
Hehastwentyyearsofexperienceinhighereducationadministrationandpolicyintheareasofworkforcedevelopment,
economicadvancement,academicaffairs,andstudentaffairs.Previously,heheldpositionsinstudentaffairsatCentral
StateUniversity(Ohio)andSouthernIllinoisUniversityEdwardsville.TonyisalsoapublishedwriterandholdsaBAandMA
inHistoryfromSouthernIllinoisUniversityEdwardsville.

Dr.JesseSmithispresidentofJonesCountyJuniorCollege,Ellisville,Mississippi.InJuly2006,
SmithjoinedanelitesetofmenwhenhewasnamedthefifthpresidentofJonesCountyJunior
College.SmithisanativeofJonesCountyandgraduatedfromthecollegein1987.Hehasbeen
employedatJonesfor17years,fiveofthoseaspresident.
Previously,heheldseveralpositionsasdeanofthecollege,DeanofInstructionalAffairs,and
academicdean.SmithalsospenttimeteachingbusinesscourseswhenhefirstarrivedatJones.
HeearnedadoctoratefromtheUniversityofSouthernMississippi,anMBAandBBAfromthe
UniversityofMississippi,andanassociatedegreefromJCJC.Asastudent,Smithwasamember
oftheJCJCChoirandparticipatedinmanyperformances.Hehasaperformingartsbackground
that ranges from singing in several productions with the Mississippi Opera and the National
OperaAssociationtosingingtoaudiencesatchurches.
Dr.ScottElliottisservinghis19thyearasPresidentofMeridianCommunityCollege,having
assumedthatpositiononSept.1,1998.Dr.Elliotthasover30yearsofexperienceincommunity
collegeadministration.JustpriortocomingtoMeridian,Dr.ElliottservedasPresidentofClarendon
CollegenearAmarillo,Texas,from1995to1998.
Dr.ElliottalsoworkedforeightyearsasavicepresidentandprovostatCentralFloridaCommunity
CollegeinOcala,FL.Priortoenteringhighereducation,Dr.Elliottworkedasaprofessional
journalist,winningover45awardsinAssociatedPressandregionalpressassociationwriting
competitions.
Dr.Elliottholdsabachelor’sdegreefromtheUniversityofTexassystem;amaster’sdegreefrom
theTexasA&Msystem;andadoctorateinhighereducationadministrationfromthe
UniversityofFlorida,whichnamedhimanoutstandingalumnusin2006.In2014,Dr.ElliottwasrecognizedbyPhiTheta
KappaInternationalasarecipientoftheprestigiousShirleyB.GordonDistinguishedServiceAward.
Dr.Elliottandhiswifeof43years,Claudia,grewupinChattanooga,Tennessee.Theyaretheproudparentsofadaughter,
Stacie,whoisapublicschoolteacherinFlorida;andason,Scotty,whoispresidentofOne-LifeInsuranceinMeridian.The
ElliottsaremembersoftheFirstUnitedMethodistChurchofCollinsville.
Amonghisaffiliations,Dr.ElliotthasservedaschairmanoftheMississippiCommunity&JuniorCollegeAssociation;
ChairmanoftheTexasCommunityCollegeAssociation;ChairmanoftheMississippiCommunityCollegeFoundation;and
CommissionerfortheSouthernAssociationofCollegesandSchools(SACS).HeisalsoapastpresidentoftheMississippi
AssociationofColleges,whichincludesallofthestate’spublicandprivateuniversitiesandjuniorcolleges.
Dr.WilliamLewisisanativeofClinton,Mississippi.HeearnedaBachelor’sdegreefromMississippi
CollegeaswellastheMaster’sandDoctoraldegreesfromtheUniversityofSouthernMississippi.
Duringhismorethanfortyyearsofservicetothestate’spubliceducationsystem,hisexperiences
asaprofessionaleducatorhaveincludedteaching,coaching,andadministrativeassignmentsin
Mississippi’spublicschools,communitycolleges,anduniversities.

In1991,Dr.LewiswasappointedSuperintendentofthePetalSchoolDistrict.Duringhistenure,the
PetalschoolsconsistentlyrankedamongthetopdistrictsinMississippionstatewidemeasurements
of student achievement. Test scores in the district improved each year of Dr. Lewis’ service as
superintendent.In1996,thePetalSchoolsachievedthestate’shighestaccreditationrecognitionas
a Level 5 school district and consistently ranked as one of Mississippi’s top performing districts
duringhistenure.
The school district produced several programs during Dr. Lewis’ administration that have been recognized as models for
other school systems. The school district’s commitment to improvement in early childhood education led to the
development of a widely recognized parenting program that focuses on the parent as a child’s first and most important
teacher.
In1997,thedistrictofferedforthefirsttimeamodelprograminpolymertechnologythatsymbolizedthedistrict’sfocuson
technologyandworkforcedevelopment.ThecreationofMississippi’sfirstsecondaryprograminpolymertechnologyand
thenation’sonlytwo-yearprogramatthesecondarylevel,thishigh-techinitiativehasbeencreditedasbeingamajorfactor
inseveralpolymer-relatedindustrieslocatingrecentlyintheHattiesburgarea.InDecember1997,thePetalSchoolDistrict
BoardofTrusteesnamedthePolymerTechnologyBuildingatPetalHighSchoolinhonorofDr.Lewis.
The Public Education Forum of Mississippi named Dr. Lewis as Executive Director in January 1998. In this role he was
responsible for directing the activities of a highly visible business-support organization established to promote
improvementinthestate’spubliceducationsystem.
ThePetalAreaChamberofCommercein1998presentedDr.LewiswiththeBobbyRunnelsCommunityLeadershipAward
forOutstandingServiceandLeadershiptothePetalCommunity.
DuringhomecomingactivitiesatMississippiCollegeinOctober1999,Dr.LewiswaspresentedtheCollege’sDistinguished
AlumniAwardfromtheDepartmentofTeacherEducation.Dr.LewiswasalsoinductedasamemberoftheUniversityof
SouthernMississippiAlumniHallofFameduringhomecomingceremoniesin2015.
ThePearlRiverCommunityCollegeBoardofTrusteesselectedDr.LewistobecometheCollege’stenthpresident,effective
July1,2000.Sincehisappointment,PearlRiverhasexperiencedasignificantgrowthinenrollment,developedanational
reputationforexcellenceinteachingandlearning,producedanationalchampionshipinfootball,andiswidelyrecognized
forthehighqualityofitsartsprograms.
Dr. Lewis currently serves on the Board of Directors of the South Mississippi Planning & Development District, the
Mississippi Humanities Council and has served as chairman of the Board of Directors for the Mississippi Enterprise for
TechnologyandaschairmanoftheMississippiAssociationofCommunityandJuniorColleges’President’sAssociation.
Dr.LewisismarriedtotheformerJanetLadnerofGulfport.Theyhavetwochildren:Kelli,agraduateoftheUniversityof
Mississippi with a doctorate in pharmacy, and Jay, a graduate of the University of Southern Mississippi, as well as four

collegestoencourageparticipation.TheMCCBknewthatinitiallyitwouldbeadifficultpropositionaskingfaculty
andstafftoattendtheconferenceduringtheirsummervacationmonths.Asaresultofthescholarship,itgarnered
healthycompetitionandenergizedthewinners.However,thescholarshiphasbecomesomuchmore.Itallowsthe
collegestoprovidemuchneededfinancialsupporttostudentsinaclimateofdecliningfinancialaid.Thisismade
possiblethroughvarioussponsorshipsfromvendorsthathavepartneredwiththeMCCBtomakethisareality.
