It's warming up and the plants are blooming... and the rattlesnakes have also come out to enjoy the weather. There has been at least one reported rattler sighting here in the Lakes. Eleven of the 13 Arizona species live around Pima County. They leave their dens in March and April (depending on the weather) and remain active until October. According to the Arizona Star, Tucson reports about 150 bites over the course of the season. Deaths, fortunately are very rare. But to insure you aren't one of the unfortunate few, take the following precautions. "First and foremost, watch where you put your hands and feet," says Keith Boesen, Director of the Arizona Poison and Drug Information Center in Tucson. "Don't reach into areas obscured by brush." As important, don't approach or harass rattlesnakes. They can strike a distance up to twice their body length. And their young are just as viciously and poisonous as an adult. "If you come across a snake, take one or two steps back and you should be out of striking range," Boesen said. If you do get bit, there is only one thing to do. Get to an emergency room immediately. There is plenty of anti-venom available this year. Don't cut, suck or apply a tourniquet. While they look good on the silver screen, those actions are likely to do more harm than good. "The bite and sting season is not exclusive to rattlesnakes," Boesen said. "We usually get about 2,500 scorpion stings a year. Call 1-800-222-1222 any time of the day for information on snakebites. The line is operated by the Arizona Poison and Drug Information Center. Take care of your dog as well. There is a dog vaccine for rattlesnake bites. The vaccine is made from snake venom and works in a way so that if your dog is bitten, the reaction to the bite is REDUCED and may be delayed – it is not completely eliminated, so a vaccinated dog bitten by a rattlesnake will still need vet care as soon as possible. “The rattlesnake vaccination costs about $25, and can greatly reduce the amount of anti-venom serum the dog needs and the severity of the reaction to the bite,” says Dr. Liz Koskenmaki, DVM. Since each vial of anti-venom costs between $500 to $1000, you are not only potentially saving your dog’s life, but a lot of money! Prevention is better than needing a cure. Keep your dog on a 6 foot leash. It's the law here and if you hear a rattle or see a snake on the ground ahead of you, you can control your pet and avoid the snake. Vets say the vast majority of rattlesnake bites occur when a dog is off-leash or on a flexilead. Just like you, walk your dog on a trail and choose wide trails or roads over narrow brush-bordered trails if possible. That way you are more likely to see a snake sunning itself across your path, and be able to stop and avoid it in time. Procedural Changes At The Board Meetings In order to make the meetings run more efficiently, the Lakes HOA Board of Directors have instituted two new procedures at all Board meetings. During the Input time (6:30 to 7:00 pm), each homeowner will be limited to three minutes. Second, committee reports will be submitted in writing to the Board members in advance of the meeting. To have a teacher to conduct the classes, we needed to have at least 10 participants. We fell short of that number. If you were thinking about joining in, but just didn’t get a chance to call me, please do so now. This is the “last call” for Tai Chi. I’m asked about various speakers at the Rec Center. Please keep in mind that our “no soliciting” policy prohibits us having speakers who could also be considered a vendor. Our policy does limit us to what activities we can offer. The committee continues to seek activities that would be of interest to our residents. We are still reviewing the survey that was sent to the residents last year. CALL TO ORDER: Meeting was called to order at 6:30 p.m. HOMEOWNER INPUT: Homeowner wanted to thank person responsible for resolving gate code issue at their residence. Wanted to know about planned painting of walls near three-way stop at exit. Discussion ensued. Board- It will be addressed. Letters will go out to homeowners that have properties next to wall that overwatering and irrigation to close to the walls on the inside of the wall is contributing to the breakdown and causing the necessary repairs by the association. See new business. Homeowner reported someone is allowing water to drain from their pool or spa on Split Rock, causing erosion. Board- Mel will investigate. Homeowner reported light at the mailbox that she has reported in the past is still not working. Board- Mel will investigate. Homeowner wanted to know if the board intends to replace the dock. Board- Mel stated there are no plans to at this time. Two homeowners expressed interest in volunteering for the DRC committee. LANDSCAPE COMMITTEE: Bill Gibson and John Gibson gave brief presentation addressing weed issue in community. Complete Landscaping will send the large tank to spray the weeds. Working on resolving this issue. Suggested a water audit to show inadequacies of older design irrigation system. Board member requested a bid on irrigation leaks. Bill advised Edna they will use purchase order numbers in the future when submitting invoices on “threehour letters”. Bill inquired if board made a decision on their bid to bring in rock and remove silt behind fitness center. Complete submitted two bids since the lake is so large, they divided the project in half. Mel pointed out the board was informed that Lake 14 pump was not working and needed a part. Repair was made and found it was wired for 110 and it is a 220 outlet. The board had to seek someone else to make the repairs. Complete suggested the board get a bid regarding the area near the pool and playground where they are waiting for the grass to die - when they water they can’t prevent it from flowing over onto pool decking due to the dome-shape of the landscape in that area. APPROVAL OF MINUTES: A MOTION to approve the revised minutes from December 12, 2012. Unanimously passed. FINANCIAL REPORT: Copies of the November, 2012, December, 2012, January, 2013 financial reports were provided to the board. Correction: Incorrectly noted that “This is first increase in dues in 6 years.” Correct to read “four years”. Reviewed the December 2012 and the January 2013 financial reports. November financials were discussed at the annual meeting. December, 2012 and the January, 2013 financial review presented. Price of coupon books increased. Paying on line would save the HOA money. Advance notice by owners is required to eliminate production of coupon books not needed. Steve to enter this in the newsletter. Postcard could be sent by management in October to owners for their response if they request coupon books. Suggestion for the board to make a “wish list” of items to be done in the community and then to prioritize since there is not enough money to address every item this year. A MOTION to approve the November, 2012, December, 2012 and the January 2013 financial reports as presented. Unanimously Passed. MANAGER’S REPORT: Written report submitted to the Board. COMMITTEE REPORTS: DRC – Mel Silverman: There was one approval for painting a residence. Management provided a report submitted by Abeyta Painting with their suggested list of homes in the community that are in need of painting. Management suggested that the Board appoint two board members and the DRC Committee to serve on ad hoc committee in putting together an approved color pallet for the community. LANDSCAPE – Chris Kaselemis: Met with landscape architect to discuss the following three issues: 1. Possibility of a future dog park. Wants to seek bid to have on hand in case grant that the Audubon Society is seeking to create a better environment for wildlife, goes through. 2. Planting bushes around lake due to hard packed ground. The cost would be approximately $250. 3. Steve stated board does not need to seek bids if under $500. He will put something in writing for the next meeting regarding bid protocols. LAKES – Doug Baker: Provided a copy of his report to the board. Discussion ensued regarding being over budget last year. SECURITY/GATE – Mel Silverman: Sign installed instructing people to us east gate entrance for any large trucks, trailers and motor homes or vehicles longer than normal. Incidents with gate arms are down since sign was installed. 10 incidents this month versus 30 last month. ROADWAYS / WALKWAYS – Mr. Silverman: Time to seek bids on what needs sealing. Mel will contact B&C. Management to obtain two other bids. RECREATIONAL FACILITIES – Mr. Silverman: Had requests over the years for an awning in park to provide shade. Ace Hardware has a 16x16x16 tarp for $160. Mel will research further to obtain cost of installation. He removed the intercom in the fitness center. COMMUNICATIONS – Steve Schuldenfrei: Out of the 463 households: 73.4% of the households receive e-mail communication 7.6% receive postal which includes 1.9% that receives both for a total of 81% of the community receiving communication through e-mails or postal. 19% not receiving which includes 1.9% that state “not interested in participating” SOCIAL DIRECTOR – Shirley Henning : Delivered two welcome baskets to new residents. A new resident suggested it would be nice if someone could give tours of the community. Board stated this would be something that a real estate agent would do when presenting a property for sale in the community. FEBRUARY MEETING MINUTES Continue on page 11... COMMITTEE REPORTS (CON’T): The library currently has over and above amount of books and as long as there continues to be a surplus, there is no set amount as to how many you can check out. An article will be put in the newsletter. Requested volunteers from the board to help with bingo set up. March 17th, is scheduled for meeting to find out what type of classes the community is interested in taking. There will be an article in the newsletter. UNFINISHED BUSINESS: Pool Person Responsibilities/Handyman and Gate Repair person - Frank has been researching hiring an employee instead of independent contractors for items that need to be done in the community. To date he is showing items that need to be done total $11,000, which is not enough to sustain an employee. Suggested to get an ad hoc committee in place to review further. Lee Smith agreed to serve on the committee. Steve Schuldenfrei and Frank Maier will also serve on the committee. Other Business – None NEW BUSINESS: Wall painting/Repairs - Three-way stop on left hand side - we need an approval to paint the entire wall. Letters need to be sent to owners that overwater and cause water damage to common walls. After painting and sealing, homeowners that are contributing to the water damage will be advised by mail that if there is any future damage due to overwatering, they will be responsible for the costs to repaint and seal when it is needed in the future. Mel stated he will contact a painter for a cost. Pool Repairs/Pool Maintenance – Board reviewed the three bids submitted. Per the bids submitted, the pool companies do not agree on items of repair and/or items needing to be addressed. Edna reminds the Board that regular contractors on the property like pool contractors and Landscapers need to be licensed and insured. Mel suggested the board make a decision if they want to find someone to come and correct current pool issues or have someone come in and correct and then maintain the pools as well. Gate Code – Edna stated this issue has been resolved. Owner was contacted and permission was given to change their current code to accommodate the owner placing the complaint. Management will request an updated gate code report. Bridge Repairs – Three bids were submitted. Discussion ensued. Tabled to allow all board members to review bids. Lee Smith volunteered to research further. Street Sealing – Seeking bids. Window Repair Fitness Center – Seeking bids. Other Business – It was suggested that an attempt should be made to keep the meetings contained within the contracted two hours. NEXT MEETING: Next meeting is scheduled for March 18, 2013, 6:30 p.m. at Lakes of Castle Rock recreation center. These committees help create plans and solve issues in regards to many important projects. Openings include: Newsletter - gathers, writes and helps publish this new formatted , electronic newsletter. Lakes Committee - Addresses issues with and makes future plans for the lakes within our community. Recreational Facilities Committee - Addresses issues with and makes future plans for the recreational facilities within our community including the Rec Center, Fitness Center, and surrounding areas. Social / Welcome Committee - Plans community events, such as the annual yard sale, and coordinates activities for welcoming new homeowners to the community.
