TGCA News Texas Girls Coaches Association Volume 54, No. 3 - November 2007 UIL BANNED SUBSTANCE TESTING PROGRAM PROTOCOL AUSTIN, TX - The UIL Banned Substance Testing Program Protocol is now available for review and public comment on the UIL web site. The direct link to the information is: http://www.uil.utexas.edu/athletics/health/steroid_information.html Mandated by Senate Bill 8, passed by the 80th Texas Legislature, this statewide random testing program will affect student-athletes in grades 9-12, regardless of sport, gender or participation level. 7KH8,/KDVEHHQGLUHFWHGWRWHVWDVWDWLVWLFDOO\VLJQL¿FDQWQXPEHURIVWXGHQWDWKOHWHVLQJUDGHV 9-12 at approximately 30% of UIL member high schools. The selection process of schools and student-athletes will be random, and approximately 20,000-25,000 student athletes will be tested during each of the 2007-08 and 2008-09 school years. In keeping with Senate Bill 8, the UIL has developed this protocol for banned substance testing, procedure for medical exception and penalty structure. This information is intended for informational purposes to allow interested parties to have an opportunity to become familiar with the way the banned substance testing will be conducted and provide any feedback or questions that may arise after reviewing this information. The public comment period will last a minimum of 14 days. APPROVAL OF MINUTES A motion was made by Leland Bearden (Smyer High School) to approve the minutes and seconded by Kit Kyle (Marcus High School). Minutes approved. TRACK COMMITTEE REPORT Tim Torres, Track Committee Chair (Lubbock Coronado) asked of the result of the UIL study of the possibility of adding an at-large entry to occupy the ninth lane at the UIL State Track and Field Meet. Sam Tipton gave an explanation of the Legislative Council vote. FINANCIAL REPORT 6DP7LSWRQ([HFXWLYH'LUHFWRUSUHVHQWHGWKH¿QDQFLDOUHSRUWWRWKH board. Motion was made by Rodney Vigil (Roosevelt High School) and a second made by Jan Newland (Mesquite High School). Report accepted. SOFTBALL COMMITTEE REPORT Mike Ledsome, Softball Committee Chair (Plano West) reported the softball committee had no new business. SUB-VARSITY COMMITTEE REPORT Stephanie Shortes, Sub-Varsity Committee Chair (Frenship High School) reported the sub-varsity committee had no report. Sam Tipton, Executive Director, presented a proposal to remodel the TGCA building, using the N & B Home Improvement. The cost of the project would be $28,700. This would be taken out of the reserve monies. Motion was made Leland Bearden (Smyer High School) and a second made by Rodney Gee (Eastland High School). Proposal accepted. EXECUTIVE COMMITTEE REPORT Executive Committee reported the sub-varsity committee had no new business. Sam Tipton, Executive Director, presented a proposal to give Susan Doherty, a one-time cost of living raise. The cost of living raise would be 5% beginning August 1st, 2007. Motion was made Leland Bearden (Smyer High School) and a second made by Janie Litchford (Frisco High School). Proposal accepted. 2007 SUMMER CLINIC Debra Manley, 1st Vice President reported that we had a cancellation from a speaker but it has been covered. ITINERARY REPORT Sam Tipton, Executive Director, had no itinerary report. Sam Tipton led a discussion about the Regional Meetings. VOLLEYBALL COMMITTEE REPORT Jason Roemer, Volleyball Committee Chair (Fredericksburg High School) reported no new business. No new business NEW BUSINESS ADJOURN Leland Bearden (Smyer High School) moved to adjourn. Linda Godwin (Pine Tree High School) seconded the motion. BASKETBALL COMMITTEE REPORT Lynn Pool, Basketball Chair, (Austin Bowie High School), reported no new business. 5 Important Dates and Announcements - 2007-08 School Year Hall of Fame The Texas Girls Coaches Association honors coaches who have been active members, past or present, of the TGCA, the Texas Volleyball Coaches Association or the Texas High School Girls Track Association. The nominee should have made major contributions to TGCA and the coaching profession. Nomination forms can be found on the TGCA Web site under forms. Margaret McKown Distinguished Service Award Any TGCA member in good standing is able to nominate a person outside of the coaching profession, for the Margaret McKown Distinguished Service Award. This candidate needs to have made outstanding contributions to Girls’ Athletics.
