RATE RELIEF was granted to a number of village shops in the Borough for
the current financial year which ends on March 31st.
To qualify for relief a business must first be located in a rural settlement of 3000
people or fewer. The map below indicates the areas within the Borough that currently qualify. It is now available for inspection prior to its adoption on 1st April.

A regular feature, Benefit Bulletin will keep you
updated on claiming benefit and let you know of
any important changes to the benefit system
Extra help with your housing costs through
‘discretionary housing payments’
What are discretionary
housing payments?
'Discretionary Housing Payments' is
an independent scheme administered
by local authorities who also administer Housing Benefit and Council Tax
Benefit. If you are entitled to at least
the minimum amount of Housing
Benefit or Council Tax Benefit, but
are suffering financially, you may be
entitled to extra help with your housing costs including rent and Council
Tax.
To qualify for this extra help the
Council must be satisfied that you
appear to require some further financial assistance in order to meet your
housing costs.
Are these part of the
Housing Benefit and
Council Tax Benefit
scheme?
Discretionary Housing Payments are
not part of the Housing Benefit and
Council Tax Benefit scheme and there
is no automatic entitlement to them.
The Government allocates a fixed
amount of money to each local
authority every year for Discretionary
Housing Payments. The Council is
unable to pay out more in
Discretionary Housing Payments than
the Government permits. As the funding for Discretionary Housing
Payments is subject to a maximum
spending limit it may not be possible
to make a full award in every case. If
all the funding has been used up - no
further awards can be made.
Can I claim for both
Housing Benefit and
Council Tax Benefit?
If you receive some Housing Benefit, but
are not entitled to main Council Tax
Benefit, you can only claim Discretionary
Housing Payments for your rent. Likewise,
if you receive some main Council Tax
Benefit, but are not entitled to Housing
Benefit, you may only claim Discretionary
Housing Payments for your Council Tax.
If you are entitled to both Housing Benefit
and Main Council Tax Benefit you can
apply for Discretionary Housing Payments
for both your rent and your Council Tax.
If you receive Alternative Maximum
Council Tax Benefit (2nd Adult Rebate)
you cannot claim Discretionary Housing
Payments for your Council Tax.

How do I apply for
Discretionary Housing
Payments?
If you are experiencing difficulty in meeting your housing costs, and feel that you
may be eligible for Discretionary Housing
Payments, you must make a request in
writing. You must say why you believe
you are eligible for Discretionary Housing
Payments.
What rights do I have if my
request is refused?
As Discretionary Housing Payments are
not a form of Housing Benefit or Council
Tax Benefit there is no right of appeal if
your request is refused. However, if you
ask the Council to look at the decision
again a different officer will look at your
request and will notify you of their decision.

litre wheelie bins to residents for a small annual
charge, initially likely to
be £30. The wheelie bins
will not be available to
buy and only the official
wheelie bins leased from
the Council will be emptied on collection days
for garden waste.

in the scheme, so if you
are interested in leasing a

How are we performing?
Every year, councils across the country are required to publish annual indicators as a measure of
how they are performing. There are strict guidelines on how the information is assessed and
figures are independently audited by the Audit Commission. Figures from past years show
Brentwood Borough Council has performed consistently well. The figures here are Brentwood
Council’s Performance Indicators for the year April 2002 to March 2003.

The Council has a scheme in place to detect benefit
fraud.
It took an average of 51.83 (45.04) days to process
new claims for benefit.
It took on average 14.84 (9.10) days to process a
change in circumstances.
53.97% (78.57%) of renewal claims for rent
allowance were paid on time.
95.80 (93.4%) of benefit cases were processed
correctly.
38.03% (42.5%) of recoverable overpayments
(excluding Council Tax) was recovered in the year.

DO MORE THAN WATCH!
Do you want to be able to get up on stage and act? Young
Expressions, the voluntarily run youth drama and musical
group which meets on a Sunday morning at Ingatestone
Community Club, is currently looking for new members, aged
8 to 14, who want to try their hand at music and drama on a
stage.
This is a friendly group which explores all aspects of drama
and instils confidence in all participants through fun and
enthusiasm. Past shows include Bugsy Malone, Midsummer
Night’s Dream, Cinderella, Guys and Dolls and Oliver.
Plans are underway for a new show to delight the audience.

Impaired Persons? We meet for
a few hours on Tuesdays
between 9.30am - 1.30pm at the Brambles, Highwood
Hospital, where members have a cup of tea, a light lunch
and take part in various activities such as quizzes, bingo,
listening to music and handicrafts. It is primarily a social
club where members have the opportunity to meet other visuallyimpaired people, and we also offer friendly support and advice. New
members are especially welcome as are new volunteer drivers and
helpers. It also provides some respite for carers. Our drivers take
members from their homes to the Brambles and home again. Several
outings are also arranged throughout the year.

DANCE AND DRAMA
The Stondon Singers give a performance which
explores the roots of early opera in this country,
from the masques and dances of Lewes, Locke
and Arne to Blos’s Venus & Adonis and Purcell’s
magnificent Dido & Aeneas on Saturday 27th
March, 7.30pm at Priory Church of St Laurence,
Blackmore. They will be joined by the excellent
baroque instrumental ensemble Da Chiesa
and
dancers.

awarded a Conductor Fellowship with the BBC

that is positive in their life.
Socialising, exercise, fitness and mixing with a group can
really help those that suffer. Mental health can cause
many difficulties and real isolation for individuals.
Therefore walking with a group provides little worry with
the company of a leader to guide you and someone at
the back to make sure you are safe. A group also
provides the possibility of finding new friends and new
interests. So enjoy companionship and the countryside
and improve both your physical and mental health. For

Much of the richness of Brentwood’s cultural life is to be found in the
pages of this established Arts Directory.
This latest edition is a product of the long-standing partnership
between Brentwood Arts Council and Brentwood Borough Council,
which also ensures that grant funding is available for local arts
activity. It is very reassuring to see that so many local societies and
groups are still thriving. I am sure the Arts Directory will go from
strength to strength; it is a valuable resource for those who live, work
or relax in Brentwood all year round.
It is a pleasure to introduce the second edition of the Arts Directory
in its new format, a joint venture by the Arts and Borough councils.
By its circulation to the vast majority of homes in the Borough and its
availability in libraries, it provides a ready route to the many
organisations and activities available, whether it leads to the
benefits of taking part directly in the artistic activity or appreciating
what others produce. Please retain it.

The Becket Gallery

Craft Society
The Becket Gallery in Brentwood Library offers exhibition
space suitable for all kinds of exhibitions and displays.
The aim of the society is to promote
and encourage local craftsmen and
women. The annual craft fair is held
in November and is a showcase for
members and invited craftsmen in
the area. Participation is by invitation
only for non members. All the crafts
displayed are made by the exhibitors. Speakers are invited
to most meetings. An open meeting is held each year.
We meet four times a year at the Old House, Shenfield
Road. Meetings take place on a Wednesday evening at
8pm. New members always welcome.
These facilities ensure that a wide variety of work is
exhibited at the Becket Gallery encompassing individual
artists, craft workers and local organisations such as
Brentwood Art Society.

Tutored sessions on Monday evenings offer opportunities to
experience different approaches to subject and to learn a variety of skills. On Thursday evenings members can work from a
model, without a tutor. There are occasional talks and demonstrations from visiting artists and during the year we also hold
social events and gallery visits. Painting weekends are organised as well as printing courses and life-drawing workshops.

Doddinghurst Art Society
We have an arranger who comes to show
us her interpretation of how to use a few
flowers with foliage. She shows us six different arrangements which are raffled at
the end of the meeting.
We meet on the 4th Tuesday of every
month except December at St George’s
Church Hall, Ongar Road.
Fundamentally a society interested in watercolours but other mediums are also
embraced. There are three terms a year.
Educational visits are arranged, as are
demonstrations by visiting artists. A tutor
attends bi-weekly and an open exhibition is

Church as part of its mission locally, the Festival takes place
every two to three years. Its aim is to present a wide range
of cultural activities, from music and drama to art and craft,

Learning For Pleasure
Learning for Pleasure, an independent charity for nearly
twenty years, is run by a voluntary committee elected by the
members. Membership (£1 pa) is open to anyone who
attends a course or supports the organisation. Courses are
provided in the autumn and spring terms, mainly during the
day at the Old House, Wilson’s Corner, by well-qualified
lecturers in such subjects as History, Art, Architecture,
Literature and Wine Appreciation. There are no entry
requirements, performance marking or accreditation
procedures. Just come, listen and discuss with others in a
friendly supportive atmosphere. Programmes are available
from the Town Hall, libraries and the Old House or from the

The W.I. offers opportunities for all women

Band on the Run

Blackmore Players
A function band of the highest standard, Band on the Run is
an extremely lively band whose dedication to their work has
resulted in great demand all over the UK. Using the very
latest in musical technology, Band on the Run is able to
re-create studio quality sounds to the very highest standard. All
the musicians have a wealth of experience having played all
over the UK and Europe and are able to re-create the sounds
of an era spanning the sounds of yesteryear to the hits of
today. Band on the Run is ideal for corporate functions,
Masonic dinner dances, weddings, sports & social clubs,
garden parties, anniversaries or for that special occasion that
you want to be a great success.
Blackmore Folk Club started in September 1964. We meet
as a small friendly group every Monday at 8.45pm (except
Christmas Day!) at the Bull, Blackmore, with two or three
larger functions per year.
We are very supportive: actively encouraging individuals,
duos and small groups in the performance of a variety of
songs and acoustic music from traditional folk through to
contemporary and self-penned compositions. There is also
plenty of opportunity for the enjoyment of chorus singing.
Some members also enjoy performing locally and
nationally.
Founded nearly forty years ago we present a minimum of
three productions per year, a pantomime in January and a
play or musical revue in May and October. We welcome
new members, especially men who can help either on or
backstage or with sound and lighting. Producers are also
needed. We meet on Wednesday evenings at 8pm in the
Blackmore Village Hall, Nine Ashes Road, Blackmore. We
have use of the hall all year round for rehearsals and
productions.

Brentwood Junior String Ochestra
Brentwood Beginner Strings is a fun,
elementary introduction to the skills and disciplines of orchestral playing. The orchestra is
for beginner players on all orchestral string
instruments up to 11 years old. They can join
as soon as they understand basic rhythms and
have enough control to play on open strings reliably.
BJSO is for young string players between the ages of 7 and
12 years who have reached at least Grade 2 standard
(Double Bass - Grade 1). Beginner Strings meet on Sundays
and Junior Strings on Fridays at the Brentwood Ursuline
Convent High School.

Brentwood Choral Society
Fomed in 1982, the choir, based at
Brentwood Cathedral, numbers about
40 voices. Rehearsals are on
Wednesdays during term time 89.30pm in the Cathedral Song School
under the direction of Andrew Wright,
Director of Music for the Brentwood
Diocese. The choir has a wide repertoire and gives three
concerts a year.
We have been a focus for quality and
enjoyable choral singing in Brentwood
since 1942, singing major works from the
choral repertoire and combining with other
local choirs to sing in attractive venues
such as Brentwood Cathedral and Thaxted
Church. Perhaps you haven’t sung for a
long time or have recently moved into the
area. Come and try us out! We don’t
audition, but ask for regular attendance at rehearsals. A

Brentwood Operatic Society

Wind Band
Brentwood Junior Wind Band is a fun introduction to ensemble playing for wind players and is also a training ground for
youngsters who would eventually like to join the Phoenix
Flames and the Phoenix Youth Orchestra. At present members’ ages range from 9 to 14. Standard largely depends on
the instrument but ideally they should have reached Grade
2, although this need not be the case especially with rarer
instruments, and anyone who is enthusiastic should apply!
BJWB’s conducter is Mike Applewhite, the popular, local
musician who is well known for his lively approach to music.
The Brentwood Junior Wind Band meets for two hours on,
usually, three Sundays during each term at Brentwood
Ursuline Convent High School Hall, Queens Road. Times of
sessions vary between 11am and 4pm.

Brentwood Philharmonic Orchestra presents four concerts each
year and rehearses twice a week for a month before each event.
The BPO is an orchestra of about sixty local
players who enjoy performing the symphonic repertoire at a
good amateur level. Wind and brass players need to be Grade
8+ but string and percussion members of about Grade 7+ can
usually be considered for vacancies. The annual subscription is
£30, with concessions being available to those not in employment.The orchestra’s policy is to combine player enjoyment and
aspirational standards of performance with audience satisfaction. It has achieved a major place in Brentwood’s cultural life.

Brentwood Theatre
Brentwood Theatre is a professional community
theatre based in the town centre, giving access
to professional and non-professional performers. Musicals, plays, recitals, drama, comedy
and children’s shows are all represented at this unique and
friendly venue, with a different show nearly every week.
Despite not receiving any regular arts funding, our main aim
is to provide a cost-effective venue for local performing
groups. Available seven days a week, and with bookings
taken up to 12 months in advance, anyone interested in producing a show - whether it is your first venture or simply to

The Brentwood Recorded Music Society has been meeting
regularly since 1946, and has a membership of just under
50. We meet fortnightly to listen to programmes of mainly
classical music in a warm, friendly atmosphere.

throughout the year, and with some there is an opportunity

Thursdays 8 -10pm in the music room next to the car park.
As part of the Essex County Dance Projects classes are
offered in I.S.T.D ballet, tap and jazz for students age 3+.
Now in its 10th year the Brentwood centre has a 100%
exam success record.
Free weekly sessions are available for students wanting to
undertake performance training and opportunities. There
are two levels of performance groups in Brentwood, junior
and senior. Although a certain level of commitment and
enthusiasm is required, students of all abilities are welcome.

The Howard Wallace Chorale
The Chorale has been making choral music successfully for
over 20 years and enjoys popular support at all its concerts.
In performing music of a wide variety of genres, much of it
arranged especially for it by Howard Wallace, our musical
director, the Chorale attracts its membership from the
whole age range. About 80 enthusiastic singers perform in
a busy schedule of concerts. More men and altos would be
particularly welcome to balance our soprano voices.

We are the largest local choir with around 120 voices
with concerts at the Brentwood Centre, Bishop’s Hill
and Chelmsford Cathedral. The choir performs
major choral works, carols and lighter works with

‘Witness for the Prosecution’, ‘Four Your Pleasure’ and the
‘Good Doctor’. The club has recorded, and plans to record
more, plays for radio and is developing its own portable show
to take to other venues.The club normally meets on Mondays
and Wednesdays during rehearsal periods only. The next two
start on 6th January and 1st September respectively. There are

Ingatestone Choral Society is a friendly and
enthusiastic choir of about 70 members,
under the direction of Bruce Pennick, with
Martyn Heald as our accompanist. We perform three concerts a year, including an annual carol concert, and also take part in the Essex Musical Association’s
annual concert in Thaxted. Our repertoire includes classical
and modern works, from Vivaldi to Vaughan Williams.
There are no auditions. All we ask is regular attendance
and a capacity for enjoyment. We rehearse on Wednesday
evenings in Ingatestone United Reform Church Hall at 8pm.

The group puts on two shows a year - in April or May and
in October. We also put on concerts and soirees from time
to time. We are a small friendly group formed over 30 years
ago. Some of the founder members are still taking part and
members of the same family are also members - making for
a happy atmosphere. We also have an active social side,
with quiz nights, race nights, theatre visits, cheese and wine
evenings and garden parties.
We meet every Tuesday at 8pm in the Community Club in
Ingatestone High Street. We are particularly short of
younger members, both male and female, and would be
delighted to have both.
The Jazz Night is held on the last Thursday of every month
(except December) from 8-10.30pm at the Old House
(corner of Ongar Road/Shenfield Road). Middle of the road
jazz played by the resident trio plus two guest players, who
are top line musicians. The Jazz Night is now in its 21st year.
The M.D.C. was created in 1904
and will celebrate its centenary in 2004 - no mean achievement for an amateur dramatic club. Two plays are produced
in the Memorial Hall, Brentwood School, and one at
Brentwood Theatre during each season. The Club does its
utmost to encourage and maintain high dramatic standards. We benefit from a broad choice of talented producers and outstanding set designs. Two sets won awards from
Brentwood Theatre. However, we do need more help with
set construction and would welcome assistance from any
prospective members. Acting and backstage talents would
be equally welcome. The M.D.C. takes pride in its long history and faces the future with great optimism.

Music at St Thomas’
Phoenix Flames
Phoenix Youth Orchestra
The Parish Church of Saint Thomas of Canterbury,
Brentwood, maintains five groups totalling over 80 singers
and musicians. There are three choirs (the Parish Choir of
Boys and Men, the Girls Choir and the Becket Singers), the
Becket Music Group and the close harmony quartet Songcycle. Monthly lunchtime concerts are promoted and an
Organ Scholarship for training young organists is in operation.
New singers are welcome, especially boys and girls aged 710 years, who receive a free musical education.
Initially created for the older members of BJSO who are not
quite ready to go into the Phoenix Youth Orchestra this intermediate orchestra is open to all string players from year 7
upwards (not only those who have been in BJSO). From
January 2004 ‘Flames’ will also be taking a small number
of woodwind players of about Grade 4 standard.
The main conductor is Liz Hosford, a professional double
bass player and also a skilled pianist and flautist, who has
plenty of energy and enthusiasm and exactly the right
approach for a trainee youth orchestra!
The new orchestra rehearses on Friday evenings in the term
from 4.45-6.30pm at Brentwood Ursuline Convent High
School. In addition there is one Sunday workshop a term
alongside the Youth Orchestra.
The Phoenix Youth Orchestra is
Brentwood’s youth orchestra. Formed in
September 2000, its members are
young musicians of secondary school
age who live in Brentwood and its surrounding areas. The orchestra has two
lively conductors: Robert Bailey for their main conductor
and the assistant conductor is the popular local musician,
Mike Applewhite. ‘Phoenix’ rehearses at Brentwood Ursuline
High School on Friday evenings with one additional all day
Sunday rehearsal a term when they are joined by an excellent team of section tutors all of whom are experienced
orchestral players. Phoenix Youth Orchestra is an extemely
sociable orchestra playing a variety of exciting music in a
relaxed and friendly atmosphere.

Shenfield Operatic Society
The Society of Recorder Players
We are a very friendly and
enthusiast society with members of all ages, and we perform 2 shows every year.
Recent productions have
included “Kiss Me Kate” and
“Guys and Dolls”, both of
which were very successful. These shows were performed at
the Queen’s Theatre, Hornchurch. Our other venue is the
Brentwood Theatre. We also produce our own concerts, and
we have lots of social events throughout the year including
London theatre trips and Christmas parties.
Our main rehearsal venue is St George’s Church,
Brentwood, and meet every Wednesday and Friday night.
The Society of Recorder Players is a
nationwide organisation for recorder
players of all ages that has existed for
over 60 years. There are some fifty
branches whose aim is to promote the
enjoyment of and interest in recorder
playing, largely through ensemble
playing. Branches meet to play together
for pleasure, to explore the vast recorder
reportoire and to extend their technique.
The group meets the first Saturday in the month except

Times & Seasons
(voices in harmony)
Times and Seasons is a chamber choir established in 1985, based in Ingrave. Under its
founder/conductor David Bayley, the group
sings entirely unaccompanied (a capella). Programmes range
from Tudor polyphony to modern sacred works and feature
secular items ranging from madrigals through to folk songs
and “songs from the shows”. All concerts are given for charity.
There are currently fifteen singers - more would be welcome!
Meetings are every Thursday evening in St Nicholas’ Church
Ingrave at 8pm. We perform about six concerts a year, two of
those in cathedrals. No formal auditions held - it is useful to be
able to read music but not essential. If you love singing you are
probably the person we need!

Stondon Singers
The Stondon Singers are a
chamber choir formed in 1968,
originally to perform the music of William Byrd.
Since then the repertoire has broadened considerably and now includes music from the early Renaissance to
the present day. The choir presents several concerts a year,
including the annual William Byrd Memorial Concert. The
conductor is Justin Doyle. Justin regularly works with the
BBC Singers and is currently Director of Music at St. Paul’s,
Knightsbridge.

Seat belt wearing in the front seat
saves over 2,200 lives every year
You know it
makes sense!
EVERYONE KNOWS
they should wear a seat
belt in the front seat,
but many people still
don't realise how dangerous it is not to wear
a seat belt in the back.
In a crash at 30 mph, if
you are unrestrained, you
will hit the front seat,
and anyone in it, with a
force of between 30 and
60 times your own body
weight.
Any award for damages
following an accident
may be reduced if you
were not wearing a seat
belt.
Pregnant women
Like all drivers or passengers,
pregnant
women must wear a seat
belt, unless their doctor
certifies that they are
medically exempt - there
is no automatic exemption. Wearing one may
not be comfortable, but it
improves safety for both
mother and unborn baby.
The lap strap should go
across the hips, fitting
comfortably under the
‘Try Before You Buy’ at the Council’s
Mobile In-Car Safety Centre
bump, while the diagonal
strap should be placed
between the breasts and
around the bump.
A lap-and-diagonal seat
belt is preferable to a laponly belt; however,
wearing a lap-only belt is
better than wearing no
belt at all. In cars fitted
with airbags, the front
seat (whether the driver's
or front passenger's)
should be pushed back as
far as practical.
Airbags
Studies show that drivers
of airbag equipped cars
suffer fewer severe head
injuries in accidents.
However airbags are not
substitutes for seat belts they are designed to
work with them. It is
vitally important that
you always wear your
seat belt and that you do
not sit too close to the
steering wheel or dashboard. In the US where
they have had experience
of airbags for many
years, they advise that
the distance between the
centre of the steering
wheel to your breastbone
should be at least 10
inches. However, airbag
systems differ from car
to car, therefore always
check and follow specific advice from the manufacturer of your vehicle.
This is particularly
important in relation to
children and frontal
airbags.
Child restraints
Before buying a child
restraint, you should try
it in your car to make
sure it can be fitted properly. Ask the seller (or
your local Road Safety
Officer) to demonstrate
how to use and fit the
child seat. Beware of
older and second-hand
child seats which may be
damaged or worn out
and which may not have
the
correct
fitting
instructions. They may
not provide the most up
to date level of protection.
Rear-facing baby seats
provide very high levels
of protection for young
babies but they should
never be used where a
front seat is protected by
an active airbag.
Not wearing a seat belt
is breaking the law. You
are risking prosecution
and lives. Is it really
worth the risk?
Come along and try a
range of infant and child
seats in your car.
They don’t fit as easily as
you might think!

of. Local groups and musicians are invited
to come and help themselves to anything
that may be of interest. The collection is
mostly choral music and is catalogued. If
you can make use of any part of this collection which has been lovingly curated over
many years, you need to act now!

Borough News Winning ways in Shenfield
A RECORD number of 24
shops entered the Best
Seasonally Dressed Premises
competition in Shenfield this
year.
Winner of the Banks, Building
Societies & Estate Agents category was Bradford & Bingley
for the second year running (pictured top), with a display featuring a homemade sleigh drawn
by reindeer across the snow.
Whiterose Chemists (pictured
above) won the Small and
Specialist category, with a scene
of Santa Claus delivering presents via the chimney and a window of gifts among Christmas
trees and a mobile and audible
Father Christmas.
The winning shops were presented with certificates and
plaques and champagne by the
Chamber of Commerce and the
Council.
Thanks too go to the twenty-five
Shenfield businesses, as we go
to press, who have donated £500
in total towards the Christmas
lights.
