justice sector peer - assisted learning network Meeting report Communities of Practice Meeting for court managers & administrators 11-12 June 2012 The Hague - The Netherlands Introduction and opening of the meeting The second JUSTPAL Community of Practice Meeting for Court Managers & Administrators was held at the premises of The Hague Institute for Global Justice in The Hague. The Operational Director of the Institute Mr. Anton Nijssen opened this meeting, followed by introductory remarks by Mr. Leonard Frank McCarthy (VicePresident of Integrity of the World Bank) and Mr. Hassane Cisse (Deputy General Counsel of the Legal Vice-Presidency of the World Bank). Measuring and managing justice sector performance: good practices and challenges Conclusions and future activities It is agreed that the JUSTPAL Program will explore cooperation with the World Bank Global Forum of Law, Justice and Development. The JUSTPAL Task Manager will liaise with the Global Forum Program. By sharing information and representing JUSTPAL at meetings of the Global Forum of Law, Justice and Development (and v.v.) synergy can be created between both initiatives, especially since the Global Forum is oriented at knowledge and research in the area of law, justice and development, whilst the JUSTPAL objectives are focused on knowledge sharing between justicepractitioners. Mr. Evgeny Goloshumov (Head of the Board for Organisation and Legal Support of Courts, Judicial Department Supreme Court of the Russian Federation), Mrs. Elena Avakyan (Head of the Control and Analysis Department Supreme Commercial Court, Russian Federation) and Mr. Dejan Pasic (Assistant Minister, Ministry of Justice Serbia) gave presentations about informational collection on court performance, the key performance indicators which are used and how the collected information is used . Judiciary and Society The COP took note of the presentations by the JUSTPAL members on: (1) measuring and managing justice sector performance indicators, (2) court quality systems (in relation to the subject of judiciary and society), (3) public trust in the judiciary and (4) the main findings of the JUSTPAL survey. Mr. Daniiar Terbishaliev (Member Judicial Reform Committee, Parliament Kyrgyz Republic), Mr. Aram Orbelyan (Deputy Minister, Ministry of Justice Armenia), Mr. Ucha Todua (Consultant, Tbilisi Court of Appeals) and Mr. Adil Abilov (Ministry of Justice, Assistant Minister of Justice and Acting Deputy Director of Human Rights and Public Relations Department, Azerbaijan) gave presentations on the interaction of courts with the public, the different innovations regarding communication techniques between judges and litigants and the role of judges and press officers in impacting the perception of the public and civil society about the judiciary. The Secretariat of JUSTPAL will develop – in cooperation with the World Bank - on the basis of the notes of the meetings a 4-page Knowledge Brief, covering the subjects discussed at the meeting. In addition to this the JUSTPAL Secretariat will develop a short overview document with the key-findings of the survey. 2 The COP took note of the importance of sufficient funding of the JUSTPAL network to realize its objective. The World Bank will play an active role in finding the required financial resources in co-operation with The Hague Institute for Global Justice. For future COP meetings for court manager the next topics will be put on a reserve list: 1. Complaints procedures at the courts 2. ICT and court management (will be addressed in the IS COP) The Secretariat of JUSTPAL will develop in cooperation with World Bank a Rules of Procedure document for the COP group of court managers and court administrators. In this document the main objectives of the COP will be described, its composition, working methods and activities for the coming years. 3. Dealing with minor allegations of misconduct by court officers 4. Strategic Planning and Annual Reporting (will be addressed in the Budgeting COP) 5. Role of court media officers and press secretaries To provide potential donors of the JUSTPAL network an overview of the work and the added value of the network the World Bank and the THIGJ will prepare a long term operational plan with a detailed budget proposal. 6. Court user surveying techniques and feedback mechanisms 7. Court user groups and meeting programs The COP decided by vote that the next COP meeting will cover the following topics, among others: 8. Court procedures without legal representation (lawyers) 1. Reviewing, defining and using performance indicators 9. Annual reporting and other publishing activities/court policies 2. Court quality management systems 10.Providing general information and information about concrete cases to the public 3. Management and leadership of the courts 11.Court excellence techniques (to be addressed to the COP meeting for court managers); 4. Innovations in (court) notification systems 5. Continuous education for court managers and court staff The Secretariat of JUSTPAL agreed to present an updated and re-designed JUSTPAL website within the coming two months (at the end of August 2012 at the latest). 6. Timeliness standards and time processing benchmarks It is foreseen that a third meeting of the COP for court managers and court administrators could take place in June 2013, together with a COP meeting for budget professionals in the justice sector and a plenary meeting of JUSTPAL. 7.
