Manchester Township is pleased to accept the generous donation of a Senior
Motion Wellness System from Pfizer and the Wakefern Food Corporation
that will serve as a fitness and meeting space for seniors at Harry Wright
Lake.
The Township Council accepted the donation through a resolution passed
at their July 25, 2016, meeting. Representatives said that the equipment ties
into an initiative to encourage seniors to eat well, socialize, and challenge
their minds.
“It’s going to be a great benefit to the town,” said Director of Public Works
Al Yodakis, who worked with representatives from Pfizer and Wakefern to
select a location for the equipment at Harry Wright Lake beyond the band
shell and adjacent to the outdoor fitness center and walking trail. The entire
process of manufacturing to installation is expected to take approximately
six weeks.
Because of our sizeable senior citizen population, Manchester Township is
the first site selected by Pfizer and Wakefern to receive a donation of this
wellness system. The equipment will serve as a neighborhood destination
where senior residents can meet, exercise, and connect with one another. In
addition to the exercise center, benches are planned at the site.
“On behalf of the Council, I’d like to thank Pfizer and Wakefern for their
generous contribution to Manchester Township,” said Council President
James A. Vaccaro. Mayor Kenneth Palmer also offered his appreciation to
the companies for their donation.
The Township Council is committed to keeping costs down and creating
opportunities for our senior population with no impact to the taxpayers,
and is thankful for the assistance of our neighboring businesses in a “spirit
of mutual cooperation.”

Connection with
Heroin Distribution
Including Father
and Son
Manchester Township NJ – An
investigation by members of
the Manchester Township Police
Department’s Narcotics Enforcement
Team (N.E.T.) culminated in the
search of a Crestwood Village home
and the arrests of four individuals on
heroin distribution and other drug
related charges on Thursday night.
During the late evening hours
of July 28, 2016, members of the
department’s Narcotics Enforcement
Team executed a court authorized
search warrant at an Amesbury
Road residence in the Crestwood
Village section of the Township.
The investigation began after
the Narcotics Enforcement Team
received complaints about possible
drug distribution on that block.
Surveillance was established in the
area and an investigation ultimately
led to the receipt of a search warrant
for the residence.
During the search of the home,
evidence of heroin distribution,
along with 149 doses of heroin
were recovered. In addition, more
than $3,000.00 in cash, believed to
be proceeds of heroin sales, was
seized. Furthermore, paraphernalia
associated with the distribution of
heroin was also seized.
Arrested at the residence were the

ARIES: 21st March & 20th April
Don’t ignore tension that might have arisen in regards to future
plans you are considering. There could be more seriousness behind
objections than you realize, particularly when it comes to obligations
involved or what might be put to one side. Anybody else will be
dealing with details – you will be dealing with the big picture.
TAURUS: 21st April & 20th May
Don’t take any risks based on what you believe other people will
support as they could find ways of side stepping matters. When left to
your own devices you may start to become doubtful of the ideas you
have or any previous discussions you might have had. Put your mind
on what you can control as time goes on.
FOR GEMINI: 21st May & 20th June
You could feel left behind as someone else sets out to put their
energies into matters that interest them. What you might need to
question is the level of responsibility you have been prepared to take
on to support them. Rather than feel sorry for yourself, cast your mind
to what you need to put into place for yourself.
CANCER: 21st June & 22nd July
It can be the detail that trips you up with any ideas you might want
to implement on a daily basis. Gaining a clear perception on the
outcome might be difficult and you need to be careful that you don’t
look at things, as you want to see them rather than their actual reality.
There is someone who will take a very black or white approach.
LEO: 23rd July & 22nd August
Life will seem to operate at two levels – one where you want to focus
on what you want to put in place. The other level involves matters of
pleasure or celebrations. However, there is a greater balance of serious
things that require your attention. This might make you realise proper
daily routines makes things a lot easier.
VIRGO: 23rd August & 22nd September
You may wonder what you have done to deserve so much attention.
Gaining a clear idea of the true position of somebody else can be
almost impossible. Best to observe and simply wait for things to
surface of their own accord in their own time. Create opportunities to
enjoy yourself otherwise serious matters will take over.
LIBRA: 23rd September & 22nd October
You need to bide your time when it comes to discussing ideas or
details with somebody else in any situation where you are hoping to
get an agreement. They won’t be making things easier for you. Put
your energies into gathering more information – it could lead to a
moment of enlightenment of an easier method.
SCORPIO: 23rd October & 21st November
Stop and think about what you have learned either about yourself or
circumstances you have had to deal with in the last year. This can set
you on a new path for the next 2 years. Be cautious with friendships
or involvement with a group of people right now, especially if any
tensions start to form. You have strength of mind.
SAGITTARIUS: 22nd November & 21st December
There will be a turning point with personal obligations and
responsibilities and you need to be certain about the actions you are
prepared to take. This is no time to take on extra pressure to ease a
situation for somebody else. If you are not clear on something, say so.
What you accept will influence the next 2 years of your life.
CAPRICORN: 22nd December & 19th January
You can gain some vision of the path ahead but you need to bear in
mind that there is a lot going on behind the scenes in some way or
has an unknown quality. For this reason, don’t be surprised if you have
periods of confusion. You can also feel quite clear in your mind and
wonder why these two things seem be in play. They just are.
AQUARIUS: 20th January & 18th February
Someone else is likely to take a dominant approach and you must
employ what you have learnt in the past to ensure it doesn’t end up
leaving you with extra obligations. There could be a real challenge
between what is expected of you and your own priorities. This is a test
in standing up for your rights. Resistance is the key.
PISCES: 19th February & 20th March
You will either be unsure of exactly what someone else means with
what they say or you could feel uncertain about the best way of
handling it. Don’t feel as though the obligation is on you to sort it out.
More important is that you protect yourself from situations that could
limit you or bring greater pressure into your life.
ADULTS NEED VACCINES,
TOO!
NATIONAL IMMUNIZATION
AWARENESS MONTH
“Every year, tens of thousands of adults
in the United States suffer serious health
problems, are hospitalized, or even die
from diseases that could have been
prevented by vaccination.
There is
much focus on adult vaccinations; lately,
television commercials show adults with
shingles and the importance of the shingles
vaccination and also ads for pneumococcal
vaccination to prevent pneumonia,” said
Ocean County Freeholder Deputy Director
Gerry P. Little, Liaison to the Ocean County
Board of Health.
Daniel Regenye, Ocean County Health
Department (OCHD) Public Health
Coordinator, said, “As we celebrate the
importance of immunizations through
life – and to help remind adults that they
need vaccines, too; the Ocean County
Health Department is recognizing August
as National Immunization Month. This
is the perfect opportunity to make sure
adults are protected against diseases like
flu, whooping cough, tetanus, shingles and
pneumococcal disease.”
The specific vaccines adults need are
determined by factors such as age,
lifestyle, risk conditions, locations of travel,
and previous vaccines. All adults should
talk to their health care professionals to
make sure they are up-to-date on vaccines
recommended for them.
Regenye continued, “There is a
misconception among many adults
that vaccines are just for children. The
truth is, you never outgrow the need for
immunizations.”
The Ocean County Health Department
offers Tdap (tetanus, diphtheria and
pertussis) and shingles vaccinations every
first and third Thursday of the month from
1PM until 4PM. For the Tdap vaccination,
you must be over the age of 19 years and
for the shingles vaccination, over 60 years
of age. Although you do not need an
appointment for the Tdap vaccination, it
is necessary to make an appointment for
the shingles vaccination by calling 732341-9700, ext. 7604. Also, beginning in
the fall, the OCHD will begin its annual Flu
Campaign.

Louise’s Story...
Hi! My name is Louise and I was pulled out of an
overcrowded shelter down in Tennessee. Some kind
folks rescued me and I lived with them for almost a
month before I was brought up to the Jersey Shore to
find my forever home. When I was in my foster home, I
Ioved to go for car rides and long walks. I also like oneon-one time with people and I LOVE to be brushed. I
am housebroken! Whoever takes me home must give
me some time and patience. I would do best in a calmer home with no youngsters. I myself
am about 5-6 yrs old and I like my people over 12! I did live with other dogs and was fine with
them but I do protect my food. I really am so happy to be up in NJ where I know someone will
take me home and love me forever!
Vienna’s Story...
This exotic-looking three-year-old came to us in early
December when her owners moved to a place that did
not allow pets. With her shiny black coat, her adorable
round face and her big green eyes, she is sure to catch
your attention by her good looks alone. She seems a bit
intimidated by her new surroundings at the moment,
but don’t be put off by her shyness, because once she
warms up to you, she can be an attentive and loving
friend. This quiet girl would prefer a home with no other
pets. So, if you’re looking for a little one-on-one quality time, just remember the words to
that old Billy Joel song… “Vienna waits for you.”
Man Injured in Animal Attack
Manchester Twp. NJ – On July 27, 2016 at
approximately 5 PM, a 53 year old Johnson
Avenue man, encountered, and was bitten
several times by an aggressive animal
believed to be a dog or a coyote in a wooded
area near his residence while walking his
German Shepard.
The encounter was reported to the
Manchester Township Police by the
Emergency Department of Ocean Medical
Center in Brick approximately four hours
after the incident occurred, when the victim
was at the facility receiving treatment.
The investigation revealed that the victim
received several bites, cuts and lacerations to
both arms from what he described as “a large
brown aggressive dog” which he came upon
in the woods. The victim reported that he
was surprised by the presence of the animal
and was attacked without any provocation.
He was treated and released by the
Emergency Department staff that night after
receiving numerous stitches on both arms.
There were no witnesses to the incident and
although an extensive neighborhood canvas
was conducted by members of the police
department, no one reported seeing an
animal matching the description in the area.
A few residents, however, reported hearing
what they believed to be coyote calls off in
the distance in the past.
The incident is currently being investigated
by Ptl. Kyle Rickvalsky along with the
Manchester Township Animal Control Officer
and representatives from the NJ Division of
Fish and Wildlife.

PROPERTY ALERT SERVICE IMPLEMENTED BY OCEAN COUNTY CLERK
TOMS RIVER - The Ocean County Clerk’s
Office is offering an added layer of security
when it comes to property protection.
“The Ocean County Clerk’s Office Property
Alert Service is a key step in protecting your
property,” said Ocean County Freeholder
Director John P. Kelly, who serves as
Director of Law and Public Safety. “I want to
commend our County Clerk Scott Colabella
in implementing this new program which
provides a layer of protection against
property and mortgage fraud.”
The Property Alert Service is a free service
that provides property owners with email
alerts anytime that a document affecting a
specific property is recorded by the Ocean
County Clerk’s Office.
“Scammers record fraudulent documents
like fake deeds or record fake liens against
property owners,” Colabella said. “In some
instances, fraud on real property is not
discovered for years.
“To address these concerns and protect one
of the most important assets a person has,
my office now offers this free service that
immediately notifies you by email whenever
a document with your name is recorded in
the County Clerk’s Office,” he said.
Property owners can sign up for the free
service by visiting oceancountyclerk.com
and clicking on the Property Alert icon to
access the Property Alert Service page.
“It’s as simple as registering your name
or business name and your email address
and you will be automatically notified
electronically if a document is recorded with
your name,” Colabella said.
Ocean County Freeholder Virginia E. Haines
noted Colabella and the Ocean County
Department of Information Technology
collaborated on the project which resulted
in the launching of the Property Alert Service
in Ocean County.
“This is an important service that can be
accessed
by
our
homeowners
and
business
owners,”
said Haines, who

Comic Relief
Thousands of documents are recorded
annually at the County Clerk’s office.
Of the 131,893 documents recorded in
2015, 24,492 were deeds and 22,778 were
mortgages.
“Based on the volume of deeds and
mortgages recorded monthly, it’s not
impossible for some items to be potentially
fraudulent,” Colabella said. “This program
will help property owners prevent potential
scams from affecting them.”
Kelly noted this program will also help seniors
and their caregivers in making certain there
is no fraudulent activity taking place.
“Ocean County is home to more than 160,000
senior citizens,” Kelly said. “This is yet another
way the County can offer some protection
against scammers.”
Colabella noted that unfortunately identity
theft is a growing consumer complaint and
property fraud which is a form of identity
theft is on the rise.
“While this service can’t prevent fraud, it’s
important to be notified early that someone
may be trying to steal your property without
your knowledge,” Colabella said.
He added that the only time recordings can
be refused is when statutory guidelines are
not met.
“As long as a document meets statutory
recording guidelines, New Jersey law requires
the Clerk’s Office to record the document,”
he said. “I am pleased we can offer this new
program to help our constituents detect
information that may be fraudulent.”

The

Harriet says, “I choose to
paint in watercolors because
they flow and blend and
produce beautiful colors.
I love walking the shore,
feeling the sand beneath my

to inspire viewers of my

beauty I see in nature.”
Harriet Fink’s interest in

reading about my ancestors, who
were Oyster men, and Inn owners
on Barnegat bay, one of whom
was a character named James

Island Beach State Park
Plover Update
The pair of piping plovers nesting on the beach at Island Beach State
Park (IBSP) successfully incubated their nest with four chicks hatching
on July 2 and 3. The nest, in the park’s Southern Natural Area, is the
the first ocean side
nest in more than 25
years and the first in
the park in more than
a decade. It is hoped

federally threatened
and state endangered
piping plovers in New
Plover chick with adult
Jersey.
Courtesy of volunteer Kevin Knutsen
As is frequently the case with plovers, one chick was quickly
lost to an unknown cause (most likely predation). As of Thursday, July
14, another chick had not been observed for three days, but since
chicks can be notoriously elusive biologists are hopeful it is still alive.
The remaining two were doing well, making some big movements
this week. They had been staying in the general area of the nest but
around the same time that the third chick disappeared, the brood
headed south and moved approximately 1,000 meters, then over
the past two days have moved back northward, covering almost the
entire distance.
Piping plovers chicks leave the nest within hours of hatching,
running between their primary feeding area at water’s edge to the
cover found at the front of the dunes. This behavior makes them
extremely vulnerable to predation or unsuspecting motorists driving
on the beach, especially since the young are tiny and camouflaged colored to blend in with the sand - and have a habit of freezing and
crouching in the face of approaching danger.
IBSP staff, state Endangered and Nongame Species Program
biologists and volunteers have worked together to monitor the
brood (this is what we call the family after the nest has hatched)
on a daily basis, in order to provide the most comprehensive data
possible. Of note is that the chicks, within two days of hatching, were
already using the intertidal area for foraging and have continued to
use it throughout the week.
To protect the nesting area, IBSP staff erected a vehicle
barrier and related signage and raked the beach to smooth out the
deep ruts. The wrack line was left intact to allow for optimal foraging
opportunity. A temporary restriction of sportfishing vehicles on the
beach (pdf, DPF Site) is in place as per U.S. Fish and Wildlife Service
guidelines. Evidence of predator activity has been noted on all visits,
including fox tracks and harassment of the brood by fish crows and
herring gulls.
Plovers fledge in about 28 to 35 days, so the ultimate success
of the nest is not guaranteed until the young are capable of sustained
flight, projected to be toward the end of the first week of August.
For more information on Piping Plovers and other beach
nesting birds, including annual management reports, visit

Now through August 28, 2016: Lynn Whitfield – A member
of the Toms River Artists Community (TRAC), Whitfield is a New Jersey
artist who provides unique styling of sculpture and poetry through
her eyes using vibrant color and unconventional media. Her work is
executed through mixed media that invokes many raw emotions to
come to the surface. Her poetry comes from personal experience
stemmed from, racism, bullying, re-birth, love, and motherhood. The
thoughtful way in which colors, written word, and structure blend
together is meant to give the mind a jolt of reality. Deep subject
matter being pushed to the forefront by translucent figures allows
the poetry to come to life and transcend the norm and hum drum. If
asked what she expects her audience to get from her work, Whitfield
would emphatically remark, “I want them to walk away with an open
mind and to remember that you can either be a victim or victorious
and grow from the negative. It is very empowering to take dark and
turn it into something beautiful.” A resident of Toms River, Whitfield
has exhibited at TRAC and The McConnell Gallery, among others.

ADDICTION COUNSELING OFFERED DAY,
EVENING, AND WEEKENDS AT OCC
TOMS RIVER, NJ – Are you interested in earning an
associate in science degree in public service with a specialization
in addictions counseling? Are you a Licensed Professional
Counselor (LPC) or a Licensed Clinical Social Worker (LCSW)
interested in working toward a second license as a Certified
Alcohol and Drug Counselor (CADC)? Ocean County College
offers classes during the day, evening, and weekends leading to
either a certificate in addiction counseling or an associate degree.
Choose the day and time that best fits your schedule!
Through Ocean County College’s new Weekend College
you can take “Addictions Counseling II” this fall semester on
Saturdays at 9:00 a.m. This course emphasizes standards for
insuring thorough documentation; ethical aspects; the counselor’s
personal and professional growth; counselor/client expectations;
objectives, rules, and obligations; and using evidence-based best
practices to determine a course of treatment. Applications are
being accepted. Registration is taking place now.
Ocean County College’s Addictions Counseling
Certificate and A.S. degree in Public Service are accredited by the
National Addiction Studies Accreditation Commission (NASAC).
Jeffrey Lang, MS, LCADC, Program Chair of OCC’s Addiction
Counseling Studies, explained that “OCC is the only New
Jersey community college currently in receipt of this national
accreditation.”
According to Lang, this program is ideal for both students
taking the first steps toward becoming a drug and alcohol
counselor and for professionals seeking a second licensure in
addiction counseling. The full state mandated curriculum for
Certified Alcohol and Drug Counselor / Licensed Clinical Alcohol
and Drug Counselor (CADC/LCADC) education can be completed
at Ocean County College.
Employment opportunities include case manager,
drug and alcohol counselor, group facilitator, human services
worker, outreach worker, residential counselor, and public health
education, among others.
For more information, contact Jeffrey Lang, MS, LCADC,
Program Chair of OCC’s Addiction Counseling Studies, at jlang@
ocean.edu or 732-255-0400, ext. 2076.

Sought for Exhibit on Economic Inequality
Galloway, N.J. - High school students, amateur artists and
professionals are invited to participate in a community exhibition of
their artwork designed to bring attention to the impact of economic
inequality in the United States - and potentially earn some money
doing it.
“Focus on Economic Inequality,” will be exhibited from
Oct. 8-30, 2016 at the Noyes Arts Garage of Stockton University, at
Fairmount and Mississippi avenues in Atlantic City, N.J. Cash prizes in
the form of gift cards will be awarded, with a $175 top prize and $50
for honorable mention in each of the three artist categories.
“This art exhibit is part of Stockton University’s ongoing
initiative on economic inequality,” said Oliver Cooke, associate
professor of Economics, who co-chairs the university’s initiative
with Carra Leah Hood, assistant provost and associate professor of
Writing. “Stockton is one of over 20 colleges and universities across
the country seeking to engage college and university campuses and
their broader communities in discussing, debating, and exploring
the complex causes and consequences of economic inequality,”
Cooke said.
“The artists whose work appears in this exhibit will share
what they see and understand about economic and other forms
of inequality, presenting viewers with visual stories of struggle
and survival and love amidst, at times, chaotic odds,” said Hood.
“An artist’s vision can tease out subtlety of emotion and, in doing
so, teach us new ways of seeing and knowing ourselves and others,

PRESS RELEASE
Waretown branch Library
Month of August
New York City Unfiltered – Sheldon
Nadelman
Although Sheldon Nadelman’s subjects were often
overlooked, as well as, stepped over, his photographs often got
much attention. An acclaimed book, Terminal Bar – A Photographic
Record of New York’s Most Notorious Watering Hole and a Sundance
award winning short film documentary award, The Terminal Bar,
have both resulted from his works. Even Martin Scorcese used the
Terminal Bar in his film, Taxi Driver.
From Nadelman’s vantage point as a bartender at the
Terminal Bar at the corner of Eighth Avenue and West 41st. Street,
he shot 2600 photographs with his $85 Pentax. His works have
been the subject of a New York Times article, whose headquarters,
ironically, now stands on the former site of the bar. Taken from
1962 until 1981, his photographs have long been recognized as
historically significant.
Along with the “sooty, sticky-floored life” images taken off
the streets in front of the Terminal Bar, Nadelman is also displaying
sensitive images of the World Trade Center, pre-9/11.
A reception will be held at the Waretown Branch Library on
Monday, August 8 at 7:30 pm and it is open to the public.

Stockton’s Hughes Center Research Asks:
Do You See the Invisible Hand of
Government?
Galloway, N.J. - Against the backdrop of campaign debates
concerning the size and direction of government, many New
Jerseyans do not recognize the government benefits they receive,
according to a study released today by the William J. Hughes Center
for Public Policy at Stockton University.
Nearly 60 percent of the New Jerseyans surveyed denied
ever having used the services of a government social program. Yet 68
percent of those who denied receiving such
benefits had participated in one or more
programs, the study found.
These benefits are often invisible,
either because recipients view them as
entitlements or because they are delivered
indirectly rather than through government
bureaucracies. “Your government social
program is my entitlement,” summarized
David Carr, author of the study, and director
of Research and Policy Analysis for the
Hughes Center.
The report is based on a survey of
812 New Jersey residents and its findings
are consistent with a 2008 national survey
conducted by Suzanne Mettler, a professor
in the government department at Cornell
University.
Survey results suggest that
respondents’ understanding that they
are participating in a “government social
program” varies widely by program
characteristics and means of implementation.
New Jersey residents were most aware of
the traditional social support programs
targeting the needs of the economically
disadvantaged. They were much less likely
to identify programs such as Social Security,
Unemployment Benefits, Student Loans,
or the Home Mortgage Interest Deduction as government social
programs.

Do You See the Invisible Hand of Government?
Continued.... from page... 38
“Major social programs are invisible to many Americans either
because they are attached to universal entitlement or contributory
systems, or because the government acts indirectly, through
private intermediaries or through indirect instruments such as
the tax code,” explained Carr. “As the debates raging in the current
presidential primaries remind us, our perceptions of whether or not
we benefit from support may shape our position in the continuing
debate about the proper scope of government.”

‘Time for a Change’ Exhibit in Atlantic City
Showcases South Jersey Civil Rights Movement
Stockton University History Project on Display
Through Sept. 28 at
African American Heritage Museum of South Jersey
in Noyes Arts Garage
Galloway, N.J. – South Jersey played an important part in the
struggle for African-American equality. Its citizens fought for
racial justice and against segregation in the south, marched on
Washington with Martin Luther King, Jr., protested on the Atlantic
City boardwalk with the Mississippi Freedom Democrats, and
showcased the first Miss Black America contest. The exhibition is
open now through Sept. 28 at the Noyes Arts Garage in Atlantic
City, N.J.
The exhibition is brought to the African American Heritage
Museum of Southern New Jersey in the Arts Garage, at 2200
Fairmount Ave., by Stockton University and the New Jersey Council
for the Humanities.
“This project is the culmination of over two years of
collaboration between the university and the African American
Heritage Museum of Southern New Jersey, and demonstrates the
commitment Stockton has to our community,’ said Assistant Provost
Michelle McDonald. “It also addresses the complicated issue of race
relations, not only during what was a critical time in our region’s
past but also as an essential topic for ongoing conversation given
recent events. I hope it will prompt viewers to consider where we
have come from, and how far we have yet to travel.”
The show includes the first Miss Black America pageant in
1968, the origins of Martin Luther King Day that same year, and racial
conflicts in both Camden and Newark as well as how they fit into the
larger context of a national movement.
Ralph Hunter, director of the African American Heritage
Museum, said: “This exhibition demonstrates the rise and fall of race
relations and integration in South Jersey and our nation.
It captures the part that Atlantic City played, on the
boardwalk and in the convention hall. In fact, the day I saw Fannie
Lou Hamer having to leave the Convention Hall building was one of
the most exciting days of my life.”
John O’Hara, associate professor of Critical Thinking and
First Year Studies at Stockton, headed the project, working with
graduate students. “The title of this exhibition, ‘A Time for Change,’
evokes the situations and conditions of change in the 1960s, but in
looking at the 1964 Democratic National Convention protests, de
facto segregation, race and police violence, and urban unrest, it also
